Global talents galore at CIIS conference

THERE is a growing emphasis on multi-disciplinary education and research, especially involving science, technology, engineering and mathematics (STEM), in today’s global education landscape.

This was said by Dr Haji Junaidi bin Haji Abdul Rahman, the Permanent Secretary (Higher Education) at the Ministry of Education, at the second Computational Intelligence in Information Systems (CIIS) conference held at Universiti Teknologi Brunei (UTB).

The shift from traditional discipline-specific to multi-disciplinary domains is due to the need for developing a competitive edge in innovation through STEM education and research for the 21st Century. Since Computational Intelligence techniques are used with the inspirations from nature, it can be used as one of the important tools for multi-disciplinary education and research, he noted.

“We are fortunate in this period of time to witness the fastest and most fascinating changes taking place in the technology of Computational Intelligence. The goals of Computational Intelligence are emphasised in understanding complex systems and designing proactive adaptive systems in uncertain, unknown and dynamic environments. Such goals have to represent great challenges and are expected to produce amazing results,” he added.

Also present at the event was Professor Dr Hajah Zohrah binti Haji Sulaiman, Vice-Chancellor of UTB and Honorary Chair and Advisor of the conference.

The three-day conference with the theme, ‘Improving Quality of Life through Connectivity’, is organised by the School of Computing and Informatics, UTB from November 18 – 20.

Dr Au Thien Wan, Dean of School of Computing and Informatics, in his capacity as Chairman of the conference, said, “It is the platform for us to understand better these technologies and their applications so that we can use them to address the complex issues faced by the modern societies today. We hope that these technologies will not only help us build a better future but also improve the quality of our lives through global connectivity.”

A keynote paper titled ‘Artificial Intelligent (AI) Systems with Human Internal State Understanding: I Know Who You Are and What You Think’ was presented by Professor Dr Soo Young Lee from Korea Advanced Institute of Science and Technology, which introduced the participants to Deep Learning, the currently successful speech and image recognition based on computational models of human auditory and visual pathways.

They were 62 submissions from 21 countries and after a rigorous review process, 26 papers were accepted at the conference and those will be published by Springer in the ‘Advances in Intelligent Systems and Computing’ book series.

The papers are categorised into four main tracks: Intelligent Systems and their Applications; Internetworking, Security and Internet of Things; Data Mining and its Applications; and Management Information Systems and Education Technology.

The CIIS conference also featured two invited academic speakers – Professor Laszlo T Koczy from Budapest University of Technology and Economics, Hungary who presented a paper titled ‘Fuzzy Signatures – Theory and Application’, while Professor Ali Selamat from Universiti Teknologi Malaysia presented on ‘Fuzzy Granular Computing Classifier with Particle Swarm Optimisation Learning Algorithms’.

Speakers from BAG Networks, CISCO and Huawei represented the industrial sector with their papers.

The CIIS conference provides UTB an excellent opportunity to attract expertise and professionals from academia and industries from all over the world to come to the Sultanate for sharing, networking and collaboration.

Design, Technology workshop participants receive certificates

CERTIFICATES were presented yesterday to participants of a workshop on the ‘Enhancement of design and technology and other technology subjects for government secondary schools and vocational and technical institutions’.

In a press release from the Curriculum Development Department, Ministry of Education, it was shared that a total of 14 teachers and two lecturers of Phase four took part in the workshop, which was aimed at exposing teachers to the use of Autodesk content and the use of CAD (Computer Aided Design) and CAM (Computer Aided Manufacture), while also establishing an interest and knowledge in the field of engineering and design in the curriculum.

The schools and institutions involved include: Universiti Teknologi Brunei (UTB), Sultan Omar ‘Ali Saifuddien (SOAS) College, Sayyidina Husain Secondary School, Lambak Kiri Secondary School, Pengiran Anak Puteri Hajah Masna Secondary School; Anthony Abell College; and School of Aviation, IBTE Sultan Saiful Rijal Campus.

The workshop’s sessions was divided into three stages: Autodesk content in week 1; the use and handling of Denford machines, CAD and CAM; and machine care and the F1 in Schools challenge.

Haji Abdul Rahman bin Haji Nawi, the Director of the Curriculum Development Department, Ministry of Education presented the certificates to the participants yesterday.

In a speech, he congratulated the teachers who participated in the 14-day training given by professional trainers of Autodesk and Denford.

“The experience, knowledge and skills gained from the workshop added with continuous hands-on training with other colleagues provide more exposure to all,” he said.

He noted that the training undertaken by the teachers developed their skills, particularly in using Autodesk software, the effective use of CAD and CAM and other machines such as a Laser Cutter and Up Plus 3D printer.

“It is expected through this training, teachers will be able to develop their interpersonal skills and creativity through enquiry, negotiation and discussion,” he said. “The crux of design and technology is of course the development of numerous skills such as teamwork, ability to communicate ideas through modelling, graphic skills, discussion and writing.”

He went on to express his belief that the training the teachers attended does not end when they leave the workshop. “Teachers will create their multiplier effect so as to increase in some activities that may start a chain reaction that generates more activity engaging students of all learning styles.”

The chain reaction is the number of students that benefit from teachers’ newfound knowledge and enthusiasm and create their own projects through cross curricular activities, he said.

“Teachers, now you can inspire your students by showing them the limitless possibilities of 3D design. It is now possible to design the shapes of almost everything around us, the things we buy, the way we get around and the places we live. It really does change the world, and that is why we are passionate about educating and inspiring the next generation of designers.”

Making use of technology to allow students the freedom to discover solutions to problems both independently and collaboratively is a force for good, he highlighted. “As educators we strive for students to engage with our subject beyond a superficial level. We want them to be active learners, learners who have a thirst for discovery and knowledge.”

He went on to state, “Students will enjoy the learning of Science, Technology, Engineering, Art and Mathematics (STEAM) and other subjects through the active engagement to this project. To enhance their interest it is important for teachers to promote high order of thinking skills to prepare the students to live in the 21st Century.”

The director noted that, according to Brookhart (2010), “When students acquire the knowledge, skills and transfer them to new situations, the students apply the knowledge and skills to life outside of school and develop their skills at seeing problems from different angles and formulate their own solutions.”

The Ministry of Education hopes that through this project, teachers who are pushing these fields are going to make big strides in preparing students with skills ready to work, he shared.

“This project is part of students’ cross curriculum activities where students are undoubtedly able to experience many areas of education and learning, not only on technology used to manufacture the cars, but way beyond where they will be participating in the Formula 1 competition.”

He also remarked that this year marked a milestone for the Ministry of Education, where the Curriculum Development Department collaborated with Universiti Teknologi Brunei to organise the 2nd National STEM and Innovative Design Challenge, which was held on August 30-31 2016. A total of 56 students from 10 schools participated in the challenge, and he said he hopes the number of students participating next year will increase during the 3rd National STEM and Innovative Design Challenge, which is planned to be held in May 2017.

The director also thanked UTB for allowing the use of their premises as the venue for the duration of the training. “We will look forward to have further training session with experts from UTB with our teachers in the near future.”

Bright future ahead for armament technicians, thanks to IBTE, TI RBAF

ARMAMENT Technician students under the Training Institute of Royal Brunei Armed Forces (TI RBAF) will be able to pursue higher education with their NTec qualification.

The two-year training programme is recognised by the Institute of Brunei Technical Education (IBTE) which offers a National Technical Education Certificate (NTec) qualification in Armament and Instrument Maintenance.

The NTec programme designed for the RBAF Armament Technician students is a collaborative training scheme of IBTE and TI RBAF conducted for a period of two years at the School of Energy and Engineering Satellite, IBTE Sultan Bolkiah Campus in Seria and Training Institute of Royal Brunei Armed Forces in Penanjong Garrison.

Dr Haji Zamri said the development of NTec in Armament and Instrument Maintenance programme is a remarkable example of close cooperation between IBTE and its stakeholders.

“It is a customised training programme designed to produce competent workers in the areas of armament and instrument maintenance.

“The content of the programme provides students with skills and knowledge in engineering science, welding practices, small arms general principles, optical general principles and the specific equipment maintenance training, which is necessary to become a competent RBAF armament technician.”

NTec programme is equivalent to level 3 of the Brunei Darussalam Qualification Framework (BDQF) and allows armament technicians to gain both military and civilian qualifications, enabling them to progress to higher education.

Following the ceremony, the guests visited a static exhibition held at the hangar of the School of Aviation, IBTE Sultan Saiful Rijal Campus.

SMALHB holds 4th Open Day

THE Hassanal Bolkiah Arabic Boys Secondary School (SMALHB) conducted its 4th Open Day at the school’s multipurpose hall yesterday.

The event was officiated by the guest of honour, Ustazah Hajijah binti Haji Moktal, Acting Director of Islamic Studies at the Islamic Studies Department, Ministry of Religious Affairs, who later took a tour of exhibition and launched ‘Syakirin Project’ at Taman Terapeutik.

Also seen during the event was the launching of ‘Buku Ristaan 50 Tahun SMALHB’ by Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, Minister of Religious Affairs.

The open day was targeted at students from Raja Isteri Pengiran Anak Damit Girls Arabic Religious Secondary School (SUAMPRIPAD), Mahad Islam Brunei, Sungai Akar Arabic School, Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah, Bandar Seri Begawan Arabic Preparatory School, Belait Arabic School and Temburong Arabic Preparatory School.

Among those who participated in the event were Universiti Islam Sultan Sharif Ali (UNISSA), the Religious Teachers University College of Seri Begawan (KUPU SB), Student Affairs, Co-Curriculum Section and academic departments of SMALHB.

The main objectives of the event were to serve as a platform for the students to select their courses when they enter Pre-U1 next year, to provide information and guidance to the students and their parents, to introduce the school as the only Arabic Sixth Form Centre in Brunei, to motivate lower secondary students to put more effort in their studies and to attract these students to continue their study in the Arabic field.

In addition, the students were also introduced to types of scholarships offered in various fields, clubs and associations available at SMALHB.

The Open Day was also enlivened with a mini video presentation on SMALHB, quizzes, exhibitions as well as mini bazaars.

High tea for Lela Cheteria Boat Race Team winners

YANG Amat Mulia Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak Haji Abdul Aziz bin Pengiran Jaya Negara Pengiran Haji Abu Bakar, Chief of Adat Istiadat Negara who is also Patron of the Lela Cheteria Boat Race team, yesterday hosted a high tea reception for the Lela Cheteria Boat Race team after they won second place in the 12 paddlers mix category of the recent Sarawak International Dragon Boat Regatta 2016 in Kuching.

The function took place at Tarindak D’Seni Restaurant in the capital.

The Lela Cheteria team won in with their best time of 1.51.28 seconds.

According to the manager of the team, Pengarah Haji Brahim bin Haji Mohd Yussof, they are looking forward to take part in another international boat race to be held in Kedah and Sabah.

Minister of Communications attends 22nd ATM Meeting in Manila

THE Minister of Communications, Dato Seri Setia Awang Haji Mustappa bin Haji Sirat, attended the 22nd Asean Transport Ministers (22nd ATM) Meeting and its related meetings with dialogue partners in Manila, Philippines.

To enhance mobility of goods, people and services, Brunei Darussalam reiterated the importance of transport collaboration with Asean dialogue partners. In this regard, Brunei expressed appreciation to the People’s Republic of China, Japan and the Republic of Korea, for the technical assistance and cooperation in supporting various Asean initiatives towards the implementation of the Kuala Lumpur Transport Strategic Plans.

The minister said Brunei also looks forward to more progress in air services negotiations that offers the benefits and opportunities to Asean dialogue partners, in terms of the number of destinations that Asean can offer. In addition, Brunei will continue to participate in the human capacity training programmes offered by the dialogue partners in striving towards enhancing competency in various transport fields.

The meetings were held from November 17 – 18 at the Philippines International Convention Centre (PICC), Roxas Boulevard, Manila, a press release stated.

The 22nd ATM Meeting was officiated by Benjamin E Diokno, Secretary of Budget and Management, representing Office of the President and was chaired by Secretary of Transportation of the Philippines, Arthur Tugade, with the Coordinating Minister for Infrastructure and Minister for Transport of Singapore, Khaw Boon Wan as Vice-Chairperson.

The ministers commended the strong start in the implementation of the Kuala Lumpur Transport Strategic Plan (KLTSP) 2016-2025 and reaffirmed commitments to intensify cooperation to realise the Asean Economic Community 2025 vision, which calls for a deeply integrated region that would contribute towards a highly cohesive Asean economy.

The full ratification by all the Asean member states of the air transport agreements will pave the way to open skies in Asean, which is one of the key pillars supporting Asean integration, and efforts to enhance the Asean air services agreements to further liberalise key economic elements under the Asean Single Aviation Market (ASAM) Implementation Framework.

The 22nd ATM also commended the good progress in transport projects and initiatives. Among others, was the notable progress on the conclusion of substantive negotiations on the Asean Framework Agreement on the Facilitation of Cross-Border Transport of Passengers by Road Vehicles (Asean CBTP).

The ministers were also pleased with the progress in the establishment of a Mutual Recognition Arrangement (MRA) on Flight Crew Licensing, which would demonstrate Asean’s commitment to raise aviation safety standards.

The ministers also held meetings with dialogue partners namely, the People’s Republic of China, Japan and the Republic of Korea (ROK). In this regard, the ministers commended the progress made in transport cooperation with dialogue partners which will further strengthen Asean transport connectivity.

The 15th ATM+China meeting adopted the revised Strategic Plan for Asean-China Transport Cooperation which aligns with Asean’s goals and actions in the Kuala Lumpur Transport Strategic Plan 2016-2025 and China’s vision of ‘Belt and Road’.

During the 14th ATM+Japan Meeting, the ministers endorsed the Asean-Japan new initiatives under Asean-Japan Transport Partnership (AJTP), which include the implementation of the new Asean-Japan Action Plan on Environmental Friendly Ships in Asean, Implementation of Green Logistics Vision and Action Plan and Enhancement of Port Security in Asean member states through the programmes of the Port Security Expert Meeting (PSEM). The ministers welcomed the progress in the Asean-Japan Consultation on Regional Air Services Agreement (AJC-RASA) in March 2016, succeeding two meetings of Asean-Japan Working Group on Regional Air Services Agreement.

Meanwhile, at the 7th ATM+Korea Meeting, the ministers welcomed the progress made in implementing the Asean-ROK Transport Cooperation Roadmap projects/activities in 2016, and looked forward to the implementation of the 2017 key projects/activities, which ranges from capacity building training programmes to enhancing air transport connectivity.

The 23rd Asean Transport Ministers Meeting and its related meetings with dialogue partners will be held in October 2017, at Singapore.

Royal presence adds glitter to French Bruneian Arts Festival

THE week-long French-Bruneian Arts Festival concluded last evening with an all-white themed mocktail and dinner, that saw guests being entertained with a variety of musical performances.

Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman graced the dinner at The Empire Hotel & Country Club, along with her children Yang Teramat Mulia Pengiran Muda ‘Abdul Muntaqim ibni Duli Yang Teramat Mulia Paduka Seri Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah and Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah binti Duli Yang Teramat Mulia Paduka Seri Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah.

The festival, which aimed to promote French-Brunei cultural ties, saw art exhibitions and film screenings throughout the week, and last evening’s grand-finale featured local students and teachers from Yippy Tune Music School performing solo and group instrumentals and singing of a range of popular and traditional French, Malay and English songs reflecting Brunei-France ties.

Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah performed a piano solo and also joined other students singing several songs.

Loan Forgeron, French Ambassador to Brunei Darussalam, in her speech conveyed her deepest gratitude to those involved in the success of the week-long event that she said “is testament to the strong and faithful support to French cultural events”, thus reflecting the strong ties between France and Brunei Darussalam.

She said the wonderful performances last evening mirrored the true language of friendship, tolerance and peace.

Yann Carpentier, Director of Alliance Française de Brunei, in his speech said he hopes that such events will provide opportunities and a wider market to boost creative and cultural talent here which will in turn help economic diversification efforts in Brunei’s economy and also promote tourism here.

Guests were treated to a three-course French dinner, in the backdrop of live musical performances.

Sultan arrives in Peru for APEC Summit

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday arrived safely in Lima, Republic of Peru to attend the 24th APEC Economic Leaders’ Meeting (AELM), which is held from November 19-20 at the Lima Convention Center.

Present at Jorge Chavez Air Force Base, Lima to greet His Majesty was Carlos Basombrio, Minister of State for Interior.

Also present to greet His Majesty were Pehin Orang Kaya Pekerma Dewa Dato Seri Setia Lim Jock Seng, Minister at the Prime Minister’s Office and Minister of Foreign Affairs and Trade II, and Dato Paduka Haji Serbini bin Haji Ali, Ambassador of Brunei Darussalam to the United States of America, who is also Non-Resident Ambassador of Brunei Darussalam to the Republic of Peru.

His Majesty then walked past a static guard of honour, before boarding a motorcade towards a renowned hotel in Lima, where His Majesty will reside throughout the duration of the APEC Economic Leaders’ Meeting (AELM) 2016.

The Asia-Pacific Economic Cooperation (APEC) is the premier forum for facilitating economic growth, cooperation, trade and investment in the Asia-Pacific region.

It was established in 1989 to further enhance economic growth and prosperity for the region and to strengthen the Asia-Pacific community.

Since its inception, APEC has worked to reduce tariffs and other trade barriers across the Asia-Pacific region, creating efficient domestic economies and dramatically increasing exports.

The theme for the 24th APEC Economic Leaders’ Meeting (AELM) this year is ‘Quality Growth and Human Capital Development’.

BRUNEI Darussalam will meet Australia in the women’s final of the prestigious World Singles Champion of Champions in the Helensvale Lawn Bowl, Gold Coast Australia.

Brunei’s Hajah Amalia binti Haji Matali meets Natasha Scott for either gold.

In the knockout stage, Hajah Amalia outplayed reigning Commonwealth Games champion Sophie Tolchard of England in a straight set 10-8, 7-3 in the last eight.

Bruneian Awang Abdul Rahman Omar settled for bronze after being beaten by Scott Thulborn of Australia 8-5, 9-7 in the men’s event.

Earlier, Abdul Rahman knocked out Frank De Vries of the Netherlands 9-5, 3-9, 5-0 in the quarter-final.

In the semifinal, she defeated Norfolk Island’s Carmen Anderson.

Reigning champs RTB suffer shock early exit

DEPARTMENT of Electrical Services (DES) dumped defending champions and pre-tournament favourites Radio Televisyen Brunei (RTB) out of the Futsal Championship in conjunction with Information Department’s 64th year of establishment after emerging Group ‘A’ winners at the Universiti Brunei Darussalam Futsal Hall yesterday.

DES completed the group unbeaten with three consecutive victories and conceded only once, three points more than the State Judiciary Department and RTB.

DES will be joined by Prime Minister’s Office Media, E-Government National Centre and Anti-Corruption Bureau who topped Group ‘B’, Group ‘C’ and Group ‘D’ respectively.

Only the group winners advanced to the semi-finals of the competition which will be held on Friday, November 25 with the final scheduled on the same day.

Prime Minister’s Office Media also completed the group with a 100% record without conceding a single goal, five points ahead of 2014 winners Media Permata and Government Photography.

EGNC topped Group C in a three-team group while Anti-Corruption Bureau sneaked into the last four via goal difference after being tied with Borneo Bulletin with 7 points in Group ‘D’.

Borneo Bulletin also became one of two teams who held a clean sheet in the entire tournament and are likely to become the only side if Prime Minister’s Office Media fall short of the title assuming they concede in the final.

IKLS reach quarters after last-gasp winner

RATANO Haji Tuah scored a sublime free-kick in the 117th minute in the 4-3 win in extra time over Lun Bawang to send IKLS FC through to the quarterfinals of the Brunei DST FA Cup 2016 at a dark Berakas Sports Complex yesterday.

It was the first time in this year’s competition that a cup tie had to be settled in extra time after both sides were locked two goals apiece in regulation time.

The match came to life in the second half with both sides converting their chances despite offering little threat on goal and rarely tested the opposition’s goalkeeper.

IKLS had earlier missed a 26th minute penalty after the referee spotted a handball by a Lun Bawang player.

IKLS’s goalkeeper Abd Muiz Haji Suchi collected more routine catches than saves with Petrus’s snapshot and a tricky free-kick in the fringes of the second half extra time of minimal concern.

IKLS drew first blood after seasoned midfielder Ratano scored directly from a corner in the 64th minute.

However, the Temburong outfit pegged back after Micky Ak Gindi powered a firm header into the back of the net from a Petrus Jumat’s corner in the 69th minute.

IKLS got their noses on front after Md Fakhri Ismail bundled home in the 73rd minute only for Lun Bawang to equalise for a second time in the match.

Yunus Lupat found space and threaded a crisp pass to Petrus who showed composure to round the goalkeeper before slotting the ball into the empty net in the 81st minute.

Ak Muhd Syahiiruddin Pengiran Haji Tengah spurned a glorious chance to win it for IKLS after flashing his diving header wide.

However, the IKLS full back made amends after steering home a fine effort in the second period of extra time in the 107th minute.

Lun Bawang looked to have forced the game into penalties after Amir Ak Bujang benefited from a penalty box scrap with a simple finish which resulted from IKLS failing to clear a loose ball from a set-piece.

However, the winner was set up perfectly for the former QAF midfielder after swinging a fine free kick into the top corner three minutes before the end of the second period of extra time.

IKLS head coach Haji Ali Rahman bin Haji Sulaiman admitted that the game started at a slow tempo in the first half but noted that both sides picked up in the second half.

“We know that in the second half there will be a good game for the both teams. As we know, the goals came in succession from both sides,” said Haji Ali Rahman in a post-match interview with the Bulletin.

IKLS had used all their three substitutions in normal time and had to take some risks in extra time.

“We just have set-pieces and the last set-piece we’ve scored,” continued the head coach.

Haji Ali Rahman agreed that playing in the dark during the late stages of extra time contributed to the winner.

IKLS, who also defeated Lun Bawang by the same score-line in last year’s FA Cup, will meet Najip I Team in the quarterfinals at the Berakas Sports Complex on Friday night.

Meanwhile, Kota Ranger FC booked a place in the quarterfinals of the Brunei DST FA Cup 2016 following a 4-1 win over Kilanas FC at the Track and Field Sports Complex yesterday afternoon.

Coaches, schools receive certificates and donations from BDNBA

A CEREMONY took place at the Brunei Malay Teachers Association yesterday, during which the Brunei Darussalam National Badminton Association (BDNBA) donated badminton rackets to 12 schools and presented Level One coaching certificates to the 2015 participants of the Badminton World Federation (BWF) Shuttle Time programme.

The donations and certificates were presented by Haji Abdul Rahim bin Derus, the Director-General of Education at the Ministry of Education.

A brief presentation was given by Zuno Kartono bin Haji Ali, the First Secretary of the BDNBA, in which he explained that the programme was designed for school physical education teachers to instruct local students in the sport of badminton.

Brunei Darussalam is among several countries that are implementing the Shuttle Time programme, which is intro-duced by the BWF and the Badminton Asia Confederation (BAC) in order to develop the sport while at the same time monitoring structural leadership services in badminton sports management.

FASS launches books on linguistics, art and history

THE Faculty of Arts and Social Sciences (FASS) of Universiti Brunei Darussalam (UBD) recently launched four books in conjunction with its two-day Brunei-Malaysia Forum.

The book launch was held during the conference dinner at the Pengiran Anak Puteri Rashidah Sa’adatul Bolkiah Institute of Health Sciences, with FASS Dean Dr Hajah Asiyah Az-Zahra binti Haji Ahmad Kumpoh as the guest of honour.

Written and edited by the academic staff of the faculty, the books were published this year.

‘The Use and Status of Language in Brunei Darussalam: A Kingdom of Unexpected Linguistic Diversity’ offers readers an overview of the linguistic situation in Brunei, including a historical overview and a synopsis of the current education system.

Investigating pronunciation, particularly the intelligibility of Bruneian English and the vowels of Brunei Mandarin, it also describes the acquisition of Malay grammar, Malay conventions, the use of language online, language in the courts, a comparison of Malay and English newspapers, the language of shop signs and the status of Dusun and English literature in Brunei Darussalam.

Co-edited by Noor Azam bin OKMB Haji Othman, James McLellan and David Deterding, the book is published by Springer Verlag in Singapore.

‘Larger than life: Mural dreamscapes, a Teaching Artist’s Retrospective’ by Kong Ho of the FASS Art and Creative Technology programme, is published in the United States by Outskirts Press in Parker, Colorado.

His study of community murals introduces readers to the founding history of mural projects in Hong Kong, where he was born, as well as a look into the impact of murals on the general community in terms of educational, social, cultural and historical contexts.

Demonstrating the outcomes of the close collaboration between two internationally-renowned research universities, ‘English in Malaysia: Current Use and Status’ contains contributions by a group of scholars in Malaysia and Brunei.

It also offers an account of the English language, as used in present-day West and East Malaysia, and its status anchored in different linguistic, social and educational domains.

After the preface on the status of English in Malaysia, the book’s eight main chapters explore several case studies revolving around four main themes: linguistic features, particularly pronunciation and language contact; language attitudes; on-line discourse; and language policies. Co-edited by Toshiko Yamaguchi and David Deterding, the book is published by Brill of Leiden, Netherlands.

‘Tujuh Serangkai: Dari Perspektif Sejarah’, written by Haji Asbol bin Haji Mail, Nani Suryani binti Haji Abu Bakar and Izzah Afiqiah binti Haji Abdullah from the FASS Historical Studies programme, is published by the Brunei History Centre.

It is an informative research into the respective roles and contributions of the Constitution Planning Committee in forming the Brunei Darussalam Constitution of 1959.

The book is intended to provide an in-depth understanding of that historic process, in order to inspire a greater sense of patriotism, respect and love for the country among the citizens and residents of Brunei Darussalam.

Four students to represent nation in GITC

FOUR Bruneian students with various special needs will be competing in a special IT competition against youth representatives from 17 nations around the Asia and Pacific region at the Global IT Challenge (GITC) for Youth with Disabilities taking place in Yangzhou City in the Jiangsu Province of China from November 21 to 25.

Led by Education Officer Pengiran Omar bin Pengiran Haji Salleh, the four Brunei representatives are Ahmad Fa’ez bin Abdul Hadi of Rimba Secondary School, Muhammad Azeezul Hakeem bin Yusof of Sayyidina Hasan Secondary School, Murphy Ching Sze Teng of Sayyidina Hasan Secondary School and Muhammad Hariz bin Haji Hassan of Sultan Sharif Ali Secondary School. Besides Pengiran Omar, another officer from the Special Education Unit and a teacher from Rimba Secondary School will also represent Brunei in the IT Forum and will act as training mentors for students.

The students were selected by the Special Education Unit at the Ministry of Education (MoE) based on their performance during the inaugural local IT challenge for students with special needs held last June.

This is the fourth time that Brunei is represented in the GITC event. Last year, four special needs students from Brunei managed to bag one gold and six silvers in Jakarta, Indonesia.

The delegation left Brunei Darussalam for China yesterday morning.

According to Pengiran Omar, “The students will be competing in the categories of e-tool, e-Creative, e-life Map and e-design. We will try to do our best in the competition.”

GITC is an annual event organised by the Korean society for Rehabilitation of Persons with Disabilities. About 235 delegates from 17 countries comprising 108 youths with disabilities, 57 senior officials and IT policy experts and 70 volunteers are expected to participate in the event.

Exercise Maju Bersama ends on high note

THE 21st instalment in the series of military exercises between Brunei and Singapore’s land military operation services, the Royal Brunei Land Forces (RBLF) and the Singapore Army, concluded recently at Mandai Camp Hill in Singapore, the Ministry of Defence (MinDef) said in a press release.

The closing ceremony for Exercise Maju Bersama was attended by Brigadier General Pengiran Dato Seri Pahlawan Aminan bin Pengiran Haji Mahmud, Commander of the RBLF and Major General Melvyn Ong Su Kiat, Chief of Army, Singapore Army.

Held from November 8-19, the exercise involved 350 personnel from the 2nd Singapore Infantry Brigade (2 SIB), 16th Command, Control, Communications, Computers and Intelligence Battalion (16 C4I Bn) and 2nd Battalion of RBLF.

MinDef said Brunei Darussalam and Singapore enjoys a close, long-standing defence relationship and this year’s Maju Bersama Exercise comes at an important time as both countries commemorate the 40th year of defence relations.

First conducted in 1995, the exercise continues to serve as a valuable platform for enhancing interoperability, interaction and mutual understanding between the two armies, as well as in enriching the wider scope of military cooperation between both armed forces’ as a whole.

JPKE conducts spotcheck at mall

THE Department of Economic Planning and Development (JPKE), Prime Minister’s Office, through the Consumer Affairs Division (CAD), together with several agencies responsible for consumer protection conducted a spotcheck on several premises at Giant Tasik Rimba Mall in Kampong Rimba over the weekend.

The ‘Joint Consumer Protection Operation’ was an initiative agreed upon in an inter-agency Dialogue on Consumer Protection, led by JPKE on the need for relevant agencies to join hands in creating greater awareness among businesses and general public, on the laws and regulations so as to enhance consumer welfare and to develop consumer confidence in our market.

Joining JPKE in the operation were the Health Regulation Services and Food Safety and Quality Control Division of the Ministry of Health; and Weight and Measures Unit under the Energy and Industry Department, Prime Minister’s Office.

Leading the operation was Deputy Permanent Secretary (Economy and Finance) at the Prime Minister’s Office Dr Hajah May Faezah binti Haji Ahmad Ariffin, accompanied by heads of the relevant agencies.

The operation involved inspecting the prices of price-controlled goods, display of prices and cheap sale price activities conducted by businesses under the Price Control Act, Chapter 142, enforced by the Consumer Affairs Division.

Additionally, consumer issues concerning product safety, health aspect as well as weight and measurement standards were also included in the scope of the joint operation.

The Consumer Affairs Division informed that specific goods regulated under the Price Control Act are:

a) Household items – rice, sugar, cooking oil, formulated powdered milk, creamer, plain flour;

b) Energy – Motor gasoline (Premium 97, Regular 85 and Super 92), diesel fuel, dual purpose kerosene, bottled liquefied petroleum gas;

c) Construction materials; and

d) Passenger motor vehicles.

The prices of these goods are monitored by JPKE and the list of goods may be subject to review from time to time.

Under the Price Control Act (Display of Prices) Order, businesses are required to clearly display the price of goods by means of price tags and clearly indicate the measure or unit.

Under the Price Control (Cheap Sale Price) Regulations, businesses are required to indicate the normal and discounted price and to adhere to the conditions set out by the Consumer Affairs Division, JPKE.

Any seller found guilty under the Price Control Act can be imposed a fine of $5,000 and imprisonment of up to two years for the first offence, and a maximum fine of $20,000 and imprisonment for five years for a subsequent offence.

The Consumer Affairs Division also highlighted that consumers encountering unfair practices are protected under the Consumer Protection (Fair Trading) Order (CPFTO) 2011.

The CPFTO covers unfair practices such as deceiving or misleading conducts by sellers, making false claims regarding products, and taking advantage of consumers.

Consumers are advised to first approach the seller with supporting documents (such as receipts) to explain the problem and to negotiate for a satisfactory outcome, before lodging a complaint with the Consumer Affairs Division. The Consumer Affairs Division will negotiate on behalf of the complainant and mediate to remedy the situation.

The Ministry of Health encouraged consumers to seek professional advice from the doctors before purchasing any health products. They are also advised to be cautious of dubious marketing strategy and exaggerated advertisement – such as to prevent and cure diseases.

Sellers are warned that it is an offence under the Poisons Act 1956 to sell any product containing any substance controlled under the said Act and the penalty for such an offence upon conviction, is a fine of $8,000 or six months’ imprisonment.

Furthermore, if a person commits an act that amounts to such a degree of negligence so as to endanger or be likely to endanger human life, then such person shall be guilty of an offence which carries a penalty of a fine of $16,000 and 12 months’ imprisonment.

The sale of cosmetic products in Brunei is regulated under the Medicines (Cosmetic Products) Regulations 2007. Under these regulations, all importers or manufacturers must notify the authority before placing the cosmetic product in the local market.

It is an offence under the Medicines (Cosmetic Products) Regulations, 2007 to import and market cosmetic products in the local market without a Cosmetic Product Notification Acknowledgement Letter issued by the authority, where the penalty for contravening these regulations upon conviction, is a fine not exceeding $5,000, imprisonment for a term not exceeding two years, or both.

With reference to the Public Health (Food) Act (Chapter 182) any person deemed guilty of an offence may face a penalty of five years’ imprisonment or a fine or both if that person:

i. Prepares, sells or imports food that is injurious to health, unfit for human consumption or is adultered;

ii. Labels, packages, prepares, sells or advertises any food in a manner that is false, misleading or deceptive with regards to its character, nature, value, substance, quality, composition, merit or safety, strength, purity, weight, origin, age or proportion;

iii. Labels, packages, prepares, manufactures, sells, imports or advertises any food which does not comply with any standard that has been prescribed for such food, in such a manner that is likely to be mistaken for food of the prescribed standard;

iv. Sells any food which is not of the nature, substance or quality of the article asked for by the purchaser;

Any person is also deemed guilty of an offence which may result in a penalty of one year imprisonment or a fine or both if that person:

i. Being the owner, occupier or person in charge of any premises entered by a food officer or any person found therein, does not give him all reasonable assistance in his power or furnish him with all the information as he may reasonably require;

ii. Obstructs a food officer in the course of his duty or prevents the execution by him of his duty;

iii. Knowingly makes any false or misleading statement to a food officer engaged in carrying out his functions ;

iv. Removes, alters or interferes in any way with any food or appliance seized under this Order without the authority of a food officer;

v. Without authority, opens, alters, removes or erases any mark, fastening or seal placed by a food officer in pursuance of this Order upon any food or appliance or upon any package, place, door or opening containing of affording access to any food or appliance;

The Weight and Measure Unit inspected the weight and measuring equipment used for trade purposes to ensure its validity and accuracy.

It also inspected pre-packed goods sold only by weight or by measure to ensure that the net weight or measure is correctly and clearly indicated, as stated in the Weight and Measures Act 1983, Chapter 151 and its regulations.

Any business found guilty of violating the Weights and Measures (Verification) Regulations 1994 can be imposed a fine of $1,000, imprisonment for three months or both and the weight, measure or instrument for weighing shall be liable to be forfeited and any contract, bargain, sale or dealing made by such weight, measure or instrument for weighing shall be void.

Over 5,000 participate in ‘Thank You Teacher Run’

OVER 5,000 runners participated in ‘Larian Terima Kasih Cikgu’ (Thank You Teacher Run) organised by Co-Curriculum Education Department under the Ministry of Education (MoE) at Taman Haji Sir Muda Omar ‘Ali Saifuddien in the capital yesterday.

The guest of honour at the event was Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, the Minister of Education, who later officiated the flag-off of the two categories.

The run commenced with an aerobic warm-up session led by a physical unit officer of the Co-Curriculum Education Department and students from the Sports School, followed by the flag-off of each of the two categories – the 4km Fun Run male category and 3.5km Fun Run female category.

The run was held as part of the recent Teacher’s Day celebrations, with the aim to raise awareness on the importance of upholding a healthy lifestyle through recreational activities as well as to strengthen ties among the officers, teachers, staff members and family members.

The activity also assisted in MoE’s ongoing effort to minimise obesity especially among members of MoE.

In addition, the run also aimed to provide an opportunity to members of the MoE and public to donate to the Children’s Cancer Foundation (YASKA) and ‘Ikhlas Fund’ (Special Education Unit).

A total of 9,467 people registered for the run.

The event was also enlivened with lucky draws offering over 100 prizes.

The event also saw the presentation of contributions to YASKA with a total amount of $12,310 and to the Ikhlas Fund with a total amount of $10,000.

Also in attendance were Pengiran Dato Paduka Haji Bahrom bin Pengiran Haji Bahar, Deputy Minister of Education; Dato Paduka Awang Haji Abdul Mokti bin Haji Mohd Daud, Deputy Minister of Religious Affairs; permanent secretaries, deputy permanent secretaries, director-general of education, directors, deputy directors, assistant directors, principals, senior officials, deputy principals, officers and staff members of MoE and the Ministry of Religious Affairs, teachers, students and members of the public.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday morning attended the Trans-Pacific Partnership (TPP) Summit at the Lima Convention Center, Republic of Peru.

At the summit, His Majesty was welcomed by Barack Obama, the President of the United States, as host of the TPP Summit.

The TPP Summit focused on the updates on ratification and respective procedures of TPP Parties as well as the political developments since the TPP Agreement was signed on February 4.

His Majesty thanked President Obama for briefing the meeting on the state of play of TPP in the US.

His Majesty also shared Brunei Darussalam’s effort for TPP to be ratified.

In ending the titah, His Majesty expressed his appreciation to President Obama for his leadership and dedication to the TPP initiative, whilst also acknowledging the warm relationship both countries have enjoyed.

The Summit was attended by the 12 TPP member countries: Australia, Brunei Darussalam, Canada, Republic of Chile, Japan, Malaysia, Mexico, New Zealand, Republic of Peru, Republic of Singapore, the United States of America and the Socialist Republic of Vietnam.

His Majesty then proceeded to the Plenary Session of the ABAC Dialogue together with other APEC Economic Leaders.

The Plenary Session began with a speech by Pedro Pablo Kuczynski, President of the Republic of Peru as Chairman of the AELM 2016.

This was followed by the ABAC Report, which was presented by Juan Raffo, the ABAC Chair.

ABAC is the private sector body of the APEC Cooperation forum, which presents recommendations to APEC Leaders in an annual dialogue and advises APEC officials on business sector priorities and concerns.

In the evening, His Majesty attended a Gala Dinner to welcome the APEC Economic Leaders attending the AELM, hosted by Pedro Pablo Kuczynski, President of the Republic of Peru.

The dinner took place at the Parque de la Reserva (Park of the Reserve), Lima.

His Majesty was greeted on arrival by Pedro Pablo Kuczynski, President of the Republic of Peru and proceeded to the Banquet Hall together with other APEC Economic Leaders.

The AELM Gala Dinner began with welcoming remarks from Pedro Pablo Kuczynski, the President of the Republic of Peru. The gala dinner also featured cultural and musical performances.

Stage set for NFABD Elite Youth Cup semis

THE stage for the semi-finals is all set for the quartet of Tabuan ‘A’, Tabuan ‘B’, Tabuan 03 and Projek Ikan Pusu (PIP) in the NFABD Elite Youth Cup 2016 following the conclusion of the group games last weekend.

PIP stunned Tabuan ‘A’ 3-0 to become the first team to cement their place in the last four on November 18.

PIP will head into the semi-finals brimming with confidence after finishing top of Group ‘A’ after hammering Perda FC 5-0.

Tabuan ‘A’ bounced back from their defeat to PIP with a resounding 6-1 victory over BTC Red Star at the NFABD Football Field.

Group ‘B’ winners Tabuan ‘B’ and Tabuan 03 played out a 1-1 draw with a point ensuring qualification for the latter as runners-up.

PIP head coach Haji Omar Haji Jamil has praised the National Football Association of Brunei Darussalam (NFABD) for organising a tournament which aids in the development of youth football.

“I must firstly thank NFABD for organising such a well-organised tournament for the youth. Overall, I am happy with the result”, he said.

“But, we could have scored more goals if not for our poor finishing. We will have to work harder in that respect”, the head coach continued.

“Personally I am very pleased that PIP is the only non-NFABD semi-final qualifier”, the head coach said as the three other teams are age group developmental squads.

Football has passed down to the younger generations in Haji Omar’s family as his son Mohd Ikhmarol Izzat is currently the head coach for Tabuan ‘B’ while his youngest son Mohd Eddy plays for Tabuan 03.

“Despite the family connections, PIP will do our utmost to reach the final, and if possible, win the tournament to cap off an incredible year for PIP, who have earlier emerged runners-up to Tabuan ‘A’ in the Under-16 Youth League”.

PIP will play Tabuan 03 at the NFABD Football Field while Tabuan A will meet Tabuan B at the Berakas Sports Complex in the semi-finals on Friday for a place in the title decider on Sunday.

Strike balance between sports, studies: Jaspar

JASPAR Yu Woon Chai recently gave an inspirational talk to around 300 students in Years 7 to 10 at Sayyidina Hassan Secondary School, during which he shared his life-changing experience of becoming the first national badminton player to compete in the Olympic Summer Games.

Yu, who competed in the Rio Olympics in Brazil this year, also shared his struggles as secondary school student, who tried to cope with both badminton and studies.

He worked part-time after obtaining a degree at Universiti Brunei Darussalam (UBD), in order to achieve his dream.

The 28-year-old shuttler also touched on the importance of co-curricular activities, while also doing well in one’s academic studies.

Yu was also given the opportunity to demonstrate his badminton skills with students and teachers. Later, during a question-and-answer session, the students asked Yu about his experiences in the Rio Olympics.

Accompanying Yu was Zuno Kartono bin Haji Ali, the First Secretary of the Brunei Darussalam National Badminton Association (BDNBA), who was his manager and coach at the Rio Olympics.
