THE Civil Service Excellence Award (ACPA) saw an increase in the number of submissions this year where a total of 41 projects were submitted for the awards – 22 project papers and 19 proposal papers.
In an interview with the ‘Project Paper Category Silver Award’ winners, the AZRAQ Team from the Permanent Secretary of Core Education Office, Ministry of Education, their team representative, Haji Mohd Redzuan bin Haji Botty said that their project ‘Implementation of Primary Education Initiatives’ focuses on the early stages of primary education starting from Year 6 students who will sit for their Primary School Assessment (PSR) examinations.
“In this project, the discussion came from thinking of ways of increasing performance, especially in PSR students, and from there we came up with a strategy based on five factors – leadership, teaching and learning, accountability and performance management, attendance and social factors, and relationships,” he added.
He said that performance can be increased with the cooperation of Year 6 teachers, principals, assistant principals and members of the school’s management.
“In 2015 alone, the project recorded an increase of performance in the students compared to the previous year.

“Seeing the achievement, the project will carry on with focus moving onward to an area which will have a bigger impact in 2017; the project will move onto secondary education,” Haji Mohd Redzuan said.
“The project began in 2015 as a catalyst and with its success, this year the project continues with additions focused on assisting students and teachers.
“The achievements of the students will set a target for the rest and provide a guide and motivate the students to reach this goal simultaneously realising Brunei Vision 2035,” he added.
Meanwhile Awang Rhymin CA Mohammad, representative of the GTD Team of Rhymin & Partners, Silver Award Winner of the Proposal Paper Category said that the ‘Intelligent Queue Management System’ project focused on shortening the duration of counter queues in government departments.

“We set out to come up with ideas on how to shorten the queuing time, one of the pros are that people don’t have to wait for two hours.
“We hope that when this project is implemented in government departments the waiting time of two hours can be shortened to an hour, and from an hour to 30 minutes. This will have a big effect on the government and private sector,” he said.
The ACPA was divided into two categories – project paper and proposal paper. Nominations on paper projects were open to officers and employees of ministries and departments in the public service of Brunei Darussalam only.
