EU keen on pursuing trade deal with Asean

WITH the future of the Trans-Pacific Partnership (TPP) becoming uncertain, a top European Union (EU) diplomat has hinted the possibility of reviving the Free Trade Agreement (FTA) talks between the EU and Asean that were suspended almost a decade ago.

“The EU remains committed in its engagement with Brunei Darussalam and the region as a whole and looks forward to pursue trade liberalisation initiatives with its partners in Asean as we continuously seek ways to strike trade deals that will benefit all,” Vincent Guérend, Ambassador of the EU to Indonesia and Brunei Darussalam said yesterday.

The EU non-resident envoy, who is in the Sultanate for a goodwill visit along with other residing and non-residing diplomats from EU countries to Brunei, was responding to the Bulletin’s question on the possibility of reviving talks on a region-to-region FTA with the TPP’s fate hanging in balance after the United States of America backed out from it recently.

Although talks on striking a deal for an EU-Asean FTA were suspended almost a decade ago due to different level of expectations from both sides, Vincent said the EU has been in favour of bilateral agreements with Asean member states that have the same level of expectations. “The European Union is advancing these bilateral negotiations, but it is looking at embracing an EU-Asean trade deal once it can achieve a critical trade mass in the region, especially after concluding a deal with Indonesia which has a sizable GDP and population.”

He further said that it is in the EU’s trade policy to negotiate ambitious and deep trade agreements like the TPP that go much beyond cutting tariffs and have a wide scope of structural regulations such as competition, labour and environmental laws and also intellectual property, adding that these have the potential to materialise as they are not comparable with other free trade agreements that Asean has had in the past with its other partners.

Vincent highlighted that the EU, which is currently the largest trade bloc worldwide, is very committed to continuing its agenda of negotiating free trade agreements worldwide and shared that it has been in negotiations with more than 15 or so countries from the South America to Japan and also African sub region countries over the last few years.

“In this region (Southeast Asia), we have concluded an agreement with Singapore and Vietnam and also started negotiations with the Philippines, Indonesia, Malaysia and Thailand… so the free trade agenda is very much one of the top agendas of the EU also for the simple reason that the prosperity of the EU lies very much on trade openness for all European countries,” he further shared.

Vincent also noted that the EU’s Trade Commissioner to Asean has also been actively in talks with Asean ministers on the possibility of reviving the EU-Asean trade deal and said another round of meeting with Asean ministers and the EU will be held in March this year.

The delegation of 14 EU diplomats – including 12 ambassadors accredited to Brunei Darussalam and two deputy heads of mission – are currently in the Sultanate for a two-day visit focussing on enhancing EU-Brunei and EU-Asean relations and giving opportunity to discuss matters of bilateral importance including strengthening political ties and advancing trade relations as well as a range of regional and global issues.

NFABD hope participants benefit from lessons

THE National Football Association of Brunei Darussalam (NFABD) called the participants who successfully completed the physiology course organised by NFABD with the collaboration of the High Commission of Singapore to seize the opportunity and apply into practice what they learnt in schools, clubs and associations.

Rosdin Abdul Aziz, Acting General Secretary of NFABD, said the three-day course covered numerous topics including practical exercises which have been taught by Dr Abdul Rashid Aziz, an established expert in Sports Medicine and Physiology at the Singapore Sports Institute.

“What is interesting about this course which is being organised for the first time is how to go about their football training while observing the month of Ramadhan,” said Rosdin during the closing ceremony of the course yesterday at the NFABD House.

The acting general secretary noted the big challenge of conducting training during the month of Ramadhan.

The course will enable the participants to make use of what they learnt when they conduct football training during the month of Ramadhan.

He added that the physiology course is held early in the year before the start of the national football leagues, the Super League and Premier League as well as the District League.

He also hoped that the teachings and experiences gained from the course will benefit several associations, departments, schools as well as football clubs.

The objective of the short course is to better equip the participants in new training strategies and concepts that football players face during Ramadhan.

PB launches battery powered car

SCHOOL of Science and Engineering of Politeknik Brunei (PB) Lumut Campus, recently saw the launching of their new battery powered car named ‘Politeknik Brunei SSE Yakin’ yesterday.

The battery powered car is the first of its kind from PB to represent our country in the competition that will be held around March 2017 in Singapore. The team that constructed the car from scratch consists of eight members including a mentor who is a lecturer at PB Lumut Campus.

Mohd Hifdzur Azmi bin Haji Mohd Zain, team manager and leader of the group, in an interview said, “We premiered our prototype car to show the public how little energy is consumed if used efficiently. We began with an idea that sprouted late September 2016 and from there on sourced the design on our own while looking for potential sponsors for and the results of our work can be seen in the completed prototype where the body of the car is made out of fiberglass and aluminum and shaped to cut through the air, resulting in speed exceeding 30km/h.”

In another interview with Pengiran Haji Md Alauddin bin Pengiran Haji Mumin, Lecturer in Mechanical Engineerin for PB said, “The car will hopefully be participating in a competition to see who can use the least amount of energy possible. They will be competiting in the electrical powered car category.”

The event began at 9.30am with the team members and lecturers giving a speech before showing a short film showcasing the prototype car.

Attendees were also given the chance to take photos with the team members together with the car.

IMechE-Brunei to nurture local engineering talents

A WORKING lunch was held yesterday at The Empire Hotel & Country Club, prior to the official launching of the Institution of Mechanical Engineers Brunei (IMechE-Brunei), which took place later in the afternoon at the Universiti Teknologi Brunei (UTB).

The guest of honour was Dato Paduka Haji Jamain bin Haji Julaihi, Permanent Secretary (Energy) at the Prime Minister’s Office.

The event was a significant milestone for a group of local engineers who are committed to placing Brunei on the international network stage, in terms of developing engineering talent.

A welcoming speech was made by the Pro-tem Chairman, Haji Salleh bin Bostaman, who said that the latest 20-year plan for the energy sector in Brunei underscored the need for a strong local technical capability in developing and managing new industry sectors such as renewables, while continuing to provide the talent to manage traditional upstream and downstream businesses.

“The IMechE Group is dedicated to the efforts of those who have contributed before, and focused on providing guidance and inspiration for future talents to help Brunei succeed in its goals,” he added.

A talk on ‘The Role of Professional Engineering Institutions’ was delivered by Jon Hilton, the President of IMechE United Kingdom, who came all the way from London to visit Brunei for the first time.

The IMechE’s motto is to “improve the world through engineering by inspiring the next generation”, and the Bruneian chapter hopes to nurture the next generation of local engineering talent, while helping the country to achieve its Vision 2035 development goals.

The IMechE is made up of 113,000 members in 140 countries worldwide.

MoE eyes greater collaboration with US institutions

IN A volatile, uncertain, complex and ambiguous world, students need to be equipped with relevant work skills, emerging technology skills, knowledge and other competencies to succeed.

Higher education institutions have a crucial responsibility in bridging the skills gap and developing talents to lead organisations in the future, and the Minister of Education foresees more collaboration between higher education institutions and technologies – between Brunei and US, in particular – to explore research and development opportunities of global future economic value so as to contribute towards realising the Brunei Vision 2035.

Minister of Education Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman yesterday addressed the potential for greater collaboration in his speech – during the launch of the forth US Higher Education Fair – that was read by his personal representative to the event, Associate Professor Dr Haji Azman bin Ahmad, Deputy Permanent Secretary at the Ministry of Education.

The endeavour for talent development and economic agenda require support between two countries, the minister said, adding that, “The Ministry of Education will continue its initiatives to prepare and develop Bruneians, one of which is through our scholarship schemes.

“There are various scholarship opportunities for international students, including those from Brunei, by the US Government, such as the Fulbright Programme.

“There are also other government and non-government sponsorships, including university scholarships for international students to pursue their higher education in the US.

“I believe we have many talents who can achieve these awards and stand in line with other international recipients. This opportunity ties in with our talent development endeavour and therefore it not only builds up our human capacity to lead the future of Brunei, but also increases cultural understanding between the people of two nations,” he said.

Students were reminded to take the opportunity to acquire new skills and knowledge in technology and culture while in the US. Acting as mini Brunei ambassadors, they were also advised to uphold Malay Islamic Monarchy (MIB) values and Brunei character while strengthening relations between both nations.

With only a small number of Bruneians pursuing their studies in the US, the minister urged for more to take up their higher education there, and to bring home ‘excellence’ in the form of work ethics, thinking, competencies, motivation and innovation, among others, which are crucial to ensuring a good economy.

Organised by the US Embassy in Bandar Seri Begawan and Education USA, the fair will today be held at Sayyidina Ali Secondary School.

UBD team unveils vehicle for SEMA 2017

THE Universiti Brunei Darussalam (UBD) team, unveiled their project for the Shell Eco-Marathon Asia 2017 (SEMA) during a track run event held yesterday at the Faculty of Integrated Science Building, UBD.

Attending the ceremony was Datin Dr Hajah Anita Binurul Zahrina binti Pehin Orang Kaya Laila Wijaya Dato Seri Setia Haji Awang Abdul Aziz, the Vice-Chancellor of UBD.

Also at the ceremony was a member of the Legislative Council YB Khairunnisa binti Haji Ash’ari.

The car, titled ‘GenNovative’ 35, is the 4th prototype car built for the upcoming SEMA competition at Singapore and helmed by the UBD’s Team GenNext Pejuang.

The name was derived from the words GenNext and Innovative, while the number 35 was taken from the Brunei’s Vision 2035 and the colours, twister blue, pink, black and white symbolise UBD, passion, courage and innovation respectively.

The event also aimed at raising awareness on SEMA, promoting innovativeness, experiential learning entrepreneurial thinking and encouraging more collaboration between students, private companies and government agencies.

This will be UBD’s sixth time participating in the Shell Eco-Marathon Asia 2017, where its team will be competing in Singapore from March 16-19 against 119 teams of students from 20 countries across the Asian region. Brunei achieved third place in the Prototype Hydrogen Fuel Cell category during the Shell Eco-Marathon Asia 2015 in Manila.

UTB launches local chapters of IMechE

PROFESSOR Dr Hajah Zohrah binti Haji Sulaiman, the Vice-Chancellor of Universiti Teknologi Brunei (UTB), yesterday launched the Institute of Mechanical Engineers Brunei (IMechE-Brunei) and IMechE-UTB Student Chapter.

The launching ceremony was held at UTB’s multipurpose hall.

IMechE-UTB Student Chapter is established to help students in gaining industrial exposure and experience for professional development, while building bridges between the academics and mechanical engineering industry.

During the event, Jon Hilton, the President of IMechE United Kingdom delivered a lecture titled ‘Engineering Your Own Future’.

In his presentation, he shared some of his key achievements prior to becoming the president. He recalled how his life had been touched by great engineers and entrepreneurs and highlighted the importance of mentoring.

In his address, he shared his desire for more engineers to get involved in mentoring and encouraged them to have mentors and at least one mentee.

He also reflected on his 15 successful years working in the motorsport industry and said that for him it was an “opportunity to play with someone else’s multi-million pound Meccano set”.

Currently, a total of 294 students have enrolled in the programme of which 160 are registered as student affiliates and 97 students in the chapter itself.

Some of the objectives of the IMechE-UTB Student Chapter are to take part in the Shell Eco-Marathon (SEM) and organise events such as the ‘Speak Out for Engineering Competition’, where students will compete with their presentation skills on a global level.

The student chapter also aims to supplement the existing curriculum with technical events suited to the selected modules and to increase public awareness of the student chapter in the country.

In its effort to produce well-rounded and marketable graduates, UTB has put emphasis in providing experiential learning to its students with wide opportunities for industrial experience.

UTB is also working towards acquiring accreditation for all of its undergraduate programmes by professional bodies including the IMechE for its Mechanical Engineering degree programme. Accreditation ensures that the programmes delivered are of consistently high-quality and meet the strict standards set by the respective professions.

The event also saw presentation of certificates to the Best Student Award winner Affidah binti Darius and the Best Project Award winner Noorul Zatul Amali binti Awang Serbini, both are Mechanical Engineering graduates of UTB.

The certificates were presented by Chairman of IMechE-Brunei Haji Salleh Bostaman bin Haji Zainal Abidin.

Bruneian clicks his way to famed EU list

BRUNEIAN Awangku Mohd Akmal Muazzam bin Pengiran Mohd Adam has been selected as one of the top 10 finalists of the European Union-Asean Youth Photography Competition for his photo titled ‘The Nature of Tradition’ that captured the essence of natural beauty and cultural diversity of Brunei Darussalam.

As the finalist, Awangku Mohd Akmal Muazzam received the prize of a Canon EOS1300D in a ceremony recently held at the French Ambassador’s residence in Kampong Sungai Besar.

The prize was presented by Vincent Guérend, Ambassador of the European Union (EU) to Indonesia and Brunei Darussalam, who was in the country for a goodwill visit along with other diplomats from EU countries.

Organised by the EU Mission to Asean, the competition coincided with the 40th anniversary of EU-Asean dialogue relations.

The contest saw more than 700 photos submitted by youths from across Asean member countries, revolving around the theme ‘Unity in Diversity’ encapsulating the common spirit of both the EU and Asean people.

Throughout 2017, the winning photographs from all 10 Asean member countries as well as other shortlisted ones will be displayed as an exhibition at all sorts of events that mark the 40th anniversary this year, including official ceremonies, conferences, concerts, celebrations and other activities.

Awangku Mohd Akmal Muazzam, a digital media student at Politeknik Brunei, said he was overwhelmed to be selected by the panel of judges.

“I am really happy for this achievement, this will be an addition to my portfolio, I hope that this will be an inspiration to all the photographers and youths in Brunei,” he shared.

EU diplomats seek to strengthen Brunei ties

A HIGH-LEVEL delegation of European Union (EU) envoys met with several Bruneian ministers and top officials and discussed matters of bilateral importance including strengthening of political ties, advancing trade relations as well as a range of regional and global issues.

The group of 14 European Union (EU) diplomats – including 12 Ambassadors accredited to Brunei Darussalam and two Deputy Heads of Mission – was in the country for a two-day goodwill visit focussing on enhancing EU-Brunei and EU-Asean relations.

Yesterday, the diplomats met with First Admiral (Rtd) Dato Seri Pahlawan Abdul Aziz bin Haji Mohd Tamit, the Deputy Minister of Defence, and Adi Shamsul bin Haji Sabli, the Permanent Secretary (Industry) at the Prime Minister’s Office.

Earlier on Tuesday, they held discussions with Dato Paduka Dr Awang Haji Mohd Amin Liew bin Abdullah, the Deputy Minister of Finance, and Dato Paduka Awang Haji Erywan bin Pehin Dato Pekerma Jaya Haji Mohd Yusof, the Deputy Minister of Foreign Affairs and Trade. They also had a meeting with Dato Seri Setia Awang Haji Ali bin Haji Apong, the Minister of Primary Resources and Tourism.

Vincent Guérend, Ambassador of the EU to Indonesia and Brunei Darussalam, said the visit signifies EU’s solidarity and engagement with Brunei which he called an important partner of the EU, and its commitment to the rest of Asean.

“This is collectively a sign of European unity and our common agenda towards Brunei… we want to push forward the very good relationship between EU and Brunei and discuss matters of substance,” he said.

Highlighting the increasing trade between Brunei and the EU, the ambassador said the EU looks forward to exploring more opportunities in various areas to boost trade. “Trade-wise, the EU is the third largest supplier of Brunei in terms of goods. Brunei imports close to one billion euros worth goods and about 500 million euros of services. Several small and big EU-based companies are part of the Brunei’s economy,” he said.

On the agenda of forging closer ties, Vincent said the EU is interested in further boosting the relations between Europe and Brunei both as a country and as a member of Asean.

Some of the areas of cooperation, he said, are maritime security, security at large, fight against violent extremism and regional stability.

Vincent also noted that EU’s assistance to Asean has tripled in the last few years and highlighted increasing connectivity through exchanges at various levels, promotion of best practices, fight against climate change and humanitarian assistance initiatives.

“These are illustration of our cooperation and Brunei is fully part of this cooperation between the EU and Asean… we care about Brunei and the region and we are here for the long run and we continuously look for ways to enhance our presence in Brunei and in the region,” he added.

The ambassador also praised Brunei’s role in Asean-EU relations, calling it a “steadfast” nation. “We value very much this dialogue with the Government of Brunei and we meet in various formats every year and look forward to build stronger ties,” he said.

Youngsters have a ball at football meet

BUDDING footballers strutted their stuff at a competition held at Teraja Panaga School yesterday.

The tounament was part of the Brunei Junior Sports League, which includes sports such as football, tee-ball, swimming and athletics.

Five schools participated in the competition, namely Panaga School, Hornbill School, International School Brunei (ISB), Jerudong International School (JIS) and Paduka Seri Begawan Sultan Omar Ali Saifuddien Primary School (PSB SOAS).

Nathan Edwards, a Physical Edication teacher at Panaga School, said, “We have been doing this for five years.

“The schools host different events. For example, we hosted football this year. Other sports such as swimming will be held at ISB and so on.

“It’s really good to have Bruneians as part of our event.

“We also hope this event will give a chance for the students to meet students from other schools.”

The next event is the swimming competition on March 6.

Another Panaga football tournament, which is organised annually, is slated to kick off on February 26, and will surrounding local schools.

This event is grand in scale and will include the royal family being invited as guests of honour.

Thai journalists visit MCYS to learn about Brunei traditions, culture

A DELEGATION from the Thai Journalist Association attended a briefing at the Ministry of Culture, Youth and Sports yesterday, for a better understanding of the cultural traditions of Brunei Darussalam.

Led by Chavarong Limpattamapene, Chairman of the National Press Council of Thailand, the delegation was received by Datin Paduka Dr Hajah Norlila binti Dato Paduka Haji Abdul Jalil, the Permanent Secretary at the Ministry of Culture, Youth and Sports.

Haji Mohd Abdoh bin Haji Damit, the Acting Director of Culture and Arts gave the Thai journalists an in-depth presentation on the cultural, ethical and conventional customs of Brunei Darussalam.

The journalists were also entertained with some classical Brunei dances and music, along with a display of a traditional Brunei wedding.

Following the briefing, Datin Paduka Dr Hajah Norlila hosted a luncheon for the delegation, and was joined by Biravij Suwanpradhes Ambassador of Thailand to Brunei Darussalam.

The Thai delegation is currently on a three-day visit to Brunei Darussalam under the Asean Community programme with the theme of ‘Asean’s identity and its many cultures’.

The journalists will meet with policy makers on aspects of culture during their visit, and will promote Brunei’s culture through their respective news networks. Also present at yesterday’s briefing were senior officials and officers from the Ministry of Culture, Youth and Sports.

‘Every Child is a Gift’ roadshow continues

THE Special Education Unit (SEU) at the Ministry of Education (MoE) last Wednesday continued their ‘Every Child is a Gift’ roadshow at Menglait Secondary School which saw the attendance of more than 50 participating parents and guardians.

Present during the event were Mohidin bin Haji Noordin, Chairman of the event in his capacity as the principal of the school.

The event began with the recitation of Surah Al-Fatihah led by Ustaz Titiwasdi bin Wahid.

It then continued with a briefing from Dayangku Siti Amal Jariah binti Pengiran Haji Mat Jinen, officer from the Administration and Research Division of SEU, who introduced and shared information of the roles of SEU establishment with the audience.

Among the topics that were highlighted during the roadshow include Assistant Learning Programme, Educ-ation Psychology Services, Speech and Language Therapy Services, Occupational Therapy Services, Dyslexia Intervention Programme, Gifted Education Services and others.

Held at the Chinese Am-bassador’s residence, Her Royal Highness Princess Hajah Masna was accompanied by Yang Amat Mulia Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak Haji Abdul Aziz bin Pengiran Jaya Negara Pengiran Haji Abu Bakar.

After staying in Brunei for over two years, the Chinese ambassador said that she has witnessed a big push by the Government of His Majesty in diversifying the country’s economy which has seen a number of fruitful achievements.

“I am happy to see the new bilateral cooperation between Brunei Darussalam and China through the Brunei-Guangxi Economic Corridor where there will be more investments coming to Brunei,” she added.

The Chinese ambassador also revealed that a working level group from Guangxi China will be paying a visit to Brunei this month.

She hopes that Brunei – China relations will further increase and the people of Brunei will continue to enjoy a prosperous economy and peace.

PEHIN Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussoff, Minister of Culture, Youth and Sports said the institution of a family plays a very important role in the national development process and in order to maintain public welfare, community and country. A family that is healthy, harmonious and strong can contribute to the welfare of the society and the development of a robust and resilient country. Therefore, it is very important for every country including Brunei Darussalam to intensify efforts to develop the ability to strengthen family institutions, for the sake of the welfare of all.

According to the minister, the stability of the family institution can be strengthened and maintained through creating an atmosphere of mutual trust, cooperation and respect not only among its members, but also the local community and all stakeholders.

The minister said this while attending the 1st Ministerial Conference on Marriage and Family Institution, Organisation of Islamic Cooperation (OIC) on February 8-9, held at the Conference Palace in Jeddah, Saudi Arabia.

The conference sees the importance of creating a framework and mechanisms to strengthen the role of the state in coordination with international institutions in charge of family, women and children. The conference also identifies challenges faced by institutions of family and marriage as well as proposals for sustainable solutions.

Escorting the minister to the meeting was Pengiran Haji Irman bin Pengiran Haji Othman, Acting Consul General, Consulate General of Brunei in Jeddah.

Express Bus service enhances BIMP-EAGA connectivity

IN THE field of transportation, the Ministry of Communications is enhancing connectivity between Brunei Darussalam, Sarawak and Pontianak. At the same time, the Brunei Government is widening opportunities for trade, jobs and businesses.

Minister of Communications Dato Seri Setia Awang Haji Mustappa bin Haji Sirat said this yesterday, before expressing hopes that entrepreneurs will explore overseas markets, especially in the neighbouring countries.

The minister was speaking on the sidelines of the launching of the Express Bus service linking Brunei, Sarawak and Pontianak, which was held at The Rizqun International Hotel.

The launch is an effort to expand connectivity (especially in Borneo) particularly in the context of Brunei-Indonesia- Malaysia-Philippines East Asean Growth Area (BIMP-EAGA) for seamless travel.

“Many areas have been identified for infrastructure development and we have the Pan-Borneo Highway – which stretches across Borneo covering Kota Kinabalu, Kuching to Pontianak – that has been improved. We are also striving to widen connectivity to other areas.

“We are hoping that Brunei operators can pick up passengers, for instance, from Kuching to Brunei Darussalam to boost tourism in the Sultanate. This matter has always been discussed with the relevant agencies. We are identifying areas where bus drivers can pick up passengers.

“Passenger pick up points may be limited. What we want is to get as wide a coverage as possible. Market opportunities are wide between Brunei and other countries,” the minister said.

The minister is also seeking cooperation from taxi drivers to give their best service, uphold the good image of the nation, showcase the Brunei culture and national philosophy, and provide passengers the confidence to catch a cab.

“We hope locals can become taxi and bus drivers. We want the taxi services to be at its best for the benefit of tourists, ensuring they feel safe and confident with our taxi services.

“We want to utilise a taxi application (app) in due course, like they do in other countries, but have this app created by locals for the benefit of passengers. Since our taxi service is still limited, our local software developer is encouraged to create such app, thus creating job opportunities in the country. “

The BIMP-EAGA Express Bus service route between Brunei/Sarawak/Pontianak in Indonesia is operated by Awang Damit Bus Services (ADBS), using four new Sunwin Large Bus purchased from GHK Motors Sdn Bhd.

GHK Motors Sdn Bhd Managing Director Pehin Kapitan Lela Diraja Dato Paduka Goh King Chin was also present at the launch.

Meanwhile, ADBS Sdn Bhd Managing Director Haji Ibrahim bin Haji Damit, as the bus operator, noted that the new buses are luxurious and comfortable, utilising Volvo safety technology from Sweden and offering large luggage space and high deck seats. They are also equipped with three-point seatbelts, ABS braking system, roll-over protection, CCTV, GPS and bus-tracking system.

“With the establishment of Pan-Borneo Highway, the journey is now much safer and comfier. Various pit-stops along the highway ensures comfort to drivers and passengers,” Haji Ibrahim added.

MPRT holds Muzakarah session with LegCo members

THE Ministry of Primary Resources and Tourism (MPRT) hosted a Muzakarah session with members of the Legislative Council (LegCo) yesterday.

The session was chaired by Dato Seri Setia Awang Haji Ali bin Haji Apong, the Minister of Primary Resources and Tourism.

Also present were Dr Haji Abdul Manaf bin Haji Metussin, Permanent Secretary at the Ministry of Primary Resources and Tourism, as well as Wardi bin Haji Mohammad Ali, Deputy Permanent Secretary (Tourism), directors and section heads as well as senior officers of the ministry and its departments.

In his speech, the minister highlighted the MPRT’s emphasis on improving efforts towards generating GDP growth, which involves the participation of all stakeholders whether in the government or in the private sector, especially farmers in agriculture, livestock, fisheries, forestry and entrepreneurs in the tourism sector.

At the same time, the ministry requires the direct involvement of investors from Brunei and abroad, whether through joint ventures and also for contract farming to help accelerate the growth of production of these sectors.

MPRT launched its 2016-2020 Strategic Plan earlier this year.

As stated in a press release from the ministry, among the foundations of the Strategic Plan was the titah of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in conjunction with New Year 2016, which among others touched on slow economic growth, and the need to redouble efforts to improve domestic production – particularly in the non-oil and gas sector, through increased productivity and also regarding the need for local producers to target export markets to ensure continued growth.

The MPRT’s vision is ‘Towards rapid growth in the output of primary resources and tourism industry towards being able to contribute to economic growth in order to achieve the Brunei Vision 2035.’

Its mission is, “Leading the output growth of the primary resources and tourism industry to become a significant contributor to GDP growth by encouraging investment locally and from abroad, and by putting emphasis on increasing productivity, the use of high technology, and focus on the export market.”

Generally, all the efforts of the ministry are based on four main pillars which include: GDP growth; increased productivity; increase in export; and improved sustainability.

A short briefing regarding this was presented by the Deputy Permanent Secretary (Tourism) at the MPRT, following the minister’s speech.

One area that has gained the attention of LegCo members pertains to the importance of productivity improvements that serve as a catalyst to the growth of GDP.

As is stated in the MPRT press statement, “Continuous improvement in productivity will help accelerate the production growth of the primary resources sector, reduce unit costs, and enhance competitiveness, allowing our products to penetrate export markets.”

In line with this, it is expected that the use of new technology, modern techniques, innovation and automation in production of products and services can be used widely.

Brunei education minister receives Thai counterpart

MINISTER of Education Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman received a courtesy call yesterday from Dr Teerakiat Jareonsettasin, the Minister of Education of Thailand and President of the 48th SEAMEO Council.

The meeting took place at The Rizqun International Hotel in Gadong.

Also present at the courtesy call were senior officials from the Ministry of Education, including Permanent Secretary (Core Education) Dr Hajah Romaizah binti Haji Mohd Salleh and Director-General of Education Haji Abdul Rahim bin Derus.

Dr Jareonsettasin was accompanied by the Thai Ambassador to Brunei Darussalam, the Assistant Permanent Secretary at the Ministry of Education of Thailand, and the Director of the SEAMEO Secretariat.

Among the issues discussed were matters of common interest among SEAMEO member countries, including teacher training and bilateral issues in education cooperation between Brunei Darussalam and Thailand.

Brunei Darussalam and Thailand signed a memorandum of understanding (MoU) on education cooperation on October 19, 2009.

The Thai delegates were also given a briefing on the Brunei National Education System for the 21st Century (SPN-21), technical and vocational education, and teacher training at the Universiti Brunei Darussalam (UBD).

After the courtesy call, Dr Jareonsettasin and his delegation were taken on a tour of the SEAMEO Regional Centre for Vocational and Technical Education and Training (Voctech) in Gadong.

The centre is one of 19 SEAMEO centres and networks located throughout Southeast Asia. Brunei has a representative in the governing board of each of these regional centres and networks.

Currently, Brunei is participating in a number of SEAMEO projects which include the Southeast Asia Primary Learning Metrics, the SEAMEO Basic Education Standards and the School Network.

The Thai delegation also toured Kampong Ayer, and visited the Royal Regalia Building.

Dr Jareonsettasin’s two-day call at Brunei is part of the minister’s itinerary while visiting SEAMEO member countries.

The previous Thai Minister of Education, General Dapong Ratanasuwanin, had already called at Malaysia, Singapore and Timor Leste in his capacity as President of the 48th SEAMEO Council.

HIS Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office in his capacity as the Chairman and Sponsor of PENGGERAK Steering Committee yesterday made an unscheduled visit to two government schools in the capital.

His Royal Highness first visited the Katok Secondary School and was greeted on arrival by its principal, Penroose Saleha binti Haji Mohd Salleh. His Royal Highness later toured the vicinity of the school as well as observed a number of lessons that took place at the school.

His Royal Highness was also briefed by the respective teachers on how they conduct their lessons as well as current initiatives to help improve student’s learning in their classrooms.

The highlight of the visit was a closed session in which His Royal Highness chaired a dialogue with the principal and the school management team on the progress made in the school particularly on how the school is preparing students sitting for ‘O’ Level exams this year. This included a brief presentation of the School Progress Plan.

Katok Secondary School was established in 2014, and currently has a total of 1,180 students and 121 teachers.

His Royal Highness next visited Katok Arabic Secondary School and was greeted on arrival by it’s principal, Hajah Rusidah binti Haji Talip. Similar to Katok Secondary School, His Royal Highness concluded the visit to the school with a closed session with the headmaster and the school management team to discuss the School Progress Plan, focussing on current initiatives to improve further teaching and learning in the school.

The building of Katok Arabic Secondary School was completed in 2017, under the 10th National Development Plan (RKN10).

It houses students and teachers from Raja Isteri Pengiran Anak Damit Girls Arabic Religious Secondary School (SUAMPRIPAD).

The school currently has 1,300 students and 120 teachers.

His Royal Highness also took a closer look at various facilities in the school, including the new Surau that can accommodate 1,000 congregants, the hostel building and the dining hall that is equipped with modern amenities.

The unscheduled nature of these visits provided an opportunity for His Royal Highness to observe the schools first-hand.

The visit is also part of the continuous efforts by His Royal Highness to ensure that all strategies and initiatives relating to education are effectively implemented in schools to the highest quality and are making positive impact on improving the quality of teaching and learning.

The visit represents a joint effort to realise the ambitious targets set by both MoE and MoRA this year.

His Royal Highness has been constantly supporting both ministries’ Primary and Secondary Education Initiatives including efforts on preparing students for Programme for International Students Assessment (PISA).

At the same time, the visit was also intended to ensure the International Coaches initiatives by the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam through the MoE are fully optimised and will provide lasting benefits to all government schools.

The overall aim is to uphold the titah of His Majesty to enhance the quality of the nation’s education and teachers towards realising Brunei Vision 2035 goals.

Throughout the visit, His Royal Highness was accompanied by Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman bin Haji Ibrahim, Minister at the Prime Minister’s Office and Minister of Finance II; and Dato Paduka Awang Haji Mohamad Roselan bin Haji Mohamad Daud, Deputy Minister at the Prime Minister’s Office.

Sultan receives Thailand’s Education Minister

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday afternoon consented to receive in audience Dr Teerakiat Jareonsettasin, Thailand’s Minister of Education.

The Thai Minister of Education is on a working visit to the country as the President of the Southeast Asian Ministers of  Education Organisation (SEAMEO).

The President of SEAMEO post is held by a two-year cycle by the Ministers of Education who are members of SEAMEO.

The Thai Minister of Education has held the post since May 6, 2015. The audience was also attended by Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, Brunei Darussalam’s Minister of Education.

Also present at the audience were Biravij Suwanpradhes, the Ambassador of Thailand to Brunei Darussalam; Duriya Amatavivat, Deputy Permanent Secretary at the Ministry of Education Thailand; and Dr Gatot Hari Priowirjanto, Director of SEAMEO Secretariat.

The audience ceremony took place at the Istana Nurul Iman.

BRUSCA show desire to host popular Winter Games

BRUNEI Students’ Society Cardiff (BRUSCA) helped bring the prestigious Winter Games, a sporting showpiece for Bruneian students in the United Kingdom and Northern Ireland, to the city and region amid firm competition from Birmingham.

BRUSCA recently organised a joint Chinese New Year celebration and Cardiff Winter Games (CWG) appreciation lunch at the Hospitality Suite of the School of Management Building, Llandaff Campus, Cardiff Metropolitan University in Cardiff, United Kingdom.

The guest-of-honour at the event was the High Commissioner of Brunei Darussalam to the United Kingdom, Major General (Rtd) Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin.

The high commissioner emphasised in his speech how BRUSCA fought hard to ensure that Cardiff play host in the Winter Games especially with Birmingham expressing interest of staging the highly prestigious students’ competition back in the West Midlands.

“I seek to recall last year when we have our meeting with all the societies’ members and Cardiff was so adamant because Birmingham wanted this very much,” said the high commissioner during the event.

The event was attended by officers from the Brunei High Commission and Brunei Students’ Unit (UPP) as well as BRUSCA society members.

“They wanted to move the Winter Games to Birmingham but Cardiff was so adamant that they wanted to do it here,” the high commissioner continued.

“They wanted to do it in Cardiff because of the President (BRUSCA). She was so adamant, strong and wanted to prove that this will be the best ever Winter Games.

“The committee members ensured that they could be seen by the people in Brunei.

“Last year was the best. I was not there but I can see that it is the best Winter Games and whoever who is going to do it this year will be tough to follow suit at the end of the year whether Cardiff will do it here or another place.”

The high commissioner congratulated the BRUSCA President, Dayangku Siti Nurul Naabihah binti Pengiran Haji Roslan and her team including from Bangor and Swansea for their efforts towards ensuring the success of the Winter Games which was also capped by a victory from the hosts BRUSCA Bluebirds.

The Winter Games boasts a fine history after it was revived in 2006 after the end of the BIA tournaments.

During the subsequent years, the city of London spearheaded by the Brunei Students Union played host which was annually held at the Westway Sports Centre until 2011.

The high commissioner also highlighted how the society exhibits strength adding that it is the third BRUSCA event which he had attended.

“The way I see the strength of Cardiff is because you all want to be a part of BRUSCA. You all wanted to work together, to be as a family.

“We are here as Bruneians. The strength of BRUSCA is that you are here as one big family.

“And I can see with the leadership of the President, I hope this will continue and BRUSCA will keep on continuing as one big family,” the high commissioner concluded.
