Brunei lawyer makes legal history

LOCAL Bruneian lawyer and arbitrator, Professor Dr Colin Ong was elevated to the title of Queen’s Counsel (QC) of England and Wales during an auspicious ceremony held at the House of Lords, Westminster Hall, in London, United Kingdom yesterday.

Professor Ong is a member of the Brunei Darussalam, England and Singapore Bars and has now become the first lawyer from an Asean member country to have been elevated to the title of QC of England and Wales, one of the highest accolades that can be bestowed on a lawyer.

The title of QC is bestowed by Her Majesty Queen Elizabeth II, through the recommendation of the Lord Chancellor of England and Wales, upon the most capable of English lawyers who have proven their mastery of the law and ability in oral and written advocacy before the Higher Courts of England and Wales.

Professor Ong had to go through several stages of competitions against a few hundred leading barristers and lawyers in England, and independent assessment panels in order to become the first in the Asean to be bestowed the title of English Queen’s Counsel.

He was awarded with Her Majesty Queen Elizabeth II Letters Patent of Appointment by the Lord Chancellor of England and Wales during the ceremony yesterday.

As all barristers who are elevated to QC wear silk gowns of a particular design, the award of QC is known informally as “taking silk”, and hence QCs are also colloquially called ‘silks’. The appointment to the rank of QC are made purely on the basis of merit rather than a particular level of experience.

Professor Ong has been involved as arbitrator and lead counsel in over 300 major arbitrations across a dozen countries and in major court cases in Brunei, London and Singapore. Over the years, he has led teams that have included both Senior Counsel from Hong Kong and Singapore and also other English Queen’s Counsel.

He has been serving as President of the Arbitration Association Brunei Darussalam (AABD), the statutory Appointing Authority for Arbitration in Brunei since 2009. Professor Ong is also Advisor to the China-Asean Legal Research Centre; a member of the world International Chamber of Commerce (ICC) Commission on Arbitration; and a panel member of ICCA-Queen Mary Task Force (Costs and Security for Costs).

Professor Ong has been entrusted by three other Asean member countries with important duties to maintain the smooth running of the arbitration systems in those countries. He is the Vice President of the Appointments Council for the Thailand Arbitration Center (THAC); the Advisor to the Governing Board of Badan Arbitrase Nasional Indonesia (BANI); and Appointing Council of the Cambodian National Commercial Arbitration Centre.

In 2012, Professor Ong was highlighted by Who’s Who Legal, the most prestigious legal ranking publication as one of three leading ‘Commercial Litigators in the World’ and was again highlighted in 2015 as one of two leading ‘Construction Lawyers in the World’.

He also successfully led a major dispute, acting for Perusahaan Gas Negara Indonesia in 2011 in Singapore, which succeeded in showing that there was a flaw in the FIDIC Standard Form of Contract, the most commonly used standard construction agreement in the world, including in Brunei. As a result of Professor Ong’s earlier arbitration case, FIDIC subsequently amended the Standard 1999 FIDIC Form Contracts in April 2013 and issued an urgent FIDIC Guidance Memorandum on the Internet.

He is Vice Chairman of the Arbitration Committee of the Inter Pacific Bar Association; and a Vice President of the Asia Pacific Arbitration Group, which has 33 member countries from Asia-Pacific. He has been a former Principal Legal Consultant to the Asean Centre for Energy (Jakarta); and a former Vice President of the London Court of International Arbitration (Asia-Pacific Users’ Committee).

He is recognised as having a ‘supreme command of legal issues’ by the leading legal directories. Global Arbitration Review ranked him as one of the 45 leading lawyers worldwide under the age of 45 in 2012. He was lead counsel before the Singapore Court of Appeal in the case of Perusahaan Gas Negara v CRW [2015] SGCA 30, which resulted in rare split judgments at the Singapore Court of Appeal. The two judgments have a worldwide impact on the construction industry and they were subsequently recognised as the runner-up case in the GAR Awards 2016 for ‘the most important reported decision 2015’.

When asked about his future plans, Professor Ong, who is in his forties, said he wants to spend more time with his family. Due to his constant work travels across six countries, he had not spent as much time with his children – Christopher, Camilia, Cyrus and Cedric – as he had hoped.

He said he will continue to train his junior lawyers in Brunei, London and Singapore and ensure that his Brunei lawyers will continue to improve to prepare for the eventual competition with international and regional law firms when the Asean Economic Community comes into full operation.

Professor Ong also wishes to spend more time working as a lead counsel for other Brunei and Asean law firms in important commercial litigation and arbitration matters and to continue working for his clients across the world, which include multinational companies and state owned entities.

“Such an award is historic and serves as a positive challenge for every local Counsel. I congratulate him on his achievement and look forward for him to his contribution to our Law Society and beloved country,” he said.

Yang Amat Mulia Pengiran Indera Negara Pengiran Anak Haji Puteh ibni Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam, Deputy President of AABD, said Professor Ong has made Brunei Darussalam proud by making history.

“The appointment was considered against five competencies – understanding and using the law, written and oral advocacy, working with others, diversity and integrity. He possessed all five. As the Deputy President of the AABD and a fellow of Chartered Institute of Arbitrators, I am also impressed with Professor Ong, who has faithfully served as President of the AABD.

“Despite his busy schedule, he has spent so much time in promoting Brunei Darussalam internationally, and in discharging his duties as arbitration appointing authority since 2009 by making sure that the arbitration legal process in Brunei Darussalam continues to operate smoothly. As head of the national statutory arbitration body, he has performed his duties to the nation very well, and for this, I admire him even more greatly,” he said.

London-based John Jarvis QC said that Professor Ong has a first-class mind and great advocacy skills which makes him a natural choice for a QC.

“What is so remarkable and a reflection of the high standing in which Colin is held is that his practice is not exclusively centred in the UK but rather also in arbitrations and international jurisdictions. To have achieved ‘silk’ is a signal accolade in these circumstances. I warmly congratulate him and am wholly confident that his practice will move from strength to strength.”

M Husseyn Umar, Chairman of BANI Arbitration Center Indonesia and President of Asia Pacific Regional Arbitration Group (APRAG) said it is a great honour for Brunei Darussalam, and Asean, to have its first lawyer elevated to a QC.

“Our valuable BANI Governing Board Advisor and one of APRAG’s vice presidents a highly respected arbitrator and lead counsel in Indonesia and in the region. Professor Ong is highly respected by Indonesian lawyers, arbitrators, companies and state owned enterprises, and also as one of the eminent lawyers in the region with his outstanding capabi-lities, expertise and experiences in international arbitration forum,” he said.

Elizabeth Blackburn QC and Vasanti Selvaratnam QC from the Joint Heads of London at St Philips Stone, said they were delighted over Professor Ong’s appointment.

“Colin is an enormously well-respected commercial barrister and arbitration specialist and member of the St Philips Stone international commercial law team. It is a fantastic achievement that Colin is the first Asean national to be elevated in such a way.

“St Philips Stone is committed to the Asia-Pacific region and has a strong presence there with barristers practicing from major jurisdictions including Hong Kong and Singapore. Colin’s appointment will only strengthen our presence there.”

David Campbell, the British High Commissioner to Brunei Darussalam also congratulated Professor Ong. “The award of QC is for excellence in advocacy in the higher courts. It is a mark of high distinction recognised throughout the world. His appointment follows a demanding selection process involving judges and other members of the legal community in England and Wales.”

Dato Paduka Haji Mohammad Alimin bin Haji Abdul Wahab, Executive Trustee at Pusat Ehsan Al-Ameerah Al-Hajjah Maryam (Pusat Ehsan) said he was very happy for Professor Ong’s well-deserved elevation to QC.

“He has been highly supportive to Pusat Ehsan and has assisted us over the years. We are grateful to him for helping to highlight our centre’s existence and needs outside Brunei Darussalam. He has given Brunei Darussalam a new source of pride.”

S’porean Minister of State visits local farms

DR KOH Poh Koon, Singapore’s Minister of State for Trade and Industry and National Development, along with a delegation from Singapore, visited farms run by local companies yesterday afternoon accompanied by Dato Seri Setia Awang Haji Ali bin Haji Apong, the Minister of Primary Resources and Tourism.

The delegation first visited the goat farm run by Bana’amah Agricultural Company where production of goat milk is also carried out. They were welcomed by Dato Paduka Haji Yunos bin Mohd Noh, the owner of Bana’amah Agricultural Company.

The delegation then met with Lau How Tech, Manager of the Hua Ho Agricultural Farm where they toured the plantation fields. The last visit was to the Ideal Multifeed Farm, where they were hosted by Haji Awang Ahmad Morshidi bin Pehin Orang Kaya Digadong Seri Diraja Dato Laila Utama Haji Awang Abdul Rahman, the Managing Director of Ideal Multifeed Farm.

Also part of the delegation were the CEO of Agri-food & Veterinary Authority (AVA) Singapore, Senior Director of the Ministry of National Development (MND) Singapore, the Group Director of AVA, assistant directors, deputy director and manager of MND, as well as five members from the media.

Arriving a day before Dr Koh Poh Koon’s delegation was a delegation of 12 Singaporean investors and business owners who will be meeting representatives from government and private agencies to explore investment, cooperation and business opportunities.

The afternoon visit was part of the delegation’s two-day programme in the Sultanate.

Earlier, Dr Koh Poh Koon together with Dato Seri Setia Awang Haji Ali, officiated the foundation laying ceremony for the contruction of the multi-tier aquaculture system for the Vertical Land-Based Aquaculture Farm at Kampong Tungku.

The mission from Singapore hopes to open the door to investment and business opportunities for local and Singaporean investors and business owners, specifically in the primary resources sector and sectors related to it.

13th session of LegCo to open on March 4

THE official opening of the first meeting of the 13th session of the Legislative Council (LegCo) will be on March 4 at the hall of the Department of Councils of State building.

The opening ceremony will be graced by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

The Legislative Council meeting will be chaired by YB Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib as the Speaker of the Legislative Council.

He will be assisted by Pehin Orang Kaya Pekerma Jaya Dato Paduka Haji Judin bin Haji Asar, Clerk 1 (First) to the Legislative Council and Rose Aminah binti Haji Ismail, Deputy Clerk to the Legislative Council.

The LegCo session this year enters its 13th year since it was re-instated in 2004.

In the previous years, the LegCo session discussed and deliberated issues and questions for the interest and welfare of the people.

The session is also meaningful for the country in its efforts to provide a platform to air ideas and problems through consultations and discussions for it to be a healthy forum in upholding the prosperity of the people and to develop the nation more progressively and competitively.

As in the previous years, the Legislative Council session will be held after the opening ceremony by His Majesty or on a date and time set by the Speaker of the Legislative Council.

The session will be opened to the public. Government and private schools and educational institutions interested in attending to expose themselves to the guidelines of discussing bills in Brunei Darussalam or its deliberation can also do so.

The dress code must be observed, including regulations while inside the building.

The session normally starts from 9am to 12 noon and from 2pm to 4.30pm. For queries, interested people can call the Secretariat at 2384202/ 2380501 ext 5118.

Schools and higher educational institutions wishing to bring their students to witness the Legislative Council session or to make study tours should write to the Clerk of the Councils of State for further details.

For government officers, staff and members of the public who wish to attend the session, they must wear long sleeves, neck tie and songkok (for men), MIB shirt, Malay national dress with sinjang and songkok. Women should wear baju kurong. Lounge suits can also be used.

No cap, short sleeves, T-shirt, sports shirt, jeans, shorts, sports shorts, short skirt, leggings, sandals and slippers allowed.

Students should wear their respective school uniform while undergraduates should dress smart with long sleeves for men and baju kurong and tudong (head scarf) for women. They should also abide by the regulations when the session is ongoing.

New Katok Arabic secondary school named

BY COMMAND of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the Ministry of Religious Affairs (MoRA) informed that His Majesty has consented for the new Katok Arabic Secondary School to be named Raja Isteri Pengiran Anak Hajah Saleha Girls Arabic Religious Secondary School.

The ministry said the school is a project under the 10th National Development Plan under the Ministry of Religious Affairs at the cost of nearly $47 million.

The building is built on an eight-hectare (20 acre) site and is capable of accommodating 1,800 female students and a teaching workforce and administrative staff comprising 150 individuals. It was first used on January 3 at the start of new school term and the students were originally from Raja Isteri Pengiran Anak Damit Girls Arabic Religious Secondary School, comprising Year 7 to Year 11 students totalling to 1,350 students.

The school uses the National Education System for the 21st Century that covers Arabic schooling with emphasis on 21st Century skills, religious knowledge and Arabic language.

In terms of curriculum implementation, it uses two core curriculums, namely the national curriculum for general subjects and Ma’had Buhuth al-Islamiah curriculum from Egypt for religious subjects and Arabic Language.

It is a seven-storey building and its rounded shape depicts unity in the Malay archipelago where all the school workforce is a big family.

At the centre, lies a five-star skylight. All formal education avenues occupy the rounded open foyer at the centre to be used as a gathering avenue, exhibition and to conduct various activities. It also became the heart of the school.

The Malay Islamic Monarchy (MIB) concept was embraced in the early days of its construction, from the concept design where all buildings are facing the prayer direction (Kiblat).

Islamic design elements such as the garden and fountain, Kubah (dome), arches and geometric patterns have been used comprehensively in the design.

The building is equipped with basic academic needs such as 72 classrooms that are able to accommodate 25 students per room, 12 science labs, five computer rooms, a library, an administration office, teachers rooms, and two lecture halls capable of accommodating 300 and 150 students respectively.

The new building is also equipped with ample parking space, a canteen that can cater to 700 students, a multi-purpose hall for 1,500 students, a surau for female students that can accommodate 1,000 students, a dining hall that can accommodate 900 to 1,000 students, a hostel for 500 students, two warden houses and various sports facilities dedicated badminton and netball.

The provision of infras-tructure, conducive facilities and a high quality schooling system are among the continuous efforts of the MoRA through the Islamic Studies Department in realising the National Vision 2035 to have educated, highly skillful and successful individuals.

THE Minister of Primary Resources and Tourism Dato Seri Setia Awang Haji Ali bin Apong in his speech during yesterday’s signing and ground-breaking ceremony, said that it was a historic day for both Brunei and Singapore as the ceremony marked the beginning of the construction phase for the vertical land-based, bio-secured and high-density aquaculture farming in the country by KR Apollo Sdn Berhad.

The realisation of the vertical land-based aquaculture farm project will be the turning point for Brunei, which uses traditional extensive pond culture with low productivity to the multi-tiered, indoor and high-density systems of fish rearing which is energy efficient and environmentally responsible.

He also noted that 80 per cent of the total production today was generated by the capture fisheries, however, data has shown that the capture fisheries have been experiencing a downward trend, which is due to many factors such as natural environmental impacts as well as over-fishing.

“Although Brunei Darussalam is slightly bigger than Singapore, land limitation is also one of our constraints, and that is why we are focusing on the aquaculture industry. And yes, we need the right technology and system to expand our fish farming upwards instead of sideways,” said the minister.

The over BN$20 million investment will realise the production of aquaculture food-?sh and aquarium ?sh from this year onwards, he said, adding that it is one of the key priority projects for the fisheries sector.

He further pointed out that the project is set to prove that high-technology, vertical indoor farming operation is not only technically possible in Brunei, but it is highly viable and in this particular case, it is also economically and socially bene?cial for both countries because, Brunei needs increased economic output and job creation, while Singapore needs a lot of seafood supply.

Increasing output is also the cornerstone of the Ministry of Primary Resources and Tourism’s Strategic Plan, which was launched last month, added the minister.

“The use of technology in aquaculture is not just a matter of normal progression. It is a necessity for Brunei as it is consistent with our drive to improve productivity and to increase competitiveness, which will enable our products and services to penetrate the export market,” he said.

This, he added, is a win-win partnership for both countries as it will contribute to an increase in Brunei’s GDP and exports while supporting Singapore’s agenda for food security.

The agreement was inked between the Fisheries Department and KR Apollo Sdn Bhd with the Fisheries Department being represented by its director Haji Abdul Halidi bin Mohd Salleh and Acting Deputy Director Mariani binti Haji Sabtu as a witness.

Representing and signing as witnesses for KR Apollo were its Directors Yang Amat Mulia Pengiran Kerma Raja Pengiran Haji Kamarulzaman bin Pengiran Pekerma Setia Diraja Sahibul Bandar Pengiran Haji Ali and Eric Ng.

Dato Seri Setia Awang Haji Ali, in a brief interview noted that the project involves the farming of fish and prawns in a multi-tier farm, which saves cost production with the minimal use of land and at the same time, have the ability to pull in more production.

The minister added that this will make KR Apollo competitive with countries abroad with low export costs, which is in line with the ministry’s strategic plan to increase production of the fisheries sector using high-technology. This will meet the ministry’s target of increasing production in this sector from the $100 million value in 2015 to over $600 million in 2020 without consuming much land and through high technology.

He further noted that it was an unexpected finding to know that Singapore is active in farming either in agriculture, fisheries or livestock, but due to the lack of land they need to use technology and methods in maximising whatever land they have in Singapore.

Also speaking to the Bulletin, Dr Koh Poh Koon noted that Singapore and Brunei have enjoyed deep and warm relations for many years and collaborated in many areas including defence and monetary. Investing in Brunei opens a new chapter for them to deepen collaboration further between both countries.

“Part of the reason why we find synergy in our collaboration is because of constraints that we both face as small nations yet at the same time we share similar interests as well. So this is one good example on how two small countries can work together to further each other interests in a mutually beneficial way,” Dr Koh Poh Koon said.

“In Singapore we have land constraints. We are always looking for ways to diversify our food sources. Brunei is also looking to diversify its economy so I think it is in this aspect that we see both coming together to create a mutually beneficial collaboration,” added the minister.

He further pointed out that Apollo Aquarium Fish Farm has actually invested technology where they started as an ornamental fish farm but over the years have adopted and developed new technology and became innovative allowing them to take farming to a higher/new level with assurance of productions, which will be able to meet a growing market demand.

“I hope that we take this chance to encourage more Singapore farms and companies to invest in Brunei and to look for partners here to develop collaborative business opportunities together,” he said.

When asked on future collaborations, the minister pointed out that this collaboration is a good start and as the collaboration deepens, other opportunities can arise.

KR Apollo Sdn Bhd is a joint venture between a local partner, Yang Amat Mulia Pengiran Kerma Raja Pengiran Haji Kamarulzaman and Apollo Aquaculture Group to operate the ?rst land-based vertical Aquaculture farm in Brunei Darussalam.

The products produced at KR Apollo will be mainly for export especially to Singapore with their first batch expected to be produced by the end of this year. This will no doubt contribute to an increase in the frequency of air logistics out of Brunei Darussalam.

One of KR Apollo’s aims is to focus on forming co-operation with local farmers and to utilise their technologies to increase their productivities with the hope to work on further research to develop the local species such as Blue Shrimp and Macrobrachium in the near future.

The company also hopes to further enhance Brunei Darussalam’s position in the global supply of processed seafood, which is aligned with Brunei Vision 2035.

Brunei celebrates Global Entrepreneurship Week

BRUNEI has joined over 50 countries worldwide to mark the celebration of entrepreneurship worldwide recently with the hosing of a roundtable conference held in iCentre, Anggerek Desa last December 2016.

The roundtable conference saw an introductory remark of Global Entrepreneurship Week, presented by country host Abdul Malik Omar.

He said the event not only aims to promote and build on entrepreneurship but to produce an avenue where Bruneian voices can be shared to stakeholders in the Global Entrepreneurship Congress in South Africa on March 2017 with the intention, “It is paramount not just for Brunei to learn from other countries in the congress, but for other countries to learn from our own unique Bruneian experience. The resolution drawn up from the inputs of Bruneians will serve to achieve that purpose.”

Following the introductory remark, a roundtable simulation conference based upon the ‘UN Model Game’ was held. Presenters injected many ideas that ranged from solving unemployment, improving the transport system, and increasing economic growth, which in turn could benefit policy-makers in the country to consider and deliberate upon.

Zul Zainal of Icon Media pointed out how introducing Employability Skills System (ESS) can help to tackle national unemployment. The introduction of ESS (which institutionalises apprenticeship and training programmes) as an employment agency based upon the German and UK model can help increase employment for people in the local job market.

Referring to the 2006 unemployment statistics published by APTK, Zul Zainal pointed out that over 80 per cent of those unemployed (which then stood at 6000) were O’Level drop-outs. He said the ESS system would be able to train, educate, and equip them with the skill-sets that would allow them to be absorbed into the job market more easily.

Abdul Malik Omar touched on how there should be an intervention programme to understand the causes of drop-outs, in order that no student gets left behind in their education. “In today’s competitive job market, it is paramount that students’ academic performance should get top priority. The statistics are clear. Unless they are able to pass through ‘O’Levels, then the chances of them being unemployed will be high.”

To increase the success rate in ‘O’Level education, Abdul Malik Omar pressed on the importance of English and Mathematics for students. This was pointed out by the Minister of Education himself who said that over 80 per cent of those who achieved five ‘O’ levels and more tend to have credits in their English and Mathematics.

Abdul Malik Omar praised the government for rolling in new programmes and investments in these subjects, because ultimately a government’s duty is to equip its people with education. Parents must also play a part in their children’s education, he added, saying that their primary duty is to make sure their children are able to make a living. Education holds the key to this.

Another participant, Melvin Lai, suggested that Brunei should intensify its efforts to be more open by inviting international investors and businessmen to carry out joint-projects that would be of benefit to all parties. He also suggested that the efforts must be sustained in the long-run. This can be done by improving the long-term confidence of operating in Brunei.

“Brunei is strategically placed at the ‘heart of Asean’. There are six hundred million people in the region, and up north there is China with a billion-plus population, and to the west is India with an additional billion-plus.

“Inviting investors and businessmen will require us to strategically re-position ourselves as our Bruneian ancestors did in the past as a trading hub in the region, where key markets shall flow through Brunei as a core axel,” Melvin said.

The conference concluded with a talk on future opportunities to work with Brunei Enterprise – the organisation which introduced Global Entrepreneurship Week in Brunei.

Hengyi Industries signs scholarship agreements with UBD students

HENGYI Industries Sdn Bhd yesterday signed scholarship agreements with 14 Universiti Brunei Darussalam (UBD) students for a joint Chemical and Process Engineering Scholarship Programme with UBD and Zhejiang University, China.

The signing event took place at the Business Centre at The Empire Hotel and Country Club and was witnessed by the guest of honour, Dato Paduka Haji Jamain bin Haji Julaihi, Permanent Secretary (Energy) at the Prime Minister’s Office.

Signing on behalf of Hengyi was Chen Lian Cai, Chief Executive Officer (CEO) of Hengyi Industries, while the individual students signed their respective agreement in the presence of parents as guarantors.

Hengyi Industries have established a joint Chemical and Process Engineering Scholarship Programme with UBD and Zhejiang University to sponsor the students to undertake the later part of their academic studies and industrial training at Zhejiang University for a period of one and a half year.

The programme will include pla-cement in a Petrochemical plant in China where the students will gain first-hand experience in a real live operational refinery environment. Upon completion of the programme, the students will be offered employment at Hengyi Industries.

This is the fourth batch of students under the scholarship arrangement with UBD and Zhejiang University.

Brunei should consider becoming distribution hub

THE President of the Brunei Freight Forwarders Association (BRUFA), Thomas Koh, said the Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area (BIMP-EAGA) plays a vital role where Brunei could tap into and become a distribution hub in this sub-region.

In an interview with the Bulletin yesterday on the sidelines of their meeting with the visiting Thailand Trucking and Logistics Association delegation at The Centrepoint Hotel, Thomas Koh said several dialogues have been carried-out with the relevant agencies in identified areas where the logistics industry can support, and in turn, be supported by the relevant agencies and importers.

“One example is where the Royal Customs and Excise Department of the Ministry of Finance initiated the 24/7 clearance of container and goods at Muara Port and the airport cargo terminal,” he said. “This initiative will set a chain reaction where freight forwarders and importers will not just plan delivery and accept containers and goods during office hours, but could even plan their delivery and accept goods beyond office hours… With this, I can see that Brunei’s borders will not only be an easy access to containers but further enhance the ease of getting containers and goods. This effort will incur additional deployment of assets, indicating the Brunei Government’s effort to ease business trading in Brunei.”

The BRUFA President also called upon its SME members to further enhance their equipment and facilities in order to cater to the new era of the logistics industry.

Importers now should also take note that container and goods can be cleared and delivered 24/7. We need to have more quality, efficiency and be more competitive in services,” he added.

Society of Petroleum Engineers Brunei Section celebrates 20th anniversary

THE Society of Petroleum Engineers (SPE) Brunei Section recently celebrated its 20th anniversary at the Indera Kayangan Ballroom, The Empire Hotel & Country Club with the theme ‘Yesterday, Today, Tomorrow’.

The SPE Brunei Section was formed on March 12, 1996 and now has about 200 members from different oil and gas companies and higher institutions.

In attendance were the members of the SPE Brunei Section, comprising professionals from Brunei Shell Petroleum Co Sdn Bhd (BSP), Total, Petronas, the Energy and Industry Department at the Prime Minister’s Office (EIDPMO), Baker Hughes and Weatherford.

In addition, there were students from Universiti Teknologi Brunei (UTB) and Politeknik Brunei who are members of their respective SPE Student Chapters.

Haji Aidiradiman bin Haji Johan, Chairman of SPE Brunei Section, in his speech took the attendees down memory lane through a pictorial presentation of the SPE Brunei Section’s many accomplishments – starting from the official launching of the SPE Brunei Section on September 11, 1996 and progressing through its continued success in providing a neutral ground for sharing knowledge and information through the SPE Distinguished Lectures programmes and Applied Technology Workshops (ATW) it organises.

Also, in efforts to nurture young talents, the SPE Young Professionals Chapter was formed in 2007. Student Chapters were also formed in UTB and Politeknik Brunei over the years.

In addition, the section had also done its part to give back to society by donating to charities such as the Society for the Management of Autism Related issues in Training, Education and Resources (SMARTER) and the Pengiran Muda Mahkota Al-Muhtadee Billah Fund for Orphans (DANA) through revenue generated from the section’s fund raising events.

He applauded the contributions of all former committee members who were in attendance that night.

This was followed by a cake cutting ceremony and presentation of 20th anniversary mementos to individuals who served as former chairmen.

The late Haji Yusof bin Haji Mat Don who served as the section’s secretary from 1996-2001 was also honoured during the event.

The event later proceeded with prize presentations for the Best Petroleum Engineering Students and prize presentations for SPE Brunei Section 20th Anniversary Photography Competition with the theme, ‘Brunei’s Oil and Gas Industry: Yesterday, Today, Tomorrow’.

The Best Academic Student Award from Politeknik Brunei for intake 4, 5 and 6 went to Nurol Azfizah binti Mohd Roszaimey, Nurul Farhanah binti Haji Jaded and Siti Zubaidah binti Alek respectively.

For UTB, the Best Academic Student Award for Year 1 and 2 went to Hajah Nursururina binti Haji Jorsni and Siti Nursya’irah binti Mahmud respectively.

Haji Jaafar Bakar, who served as SPE Northern Asia Pacific Regional Director, also presented prizes to winners of the photography competition held in conjunction with the event.

The winner for the ‘Yesterday’ Category ‘A’ was Mohd Khiddir bin Haji Omarali from BSP, while the winner in ‘Today’ Category ‘B’ was Michael Chia from Aker Solutions.

In the ‘Tomorrow’ Category ‘C’, Afiq Noor from BSP bagged first prize.

The main event of the night was a panel session followed by Q&A on relevant issues related to the oil and gas industry in Brunei.

The panel speakers were Sharminan Bohari, the Country Chair of Petronas Carigali Brunei Ltd; Nicolas Wawresky, Business Development and Joint Venture Manager, Total E&P Borneo BV and Total E&P Deep Offshore Borneo BV; and Haji Kamaludin bin Haji Bungsu, Deputy Managing Director and Human Resources Director of BSP.

Singapore delegation visits agriculture, aquaculture sites

FOLLOWING fruitful visits to numerous agriculture and aquaculture sites in Brunei Darussalam for the past two days, Singapore’s Minister of State, Ministry of Trade and Industry, Ministry of Development Dr Koh Poh Koon described that Brunei and Singapore has a ‘good natural fit’ to cooperate and come together to work on beneficial ways towards Brunei’s effort in diversifying its economy and at the same time increase Singapore’s food resilience.

Singapore’s Minister of State, Ministry of Trade and Industry, Ministry of Development who capped off his visits at the Searay Aquatech Sdn Bhd’s nursery located in the Serasa area in an interview said, “Brunei has a larger land mass and sea space so this is where Brunei has very rich natural resources and very favourable conditions for agriculture and aquaculture. Singapore with its smaller land mass and sea space would find a natural fit to look into investment opportunities in Brunei which also fits in with Brunei’s diversification of economy leveraging in with the lucrative agriculture sector.”

Building on the strong foundation of the bilateral ties of both countries, he said “during my two-day visit in Brunei, it is very clear that from the people-to-people level and government-to-government level, we have very close relations.”

He cited that some of the industry players from Singapore who are in Brunei for the first time on the trip can feel a sense of warmth and hospitality as well as officials from Brunei were very helpful in providing information and answering any inquiries giving a sense of confidence in looking at investment opportunities in Brunei.

“We hope that this kind of networking and opportunity seeking will continue beyond this trip to further build on the strengths that we have over the last few decades,” the minister added.

On the response from the Singaporean delegates, he said, “They are very excited and see that there are opportunities available in Brunei which were not available in Singapore. I felt that many good conversations have taken place and I hope that they will make more visits to Brunei to explore new partnerships as well as understand the environment here.”

The Singaporean Minister of State, Ministry of Trade and Industry, Ministry of Development Dr Koh Poh Koon’s yesterday first visited one of the aquaculture farms situated at the Tanjung Pelumpong Aquaculture site in Muara as part of studying possible investment opportunities between Brunei Darussalam and Singapore.

Accompanying the minister and the Singaporean delegates were the Singapore High Commissioner to Brunei Darussalam Lim Hong Huai and the Permanent Secretary at the Ministry of Primary Resources and Tourism Dr Haji Abdul Manaf bin Haji Metussin.

The owner of the farm, Awang Haji Azahari bin Haji Chuchu explained the production capabilities of the farm before guiding the visitors to the floating fish farm. The local aquaculture farm, ODE Aquaculture and Agriculture, produced hybrid groupers, mouse grouper, seabass amongst others and produced up to 265 mt/year for both local and foreign market.

The visit to the Tanjung Pelumpong Aquaculture site was followed by a visit to Searay Aquatech Sdn Bhd’s fish nursery. On hand to welcome the Singapore delegation was Jeannie Loh, Managing Director of Searay Aquatech.

Searay Aquatech has 78 units of marine cages at Tanjung Pelumpong Marine Fish Cage site and the species culture include Seabass, Grouper, Pompano and Trevally. Currently the fishes are exported to China and Hong Kong.

Last year, there were about 12 tonnes of Seabass and one tonne of Groupers exported overseas.

Minister of Religious Affairs departs for Jeddah for annual Haj consultation

THE Minister of Religious Affairs, Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman recently left for Jeddah, Saudi Arabia, together with a delegation for the annual Haj management meeting with Dr Mohammed Salih bin Tahir Bentin, the Haj and Umrah Minister of Saudi Arabia.

Coordinated by the Haj and Umrah Ministry of Saudi Arabia, this is an annual meeting at the ministerial level between countries that will be sending prospective pilgrims for this year’s Haj season.

The topics discussed at the annual consultation will include Haj management affairs, accommodation, transportation, provision and comfortable facilities for pilgrims from Brunei Darussalam.

Among the minister’s delegation were Haji Abdullah bin Haji Mohamad, the Acting Managing Director of Haj Affairs; and Haji Abdul Nasir bin Haji Bolhassan, a representative of the Royal Brunei Airlines.

Following the meeting, Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin will continue his journey to Cairo for a courtesy call and discussions with Sheikh Al-Azhar, Fadhilatus Sheikh Al-Imam Al-Akbar (Grand Sheikh of Al-Azhar University and the Grand Imam of Al-Azhar Mosque) Ustaz Doktor Ahmad At-Tayyib.

The purpose of the visit is to strengthen and enhance bilateral ties that have long existed between Brunei Darussalam and Al-Azhar Al-Sharif, the oldest university in the world.

The minister will be accompanied by Pengiran Haji Haslin bin Pengiran Haji Ali, the Acting Head of Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah.

Part of Seria By-Pass Highway temporarily closed

THE Public Works Department (PWD) through the Ministry of Development has informed the public that part of the Seria By-Pass Highway that leads to Bandar Seri Begawan will be closed wholly on a temporary basis to make way for upgrading works starting from the intersection at Mumong up to KM12 in Kuala Belait, near the DST tower.

Road users heading to Bandar Seri Begawan will be diverted to new Seria By-Pass Highway. The highway closure will begin starting today for six months.

Road users heading to Kuala Belait are reminded that the new Seria By-Pass Highway will become one lane road throughout the diversion and new traffic lights at the junction in Mumong will start operating.

As a result of the closure of roads, road users who will be using the road are advised to be careful and obey the road signs and instructions provided to avoid the unwanted things from happening.

BSP to create 300 local jobs

BRUNEI Shell Petroleum Company Sdn Bhd (BSP), in support of its vision to be a competitive oil and gas company by 2020 is carrying out a rejuvenation programme to improve its asset reliability and availability.

BSP has recently partnered with Amec Foster Wheeler to work on the concept select, Front End Engineering Design (FEED), detailed design, construction, completions and commissioning, marine management, fabrication management, procurement and project management for this programme.

According to a press release, the contract between BSP and Amec Foster Wheeler will run for an initial term of five years from February 2017. Local business development elements are a key component in this partnership. As part of the delivery, significant local development in Brunei is planned, including the creation of over 300 local Bruneian jobs, the use of the local supply chain, and the development of local capabilities through the lifetime of the project.

The contract will make the most of Amec Foster Wheeler’s ‘More 4 Less’ efficient and effective delivery, originally developed to meet the challenges of the mature North Sea oil and gas industry. This will be combined with the company’s world class brownfield expertise, and presence in the region, as well as global delivery capability, to increase asset performance and integrity, maximising the client’s recovery from mature fields.

DPMM FC’s campaign to challenge for the S League crown in the upcoming season received an immense boost following the signings of sponsorships from esteemed establishments yesterday.

The signings of sponsorship deals with DST, Mitsubishi Corporation, Brunei Shell Marketing Co Sdn Bhd, Royal Brunei Airlines, Baiduri Bank Berhad, Golden Tree Sdn Bhd, Hertz, Hui Huang Enterprise, Nazmi Textile Mall, NBT Brunei Sdn Bhd and Sports Partnership Pte Ltd, were witnessed by Yang Amat Mulia Pengiran Maharaja Setia Laila Diraja Sahibul Irshad Pengiran Anak Haji Abdul Rahim bin Pengiran Indera Mahkota Pengiran Anak (Dr) Kemaludin Al-Haj, the Deputy Chairman of DPMM FC.

Representing DPMM FC were Pengiran Haji Muhd Waslimin bin Pengiran Setia Jaya Pengiran Haji Abdul Momin, and Haji Momin bin Haji Md Jaafar, the Club Manager and Marketing Manager of DPMM FC respectively.

DPMM FC finalise squad for new S League season

DPMM FC yesterday has confirmed its 25 member’s squad including new imports François Christian Herve Sebastian Marque, Billy Mehmet and last year’s top scorer of the league for DPMM FC Rafael Ramazotti De Quadros to compete in the upcoming S League campaign following the signing of player’s ceremony.

The signing was witnessed by guest of honour Yang Amat Mulia Pengiran Maharaja Setia Laila Diraja Sahibul Irshad Pengiran Anak Haji Abdul Rahim bin Pengiran Indera Mahkota Pengiran Anak (Dr) Kemaludin Al-Haj, Deputy Chairman of DPMM FC.

Signing on behalf of the club are Pengiran Haji Muhd Waslimin bin Pengiran Setia Jaya Pengiran Haji Abdul Momin, Club Manager, and Ali bin Haji Momin, the Team Manager.

Former Tampines Rovers forward, Billy Mehmet in an interview said, “I am honoured to be able to come here to play for DPMM FC. This is a fresh challenge for me despite being in this region for four years and I played in Malaysia for two years. I know the culture in this region, and the players as well as the coaching staff have made me feel very welcomed here.

“I will play hard and give 100 per cent for DPMM FC. I hope that I can score as many goals and create as many goals as possible. The most important thing is the team, winning the games and to have a successful season. I am looking forward to play for the club and take it from there.”

Commenting on the current DPMM FC squad, he said, “We have a really strong team and there are a lot of talented local players in the squad. Rafael Ramazotti, top goal scorer in the league has been a big part of the team.”

Meanwhile, striker Rafael Ramazotti has signed a new deal with DPMM FC and has voiced his desire to win the title with DPMM FC.

He expressed that he would exchange his top scorer award for the S League title with DPMM FC.

“The most important thing is to win the title because the team is more important than any individual award. I will continue to help the club to win matches by scoring goals,” the Brazilian striker said.

On the championship caliber of the team, he said, “We always work towards winning championships in the league. We have to work hard as a team and play well in preparation games in Thailand. Billy and myself play well together in front and we are looking forward in the first match against Home United.”

A NEW seafood-centric, The Manhattan Fish Market (TMFM), officially opened its door to the public at Setia Kenangan II in Kiulap yesterday.

Malaysian High Commissioner to Brunei Darussalam Datuk Ghulam Jelani bin Khanizaman officiated the grand opening in the presence of Master Franchisee for Brunei Darussalam Haslinda binti Mohd Fauzi and Revenue Valley Group Chief Executive Officer George Ang.

The award-winning eatery offers a range of mouth-watering signature dishes such as the Manhattan fish ‘n’ chips, grilled salmon with black pepper sauce, Mediterranean baked fish, Manhattan mud pie, small grill, and garlic herb mussels as well as the legendary Manhattan flaming seafood platter.

The restaurant concept of fresh and flavourful seafood dates back over 180 years ago, with inspiration drawn from the famous Fulton Fish Market located in Manhattan, USA. The décor evokes a deeply-rooted feel of a historical market, with a contemporary touch.

Merging Bruneian cuisine with the art of gastronomy

IN A bid to create awareness on the local cuisines of Brunei in a more sophisticated fashion, the Ministry of Primary Resources and Tourism (MPRT) launched an inaugural Brunei Gastronomy Week which will be held from February 22 – 26 at 15 participating hoteliers and restaurants.

This is an initiative by the ministry through the Brunei Tourism Board and held in conjunction with the upcoming 33rd National Day celebrations in collaboration with several hotels and restaurants including Royal Brunei Airlines, Brunei Press Sdn Bhd and the Association of Travel Agents Brunei.

Officiating the launching of Brunei Gastronomy Week was the Minister of Primary Resources and Tourism, Dato Seri Setia Awang Haji Ali bin Haji Apong in a ceremony held at Setia Pahlawan Hall at the ministry’s building yesterday.

The highlight of the ceremony was the food on display from the 15 participating food and beverage (F&B) players including the popular Bamboo Chicken – an authentic Bruneian delicacy reflecting Brunei’s culinary diversity and expansive gastronomy.

Other Bruneian delicacies included Acar Buah-Buahan, Sup Kembayau, Sup Tahai, Ambuyat, Soto Brunei, Nasi Katok, Daging Masak Kunyit and not forgetting Brunei’s sweet-treats such as Wajid, Cendol and Selurut. All dishes are served in more presentable and innovative ways.

Royal Brunei Airlines will also be serving local cuisines in all regional flights on February 23. The airline will collaborate with travel agencies in packaging the programme for visiting tourists who are currently visiting the country.

Meanwhile, the 15 participating hotels and restaurants will also be promoting their own signature dishes, whereby Brunei cuisines are served as the highlights of their respective buffet or ala carte menu.

The participating agencies for the Brunei Gastronomy Week include D’Anggerek Serviced Apartments Charcoal BBQ and Grill Restaurant, MyTown Editing House, Orchid Garden Hotel, Keoja Hotel, Radisson Hotel, Seasons Restaurant (Royal Brunei Catering), Tarindak D’Seni, Tarindak D’Polo, The Brunei Hotel, The Coffee Bean Brunei, The Empire Hotel & Country Club, The Rizqun International Hotel, URBN Kitchen and V-Plaza Hotel (Kuala Belait).

In addition, cuisine served during the gastronomy week will also take part in a rating programme. The programme will be judged by several criteria by a few appointed judges. Judges will be sampling the dishes served at various participating hotels and restaurants and the winners will be announced at the Tourism Industry Award ceremony which is expected to be held tentatively in April 2017.

“We need to build stronger links between our local chefs and internationally renowned chefs if we are to succeed in building an innovative and vibrant food industry. We want to build and heighten the level of skilled personnel within the F&B industry,” noted Dato Seri Setia Awang Haji Ali in his speech during the launching yesterday.

He added that the ministry through the Tourism Board will work closely with relevant agencies such as the Manpower Planning Council, education institutions, Department of Economic Planning and Development (JPKE) to support Bruneians who are driven and passionate in the culinary industry, and want to further excel and gain international experience in order to achieve world class recognition.

Among the objectives of the event are to celebrate Brunei and create awareness on Bruneian cuisine, to encourage more hotels and restaurants to serve Bruneian cuisines in a more sophisticated way, to further improve on the state and elevate the presentation of Bruneian dishes to be served as part of a fine dining experience or at receptions held within or outside the country, and to provide a unique Bruneian gastronomical experience to visitors within or outside Brunei.

THE topic of growing food and beverage (F&B) businesses took centre stage as Inspire Magazine held its half-day F&B forum yesterday at the Radisson Hotel.

The forum was organised to establish dialogues between F&B business operators in Brunei to discuss challenges, network and identify new opportunities to tackle its bustling and competitive business environment.

The guest of honour, Dato Seri Setia Awang Haji Ali bin Haji Apong, the Minister of Primary Resources and Tourism delivered a keynote address at the event.

Shaun Hoon, the Editor of Inspire Magazine delivered welcoming remarks, in which he thanked sponsors and supporters of the event, namely Royal Brunei Catering (RBC), bruneihalalfoods, Radisson Hotel, Brunei Press, Cityneon, Standard Chartered bank, foodpanda, McDonald’s and WiseGeneration.

He explained that the F&B industry was chosen as the forum’s central theme because it is “the most bustling and exciting industry in Brunei in this time and age of the economy”.

“In December, five new restaurants were opened in Setia Kenangan II Complex alone. Another three more were opened in January in the same area. It feels like almost everyone I know is opening up an F&B business.At the end of the day, we are here to ask one question and one question only: how can we create and grow a successful and sustainable F&B business amidst the stiff competition and tough economy?”

He said that there are three objectives the forum hopes to achieve. First is to establish a constructive dialogue to address issues central to the F&B industry, exchange ideas and facilitate business growth. Second is to establish an active engagement and discussion, while third is to create an opportunity for network and cross-pollination.

Hoon went on to share that over 30 different F&B operators were among those in attendance at the forum.

“Inevitably many of you are in direct competition with each other,” said Shaun. “But I contend that there are plenty more opportunities that you can profit from each other’s strength and collaborate to expand on your business.

“I am a firm believer of the collective wisdom of crowds,” he said. “When people come together and share generously, everybody wins. Especially so, when you are all from the same industry, the opportunities within this meeting place are boundless.”

Concluding his remarks, he said, “We hope this will be a catalyst for your business to flourish and as a customer, an inspiration for plenty more gastronomical pleasures from your industry in time to come.”

The forum featured three sessions. The first was a discussion with Ahmad Husaini bin Hassan, General Manager of RBC. Led by Shaun Hoon, the session discussed creating new market spaces in a hyper-competitive environment, and saw Ahmad Husaini shared his experience from his time in Malaysia and at RBC.

The next session was moderated by Fatin Arifin, Marketing Manager at bruneihalalfoods, and featured a panel comprised of Nabil Ibrahim, Sales and Marketing Manager at foodpanda; Dr Chong Wee Fong, the owner of Sweet Nonya Delight Café; and Nicky Wong, the Proprietor and Partner of CheezBox, Gong Cha, Pan & Wok, Bite Twice and Bake Culture.

This session saw the panel discuss the role of innovation in the changing landscape of Brunei’s F&B industry, particularly in terms of presentation, branding and technology.

The final session of the forum saw Shaun Hoon return to the stage to moderate a panel discussion on Brunei’s F&B industry, with a focus on challenges, pitfalls and opportunities. Panellists for this session included Jerome van Helden, the General Manager of Radisson Hotel; Hajah Norizmah binti Haji Morshi, the General Manager of Ideal Café & grill; and Salvatore Pio Giuseppe Intrigilia, owner and chef of Sorriso Restaurant and Pizzeria.

F&B sector can boost Brunei Tourism

GASTRONOMY can play a significant role as a driver of tourism, and the government believes that the food and beverage (F&B) sector will continue to assist in efforts to create a strong diverse and sustainable economy in Brunei.

These were among the points highlighted by Dato Seri Setia Awang Haji Ali bin Apong, the Minister of Primary Resources and Tourism while delivering a keynote address at the Inspire F&B Forum that took place at the Radisson Hotel yesterday.

In his speech, the minister expressed his belief that it is important to raise the standard of the F&B industry as well as the hospitality industry in this country.

“When we travel around the world, whether it be for holiday or for work, we always seek to have a memorable experience each time, and the food that we consume is part of that memorable experience.

“In Brunei we have an eclectic mix of cuisines, from vendors selling traditional Malay food to restaurants specialising in Middle Eastern, Italian, Chinese, Japanese, Thai, Korean and Western food, to name a few”.

“The food and beverage sector has multiplied quite significantly over the last three years,” he continued. “New cafes and restaurants either locally owned or franchise have now opened and some incorporating Bruneian flavours and ingredients in their recipe.”

“As the industry continues to expand, business will need to know how to deal with the more competitive market, and this will require them to become more aware of strategies which can lead to their increased success.”

He said that with this in mind, the Ministry of Primary Resources and Tourism (MPRT) has exciting innovative plans for the future of this industry.

The minister highlighted the importance of gastronomy, saying that as the essence of culture and a major element of intangible heritage worldwide, it is a growing driver for tourists that remains often untapped by destinations.

“The interrelation between gastronomy and tourism provides a vehicle for the transmission of culture which in turn, if properly managed, enhances local economic development, sustainable practices and food experiences,” he said. “Hence, gastronomy tourism helps to brand and market destinations, as well as assists in maintaining and preserving local tradition and diversity, harnessing and rewarding authenticity.

“The relation between food and culture has become a major motivation for travellers, but also a great catalyst of sustainable tourism as gastronomy tourism brings out the most authentic features of each destination.

“On another note, I would like to take this opportunity to remind those involved in the F&B industry that it is important to continue practicing the highest ethical standards in food preparation,” he said.

“Beyond providing a palatable meal, we also urge vendors to take into consideration the nutritious value of the meals on their menu so that we can all contribute to building a healthier nation.”
