‘Personal Contact’ held at Kampong Labu Estate

IN AN effort to continue reaching out to residents of villages, the ‘Personal Contact’ programme was held at the residence of Haji Sulaiman bin Haji Nasir, Village Head of Kampong Labu Estate.

The programme is one of the ongoing activities conducted by the Information Department at the Prime Minister’s Office, through the Information Department of the Temburong District and its Public Relations Unit.

The delegation – led by Mawardi bin Haji Mohammad, Acting Director of Information – was welcomed by Haji Sulaiman, the Village Head of Kampong Labu Estate.

Among the discussion topics that were shared between the village consultative council (MPK) members and village residents were the issues relating to facilities available, cleanliness, welfare and social security of the village.

To help the villagers better understand and appreciate important information such as those relating to Brunei Vision 2035, Syariah Penal Code Order 2013, and entrepreneurship in more detail, another programme called ‘Informed Community Programme’ has also been introduced by the MPK.

1,400 athletes vying for honours at SKBD

SOME 1,400 athletes from 12 teams are competing at third Brunei Darussalam National Games (SKBD) on March 25-29.

A total of 153 medals are up for grabs over the course of the five-day competition.

Dato Paduka Awang Haji Mohd Roselan bin Haji Mohd Daud, Deputy Minister at the Prime Minister’s Office, launched the Games at Belapan Track and Field complex yesterday.

Sports contested at this year’s SKBD are badminton, netball, futsal, cycling, boat race, athletic, sepak takraw and tug of war.

Besides teams representing districts, the other participating contingents include Royal Brunei Armed Forces Sports Council, Royal Brunei Police Force Sports Council, higher education institutions, combined telco companies, Sports School, Brunei Shell Joint Venture Company, Royal Brunei Airlines and Brunei Association of Banks.

Haji Noor Jusmin bin Haji Abdul Samad, Permanent Secretary at the Ministry of Culture, Youth and Sports – who is also chair of the Games – said, “Through SKBD, local athletes will give themselves a shout for international competitions.

“The Games is a platform for athletes to achieve success and maintain good discipline.”

A reading of oath also took place, followed by the presentation of memento to each contingent by the deputy minister.

Foster saving habit in children, urges Sultan

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang di-Pertuan of Brunei Darussalam urged parents and guardians to nurture the habit of saving among children and encourage them to be prudent in spending.

Delivering a titah during an event to celebrate Perbadanan Tabung Amanah Islam Brunei’s (TAIB) 25th anniversary yesterday at the International Convention Centre (ICC) in Berakas, His Majesty said inculcating the habit of saving from childhood will not only help strengthen the finances of both the children and their families but also enhance the country’s economy.

“I would like to recall the original purpose of TAIB’s establishment – which is to become an institution that acts as a catalyst to nurture the habit of saving among children from school age till they have their own family,” His Majesty said.

The monarch also said that TAIB is the first Islamic financial institution in the country which His Majesty himself launched 25 years ago for the people in this country to save money.

“I would like to recall the original purpose of TAIB’s establishment – which is to become an institution that acts as a catalyst to nurture the habit of saving among children from school age till they have their own family,” His Majesty said.

“Alhamdulillah, throughout the 25 years of its operation, the response from the public, Muslims as well as non-Muslims, has been overwhelming. They save for personal use, business, short and long term purposes using the Islamic financing system.

“As TAIB grows older, we want to see its achievements to increase. If the achievements are excellent, it will prove Brunei’s capability in managing the Islamic financing system,” His Majesty said.

The ruler said that taking lessons from the economic uncertainty which is currently grappling the world, people need to cultivate the habit of saving money at an early age.

In this context, TAIB as an Islamic financial institution should carry out its activities in accordance with Hukum Syarak to grow customers’ savings not only in monetary form but also in terms of blessings.

“Blessing is everything for Muslims. This would not mean to restrict TAIB movement. If we talk about blessing, it is not a restriction but an encouragement for growth.

“Blessed earnings actually create growth. In my opinion, when we talk about blessing, TAIB and its subsidiaries have no obstacles to become a financial institution that is modern and of international standards,” His Majesty said.

“What is important is our determination and confidence in implementing a task. If we have them, excellence is assured,” the monarch added.

“Today, the Islamic financial system has spread to Europe and this indicates that the Syarak-compliant model is accepted globally. The world has realised its many advantages. Understanding this, Muslims should support and uphold the interests of TAIB and assist in its growth. Do not let it be affected by problems, and administer it transparently and wisely.

“I believe that all TAIB staff is mature enough and capable of serving diligently for the interest of the institution and the people. I wish to congratulate them and wish them all the best,” His Majesty concluded.

The event also saw a corporate video presentation to mark Perbadanan TAIB’s Silver Jubilee milestone, followed by the presentation of long service awards to 17 employees of Perbadanan TAIB with 25 years of service.

His Majesty presented cash prizes to winners of the TAIB Entreprenuership Programme. Al-Huffaz Management won the first prize and its founder Haji Mohammad Loqman Al-Hakim bin Haji Hamdan received a cash prize of $5,000.

The second prize was won by Steamy Ridez and Cleaning Services and its proprietor Awangku Ahmad Akram bin Pengiran Haji Mohd Idrus received a $3,000 cash prize. The third prize went to Simvolous Consultancy and Medical Supplies.

His Majesty later toured the Perbadanan TAIB exhibition booth and launched Darussalam Holdings Sdn Bhd’s loyalty programme called ‘As-Salam.

The monarch also visited the TAIB Entrepreneurship Programme booth where the entrepreneur finalists briefed His Majesty on their business and vision of their companies.

RIPAS Hospital safe after smoke causes evacuation

SMOKE at the Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital early yesterday resulted in 212 patients in the Women and Children’s Centre being transferred to other wards and the Accident and Emergency Unit of RIPAS Hospital.

A faulty motor of a vacuum pump system at the lower level of the Women and Children’s Centre building caused a plume of smoke to accumulate and rise to the higher levels of the building, Dr Hazri bin Haji Kifle, Acting Permanent Secretary at the Ministry of Health (MoH) told a press briefing yesterday.

The incident had taken place yesterday at 4.24am. No fire was reported.

The Fire and Rescue Department personnel arrived at the scene at 4.35am and brought the situation under control. Patients were later transferred to their wards, Dr Hazri said.

He said all patients and staff were evacuated successfully in guidance with the standard operating procedure of the RIPAS Hospital.

Dr Hazri said patients who needed minor treatment were sent to the Berakas Health Centre. The Berakas Health Centre extended its operating hours to midnight yesterday due to the incident, he said. The Accident and Emergency Unit of RIPAS Hospital operates usually from noon on Sunday, Dr Hazri said.

He said patients taken to the Accident and Emergency Unit of RIPAS Hospital were given initial medical attention and advised to seek treatment at the Berakas Health Centre if needed treatment for minor issues.

He also said the MoH apologised for any inconvenience and appreciated the cooperation from the public. Dr Hazri reiterated that patients’ safety is a priority for the MoH. The public can visit the MoH website or contact Darussalam line 123 for more information.

The decision to transfer the patients and evacuate them had to be made quickly as the smoke could be of toxic origin, the panel added.

In the aftermath of cases such as this, the MoH will normally conduct post-mortems and assess areas of strengths and weaknesses and this is always in the interest of public safety, they said.

RIPAS Hospital has also conducted safety and fire drills with the cooperation from the Fire and Rescue Department as well as training exercises with the assistance of relevant agencies, the panel added.

The efficiency of the hospital staff and security team resulted in safe and quick evacuation, they said.

RBPF kick their way to sepak takraw gold

THE Royal Brunei Police Force (RBPF) emerged champions at the XII Inter-Forces Games 2017 after beating Singapore Police Force (SPF) by 2 -1 in the sepak takraw final yesterday at Hassanal Bolkiah Stadium, Police Headquarters in Gadong.

The guest of honour was Assistant Commissioner of Police, Haji Mohd Hassan bin Pehin Penyurat Haji Ahmad, Director Department of Criminal Intelligence, Royal Brunei Police Force. Prizes were presented by Senior Supt Husaini bin Haji Matzin, Acting Director of Logistic Department of RBPF.

Four other sports being contested at the Games – hosted by RBPF on March 25-28 – are football, netball, golf and badminton.

THE Royal Brunei Police Force (RBPF) emerged winners of the 12th Inter-Forces Games (IFG) after edging the Singapore Police Force (SPF) 3-2 which began from 25th to 28th March with Brunei Darussalam playing host.

RBPF won three of the five sports contested namely football, sepak takraw and golf while the Singapore Police Force emerged victorious in netball and badminton.

The hosts enjoyed a 2-1 victory in the football event which helped guide them to the IFG title.

Commissioner of Police, Royal Brunei Police Force, Dato Paduka Seri Haji Mohd Jammy bin Haji Muhd Shah Al-Islam highlighted the sporting endeavours of the athletes whilst helping forge new friendships between the two respected police forces.

BIBD closes camps, holds financial literacy talk

THE Bank Islam Brunei Darussalam Advocating Life-Long Learning for an Aspiring Future (BIBD ALAF) Programme recently closed its BIBD ALAF Career and Smart Camps which ran for seven days at the Orchid Garden Hotel in Berakas.

The two camps had almost 50 students, and included talks and counselling sessions tailored to bring the best out of the participants, according to press releases.

The Career Camp was crafted with the intention of preparing the more senior ALAF students and making them aware of the career opportunities available as well how they can focus their studies to steer their efforts towards their preference.

On the other hand, the Smart Camp sought to further motivate and support the development and progression of selected students by building up their self-confidence, capabilities and drive to achieve goals.

Haji Minorhadi bin Haji Mirhassan, BIBD’s Head of Government Relations and Special Projects, said, “Alhamdulillah, with the ongoing support from the government, corporations and individuals, as well as BIBD’s own initiatives, we are able to further contribute to the ongoing development of our community, especially those who are less fortunate.

 

 

“The ALAF programme is just one of many activities close to our hearts to ensure that we contribute towards a more productive and also sustainable economy.

BIBD yesterday also held a financial literacy talk for more than 80 Radio Televisyen Brunei (RTB) personnel at Dewan Raya RTB.

The talk was delivered by BIBD’s Islamic Financial Planner, Abdul Aziz bin Abdullah.

Also in attendance was the Acting Director of RTB, Lim Soh Kwang.

The talk was part of BIBD’s ongoing efforts “to raise awareness and benefits of better financial management, while at the same time underscoring the importance of elevating financial literacy awareness in Brunei Darussalam”.

Brunei seeks Chinese expertise to develop SMEs

BRUNEI Darussalam is seeking Research and Development (R&D) expertise from China to develop its small and medium enterprises (SMEs).

During a dialogue session between the National Chamber of Commerce and Industry Brunei Darussalam (NCCIBD) and visiting China-Asean Business and Investment Summit (CABIS) Secretariat officials in the capital yesterday, local businessman Haji Abdul Rahman bin Sirat said that Brunei entrepreneurs are eager to establish R&D with experts from China.

One of those potential areas of collaboration is the manufacture and export of prawn crackers.

“We have received requests for six containers of prawn crackers to be shipped to Japan, but we can only send one container as we don’t have the R&D to further develop the processed food to taste better,” Haji Abdul Rahman said, adding, “Japanese companies have faith in Brunei Halal-certified products.

“Brunei is also seeking China’s expertise to assist local SMEs with the overseas export of their products,” he said.

He Xialong, the Secretary-General of the CABIS Secretariat, said in her response, “If there is demand and supply, we can do that.”

Another local businessman, Haji Muslim, said that Brunei still required more imported goods to develop its manufacturing sector.

“We see China as a big potential market, and Brunei needs China more than China needs Brunei,” he said.

He Xialong replied, “In the Brunei-Guangxi Corridor cooperation, six projects have been proposed and two implemented, including fisheries and the Muara Port terminal, which is operated by the Guangxi Beibu Gulf Port Group.”

Meanwhile, local Chinese businessman Lim Chai Hoon said that smaller businesses from China are needed to partner with local Bruneian businesses.

“We already have big Chinese companies like Hengyi, which is involved in the Pulau Muara Besar project, along with the China State Construction Engineering Co Ltd for the mega Temburong bridge project linking the capital to the Green Jewel district,” he added.

Early in the session, NCCIBD President Dr Haji Kamaruddin bin Dato Seri Paduka Haji Talib announced that Brunei Darussalam will be taking part in the upcoming China-Asean Expo (CAEXPO) in Nanning, China.

He said that Brunei is currently focusing on the development of local SMEs.

“We want to empower them by making Brunei products available in the foreign market. We want to put on a good show at the upcoming annual CAEXPO.

“Over 100 local companies are expected to showcase their products, which is an increase in the number of local participants,” he said.

He Xialong revealed that the CABIS Secretariat is seeking further trade and economic ties between Brunei and China, as well as a more proactive role among CEOs, business leaders and government officials from both countries.

She also announced that the tourism sector will be high on the agenda of the China Asean Business Investment Summit, which will take place later this year.

Earlier, CABIS Secretariat officials met with officers from the Ministry of Foreign Affairs and Trade (MoFAT), the Energy and Industry Department at the Prime Minister’s Office (EIDPMO) and DARe (Darussalam Enterprise).

Six crucial preparatory steps have been outlined to achieve the goal of improving performance-based culture in the public service, the Deputy Minister at the Prime Minister’s Office (PMO) said during a briefing on the new system held at the PMO.

He said the first step is to provide officers in-depth understanding on the new system, which will be implemented on October 1, 2017. This will be done by discussing the guidelines of the new civil service performance system, particularly the Key Performance Indicators (KPIs) and senior officials’ role as assessing officers.

The second step is to provide the respective KPI to be adopted, and then monitor the KPI for all levels of officers and staff at ministries and departments – based on their respective vision, mission and strategic plan.

The third step involves the monitoring of achievements systematically and consistently – to be conducted twice yearly in February and June, as well as monitoring the development of officers.

The next step is to meet the percentage limit through the ‘adjusted bell curve’ method, while the fifth step involves implementing the moderation or calibration process at the organisational level after a performance appraisal of officers has been carried out at the respective ministries.

The last step is to submit to the PMO a progress report on the implementation of the new system every November to determine the effectiveness of the system as well as to collect data to be used for analysis in assisting the government make future policy decisions.

The deputy minister pointed out that the 2016 Grade Distribution Performance for Officer and Staff showed that 92.8 per cent of the 55,144 civil servants were graded ‘A’ or ‘B’ in their performance evaluation, indicating a high level of excellence in the civil service.

“Our goal is to achieve excellent public service. Performance-based culture needs to be applied in the public service. In other words, the culture needs to be strengthened at all levels – including among department heads, senior officials and staff.

“Another significant factor to adopting any new system is the issue of implementation. Improper and inefficient implementation can create a non-conducive work environment and it will affect employees’ work commitment,” he said.

For that purpose, the assessing officer (made up of top officials directly connected with employees under their supervision) should have the added-value of knowledge, skills, experience and integrity, among others.

Public Service Department (JPA) Director General Haji Abdul Manap bin Haji Othman led the briefing, which hoped to shed light on the new civil service performance system and update public service officials from Division I, II, III, IV and V.

The briefing also discussed two new changes – the use of the new performance appraisal form to highlight the results through KPI and role competencies; and the use of Bell Curve Method to set the limit of percentage given on grade performance in all ministries and government departments.

Permanent secretaries, deputy secretaries, department heads and senior officials from various ministries and government departments attended the briefing.

AMBD warns of false information on issuance of new currency

AUTORITI Monetari Brunei Darussalam (AMBD) has recently found that there has been false information circulating among members of the public via social media and text messages concerning the issuance of new Brunei Dollar currency notes.

AMBD would like to advise members of the public to be cautious and not to be deceived when receiving any information from unofficial sources, particularly on matters relating to monetary policies, currency issuance, and the regulation of financial institutions.

Members of the public are also advised not to disseminate any unverified and false information.

AMBD would also like to remind members of the public that in accordance with section 13 of the Currency Order, 2004, it is an offence for any person to issue any currency notes and coins, or any document or token, which resembles or is likely to pass as legal tender, and shall be liable upon conviction to a fine and imprisonment of maximum 15 years.

Any news on the issuances of new currency notes and coins, for circulation and commemorative, will be announced through official AMBD media platforms.

THE Hengyi Industries’ Crude Oil Refinery and Aromatics Cracker Complex project on Pulau Muara Besar is a testament to Brunei’s attractiveness to reputable international companies as one of the top destinations for foreign direct investments.

This point was made by Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman bin Haji Ibrahim, Minister at the Prime Minister’s Office and Minister of Finance II, in his keynote speech during the Implementation Agreement signing yesterday between Hengyi Industries Sdn Bhd, the Energy and Industry Department at the Prime Minister’s Office and the Brunei Economic Development Board.

“The signing of this Implementation Agreement is a significant milestone for Brunei Darussalam in its continued objective towards a more conducive and pro-business environment,” he said.

“As such, I am happy to be joined today by fellow members of the Steering Committee for Foreign Direct Investment and Downstream Industries, as well as Yang Jian, the Ambassador of the People’s Republic of China to Brunei Darussalam.”

“The Hengyi Industries’ Crude Oil Refinery and Aromatics Cracker Complex on Pulau Muara Besar is one of the largest single foreign direct investments the country has seen in recent years, raising optimism about the development aspects and opportunities this project would bring to the country and its people,” he continued.

“Furthermore, the successful collaboration of this Joint Venture Company – between the Strategic Development Capital – under the Sustainability Fund of the Ministry of Finance and Zhejiang Hengyi Petrochemical highlights the strong and good relationship between Brunei and China.

“In addition to contributing to the country’s economic diversification and creating jobs for Bruneians, the company is expected to generate business spinoffs for local companies, including small and medium enterprises (SMEs).

“The formalisation of the Implementation Agreement is therefore important, as it outlines, among others, Hengyi Industries’ commitment to regulations and compliance requirements, and its contributions to the country’s economic and social development.”

“I am also pleased to share Hengyi Industries’ commitment to provide job opportunities to Bruneians at various levels,” he added.

“During the implementation stage, there will be a total of 5,000 employment opportunities in various construction fields.

“In the first phase alone, Hengyi Industries expects to offer 971 employment opportunities, of which 40 per cent will be open to locals, from the first year of operation.

“To date, Hengyi Industries already has a 120-strong workforce, of which 62 per cent are locals.”

The minister further shared, “To ensure the 40 per cent local content requirement in its first year of operation, Hengyi Industries, with the assistance of Ministry of Education, through Universiti Brunei Darussalam (UBD), has successfully implemented a scholarship programme that has taken in students from UBD to study at Zhejiang University in China, which includes industrial experience in petrochemical plants.

“Thirteen scholars from the first cohort have joined Hengyi Industries as employees and a further 30 from the second and third cohorts are currently undergoing their internship within Hengyi’s operations in Brunei and China.

“On February 14 this year, 14 more students signed on to join this scholarship programme.

“Hengyi Industries’ investment will also contribute to the development of Pulau Muara Besar as an industrial site that is able to accommodate more projects and activities, including construction and logistics, security and maintenance services.”

The minister explained that, as part of efforts to facilitate this development, the Brunei Government has embarked on the construction of a four-lane, sea-crossing bridge, which will connect the mainland to Pulau Muara Besar, a distance of about 2.7 kilometres.

“This will facilitate the movement of personnel, as well as provide vital services and utilities to the island,” he said.

“The signing of the Implementation Agreement today is the result of numerous successful discussions and cordial negotiations between the signing parties.

“With mutual trust and respect, I am confident that Hengyi Industries’ decision to choose Brunei as their investment destination will prosper as we work together earnestly to fulfil the objectives of the company and also the aspirations of the country, Insya Allah.

“In closing, I would also like to thank the Energy and Industry Department at the Prime Minister’s Office, FDI Action and Support Centre, DARe (Darussalam Enterprise), the Brunei Economic Development Board and all government agencies for the assistance that they have provided to Hengyi Industries, to ensure their investment into Brunei is successful.”

HENGYI Industries Sdn Bhd, Energy and Industry Department at the Prime Minister’s Office (EIDPMO) and Brunei Economic Development Board (BEDB) signed an Implementation Agreement yesterday, marking a significant milestone in the progress to develop an oil refinery and aromatics plant at Pulau Muara Besar (PMB).

During the signing ceremony Hengyi also announced its Final Investment Decision (FID) of US$3.445 billion for the development of the refinery and petrochemical complex.

The project is expected to be completed in 2019.

The signing took place at the Empire Hotel & Country Club between EIDPMO as regulator, BEDB as facilitator and Hengyi as project proponent.

Present as the guest of honour at the event was Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman bin Haji Ibrahim, Minister at the Prime Minister’s Office and Minister of Finance II. Senior government officials, state dignitaries and industry partners were also present.

The Implementation Agreement outlines, among others, the execution requirements of the project including Hengyi’s obligations in terms of employment and business opportunities to the country and its people. It also highlights Hengyi’s obligation on health, safety and environment (HSE) requirements for the protection of its employees, contractors and the community.

Signing the agreement on behalf of the EIDPMO was Dato Paduka Awang Haji Jamain bin Haji Julaihi, Permanent Secretary (Energy) at the Prime Minister’s Office, while signing on behalf of BEDB was its Chairman Dato Paduka Dr Awang Haji Mohd Amin Liew bin Abdullah, the Deputy Minister of Finance and signing for Hengyi Industries was its CEO Chen Lian Cai. The guest of honour and the Chairman of Hengyi Industries Qiu Jian Lin witnessed the signing.

Announcing the Final Investment Decision, the Chairman of Hengyi Industries said, “In addition to the signing of the Implementation Agreement, on behalf of Hengyi Group and our shareholders Damai Holdings Limited, I would like to officially announce our Final Investment Decision of US$3.445 billion for the development of Hengyi’s refinery and petrochemical complex at Pulau Muara Besar.”

He said that this significant milestone demonstrates Hengyi’s commitment to contribute to Brunei Darussalam’s economic development in line with Vision 2035 by developing the downstream segment of the oil and gas industry.

“Hengyi aims to create value and opportunities by complying with the local business development element. Meanwhile, in his welcoming remarks, Chen Lian Cai said, “Hengyi’s Oil Refinery and Aromatics Complex is currently one of the most significant development projects in the area of economics and trade between China and Brunei.”

The plant will process annually approximately eight million tonnes (175,000 barrels per day) of crude and condensate and produce approximately 1.5 million tonnes of paraxylene, 500,000 tonnes of benzene as well as refined products such as gasoline, jet fuel and diesel.

“Hengyi’s Oil Refinery and Aromatics Complex will ensure self-sufficiency of refined products as well as help highlight Brunei’s growing potential as a destination for value-added processing,” said the CEO.

The Implementation Agreement is “a binding agreement that further symbolises Hengyi’s unequivocal commitment to participate in the economic and social development of Brunei,” he added.

He highlighted that the agreement, among others, outlines Hengyi’s obligation to provide employment and business opportunities to Bruneians as well as a transparent tender and procurement process.

“It outlines our uncompromising pledge to the health and safety of our people and facilities, our assurance to preserving the environment and establishing a corporate social responsibility policy that will benefit local communities in the country.

“Hengyi’s project will not only generate economic spin-offs, employment opportunities and ensure local skill set development, but will also place Brunei on the map as one of the key players in the petrochemical landscape in our region.

“Hengyi will pledge to comply with regulatory as well as technical requirements to ensure that our plant and facilities are constructed, operated and managed according to local and international standards,” he added.

In a video presentation at the event, it was stated that the target for the project’s completion is 2019.

ROYAL Brunei Armed Forces Sports Council (MS ABDB) captured their maiden netball gold after an outstanding 46-45 victory over overwhelming favourites Brunei-Muara in the 3rd Brunei Darussalam National Games (SKBD) at the Multi-Purpose Hall of the Hassanal Bolkiah National Sports Complex yesterday.

MS ABDB’s goal attack Zuraidah proved the decisive factor in the final quarter to hold off the advances of a Brunei-Muara side which largely boasted national players who are on course for selection for upcoming regional or international tournaments.

The goal attack steered her side to a historic triumph after enhancing her conversion rate with a succession of baskets as Brunei-Muara captained by national player Nurafiqah battled hard to keep in touch with their clearly unfazed opponents.

MS ABDB coach Muhd Syamsul bin Nasrul felt proud of his charges after seeing his side recovered from a sluggish start with a perfect response.

“I am proud of my team who was able to defeat the Brunei-Muara team which composed many national players,” said Muhd Syamsul in an interview with the Bulletin after the medal presentation ceremony.

“Brunei-Muara also gave us really stiff competition and it is good that they gave us a strong fight,” added the coach.

The coach revealed that the players managed to shake off marginal leads from Brunei-Muara and lifted the morale of the players.

“In the first and second quarters they dropped off slightly. But I told them to rise up, do not fear, fight and whatever they can do you can do more.”

The victory tasted even sweeter as previously, MS ABDB best accomplishment was bronze in the first edition and missed out on a podium finish in the second edition.

The victorious MS ABDB side introduced three to five new players with the other players comprising senior members who have already gained experience.

When asked on the goal attack’s excellent conversion rate in the final quarter which was pivotal in clinching gold for MS ABDB, Muhd Syamsul replied: “For the goal attack, I feel proud besides she was the only one who represents the national team in MS ABDB.”

Meanwhile, IPT secured the bronze medal after beating Temburong 41-30.

IPT retain futsal gold

IPT successfully retained their Brunei Darussalam National Games (SKBD) gold medal after beating the Royal Brunei Armed Forces Sports Council (MS ABDB) 5-3 in the futsal final at the Indoor Stadium last night.

The higher learning institute side were protecting a 2-1 lead midway in the second period before killer blows from a Muhammad Ulfi brace and Md Farhan Haji Abd Rahman gave them a fine cushion.

When Muhammad Ulfi made it 4-1 up with an expert finish after receiving a fine pass in a devastating counter-attacking move, they sensed that this was their calling before Md Farhan who despite not having the proper connection managed to sneak the ball home.

The army personnel hit back through Zairul Hazmin in the 34th and Md Nazmi a minute from time but it only proved mere consolation.

MS ABDB took the lead in the 10th minute through Zairul Hazmin before goals from Awangku Md Azizul and Md Fadhillah Md Azri on either side of half time turned the tie on its head.

IPT manager Samhiri Suhaili, who was on the hot-seat the last time they won gold, said that the any pressure have been removed once the team have been finalised and they have already been disciplined before the eve of the competition.

“During the group stages, we were not too pressured and we gave motivation to the players. What is important that we always hold our discipline and teamwork”, the manager said.

THE Brunei-Muara District team emerged as the champions of the Team Time Trial of the cycling event for the 3rd Brunei Darussalam National Games (SKBD) which concluded yesterday at the Bukit Shahbandar Recreational Park in Jerudong.

Clocking a time of 1:16:24.085, the Brunei-Muara District team was closely followed by the Belait District team with the time of 1:16:48.793 while the Royal Brunei Police Force Sports Council (MS PDB) team claimed third place with the time of 1:18:41.399.

Meanwhile, the Belait District team claimed the top two spots in the Individual Time Trial with Abdul Hadrie bin Morsidi and Reduan Yusop clocking at 47:23.610 and 48:01.469, respectively. Third place went to Haji Muhd Aiman bin Abdullah Engkang from the Brunei-Muara District team with the time of 49:58.499.

The Royal Brunei Armed Forces Sports Council (MS ABDB) team were champions in the Road Race 135km – Team category with the time of 11:27:52.832. The Brunei-Muara District and Belait District teams trailed behind with the time of 11:27:55.101 and 11:31:38.869, respectively.

Amiruddin bin Haji Mohammad Amir from the Brunei-Muara District team was the fastest in the Road Race 135km – Individual category, clocking in 3:43:52.342, while MS ABDB’s Mohammad Nazri bin Mastani took second place with the time of 3:43:52.635. Mohd Radzi bin Tamat secured third place for the Belait District with the time of 3:45:47.062.

TelBru achieves 45,000 milestone connections

FOUR years after embarking on its transformation journey towards establishing an up-to-date communications network to better serve the people of Brunei Darussalam, Telekom Brunei Berhad (TelBru) has successfully surpassed its milestone target of 45,000 Fibre-to-the-Home (FTTH) connections by the year 2017.

From 36,000 in April last year, the company increased its capacity to accommodate the remaining 10,000 connections last month, bringing the total number of FTTH connections to over 46,000 businesses and households throughout the country.

According to a press release, the milestone marks yet another significant achievement in TelBru’s history since corporatisation in 2006, and FTTH rollouts later in 2013 that have offered improvements for TelBru’s customers across the board especially Internet connectivity that, in tandem with this notable feat, now stands at a minimum of 10mbps attributed to the resilience of fibre connections.

With the rising numbers of FTTH connections, TelBru has also increased its capacity and is now able to attain an average of 21.55Mbps – close to par with the likes of developed regional counterparts – with the potential to reach 2.5Gbps for customers requiring such a service. Since introducing TelBru’s latest High Speed Broadband plans earlier this year, TelBru has seen an increase of 45 per cent among customers that have opted for the company’s 15Mbps service, which TelBru considers a healthy appetite for data among the local population and is committed to meet public expectations as the company moves forward.

In just four years since introducing FTTH to the country whilst at the same time modernising Brunei’s telecommunications sector, the country is better positioned to introduce added-value and tech-enabled solutions that TelBru aims to pioneer under the company’s Smart Nation initiative atop the backbone of long-lasting infrastructure and encourage Foreign Direct Investments to further diversify the country’s economy through the use of ICT.

In tandem with providing better internet connectivity, TelBru continues to focus on providing quality service to its customers through developing human resource capabilities, which now sees a more driven workforce committed to solution-based approaches. 1,800 run in name of charity

IN A strong show of support for charitable causes, 1,800 runners signed up for the recent Happy Run BN at the Yayasan Sultan Haji Hassanal Bolkiah Complex.

Organised by Heroes Event Management, the charity run aimed to spice up the Bandarku Ceria programme and enliven the capital, while at the same time serve as a fundraiser for local charity organisations and non-government organisations (NGOs) – the Children’s Cancer Foundation (YASKA), Pusat Ehsan Al-Ameerah Al-Hajjah Maryam (Pusat Ehsan), Special Olympics Brunei Darussalam (SOBD) and Pengiran Muda Mahkota Al-Muhtadee Billah Fund for Orphans (DANA).

The event – where runners were for the first time given the option to choose which charity or NGO they donate to – raised $17,323.86.

A total of $8,661.94 was raised for YASKA, while DANA received $3,464.77, Pusat Ehsan received $3,464.77 and SOBD received $1,732.38.

YASKA’s mission is to provide information and support for children afflicted with cancer and their families. This is done through fostering understanding of childhood cancer issues; creating supportive communities for families dealing with childhood cancer; and providing funding for childhood cancer advocacy and outreach programmes.

Meanwhile, DANA was established with the objective of helping orphans receive proper upbringing, guidance and education. It also looks to nurture them into become knowledgeable, skilful and infused with good character.

Pusat Ehsan is non-government charity organisation committed to providing quality education, rehabilitation and training programmes for special needs individuals. Its mission is to train, assist and care for these individuals, allowing them to live a meaningful life among society. The organisation believes that with the help of families, caregivers, volunteers and the community, this goal can be achieved.

SOBD works towards providing year-round sports and athletics competition training to children with intellectual disabilities. This allows them to develop their physical fitness and courage, and demonstrate their individual abilities.

SOBD hopes to help these children lead normal lives – free from discrimination, and raise public awareness on these special children, showing how they too can make a difference in society and make Brunei proud.

THE Society for the Management of Autism Related issues in Training, Education and Resources (SMARTER) Brunei will celebrate the 10th World Autism Awareness Day with a charity walk-and-cycle event on Sunday, April 2.

After a warm-up exercise led by Fitness Zone at 6.30am, the day’s activities will proceed with a 16km Charity Walk from the SMARTER EDGE Centre in Kampong Mata-Mata to the SMARTER BACA Gift Centre in Sungai Hanching, which will also marks the 16th anniversary of SMARTER Brunei’s establishment.

This will be followed by a 100km Cycling Challenge from the SMARTER EDGE Centre to the SMARTER BACA Gift Centre.

Speaking at the media conference yesterday, Malai Haji Abdullah bin Malai Haji Othman, President of SMARTER Brunei, said that the walk-and-cycle event’s route from the SMARTER EDGE Centre to the SMARTER BACA Gift Centre represents the Individuals with Autism’s (IWA) seamless journey from childhood into adulthood and old age.

IWAs and their families as well as other participants who wish to participate in the shorter course (for the charity walk segment) can join in on the last leg of the walk, which will begin at Paduka Seri Begawan Sultan Science College to SMARTER BACA Gift Centre, he added.

He said that this year, SMARTER Brunei will be collaborating – for the first time – with three ministries playing major roles in the lives of IWAs: the Ministry of Health, Ministry of Education, and Ministry of Culture, Youth and Sports.

The Ministry of Health provides the assessment, diagnosis, referral of, as well as continuous medical welfare support of IWAs.

The Ministry of Education, through the Special Education Unit works to ensure the IWAs have equal access to primary and secondary education, vocational training, adult education and lifelong learning (in compliance with UNCRPD Article 25 and CRC Article 29, which stipulates that IWAs have a right of education directed towards their personal interests, talents, etc).

The Ministry of Culture, Youth and Sports, meanwhile, through its Welfare Department, ensures that everyone including IWAs will be provided with all the basic necessities for their welfare and wellbeing as they transition into adulthood and old age.

The last day to register for the event is March 31.

Application forms can be obtained at the SMARTER Brunei Centre, Ministry of Education (Special Education Unit), Ministry of Culture, Youth and Sports (Community Development Department), Ministry of Health (Corporate Communications), Jollibee branches and Fitness Zone.

All registered participants are entitled to a chance to win lucky draw prizes during the event’s closing ceremony at the SMARTER BACA Gift Centre.

The closing ceremony will also see the launch of the Fit4Lift programme by Fitness Zone; the handing over of donation cards to 100 various companies, embassies, government agencies and ministries; presentation of certificates of appreciation to all sponsors; and the handing over of donation boxes to Jollibee Brunei – which will be placed at all their 14 branches.

Marketing Technology tips for 1K1P representatives

GOVERNMENT officers taking part in the Junior Executive Programme recently held a Marketing Technology Workshop for village representatives of the ‘One Village, One Product’ (1K1P) initiative at the Civil Service Institute as part of their community outreach work programme.

The workshop was organised by six officers, namely Rewandi bin Ramlee, an officer from the Department of Economic Planning and Development (JPKE); Abdul Karim bin Hamdan, Special Duties Officer Grade II at the Information Department; Mohammad Hafiizh bin Haji Osman, an officer from the Management Services Department; Dayangku Ayesha binti Pengiran Haji Mohd Salleh, an engineer from the Centre of Science and echnology Research and Development of the Ministry of Defence; Noorul Izzah binti Abdul Salam and Azemah binti Ibrahim, administrative officer trainees from the Public Service Department.

During the workshop, participants comprising village consultative council members from Kampong Limau Manis, Kampong Kapok, Kampong Mata-Mata and Kampong Rimba 2 were exposed to the ethics of using technology to market their products over the Internet as well as the legal Acts on price control and consumer protection.

Participants were also briefed on the security measures of using the Internet and social media platforms such as Facebook and Instagram.

In addition, participants were also taught photographic techniques to showcase their products.

The Junior Executive Programme is a flagship programme under Civil Service Leadership Pipeline (CSLP) for government officers who have been in service for less than two years.

It also aims to provide new officers with the knowledge, skills and basic values for them to perform their duties and responsibilities effectively and efficiently, as government officials with ethics.

The officers are also provided with an understanding of the government administrative structure as well as skills to become a leader with integrity and high national identity.
