Roadshow aims to increase number of applicants for Strata Titles

THE Land and Survey departments held a roadshow on the Land Code (Strata) Chapter 189 at the Ministry of Development building yesterday, to promote a clear understanding of its advantages among relevant parties and increase the number of applicants for Strata Titles.

An act under the Land Code, Chapter 40, the Land Code (Strata) Chapter 189 was approved in 1999 by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

The act was enforced on July 1, 2009, permitting landowners to acquire separate Strata Titles for divided building sections of more than two main units vertical or horizontal.

The act was also introduced to encourage investments in the real estate market, which is predicted to boost Brunei’s economic development through the growth of the building industry with the support of both local and foreign investors, in addition to securing private land and Strata ownership rights.

Since its enforcement in 2009, the Land Department has conducted several roadshows across the four districts, but its records still show a low number of applications for the processing and issuance of Strata Titles.

Representing the Land Department at the roadshow were Land Officers Bilkis Sa’ar binti Haji Kabri, Amal Hayati binti Haji Junaidi, Eddy Nor Ezwan bin Haji Mohammad and Heromme bin Hamid.

The Survey Department was represented by Hifney bin Haji Abdul Rahman.

The roadshow will also be extended to other districts in Brunei.

Queen’s birthday marked with pomp

THE venue was decorated with plants and bushes to create a forest environment and as guests entered the ballroom, they walked through a jungle canopy created by the British Forces Brunei (BFB) showcasing the strong defence relationship between Brunei and the United Kingdom (UK) through the work that BFB does with the Royal Brunei Armed Forces (RBAF).

The atmosphere was colourful and elegant as the British High Commission in Brunei Darussalam celebrated Her Majesty Queen Elizabeth II’s 91st birthday last night at the Indera Kayangan Ballroom of The Empire Hotel & Country Club.

The theme for Her Majesty the Queen’s birthday party reception this year was focussed on the Queen’s Commonwealth Canopy (QCC) initiative and the strong defence ties between the British Armed Forces (BRF) and RBAF.

Present as the guests of honour at the event were Dato Seri Setia Awang Haji Bahrin bin Abdullah, the Minister of Development, and his spouse Pengiran Datin Hajah Noorsiah binti Pengiran Hamdan.

In a speech, the British High Commissioner to Brunei Darussalam David Campbell welcoming the guests to the special occasion, explained to them the theme of the celebration which was inspired by the QCC initiative as well as highlighted the importance of Brunei’s pristine rainforest.

He also took the opportunity to thank Ben Foods for sponsoring the event.

The high commissioner noted that Brunei has agreed to commit three separate forest reserves to the QCC and they comprise the Berakas Forest Recreation Park, Berakas Forest Reserve; the Ulu Temburong National Park, Batu Apoi Forest Reserve; and the Pulau Selirong Forest Recreational Park, Pulau Selirong Forest Reserve.

“The Brunei rainforest has been an important area of study for British scientists working alongside Bruneian scientists, over many decades, to research this country’s rich biodiversity. We congratulate schools and other local organisations for the work they do in encouraging young people in Brunei to understand and value their pristine forest,” said the high commissioner.

As a gift, Campbell presented the minister with an award winning book of tree portraits, ‘Meeting the Remarkable Trees’, by British author Thomas Pakenham, while the minister’s spouse received flowers and a China item from the Royal Collection.

To add glitter to the celebration, a compilation of videos and images were played on screens by the entrance and inside the venue which included themes of the QCC; His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s visit to the Garrison in Seria last month; and the Regional Jungle Warfare Symposium organised in March by the RBAF and BFB which was aimed at developing Brunei as a centre for excellence in jungle warfare.

There was also a large banner showing members of the Royal British Household Cavalry hidden in the Brunei jungle and guests were prompted to find them and visit the British High Commission Facebook page to check where they were hidden.

Guests also viewed the QCC display of images of the three forest reserves that Brunei has committed to the QCC, provided by noted photographers Bud Chapman, Stephen Hogg and Dilshan Mahdi Hussainmiya.

The QCC is a project designed to create a network of forest conservation initiatives throughout the 52 nations of the Commonwealth to mark Her Majesty the Queen’s service as Head of the Commonwealth.

Two paintings of the Brunei jungle were also displayed to commemorate the present and the past – one by contemporary British artist Jake Grewal on Ulu Temburong Forest Reserve which won the ‘Art for the Underground’ competition held in the UK last year. The other painting, done by artists Fionnuala Boyd and Les Evans in 1991, provides a retrospective view of Brunei’s jungles and was loaned by HSBC Brunei for the event.

Automatic salary deduction for mosque fund from June

MUSLIM government servants who receive a monthly pay will see a deduction of B$2 from their salary as contribution towards the Mosque Construction Fund, starting June 2017.

The contribution is not mandatory and each individual has the right to choose either not to participate in the scheme or increase the amount. The decision to make the automatic deduction was announced by Dato Seri Setia Haji Abdul Aziz bin Orang Kaya Maharaja Lela Haji Mohd Yusof, the Permanent Secretary at the Ministry of Religious Affairs in a press conference held at Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah yesterday.

“According to the circular 10/2017 from Ministry of Religious Affairs dated March 28, 2017, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to support Brunei Islamic Religious Council in establishing an automatic monthly deduction of B$2 from each Muslim government servant’s salary to be contributed to the Mosque Construction Fund,” he explained.

Government servants, who would not want to participate in the contribution scheme or like to increase their monthly contribution, can do so through the finance division of each ministry or department by filling in a dedicated form, he said, adding that government employees who have already started participating in the fund through salary contribution are encouraged to increase their contribution.

“Non-Muslim government servants are also encouraged to contribute to the Mosque Construction Fund.”

The permanent secretary pointed out that if there is no response from government servants regarding their decision to contribute or not to the fund by May 31, 2017, then B$2 will automatically be deducted from their salaries, starting June 2017.

The Mosque Construction Fund was launched on June 4, 2015 and until March 2017, a total of B$4,951,861.40 has been collected. Of this, B$780,608.61 was collected from 5,031 government servants through the monthly deduction of salary.

The first project that benefited from the Mosque Construction Fund is the construction of Kampong Tanjung Bunut mosque that cost $3.5 million.

Meanwhile, the collection for the fund is ongoing through various modes such as standing order contributions, permanent instruction to deduct money from bank account, direct walk-in contribution, presentation of contribution to Mosque Affairs Department, contribution through donation boxes at mosques and certain buildings, contribution through SMS, pay cut of officers and staff from government and government-linked companies and contribution through transfer to the Mosque Construction Fund’s bank account numbers 00-001-01-0047148 (Bank Islam Brunei Darussalam) and 002109403102068 (Tabung Amanah Islam Brunei).

Warning on dangers of smoking

AS PART of the nation-wide religious programme for religious and Arabic schools orgranised by the Ministry of Religious Affairs, the Belait District held its iteration of programme at the Pengiran Setia Jaya Pengiran Abdul Momin Religious School (SUPSJPAM) in Pandan 6.

Pre-school to Primary 4 students participated in the programme which was themed, ‘Smoking and How It Affects People Who Smokes’.

The programme also saw a Tazkirah presented by Cikgu Johrizan bin Johari, Assistant Teacher of SUPSJPAM, where he explained the theme to students.

He mentioned that studies from Islamic and non-Islamic sources have shown that smoking is a danger to one’s health.

He explained that every breath of smoke from a cigarette consists of more than 4,000 chemicals which are dangerous to smokers and the people around them.

Furthermore, he highlighted the fact that in Islam, it is forbidden for one to destroy oneself.

In addition to being dangerous and destructive, the act of smoking is also wasteful.

He concluded the Tazkirah by mentioning that in order for Brunei Darussalam to be free from smoking, it is necessary to teach on the dangers of smoking from a young age.

DPMM FC slip to another league defeat

DPMM FC endured a 2-0 defeat to Geylang International FC on a miserable evening in the Great Eastern-Hyundai S League at Bedok Stadium in Singapore last night.

The visitors, who now have lost five in their last six matches, face the possibility of trailing the title-chasing clubs by 13 points should Albirex Niigata (S) resume business with a victory over Balestier Khalsa.

The visitors had a decent chance to seize the initiative in the eighth minute as Najib Tarif broke free and squared the ball into the box but there was no DPMM FC player to make the opportunity count.

The hosts put their noses in front after DPMM FC’s defence failed to deal with Victor Coto’s cross, allowing Shahfiq Ghani to fire home from close range in the 13th minute.

DPMM FC almost levelled the score but Rafael Ramazotti had his goal chalked off for offside in the 24th minute.

DPMM FC goalkeeper Wardun Yussof, making his first start since being replaced by Alizanda Sitom against Hougang United recently, then prevented the homesters from doublinf their lead by palming away Shahfiq’s 25-yard free-kick.

DPMM FC forward Billy Mehmet came close to the equaliser minutes later but was denied his third goal of the season by Geylang goalkeeper Syazwan Buhari.

The match was put to bed when the Eagles were awarded a penalty after Yura Indera Putera brought down Shahfiq.

Coto stepped up and sent Wardun the wrong way.

DPMM FC responded immediately by piling on the pressure but the hosts rose equally to the challenge.

The home side had Anders Eric Aplin to thank after rescuing his side with a vital block to deny Ramazotti who had been set up by Azwan Ali.

Azwan Ali then tried his luck with a dipping shot but Syazwan did well to tip the ball to safety.

The Eagles swapped places with Tampines Rovers FC, climbing to fourth while DPMM FC remained in eighth.

RBPF hosts Dikir ceremony in honour of new recruits

THE Royal Brunei Police Force (RBPF) hosted a Dikir ceremony at the Police Training Centre in Gadong yesterday, for 62 male recruits of APO 1 & 2/2016 who recently completed their training.

The ceremony began with the recitation of Surah Al-Fatihah led by APO 7072 Abdul Kahar bin Abdul Manan, which was followed by the recitation of the Dikir Syarafil Anam and Dikir Marhaban by the recruits.

The event continued with the sprinkling of scented flowers to the new police recruits.

The Dikir ceremony concluded with a presentation of a souvenir to the guest of honour, Senior Superintendent Haji Chipli bin Haji Mohamad, Deputy Acting Director of the Operations Department.

Closer ties to promote Brunei’s diversification bid

THE French Bruneian Business Association (FBBA) held a dialogue session yesterday with Dato Paduka Dr Awang Haji Mohd Amin Liew bin Abdullah, the Deputy Minister of Finance and the Chairman of BEDB, on a current update of the economic environment in Brunei Darussalam.

Held at the Radisson Hotel, the session was attended by around 70 members of the FBBA, comprising business entrepreneurs, as well as professional and corporate entities, who wanted to have a better understanding of the changing economic landscape of Brunei Darussalam and its diversification efforts.

The forum panelists were Javed Ahmad, the Chief Executive Officer (CEO) of DARe (Darussalam Enterprise); and Soon Loo, CEO of Brunei Economic Development Board (BEDB).

In his welcoming address, Pierre Imhof, the president of FBBA, said that this interactive session was intended to create a good rapport among various stakeholders, including those in the public and private sectors, for the growth of business in Brunei Darussalam.

The FBBA, which is one of the most active bi-lateral business associations, seeks to provide a mutual forum of exchange for French and Bruneian business partners as a means of strengthening business relationships and synergies between the two countries.

Brunei Scout leaders Indonesia bound to tackle challenges

A DELEGATIONS comprising three officials from the Brunei Darussalam Scouts Association (PPNBD) will depart for Indonesia to represent the country in the 9th Asia-Pacific Regional Scout Leaders Summit.

The members of the delegation are Scout Chief Commissioner, Haji Badar bin Haji Ali; International Scout Commissioner, Abdul Manan bin Haji Abdul Latip and Secretary General, Haji Zainuddin bin Haji Jaafar.

Present to bid farewell to the delegation at the Scout Headquarters in Gadong were the President of PPNBD, Dato Paduka Haji Idris bin Haji Abas and other officers at the association.

The summit, organised by the Asia-Pacific Regional Scout Committee in collaboration with Gerakan Pramuka Indonesia, will be held at the Inna Grand Bali Beach Hotel in Bali, Indonesia from tomorrow to April 25.

Over 100 Scout Leaders from 25 countries in the Asia-Pacific Region are expected to participate in the summit.

The summit aims to analyse Scout regional movement and development between Scout leaders while understanding the challenges faced in the region.

It also seeks to provide a venue to share suggestions and information in preparation for the 41st World Scout Conference to be held in Azerbaijan from August 14 to 18 and the 26th Asia-Pacific Regional Scout Conference in the Philippines next year.

A TEAM of legal counsels from the Attorney General’s Chambers (AGC) gave a briefing titled ‘A Career in Law’, to a group of ‘A’ Level students at the Paduka Seri Begawan Sultan Science College (Maktab Sains) recently.

The legal team consisted of Aminuddin Zaki bin Dato Paduka Haji Abdul Rahman of the International Affairs Division; Dayangku Hazirah binti Pengiran Mohd Yusof and Raihan Nabilah binti Haji Ahmad Ghazali of the Criminal Justice Division; Wajeehah binti Dato Paduka Haji Abdul Wahab of the Civil Division; and Hilarie Shim Yi Yyn of the Legislation and Research Division.

The students were also informed of the required qualifications and the educational routes that are available locally at the Universiti Islam Sultan Sharif Ali, or abroad in the United Kingdom, Australia or Malaysia.

The speakers also explained the roles and responsibilities of a government lawyer, which include the drafting of contracts and legislations, prosecuting criminal cases in court, and providing legal advice to government ministries and departments.

During the briefing, the students were encouraged to interact with the speakers and ask questions.

They were also advised to apply for an attachment programme at the AGC during their school holidays, to gain more insights into the legal profession in Brunei Darussalam.

Excellent 2016 SMSSA students feted

A TOTAL of 41 awardees were celebrated recently at Salambigar Hall of Sultan Sharif Ali Secondary School (SMSSA). More than 300 students, parents and teachers were present to commemorate the event. Fifteen students attained nine ‘O’ Level subjects, while six accomplished eight ‘O’ Level.

Individual subject high achievers were also recognised where six students were rewarded for achieving grade A* in various subjects.

The ceremony began with the singing of the national anthem followed by the school song, and blessed with the recitation of Surah Al-Fatihah and Doa Selamat by Cikgu Haji Khairul Irwan bin Haji Abdul Rahman.

In a welcoming speech, Cikgu Umar bin Haji Ramlee, Principal of the school congratulated the students. He mentioned the students’ success depends largely on the strong support from parents and teachers. The principal also showed appreciation to teachers who have shown dedication and commitment towards teaching and learning.

A feature video presentation was also showcased where students were able to reminisce their participation in various academic and co-curricular activities in 2016.

Excellence awards were also presented to two BTEC students for completing the Pearson BTEC International Level 2 Extended Certificate in Information Technology. Norafiqah binti Mohd Daud, a special needs student also completed the Pre-Vocational programme.

Pelambayan, Bukit Puan fire victims receive donations

FIRE victims from Kampong Pelambayan, Brunei-Muara Dist-rict, and Kampong Bukit Puan in Mukim Labi, Belait District, expressed their gratitude to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, following a donation ceremony yesterday afternoon at the Yayasan Sultan Haji Hassanal Bolkiah (YSHHB).

Haji Brahim bin Haji Ismail, the Managing Director of YSHHB, presented the donation of $18,300 to four heads of families that were affected by separate fire incidents in the Brunei-Muara and Belait districts.

The recipients were Tuwat anak Manggau and Joharie anak Tuwat from Kampong Bukit Puan; and Hamidah binti Haji Ali and Suhairol bin Haji Yahya from Kampong Pelambayan.

Joharie told the Bulletin, “We would like to thank His Majesty and YSHHB for the donations, which will help ease our burdens.”

During the blaze in Kampong Bukit Puan on April 5, Joharie lost his house and possessions, including four vehicles.

Recalling that fateful day, he said, “The whole family was in Bandar when we received a call about the fire, at around 3pm. We rushed back and found that our house had been burned to the ground. We couldn’t even salvage anything from the rubble.”

Currently, the family of seven is staying in a house provided by the Belait District Office.

Hamidah also expressed her gratitude to His Majesty, as well as all those involved in helping her family.

Recalling the incident which took place on March 15, she said, “There were only two family members at home when the fire broke out. The flames spread quickly across the wooden house, and there was nothing that we could do to save it.”

More than 20 people were left homeless after the fire.

‘Get into rugby’ call for Brunei

PEHIN Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports, received a courtesy call yesterday from representatives of World Rugby, the international governing body for the sport of rugby union.

The delegation comprised Ridzal Saat, the Rugby Services Manager for Asia, World Rugby, headquartered in Singapore; Benjamin van Rooyen, the Coordinator of ‘Get into Rugby’, Asia Rugby, headquartered in Dubai; and Dr Haji Kamaruddin bin Dato Seri Paduka Haji Talib, the President of the Brunei Rugby Football Union (BRFU).

During the meeting, the delegates expressed their main objective of introducing a ‘Get into Rugby’ project in all local schools, with the joint support of the Ministry of Culture, Youth and Sports and the BRFU.

Brunei Darussalam has potential as a regional hub for rugby, with countries such as Japan prepared to help by providing equipment and training for instructors, under the sponsorship of World Rugby.

The meeting was preceded by a recitation of Doa Selamat by a member of the Executive Committee, YB Pehin Datu Imam Dato Paduka Seri Setia Ustaz Haji Awang Abdul Hamid bin Bakal followed by opening remarks by the Minister of Home Affairs, after which His Royal Highness the Crown Prince delivered a sabda.

There should be continuous commitment and dedication, especially in the later stages of implementation of the programmes to ensure that each plan has a smooth sailing, and it is important to have proper discussions and coordination between the sectoral committees as well as with the relevant stakeholders, His Royal Highness the Crown Prince said, adding that the celebration of the Golden Jubilee is hoped to make a big impact on the economy and stimulate sustainable economic activities.

Highlighting His Majesty’s titah as the guideline for the implementation of the events and activities, His Royal Highness the Crown Prince called on the relevant committees to give special attention to matters explained by His Majesty.

ARBISYAM FC have played down their chances of landing a first-ever Brunei Futsal League title despite demolishing fellow title rivals MS ABDB 5-1 in an action-packed tie at the Multi-Purpose Hall of the Hassanal Bolkiah National Sports Complex last night.

Arbisyam’s second successive victory catapulted them to the top of the Brunei Futsal League which was also a second win against a title rival in as many matches after dispatching Shah United 3-0 in their opening match.

Syazwan Haji Hassan inspired with a brace with solitary strikes from Mohammad Hamiduddin Haji Talip, Muhammad Ali Qadhrry and Abee Shahrum Gudang completed the rout while Muhammad Aqqimul’s goal for the fallen army personnel was in vain.

Despite starting the league in rich vein of form, fitness coach Md Syarafuddin Hamid bin Haji Talip downplayed their chances of lifting the trophy this year adding that player’s development topped their priorities.

“We are grateful that with the win (against MS ABDB) we have succeeded in overcoming two teams namely Shah United and MS ABDB whereby they were the top five teams in the league last year,” said Md Syarafuddin in an interview with the Weekend Bulletin.

“We consider ourselves as underdogs and we don’t call ourselves title contenders,” asserted the member of Arbisyam’s management.

Arbisyam are also built with a solid foundation base with the establishment of the ‘B’ (Under-12) and ‘C’ (Under-17) teams.

“This season, we have introduced new players where we have absorbed from the ‘B’ team and other clubs.

“Our target this season is not for the title. Our target is to develop the players and not to slip from the top three. However, being champions is a bonus to us,” continued Mohd Syarafuddin.

The club have also recruited Awangku Muhammad Khairul Huda Pengiran Osman from First Five and three players from PBDB while the rest of the squad is made up of young players from reserve Arbisyam teams.

Md Syarafuddin also said that a player who previously donned the jersey for PBDB last season progressed through the ranks from Arbisyam and has since linked up with the squad following the Belait team’s non-participation this year.

He added that while Arbisyam do not underestimate all teams in the league, Kota Junior remain the team which pose the most threat with the availability of national team players.

Kota Junior FC has been labelled as Arbisyam’s bogey team as they have never beaten them in all competitions since the pair met in the league.

The defending champions also destroyed Arbisyam’s hopes of winning the futsal league crown in the first season of the futsal league.

“Arbisyam have never beaten Kota Junior FC since the futsal league season started. Since we met in the league two years ago, Arbisyam have never won.

“Kota Junior also destroyed Arbisyam’s hopes of becoming champions in the first season,” concluded the fitness coach.

Kean bemoans gifted goals in setback

DPMM FC head coach Steve Kean has indicated that his charges gifted goals to Geylang International FC during their 2-0 defeat in the Great Eastern-Hyundai S League at the Bedok Stadium in Singapore on Thursday night.

The hosts netted a 13th minute goal soon after a DPMM FC player received a touch from a hopeful cross made by a Geylang player on the touchline which enabled Shahfiq Ghani to slam home the ball into the back of the net.

“I thought we gave away the two goals. To be honest, the first goal from the touchline was too easy and the second, the defender (Yura) should learn that he has to clear at first opportunity,” Kean told the S League.

The head coach insisted that it is back to the drawing board for his charges as a tantalising tie against fierce rivals Tampines Rovers FC awaits at the end of the month.

“I felt certain parts of the game we gave away Geylang too much time on the ball and we should do better (in that aspect).

“We have to adapt our tactics according to the opposition but now it’s back home and back to hard work,” the head coach further added.

“We knew they have two tall strikers and we managed to close them down, but at the same time we could not afford to let their players go down the flanks,” added Hasrin.

The head coach felt that the win provided a massive boost in lifting their confidence concluding that there is a “long way to go” with two more games to be completed before the conclusion of the first round in the Great Eastern-Hyundai S League.

Need societal change to battle NCDs

AS NON-COMMUNICABLE diseases (NCDs) present a large and rising threat to many developing countries today including Brunei Darussalam, addressing the issue requires a different set of institutional competencies and multi-sectoral approaches, said World Health Organization (WHO) Director-General nominee, Dr Sania Nishtar yesterday.

Dr Sania, who has been a strong advocate of NCD prevention and control since the beginning of her career, hails from the Islamic Republic of Pakistan and has been officially elected by the WHO Executive Board as one of the three nominees earlier this year. She is in the country to meet with top health and foreign ministry officials here to campaign for the top coveted position.

The rising incidence of NCDs such as diabetes, heart diseases and obesity is placing an increasing burden on the Sultanate’s health care system and economy each year and has been the main cause of death here for more than 30 years, with a shift away from traditional lifestyles and dietary patterns seen as the underlying cause, according to the Ministry of Health (MoH) in a recent report.

Responding to a question on the matter during an interview session with the Weekend Bulletin, Dr Sania said that addressing NCDs requires an additional set of institutional competencies and policies compared to what is needed for communicable disease control, highlighting that a multi-sectoral approach to public policy as one of the main solutions.

She cited the examples of promoting physical activities in urban settings by working with city councils to provide more spaces and also working with finance and trade ministries to control tobacco use and import of unhealthy food as well as encourage healthier food choices that are cheaper-to-access.

“For instance, in many countries, to reduce reliance on revenue generated from tobacco, the health sector has to work with the ministries of finance, agriculture and other sectors for agro-industrial diversification,” she added.

Dr Sania, who also led Pakistan’s integrated national plan of action for NCDs back then, also highlighted that another dimension in addressing the issue is the need to influence individuals to change their lifestyles. “A lot of times, people have heart diseases, diabetes and high blood pressure because they eat unhealthy, smoke, don’t exercise and have lots of fat and sugar,” she said.

Dr Sania also highlighted that the policy environment is also central in combating this issue, through the re-orientation of health systems.

“In many parts of the world, health systems are tuned to catering for acute infectious diseases. However, in order to provide healthcare for diseases such as heart diseases, diabetes and cancer, you require health systems that can follow up individuals for a long period of time and can provide chronic care,” she highlighted.

She recommended three levels that countries must work to address NCDs – reorient health systems, prevent people from falling sick by influencing the change of their personal lifestyles and also public policy outside of the health sector through multisectoral action. “As I said, the prices of food, cultural practices, spaces for physical activity, policies of trade and finance ministries, the agriculture and food systems.. all of these impact NCDs, so it requires societal change,” she added.

The prevalence of NCDs, she said is a very urgent call for WHO because it is not just a health issue but also detrimental for economies because healthcare costs as a result of NCDs have escalated so much that they are threatening economies.

She commented that as countries develop rapidly, they become the victims of their own success because people start living longer. “This cannot be fixed by training more doctors and by having more hospital beds.. it is about lifestyles – how societies function and how and what kind of choices people make for themselves and families and what you feed your children,” she added.

She said that in affluent populations such as Brunei these days, obesity and diabetes are the biggest problems, in addition to communicable diseases and pandemics.

A physician, former federal minister, co-chair of the WHO Commission on Ending Childhood Obesity and civil society leader in health, and global accountability champion, Dr Sania has been involved with many international agencies in various capacities and is described by the WHO as a widely respected global health expert.

Her vision for the WHO is the one in which it reclaims its primacy and earns the world’s trust as its lead health agency, and has the ability to foster and sustain partnerships to achieve the vision for health – universal attainment of the highest possible level of health and well-being.

Under her leadership, she said that the WHO will demonstrate and deliver 10 pledges which are: Transparency and accountability in all areas of its work; Leadership for action; Operational readiness in outbreaks and emergencies: Country-relevant support to achieve the Sustainable Development Goals (SDGs); Strengthened action on global public goods; focus on health-climate interaction; accelerated pace of reforms: management for results: a culture of partnerships and new models for financing.

As WHO is an important organisation, she said it is also very important for member states to pick the best candidates for the crucial position.

“According to the code of the election, WHO regions that have not had director generals should be given preference and I come from one of those regions.. I think overall the candidates’ ability is very important and what the candidate delivered in the past should be taken into consideration. So I look forward to having Brunei’s support,” she said.

With the new improvement, Mubashar Khokhar hopes that more financially smart customers will choose BETTER for their vehicles.

YOUTH interest in the development of Brunei’s ICT industry – through Telekom Brunei Berhad (TelBru) Smart Nation initiative – is gaining momentum, with the total number of boot camp registrants now at over 100 students.

These students are from the five schools that have since the beginning of this year hosted the Smart Nation Roadshow in Belait and Brunei-Muara districts.

The Smart Nation boot camps expose participants, aged between 15 and the early 20s, to the dynamics and possibilities of TelBru’s ICT initiative that leverages upon the company’s strategic partnership with international experts Kony and LoRa Alliance, which specialises in mobile application development and long range, low power wireless platform respectively.

Thus far, the number of signups (which is expected to grow) provides clear insight into Brunei’s young talent, as explained by TelBru Chief Marketing Officer Lim Ming Soon, who noted that interest among the younger community is a promising start in the development of Brunei’s technological fora – a field which continues to hold an abundance of possibilities in addressing global urban challenges that require action.

Fashion event JBoxing coming to Brunei in May

THE fashion event JBoxing this year will be held in Brunei at The Empire Hotel & Country Club from May 5-7 and will see the launching of Jovian’s first bag collection.

Inspired from London’s Boxing Day, JBoxing is fashion line Jovian’s annual event. This year, Jovian Mandagie, CEO and Creative Director of Jovian, will host the event while launching its first bag collection, the Jovian Borsa, and its new Jovian Men and the Little Boy Collection.

“I have always wanted to have an event in Brunei and I figured that the time has come. Due to a lot of requests, we have decided to bring JBoxing to Brunei,” said Jovian in a press conference yesterday.

The inaugural event is jointly organised by Bruneian powerhouse atelier and multi-label store, Bajoo Butik, and main partner Baiduri Bank Group.

The event which will also see the Little Kids Collection from the Lisa Surihani Collection, Savannah Collection for Zalora Fashion and the JLuxe Collection, has become a phenomenon for every fashionista, especially those craving for Jovian RTW (‘Ready-To-Wear’).

Jovian said Bruneians will get to see “an exciting project” between him and Jackie of Bajoo Butik, with the launch of the kid’s line designs for the Brunei and Malaysian markets.

“I think this is a high achievement and a great benchmark for Jackie for being able to collaborate with a brand from Malaysia,” he said. “JBoxing is an event where we would have exclusive, new launches of a collection, as well as special discounts on items,” said Jovian. “There are also items on a flat price basis, or that might turn into a free giveaway.”

From only 4,000 visitors in the first year it was launched, the number of people coming to the ‘box’ has increased every year, with a record 40,000 visitors last year.

“We are very much ready to shake the city with a new experience of shopping… We are expecting visitors coming from all over Brunei, Sabah and Sarawak,” said Jovian, who expects 15,000 visitors this year.

The CEO expressed his appreciation to Baiduri Bank Group, DST, BMW, Mix Media, Brunei Press and other partners for bringing the event into the international stage.

UNISSA hosts lecture on Islam’s history in Brunei

UNIVERSITI Islam Sultan Sharif Ali (UNISSA) Centre for the Promotion of Knowledge and Languages (PKL) recently hosted a Malay Islamic Monarchy (MIB) lecture titled ‘The History of Islam in Brunei Darussalam’.

The special lecture was presented by Pengiran Dato Seri Setia Dr Haji Mohammad bin Pengiran Haji Abdul Rahman, the former Minister of Religious Affairs, who highlighted the need for all Bruneians to have a profound knowledge of MIB, especially those within the higher institutions of learning.

Pengiran Dato Seri Setia Dr Haji Mohammad also traced the arrival of Islam in Brunei as far back as the 9th Century, when it was brought here by Arab and Chinese Muslim traders based in Canton, China.

The lecture was moderated by Dr Adam bin Haji Jait, the Director of the Technology and Multimedia Centre, according to a press release.

The foundations of MIB were established in the 14th Century, when Awang Alak Betatar became the first Bruneian ruler to embrace Islam, taking up the name of Sultan Muhammad Shah.

Sultan Sharif Ali, the third Sultan, further reinforced the teachings of Islam as a state religion in the Sultanate, while his successors contributed to the expansion of territory, political system, defence, customs, and Islamic law.

The reign of Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien ibni Al-Marhum Sultan Muhammad Jamalul Alam saw the reestablishment of the government’s sovereignty and the role of Islam in state affairs.

This is continued under the reign of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, through whose leadership, Brunei became known as a sovereign and independent Islamic state in the international arena.

Among those attending the lecture were Dr Haji Mohammed Hussain bin Pehin Penyurat Haji Ahmad, the Acting Rector of UNISSA; Dr Arman bin Haji Asmad, the Assistant Rector of UNISSA; and Dr Shohibuddin Laming, the Acting Director of the PKL.
