HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam left Kuala Lumpur, Malaysia yesterday after attending the royal banquet in conjunction with the installation of His Majesty Sultan Muhammad V as the 15th Yang Di-Pertuan Agong of Malaysia.

Prior to leaving, a Doa Selamat was recited by Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

Present at the Subang Air Force Base (RMAF) to bid farewell to His Majesty was Datuk Dr Haji Wan Junaidi bin Tuanku Jaafar, Malaysia’s Minister of Natural Resources and Environment.

Also present to bid farewell were Dato Paduka Haji Alaihuddin bin Pehin Orang Kaya Digadong Seri Lela Dato Seri Utama Haji Awang Mohd Taha, High Commissioner of Brunei Darussalam to Malaysia, and officers from the High Commission of Brunei Darussalam in Kuala Lumpur.

Brunei paddlers joining Labuan tournament

THREE teams from the Brunei Darussalam Table Tennis Association (BDTTA); BDTTA Romeo, BDTTA Sierra and BDTTA Tango will participate in the Dato Sri Goh Sin Han JP Borneo Table Tennis Championship 2017 in Labuan from April 29 to 30.

Sixteen teams including three teams from Brunei will be divided into four groups – in Group A will be Mustang, BDTTA Tango, KKTTA ‘B’ and TUDM A; Group B are of Labuan Fortune Hotel, JPK Sabah, BDTTA Romeo and G7T; Group C are KKTTA ‘A’, IPD Labuan, TUDM B and Poseidon and; Group D consist of BDTTA Sierra, Tuaran TTA, Papar Romo United and TUDM C.

All three Brunei teams will be led by Head Coach Pengiran Sufian. Team BDTTA Romeo will be headed by Team Captain Mohd Hanifah bin Haji Bungsu. The team members are Haji Rusli bin Haji Yusop, Wee Tzu Min, Puh Suan Kan, Mohammad Arib Zalidi bin Abdul Latif, Chen Hian Chin and Jiffy Bata-an Fonbuena.

Team BDTTA Sierra will be headed by Team Captain Samuel Revales. The other members are Lim Kian Hioing, Zulfadli bin Abdul Rahman, Lai Kok Siung, Hu King Ung, Low Day Yei and Tan To Ming.

Team BDTTA Tango will be headed by Team Captain Omar bin Nasir while the rest of the team members are Md Rapaie Bagol, Rahim Munggu, Muhammad Mujib bin Abdul Musauwir, Abdul Kifli bin Haji Abdul Alim, Pengiran Muhamad Wa’ie Sufiyan bin Pengiran Haji Mohd Saifin and John Joseph Roy.

Coach Pengiran Sufian said he hopes that the players would do their best and be victorious.

Former Brunei youth player Cokanasiga earns England call-up

BRUNEI rugby has a new hero after one of their former players Ratu Joe Cokanasiga was recently called up to the England national squad by head coach Eddie Jones for the two-test tour in Argentina in June.

The England under-20 star is part of the 15 uncapped players chosen by the national coach in the 31-member squad.

“Never in my wildest dreams would I have thought I’d be bearing the red rose. However, to then accomplish it at this point in my career is a whole different blessing in itself,” Cokanasiga said via Instagram.

The 19-year old joined the London Irish academy for the 2016/17 season and has been a revelation since both at club and international level for the under-20s which attracted recognition for a senior call-up.

Cokanasiga enjoyed spells in Germany and Brunei, the latter of which provided him an environment to switch from his initial interest of football to rugby.

The talented winger was part of the Brunei under-17 team at the COBRA (Combined Old Boys Rugby Association) Rugby 10s Tournament in Kuala Lumpur in 2013.

Born in Fiji, he moved to England with his father Ilaitia who was in the Army and went to the International School Brunei (ISB) when he was in the Sultanate.

Cokanasiga started playing rugby at the age of six to seven and his first rugby club was based in Germany when his family moved there in 2006.

He developed an interest in football during his time in Germany but it was in Brunei which helped rediscover his passion for rugby.

Cokanasiga started playing with the local rugby team before continuing to play alongside his father in the Army squad.

He then became part of the under-17 and under-20 Brunei teams and it is in Brunei where it helped revive his passion for the sport.

The 19-year-old has received a couple of links whilst in Brunei before his rugby CV was posted to the London Irish academy and the club, who plays in the RFU Championship, was keen to see how the youngster fared.

“Moving to England was probably one of the biggest opportunities to play rugby but I wasn’t planning to have such an increase in progress so I wasn’t expecting this much progression,” Cokanasiga said in an interview.

Joe, who experienced a rare journey from Brunei to one of the illustrious rugby clubs in England, realised the dream of playing alongside one of his idols in London Irish star Aseli Tikoirotuma.

“I used to watch Tiks (Tikoirotuma) a lot on TV and didn’t really think I would be playing with him or training with him every day.”

Cokanasiga has been described by his family members as having a “loving” personality and despite his physical appearance is very friendly and easy-going.

“He’s always there for the both of us. He randomly message and say these things you wouldn’t think that a big, tough guy would send,” said a family member.

The new-look England squad will assemble on May 29 in London to begin their preparations for the two-test tour.

Cokanasiga won the Under-18 Academy title in 2016 after his London Irish team beat Gloucester 35-11 in the final at Allianz Park.

England will play at Estadio San Juan del Bicentenario, San Juan on June 10 before completing their tour at Estadio Brigadier General Estanislao Lopez, Santa Fe a week later.

Local abattoir owner laments poultry shortage

HALAL chicken meat products make up a significant portion of the diet of the Muslim population in Brunei Darussalam. Because of this, Halal-certified slaughter centres are extremely important.

One such slaughter centre is Jamahat Haji Liman Abattoir, located at the Lampaki Farming Development Site in Kampong Mulaut. The facility and its output are constantly under the watchful eyes of the Agriculture and Agrifood Department and Halal Food Control Division.

The facility’s owner, Haji Jamahat bin Haji Liman, told the Bulletin that he initially started out in the chicken breeding business. He soon noticed a problem shortly after commencing his business – there was a shortage of Halal slaughter centres.

He explained that the number of his chickens continued to grow but there were not enough halal abattoirs to handle this increasing load; many of his chickens ended up dying in captivity as a result.

“So I, together with other breeders, decided to form an association called Penternak Ayam SME Melayu Islam Brunei, so that we could solve the problem of insufficient slaughterhouses and lack of storage facilities for our slaughtered chickens,” said Haji Jamahat.

“After I brought this matter up to the Agriculture and Agrifood Department, the Ministry of Primary Resources and Tourism (MPRT) was supportive of us, and we were able to assist small breeders as well as non-Muslim breeders who do not have their own halal slaughter centre by setting up our own,” he added.

Jamahat Haji Liman Abattoir, built and funded with the help of an SME loan amounting to $4.25 million in addition to Haji Jamahat’s own funds, officially began operations on January 28, 2013.

Haji Jamahat shared that the current machinery used at the slaughter centre is able to handle 2,500 to 3,000 chickens an hour, and due to the centre’s size, machines capable of processing 6,000 chickens per hour can be accommodated and housed within it, if and when required.

He explained, “60 per cent of what we do is assisting the public, while the remaining 40 per cent we focus on our business. We offer the cheapest prices – small breeders enjoy lower prices from us; this encourages them to keep their business alive, which is good.

“Our vision and mission is to encourage breeders that have closed down due to the lack of slaughter centres in the past to take up breeding again and practise integrated farming. Our company can supply them with chicken feed and chicks; in return, they can help us meet the constant demand for halal chicken products from consumers and retailers.”

Youths to attend 30th Asean Summit

YOUTHS from the Ministry of Education and a PhD graduate will participate in the Asean Youth Leaders’ Preparatory Meeting for the 2017 Asean Summit and Asean Youth Leaders’ Interface with Asean Leaders in Manila, Philippines from April 26 – 29.

The members of the delegation are Pengiran Muhammad Ameer Mubarak bin Pengiran Haji Hashim, Administration Officer at the Ministry of Education and former participant of Singapore-Brunei Youth Leader Exchange Programme and Dr Andery Lim, a PhD graduate in Energy Studies and former participant of Ship for Southeast Asia Youth Programme.

Present to bid farewell at the Brunei International Airport was Haji Rosmadee bin Haji Mohd Daud, Acting Director of Youth Development and Sports, Ministry of Culture, Youth and Sports.

The two-day Asean Youth Leaders’ Preparatory Meeting for the 2017 Asean Summit and the Youth Interface with the Asean Leaders will take place in conjunction with the 30th Asean Summit from April 26 – 29 in Pasay

City. Participants will attend workshops on entrepreneurship, employment, volunteerism, global mobility and climate change.

They will also attend the opening ceremony of the 30th Asean Summit at the Philippine International Convention Center (PICC).

Cosmetic product adulterated with mercury: MoH

THE Ministry of Health (MoH) has alerted members of the public to one cosmetic product that has been tested by the laboratory of Pharmacy Laboratory Services, Laboratory Services, MoH and found to be adulterated with undeclared substance.

The affected cosmetic product is Auramen Super Advanced with Vitis Vinifera + Walnut + Citrus + Aloe Vera Skincare for Men – Auramen Night Cream.

It is found to be adulterated with mercury.

The adulterant found in this product can cause adverse effects that are potentially hazardous to the people using them.

Mercury is a potent ingredient that is prohibited in cosmetic products as stipulated in the Medicines (Cosmetic Products) Regulations 2007.

Mercury is prohibited in cosmetic products due to its hazardous effects on human health.

It is readily absorbed through the skin on topical application and tends to accumulate in the body.

Exposure to mercury can cause skin rashes, memory loss and muscle weakness, while high exposures may result in damage to the brain and kidneys.

It is also extremely toxic to unborn children.

The ministry has not issued any approval for the importation and/or Cosmetic Notification Acknowledgement Letter for the sale of the rest of the affected product.

Following these findings, the product is not allowed to be imported and sold in Brunei Darussalam.

Members of the public who have purchased or used this product are advised to stop using them immediately.

They should also consult a medical practitioner if they feel unwell or experience any undesirable reactions as a result of using them.

Members of the public involved in the retail of the product (including online retail, such as through Facebook, etc) are hereby reminded that it is an offence under the Medicines (Cosmetic Products) Regulations, 2007 to import and market cosmetic products in the local market without a Cosmetic Product Notification Acknowledgement Letter issued by the authority.

The penalty for contravening these regulations, upon conviction, is a fine not exceeding $5,000, imprisonment for a term not exceeding two years, or both.

The MoH also called upon members of the public for their cooperation to report to the Health Regulations Services if the product is still found in the Brunei market.

Mock fire drill in Pekan Tutong

A FIRE drill, participated by filling station staff, the Fire and Rescue Department, Royal Brunei Police Force, and ambulance service from Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah (PMMPMHAMB) Hospital, was conducted at the PHA Bakar Jambol Filling Station in Pekan Tutong yesterday.

The drill scenario involved a car crashing into a fuel pump at the filling station, causing a huge fire and the driver sustaining a head injury.

Pengiran Haji Shariful bin Pengiran Seri Indera Pengiran Haji Ismail, Retail Compliance Executive of Brunei Shell Marketing Company Sdn Bhd; Haji Adenan bin Pehin Datu Penglima Haji Abu Bakar, Manager of PHA Bakar Jambol Filling Station; Mohd Soffi Haji Abdullah, a member of the Board of Directors of the filling station; and officials from the Fire and Rescue Department observed the drill.

Haji Adenan said, “It aimed to train staff to be ready to handle such incidents. This is the first time we carried out such an exercise with three emergency agencies; we hope to build understanding and cooperation with those involved.”

Emergency personnel arrived at the scene of the drill within minutes of sounding the alarm.

“The staff did a good job and the exercise went well but there is still room for improvement, especially with the staff’s reaction,” said Pengiran Haji Shariful. “They weren’t supposed to retreat to the station when the fire became too large, the incident commander also shouldn’t have followed the firefighters back to the station.

“It is good that they are learning from the mistake. We also saw the immediate response from the emergency agencies that were here within minutes. Officials of the Fire and Rescue Department arrived at the scene within five minutes, followed by the ambulance and police. Within 10 minutes, everyone had arrived,” he added.

“Conduct a tabletop exercise at least once a month, playing out different scenarios such as an oil spill or robbery, among others,” said Pengiran Haji Shariful as he advised staff of the filling station.

Cycling through the Abode of Peace

BRUNEI Darussalam is such a peaceful and relaxing country and the people are very helpful and warm, and being a Malay Islamic Monarchy (MIB), it certainly portrays a country of high Islamic values, said Malaysian cyclist Muhd Najwan bin Faris Razali.

The 20-year-old from Selangor, Malaysia currently on his Solo Cycling Expedition in Borneo, made a stopover in the country as part of his cycling itinerary.

In an interview with the Bulletin where he opted to be interviewed at the Omar ‘Ali Saifuddien Mosque in the capital as it is one of the landmarks in the country that he so much wanted to visit, expressed gratitude to be able to visit the Abode of Peace which has been a memorable and valuable stay for him.

“This trip is a continuation of my first expedition I initiated three years ago where in that first trip I covered the whole states of West Malaysia and now while waiting for my convocation at the Kuala Langat Youth Skills Institute, I decided to choose Borneo as my next adventure destination,” said Muhd Najwan.

An enthusiastic cyclist since a very young age, Muhd Najwan arrived in Kuching, Sarawak on April 4, 2017 and began his long journey from the city heading to Sibu, Bintulu and Miri taking the opportunity to further explore the places he gets to stop over before entering Brunei via the Sungai Tujoh Control Post.

Upon entering the country last week, and receiving the warm welcome by the friendly border control post official, Muhd Najwan also takes pride knowing that Brunei, aside from visiting the country for the first time, also marks his first Asean member country in his expedition list.

Sharing his experience throughout his cycling journey, there have been challenges and obstacles though not much but it did not dampen his spirit of completing his second expedition and motivates himself to give his best and carry on.

“Road conditions throughout my journey so far was never an issue, only thing is my emotions at times were a bit distracting such as missing my family back home and going off track that would make me feel like crying but Alhamdulillah I manage to push myself and get back on track,” he added.

Apart from getting to visit places he has never been and getting to know the local people and their cultures, Muhd Najwan also attended to invitations by several associations and individuals who heard of his expedition such as participating in a football tournament between teams from Kuching and Kedah.

“Here in Brunei, I helped out Tum Tum Cycles in Jerudong during the recent Brunei MTB Challenge in Kampong Lugu and the owner was kind and generous enough to guide me during my stay here and referring me to his friends in Sabah and Sarawak to help me.

“I am very thankful for his kind gesture,” said Najwan.

Asked whether the expedition is sponsored, Muhd Najwan noted that it is all under his expenses and initiative but a couple of close friends particularly in the cyclist community back home extended a helping hand, logistic wise and guidance as well as some cash contributions.

Being the second child of four siblings, Muhd Najwan hopes that this initiative will motivate and encourage them to pursue their interests.

He hopes this expedition will give him more lessons and experience to bring home.

“My advice to those with dreams and ambition, while we are still young and have time, go for what we want to do as long as it is the right thing to do and not doing wrong to others, believe in yourself and stay positive,” said Muhd Najwan.

The young adventurous cyclist left the country for Sabah on Tuesday evening via Labuan and will complete his expedition in Sabah before the fasting month of Ramadhan.

LegCo, DPD RI strenghten ties

YB PEHIN Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib, Speaker of the Legislative Council (LegCo) received a courtesy call from Republic of Indonesia’s House of Regional Representatives (DPD RI) delegation yesterday.

The visit took place at the LegCo Building in Jalan Dewan Majlis. According to a press release, the objectives of the visit were to fortify good ties between LegCo and DPD RI, apart from being a platform for discussions that would benefit both sides.

The delegation comprised members of the DPD RI, led by Dr H Bambang Sadono, Deputy Chairman of the Institutional Capacity Development Committee of DPD RI.

Arko Hananto Budiadi, Chargé d’Affaires at the Embassy of the Republic of Indonesia in Brunei Darussalam was also present during the visit.

BRUNEI chefs are skilled but they lack international recognition as they are not coming out to showcase their food creations, said renowned Singaporean chef Siti Mastura Alwi.

“Bruneians need to get rid of their humble attitude or assumption that their creations are just normal,” she told the Bulletin yesterday. “Brunei food delicacies like ‘Nasi Belutak’, or beef intestine rice, could become the Sultanate’s signature dish. I love its taste as it could not be found anywhere else.”

Chef Siti is currently in the country on invitation to judge the upcoming ‘Packed Biscuits and Cakes Ready for Export’ com-petition organised by local social marketplace Cube Junction.

“The overseas market is still not familiar with Brunei’s gastronomic delights and we need to showcase them such as through online services.”

“There are many talented local chefs out there who post their food masterpieces through the social media,” Chef Siti said, adding that there is big potential to export Brunei biscuits and cakes.

“People may wonder what is unique about Brunei food. Does the food represent Brunei? That is what is required in food products if they are to attract foreign market. One way to enhance it is through fusion – blending the traditional style with modern style,” pointed out Chef Siti, who is one of the judges of reality show MasterChef Malaysia and Principal Chef Consultant of SSA Consulting Group, Singapore.

There is vast potential for Halal products internationally, judging by the $3.66 trillion global Halal market.

“Through this competition, which is the first of its kind to be held, we can promote local food for export market. We will pick 50 best of the best local biscuits and 50 cakes.

“Local food products should be capable of enticing international buyers and we will groom the winners and help them reach the foreign market. Through this competition, local entrepreneurs could raise the bar of the local food industry and as a benchmark against others,” Ramlee said, adding that the contest is held to answer the government’s call to develop the local food industry.

Mentored under the Cottage and Youth Initiative Programme at iCentre and endorsed by the National Chamber of Commerce and Industry, Cube Junction is a 100 per cent Bruneian company which offers an e-commerce and social networking platform for businesses to conduct their operations easily and securely on the Internet.

Interested chefs and cooks can submit their biscuits and cakes to the iCentre in Kampong Anggerek Desa for judging starting today until the closing date on April 30, before 2pm. Judging will be conducted from May 1-4 at the Knowledge Hub in Kampong Angggerek Desa and winners will be announced on May 19.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday arrived in Manila, the Republic of the Philippines, for a two-day State Visit.

Present at Balagbag Air Base, Manila to greet His Majesty were Carlos Garcia Dominguez III, Secretary of Finance as the Secretary-in-Attendance; and Meynardo L Montealegre, Ambassador Extraordinary and Plenipotentiary of the Republic of the Philippines to Brunei Darussalam.

Also present to greet His Majesty were Pehin Orang Kaya Pekerma Dewa Dato Seri Setia Lim Jock Seng, Minister at the Prime Minister’s Office and Minister of Foreign Affairs and Trade II; and Hajah Johariah binti Haji Abdul Wahab, Ambassador Extraordinary and Plenipotentiary of Brunei Darussalam to the Republic of the Philippines.

His Majesty then walked past a static guard of honour before boarding a motorcade to a leading hotel in Manila, where the monarch will reside throughout the State Visit.

Diplomatic relations between Brunei Darussalam and the Republic of the Philippines were established in January 1984. Since then, the two countries enjoy broadening cooperation in various areas such as trade, investment, defence, agriculture, energy, education and health.

The Republic of the Philippines will also host the 30th Asean Summit, which will be held on April 29.

Sisters top Storytelling Competition

TWO sisters from Datu Ratna Haji Mohd Jaafar Primary School, Kiarong were announced as the champion and runner-up for the Brunei-Muara District Level Storytelling Competition yesterday held at the Balai Sarmayuda of the Language and Literature Bureau (DBP) at the Old Airport, Berakas.

The champion, Siti Khadijah binti Mohammad Asnawi received $500 for her story titled ‘Ratapan Anak Tiri’; second prize winner, Siti Maisarah binti Mohammad Asnawi; and third prize winner, Dayangku Amirah Syahirunnisa’ binti Pengiran Haji Yahya from St Andrew’s School received $300 wach.

YB Naim bin Haji Kamis, a member of the Legislative Council presented the prizes and certificates to the winners as the guest of honour.

Acting Head of the Library Department, Emi Suryaney binti Haji Hipny said that various amendments have been made to the competition over the period of 34 years.

“The participants can enhance their creativity in delivering their stories to their audience and interacting with them by implementing the use of technological advancements such as video and sound systems,” she said.

She added that this helps the story to become more interesting hence giving an impact to the audience.

She said the competition is among the strategies of DBP in promoting a reading culture particularly among the youths.

She added that the competition also aims to increase interest among children to visit libraries as often as possible and participate in various activities such as learning, reading, interacting, entertainments and other beneficial activities that can be implemented in their education and life.

She said, “By participating in the competition, participants can learn new vocabulary while improving their Malay Language skills.”

The competition was open to children aged eight to 11 who were members of the DBP’s Library Service where 10 were selected out of 46 to compete in the district-level competition yesterday.

SIXTY of International School Brunei’s (ISB) Years 4, 5 and 6 students participated in the Brunei Junior Sports League (BJSL) T-Ball competition at Jerudong International School (JIS) yesterday.

Also participating for ISB were Her Royal Highness Princess Ameerah Wardatul Bolkiah, Yang Teramat Mulia Pengiran Muda ‘Abdul Muntaqim ibni Duli Yang Teramat Mulia Paduka Seri Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah and Yang Amat Mulia Pengiran Anak ‘Abdul Haseeb bin Pengiran Maharaja Setia Laila Diraja Sahibul Irshad Pengiran Anak Haji Abdul Rahim.

The T-ball competition was tightly contested with strong teams on show from ISB Bandar, ISB Kuala Belait, JIS, Panaga School and Hornbill School. Teams from each year group and each school battled it out in round-robin style. While the ISB Year 6 team managed to claim the top spot in their division, the overall winners of the day were Panaga School followed by JIS in second, and ISB Bandar / Hornbill School in a two-way tie for third.

“The Brunei Junior Sports League comprises tournaments across the sports of Athletics, Football, Swimming, Tag Rugby and Netball and is a much needed source of competitive, inter-school sport for young kids in Brunei,” said ISB PE Teacher Grant Macpherson.

ASWGL to discuss animal diseases, livestock development

THE Asean Sectoral Working Group on Livestock (ASWGL) Meeting was officially opened yesterday by Hajah Aidah binti Haji Mohd Hanifah, the Director of Agriculture and Agrifood, Ministry of Primary Resources and Tourism.

Brunei Darussalam, through the Department of Agriculture and Agrifood, Ministry of Primary Resources and Tourism, is hosting and chairing the meetings – the second time it is held in the country

The meeting began on April 27 and will end tomorrow.

The meeting, which is taking place at the Permai Meeting Room of the Department of Agriculture and Agrifood, is being attended by Asean member state delegates and government officials; and members from the Asean Secretariat, Food and Agriculture Organization (FAO), and World Organisation for Animal Health (OIE).

Absent from the meeting with acknowledgment are the delegates from Lao PDR and Republic of the Union of Myanmar.

In her speech, Hajah Aidah pointed out that ASWGL is recognised as a technical body under key Asean initiatives for livestock development, animal diseases, and threats to human health from zoonotic diseases.

This is made possible with the support of the Senior Officials Meeting – Asean Ministers for Agriculture and Forestry (SOM-AMAF), and the Asean Ministers for Agriculture and Forestry (AMAF).

“ASWGL, under its key initiatives and achievements, continues to recognise the significant socio-economic impacts of animal diseases as well as the development and implementation of strategic frameworks and mechanisms at national and regional levels,” said the director.

Examples of this technical body’s focus areas, according to Hajah Aidah, are priority transboundary animal diseases (TADs) such as Foot and Mouth Disease and Avian Influenza; Asean Coordinating Centre for Animal Health and zoonosis (ACCAHZ); strengthening veterinary services programmes such as the Asean Regional Animal Health Information System (ARAHIS); and collaborative programmes with FAO and OIE.

“The initiatives are in line with addressing challenges currently affecting Asean and the world,” she said.

She added that other pressing concerns include the effects of food insufficiency on public health and the livelihood and movement of animals due to zoonosis; international and regional economy and trade through the harmonisation of standards; and climate change and its impact on livestock production.

She further stated that it is hoped that Asean member countries will continue to strive hard to work together for a safer and more prosperous Asean Community, explaining that these efforts can be strengthened further through continuous collaboration and partnerships with dialogue and development partners such as the FAO and OIE.

“I believe that not only will this meeting provide an avenue for sharing and updating of the network’s achievements and activities over the past few years, it can also facilitate necessary decision-making to advance the agendas of the ASWGL, and forge new partnerships through relevant livestock-related projects in the region,” she said.

Singapore celebrity chef ‘spoiled for choice’ with local farm produce

SURROUNDED by a lush vegetation of herbs and fruit trees, Siti Mastura Alwi from Singapore was given the opportunity to experience a cooking adventure at the Eco Ponies Garden, an eco-homestay in Kampong Bang Nukat, Lamunin, Tutong District.

The celebrity chef is currently in Brunei Darussalam as a guest judge for the upcoming ‘Packed Biscuits and Cakes Ready for Export’ competition, organised by Cube Junction.

At 50, Siti Mastura looks young for her age, which she attributes to a balanced and healthy diet.

In an interview with the Bulletin, she admitted to being amazed at the assortment of local produce at the local community market, as well as the prices on offer.

“In my home country, I would pay around $1.90 for a ‘Pisang Raja’ per piece, but yesterday I paid around the same price for a whole bunch of freshly harvested bananas,” she said.

Siti Mastura also said that she was spoiled for choice with the fresh produce at the local market.

“I had never seen so many fresh vegetables. The lemon grass stalks were all so fat and green, compared to the small cut pieces back at home, which are also expensive,” she said.

Yesterday at the Eco Garden, Siti Mastura chose to make a dessert called Kueh Nagasari, which is made from rice flour, coconut milk, bananas and sugar.

For the wrapping, she used a large banana leaf from the Eco Ponies garden.

“This is an experience for me,” she said, while slicing the banana leaf in half. “Usually I have the banana leaves already cut into pieces, but today we picked a fresh large one, and I cut it myself.

“Coming from Singapore. I have never handled a banana leaf this large before,” she added.

“Alhamdulillah, I have been teaching the art of making Malay cakes for the past 15 years. I find the Malay desserts in Singapore, Malaysia and Brunei almost identical, only with different names. For instance, ‘Puteri Salat’ in Singapore and Malaysia is known as ‘Pulut Serimuka’ in Brunei.

“Yesterday, I got to sample the Brunei version of ‘Puteri Salat’, and the taste is very similar.”

During her stop at Eco Ponies, Siti Mastura also prepared a Malay dish called ‘Nasi Kerabu’, with her host and local entrepreneur, Siti Zaleha binti Haji Kaprawi.

Brunei, Russia ink military cooperation MoU in Moscow

FIRST Admiral (Rtd) Dato Seri Pahlawan Abdul Aziz bin Haji Mohd Tamit, Deputy Minister of Defence of Brunei Darussalam, and Lieutenant General Alexander Fomin, Deputy Minister of Defence of the Russian Federation, signed a Memorandum of Understanding (MoU) on military cooperation on April 26.

According to a press release issued by the Ministry of Defence (MinDef), the signing ceremony was held at the Radisson Royal Hotel in Moscow, Russia, and was attended by the Ambassador of Brunei Darussalam to the Russian Federation, Haji Haini bin Haji Hashim; Permanent Secretary at the MinDef, Captain (Rtd) Abdul Rahman bin Begawan Mudim Dato Paduka Haji Bakar; and other defence officials.

The Deputy Minister of Defence held a bilateral discussion with Fomin prior to the signing ceremony. The discussion set forth the framework for possible further bilateral military cooperation between both countries.

The inking of the MoU was made on the sidelines of the Sixth Moscow Conference on International Security, a two-day conference organised by the Ministry of Defence of the Russian Federation.

Sultan hails ties with Philippines

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday evening attended a State Banquet in honour of the monarch’s State Visit to the Republic of the Philippines.

The banquet was held at the Malacañan Palace and was hosted by Rodrigo Roa Duterte, President of the Philippines.

Upon arrival at Malacañan Palace, His Majesty was welcomed by the Philippine President. The event began with a welcoming address by Duterte.

During the State Banquet, His Majesty delivered a titah in which the monarch expressed happiness to receive President Rodrigo Duterte’s State Visit to Brunei Darussalam in October 2016. His Majesty highlighted that the regular exchanges of visits across all levels reflect the close friendship and goodwill between the two countries.

His Majesty observed that Brunei Darussalam and the Republic of the Philippines enjoy long-standing relations, especially with strong people-to-people links and acknowledged the role of the 23,000 Filipino nationals working in Brunei Darussalam in making significant contributions to Brunei Darussalam’s socio-economic development.

His Majesty expressed confidence that economic ties between Brunei Darussalam and the Republic of the Philippines will continue to progress to create a more conducive environment for business people to network and collaborate in areas such as Halal and agro-based industries.

The monarch also reaffirmed Brunei Darussalam’s commitment in working with the Philippines in maintaining peace and stability in the region, in particular through Brunei Darussalam’s participation in the International Monitoring Team in Southern Philippines.

His Majesty extended Brunei Darussalam’s full support for the Republic of the Philippines’ Chairmanship of Asean in 2017 as the association celebrates its 50th anniversary this year.

At the end of the titah, His Majesty extended the best wishes of the people of Brunei Darussalam and looked forward to strengthening the long-standing ties shared between both countries.

His Majesty will also be attending the 30th Asean Summit and Related Meetings, which will be held in Manila, the Philippines on April 29, 2017.

Asean leaders set for annual summit

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam will join other Asean leaders at the 30th Asean Summit which will be held in Manila, the Philippines tomorrow.

The Asean Secretariat said in a statement yesterday that this is the first of two Asean summits in this milestone year as Asean celebrates its 50th anniversary. Rodrigo Roa Duterte, President of the Republic of the Philippines, will play host to fellow Asean leaders and preside over the opening ceremony on Saturday at the Philippine International Convention Center and the Leaders’ Retreat at the Coconut Palace.

During the summit, the leaders would be discussing the implementation of Asean Community Vision 2025 and the way forward, external relations and future directions. They will also exchange views on regional and international issues. They are expected to sign the Asean Declaration on the Roles of the Civil Service as a Catalyst for Achieving the Asean Community Vision 2025.

Further, the leaders will be meeting with the representatives of Asean Inter-Parliamentary Assembly and Asean youth. The 12th Brunei-Indonesia-Malaysia-Philippines East Asean Growth Area (BIMP-EAGA) Summit and 10th Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) Summit will also be held in this occasion.

For its Asean chairmanship, the Philippines has adopted the theme ‘Partnering for Change, Engaging the World’ to illustrate its vision of an Asean Community that is dynamic, vibrant and prosperous for all – acting in unity within and with its global partners.

“Five decades of cooperation and integration have made Asean one of the most successful regional organisations in the world. Asean works together – cognisant of, and leveraging on, its diversity and collective potentials – to pursue a shared vision and common aspirations. This represents Asean’s unique strength,” said Le Luong Minh, Secretary-General of Asean, about his perspective on the core achievement of Asean.

Meanwhile, agencies reported that Southeast Asian nations would adopt a softer than usual tone about South China Sea disputes at a leaders’ summit on Saturday in Manila and exclude references to militarisation or island-building, according to a draft of the chairman’s statement.

Although some Asean leaders will express “serious concern” over the “escalation of activities” in the disputed sea, Asean will drop references, or even allusions, to China’s construction of artificial islands and the military hardware it has placed on them, according excerpts of the draft.

Sultan begins State Visit to Philippines

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam expressed pleasure to be back in the Philippines to further strengthen the close bilateral relations and extended the Sultanate’s full support for the Philippines’ chairmanship of Asean in 2017.

His Majesty was speaking at a joint press conference with Rodrigo Roa Duterte, President of the Republic of the Philippines, yesterday on the first day of the monarch’s two-day State Visit to the Philippines.

Earlier, His Majesty attended the official welcoming ceremony in honour of the State Visit, held at the Malacañan Palace, Manila.

Before arriving at the palace, His Majesty first attended a Wreath-Laying Ceremony at the Rizal Monument in Rizal Park, Manila.

At the Rizal Monument, His Majesty was greeted by Salvador Medialdea, Executive Secretary of the Republic of the Philippines. This was followed by the national anthems of Brunei Darussalam and the Republic of the Philippines. His Majesty then laid a wreath at the monument.

Upon arrival at the palace grounds, His Majesty was welcomed by President Duterte.

His Majesty proceeded to the dais to receive the royal guard of honour followed by the national anthems of both countries, and a 21-gun salute. His Majesty then inspected the royal guard of honour mounted by the Armed Forces of the Philippines.

His Majesty was later introduced to state dignitaries of the Republic of the Philippines, followed by the introduction of Brunei Darussalam’s delegation members to the President of the Philippines.

His Majesty also signed the visitors’ book at the reception hall of Malacañan Palace.

Both leaders then proceeded to the Aguinaldo State Dining Room for a bilateral meeting. During the meeting, both leaders discussed bilateral issues as well as regional and international matters of mutual interest.

His Majesty’s State Visit is held ahead of the 30th Association of Southeast Asian Nations (Asean) Summit on April 29, Saturday.

All the heads of Asean member states are participating in the summit, except for Myanmar, which will be represented by State Councilor Aung San Suu Kyi.

The summit and related meetings kicked off with its first meeting among the members of the Committee of Permanent Representatives to Asean on Wednesday.

There are a total of 138 Asean-related meetings, most of which are set to take place at the Philippine International Convention Center in Pasay City.

Another high-level summit of the Asean leaders and top officials will take place November 10 to 14, at the 31st Asean Summit and Related Meetings in Clark Field, Pampanga.

Apart from the heads of government of Asean, world leaders from Australia, China, India, Japan, New Zealand, Russia, South Korea, and the United States are also expected to attend this summit.
