THE Ministry of Religious Affairs (MoRA) yesterday held its fifth At-Tabarru’ Bil Khairat programme at Kampong Rimba Gadong, involving students of Institute of Brunei Technical Education (IBTE) Campuses.

Organised by the Technical and Vocational Unit of the Islamic Religious Section, Islamic Studies Department under MoRA, the programme this year focuses on two brothers – Muhammad Marzuqi bin Abdullah, 23, and Muhammad Rafie bin Roslan, 19, who are students of the IBTE Mechanical Campus in the field of ISQ 6/Rigger.

Their father, Roslan bin Haji Awang Besar, passed away from tuberculosis in October 2016, while their mother, Nurizzah binti Abdullah, is a Filipino convert who works as a temporary cleaner at their late father’s place of work, drawing a $300 salary.

The siblings received their donations from the guests of honour as well as representatives from the four campuses under IBTE Central and three campuses under IBTE Satellite.

JFHQ – Going from strength to strength

THE Joint Force Headquarters (JFHQ) has always been the Royal Brunei Armed Forces’ (RBAF) core driver for joint operations, optimising tri-services capabilities and assets.

Since the last decade, JFHQ has climbed a step higher by playing a more active role in collaborating with government security agencies in planning and coordinating efforts towards enhancement of national security.

This involves working in close liaison, particularly with the Royal Brunei Police Force, Internal Security Department, and other enforcement agencies, to maintain security at the national level.

Through the Asean Defence Ministers’ Meeting (ADMM) and the ADMM-Plus platforms, JFHQ has successfully executed several initiatives in accordance with the planned timetable.

ADMM-Plus Experts Working Group (EWG) Exercise on Maritime Security and Counter Terrorism was one of the highlights. It was conducted in May 2016, where Brunei Darussalam co-hosted the exercise with Singapore.

The exercise succeeded in promoting practical Maritime Cooperation in information sharing amongst ADMM-Plus countries on baseline interoperability procedures in Maritime Security matters, including baseline reporting and boarding procedures in multi-lateral maritime operations.MinDef

RBAF has played an active role in humanitarian assistance and disaster relief (HADR) operations. The country’s contributions to the people of the Philippines, affected by Typhoon Haiyan in 2013 in the form of coordinating relief aid and supplies, were delivered both by air and sea.

Further afield, JFHQ, again in May 2015 coordinated the deployment of a HADR medical team, comprising personnel of the RBAF and the Gurkha Reserve Unit (GRU), to Nepal after a 7.8 magnitude earthquake hit the country.

At sea, RBAF, through the services of its naval vessels, assisted the search and rescue operation for the missing flight MH370 in March 2014.

They were among the 80 units involved in the international search and rescue (SAR) mission.

The JFHQ is suited within the current RBAF force structure to be the nerve centre for military planning and operations.

Since its formation in 2007, it has played that vital role of coordinating the effective use of delivering RBAF’s capabilities.

Defence diplomacy RBAF’s key strategy to resolve rows

DEFENCE diplomacy remains at the core of the Royal Brunei Armed Forces’ (RBAF) strategy in resolving maritime conflicts that have seen a few flashpoints recently, the Deputy Minister of Defence First Admiral (Rtd) Dato Seri Pahlawan Abdul Aziz bin Haji Mohd Tamit said.

In a special interview with the Bulletin on the occasion of the RBAF’s 56th anniversary this year, the deputy minister noted that Brunei Darussalam has always been seen by its counterparts as a champion and mediator to resolve disputes and prevent conflicts through constant communication.

“Such maritime tensions will continue to be a political issue which for Brunei Darussalam is best dealt with consultations. The best way for RBAF is to look for opportunities to enhance practical cooperation that can further enhance trust building among claimants as well as addressing the more pressing non-traditional security threats,” he said.

The deputy minister was answering a question on the RBAF’s role in diffusing such tensions in the region. “Peace, security and stability of our maritime domain is paramount to collective well-being and hence should not be compromised,” he stressed while highlighting several measures and initiatives the Ministry of Defence and RBAF have taken to prevent and defuse misunderstanding and promote quick response.

Brunei Darussalam initiated the establishment of Asean Direct Communication Link or Infrastructure under the Asean Defence Ministers’ Meeting (ADMM) Framework and also co-chaired the ADMM-Plus EWG on Maritime Security with New Zealand during the last 2014-2016 cycle which aimed at developing more effective defence and military response to maritime strategic challenges in the Asia-Pacific region, identifying regional military security challenges and enhancing maritime cooperation and wider information sharing.

The deputy minister reiterated Brunei’s full commitment to maintaining peace and security in the region through practical cooperation initiatives. “The best way to achieve this is to continue to reaffirm our key memberships in organisations such as Asean, ADMM, ADMM-Plus as well as platforms such as the Western Pacific Naval Symposium. Because through such collaborations come the confidence and trust building initiatives such as the Code for Unplanned Encounters at Sea (CUES) which brings great value to promote peace, stability and especially cooperation,” he said.

He also pointed out that it must always be remembered that the Ministry of Defence and the RBAF remain constantly guided by Brunei’s foreign policies, highlighting that they work very closely together with colleagues in the Ministry of Foreign Affairs and Trade (MoFAT).

Development of RBAF and its personnel 56 years on

As the RBAF celebrates its 56th anniversary this year, the deputy minister said that since achieving independence in 1984, the country has witnessed significant development of the RBAF, from merely a growing force into what is now a force of considerable presence and capability.

“We are so blessed by Allah the Almighty that the country is constantly at a state of peace and tranquillity, and under the leadership and wisdom of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Minister of Defence and Supreme Commander of the RBAF, the RBAF has reached the maturity age with a number of significant achievements gained along the way since its formation in 1961,” he said.

He said one significant achievement today would be in the field of education and development of its personnel through the recruitment of officers with high quality and diverse academic backgrounds.

“This has given a boost for RBAF with educated and credible armed forces. With the visionary generation that can carry out their roles and duties towards helping the nation’s development, they are envisioned to become the backbone of the defence institution, and thus would be able to support the country’s aspirations to produce a reliable, robust and resource-efficient armed forces,” he added.

The deputy minister said His Majesty has constantly stressed the importance of effective leadership and places significant emphasis for the recognition of leadership positions among the RBAF personnel. “This was made very clear when the commanders of the Royal Brunei Land Force, Royal Brunei Navy, Royal Brunei Air Force and the Joint Force Commander were upgraded to be of a one-star rank (Brigadier General and First Admiral). This was also in line with the upgrading and restructuring of the services which took place around the same time,” he noted.

Progress in defence capabilities

In terms of defence capabilities, the deputy minister shared that the RBAF has achieved significant progress over the years, especially through the realisation of its capability delivery plan part of which has now successfully been implemented.

“This includes the upgrade of the Royal Brunei Navy (RBN) fleet and its capabilities from coastal patrol to offshore patrol capable and ocean going ships. The Royal Brunei Air Force also saw the introduction into service of 12 Blackhawk S70i helicopters in 2013. These multi-purpose helicopters fulfil the role of the Medium Lift Helicopter Bell 212 helicopters that were decommissioned in August 2014,” he said.

Meanwhile, he said that efforts towards restructuring and improving the level of preparedness is critical for the RBAF and on December 14, 2007 saw the significant formation of the Joint Force Headquarters and Joint Operations Centre.

“The RBAF has also evolved into a network enabled force with significant developments through the essential acquisitions of the Command, Control, Communication, Computer and Intelligence (C4I) and Combat Net Radio (CNR) systems, both signed in 2008.

“Focusing on personnel development, to further optimise technology and nurture a highly skilled workforce, new institutions were also set up including the Centre of Science and Technology Research and Development (CSTRAD), Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS), Defence Academy which houses the RBAF Command and Staff College, Leadership and Management Centre and the Officer Cadet School,” he noted.

However, the deputy minister said that “this focus is not just limited to education and training as the core values of the RBAF; Loyalty, Taqwa, Courage and Professionalism as well as enhancing the spiritual guidance of the personnel are also of great importance. These core values are in line with our Malay Islamic Monarchy philosophy, and hence leading to a significant religious initiative that was created with the establishment of the RBAF Religious Department (JAMA’AT) on April 1, 2005”.

Other components that were established for nurturing the ‘soft’ values of the RBAF personnel are the Counselling Centre and its Military Legal Unit. Each has its own specific roles within the holistic approach towards personnel management and development, he shared.

Another significant progress is the development of female members of the RBAF, the deputy minister said, noting their remarkable achievements in their careers that span from helicopter pilots, ship’s captain, medical doctors, dentists to training instructors. “This is leaps and bounds from how we saw women in service a decade ago.”

“We are very pleased with the ability of the RBAF in its commitment to take up various international and regional missions, especially those under the ADMM and ADMM-Plus activities and cooperation as well as those under United Nations-related tasking, the deputy minister said, adding that these missions include the RBAF’s involvement in Peacekeeping Operations and Peace Monitoring Missions abroad as depicted in the United Nations Interim Force in Lebanon (UNIFIL), and regionally in the International Monitoring Team (IMT) in southern Philippines.”

Further afield, in May 2015 the RBAF worked in collaboration with the Singapore Armed Forces, providing Humanitarian Assistance and Disaster Relief (HADR) by sending a medical team comprising the personnel of the RBAF and the Gurkha Reserve Unit (GRU) to Nepal after a 7.8 magnitude earthquake hit the country.

Asked about plans to upgrade Brunei’s defence capabilities and procuring new equipments, the deputy minister said that under the current economic situation, to improve the level of preparedness and readiness, planning and prioritisation for long-term capability development must continue and to be implemented at a time where planned budget has been allocated.

He said this may involve short-term reprioritisation, adjustment and extension of delivery milestones where deemed necessary. “A review of the capability plan timeline will have to be undertaken iteratively alongside budgetary allocation. At the same time, RBAF must be innovative in ensuring short-term potential gaps are mitigated. Where appropriate, it should extend the service life of assets, practice obsolescence management, optimisation of resources and continue developing our forces with current and future technologies to develop the capacity, human resources and readiness of the RBAF as a whole.”

TERAJA Labi Longhouse Committee members were recently involved in a clean-up and clearing of trees blocking the path to Teraja Waterfall in Labi.

Burong Nyanggau led the campaign. The effort has trimmed down to 30 minutes the journey to Teraja, from the previous 45 – 60 minutes trip.

Tourists must first report to the relevant authorities, such as the police, before setting off to the Teraja longhouse or the forested areas surrounding Kampong Teraja in Labi.

Activities and businesses have been set up to accommodate visitors, including the accommodation programme @Inap Desa, traditional cooked chicken in bamboo, cultural demonstration, handicraft-making, jungle-trekking, bird watching and a night safari.

IT WAS all about time last Saturday… luxury Swiss-made timepieces to be precise.

The exclusive by-invitation only event was brought to you by Bank Islam Brunei Darussalam (BIBD), through its Perdana Privilege Banking Division. In partnership with BIBD was Royal Brunei Airlines (RB), which was the exclusive airline partner, assisting to transport the special collection of horological timepieces to Brunei Darussalam.

As part of its commitment to support and promote Bruneian businesses, the key focus was on Brunei’s very first watch entrepreneur Keeran Dato Janin, with his brand Avantist.

Alongside Keeran were H Moser & Cie and Hautlence, two independent watchmakers that have made a serious name in the watch-making world, and have garnered respect from their larger peers.

It was a first for Brunei to have these two major names in the country. MELB Asia Ltd CEO Bertrand Meylan and H Moser & Cie International Director of Sales Nicholas Hofmann represented the two Swiss brands.

Well known for his beautiful jewellery-work, Keeran has expanded into the watch-making business, co-founding and establishing his business in Switzerland where the watches are being made. Guests got a very special opportunity for a ‘pre-launch preview’ of a few of his ‘Legend Series’ of watches, which Keeran will be launching internationally in the next few months at Wimbledon, a befitting venue given that his first range of watches is to be based on two legendary tennis stars, Martina Navratilova and Leander Paes.

Each series of watches, made of titanium, is limited to 30 pieces only as they shall contain strings from racquets used to win their grand slams such as in Wimbledon, Paris and Australia. Limited due to the production numbers and unique as future owners of these watches will literally have a piece of history in the hands.

Not only were guests able to see and try on the watches, they were also entertained with a very insightful panel talk from all three brands, where everyone had the opportunity to know the brands and understand the challenges of the watch business.

A first in Brunei to have an opportunity to listen to industry players in watchmaking, showing the commitment by BIBD and Perdana Privilege Banking to bring the best opportunities and experiences for its Perdana Privilege Banking members.

Present to kick-off the event with opening remarks was Hajah Nurul Akmar binti Haji Mohd Jaafar, BIBD’s Head of Retail Banking Group.

Amongst the senior BIBD members attending the event was Hajah Noraini binti Haji Sulaiman, Chief Financial Officer cum Deputy Managing Director.

WITH the domestic market being insufficient for the local cottage industry, small and medium enterprises (SMEs) must set their sights on the Asean Economic Community market.

This was said by Captain (Rtd) Zailan bin Pehin Dato Mohd Don, the Principal Mentor of the Cottage and Youth Initiative Programme (CYiP) and Advisor for the National Chamber of Commerce and Industry Brunei Darussalam, at a Retail and Supply Agreement signing ceremony, held yesterday between Beaute Rossera Supply and Paloma of MS Titanstar Enterprise.

The guest of honour at the signing ceremony was Datin Paduka Hajah Rokiah binti Haji Zakiah, the President of the Women’s Business Council (WBC).

Signing on behalf of Beaute Roserra was Siti Nurr Saffa Anatti binti Az Muhammad, the brand supplier and owner, with Pengiran Haji Haris bin Pengiran Duraman as witness.

Meanwhile, Haji Abdul Rahman bin Haji Metasim signed on behalf of retailer MS Titanstar, which was witnessed by Wee Yuh Lian.

The ceremony also coincided with a launching of Beaute Roserra products and the Paloma website, by Datin Paduka Hajah Rokiah.

In his welcoming remarks, Captain (Rtd) Zailan introduced the public to Beaute Rossera, a local brand which produces cosmetic items.

CYiP embraces five business categories – e-commerce, cosmetics, women’s clothing, menswear, and food and beverages – with the main aim of developing quality products for local brands.

At present, 65 micro and nano businesses are being facilitated by the CYiP mentorship programme, in a bid to encourage local SMEs to go global.

Since the CYiP’s inception five months ago, 23 brands have already been qualified for export standards, six products approved for export and two awaiting export agreements, including those from the Beaute Rossera brand.

The programme also offers assistance to local SMEs on a daily basis, by providing focus group sessions on product quality, packaging and innovation.

In an interview with the Bulletin, Datin Paduka Hajah Rokiah expressed her pride at seeing Brunei entrepreneurs being able to develop their own products and launch them in the local market.

Meanwhile, the CEO of Beaute Roserra, Siti Nurr Saffa Anatti, told the Bulletin that consumers have confidence in her products, thanks to accreditation from the Ministry of Health and the Halal certification

When asked how she managed to acquire capital for her brand of beauty products, Siti Nurr Saffa said that she used her own money, which was originally set aside to fund further studies.

“Instead, I invested the money to build up my own brand and business,” she said.

She also has words of advice for local youths: “If they have the passion to venture in entrepreneurship, they must be willing to face challenges and risks. At the same time, they must keep going, so that they can achieve success.”

THE holy month of Ramadhan is the time for the Muslim Ummah to show unity and come to the aid of those who need assistance.

During Ramadhan, the prospect of giving charity is heightened immensely as people tend to donate more generously during this month of blessings.

The reward for every good deed done during this month is multiplied manifold, which is why Muslims donate their Zakat (tithe) graciously to play their part in strengthening the Muslim Ummah.

Bruneians are known for their charitable activities and never miss any opportunity to help lessen the burden of the financially weaker individuals in the community to jointly share the joy of the upcoming Hari Raya festivities.

The national level donation for orphans will take place today at the International Convention Centre in Berakas and the ceremony will also see presentation of prizes to orphaned students who have excelled in studies.

The distribution of basic food necessities for eligible poor and destitutes (Fakir and Miskin) in the Brunei-Muara, Tutong and Belait districts will also be held today.p01-1_20170601

In addition, an established auto company will donate hampers to single parents. Representatives of the company will visit their houses today and again on June 5 for the distribution.

Another firm will donate water and dates at Hassanal Bolkiah Mosque in Pekan Tutong today.

According to the Ministry of Religious Affairs, for the upcoming Hari Raya, some 8,299 less fortunate individuals (Fakir and Miskin category of Zakat Fitrah recipients) comprising 2,794 heads of families and 5,505 dependents will receive tithe money.

Each head of family will receive $100 and each dependent $50 from Zakat Fitrah. Additionally, the head of family will get $500 and dependent $300 from Zakat Harta (property tithe). This means each head of family will get a total of $600 and dependents $350 each as tithe money.

Meanwhile, the Zakat assistance will also be provided to 3,507 Muslim converts, of whom 2,924 are heads of families while 583 are dependents. Each head of family will receive $50 from Zakat Fitrah and $500 from property tithe, while it will be $50 and $350 respectively for each dependent.

Apart from these, tithe money distributed before the start of the new school term every year, will also benefit the less-privileged in the society.

Brugoat bringing Dorper sheep meat to local market

BRUGOAT Farming and Trading Pte Ltd has set aside for sale 450 Boer goats and Dorper sheep for Aqiqah and Korban, each weighing between 25kg to 50kg.

Located at Kampong Gana in Sungai Liang, the farm began operation in December 2015. It is managed by Hajah Rohzemah binti Haji Ismail, and currently has 2,205 Boer goats and Dorper sheep on the farm.

The company started its business for breeding purposes in late 2015, with the Boer goat and Dorper sheep breeds imported from Australia. Its primary objective was to increase livestock production with the availability of locally sourced goat and sheep meat. Its goal is to breed, rear and sell locally sourced goat and sheep meat.

The farm is considered to be the first in the country to breed Dorper sheep intensively and aspires to introduce its meat to local consumers.

The management has also employed a field veterinarian experienced in rearing Boer goats and Dorper sheep, along with a labour force of 39 field workers.

The farm area consists of eight goat houses, six of which are used as the main production houses and the remaining two as nursery quarters.

The capacity per goat house is between 400 and 500 heads, depending on the length of the house structure.

In the breeding production of the Boer goats and Dorper sheep, the farm management observed that delivering sets of twins was quite the norm, although from the breeders in Australia, this was generally not the case for Dorper breeds.

Caring for twins would be more tedious and requires ample nutrition and care.

If required, supplementing with manual bottle feeding may be needed; using expressed milk from other female goats that had miscarried or loss their young.

Dorper sheep are naturally wooly and would need shearing in its management so as to avoid heat stress as well as for hygiene purposes.

The husbandry management segregates the livestock population based on the production stages, eg, for the pregnant does and maternity areas, weaned young, breeding males and females and for the goats and sheep ready for sale.

The feed management programme in the farm caters for the preparation of fodder or grass feed, supplemented pellet feed, concentrate and silage (fermented grass and other supplements).

Management for proper and clean feeding system is important to ensure optimum animal health and growth as well as a preventive against diseases.

KANGLIN Hydroponics Farming, located at the Sungai Liang Agriculture Development Area in Belait, became fully operational in 2009.

The farm is managed by Haji Muliadi bin Haji Moksin with the help of five staff.

The company grows vegetables and fruits on a 2.8-hectare plot of land by means of a modern closed house and semi-closed house farming system, using the hydroponics and fertigation cultivation system.

Its produce includes leafy vegetables such as Japanese/Lebanese cucumber, cherry tomato, pak choy, Amaranth (Bayam), Brassicas (Sawi), Kailan and spinach, as well as an assortment of fruits.

The crop cultivation process employs a high-technology system, which replaces soil with the use of vegetable sponge and cocopeat.

This ensures high quality crops by eliminating soil-borne diseases that affect the quality and production of the crops.

These crops carry the ‘All About Green’ logo on their packaging as the company’s product brand, and are marketed at supermarkets nationwide.

In 2013, Haji Muliadi received the Farmers award, Successful Farmer and Livestock Breeders award in conjunction with the Farmers, Livestock Breeders and Fishermen’s Day 2013.
