BRUNEI Darussalam is ranked among the best in the world in political stability and safety in the latest edition of the Global Innovation Index.

The Sultanate is placed seventh at the sub-pillar level under ‘Institutions’, after New Zealand, Luxembourg, Switzerland, Iceland, Canada and Singapore.

Under Institutions, Brunei excelled in regulatory environment, clinching the 27th place globally where under this indicator, the nation triumphed in the cost of redundancy dismissal, salary weeks where it was ranked first.

The cost of redundancy dismissal measures the sum of notice period and severance for redundancy dismissal (in salary weeks, averages for workers with one, five and 10 years of tenure, with a minimum threshold of eight weeks).

The Global Innovation Index measures the innovation performance and capacity of countries.

It brings together a range of innovation inputs and then matches those against a list of knowledge and technology outputs and creativity outputs for each country.

Seven indicators were used: Institutions; Human Capital and Research; Infrastructure; Market Sophistication; Business Sophistication; Knowledge and Technology Inputs; and Creative Outputs.

Overall, the Sultanate is in fifth position among Southeast Asian nations and ninth in Asia, and in the 71st position globally, in the annual Global Innovation Index published on June 15, 2017.p01-3_20170617

The Index, co-published by Cornell University, French business school INSEAD and the World Intellectual Property Organisation, had 127 economies participating.

Making its first entry in such global index, Brunei which was among the high income index nations did well in several other indicators.

Brunei was in 30th place for government effectiveness while for innovation input, it is placed 40th and innovation output it came in 110th. For business environment, the nation sits in the middle of the table at 62nd place.

Under Human Capital and Research, Brunei came in the 27th place in tertiary education indicator where the nation’s strength is in the percentage of the number of graduates produced in science and engineering where Brunei was ranked sixth in the world.

For Infrastructure indicator, Brunei ranked 55th where it emerged in the sixth place in general infrastructure.

Sultan’s congratulatory message to UK

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to send congratulatory messages to Her Majesty Queen Elizabeth II, Queen of the United Kingdom of Great Britain and Northern Ireland, and Theresa May, Prime Minister of the United Kingdom of Great Britain and Northern Ireland, as well as members of the royal family, the Government and people of Britain on the occasion of the 91st birthday of Her Majesty Queen Elizabeth II.

In the message to Her Majesty Queen Elizabeth II, His Majesty and members of the royal family, as well as the people of Brunei Darussalam wished Her Majesty and members of the royal family a very happy celebration and looked forward to continuing to strengthen the close and historic ties of friendship and cooperation that the two countries have long enjoyed.

In ending the message to Her Majesty Queen Elizabeth II, His Majesty extended his kindest regards and best wishes for Her Majesty’s good health and happiness and for the continued prosperity of the United Kingdom.

In a similar message to Prime Minister Theresa May, His Majesty extended his warmest congra-tulations to the prime minister, the Government and people of the United Kingdom on the occasion of Her Majesty the Queen’s birthday, and conveyed his deep appreciation for the long-standing ties of friendship and cooperation enjoyed by the two countries and its people, and renewed the commitments to enhancing these much-valued ties in the years ahead.

His Majesty concluded his message to May by extending his kindest regards and best wishes.

Kean says side improve despite defeat

DPMM FC head coach Steve Kean highlighted that his side showed improvement compared to their previous outing prior to the visit to Albirex Niigata (S) despite a 4-0 defeat in the Great Eastern-Hyundai S League at the Jurong East Stadium in Singapore on Friday.

While there is no running away from the hiding they received, Kean was pleased to see his side creating chances and pointed out better statistics compared to the Home United game.

DPMM FC forward Adi Said, who deputised for the injured Rafael Ramazotti, carved most of his side’s chances but failed to convert any of his attempts.

“The result was not good but we’ve got especially in the first half three or four great chances,” said Kean in a post-match interview.

“I think on reflection if you’re looking at the stats, the shots that we had, it was a much better performance than our last performance (against Home United).

“I think there’s improvement even though the result was not good but I was proud of the boys. They kept playing and they kept on trying to score,” he added.

Kean indicated that the score was not entirely reflective of their performance after seeing his side slipped to a sixth defeat in seven matches.

“It was a harsh result for us, the result looked as though we were not in the game but I felt that was not the case,” the former Blackburn Rovers manager added.

Meanwhile Kean’s opposite number Albirex Niigata (S) head coach Kazuaki Yoshinaga has seemingly appeared to put the impressive victory over DPMM FC well and truly behind him.

The runaway S League leaders have won 10 of their last 11 matches but Yoshinaga refused to rest on their laurels.

“I am not interested in the statistics, and I am not going to count the number of games we have been unbeaten. Whatever’s past is past,” said the Japanese tactician.

“I was pleased with the performance although there were certain things we need to improve that we will work on for the next game (against Warriors FC),” said the head coach.

Yoshinaga also added that their opponents lacked a target man following the absence of Brazilian forward Rafael Ramazotti.

The Gegar Gegar men will be returning to league action against Warriors FC at home on July 2 while Albirex Niigata (S) can put some distance from one of their title rivals Home United with victory next week.

Holiday queues mean good business for water-taxi operators

WITH the Hari Raya Aidilfitri festivities just a week away, speed-boat operators are experiencing even more brisk business than usual.

Most Temburong residents prefer to travel to the capital by speedboat, to avoid long queues at the Brunei-Limbang border, which are expected to coincide with the start of the school holidays yesterday.

A typical journey to Bangar, Temburong, takes around 45 minutes by boat, compared to the long hours and queues faced by motorists at immigration posts on both sides of the Brunei-Limbang border.

Travelling by speedboat is still one of the fastest means of transport to Temburong District, particularly during public holidays and long school vacations.

For the water-taxi operators plying their trade on the Brunei River, the month of Ramadhan means twice the number of passengers, compared to ordinary days.

Services normally end earlier during the fasting month, owing to the shortened working hours of those in the public service, but water-taxi operators say that they are always ready to accommodate passengers at any time.

To cope with the growing demand, the number of speedboat taxis has also increased.

Passengers are not only locals, but also tourists and the expatriates commuting to work in Temburong District.

Raya cheer for underprivileged families

THE Jerudong Park Medical Centre (JPMC), in collaboration with The Brunei Cancer Centre (TBCC) and the Brunei Neuroscience, Stroke and Rehabilitation Centre (BNSRC), once again organised a donation drive campaign reaching out to the less fortunate.

This was organised as part of the company’s Corporate Social Responsibility (CSR) activities during the holy month of Ramadhan.

Among the items handed over by the volunteers were adult diapers, canned food, cooking ingredients and rice.

The three health centres hope to create awareness that the underprivileged need help and that the community should come together to provide assistance in preparation for the festive month of Syawal to ensure a joyous occasion for all members of the community.

The activity also sought to strengthen ties among communities in the country.

This year’s recipients were underprivileged patients from TBCC and BNSRC and Gleneagles JPMC.

IN CONJUNCTION with the holy month of Ramadhan, the Jame’ ‘Asr Hassanil Bolkiah Takmir committee members yesterday held a Tahlil, Doa Arwah and donation presentation ceremony for the orphans of Kampong Kiulap, Kampong Kiarong and Kampong Menglait of Mukim Gadong ‘B’.

The ceremony was held at the multipurpose hall of the Jame’ ‘Asr Hassanil Bolkiah.

The event commenced with a recitation of Surah Al-Fatihah followed by the welcoming remark by the Chairman of the event, Ustaz Haji Haris bin Haji Suboh, Acting Senior Religious Officer of the Jame’ ‘Asr Hassanil Bolkiah.

The guest of honour, Acting Director of Youth and Sports Department, Pengiran Anak Mohd Sofian bin Pengiran Anak Haji Ibrahim, presented money and gifts to 21 orphans.

Haji Mohammad bin Haji Abu Bakar, Village Head of Kampong Kiulap; Haji Omarsidi bin Haji Ahmad, Village Head of Kampong Kiarong; Haji Mohdar bin Haji Ahmad, Village Head of Kampong Menglait; and consultative members of all three villages were also present.

The event concluded with a Doa Selamat.

Total hands over books to YASKA

TOTAL E&P Borneo BV (TEPB), under its ‘Give a Book’ campaign, handed over books to the Children’s Cancer Foundation (YASKA) at the Children Oncology Ward of the Women and Children’s Centre of Raja Isteri Pengiran Anak Saleh (RIPAS) Hospital yesterday.

The contributions were handed over by Ben Kampala, TEPB’s HSE Manager, and Harina binti Ramlee, TEPB’s Corporate Services Manager.

The book donation was part of TEPB’s corporate social responsibility (CSR) initiative and employee volunteer programme.

The ‘Give a Book’ campaign – where new and used books were contributed by Total’s employees and family members – was coordinated by TEPB’s Corporate Communications and CSR departments.

The highlight of the event was a story-sharing session by Khairi, a cancer survivor. Another one of TEPB’s CSR projects, called ‘Hari Raya Treasure Hunt’, will be held early next month.

YASKA is a non-governmental organisation which aims to provide information and support for children diagnosed with cancer and their families.

This is done through fostering understanding of childhood cancer issues, creating supportive communities for families dealing with childhood cancer, and providing funding for childhood cancer advocacy and outreach programmes.

RIPAS Hospital has provided treatment for children with cancer since the 1980s. A dedicated Children’s Oncology Team was first established in 2004 under the guidance of DP Dr Lim MK, comprising a medical officer and three nurses. Since then, the number of nurses at the section has increased.

The Paediatric Oncology Ward has since moved into the Women and Children’s Centre of RIPAS Hospital.

The ward, dedicated solely to the care of children with blood and cancer diseases, houses 10 single rooms, one multisensory room, a four-bedded bay area, one outpatient clinic, a toy library, a classroom, and a resource centre for the children and parents.

The Occupational Therapy Unit conducts play therapy sessions for the children to aid their recovery, while an onsite teacher from the Special Education Unit, Ministry of Education, helps the children keep up with their school work.

In the past 10 years, 134 of child cancer patients have been reported in Brunei Darussalam, of which leukemia accounts for more than half of the cases.

The remaining cancers include brain tumours, bone tumours, lymphoma, soft tissue sarcoma, and Wilm’s Tumours, among others.

Children afflicted with cancers – and their parents – can often feel very alone in their fight against the disease. They usually feel lost when faced with the enormous weight and task of treatment and therapy.

The opening of the Children Oncology Ward is therefore a particularly important and a beneficial step forward in helping the children and their parents.

A CHARITY Market was recently organised by Pengiran Jaya Negara Pengiran Haji Abu Bakar Secondary School (SMPJNPHAB) for their students and a presentation of donations to orphans studying in the school.

Over 125 students received necessity items worth $500, provided by Massutera Engineering Sdn Bhd.

Haji Abdul Malik bin Haji Abu Bakar, Village Head of Kampong Pandan ‘B’ as the guest of honour handed over some of the donations to the orphans of SMPJNPHAB.

Also present was Haji Muhammad Alfie bin Haji Omar, Managing Director of Massutera Engineering Sdn Bhd.

The event began with a speech by Cikgu Gudaihenah binti Yadai, Deputy Principal for Academic of SMPJNPHAB.

She said the event represents one of the activities organised by the Parent-Teacher Association (PIBG) of the school to aid students who are less fortunate by providing them donations.

She hoped that the aid will help them during Ramadhan as well as for the upcoming Hari Raya celebrations.

The event continued with the presentation of donations.

PUJA Brunei hosts Khatam Al-Quran at headquarters

THE Association of Surveyors, Engineers and Architects (PUJA) Brunei held a Khatam Al-Quran ceremony at its headquarters recently.

The annual ceremony held to commemorate the holy month of Ramadhan marked the PUJA Brunei members’ completion of the recitation of the 30 Juzuks of the Al-Quran.

Dato Paduka Awang Haji Suhaimi bin Haji Gafar, Deputy Minister of Development and senior member of PUJA Brunei; President of PUJA (Brunei), Haji Mohammad Nazri bin Haji Mohammad Yusof; and other members of PUJA Brunei attended the event.

The ceremony started with mass recitations of Surah Al-Fatihah followed by the Al-Quran and Takhtim recitations.

The event concluded with mass Maghrib prayer and breaking of fast.

Brunei Qari gains valuable experience in Dubai

COMPETING in a major international competition was a life-changing experience for Awangku Abdul Qadir bin Pengiran Haji Ibrahim.

He was among the Brunei delegation participating in the 21st International Al-Quran Memorisation Competition in Dubai, United Arab Emirates, which ended on June 15.

Awangku Abdul Qadir, accompanied by his father and Ustaz Muhammad Nur Hanis bin Ismail, the Delegation Manager, returned home on June 16.

In an interview, Awangku Abdul Qadir said by participating in the contest he gained valuable expe-rience not only in memorising the holy Quran but also in pronunciation and Tajweed.

The student from Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah told the Sunday Bulletin that he recently completed his Diploma in Tahfiz and Qiraat. This was his first appearance in an international competition.

Some 100 memorisers of the Quran from around the world competed in the annual competition, held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, who is Vice-President and Prime Minister of the UAE as well as the Ruler of Dubai.

Participants, who had to perfectly memorise and eloquently recite the holy Quran in full, faced stiff competition.

TAP holds religious events

THE Employees Trust Fund (TAP) held a Khatam Al-Quran and Tahlil ceremony yesterday at the Omar ‘Ali Saifuddien Mosque in conjunction with the holy month of Ramadhan for the year 1438 Hijrah.

Present as the guest of honour at the ceremony was Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports as the Chairman of the TAP Board of Directors.

Also present were TAP Board members, members of TAP’s Investment Panel and Audit Committee as well as TAP officers and staff.

The ceremony began with the recitation of Surah Al-Fatihah led by the guest of honour, followed by a mass recitation of Al-Quran verses and Takhtim.

The event continued with the Doa Khatam led by Mudim Haji Amran bin Haji Mohammad Salleh.

The Doa Allah Peliharakan Sultan dan Negara Brunei Darussalam was led by Pehin Khatib Dato Paduka Haji Emran bin Haji Kunchang.

TAP in a press release stated, the event is organised annually by the Welfare and Sports Body of TAP (BKSTAP) in conjunction with the holy month of Ramadhan.

Groupers cross the sea

IT WAS a momentous occasion for local company Nur Nabai Aquaculture Sdn Bhd as it embarked on exporting hybrid grouper fish to the Hong Kong market.

The first shipment containing three tonnes of live fish left the Brunei shore yesterday.

The company, which began operations on August 30, 2016, is located on a six-hectare site in Tanjong Pelumpong in the Brunei-Muara District.

Nur Nabai Aquaculture is a joint venture between local investor Fisherod Enterprise and an investment company from Indonesia’s PT Sumatera Budidaya Marine.

Present to witness the first delivery of the fish were Dato Seri Setia Awang Haji Ali bin Haji Apong, Minister of Primary Resources and Tourism, and YB Pengiran Haji Mohamed bin Pengiran Haji Osman @ Othman, a Legislative Council member and Village Head of Kampung Masjid Lama, Pekan Muara, Sabun and Pelumpong.

In addition to fish breeding in cage, the joint venture company is planning to develop hybrid grouper breeds by establishing hatcheries and nurseries in Kampong Sungai Paku in the Tutong District at the end of this year.

The establishment of such hatcheries and nurseries in the country will not only ensure a more competitive price for fish farmers, but also support the supply of high quality fish fry that is adequate and sustainable.

Nur Nabai Aquaculture will also cooperate with local fish farmers through contract farming. Through this initiative, the company will supply hybrid grouper fry to local fish farmers and buy back the fish once they reach the required size, to be marketed to markets in Hong Kong and the People’s Republic of China.

According to senior officials of the Ministry of Primary Resources and Tourism (MPRT), Nur Nabai Aquaculture Sdn Bhd is one of the several companies that are active in aquaculture activity, and is making all out efforts to double output, targeting export markets.

Although in operation for the last 10 months only, the company has managed to make its first export.

This is in line with the aspiration of the ministry to help diversify economic activities of locals and stimulate the country’s gross domestic product (GDP) growth.

“Nur Nabai Aquaculture Sdn Bhd is expected to produce 1,200 tonnes of hybrid fish annually by 2020 with an expected monthly export of 100 metric tonnes. This means that Brunei Darussalam has the potential to become the largest producer of fish in Asean by 2020,” said Michael Chang, manager of the company.

Meanwhile, a local partner Haji Abdul Rudi bin Haji Abdul Rahim said the company is very fortunate to have partners from abroad with extensive experience in fish farming, and a strong network of export markets in Hong Kong and China.

“The company is extremely grateful for the strong support and cooperation from the government, especially the Ministry of Primary Resources and Tourism,” he added.

Through its various projects, Nur Nabai Aquaculture Sdn Bhd is expecting a six-fold increase in fish production by 2020 compared to 2015 and hoping to generate about 100 jobs.

Also present at the ceremony were Dr Haji Abdul Manaf bin Haji Metussin, the Permanent Secretary at MPRT and senior officials at the ministry.

THE second edition of Letop Lebaran is only days away from its June 21 launch at the International Convention Centre (ICC) in Berakas.

Meanwhile, the venue will be accessible to the public by shuttle buses in all four districts: at the jetty near the Sungai Kebun Bridge for visitors from Temburong District, at the Mumong Sports Complex in the Belait district, the Tutong Sports Complex in Tutong District and the Indoor Stadium in the Brunei-Muara District. For visitor convenience, these buses will be making regular trips to the ICC during operating hours.

The expo will run from 10am to 10pm daily, except on Friday, where it will run from 10am to noon and then continue from 2pm to 10pm.

Young brains behind CrowdSource app seek more innovative ways to donate online

A CROWD-FUNDING platform called ‘CrowdSource’ was recently named the winner of the open category in the first National ICT Hackathon at the Design and Technology Building in Anggerek Desa, earning a $20,000 start-up grant for the young team members.

Participants of the hackathon competed in two stages. In the ‘Idea-thon’ stage, each team was required to propose ideas, suggestions and concepts on how to address the issues related to their selected theme out of nine given ones: Brunei communication hub, crowd funding on community and charity, intelligent emergency response, talent search centre, interactive/dynamic open data platform, property guide, public transportation, local tourism, and Brunei fitness.

Next was the ‘App-athon’ stage, where each team was required to develop a mobile or web application based on their ideas from the ‘Idea-thon’.

The team behind CrowdSource comprise Siti Noora’zam, the Project Manager and Developer; Ahmad Wajidi, UI Designer; Emerson Chua, Tester and Developer; Elven Ng, Developer; and Athifah Nabilah, the Database Administrator.

Along with the $20,000 start-up grant, the team also won access to the facilities at the iCentre, six months’ access to available classes offered by the Industry Business Academy, and a one-month mentorship at Microsoft Brunei.

When CrowdSource was declared the winner of the open category, Siti Noora’zam took to the stage to deliver a presentation. “Our vision is to be the verified crowdfunding platform in Brunei, and then maybe after some time, the world,” she said.

Presently, the team has a focus on providing crowdfunding for charity. While discussing the team’s current challenges, Siti Noora’zam said CrowdSource hopes to offer other ways of contributing, aside from the existing process of SMS, where people donate using their phone credit.

Siti Noora’zam also noted that local donors often find it difficult to distinguish between the many types of charities out there.

“For example, something may circulate on WhatsApp about someone’s father needing money to pay for surgery. When you donate, it’s difficult to find out whether the money did get through to them, and whether the recipient did undergo surgery or not,” she said, adding that they are hoping to tackle this challenge.

Highlighting the main features of CrowdSource, she said, “We want to be a one-stop shop for Brunei charity. We also want to allow people to share it quickly through social media such as Facebook, Twitter and the rest.

“You can verify users and projects. We want to have an elaborate verification process, so that people know that these users and these projects are verified by governing entities.

“Next, we want to have positive reinforcement. We want to encourage a charitable culture in Brunei,” she said, adding that when a person donates through CrowdSource, they can also get rewards such as a ‘thank you’ note and some badges.

“And lastly, we want to make it quick and easy for you to donate. It doesn’t necessarily have to be through SMS, you can also donate through online payments.”

Siti Noora’zam told the Bulletin, “We are hoping to enable people to post all their projects, be it charities or funding. They can post through this online application.”

Regarding the option for verification, she said, “Some users aren’t verified when they post projects on WhatsApp or social media, so we’d like to tackle that as well.”

She explained that the process will employ a rating system of verification for users and submitted projects, with the highest possible rating attainable by gaining verification from a governing entity. For those who select the option, CrowdSource will help connect those with projects to a relevant ministry or agency, for verification.

Emerson Chua explained how the team came up with the idea. “We saw that crowdfunding is still new in Brunei, so we wanted to be among the first to do it.

“People purchase stuff online every day, so why not donate online to Bruneian charities as well? We did kick-start ideations, where we grouped together and gave out various ideas.”

One of those ideas was, ‘Why not do a verification process in Brunei?’ As Chua explained, “Once the entity is verified, I can just swipe my card, without any trouble. That’s the whole aim of it – to make it verified.”

When asked how it felt to win, each one of the team members said that it was unexpected. Ahmad Wajidi said, “I didn’t expect this to happen. I was speechless when they announced our group name.

“Insya Allah, we will try to enhance the system in terms of performance and security. We will try to push the application to mobile apps on Android and iOS. And we will try to expose the application to the public.”

When asked about their future goals for CrowdSource, Siti Noora’zam said, “We definitely want to make it a native app on phones. We also want to make sure that the verification process is sound.”

In terms of a payment system, the team intends to make use of Merchant Suite. They also plan to develop CrowdSource into a fully working application that is accessible as a web-based platform, as well as on smart devices.

When asked whether they plan to branch into the regional or global market, Siti Noora’zam said, “First we will go district-by-district in Brunei. Then we will go regional, such as Malaysia and Indonesia, and then we will go international.”

IN CONJUNCTION with the holy month of Ramadhan, many religious and welfare activities are being conducted to seek blessings from Allah the Almighty.

A Tedarus ceremony organised by the Women’s Council of Brunei Darussalam (MWNBD) was held yesterday.

The Tedarus ceremony by the Women’s Division of Brunei Malay Teachers Association (PGGMB), also a Religious Division Committee of MWNBD was held at the PGGMB building in the capital.

The event began with a mass recitation of Surah Al-Fatihah led by Cikgu Pengiran Datin Paduka Hajah Mariam binti Pengiran Haji Matarsat, the Vice-President I of MWNBD.

Apresentation of donation from the PGGMB to MWNBD was also held in conjunction with the Khatam Al-Quran of MWNBD to be held tomorrow.

The donation was presented by Cikgu Pengiran Hajah Rakiah binti Pengiran Haji Abu Bakar, Director of Women’s Division of PGGMB in her capacity as the Chairperson of Religious Division of MWNBD to Cikgu Pengiran Datin Paduka Hajah Mariam.

The event concluded with the recitation of Doa Selamat by Cikgu Hajah Halimah binti Yakub while the recitation of ‘Doa Allah Peliharakan Sultan dan Negara Brunei Darussalam’ was recited by Cikgu Hajah Jusnani binti Taha.

Among the objectives of the ceremony were to enhance the ability to read the Al-Quran as well as to strengthen ties among the members of the association and instil the spirit of cooperation in implementing any welfare and beneficial activities.

THE Pertiwi Association yesterday held a Khatam Al-Quran ceremony at the Mohamed Bolkiah Mosque in Kampong Serusop.

Present at the ceremony were the Vice President of Pertiwi, Datin Hajah Fatimah binti Dato Seri Setia Abang Haji Razali; Chairperson of Pertiwi, Datin Paduka Hajah Jusnani binti Haji Lawie; first runner up of the recent 59th International Al-Quran Recitation and Memorisation Competition in Kuala Lumpur, Siti Noor Dzuhairah binti Haji Damit; and around 100 members of the Pertiwi Association.

The ceremony began with the recitation of Surah Al-Fatihah followed by the recitation of Al-Quran verses led by Ustazah Hajah Fatimah binti Haji Ahmad, a member of the association. The ceremony ended with a Dikir Marhaban for the Khatam participants and the recitation of Doa Selamat.

The Khatam Al-Quran ceremony is part of the association’s annual religious activity to mark the closing ceremony upon completing two weeks of Tedarus sessions held previously at various Pertiwi Association members’ residences.

The event is aimed at fostering closer ties among members of the association as well as to encourage its members to recite the Al-Quran often in seeking blessings from Allah the Almighty.

Four Bruneians of University of Exeter showcase research project poster

A GROUP comprising four final-year Bruneian students from University of Exeter were awarded a Dean’s fund from the university to attend the UK Radiological Congress and Radiation and Oncology Congress (UKRC) held at the Manchester Convention Centre from June 12 to 14.

The students were rewarded with a place in the congress to showcase their university research project poster – titled ‘The effect of Exposure Index (EI) on the subjective analysis of image quality’ – after it was chosen as runner-up (2nd place) out of 150 poster submissions in the ‘best research/scientific poster’ category by the UKRC committee.

The theme for UKRC this year focused on how new technologies and techniques were adopted within radiological imaging and radiation oncology, to improve and optimise patient care and experience.

The congress is an annual event co-hosted by the UKRC and UKRO presidents, consisting a three-day multidisciplinary scientific conference and technical exhibitions participated by thousands from across the medical imaging field to showcase state-of-the-art equipment and services.

The runner-up prize was presented to the students by Maryann Hardy (UKRC president) and Professor Robert Winston (Research Professor in Imperial College London) at the end of the closing ceremony on June 14.

At the congress, the four students gained valuable insight and knowledge from the myriad research findings and exhibits displayed by the other participants. The students were also made aware of the latest technological advancements in radiology available to and used in UK hospitals – such as different types of equipment – and how it can be utilised to improve service efficiency. These new technologies are quite possibly the future for radiographers not just in the UK, but those in Brunei as well.

The students’ interaction with radiographers from different backgrounds (such as CT radiographers, MRI radiographers and sonographers) could pave a path for improved networking and collaboration between the UK and Brunei radiographers, allowing for the exchange of new ideas to improve healthcare.

PERSIB discusses pencak silat development at meeting

THE higher committee of the National Pencak Silat Federation Brunei Darussalam (PERSIB) held a meeting with organisations affiliated with PERSIB nationwide for the first time at the Sports Village in Berakas yesterday.

The federation also announced that the national level competition in conjunction with the 71st Birthday of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam will be held from July 21-26 with the opening ceremony slated on July 22 and the closing ceremony on July 26.

The district level championship for the Brunei-Muara District will be held from July 7-9 at the Menglait Sports Complex.

The main focus of the meeting was to provide latest and current updates concerning the development of pencak silat in the country.

In addition, all four districts will be staging championships in cakak asli and kuntau to earn the right to participate in the national level.

President of PERSIB, Pengiran Haji Mohammad bin Pengiran Haji Ludin said that the first focus was to hold the district level and national level championship with the former to be organised by the respective district committees.

The national level competition is hoped to be enlivened and intensified based on popular tradition.

The second focus on engaging the organisations centred towards several preparations in conjunction with the Golden Jubilee of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

Currently, Brunei-Muara District has 15 organisations, Belait District has four, Tutong has one and Temburong has two organisations.

The PERSIB higher committee also said that the six categories which will be contested enabled opportunities for the organisations to compete.

The higher committee also said that the participant will initially start with a 100 per cent record at the time of competition which will be deducted once the errors have been considered.

During the competition, individuals who have the best technique will be awarded.

MIB values good way of preventing social ills

DRUG abuse has always been one of the more obvious social ills in a developing country. On a personal level, it affects families, while collectively, it affects the entire nation.

Addicts will do almost anything to obtain drugs, including borrowing from loan sharks and trapped by unsolvable debts, they often revert to theft. In addition, the problems intensified by rapid advances in communication technology have made drugs even more accessible to the public.

The government has implemented laws and imposed severe penalties on those involved with drug abuse, whether as a dealer, pusher or addict. But these are reactive actions that can only take place once the persons have been convicted. In terms of prevention, pro-active action is needed to ensure that no one can be influenced by the allure of drug abuse.

Some addicts start out as thrill-seekers seeking entertainment, while others may not be well-informed on the psychological, physical and financial consequences of drug abuse. Certain individuals may also be influenced by their friends or in some instances, by peer pressure.

The eradication of drug abuse should begin with early education at home, as well as in schools, workplaces and community centres.

Another common social issue in Brunei is teenage pregnancy, which can be reduced with the introduction of programmes to teach youths about the consequences of this particular issue, or sex education. Furthermore, drug addiction, premarital sex, prostitution and gambling should always be open for discussion, to promote more awareness of social issues among people of all ages.

While families and friends play a major part in curbing drug abuse, the less popular route is to embrace Malay Islamic Monarchy (MIB) values and allow our Malay Islamic ways to influence our social lives.

This was among the topics of discussion during the National Anti-Drug Association (BASMIDA) seminar of January 1, 2016 at The Empire Hotel & Country Club in Jerudong, during which Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman was present as the guest of honour.

The theme of the seminar was ‘Prevention of drug abuse through MIB values’, and the Secretariat Office was invited to present a working paper alongside three other speakers, in addition to a keynote address presented by Pehin Datu Seri Maharaja Dato Paduka Seri Setia Dr Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

In her opening remarks, Her Royal Highness said, “The embodiment of values enshrined within the concept of MIB should strengthen one’s personality and mental fortitude from being easily drawn to and influenced by social evils and addictions, including drug abuse as well as other controlled substances.”

In line with the theme of the seminar, the author was invited by BASMIDA to present a working paper on ‘Melayu Islam Beraja’, on the values that have become the way of life for the Brunei society and its role in curbing social problems.

The seminar began by focusing on Brunei’s practice of MIB, acknowledging its heritage and identity as a daily way of life.

The second part of the discussion shifted towards the values found in all three components of Malay Islamic Monarchy, while the final part of the paper summarised the values of MIB as an essential part of daily life.

These values includes loyalty to the sovereign, respect for the elderly, maintaining family bonds, religious, patience, truthfulness, generosity, sincerity, integrity and forgiveness, to avoid menace, to be ashamed of begging, to be courteous, honest and noble, to be collaborative, innovative, creative and empowered.

All of the other three speakers agreed that the practice and acknowledgement of MIB values was a good way of preventing social ills.

In his keynote address at the seminar, Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz said: “BASMIDA has voiced out an approach, which is the prevention of drug abuse through MIB values.

“Prevention is needed for the general public and treatment is required for the healing of addicts. Are we in agreement on this approach? In general, I fully agree. However, I would also propose this as a treatment for addicts, in addition to preventing drug abuse.

“If this suggestion is accepted, then it should read thus: The Prevention of Drug Abuse and Treatment for Drug Addicts through MIB values.

“If prevention methods are only being highlighted, then we are only preventing the problem, not treating it. The residents of the Rehabilitation Centre are already struggling with addiction, so prevention is no longer the issue here, but what is required for their treatment.

“The implication here is that prevention is general in nature, while treatment is specific in nature for addicts. However, both are essential: prevention for the general public and treatment for the recovery of those struggling with addiction.”

Curbing drug abuse requires the involvement of all parties. Statistics between 2014 and 2016 show a drop in the number of drug arrests made by authorities.

While the number of arrests may not come up to one per cent of the total population of Brunei, it is still a cause of concern for everyone. We do not want this disease to become more rampant and create a negative environment that deprives us of peace in community life. Furthermore, it is a burden to the society and the government which has to bear the costs of prevention, recovery and rehabilitation.

The very existence of drug abuse shows the lack of MIB values in the lives of certain families and members of society. Environmental factors such as peers, family, society, inadequate socio-economic conditions (unemployment and financial crisis) are also part of the root cause.

Family, society, the private sector and the government, NGOs and the citizens of this country have a duty to come together in the prevention of social ills such as theft, robbery, rape, murder, alcoholism, gambling, adultery, infidelity and prostitution.

These ills have long been present in Brunei since World War, when the country began adopting the western way of life of drugs, alcohol, gambling and moral decadence. The reality of this disease continues to exist within the public sphere in Brunei, and there is no remedy other than the adoption of MIB values, while strengthening our faith in Allah the Almighty.

From a titah by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam:

“We need to work harder to curb all negative influences, while making great effort to cultivate positive values, in line with the national philosophy of Malay Islamic Monarchy.”

We continue to hear news reports about social evils such as theft, burglary, drugs, fraud and other practices that go against Islamic values, even during the month of Ramadhan. As a Malay Islamic nation, we all carry a sense of responsibility towards our respective obligations; and Insya Allah, we can protect and heal the country with MIB.

Temburong orphans get over $2,000 as donation

A DONATION handover ceremony was held at the Temburong District Office building recently.

The donation worth $2,011 was raised by the committee members of the alumni of Sultan Muhammad Jamalul Alam Secondary School’s (SMJA) first English-medium intake of 1975-1978.

The donations were handed over by Haji Abdurahman bin Haji Nasir, Penghulu of Mukim Labu and a committee member of the alumni to Haji Mohd Azmi bin Haji Suhaili, Chairman of the Temburong District Orphans Fund for 2017-2019.

According to Haji Abdurahman, the contribution aims to help orphans registered in the Temburong District Office especially for the upcoming Hari Raya celebration. It is also one of the annual activities conducted by the alumni in their efforts to give back to the community.
