Govt committed to developments for people’s welfare

THE 12th Legislative Council (LegCo) Meeting yesterday saw LegCo members deliver adjournment speeches move towards the closing of meetings that included suggestions and remarks.

One of the LegCo members who spoke in the afternoon session yesterday was YB Awang Haji Sulaiman bin Haji Ahad, the Village Head of Kampong Belingos in Mukim Bangar, who commended the leadership of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in ensuring that Brunei is always secure, peaceful and prosperous.

YB Awang Haji Sulaiman also said that despite our country’s current limited financial capability, the government is still able to allocate a huge budget for the Fiscal Year 2016-17, which shows its commitment to ensure smooth developments in various fields, and more importantly, equipping various facilities for the people’s welfare.

He also urged everyone in the country to take into account the current situation and understand its reality, while at the same time supporting and uphold any efforts made by the government to ensure the comfort, security and harmony within the society as well as the needs and interests of the people that are always protected.

“In addition, all parties should play their part in helping the agencies concerned to diversify the country’s economic resources,” he added.

He also noted that what is hoped for by the people of Brunei is that all plans and projects are run and completed according to set schedules, so that they will be able to witness and experience the results of such implementation.

He also touched on the government’s efforts in enhancing the effectiveness of education in the country’s schools as the main source of knowledge for its people, especially for the youth who will shape the country’s future.

Elaborating on his statement, he believes that an impeccable, comfortable and conducive learning area is needed for more effective learning and teaching, and he hopes that a strategy and plan on the matter is in the works.

“We are all aware that a comfortable learning area will help in the effectiveness of the learning and teaching process, where our students will be able to follow their learning better and become more studious and educated, as well as mature and resilient in line with the wishes and expectations of the government to ensure the successful achievement of the national Vision 2035,” he added.

Youth need support to work in private sector

THE youth need more support from relevant ministries and departments to enhance their level of knowledge and skills according to requirements set in the private sector in the form of technical and vocational institutions provided locally and internationally.

This was stated yesterday by YB Orang Kaya Jaya Putera Dato Paduka Awang Haji Muhammad Taha bin Abdul Rauf, Penghulu of Mukim Keriam in the Tutong District, on the 12th Legislative Council (LegCo) Meeting’s 12th day.

He made suggestions for the relevant Cabinet Ministers to further review the issues and suggestions by LegCo members that require a response for the purpose of devising an effective long-term plan.

Despite the government’s effort to tackle the high unemployment rate of citizens and permanent residents in Brunei through educational schemes, he explained that not many youths have the necessary skills and knowledge required in the private sector and has therefore suggested several key areas which the government could look into.

Although the relevant ministry and departments have projects in place on fish and prawn farming, with the current lack of local knowledge and skills the country still relies on importing wet and frozen fish.

He also suggested that a training centre for youths interested in the farming, livestock and fishery professions should be established, which in turn will hopefully minimise the country’s reliance on imported fish.

Call for youth representative in LegCo

THERE is a need to appoint one member of the Legislative Council (LegCo) who would represent the youth in Brunei as they have aspirations in line with the requirements and needs of the nation at present.

This was stated by YB Datin Paduka Dyg Hajah Zasia binti Sirin, a member of the LegCo, in her adjournment speech yesterday during the 12th LegCo Meeting.

According to her, members of LegCo have constantly mentioned that youths are regarded as the valuable assets of the nation, the next generation’s future leaders and referred towards inspiring and motivating those who will become the leaders of the nation in the future.

The appointment of a youth representative who has the potential to voice out perspectives and suggestions at the LegCo Meeting, particularly in areas mainly prioritised towards supporting the nation’s vision in generating a young generation, based on the slogan ‘Generation with a Vision’ (Generasi Berwawasan), will become more meaningful and achievable.

Furthermore, YB Datin Paduka Dyg Hajah Zasia also highlighted the shortage of women in top positions while deliberating on the involvement and contribution of women, from the public sector, private sector and non-government organisations (NGOs), towards the development of the country.

According to the statistics from the Public Service Department in 2014, she said that the number of females serving in ‘Division 1’ is around 269 compared to 615 males holding top positions, while ‘Division 2’ has 6,164 female officers in comparison to 3,691 male officers.

She stressed that women should be given the opportunity to hold top management positions considering the expected excellent performances, dedication and potential among the female employees. With the presence of more female employees in high ranking positions, they will not only help highlight issues pertaining to the women’s welfare, family and community, but also play a role in shaping prosperity and welfare of the people and country.

Equal perks for private sector employees suggested amid downturn

LIVING expenses should be granted to workers in the private sector especially those with a salary of $2,000 and below, similar to what is given to officers and staff in the public sector.

This was stated by YB Orang Kaya Maha Bijaya Awang Haji Othman bin Uking, a Legislative Council (LegCo) member during the adjournment speech of the 12th LegCo Meeting yesterday.

According to the LegCo member, this is to lessen the burden amid increasing prices of local daily necessities which include fish and meat while encouraging the employee to stay and serve in the private sector, reducing unemployment in the country.

“But this proposal does not have to be implemented during this hard time when the nation is grappling with economic downturn caused by the drop in oil prices which has affected our revenue of up to 70 per cent, causing a huge budget deficit in the financial year of 2016-2017,” he said.

“The people understand the situation that the country is facing and such suggestions need to be taken into consideration after the nation recovers from such economic situation for the welfare of the people,” he added.

He added that public servants should be thankful for the assistance provided for living expenses which could assist them amid the increasing price of local necessities.

“I also call on the government to give additional perks to public servants who do not enjoy the pensionable scheme and Supplemental Contributory Pension (SCP) to appreciate their long service to the country and the people in jointly developing the nation,” he said.

YB Orang Kaya Maha Bijaya Awang Haji Othman concluded by saying that he is only relaying the grievances aired by the people at the LegCo Meeting. This is in line with the monarch’s titah which stated that the LegCo members are the channel to relay the people’s problems.

Call for effective planning, steps to realise Vision 2035

IN FACING the challenges of globalisa-tion, planning and long-term initiatives should be handled effectively and continuously by the government for the future well-being of the country and the future generations.

YB Awang Haji Zulkipli bin Haji Abdul Hamid, a Legislative Council member, said this during his adjournment speech at the 12th Legislative Council (LegCo) Meeting yesterday.

Supporting the Brunei Vision 2035 Framework, the LegCo member said that with the involvement of private and industrial sectors, as suggested during the session, the vision will be realised quickly.

He also hoped that more youth will be involved in the framework so that it will be further enhanced for the benefit of the country.

Touching on human capacity building, he hoped that the establishment of the National Manpower Planning Council could assist in making manpower building more holistic and directed.

YB Awang Haji Zulkipli also suggested the establishment of a National Productivity Council and identifying the skills in need to further enhance the country’s innovation and productivity.

The LegCo member also emphasised the importance of implementing early education, hoping that there will be more focus on universal education with high quality of learning.

At the same time, in ensuring that our students are able to compete globally, they must be excellent in the subjects of mathematics and science. It is hoped that the country’s participation in the 2018 Programme for International Student Assessment (PISA) will result in significant achievements the country could be proud of.

Empowerment on religious and cultural values based on Malay Islamic Monarchy (MIB) also needs to be further strengthened, he added.

On personal financial security, YB Awang Haji Zulkipli said contribution for the Employees Trust Fund (TAP) and Supplemental Contributory Pension (SCP) will be further increased to provide more confidence to retirees.

He hoped that strategic financial literacy would be implemented on the national level so that it would raise awareness among people and make them wiser in managing their financial needs.

Citizenship issue highlighted at LegCo session

THE fate of applicants who have passed citizenship examination but are not guaranteed citizenship was highlighted by YB Pehin Kapitan Lela Diraja Dato Paduka Goh King Chin at the Legislative Council (LegCo) Meeting yesterday.

The LegCo member inquired about the recent media reports that said passing the exam does not guarantee citizenship which the member said is confusing and could affect foreign direct investment into the country.

He said, the applicants have received an official letter from the government through the Ministry of Home Affairs which stated that they have passed the citizenship examination (through registration under section 5 91) from ‘Akta Taraf Kebangsaan Brunei’ and the result will be announced later.

He called on the Ministry of Home Affairs to look into this matter and suggested use of words like ‘application is under process’, to give confidence to the applicants who are waiting for their citizenship certificates. The ministry needs to examine this in accordance with the law as stated in Section 11 93, Brunei National Act (Chapter 15).

On March 11, the Minister of Home Affairs, YB Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong highlighted that an applicant being accepted for citizenship depends on consideration under the terms of existing laws. As of now, it is difficult to give a specific clients charter (TPOR – Tekad Pemedulian Orang Ramai) duration for citizenship applicants.

Regarding the long wait for permanent residents who passed the Bahasa Melayu examination as the process of applying for Bruneian citizenship, the minister clarified that passing this examination does not mean that the applicant has been accepted for citizenship.

YB Pehin Kapitan Lela Diraja Dato Paduka Goh King Chin also raised the issue faced by permanent residents who are still holding Certificate of Identity (CI) passports. He said those holding CI passports are expatriate businessmen and professionals. These people have sound financial background and could assist in expanding Brunei’s SMEs abroad. He called on the Ministry of Foreign Affairs and Trade to take the initiative to consult with its Asean counterparts to enable these CI passport holders to enter those countries without visa.

Better to discuss issues before next session: Minister

IT IS appropriate to discuss issues or questions prior to the next Legislative Council (LegCo) session to determine their strategic relevance and also to avoid similar questions being raised during the session, the Minister of Home Affairs, YB Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, said.

In his concluding speech at the 12th session of the LegCo yesterday, the minister also noted that the LegCo session will be more interesting and beneficial if it discusses how the government and the people could think together in addressing the types of challenges that the nation will face and what appropriate action plans could be taken to tackle them.

This is the best approach considering the current situation of the country as there are only 20 more years left to realise the 2035 Vision, he added.

“Alhamdulillah, the session was able to approve the Supply Act 2016-17, which will enable the government to implement the National Development Plan, in order to enhance economic and social development to secure the well-being of the citizens and residents in the country,” the minister said.

He thanked LegCo Speaker YB Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib for his leadership towards ensuring the smooth and efficient running of the session and for providing opportunities for members to air their views as well as the Cabinet Ministers for providing answers.

“This was an effective session held with a spirit of mutual respect and in line with the concept of Malay Islamic Monarchy,” he added.

This year’s session was far different from previous sessions due to the big challenges currently being faced by the country amid the global economic downturn and declining national income as a result of falling crude oil prices the minister noted.

“The session was able to discuss the direction of programmes for 2016-17 that focus on the efforts of the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam to strengthen the economic climate to support continuous development.

“Priorities were identified to achieve the direction through multiple efforts that involve not only government sectors but also the private sectors as well as the individuals and the society in the country,” he said.

Among the important agenda of the session was finding ways to reduce dependency on oil and gas through enhancing foreign direct investment and create a conducive business environment by improving the ease of doing business.

The need to emphasise on delivery approach, prudent spending to maximise impact as well as value added initiatives that are being implemented by the government were also discussed in depth.

The minister said the nation is thankful to the leadership of His Majesty for providing a realistic allocation for the 2016-17 budget to ensure peace and well-being of the citizens and residents in the country.

“Throughout the session, a number of questions and problems, opinions and suggestions were heard and discussed. However, many of these suggestions require deep government assessments, especially those that need a budget allocation, and at the moment these may not be suitable to be implemented as the nation is currently experiencing a fiscal deficit,” the minister noted.

In the speech, he referred to the titah His Majesty delivered during the opening ceremony of the LegCo session which called for the importance of holding discussions on strategic matters that bring positive benefits to the nation.

The minister noted that majority of issues discussed were on the ‘operational’ level.

In this context, he suggested that these types of issues be brought and tackled at respective ministries without waiting for the next LegCo session.

Speaking to the LegCo members, the minister said in the current economic situation that is becoming increasingly challenging, the nation cannot afford to be complacent and must become aware that the journey ahead will not be easy.

“With people becoming more educated and their expectations becoming more complex, we must be ready to adapt (to changes) quickly, innovatively and efficiently.”

Amid the current global economic scenario which is becoming more competitive, volatile and unpredictable, the country can no longer afford to operate with a ‘business as usual’ approach, he said.

“We must unite in order to ensure our economy continues to grow and be sustainable for the benefit of future generations of the country. Our responsibility is not limited to safeguarding the well-being of today’s generation, but we also have to ensure that the prosperity we enjoy today will also be experienced, Insya Allah, by future generations,” the minister said.

“The actions we take today will have implications in future. The sacrifices that are being made today are an investment for the future. The challenges today can be seen as opportunities tomorrow.”

The minister also emphasised the importance of eliminating the mindset of depending on the government in any matter.

As an example, the minister took the case of rubbish littered indiscriminately in public areas. This is closely related to the mentality, mindset or character of the people. This will not become an issue if everyone understands that maintaining a good living environment is the responsibility of all the citizens.

At the community level, the minister said, the rubbish issue can be tackled through supporting entrepreneurship which will not only ensure a cleaner environment but also generate jobs for the local community.

“There are people who depend on others to solve their problems, and there are people who depend on government to solve their problems. As a matter of fact, maintaining cleanliness is an obligation in Islam,” the minister added.

“The government and the people need to work together in building a sustainable economic and social system. As a government machinery, we in this hall (LegCo) must unite with the people and make sure all individuals have their respective roles in nation building,” the minister said.

“We already have a dream and an aspiration to be realised, which is the Brunei Vision 2035. Challenges surely await us. I agreed with my cabinet counterparts that this is not a time to question whether we can achieve the Vision 2035, but we have to prepare for it and implement it and ask ourselves what is our role and contribution towards achieving the nation’s aspiration,” the minister concluded.

Intensive programme for entrepreneurs

LIVEWIRE recently kicked off its first intensive ‘Become a Successful Owner Manager’ (BSOM) enterprise development programme for 2016, which enabled budding entrepreneurs to develop the essential knowledge and skills required to start and run a successful, sustainable business.

The BSOM programme covered key topics ranging from market research and business planning to financial and human resource management, culminating in the production of a viable business plan.

Participants include fresh graduates, young entrepreneurs and members of the public, LiveWIRE said in a statement.

Throughout the four-day workshop, guest speakers comprised of both well-known and young entrepreneurs, along with business advisers and industry experts in the field of enterprise from Universiti Islam Sultan Sharif Ali (UNISSA), KPMG, Bank Islam Brunei Darussalam (BIBD), AIA Insurance, WMK Resource Management Services, Brunei Intellectual Property Office (BruIPO), Peter Chen and Joshua Lim Sheng Ming.

Guest speaker and Resident Partner of KPMG, Haji Shazali bin Dato Haji Sulaiman covering his session on ‘Doing Business in Brunei Darussalam’ addressed on the growing unemployment rate in Brunei, and how initiatives such as the BSOM workshop are important for learning the pros and cons of running own business. KUPU SB holds religious lecture

THE Religious Teachers University College of Seri Begawan (KUPU SB) yesterday organised the 9th Ihya Al-Tarbiyyah Al-Diniyyah at Ta’lim Hall of KUPU SB.

Pehin Siraja Khatib Dato Paduka Seri Setia Dr Ustaz Haji Awang Yahya bin Haji Ibrahim delivered a lecture on ‘Pengenalan kepada Dikir Marhaban dan Pengenalannya di Brunei Darussalam’ that covered topics such as the history and background of Dikir, types of Dikir and ways of how Bruneians memorise Dikir.

He also suggested that KUPU SB should further expand other types of Dikir and introduce the Dikir to the students so they can understand and learn Dikir.

The chairman of the ceremony and Assistant Ra’es, Dr Abang Haji Hadzmin bin Abang Haji Taha said that the workshop can help in enhancing the quality of education, particularly for KUPU SB, and raise awareness on the importance of Selawat upon the prophet.

The event was attended by about 60 participants from government agencies and institutions Universiti Brunei Darussalam (UBD), Universiti Islam Sultan Sharif Ali (UNISSA), Universiti Teknologi Brunei (UTB) and Politeknik Brunei.

The two-day workshop which is facilitated by the lecturers of KUPU SB aimed to enhance the understanding of Dikir Marhaban and appreciation of the traditional Islamic practices of Dikir Marhaban.

Tutong DBP awash with holiday activity

IN CONJUNCTION to the school term holidays, several educational activities has been organised for children at the Language and Literature Bureau (DBP) Tutong Branch, one of which was a picture puzzle, held yesterday.

Several more activities are coming up, namely, ‘Story-telling and Quizzes’ for children and ‘Beautiful Rumi Writing’ for students on March 23; a handicraft activity on March 24; and on March 26, a colouring activity awaits.

Children and students, especially members of the DBP Tutong Branch are welcome to join in the holiday activities.

Other than providing beneficial activities during the school holidays, the activities are also an opportunity to show the facilities and services provided by DBP Tutong to students and their parents, and to bring them closer to DBP in seeking knowledge and information.

DARe holds dialogue session

AS part of its continuous efforts to help local companies and collect information on business related issues, DARe (Darussalam Enterprise) held a dialogue session yesterday with enterprises, vendors and entrepreneurs.

The event took place at the Design and Technology Building located at the Anggerek Desa Technology Park, and saw a total attendance of over 80 people from enterprises, government agencies, non-government agencies and interested individuals.

The dialogue is part of a series of sessions organised by DARe that act as a platform for enterprises to openly share and provide suggestions on how to improve the current business ecosystem in Brunei.

Before the yesterday’s session started, enterprises were given the opportunity to use three “Issues Log In Desks” to log in any issues they have specific to online payment, skill sets matching or courier services.

The dialogue itself saw three presentations shared, first from the Ease of Doing Business Unit (EODB) under the Prime Minister’s Office by Zulfadli bin Abu Bakar on the current processes of starting a business in Brunei, while Diana binti Haji Ramli represented DARe to speak on the functions and aims of what it will provide to enterprises and how it will assist them.

The third presentation was delivered by Saimon Puasa of Bank Islam Brunei Darussalam (BIBD) and pertained to online banking and financial solutions.

Following the presentations a question and answer session ensured where a panel comprising representatives from DARe, EODB, the Authority for Building Control and Construction Industry (ABCi) under the Ministry of Development, Registrar of Company and Business Names (ROCBN) under the Ministry of Finance, municipal department and BIBD were on hand to answer the participants’ queries.

The Q&A segment was a lively one, with participants eager to ask questions and the panel happy and able to respond.

DARe is a statutory body that carries the aim of nurturing and supporting local enterprises form start-up to growth.

The agency works closely with ministries, government and non-government agencies locally and abroad with the aim of fostering growth of business enterprises and thus increasing GDP contribution.

THE Brunei Darussalam Meteorological Department (BDMD) of the Ministry of Communications organised a mass recitation of Surah Yaasiin and Tahlil ceremony at the Brunei International Airport Surau, Berakas, yesterday at 3pm to to mark the 2016 World Meteorological Day celebrations as well as to commemorate the establishment of the World Meteorological Organisation (WMO).

It is also a day to remember the substantial contribution to the safety and well-being of society made by the National Meteorological and Hydrological Services, under the leadership of the WMO.

Present as the guest of honour was the Minister of Communications, Dato Paduka Awang Haji Mustappa bin Haji Sirat.

New centre to offer modern care for cancer patients

THE Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam is currently building a comprehensive new cancer centre which will offer modern care to all cancer patients in the country.

The new building will house both The Brunei Cancer Centre (TBCC) and Brunei Neuroscience, Stroke and Rehabilitation Centre.

In a press release, the TBCC said that it intends to become a Cancer Centre of Excellence in Brunei Darussalam and in the region by providing comprehensive cancer treatment, reducing the morbidity and mortality due to cancer, developing an effective cancer palliative care service and continue to collaborate with other agencies in the country in order to promote early detection of cancer and to prevent cancer through public education.

“The construction of the new TBCC building is currently underway. The new TBCC building aims to provide a comprehensive oncology service.

“Radiotherapy will be available first time in Brunei Darussalam with its new state-of-the-art linear accelerators, brachytherapy equipment, 3D planning system and CT-simulator.

“A cyclotron, PET-CT scan and SPECT scan will provide first ever nuclear medicine facility in this country. The building will also house six radio-iodine isolation rooms for radio-iodine treatment for thyroid diseases. There will also be three new operating theatres for cancer operations. Diagnostic imaging facilities like MRI, CT scan and Digital X-ray machines will also be available in the building. The building will also have increased facilities for outpatient consultations, inpatient patient care and day care chemotherapy.

“The new building and its provision of new treatment services and expansion of existing services aim to improve further the standard of cancer care in Brunei Darussalam. TBCC proposes to build upon its existing cancer facilities to provide the people of Brunei Darussalam with the best standard of cancer treatment locally and to become a Cancer Centre of Excellence in the region.

The TBBC said that cancer is the leading cause of deaths in Brunei Darussalam. Nearly 600 new cases of cancers are diagnosed each year in this country, with nearly 200 cancer deaths per annum.

In 2009, cancers accounted for 18.94 per cent of all deaths in the country. The incidence and prevalence of the different types of cancers vary in different parts of the world.

In Brunei Darussalam, breast cancer in females and cancer of the colon and rectum are the commonest; the incidences of which are increasing over last few years.

The TBCC situated in Jerudong Park provides diagnostic and therapeutic services including chemotherapy treatment for cancer patients in Brunei Darussalam.

The TBCC is a government entity whose overall operation is overseen by a board of directors. The running of the centre is led by an executive director and the daily function of the centre is managed by a medical director. This stand-alone Centre of Excellence is regulated by the Ministry of Health, Brunei Darussalam. The doctors and nurses working in the centre are registered with the Brunei Medical Board and the Brunei Nursing Board respectively.

Newly diagnosed cancer patients seen in one of the government hospitals are referred to TBCC for subsequent management. These patients are discussed in multidisciplinary team meetings which composed of different cancer specialists with specialised skills and expertise such as surgeons, pathologists, radiologists, medical oncologists and radiation oncologists. The team members discuss the cases and make consensus treatment recommendations to provide the best care for the patients.

TBCC has been providing consultations and chemotherapy treatment for patient diagnosed with cancer. The centre provides both outpatient and inpatient services. There were 8,282 outpatient clinic attendances in TBCC in 2015, increased from 7,967 attendances in 2014 and 7,825 attendances in 2013.

Medical oncology in TBCC is a consultant-led service; a cancer patient referred to TBCC is initially seen by a consultant medical oncologist where the treatment plan, having been formulated in the multidisciplinary team meeting, is discussed with the patient and the patient’s family. If required, further tests such as blood tests and imaging tests are performed on the patient before treatment begins. Specialised nurses play an important role in TBCC. These nurses with special training and experience in certain cancer types are involved in the cancer patient care. They will provide ongoing explanation and counselling to the patients and their family.

Chemotherapy treatment is already available in TBCC. International chemotherapy protocols are used to treat the patients according to cancer-types. Trained nurses are available to administer the chemotherapy in the Day Care Unit.

In 2015, there were 5,052 patient attendances in the Day Care Unit undergoing chemotherapy; increased from 4,864 attendances in 2014 and 4,743 attendances in 2013.

TBCC also plays an important role in raising public’s awareness in the prevention and in early detection of cancer. The centre collaborates regularly with the Health Promotion Centre, Ministry of Health in conducting public awareness talks in government departments, schools and non-government organisations.

THE Ministry of Primary Resources and Tourism (MPRT) strives to provide opportunities to local entrepreneurs in the primary resources industry, said the Minister of Primary Resources and Tourism, YB Dato Paduka Awang Haji Ali bin Haji Apong.

In order to accelerate the growth of gross domestic product (GDP) and exports, as well as to generate more job opportunities, the ministry will provide investment opportunities to government-linked companies (GLCs) and foreign direct investments (FDI).

Regarding suggestions on the development of several areas in the Belait and Tutong districts as tourist destinations to showcase local arts and culture, the minister responded that among the aims is to strengthen the existing primary products for tourism in Bandar Seri Begawan, Kampong Ayer, Batang Duri and Ulu Temburong.

“We also want to focus on beaches, lakes, parks and forest reserves,” he said. “Apart from that, we are looking to develop tourism-oriented activities, such as diving, bird-watching, education tourism, Islamic tourism and homestays.”

He added that MPRT has received many proposals to develop numerous areas across the country into tourist destinations. “Proposals that are given priority will depend on several factors, including the ability of the Department of Tourism Development and the commercial viability.”

He also informed that the ministry issued a tender for a private sector company to manage, operate and maintain the Berakas Forest Reserve last January. The deadline ends in May, and the appointed company will commence managing the park in August. “If successful, the public-private partnership (PPP) would be extended and shared with other agencies towards developing several locations across all districts as tourist destinations,” he said.

THE government’s economic diversification initiatives and cost-saving measures have started bearing fruit.

The trend is encouraging, although major results could only be felt in the medium to long term, the Minister at the Prime Minister’s Office and Minister of Finance II said.

In his concluding speech on the final day of the 12th Legislative Council session yesterday, YB Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman bin Haji Ibrahim, said the diversification initiatives are preliminary steps to make the nation a competitive and attractive business destination.

The government will continue to introduce changes that could assist in enhancing our competitiveness and uphold the peace and stability of the nation, he added.

“Fiscal sustainability and consolidation have been practised continuously under the wise leadership of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, and this has enabled the nation to continue its development programmes, albeit in moderation and in low budget.

“Such prudent steps need to be strengthened amid the current economic challenges faced by the global economy and the nation. The expenditure pattern and priorities must be balanced to allow programmes to diversify economic resources and widen the basis of the country’s resources, not jeopardising the welfare services to the people,” the minister said.

Financial year 2016-2017 is a very challenging period in terms of management of our country’s financial resources. Fiscal expenditure continues to experience deficit and to tackle it effectively, the government continues to practise a sustainabile fiscal policy by planning and implementing fiscal measures in the best possible way to ensure that welfare and economic prosperity of the nation continue to be maintained, not only for the present but also the future generations, he noted.

“In this context, we continue to monitor the global oil price which has drastically dropped since mid 2014 and is still low and unpredictably volatile.”

As a cautionary measure, the government will take further steps in ensuring that its expenditure is in accordance with its ability to spend and sustainable in the long-term for the people, especially the low income earners, the minister assured.

The focus is to widen the investment and business sector so that private sector becomes the engine of economic growth, which in turn will enhance capital formation and generate more quality jobs for locals, which at present is shouldered by government expenditure. Hence, efforts will continue to build on the economic fundamentals of the nation that are sustainable and consolidated and do not rely heavily on oil and gas sector and government expenditure, he explained.

To achieve this aspiration, the government will continue to provide a more conducive business environment through PENGGERAK ( a unit at the Prime Minister’s Office that focuses on achieving national goals through effective programme delivery) and the Vision 2035 led by His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office. This organisation (PENGGERAK) is working closely with other government agencies to facilitate economic activities through improving the ease of doing business so that the country becomes pro-growth, pro-business and pro-investment, the minister said.

“Various reforms to strengthen the private sector, especially micro Small Medium Enterprises (SMEs), have been made. Efforts to attract foreign direct investment (FDI) into the country, which is a core strategy of the government to build a strong, competitive and sustainable economy, will continue.

“FDI is expected to boost contribution to the gross domestic product and creates spin offs that could support economic diversification and create more quality job opportunities, enhance exchange of technology and skills, open up businesses to micro SMEs, boost local demand, increase the country’s export, introduce innovations that could be commercialised and so on. This also fills gap arising due to controls on government expenditure through enhancement of private sector capital investment.”

The recipe of success needs the people to unite, work hard and stand firm to support the government’s policy under the wise leadership of His Majesty in any situation if we want to see these economic reformations to be successful. Contribution from the people, however small it is, is highly valuable for the nation to face today’s challenges, the minister said.

“I am proud that many youths nowadays are able to answer these challenges and engage in business without relying on government support. These brave youths can become a catalyst for others to enroll in business and take advantage of the government initiatives by grabbing opportunities to enhance their economic activities to boost employment and explore innovative technology to penetrate overseas markets in order to strengthen the nation’s economic fundamentals and widen the revenue base,” he added.

DST treats Brunei-Muara orphans to outing

MORE than 70 orphans and their guardians from the Brunei-Muara District yesterday, were treated to a day filled with educational and entertaining actvities as part of DST’s community outreach programme ‘Ihsan Kasih’.

The visitors from Brunei-Muara had the opportunity to visit the Royal Brunei Air Force base in Rimba, and then a fun outing in Jerudong Park Playground in the afternoon, according to a press release.

The outing began with a welcoming reception at DST Headquarters in Tungku Link where the orphans and guardians were greeted by DST’s Deputy CEO, Haji Marsad bin Haji Ismail, members of DST management and staff.

The children and DST staff had the opportunity to mingle with each other through fun icebreaking activities. The children were also treated to special goodies from DST.

After the welcoming session, their journey continued to the Royal Brunei Air Force to learn more about Brunei’s defence system at the airforce base.

After the visit to Royal Brunei Air Force, the children and their guardians were brought to Jerudong Park Playground with exclusive entry into the park to enjoy the newly opened ‘Icetravaganza’ Ice Skating followed by entry to the much anticipated Water Park Playground.

READING specific texts has been proven to induce therapeutic effects and peace on sick people, and can even inspire positive thinking, said Dayang Norhasinah binti Haji Moksin, the Head of the Library Division at the Language and Literature Bureau (DBP).

Norhasinah was speaking at a launching ceremony of the ‘Membaca Bersama Di Rumah Sakit’ project, which took place yesterday at the Suri Seri Begawan Hospital (HSSB).

She also mentioned in her speech, that this practice of reading for therapeutic effect is known as ‘bibliotherapy’.

Eight trolleys filled with books and current reading materials will be placed at strategic locations throughout the hospital, which include the registration and pharmacy areas, the blood stations, dialysis centres, and all wards within the hospital.

This is the second project of its kind in Brunei Darussalam, with the first being launched in 2013 at the Pengiran Isteri Hajjah Mariam Hospital in the Temburong District.

Currently, there are plans in the pipeline to extend the project to hospitals in the Brunei-Muara and Tutong districts.

According to a press release, the bibliotherapy sessions will be conducted at 9.00am, at the HSSB, on these dates: April 18, May 21, June 20, July 21, August 24, September 20, October 22, November 21 and December 15.

Officiating at yesterday’s launching ceremony was Pengiran Dr Haji Mohd Khalifah bin Pengiran Haji Ismail, the Chief Director General of Health Services at the Ministry of Health.

Also among those present at the event were Hajah Nortijah binti Haji Mohd Hassan, the Acting Director of DBP; and Haji Sahari bin Haji Nasar, the Acting Deputy Director of DBP.

THE 4th Brunei Darussalam Cuboree which was held in conjunction with the 100th year celebration of Cub Scouts, especially for members studying at government and private primary schools in the country, ended yesterday at the National Scout and Activity Training Centre, Brunei Darussalam Scouts Association (PPNBD), Scout Complex, Jalan Gadong.

The closing ceremony of the six-day event was officiated by the guest of honour, Dato Paduka Dr Haji Affendy bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin, Permanent Secretary at the Ministry of Culture, Youth and Sports.

The event, held from March 18-23 gathered over 400 local and overseas participants. It was organised by the Brunei Darussalam Scouts Association through Cub Scout Section in collaboration with the Department of Co-Curriculum Education, Ministry of Education.

Cub Scouts is one of the sections of the World Organisation of Scouts Movement. The aims of the Cuboree are to give opportunities for Cub Scouts to gain experience and applying Scout learning knowledge outside the classroom.

The local entries to the Cuboree – also known as Jamboree – comprised 270 participants from nine government primary schools and 10 private primary schools. Malaysia Scout Association’s branches at Perak, Selangor, Terengganu, Johor, Sabah, Sarawak and Federal Territory of Labuan sent 170 participants. Singapore was represented by two special observers.

Hajah Noraini binti Haji Saidi, Head Quarters Scout Commissioner for Cub Scout Section cum Camp Chief of the 4th Brunei Darussalam Cuboree, said in her speech that the support of overseas participants lifted the event to an international level.

On behalf of PPNBD, she expressed appreciation to the Malaysia Scout Association for sending a delegation of 142 participants from seven states. She also thanked all the Cub Scouts team leaders and assistant leaders for leading and taking care of the children who participated in the jamboree.

Various interesting activities were held during the event which includes Challenges Valley, Cub Scout Skills, creative art, Scout games, educational tour to the Royal Brunei Armed Forces and visits to the Royal Regalia Building, Brunei Technology Museum and Marine Museum.

Participants who successfully completed the activities were awarded with ‘Pelanduk Award Badge’. Contingent leaders were presented with certificate of appreciation and certificate of participation during the Scout Night.
