HIS Royal Highness Prince Haji Sufri Bolkiah, the President of the Brunei Darussalam National Olympic Council yesterday urged the athlete competing in the 5th Asian Indoor and Martial Arts Games 2017 to not to take lightly the competition and give the best performance against opponents as well as to maintain high discipline and commitment as a national athlete.
The sabda of His Royal Highness was read out by Dato Seri Setia Dr Awang Haji Zulkarnain bin Haji Hanafi, the Acting Minister of Culture, Youth and Sports, at the national flag handing over for the 5th Asian Indoor and Martial Arts Games 2017 takeing place at Ashgabat, Turkmenistan.
In the sabda, His Royal Highness believed, “We can assess the quality and level of our ability as a national athlete and improve our abilities to achieve success.”
In addition with the high commitment and discipline, His Royal Highness highlighted, “Athletes must possesses attributes such as focus, competitive and strong mentality during the competition.”
His Royal Highness also reminded the athlete to always comply to the Anti-Doping Act and regulation enforced by the World Anti-Doping Agency (WADA) and uphold the good name of Brunei Darussalam.
The lone representative for Brunei Darussalam the 5th Asian Indoor and Martial Arts Games 2017 is national billiard athlete Ahmad Taufiq bin Murni in the 9-ball event. Led by Colonel Zahrin bin Haji Zunaidi as the Chef De Mission, the contingent also comprised Billiard and Snooker Coach Lim Tat Hwe and Secretariat officer Nursulhi binti Haji Tuah.

Dato Seri Setia Dr Awang Haji Zulkarnain in his opening remarks said, “Asian Indoor and Martial Arts Games is to promote sport and health as main value in life. Therefore, the participation of the country to the competition is in line with the purpose of the national sport of Brunei which stressed the important for the sport to support development for individual, community and country.”
In Individual level, he said, “The active participation in sport can contribute to the shaping of positive characters, self-awareness and high competitiveness. At the community level, sport can raise the level of community’s health, encourage growth and progress in economy of the country through participation and contribution among youths and sports.
“Brunei Darussalam has taken advantage of sport as a platform to strengthen national integration. This is the main aim of the national sports policy formulation which is to create a nation of sport culture; which will lead the country to prosperity.”
Also present at the ceremony were Haji Noor Jusmin bin Haji Abdul Samad, the Permanent Secretary at the Ministry of Culture, Youth and Sports with officials from the ministry and of the Brunei Darussalam National Olympic Council.

Chye explained that ISO 9001 is the international standard that specifies requirements for a quality management system (QMS). Organisations use the standard to demonstrate the ability to consistently provide products and services that meet customer and regulatory requirements.
“Changes introduced in the 2015 revision are intended to ensure that ISO 9001 continues to adapt to the changing environments in which organisations operate.
“Some of the key updates in ISO-9001:2015 include the introduction of new terminology, restructuring some of the information, an emphasis on risk mitigation thinking to enhance the application of the process approach, improved applicability for services, and increased leadership requirements.”
She noted that globally there are over 1.2 million organisations certified to ISO 9001 and while it continues to be as relevant as ever, the revision will take into consideration a number of issues to ensure it enhances an organisation’s ability to consistently provide products that meet customer requirements.

UNIVERSITI Teknologi Brunei (UTB) held a prize presentation ceremony for the winners of Science and Technology Week 2017 and a signing ceremony for the Memorandum of Understanding (MoU) between UTB and Petrokon Utama Sdn Bhd (PUSB) yesterday at UTB’s Lecture Theatre 2.
Attending as guest of honour was Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, the Minister of Education, as well as STEM (Science, Technology, Engineering and Mathematics) participants from 12 secondary schools, participants of the Cyber Battle Competition, and invited guests.
The ceremony began with the recitations of Surah Al-Fatihah and Doa Selamat led by Ustaz Haji Abdul Malik bin Haji Jumat from the Religious Affairs Office, followed by a welcoming speech by Haji Ady Syarmin bin Haji Mohd Taib, the Assistant Vice-Chancellor (Industry and Services) of UTB, who highlighted the importance of promoting interest in STEM subjects to students.
“There is a global shortage of STEM workers, efforts to overcome this have gained momentum around the world and Brunei is no exception. In this regard, UTB is proud to be able to join the national effort to promote STEM interest amongst secondary students since this will further strengthen the STEM workforce pipeline for Brunei Darussalam,” said Haji Ady Syarmin.

The computer hacking tournament, whose objective is to highlight the importance of cybersecurity and the need for information security specialists in Brunei Darussalam, will be the third such event to be organised by ITPSS Sdn Bhd, a local IT security firm.
Following the briefing was a prize presentation to winners of Science and Technology Week 2017, with team Alert(1) emerging as champions and awarded the top prize of $3,500 in addition to cybersecurity training by the SANS Institute.
Coming in second and third place were teams NZN and huroom, winning $2,500 and $1,500 respectively.
The event continued with the signing of the MoU between UTB and Petrokon Utama Sdn Bhd, which saw the renewing of cooperation between the two institutions.
This encompasses the sponsoring of research and development projects, joint supervision of student projects, the obtaining of perspectives in the development of engineering programmes structure in UTB’s efforts to align with industry needs and the accreditation requirements of relevant professional bodies, and the arrangement of industrial internships for UTB students in the engineering field.

AFTER months of separation from their families and loved ones, the second flight carrying Haj pilgrims landed safely yesterday at the Brunei International Airport.
The pilgrims that participated in Darussalam Holdings Sdn Bhd package landed at 3.30pm yesterday.
Even though the flight was delayed for nearly half an hour, family members gathered at the Arrival Hall as early as 2.30pm.
Upon arrival, the pilgrims were welcomed by the Minister of Health, Dato Seri Setia Dr Awang Haji Zulkarnain bin Haji Hanafi and the Deputy Minister of Religious Affairs, Dato Seri Paduka Awang Haji Abdul Mokti bin Haji Mohd Daud.
Also welcoming the pilgrims were Permanent Secretary at the Ministry of Religious Affairs (MoRA), Dato Seri Setia Haji Abdul Aziz bin Orang Kaya Maharaja Lela Haji Yusof; Permanent Secretary at the Ministry of Health, Haji Zakaria bin Haji Serudin; Deputy Permanent Secretary at the MoRA, Roslan bin Haji Taja’ah; Deputy Permanent Secretaries at the Ministry of Health, Dr Hazri bin Haji Kifle and Datin Paduka Dr Hajah Maslina binti Haji Mohsin, as well as senior officers from the ministry and a representative from the Embassy of Saudi Arabia in Brunei Darussalam, Ali Abdullah.
Soon after arrival, Doa Selamat was read by Ahmad Syafiq bin Haji Osman, a Mosque Affairs Officer.
There were 248 Haj pilgrims along with the Haj Medical Team and officers from Darussalam Holdings Sdn Bhd on board.

Haji Muhammad Akhimullah bin Haji Abu Bakar of Kampong Mulaut said he was thankful for the assistance and facilities provided by Darussalam Holdings during the almost one month journey.
“Alhamdulillah, my parents and I are very thankful as despite difference in the weather, we were able to fulfil all obligations of Haj.
“It is my first time performing Haj. We faced challenges during our journey, but with determination and will, Alhamdulillah our journey was smooth,” he added.
Hajah Nuramalina Syairah from Kampong Parit who performed Haj with her parents said the ambience and surroundings at both holy cities of Madinah and Makkah are unforgettable.
“When I was in front of the Ka’abah I was so amazed that Baitullah was right in front of me. I even made an attempt to touch Hajr Al-Aswad.
“Just imagine there were millions of people at that time, I found it very challenging yet satisfying,” she added.
Haji Salleh bin Haji Mahmud and his wife, Hajah Safiah binti Abdullah, from RPN Kampong Rimba said this was their first time performing Haj.
“During our time in both holy cities of Madinah and Makkah, we did our revision on what we learnt during our course in the Sultanate.
“It eased our journey in doing ‘ibadah’ especially the dos and don’ts during Ihram, Tawaf, Saie and so on,” he said.
ASEAN Member State (AMS) environment ministers held their 14th Asean Ministerial Meeting on the Environment (14th AMME) at the International Convention Centre (ICC) in Berakas yesterday.
Around 100 AMS delegations and representatives from the Asean Secretariat convened in a meeting at Musyawarah Hall, discussing and focusing on streamlining Asean member countries’ collective efforts and endeavours in the conservation, management and protection of the environment.
The meeting was chaired by Minister of Development, Dato Seri Setia Awang Haji Bahrin bin Abdullah.
In his speech, the minister noted that “together, under Asean, we have witnessed many encouraging and positive developments in the field of environmental cooperation over the years. These achievements have been underpinned by the great importance each of us attaches to the necessity of proper management of the environment towards environmental sustainability.
“This is in spite of the varying circumstances and challenges facing each country, as manifested in the different levels of capacity and resources each individual country could put up to tackle environmental issues, both local and regional”.

The minister added, “Having achieved our objectives under the Millennium Development Goals (MDGs), Asean member countries now join other nations in adopting and working towards achieving the UN’s Sustainable Development Goals (SDGs).
“Our environmental accomplishments under the ambit of the Asean Environment Sector, amongst others, so far include the successful realisation of the Asean Biodiversity Heroes, the publication of the Asean State of Environment Reports, the Asean Youth Environment Forums, the Asean Sustainable Cities Award and Certificate of Recognition, the Asean Biodiversity Outlook, as well as cooperation with our dialogue partners that has gone from strength to strength, to mention but a few.
“As we embark on our journey towards Asean Economic Community (AEC) and to realise the Asean Community Vision 2025, we will likely continue to encounter a rapidly changing regional and global landscape which will present many opportunities but also pose many challenges.
“With our ability to work collectively and pragmatically for mutual benefit, however, and harnessing the Asean spirit of cooperation and solidarity, I am confident we will be able to continue our path of progress in the field of environment cooperation under the Asean framework.”

THE Asean Environment Day (AED) launched last evening saw the presentation of awards to Asean cities that achieved sustainable and clean status.
Ministers responsible for environment from all 10 Asean member countries jointly launched the AED, which is a revamp from the Asean Environment Year, celebrated every three years to highlight the region’s achievements and commitment to environmental protection, as part of the bloc’s efforts in promoting environmental awareness among its citizens.
The launching was part of an outcome of 2015’s 12th Asean Ministerial Meeting on Environment in Hanoi, Vietnam, where ministers agreed to redesign the Asean Environment Year into the AED.
Brunei Darussalam was represented by the Minister of Development, Dato Seri Setia Awang Haji Bahrin bin Abdullah in the event held at the Tarindak D’Seni in the capital.
The minister also presented awards to representatives of recipient countries for the 4th Asean Environmentally Sustainable Cities (ESC) and the 3rd Certificate of Recognition Awards for Clean Air, Water and Land.
Bandar Seri Begawan, Brunei Darussalam; Kep City, Cambodia; Tulung Agung, Indonesia; Luang Prabang, Lao PDR; Putrajaya, Malaysia; Nay Pyi Taw, Myanmar; San Carlos, the Philippines; North-West District, Singapore; Nan Municipality, Thailand; and Da Lat, Vietnam were the 10 Asean cities awarded with the ESC.

In the big city category for the 3rd Certificate of Recognition Awards, both Bandung, Indonesia, and Can Tho, Vietnam, received the awards for clean air. The Malay City, Indonesia, received the clean water award. The award for clean land went to Makassar, Indonesia.
In the small city category for the 3rd Certificate of Recognition Awards, both Malacca Historial City, Malaysia, and Khonkaen, Thailand, received the clean air awards. The City of Phuket, Thailand, and Pursat, Cambodia, were awarded for their clean water. Ampang Jaya, Malaysia, and Kalasin, Thailand, got the clean land awards.
The Asean ESC Award was incepted in 2008 and is categorised for small cities of 20,000 to 750,000 inhabitants and big cities of populations over 750,000 to one million. The award serves to initiate and encourage the partnership and participation of various agencies including the community for the sustainable improvement of their own city through various partnerships towards the goal of better environmental awareness and knowledge among communities and eventually create and promote best-practices, innovation and new technologies in environmental sustainability.
Permanent Secretary (Administration and Finance) at the Ministry of Development, Haji Muhammad Lutfi bin Abdullah in his opening remarks touched on Brunei’s commitment to continue promoting a secure and sustainable environment as well as promoting environmental awareness at all levels of society. “The existing good ties and closer partnership between Asean member countries through international cooperation is needed in addressing environmental challenges in the region and promote awareness on environmental issues,” he stressed.
DESPITE the dry spell in the region, there has been no severe transboundary haze pollution from land and forest fires.
However, Asean member countries should remain vigilant to the potential of less favourable weather circumstances in the coming period which will again test the preparedness and responsiveness to the likelihood of land and forest fires as we encounter a dry spell.
The call to stay vigilant was made by Dato Seri Setia Awang Haji Bahrin bin Abdullah, Minister of Development in his opening remark as the President of the 13th Conference of the Parties (COP-13) to the Asean Agreement on Transboundary Haze Pollution (AATHP) yesterday afternoon at the International Convention Centre, Berakas.
Dato Seri Setia Awang Haji Bahrin expressed gratitude to Allah the Almighty for the prevailing favourable weather in the region, while applauding “the continuous efforts made by the respective Asean member countries in their roles which contribute to addressing the issues of land and forest fires in the region, towards ensuring an Asean haze-free region by 2020”.

“I am confident that if we step up our efforts and work together, we will be better able to collectively address and contain the problem,” he added.

The AATHP aims to prevent and monitor transboundary haze pollution as a result of land and/or forest fires, which need to be mitigated through coordinated and concerted national efforts and intense regional and international cooperation.
The agreement was signed on June 10, 2002, in Kuala Lumpur, Malaysia, entered into force in 2003, and is managed by the Asean Ministers of Environment and representatives from the Asean member countries.

The arrival of His Royal Highness was welcomed by Dato Lela Putra Dato’ Tunku Jaafar Laksamana bin Tunku Nong Jiwa, a member of Kedah Darul Aman’s royal family. His Royal Highness then consented to proceed to pay the final respect to Al-Marhum His Majesty Sultan Abdul Halim Mu’adzam Shah Al-Haj, the late Sultan of Kedah Darul Aman.
Al-Marhum His Majesty Sultan Abdul Halim Mu’adzam Shah Al-Haj passed away at 2.30pm on Monday, at the Istana Anak Bukit. His Majesty, who reigned the State of Kedah Darul Aman for 59 years, was 89 years old.
Al-Marhum His Majesty Sultan Abdul Halim Mu’adzam Shah Al-Haj also made a Malaysian history by being elected twice as the Yang Di-Pertuan Agong, the first time from September 21, 1970, until September 12, 1975; and the second time from December 13, 2011 until December 12, 2016.

The late Sultan of Kedah Darul Aman was born on November 28, 1927. On July 14, 1958, he ascended the throne of the State of Kedah Darul Aman after the demise of his father, Sultan Badlishah ibni Al-Marhum Sultan Abdul Hamid Halim Shah. He was installed as the Sultan of Kedah Darul Aman on February 20, 1959.
He received his early education at Sekolah Melayu Titi Gajah, and then went to Sultan Abdul Hamid College in Alor Setar.
In 1952, as the Raja Muda of Kedah, Sultan Abdul Halim attended Wadham College, Oxford, in London, graduating in social science and public administration.

ELEVEN Village Consultative Councils (MPKs) from Brunei are relishing the opportunity to showcase their products to a foreign audience at the 14th China-Asean Expo (CAEXPO) in Nanning, People’s Republic of China, which officially opened yesterday and will continue until September 15.
DARe (Darussalam Enterprise), a statutory body which aims to nurture and support local enterprises from start-up to growth, indicated that the MPKs were in high spirits, especially after His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and His Royal Highness Prince ‘Abdul Mateen visited Brunei’s Commodity Pavilion at the Nanning International Convention and Exhibition Centre (NICEC) on Monday.
As the Sultanate assumes the mantle of Country of Honour, the MPKs are stepping up and playing their part in putting Brunei on the world business map.
“It’s an honour for us to be able to meet His Majesty and have this opportunity from the government to showcase our herbal teas to such a large audience,” said Haji Amran bin Haji Johari from Kiudang, Tutong.
“It is our first time in China, and we are keen to see if there is potential for our product to sell beyond Brunei.”
Haji Amran, who served in the military for 20 years and now works as a car salesman, has been developing his teas – sold as 3MPK Herbal Tea – by purchasing the leaves of Sambah Bagangan (known scientifically as Aidia racemosa (Cav) Tirveng) from his village’s community.
Recently, 3MPK Herbal Tea managed to make headway into Brunei’s supermarkets.

Meanwhile, the sole MPK from Temburong, Kampong Rataie, is being represented by 23-year-old Nur Darina Sahari, who is hoping to do her village and district proud by showcasing their banana crisps and pineapple tarts.
“I think it is amazing that our product has been able to make it this far, and I would like to thank His Majesty and the government for making it possible for us to come here,” said Nur Darina, whose mother was scheduled to accompany her, but had to undergo emergency surgery on a tumour and is now recovering.
“I really hope that I can make my mother proud,” Nur said.
Brunei’s delegation comprises 119 companies – 48 food and beverage companies, 28 from various service industries, 15 in fashion and handicrafts, 11 in healthcare and cosmetics, eight in manufacturing, seven in education and two producing household products.
Of these participating companies, 91 fall into the category of micro, small and medium enterprises (MSMEs), while others are government-linked companies, educational institutions and Chinese companies with business presence in Brunei.
In addition to the Commodity Pavilion, Brunei will also take centre stage at the Cities of Charm showcase, where the 11 participating countries will promote a selected city of their own, as well as the China-Asean Business and Investment Summit (CABIS).
This year’s CAEXPO carries the theme ‘Co-building the 21st Century Maritime Silk Road, Promoting Regional Economic Integration through Tourism’.

In a titah delivered yesterday during the opening ceremony of the 14th China-Asean Expo (CAEXPO) and China-Asean Business and Investment Sum-mit (CABIS); and the Brunei Darussalam City of Charm Pavilion at the Nanning International Con-vention and Exhibition Centre (NICEC), People’s Republic of China, the monarch welcomed more cooperation between Ase-an and China in implementing measures that promote Asia as an engine of growth in the global economy.
In the titah, His Majesty applauded the 14th CAEXPO for establishing itself as a premier event that has showcased the resilient economic and trade ties between Asean and China.
The monarch particularly commended the work of the CAEXPO in promoting micro, small and medium enterprises (MSMEs) as these businesses represent a significant source of employment in the Asean region.
As Asean celebrates the 50th anniversary of its establishment this year, His Majesty observed that throughout much of Asean’s existence, it has worked closely with China in promoting peace and stability in Southeast Asia, as well as in working towards further economic development and integration.
Expressing appreciation to China for its consistent support of Asean’s economic endeavours, the monarch said the regional grouping is stepping up its efforts in securing the maximum benefits that can be obtained from an economically integrated region.
His Majesty underlined the importance of enhancing global connectivity and commended China on its Silk Road Economic Belt and the 21st Century Maritime Silk Road Belt initiatives.
The monarch also encouraged Asean and China to explore closer collaboration in carrying out the Master Plan on Asean Connectivity 2025 and the Belt and Road Initiative.
His Majesty looked forward to the upgrading of the Asean-China Free Trade Area as a way to further strengthen the Asean-China partnership, and expressed hope that this will contribute to achieving the twin goals of two-way trade volume of US$1 trillion and investment of US$150 billion by 2020.
His Majesty welcomed the designation of the year 2018 as the Asean-China Year of Innovation, and encouraged business people and private sectors to be innovative in finding ways to work closer together. In concluding the titah, His Majesty expressed confidence that the Asean-China relationship will continue to be a win-win partnership for both sides.

His Majesty was welcomed on arrival for the the opening ceremony of the 14th CAEXPO and CABIS by Zhang Xiaoqin, Vice-Governor of the Guangxi Zhuang Autonomous Region of the People’s Republic of China.
Prior to the event, the monarch signed the Visitor’s Book.
His Majesty then proceeded to the Osmanthus Hall for the opening ceremony where Zhang Gaoli, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Vice-Premier of the State Council of the People’s Republic of China, delivered the keynote speech followed by the monarch’s titah.
The opening ceremony also featured video presentations on Asean-China relations.

His Majesty commended Brunei Darussalam’s special economic relationship with the Guangxi Zhuang Autonomous Region and welcomed the collaboration between both sides under the Brunei-Guangxi Economic Corridor (BGEC) that includes cooperation in areas such as ports, fisheries and clean energy technology.
His Majesty elaborated on Brunei Darussalam’s objective of establishing itself as a regional logistics hub, which has been boosted by the operationalisation of the newly developed Muara Port.
His Majesty welcomed efforts in improving connectivity between China and Southeast Asia, and was pleased that direct air links from Nanning and Brunei Darussalam had recently commenced.
His Majesty also underscored that tourism promotion efforts needed to be further strengthened to promote greater people-to-people exchanges.
His Majesty further stated that as Brunei Darussalam was focused on diversifying the country’s economy, there would be opportunities for China to benefit through more involvement in that process.
His Majesty elaborated that Brunei Darussalam’s Economic Diversification priority areas are in the Halal Industries; Innovative Technology and Creative Industries; Business Services; Tourism; and Downstream Oil and Gas.
His Majesty also highlighted that Brunei Darussalam had undertaken several reforms in the past few years to create a more business friendly environment.

BRUNEI Darussalam’s contingent of athletes and officials set off from the Brunei International Airport yesterday for Kuala Lumpur to take part in the 9th Asean Para Games from September 17 to 23.
They were given a farewell by Haji Noor Jusmin bin Haji Abdul Samad, Permanent Secretary at the Ministry of Culture, Youth and Sports.
Haji Noor Jusmin also gave words of encouragement and advice to the athletes.
The national contingent will participate in three events at the regional sports meet – athletics, 10-pin bowling and cycling.
Two years ago at the 8th Asean Para Games in Singapore, the Brunei contingent achieved considerable success by grabbing three gold, three silver and six bronze medals in athletics and 10-pin bowling.

THE LiveWIRE Brunei Business Awards 2017-2018 was launched yesterday, marking its 11th year running since the first Business Awards in November 2001.
Dr Haji Azman bin Ahmad, Deputy Permanent Secretary (Higher Education) at the Ministry of Education officiated the launch at the International Convention Centre (ICC) in Berakas.
The LiveWIRE Business Awards 2017-2018 is organised specifically for young and enterprising people in Brunei Darussalam, and is designed to reward and recognise those who are outstanding in their business planning and existing business operations.
The LiveWIRE Brunei Business Awards programme is a prestigious and integral part of the LiveWIRE International Programme organised around the world, and is a fully funded social investment flagship of Brunei Shell Petroleum Co Sdn Bhd (BSP).
Each year, the awards showcase the diverse range of entrepreneurial talent of Brunei-youth businesses and selects winners that have made a strong impact in the region.

He said a variety of business entries is expected, ranging from the aspiring, to start-ups and small and medium enterprises (SMEs).
“Innovation in particular is expected, and highly prized; as it creates opportunities in adapting to and driving the changing market around us. It’s about moving fast and solving a business problem. It’s a new idea that adds value to people, business and society.
“It is hoped that realisation of the new vision for this year’s awards will bring greater exposure to winners,” he added.
With this, LiveWIRE Brunei has also introduced a concept that is industry-focused, where participants are required to explore business ideas in different industries that will contribute to the nation’s national interest.
The LiveWIRE Brunei Business Awards 2017-2018 are divided into Categories A (Business Plan) and B (Enterprise). Category B entries, upon meeting the criteria, will have the opportunity to join the LiveWIRE Brunei Energy Programme, designed to increase the number of SMEs it supports to enter the oil and gas sector value chain.
In addition to Categories A and B, there are also ‘LiveWIRE Brunei Special Awards’, which include: the ‘LiveWIRE Brunei Most Outstanding Award’ for the most unique, well presented, realistic, inspiring, original and practical business idea; and ‘LiveWIRE Brunei Highest Entries Award’ for the highest entries of participation from any educational institution.

“Therefore, I applaud this initiati-ve as it provides a platform to create awareness among young Bruneians and promote an entrepreneurial mindset among them,” he said.
“I believe the LiveWIRE Brunei Business Awards further reinforces the many strategic initiatives and programmes implemented by relevant government agencies, including the Ministry of Education, towards nurturing and developing entrepreneurship among youths and the community.”

The deputy permanent secreta-ry noted that the National Education System for the 21st Century or SPN21 curriculum sets out to meet the Ministry of Education’s vision in providing quality education at all levels from primary to tertiary levels.
He said this includes critical skills in mathematics, science, languages and ICT; study skills and values education; and entrepreneurial skills and lifelong learning.
“This is complemented by the provision of capacity building to our educators in the areas of entrepreneurship and business literacy, to enable our teacher in enriching our students with entre-preneurial knowledge and skills inside or outside the classrooms.”
He said outside the curriculum, the Ministry of Education also conducts entrepreneurial learning in other forms of school or institution-based programmes and competitions, as well as via collaborative activities and partnerships.
These include: Entrepreneurship Week at some schools; Global Money Week in collaboration with Employees Trust Fund (TAP), which involves activities in financial literacy; the Brunei Entrepreneurship Education Sche-me (BEES) in collaboration with Brunei Shell Petroleum (BSP) and Universiti Brunei Darussalam (UBD); and Success Weekends, which is one of the programmes conducted by the Entrepreneurship Village (for the National Entrepreneurship Agenda) for grades K-12 students.
“Hence, it is evident that there are many initiatives and programmes that have been rolled out to promote and strengthen entrepreneurship among Bruneians,” he said.
Touching on the LiveWIRE Brunei Business Awards, he said, “In terms of the extent of reach of this programme, I am pleased to note that there are more than 10,500 youths who have participated in various LiveWIRE Brunei programmes, and the Business Plan series is identified as one of the most popular programmes being introduced. Judging by the number just now, the participation of our youths is indeed encouraging.
“Another positive outcome of this programme is that previous Business Awards participants have produced a number of well-established young entrepreneurs in the commercial trading and financial sectors, energy industries as well as services industries.
“I applaud LiveWIRE Brunei for such accomplishment,” he said. “Nonetheless, there is still room for improvement that can be made, for example, in terms of the types of sectors participating in the LiveWIRE Business Awards.
“Hence, for this 11th Business Awards, I’m hoping to see more entries in various sectors, in particular in areas of Information Technology, Education, Agri-cultural, Agro-foods and Energy industries.

THE Muara Port Company Sdn Bhd (MPC) plans to transform Muara Port into a regional hub by attracting international shipping companies to operate there and opening direct routes to Chinese and other Southeast Asian ports.
It will focus on opening and enlarging available route networks, increasing transit volume and gradually improving the importance of Muara Port.
This was stated by Dato Seri Paduka Dr Awang Haji Mohd Amin Liew bin Abdullah, the Deputy Minister of Finance, during a press conference at the Symposium on Ports Cooperation and Development of China-Asean Port Cities Cooperation Network Work Conference, a sideline event of the 14th China-Asean Expo in Nanning, China.

The company’s introduction falls in line with the Brunei government’s objective of improving Muara Port’s overall operational efficiency and to improve Brunei Darussalam’s ease of doing business ranking.
The new setup will further facilitate growth in Brunei’s logistics and manufacturing industries and unlock the Muara Port’s potential of becoming a world-class, international transshipment hub.
Dato Seri Paduka Dr Awang Haji Mohd Amin Liew added that the collaboration between Beibu Gulf – with their vast experience in port operations and maritime logistics – and Darussalam Assets will aid in turning Muara Port not just into an international port but also a competitive sub-regional port within the Brunei, Indonesia, Malaysia, and the Philippines – East Asean Growth Area (BIMP-EAGA) region.
The company is also expected to grow the port’s export cargo volume and overall volume of Muara cargo. This in the long-term will benefit small and medium enterprises (SMEs) in the country, through a reduction of logistics costs via economies of scale and creating better synergies with other industries.
MPC will also be expanding its portfolio to include managing and operating the adjacent Muara Conventional Terminal before the end of this year, meaning the entire port operations will come under MPC.
The Beibu Group, in view of Brunei Darussalam intensifying its efforts to diversify the economy and attract foreign direct investment (FDI), is also looking at other investment opportunities to catalyse more industrial activity to synergise and link with the ports ecosystem.
An example of this is by investing in the development of industrial parks and integrated logistics park in the country.
“Seaborne trade will continue to dominate global trade flows and the China-Asean region will continue to grow, providing opportunities for investment and trade. The rejuvenation of Muara Port is a timely development as the port plays a vital role as a centre for the distribution of goods and merchandise to the market,” said Dato Seri Paduka Dr Awang Haji Mohd Amin Liew.
“Therefore we look forward to our continuous collaboration with Beibu Gulf in the coming months to build on the solid foundation that we have today to further enhance the expansion of Muara Port and other industrial activities mentioned earlier.”
THERE is an inclination towards Arabic Language and Islamic studies in the Sultanate, which is evident in the number of students registered in Arabic schools that rose from 30.89 per cent in 2014 to 34.54 per cent in 2015, said the Minister of Religious Affairs, Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman. He made these comment at the opening of the International Conference on Teaching Arabic Language and Islamic Studies in the Islamic World, at Universiti Islam Sultan Sharif Ali (UNISSA) yesterday.
The two-day inaugural seminar is being hosted by UNISSA and the Religious Teachers University College of Seri Begawan (KUPU SB), in collaboration with Islamic Universities League.
“Accordingly, the latest teaching methodology needs to be built and adapted in line with the rapidly expanding information technology. In the context of Arabic Language teaching among higher educational institutions, the widespread use of multimedia and the Internet have the potential to facilitate a more dynamic, more effective teaching and learning process,” said the minister.
“Hypermedia connection allows students the opportunity to access information without the help of instructors, while creating real learning situations and enabling direct communication with native speakers through the Internet. Therefore, the provision of complete and adequate infrastructure, such as the existence of a language laboratory, is viewed as crucial in every institution of higher learning or even in basic education.
“This is no exception in the context of Islamic studies, where the demand for the latest teaching trends and the provision of quality instructors is essential to the success of Islamic education.

“The educator’s personality, as well as the knowledge of pedagogy and the diversity of skills in teaching and learning, are important for effectively imparting knowledge and skills.”
The minister added that the challenges of 21st Century economic progress, borderless technology and the diversity of global issues have led to the near-exclusion of Islamic studies.
“In this regard, Islamic institutions of higher learning will need to embrace efforts to produce attractive programmes and teaching methods, in order to inspire more students and prevent the decline of Islamic studies,” he said.
“Islamic studies are synonymous with traditional teaching methods through Talaqqi (lessons conducted in small groups) and lectures or academic concepts, as is knowledge of Fardhu Ain (community obligations) or Tasauf (spirituality). However, the character profile of the educators, based on the Islamic concept of Mudarris, Muaddib, Murabbi, Mursyid and Mu’allim, should also add value to the teachings in accordance with religious conventions.
“Holistic, or comprehensive Islamic education, that covers human development from physical, spiritual, intellectual and emotional aspects can be used to enhance various aspects of human life to achieve advancement and the happiness of this world and the hereafter.
“This is in line with Islamic concept that recognises the diversity of knowledge, although the degree of truth is not the same. Islam is accepting all methodologies, as long as they do not contradict the basic principles of Islamic education which emphasises knowledge that is both beneficial and based on truth.
“Therefore, I hope that this collaboration will not merely be limited to seminars, but extended to other forms of cooperation, to further reinforce the position of this institution, in line with its capacity to channel knowledge to the present generation and beyond – as the main driving force to a culture steeped in research.
“The Islamic Universities League (Rabithah al-Jami’at Al-Islamiyah) has a substantial role in this field, while striving to forge mutual assistance and links between universities in the Islamic world, which is plainly evident in the organisation of this seminar,” he said.
The Dean of Arabic Language Faculty, Dr Siti Sara binti Haji Ahmad, as a member of the working committee at the conference, said that Islamic universities have a significant role in the development of Arabic Language and Islamic education.
“To ensure this, Islamic universities should have effective strategies, a skilful academic workforce and a learning environment which are conducive to the best procedures, student abilities and efficiency of the teaching workforce,” she said.
A total of 60 papers will be presented during the seminar. The first session was held yesterday at UNISSA, with the second taking place today at KUPU SB.
THE Ministry of Communications (MinCom) in collaboration with the Authority for Info-communications Technology Industry of Brunei Darussalam (AITI) and InfoCom Federation Brunei (IFB) yesterday held a prize presentation ceremony for winners of the Brunei ICT Awards (BICTA) 2017 at the ministry’s Amar Pahlawan Hall.
The guest of honour was the Minister of Communications, Dato Seri Setia Awang Haji Mustappa bin Haji Sirat.
Also in attendance were the Permanent Secretary at the MinCom and Chairman of BICTA 2017, Haji Azhar bin Haji Ahmad; Acting Deputy Permanent Secretary at the MinCom, Dr Haji Supry bin Haji Awang Ladi; and invited guests from the higher educational institutions, local ICT industry and start-up.
Haji Azhar highlighted that the BICTA Award serves as a platform for identifying and recognising the achievements of ICT talents among individuals, students and local entrepreneurs and at the same time identifying the best local ICT innovations.
He emphasised that BICTA 2017 stresses on the importance of visionary generation that is always aware of the latest technological development and is constantly working towards producing innovative solutions.
“We often face various challenges such as issues related to energy, environment, public health and others. A generation with creativity is essential in addressing these challenges especially in ensuring ICT development for the community,” he added.

According to him, BICTA 2017 aims to promote and expose local products and services at the Asean and Asia-Pacific level.
This year, the competition was divided into three categories such as the Tertiary Category, Start-Up Category and ICT Industry Category.
In addition, there were also special awards including the Promising Entrepreneur Award, Green ICT Award, Emerging Technology Award and Creative Industry Award.
He added that the winners of the awards will be presented ‘grants’ for their inventions that showcase the development of ICT industry and hoped that it will encourage to come out with more innovations.
“It is hoped that the BICTA winners will gain the opportunity to expand the ‘Made-in-Brunei’ products and later penetrate markets in the Asia-Pacific region through programmes in the form of business networking or technology exchange,” he said.
The event witnessed the prize presentation for the BICTA winners by the guest of honour.
For the Tertiary Category, the first place went to Universiti Teknologi Brunei (UTB) with ‘Smart LED Street Light System using Sensor and Wireless Network’.
Meanwhile, two groups of participants from UTB with ‘Brunei Forest Fire Prevention System (BFFP)’ and ‘Mobile Incident Reporting and Web-based GIS for Disaster Management’ came in second and third places.
Pengiran Khairi bin Pengiran Metussin was also announced as the champion for the Start-Up Category with his product ‘Islamic Mind’.
Second place went to Yamin Hamid and Simon Soo Say with their product ‘Track and Roll’, whereas ZeneCo Solutions came in third with ‘Agrome iQ Agriculture Business Intelligence Platform’.
The ICT Industry Category saw Naindah Enterprise winning the first place with ‘Naindah.com’ and NewGate Plus with ‘First Blood’ and Sphere Sdn Bhd’s ‘Lock & Go’ coming in second and third places.
For the special award, the Department of Electrical Services received the Green ICT Award with its ‘D-QMS System’, while Awangku Abdul Azim bin Pengiran Yusof was awarded the Promising Entrepreneur Award with ‘TeachMeGuru’ and UTB received the Emerging Technology Award with their ‘Virtual Reality Interactive Science (VRIS)’.
Dayangku Khadhijah, who won first place for Tertiary Category with ‘Smart LED Street Light System using Sensor and Wireless Network’, said the innovative approach of using LED lighting and sensors can tackle the high energy usage and unsafe environment of the current street light system in Brunei.
Asked about her preparation, she said it took her almost a year to create the system with help and support from her lecturers, families and friends and it was part of her course’s year-end project.
She hoped that the system will be further developed in the future so that it can be implemented in Brunei to encourage eco-friendliness and safety of road users.
SINGAPOREAN students taking up religious studies prefer to study in Brunei Darussalam.
This was stated by Singapore’s Environment and Water Resources Minister Masagos Zulkifli bin Masagos Mohamad, during his visit to Universiti Islam Sultan Sharif Ali (UNISSA) yesterday.
He added that there are 19 Singaporean students enrolled at UNISSA.
Masagos Zulkifli and members of the Singapore delegation were welcomed upon arrival by Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, Minister of Education and Dr Haji Norarfan bin Haji Zainal, Rector of UNISSA.
The Deputy Minister of Education, Pengiran Dato Seri Paduka Haji Bahrom bin Pengiran Haji Bahar; High Commissioner of Singapore to Brunei, Lim Hong Huai; and officers of the Singapore Islamic Religious Council and UNISSA were also present.

The Rector of UNISSA briefed the Singaporean minister and delegation on the university’s background and development.
The delegation was also briefed on the background of the Mazhab Shafi’e Research Centre by Dr Azme bin Haji Matali, Director of Mazhab Shafi’e Research Centre, UNISSA.
The visit was aimed at learning about the programmes at UNISSA.
Earlier, the Singapore minister said that students from Singapore are comfortable in studying religious courses in Brunei.
Masagos Zulkifli added that the Singapore Islamic Religious Council (MUIS) planned a number of programmes to set up a university to produce scholars and religious guides.

Accompanying His Majesty was His Royal Highness Prince ‘Abdul Mateen.
His Majesty was greeted on arrival at the Reception Hall by the Chairman of the Standing Committee of the NPC.
His Majesty and Zhang Dejiang discussed bilateral relations, in particular strengthening people-to-people exchanges such as through more parliamentarian engagement.
Both sides also discussed ways to enhance bilateral economic cooperation, and emphasised the importance of increasing connectivity between Brunei Darussalam and China.

In the afternoon, His Majesty also held a bilateral meeting with Li Keqiang, Premier of the State Council of the People’s Republic of China which was held at the West Hall, the Great Hall of the People, Beijing.

His Majesty was greeted on arrival by the Premier of the State Council of the People’s Republic of China.
During the meeting, His Majesty and Li Keqiang discussed Brunei-China economic ties, including cooperation in the areas of energy, infrastructure and development, agriculture, fisheries, finance, and connectivity.
His Majesty and Li Keqiang also discussed Asean-China dialogue relations, where both sides looked forward to celebrating the 15th anniversary of the Asean-China Strategic Partnership in 2018.

His Majesty and President Xi also exchanged views on regional developments.
During the meeting, President Xi congratulated His Majesty on the occasion of the Golden Jubilee of His Majesty’s Accession to the Throne.
President Xi commended the strengthening ties between Brunei and China in various areas of cooperation.
His Majesty also commended China for its contributions in maintaining global peace, prosperity and development. His Majesty also reaffirmed Brunei Darussalam’s commitment in upholding the One-China policy.
Prior to the meeting, both leaders joined an official group photo session.
Earlier in the afternoon, His Majesty attended the official welcoming ceremony in honour of the State Visit of the monarch to the People’s Republic of China. The ceremony was held at the Eastern Plaza, the Great Hall of the People, Beijing.
Accompanying His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was His Royal Highness Prince ‘Abdul Mateen.
Upon arrival at the Eastern Plaza, His Majesty was welcomed by President Xi Jinping. The monarch was later introduced to state dignitaries of China, followed by the introduction of Brunei Darussalam’s delegation members to President Xi Jinping.
His Majesty then proceeded to the dais to receive the official salute, accompanied with the playing of the national anthems of Brunei Darussalam and China and a 21 gun salute. His Majesty then inspected the guard of honour mounted by the People’s Liberation Army.
His Majesty and President Xi then proceeded to the East Hall for a bilateral meeting.

Cooperation Agreements
After the meeting, His Majesty and President Xi witnessed the signing of cooperation agreements between the countries in a ceremony held at the Great Hall of the People.
The cooperation agreements are:
– Memorandum of Understanding (MoU) between the Government of Brunei Darussalam and the Government of the People’s Republic of China on Jointly Promoting Cooperation within the Framework of the Silk Road Economic Belt and the 21st Century Maritime Silk Road Initiative;
– MoU on Strengthening Cooperation in the Field of Infrastructure between the Ministry of Foreign Affairs and Trade of Brunei Darussalam and the Ministry of Commerce of the People’s Republic of China;
– Plan of Action on Health Cooperation between the Ministry of Health of Brunei Darussalam and the National Health and Family Planning Commission of the People’s Republic of China for 2017-2020;
– MoU between Ministry of Defence, Brunei Darussalam and Ministry of National Defence, the People’s Republic of China, on Strengthening Defence Cooperation.
Signing the agreements on behalf of the Government of His Majesty was Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar, Minister of Energy and Industry at the Prime Minister’s Office.
Signing the deals on behalf of the Government of the People’s Republic of China were He Lifeng, Chairman of the National Development and Reform Commission; Zhong Shan, Minister of Commerce; Li Bin, Minister of National Health and Family Planning Commission; and Major General Ci Guowei, Deputy Chief, Office for International Military Cooperation, Central Military Commission.
After the signing ceremony, His Majesty proceeded to the Golden Hall for a State Banquet in honour of the monarch’s State Visit to China, which was hosted by the President of the People’s Republic of China.
