Brunei wushu team leave for Guilin

BRUNEI’S national wushu athletes yesterday left the country to compete in the 4th China-Asean Wushu Festival Invitational 2017 at Guilin, Guangxi Zhuang Autonomous Region of China from November 26-28.The visit is to prepare for the 18th Asian Games next year.

Led by national coach Li Hui, the team comprised Md Adi Salihin bin Roslan who will compete in Nan Quan and Nan Dao, Nur Batrisyia binti Ripin who will take part in Nandao and Nanquan, Fautina Woo Wai Sai who will take part in Nan Quan and Nan Gun while Hosea Wong Zheng Yu will be joining Taijiquan and Tajijian.

In an interview, Li Hui said, “This will be Md Adi Salihin’s last competition for this year and this is Fautina Woo Wai Sai’s first competition after recovering from her injury.”

He hoped that the athletes will make good use of the competition to gain much needed experience for the Asian Games.

Li Hui who has been training national wushu athletes for 10 years also lauded the rapid development of wushu in Brunei. Brunei is gaining reputation in the global and regional wushu scene.

He cited the recent 7th World Kungfu Championship held in Emeishan, China from November 7-11 where the Brunei wushu team earned applause and commendation from officials in the competition. There were more than 3,000 wushu athletes from 57 countries competing in the international level competition.

With Brunei’s achievement in wushu, he conveyed his gratitude to the government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and Brunei Wushu Federation for the continuous support.

Embassy celebrates Oman’s 47th National Day

THE Embassy of the Sultanate of Oman in Brunei Darussalam hosted a reception at The Empire Hotel & Country Club last night to mark the 47th National Day of the Sultanate of Oman.

Minister of Religious Affairs cum guest of honour Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman represented the government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

Representing the State of Oman at the reception was Ambassador of the Sultanate of Oman to Brunei Darussalam, Sheikh Ahmed bin Hashel bin Rashed bin Hashel Al-Maskari.

In his speech, the ambassador highlighted the strong bilateral relations between Brunei Darussalam and Oman.

Having said that, it is my firm belief that with combined efforts, we will Insya Allah bring greater success and brighter future to Oman-Brunei relations,” the ambassador said.

The event continued with a presentation of a token of appreciation by the ambassador to the minister, a cake-cutting with ambassadors of Gulf Cooperation Council (GCC) countries, and sand art performances by invited sand art artist.

Members of Diplomatic Corps were also present at the event.

Minister of Health heads Dikir Maulud

THE Ministry of Health (MoH) held a Dikir Maulud ceremony in conjunction with the Maulidur Rasul celebration at the Kampong Bunut Mosque yesterday.

The MoH delegation was headed by Dato Seri Setia Dr Awang Haji Zulkarnain bin Haji Hanafi, Minister of Health.

The ceremony started with the mass Maghrib prayer followed by the recitation of Surah Al-Fatihah led by the head of the delegation and continued with the recitation of Dikir Syarafil Anam.

The ceremony continued with mass Isyak prayer and the event ended with the recitation of Doa Selamat.

A total of 35 people from MoH were present in the Dikir ceremony, including Haji Zakaria bin Haji Serudin, Permanent Secretary at the MoH, Dr Hazri bin Haji Kifle, Deputy Permanent Secretary (Policy) at the MoH, as well as senior officers, staff and the Dikir group of MoH.

The Kampong Bunut Mosque Takmir Committee as well as residents of Kampong Bunut were also present.

This event sought to encourage MoH officials in glorifying and commemorating the birth anniversary of Prophet Muhammad (pbuh).

3GS Group clinches top spot in KKC Convention

THE 3GS Group from the Survey Department, Ministry of Development was crowned champions in the 20th National-level Quality Control Circle (KKC) Convention with their project titled ‘Difficulties in Management of Computer Equipment Information’ during the 24th Civil Service Day Celebration at the Plenary Hall of the International Convention Centre (ICC) yesterday.

The KKC aimed to effectuate higher work quality, efficiency and productivity among groups of workers (roughly in the sizes of six-10) in the same department or unit in government agencies by getting them to analyse and improve on work or operation related problems.

The first-place winners received a trophy, certificates and $6,000. Dayangku Syazwani binti Pengiran Sufri, a representative of the 3GS Group, said their project aimd to ease the day-to-day tasks – in particular, IT-related tasks – of Survey Department personnel.

She said the challenges they faced were in coming up with the management system, doing research, and gathering information from every individual computer – of which there is more than 300 computers in the Survey Department – as well as computer accessories such as printers and scanners.

“We also hope that the outcome of this KKC project will be implemented in other departments within the Ministry of Development,” she added.

Taking second place was the Lifesaver995 group from the Fire and Rescue Department, Ministry of Home Affairs, with their project titled ‘The Increase of Peat Fires in the Hot Season in Mukim Seria Areas’, for which they received a trophy, certificates and $4,000.

Kamalzurzaman bin Musa, project leader of Lifesaver995, explained that their project – which took eight months to work on – was aimed at decreasing incidences of fire in the peat areas of Mukim Seria. The fires are a yearly occurrence, causing thick smoke which affects the general health of residents in the surrounding areas and decreases visibility on the roads, increasing the risk of road accidents.

Finishing in third was the Mu@kad group – also from the Survey Department, Ministry of Development – with their project titled ‘Rectified Skew Orthomorphic (RSO) Map not Achieving Customer’s Expectations’. They received a trophy, certificates and $2,000 for their effort.

Seven other groups from various government departments each received certificates and $1,000.

Sultan to hold discussions with Najib today

MALAYSIAN Prime Minister Dato Laila Utama Dato’ Sri Mohd Najib bin Tun Haji Abdul Razak arrived in the Sultanate yesterday evening to attend the 21st Annual Consultation between Brunei Darussalam and Malaysia which is scheduled to take place today.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam will today receive the Malaysian Prime Minister in audience at the Istana Nurul Iman and hold discussions with him on further collaborations between the two countries in different sectors.

Both leaders are also expected to witness the signing of several agreements to cement cooperation in various sectors including tourism and oil and gas.

Brunei and Malaysia enjoy excellent ties which is especially evident from the large number of Bruneian visitors to the neighbouring country, making Brunei the fifth biggest contributor of visitors to Malaysia annually.

Najib’s visit is expected to open up more opportunities for the public and private sectors of both countries to explore potential ventures. Recorded trade volume between both countries in January to July this year stands at about B$885 million.

A joint statement issued by both governments during the last annual consultation in October 2016 in Kuala Lumpur, said that the leaders of both countries recognised the untapped potential in economic relations and also discussed a wide range of bilateral, regional and global issues of mutual concern.

Among other issues discussed during the 20th Annual Consultation were the importance of connectivity between the two countries through the Pan Borneo Highway network, regional and international issues such as on Asean and the South China Sea and also talks to enhance cooperation in the tourism, livestock, palm oil plantation, agriculture and infrastructure sectors.

A Memorandum of Understanding in the field of green technology was also signed during the meeting held in Putrajaya in Kuala Lumpur last year.

Present at the Brunei International Airport to greet the Malaysian Prime Minister last evening was Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, Minister of Education as Minister-in-Attendance and Pehin Orang Kaya Pekerma Dewa Dato Seri Setia Lim Jock Seng, Minister at the Prime Minister’s Office and Minister of Foreign Affairs and Trade II.

Also part of the Malaysian delegation is Malaysia’s Minister of Defence Datuk Seri Hishammuddin bin Tun Hussein.

Public servants told not to misuse power

THOSE who are given power must not abuse it for self-interest or to mistreat people, said His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

“Good public servants are those who serve honestly and sincerely, and not who are efficient but disloyal. Efficiency is not worth if it is used to persecute people,” the monarch noted in a titah delivered on the occasion of the 24th Civil Service Day Celebration at the International Convention Centre (ICC) in Berakas yesterday.

“I don’t want to see a public service that abuses power or making defamatory remarks. This does not bring in any good, but rather invites acrimony. Public service must be clean from all negative elements for the nation and government to be blessed.

“I encouraged people to practise team spirit, particularly in public service, as teamwork can ensure more benefits. When we talk about teamwork, it is not about forming an alliance which involves conspiracy or cronyism.

“Cronyism normally has a leader to control the group. Teamwork is different from that and a team flourishes through consensus and consultation,” His Majesty said.

“Public service is the pulse that determines the progress and strength of a nation. Hence, I always follow the performance and situation of the public service of the country,” the monarch noted.

“In this context, I am pleased to note that the Prime Minister’s Office, as the core agency in leading the public service, is actively implementing the Civil Service Framework.

“One of the initiatives that has been introduced beginning October 1, 2017, is the New Performance Management System for all civil servants. The objective is to ensure that the assessment of work results of every officer and staff is carried out fairly and transparently, reflecting their true contributions.

“In my opinion, the assessment system must focus on Key Performance Indicators (KPIs), besides competency evaluation. In this context, I urge every public servant to take seriously the implementation of the new performance assessment system according to the stipulated guidelines,” the ruler said.

“I believe the new system will contribute more to productivity and competitiveness in providing quality public services as well as promote innovation as a work culture.”

Touching on innovation, the monarch said public servants must generate new ideas to ensure more effective delivery of service. “This lays the role of public service leaders – from permanent secretary level to heads of department to even heads of unit level – in reviewing the guidelines for the provision of services.

“I believe success will be more prominent if there is wider participation from all levels of public service. This innovative culture could boost foreign investment which will greatly benefit the economy,” the monarch said.

Referring to the economy, His Majesty said, “Alhamdulillah, the government’s efforts towards improvement have shown a positive signs to date. Recently, the World Bank report on Ease of Doing Business 2018 stated that the nation’s ranking has improved to 56th position from 105th place three years ago.

“Our nation has been recognised as the most improved economy in implementing reformations for three consecutive years. We became even more proud when we attained the second highest spot globally in the ‘Getting Credit’ criteria.

“This encouraging achievement indicates clearly the effectiveness of the country’s leadership and the whole-of-nation approach. I am convinced that the business environment in Brunei will be enhanced further to help it attain the aspired target to be among the top 20 countries in the world,” the ruler said.

His Majesty added that the initiatives drafted under the Civil Service Framework will not be complete without considering the spiritual and etiquette factors in public service.

Also attending the 24th Civil Service Day Celebration were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince ‘Abdul Malik; and Her Royal Highness Princess Hajah Masna, Ambassador-at-Large at the Ministry of Foreign Affairs and Trade.

Following the titah, the event continued with a special talk by Dato Seri Setia Dr Haji Japar bin Haji Mat Dain @ Maidin, the Deputy State Mufti.

The event saw 41 government officers and staff from Division II, III, IV and V of each ministry receiving the Civil Service Outstanding Employee Award from His Majesty.

His Majesty also presented awards and certificates to the winners of the 20th National-level Quality Control Circle (KKC) Convention.

Baiduri Bank reaches another milestone

BAIDURI Bank reached another milestone yesterday with a double event celebrating the relaunch of their Kiulap and Serusop branches yesterday.

The event which started in Kiulap Branch and then at the Serusop Branch, was attended by the guest of honour, Yusof bin Haji Abdul Rahman, Managing Director of Autoriti Monetari Brunei Darussalam (AMBD).

Pierre Imhof, CEO of Baiduri Bank, in his welcoming speech said, “Baiduri Bank has been investing in our Branch Network where branches are redesigned to suit the market segment and its surrounding areas.

“The investments are to create a welcoming environment for our customers, which we believe, is key to enhancing the overall customer experience.”

The guest of honour toured each branch after the official launch, led by Pierre Imhof, Pengiran Azaleen bin Pengiran Dato Haji Mustapha, Head of Retail Banking and Branch Network, Baiduri Bank, as well as the branch managers of Kiulap and Serusop branches.

Also present at the ceremony were members of the Baiduri Bank Management Committee and senior executives from Baiduri Bank Group.

Kiulap Branch started operating in the new premises on October 2016, but has been present in the area since 2001. The new Kiulap branch offers a much bigger banking hall, more ATMs and a bigger Prestige Centre.

Serusop Branch is at the newly constructed Pelangi Complex. Opened in July 2017, the new branch is also home to Baiduri Bank’s first Business Hub.

Both branches offer full banking services to individuals and businesses as well as complimentary personal financial planning consultation.

Additionally, there is also a Prestige Centre to cater for Baiduri Bank’s high net worth segment. The upgrade of Baiduri branches is an ongoing project to meet the evolving customer needs.

Royals in BJSL athletics competition

HER Royal Highness Princess Ameerah Wardatul Bolkiah and Yang Teramat Mulia Pengiran Muda ‘Abdul Muntaqim ibni Duli Yang Teramat Mulia Paduka Seri Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah alongside 60 International School Brunei (ISB) Years 4, 5 and 6 students yesterday represented the school at the Brunei Junior Sports League (BJSL) Track and Field competition at the Tutong Sports Complex.

The participating schools comprising Jerudong International School, ISB, Panaga School and Hornbill School took part in events ranging from 800 metres, 600 metres, 60 metres, and 4×100 metre relay on track as well as Discuss, Shot Put, Ball Push, Long Jump, Triple Jump and Tee-ball throw.

Yang Teramat Mulia Pengiran Muda ‘Abdul Muntaqim was a standout participant, winning 2nd place in the 60 metre sprint as well as being part of the 2nd place winning team for the 4×100 metre relay. He also participated in the Long Jump and Tee Ball Throw.

According to ISB PE Teacher Grant Macpherson, “The Brunei Junior Sports League is comprised of tournaments across the sports of Athletics, Football, Swimming, Tag Rugby and Netball and is a much needed source of competitive, inter-school sport for young kids in Brunei.”

First-ever air separation plant opens in Tutong

DAIKYO Industrial Gas Sdn Bhd – Brunei’s first KDO (N)-200Y-type air separation plant – located at Serambangun Industrial Area in Tutong District, was officially launched yesterday by YB Haji Abdul Wahab bin Apong, the Penghulu of Mukim Tanjong Maya and a member of the Legislative Council.

Jeffrey Hung, Project Manager at Daikyo Industrial Gas, speaking on behalf of Managing Director Hung Ah Hing, said that Daikyo Industrial Gas is in the business of supporting the education and healthcare services in a safe and responsible manner.

“We have been supplying industrial, medical and specialty gases since 1982. We are the first air separation company to set up a production plant in Brunei Darussalam. We first began commercial production of oxygen gas in May 1995 and acetylene gas in January 1997,” Hung said. “Business has since flourished and we are now one of the biggest companies in this industry. With our past and present success we want to be self-reliant in production and become a national leader in our industry.”

Hung added that 2017 is an auspicious year for Daikyo Industrial Gas “as it is our 35th year in business”. The new plant, Hung said, is capable of producing seven tonnes of liquid gases – oxygen or nitrogen – per day.

“With the official launching [of our plant], we hope to gain support from the relevant government agencies and local businesses in terms of purchasing our liquid oxygen, which has uses in hospitals, the food and beverage industry, construction, agriculture, and other related industries,” he said.

The opening of the new plant is also a boon for local jobseekers.

“Being the first plant in the country in this area, we are committed to hiring locally and providing equal opportunities in our recruitment process. Daikyo has begun implementation of its localisation programme, in which the company aims to eventually achieve a local staff employment ratio of 70 per cent within the next three years,” Hung Ah Hing said.

“We will focus on creating employment and contributing to Brunei’s drive for sustainable economic development.”

Present at the launching were several envoys to Brunei Darussalam, partners and business associates of Daikyo Industrial Gas Sdn Bhd, as well as industry experts, government officials and invited friends.

MinDef, IBTE pen MoU to increase training cooperation quality

THE Ministry of Defence (MinDef) and Institute of Brunei Technical Education (IBTE) inked a Memorandum of Understanding (MoU) yesterday at the Officers’ Mess, Bolkiah Garrison, opening the way for further collaboration in the training of the ministry’s officers.

The MoU is part of MinDef’s wider efforts to elevate the quality of its officers.

Witnessing the signing as guest of honour was Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Mohd Tawih bin Abdullah, Commander of the Royal Brunei Armed Forces (RBAF).

Also present were senior officers of MinDef and IBTE.

In his speech at the signing ceremony, Deputy Commandant of the Training Institute RBAF, 436 Lt Col Pengiran Sharifuddin bin Pengiran Haji Yusof described the signing as a milestone for both parties.

Revealing the scope of the cooperation, he said, “The MoU that we are signing today formularises the collaboration between our two institutions, a collaboration that already began a long time ago and has proceeded productively.

“The MoU signed today will provide more avenues and opportunities for collaboration in the development of skills for trainers, trainees and students.”

The MoU, he added, will commit both institutions to work more closely toward their common goals of recognition and accreditation of both institutions’ academic programmes.

Through the MoU, he said, “Both IBTE and RBAF trainers will collaborate in terms of the transfer of knowledge, where IBTE and RBAF will explore and exchange academic knowledge in areas of mutual interest, cultivate teamwork and understanding between both ministries, and work to elevate the reputations of both training institutions in terms of the quality of training.”

Omani cuisine to tickle local palates

AS PART of an effort to promote Omani cuisine and the unique mixture of modernity and tradition through its rich and wide varieties of mouth-watering dishes, the Embassy of the Sultanate of Oman in Brunei Darussalam in partnership with The Empire Hotel & Country Club launched the Omani Food Festival yesterday.

Held from November 23 to December 2, the festival will highlight the importance of food in constructing and shaping a country’s character, and how geographical attributes and historical evolution of cuisines help in forming a national identity.

The event also serves to promote the Omani arts and culture in Brunei Darussalam while at the same time strengthening the good and positive relationships between Brunei Darussalam and the Sultanate of Oman.

Launching the Omani Food Festival was the Minister of Culture, Youth and Sports, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof.

The Ambassador of the Sultanate of Oman to Brunei Darussalam, Sheikh Ahmed bin Hashel bin Rashed bin Hashel Al-Maskari, in his welcoming remarks said the Omani cuisine has evolved through centuries of cultural and geographic diversity.

“This combination of different cultural backgrounds and culinary inspiration has resulted in the creation of unique Omani dishes with a wide-range of flavours,” he said.

On culinary diplomacy as a type of cultural diplomacy, Sheikh Ahmed said that showcasing their traditional cuisines is an effective tool in promoting relationship between nations, with the meals shared giving a stronger cultural understanding between the countries.

The General Manager of The Empire Hotel & Country Club, Nigel Badminton, spoke of his delight in co-hosting the festival with the Embassy of the Sultanate of Oman in Brunei Darussalam.

“The Empire Hotel & Country Club is pleased to co-host the food festival with the prime purpose of promoting Omani food in Brunei, as food is considered as one of the vital cultural ties between countries,” he said.

The festival will feature a wide variety of Omani desserts and favourite Omani dishes such as Mashawi Bahri, a dish made of grilled seafood; Qabuli Laham, a special dried fragrant rice with meat; Paplou, a seafood soup; and Mishkak, skewered meat grilled on charcoal.

Chef Mail Aljahdami and his Assistant Chef Tariq Al Bahlani, two chefs specially flown from the Sultanate of Oman, will prepare the dishes during the festival.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday morning held a four-eyed meeting with Dato Laila Utama Dato’ Sri Mohd Najib bin Tun Haji Abdul Razak, Prime Minister of Malaysia, as part of the 21st Annual Leaders’ Consultation between Brunei Darussalam and Malaysia.

The meeting was held at Cheradi Ratna Kenchana, Istana Nurul Iman.

Following the meeting, His Majesty and the Malaysian Prime Minister witnessed the signing of a Memorandum of Understanding (MoU) and two Framework Agreements in a ceremony held at the Baitul Masyuarah.

The MoU between Brunei and Malaysia on cooperation in the field of tourism was signed on behalf of the Government of His Majesty by Dato Seri Setia Awang Haji Ali bin Haji Apong, Minister of Primary Resources and Tourism, while signing on behalf of the Government of Malaysia was Dato Seri Paduka Dato’ Sri Anifah bin Haji Aman, Minister of Foreign Affairs of Malaysia.

Signing the Unitisation Framework Agreements between the Government of Brunei, represented by the National Unitisation Secretariat (NUS), and Petroliam Nasional Berhad (Petronas) was Dato Paduka Awang Haji Jamain bin Haji Julaihi, Deputy Minister of Energy and Industry at the Prime Minister’s Office as Chairman of NUS, while signing on behalf of Petronas was Vice President of Malaysia Petroleum Management, Muhammad Zamri Jusoh.

Brunei, Malaysia pledge to further strengthen ties

BRUNEI Darussalam and Malaysia yesterday reaffirmed their commitment to further deepen and expand bilateral relations and cooperation as well as to intensify efforts in addressing the challenges in the region for the mutual benefit of the people of both countries.

In a joint statement issued after the 21st Annual Leaders’ Consultation between Brunei Darussalam and Malaysia held in the capital, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and Dato Laila Utama Dato’ Sri Mohd Najib Tun Haji Abdul Razak, Prime Minister of Malaysia pledged to nurture the economic ties between the two countries towards the creation of opportunities for the people in both countries.

In this regard, His Majesty invited Malaysia’s participation in the foreign direct investment clusters of Halal, innovative technology and creative industry, business services, tourism and downstream oil and gas.

In the joint statement, both leaders expressed confidence that any collaborative effort will be mutually beneficial for the people of both countries.

The consultation was held in a productive and friendly manner, underscoring the long and close ties between the two countries and their people.

Both leaders welcomed the strengthening of bilateral relations and the significant growth in political, economic and strategic issues of mutual interest, based on the firm foundation of common values and traditions between the two countries.

The leaders also welcomed the latest developments under the implementation of the Exchange of Letters signed by the leaders of Brunei Darussalam and Malaysia on March 16, 2009. They reaffirmed the importance of the Exchange of Letters in further strengthening the strategic relationship shared by Brunei Darussalam and Malaysia as well as in advancing dialogue and mutual understanding between the two countries.

Both leaders also recalled the previous Annual Consultation held on October 4, 2016 and expressed satisfaction on the positive progress achieved in the past year and agreed that the momentum should be maintained.

The leaders acknowledged the continued progress made by Petronas and PetroleumBRUNEI in the Commercial Arrangement Areas (CAA) in Blocks CA1 and CA2, Production Sharing Agreements in Block N, and their collaboration in Canada and Myanmar.

They expressed satisfaction over the efforts made by Petronas and PetroleumBRUNEI to finalise arrangements on the pre-development activities of its discoveries in Block CA2. These efforts signify the commitment by both organisations to extend future collaboration in ensuring sustainable gas production to Brunei Darussalam, the joint statement said.

The leaders were pleased to note that the Brunei National Unitisation Secretariat and Petronas have finalised the framework for unitisation arrangements for both Kinabalu West NAG (KN) and Maharajalela North Fields (MLJ) as well as Gumusut/Kakap (GK) and Geronggong/Jagus-East (GRG/JGE) fields. They viewed the formalisation of these arrangements as a significant milestone, denoting the strong cooperation between the two countries in the oil and gas industries.

His Majesty and the Malaysian Prime Minister welcomed the steady progress made by the joint technical teams on the demarcation and survey of the land boundary between Brunei Darussalam and Malaysia. In this regard, both leaders commended the teams for their work and urged them to continue to undertake the survey and demarcation activities expeditiously, especially in priority areas.

The leaders noted that discussions between officials from both countries on the operationalisation of the provision of the Exchange of Letters relating to maritime access are still underway.

They urged officials concerned to further intensify their efforts in order to achieve an early conclusion to the discussions.

The leaders underlined the importance of further developing maritime cooperation and noted the ongoing discussions between officials of both countries on increasing engagement in this field with a view to having a memorandum of understanding on maritime cooperation.

The joint statement acknowledged the existing cooperation in the fisheries sector between both countries and noted the ongoing discussion between Brunei Darussalam and Malaysia on traditional fishing grounds.

Both leaders called for the formalisation of this cooperation with a view to having a Memorandum of Understanding (MoU) on fisheries cooperation.

The leaders welcomed the continued progress in trade and investment cooperation, particularly with the states of Sabah and Sarawak and looked forward to enhancing cooperation especially in agriculture, communications, tourism, livestock and fisheries.

The leaders expressed their support for stronger bilateral cooperation in developing both countries’ micro, small and medium enterprises (MSMEs).

In this regard, they welcomed the signing of the MoU between Small and Medium Enterprises Corporation Malaysia (SME Corp Malaysia) and DARe (Darussalam Enterprise) on Micro, Small and Medium Enterprise Co-operation Programmes between Malaysia and Brunei Darussalam on November 27, 2016 and encouraged both sides to explore new initiatives and policy measures for the overall development of MSMEs in both countries.

The leaders also welcomed the continued participation of both countries at various expositions and trade fairs held this year such as the Penang International Halal Expo and Conference (February 24-26, 2017); the First MSME Innovation Conference and Expo in Brunei Darussalam (May 6-8, 2017); the Sabah International Food and Beverage Fair (September 29-October 1, 2017); the One Village, One Product (1K1P) Expo and Asean Fruits and Food Festival in Brunei Darussalam (November 1-5, 2017); and the 20th SME Annual Showcase & Conference 2017 (SMIDEX) in Kuala Lumpur (November 15-17, 2017).

Both leaders affirmed the importance of strengthening connectivity, and expressed satisfaction on the successful convening of the consultation between Brunei Darussalam and Malaysia on the Pan Borneo Highway which was held on November 26, 2016 in Bandar Seri Begawan. They urged officials of both countries to continue their discussions on issues related to the development of the highway.

Both leaders expressed satisfaction over the progress of cooperation in the field of green technology between the Energy and Industry Department at the Prime Minister’s Office (EIDPMO) and the Ministry of Energy Green Technology and Water (KeTTHA). In this regard, the leaders encouraged both sides to continue working closely towards the conclusion of the work plan in promoting technical cooperation in green technology.

The joint statement reiterated the importance of the long-standing defence cooperation between the two countries in view of the changing security architecture and dynamic security challenges.

In this regard, the leaders expressed their commitment to strengthen cooperation in areas of mutual interest, including through regular exchanges of visits, training courses and military exercises between the Royal Brunei Armed Forces (RBAF) and the Malaysian Armed Forces (MAF).

The leaders underscored the need to further enhance defence cooperation within the framework of the MoU on Defence Cooperation through information sharing, joint combined exercises and joint operations between armed forces of both countries. Therefore, they welcomed the decision to explore possible avenues for future collaboration in defence technology between the Centre of Science and Technology Research and Development, Brunei Darussalam (CSTRAD) and the Science and Technology Research Institute for Defence Malaysia (STRIDE).

They also underscored the importance of continuing both countries’ close cooperation and active contributions to regional peace and security through the United Nations Interim Forces in Lebanon (UNIFIL) and the International Monitoring Team (IMT) in Southern Philippines.

The Prime Minister of Malaysia expressed appreciation for Brunei Darussalam’s participation in the Langkawi International Maritime and Aerospace Exhibition 2017 (LIMA ’17) which was held from March 21-25, 2017 and looked forward to Brunei Darussalam’s continuous support for the 16th Defence Services Asia (DSA) Exhibition and Conference in April 2018.

The two leaders expressed satisfaction on the launch of the Asean Direct Communications Infrastructure (ADI) by the Asean Defence Ministers on October 24, 2017 at the Asean Defence Minister’s Meeting in Clark, the Philippines, which will provide a permanent, rapid, reliable and confidential means by which Asean Defence Ministers could communicate and further foster cooperation as well as defuse possible misunderstandings among Asean member states.

The leaders expressed satisfaction over the increase in number of tourists travelling between both countries.

His Majesty was pleased to note that Malaysia was the largest source of tourists for Brunei Darussalam. In this regard, both leaders welcomed the signings of the Memorandum of Cooperation between Sabah Tourism Board and Royal Brunei Airlines on March 28, 2017 and the MoU on Cooperation in the Field of Tourism on November 23, 2017, which will further promote and develop tourism cooperation between the two countries.

His Majesty and the Malaysian Prime Minister expressed satisfaction over the close engagement between officials in Brunei Darussalam and Malaysia on matters relating to immigration cooperation, including the Brunei-Malaysia Frequent Travellers Programme (BMFTP), which has eased travel between the two countries and enhanced people-to-people connectivity.

His Majesty expressed appreciation for Malaysia’s support during Brunei Darussalam’s hosting of the 13th Asean Health Ministers Meeting, 7th Asean Plus Three Health Ministers Meeting and 6th Asean-China Health Ministers Meeting held from September 6-7, 2017.

Both leaders looked forward to the signing of the MoU relating to the movement of prisoners from areas between Sabah and Sarawak via Brunei Darussalam, and the movement of prisoners within Brunei Darussalam via Sarawak by the end of 2017.

The joint statement expressed satisfaction with the ongoing initiatives undertaken to strengthen existing cooperation in higher education, particularly in the areas of research, student and faculty exchanges, seminars, public lectures and in the publication of academic material. In this regard, the leaders welcomed the signing of MoUs between Universiti Islam Sultan Sharif Ali (UNISSA), Brunei Darussalam with Kolej Pengajian Islam Johor (MARSAH) and Kolej Universiti Islam Melaka (KUIM) both signed on October 22, 2016; with Universiti Utara Malaysia (UUM) on February 14, 2017; and with Kolej Universiti Islam Pahang Sultan Ahmad Shah (KUIPSAS) on April 8, 2017 as well as a Memorandum of Agreement (MoA) with Pusat Kajian Pengurusan Pembangunan Islam (ISDEV) and Universiti Sains Malaysia on October 17, 2017.

The leaders also welcomed the signings of MOUs between Religious Teachers University College of Seri Begawan (KUPU SB), Brunei Darussalam, with Kolej Univerisiti Islam Antarabangsa Selangor (KUIS), KUIPSAS and Yayasan Mujamma’ Darul Hadis, Malaysia on October 25, 2017.

Both leaders expressed satisfaction with the active people linkages, particularly among the youths in promoting greater friendship and understanding. In this regard, they looked forward to the renewal of the MoU in the fields of youth and sports to continue enhancing sports training and leadership development in both countries.

His Majesty congratulated the Malaysian Prime Minister on Malaysia’s successful hosting of the 29th Southeast Asian Games (SEA Games) and the 9th Asean Para Games in Kuala Lumpur that have promoted greater socio-cultural linkages and people-to-people connection. The monarch also expressed gratitude to the Prime Minister for Malaysia’s generous hospitality and excellent arrangements extended to Brunei Darussalam’s athletes during their participation in the games.

With a view to enhancing policy dialogue and deepening intellectual exchanges between the two countries, the leaders welcomed the good relations and encouraged regular interactions between the two civil services. Brunei Darussalam hosted the 16th Malaysia-Brunei Darussalam Public Service Senior Officials’ Exchange Programme from May 12-14, 2017. Both leaders recognised the benefit that the programme has brought to the civil services of both countries including enhancing cooperation and promoting greater interaction and understanding on public service matters and looked forward to the 17th Malaysia-Brunei Darussalam Public Service Senior Officials’ Exchange Programme to be hosted by Malaysia in 2018.

Both leaders highlighted the importance of both countries working closely together in preventing and countering all forms of transnational crimes such as terrorism, extremism, radicalism, illicit drug trafficking, trafficking in persons, people smuggling, cybercrime and other issues as mutually agreed by both countries at the bilateral, multilateral, regional, sub-regional and international levels.

His Majesty commended the establishment of the counter messaging communication centres and the King Salman Centre for International Peace in Malaysia in countering radicalisation, extremist propaganda and ideologies, both at the local and regional levels.

His Majesty and the Malaysian Prime Minister also welcomed the operationalisation of the Framework on Trilateral Cooperative Agreement through the launching of the Trilateral Maritime Patrol (TMP) and the Trilateral Air Patrol (TAP) by Malaysia, Indonesia and the Philippines in Sulu Sea to combat piracy, terrorism and fighting militants’ presence in the region.

The Prime Minister of Malaysia extended his warm congratulations to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam on the occasion of the Golden Jubilee of His Majesty’s Accession to the Throne on October 5, 2017.

Both leaders expressed satisfaction over the outcome of their meeting and looked forward to the implementation of the decisions reached for a much strengthened bilateral relationship and cooperation between Brunei Darussalam and Malaysia.

The leaders also agreed to hold the 22nd Annual Leaders’ Consultation in Malaysia in 2018.

DPMM FC ended their calendar year with an emphatic 5-1 victory over Indian Super League outfit FC Goa in a friendly football match organised by the Ministry of Culture, Youth and Sports with the cooperation of the High Commission of India in Brunei Darussalam at the Hassanal Bolkiah National Stadium last night.

DPMM FC most prolific foreign import Rafael Ramazotti marked his final appearance for the club with a hat-trick, all coming from headers.

The first goal for DPMM FC came from an unlikely source as captain Rosmin Kamis found space to steer the ball home from close range.

FC Goa’s Rinjoy Fernandes ventured forward and found Yasir Mohammad who laid the ball for Jonathan Caesar Cardozo though it was always going to be a difficult angle for the attacker.

The hosts doubled their lead after Ramazotti nodded home an Azwan Ali’s corner before grabbing his second of the game through a header from yet another assist by Azwan Ali.

Abdul Muiz Si’sa shot inside the box but was blocked by a defender before Ramazotti struck the ball into the back of the net only to be ruled out for offside.

The midfielder tried his luck from distance in the 35th minute which sailed just wide.

The winger showed change of pace and direction prompting danger for the visiting defence before setting up Ramazotti who scuffed his shot with only the goalkeeper to beat.

Ramazotti cushioned a header for Azwan Ali but the winger skiied his effort in the box.

However, the resurgent visitors had renewed hope after Enestar Maingiang slotted home after his team-mate had repeated attempts thwarted by the Bruneian defence.

DPMM FC forward Adi Said hit his shot straight to the goalkeeper after being teed off by Ramazotti.

The ‘Gegar Gegar’ men extended their lead further after Mohammad Najib Haji Tarif rose to head home from a corner.

It was apt that the outgoing Ramazotti would have the final say in what ultimately was his last act in a DPMM FC jersey after bagging a hat-trick with another header.

DPMM FC head coach Steve Kean said, “I’ve always got to look at the bigger picture. It is unusual that in this day and age you stay at a club for four years. I would really say that three out of the four years were fantastic.”

14 JIS students attend THIMUN conference in Singapore

A GROUP of 14 students from Jerudong International School (JIS) including two Bruneian students recently attended the THIMUN conference in Singapore with approximately 1,500 students from the best schools in Asia, according to a press release.

THIMUN Singapore was established in 2004 as a sister conference to THIMUN (The Hague Model United Nations) and is part of the THIMUN Foundation.

It has taken place since the very first conference at the Hwa Chong Institution and students and staff from the school have supported the conference in many different roles.

The five-day conference is a simulation of the United Nations for secondary students and takes place annually in November in Singapore.

Two of the participating JIS students held significant leadership positions in this student-led conference. Year 13 IB Diploma student, Krishna Kasim was Deputy Secretary General and Year 13 ‘A’ Level student, Saumitra Tripathi was the Deputy President of the International Court Justice.

At THIMUN Singapore, students find themselves debating on current world issues in the General Assembly with topics in the likes of International Security, Economics and Finance, Health and Youth, Tourism and Human Rights just to name a few.

The THIMUN Foundation aims to promote and foster collaborative and solution-oriented discussion on world issues by instilling a long-life passion for improving the global community into today’s youth.

Attendants of THIMUN conferences seek solutions through discussions, negotiations and debates on current problems of the world.

SMARTER students taken on outing to Jerudong Park

AROUND 90 students from the Society for the Management of Autism Related Issues in Training, Education and Resources (SMARTER) EDGE Centre and SMARTER BACA Centre were recently taken on a trip to the Jerudong Park, along with their parents and guardians.

Malai Haji Abdullah bin Malai Haji Othman the President of SMARTER Brunei said, “Now that they are familiar (with the recreational park), their families can easily bring them here, to enjoy the numerous activities and games available.

Malai Haji Abdullah expressed his wish to see more parents and members of the public at ease with special needs children, especially those with Autism Spectrum Disorder (ASD). “I also hope, that through the SMARTER Community Adaption Programme, the students can build their confidence and feel less anxious when visiting new places,” he said.

SMARTER Brunei currently has 113 members and has been in operation for more than a decade, since its establishment in 2001.

The centre provides specialised care and support for the children to aid them in their early development and growth. It also conducts activities to promote awareness and acceptance of individuals with ASD among the local community.

Sacofa inks pact with DST International

SACOFA Sdn Bhd (Sacofa), the ICT infrastructure company tasked with delivering on Sarawak’s ambitious telecommunications and broadband coverage targets, signed a Memorandum of Understanding (MoU) with Datastream Technology Sdn Bhd (DST) – the premier telecommunications provider in Brunei Darussalam, through DST’s wholly-owned subsidiary DST International (B) Sdn Bhd.

The MoU, signed last Thursday, is to form a strategic collaboration to bring international broadband quality to Sarawak.

Aceh delegation gets a glimpse into Brunei

A BRIEFING session by the Brunei Malay Chamber of Commerce and Industry (DPPMB) was held for a visiting delegation of entrepreneurs from Aceh, Indonesia yesterday at the Design and Technology Building in Anggerek Desa.

The proceedings saw a number of presentations delivered, beginning with one on the DPPMB by its Treasurer, Fauziah binti Dato Seri Paduka Haji Talib.

It continued with a presentation on DARe (Darussalam Enterprise) by its representative, Bahrain bin Haji Mohammad Salleh, followed by a briefing from Dr Muhammad Hadi bin Muhammad Melayong, Senior Special Duties Officer, Secretariat Office, MIB Supreme Council, and a Syariah briefing by Dato Seri Setia Haji Metussin bin Haji Baki who is a member of the Brunei Islamic Religious Council (MUIB).

There was also a presentation by Datin Hajah Masni binti Haji Mohd Ali, the President of the National Anti-Drug Association of Brunei (BASMIDA).

Haji Mahmud bin Haji Mohd Daud, the Chairman of DPPMB, said the session was conducted to introduce the visiting delegation to non-government organisations (NGOs) such as DPPMB and BASMIDA in Brunei Darussalam.

He also said the session provided them an opportunity to share information with the delegation regarding the Sultanate, with briefings on Malay Islamic Monarchy (MIB) and Syariah as well as the business landscape and activities in the country with the presentation from DARe.

“Our target is to strengthen ties between the two sides,” Haji Mahmud said, highlighting the importance of connectivity through the movement of people, goods and services.

Yesterday’s event also saw members of the visiting delegation giving remarks and attending a question-and-answer session.

T Iskandar Daod from the House of Representatives of Aceh said, “For us, Brunei is not a foreign country. We see Brunei as a neighbouring country and as our brother.”

He highlighted that having a direct flight between Brunei and Aceh would be “very interesting”.

Asked for his thoughts on the business opportunities between the two countries, he said that there is potential for trade, and noted that there are many products that can utilise resources from Aceh. He also added that people from Brunei can invest in Aceh.

Combating antimicrobial resistance high on Ministry of Health’s agenda

THE Ministry of Health (MoH) in collaboration with the World Health Organization (WHO) launched a training workshop to introduce the WHO Methodology on Antimicrobial Consumption Monitoring at the Al-’Afiah Hall of the ministry, recently.

Haji Zakaria bin Haji Serudin, Permanent Secretary at the MoH as the guest of honour inaugurated the workshop which will run until November 27. He said the MoH continues to place very high importance to safe healthcare delivery and combating antimicrobial resistance is high on its agenda.

“The WHO has reported that Healthcare Associated Infections (HAI) occur in all countries, regardless of the level of their development. It is the most frequent adverse events in healthcare delivery that potentially can lead to significant morbidity and even cause mortality, affecting not only patients, but also healthcare workers and visitors,” the permanent secretary noted.

“Healthcare Associated Infections are infections that are acquired while receiving care at a healthcare facility. Often such infections are caused by antimicrobial-resistant micro organisms that have emerged as a global crisis, exacerbated by the inappropriate and irrational use of an antimicrobial. Studies have demonstrated a link between antimicrobial consumption and resistance emergence, suggesting that reducing inappropriate antimicrobial prescribing practices may curb the development of antimicrobial resistance.”

Haji Zakaria added that antimicrobial resistance is an increasingly serious lethal threat to public health with the possibility of going towards post-antibiotic era where even the most common infection can be life-threatening.

“With the realisation of this threat, antimicrobial resistance has been addressed by the World Health Assembly since 1998. In 2014, in the Western Pacific Region, three priority action agendas on antimicrobial resistance were endorsed which include improving surveillance of antimicrobial resistance and monitoring of antimicrobial use.

“In 2015, the Global Action Plan on Antimicrobial Resistance with five strategic objectives was adopted globally, one of which includes strengthening knowledge through surveillance and research. In relation to this, WHO has developed a tool to monitor the antimicrobial consumption which would provide a common methodology for countries to collect and report national antimicrobial consumption data, help gather reliable and comparable national consumption data of countries, furnish information on the level of use and types of antimicrobials to policymakers and prescribers and provide a methodology that can be integrated into a global WHO surveillance programme,” Haji Zakaria added.

It is indeed very timely for the Ministry of Health to organise the training workshop, in collaboration with WHO, as a very important initiative in our efforts to combat antimicrobial resistance, particularly by promoting and increasing the awareness on WHO activities, regionally and globally, on antimicrobial use and resistance. It also serves as a platform to share Brunei Darussalam’s gaps and challenges in antimicrobial consumption monitoring and to learn from experts on how to close these gaps and face the challenges, the permanent secretary said.

Some 26 participants, comprising officers from the Medical Reception Station (MRS) of the Ministry of Defence, the Ministry of Primary Resources and Tourism, the MoH, Jerudong Park Medical Centre, Panaga Health Centre and representatives from several private clinics, are attending the workshop.

This workshop is expected to translate ideas into concrete actions through which the ministry will be able to develop an effective national surveillance system in its efforts to combat antimicrobial resistance.

The workshop is facilitated by Dr Hege Salvesen Blix, Senior Consultant at the WHO Collaborating Centre for Drug Statistics Methodology and Antony Zorzi, Dr Verica Ivanovska and Dr Ketevan Kandelaki, WHO consultants.
