WITH 619 trainees of the Capacity Building Centre (PPK) gaining employment at the Hengyi Petrochemical Plant at Pulau Muara Besar (PMB), unemployment in the country has declined by 0.3 per cent at the end of December 2017.

PPK and other initiatives such as i-Ready, Industry Competency Framework (ICF), JobCentre Brunei (JCB) together contributed to a reduction in unemployment from six per cent to five per cent, the Energy and Industry Department at the Prime Minister’s Office (EIDPMO) said in a statement issued during the send-off ceremony for the second batch of the first cohort of 286 PPK trainees (Group B) who departed to join the Hengyi project yesterday.

By end of 2018, PPK plans to enrol and train up to 3,000 local jobseekers, the statement added.

Of the PPK Graduate Cohort 1, 579 trainees joined the Hengyi project in January 2018 and 293 reported for work on January 2 (Group A), while 40 trainees of the Heavy Vehicle Driver (HVD) programme joined PMB since December 2017.

Both groups of trainees will be reporting to work under the main contractors of the Hengyi project.

The Capacity Building Centre (PPK) is a multi-programme vocational skill training centre operated by the EIDPMO at the former Pengiran Anak Puteri Hajah Masna Secondary School in Kampong Lambak Kanan which has undergone refurbishment.

The objective of PPK is to help reduce unemployment in the country and build up a competent national workforce. This is achieved by upskilling local jobseekers through two to six months’ training programmes that are aligned to industry needs.

Sending off the trainees yesterday were Dato Seri Paduka Awang Haji Mohamad Roselan bin Haji Mohamad Daud, Deputy Minister at the Prime Minister’s Office (PMO); Dato Paduka Awang Haji Jamain bin Haji Julaihi, Deputy Minister Energy and Industry at the PMO; Haji Mohamad Azmi bin Haji Mohd Hanifah, Permanent Secretary (Energy and Industry) at the PMO; Haji Kamaludin bin Haji Bungsu, Pemanent Secretary (Manpower and SHENA) at the PMO; PPK staff as well as members of Registered Training Organisations (RTOs).

As part of Local Business Development and to ensure that local firms are able to participate in the government’s employment generation initiative, five main contractors of Hengyi’s PMB project have formed joint ventures with local companies while some are yet to be formed. The joint ventures formed include Joint Venture China Sinogy Electric Engineering Co Ltd/Sahid Sdn Bhd; Joint Venture China Chemical Engineering Second Construction Corporation/Mashhor General Contractor Sdn Bhd; Joint Venture China National Chemical Engineering Third Construction Co Ltd/Joffren Omar Sdn Bhd; Joint Venture China Construction Installation Engineering Co Ltd/PTAS Sdn Bhd; and Joint Venture NJNCC (B) Sdn Bhd/Hj Adinin & Sons.

All the new employees will have to work for five days a week on rotation basis and have been provided with accommodation on shared basis at PMB. Meals will be provided three times a day at the dedicated mess.

There will be separate male and female dormitories, with the female quarters fully guarded with female security personnel on 24-hour basis. Surau facilities are also provided. There will be also 200 parking spaces available at Serasa PBS yard.

Meanwhile, sharing her experience during the training programme, Nur Suziahyanti, an insulator trainee under NJNCC, said, “Alhamdulillah, we were given rigorous training for three months to prepare us for our work at Pulau Muara Besar.

Liyana binti Awang and Siti Mas Nidah binti Zaini, woodcraft trainees, said they are highly optimistic about their upcoming work with NJNCC.

“Together with the training on woodcraft provided by experienced officers as well as safety training provided by PPK, we hope to gain experience throughout our three-year contract with NJNCC, working on Hengyi’s main project at Pulau Muara Besar.”

The standard curriculum for the PPK training programme is 20 per cent theory and 80 per cent practical. Training is delivered by industry-experienced instructors from RTOs.

To facilitate entry into PPK, educational requirements have been kept to a minimum – which is Year 9. However, on a case-by-case basis consideration may be given if educational level of applicant is below Year 9. The typical age range for entry is from 18-40, with the upper age limit flexible based on medical and physical condition of the jobseeker.

However, there are mandatory entry requirements for specific programmes. For example, HVD programme applicants need to be aged 21 and above and has a valid Class 3 driving licence. Other mandatory requirements for certain programmes include passing a colour blindness test.

The programme for the first cohort started in September 2017 and ended in December 2017 for Mason/Plasterer, Woodcraft, Steelcraft, Rigger, Scaffolder, Marker Fitter/Riveter, Blaster Painter and Insulator; while for Heavy Vehicle Driver programme ended in November 2017.

Apart from learning fundamentals in Health, Safety and Environment (HSE), the trainees have also been given exposures in motivational and entrepreneurial talks by subject matter experts. Malay Islamic Monarchy (MIB) and religious subjects also form part of the curriculum.

At present, these courses are developed for the construction industry as a priority, particularly targeted to meet the manpower demands of Brunei Foreign Direct Investment (FDI) project Hengyi Petrochemical Plant at Pulau Muara Besar.

To ensure trainees secure employment after training at PPK, every trainee is given a Conditional Offer of Employment (COE) from an employer while in training.

A total of 2,836 Conditional Offer of Employment was secured at Hengyi, which means all trainees who have completed their training at PPK, will be absorbed for immediate employment at PMB, subject to medical clearance.

PPK will be starting four new programmes, ie Welder, Mechanical Fitter, Electrical and Instrument Mechanics in January 2018. Other programmes that will also be starting in 2018 include Plant Refinery Operator, Production Operator and Sewing Operator. These programmes will run from six months to two years, the statement said.

The second intake at PPK, which started January 8, 2018, has a total of 852 trainees enrolled. Continuous improvements continued to be incorporated in this second intake based on learning and feedback of the first intake. New programmes will be launched soon by PPK equip jobseekers with skills to service incoming FDIs, other industries and employers, the statement added.

Interested jobseekers are invited to visit the JobCentre Brunei website for details and to send in their applications.

A faster postal service can spur e-commerce

MINISTER of Communications Dato Seri Setia Awang Haji Mustappa bin Haji Sirat yesterday stressed on the value of and need for fast and reliable postal services, which can spur in e-commerce business activity within the country.

The minister highlighted this on the sidelines of a visit to the Mumong branch of the Kuala Belait Post Office, while responding to media questions on various new projects being implemented by the Postal Services Department.

The need for speedy postal services is particularly important in this day and age, where people are ever more interconnected, and businesses are continuously striving to expand outside the country and vice versa, the minister said.

“While Brunei shares the same international tracking system (with other countries), we have no tracking of shipment from one post office to another (within Brunei). One of the current projects being undertaken within the country is Bru-Track – or Brunei Tracking System – where customers are able to track when their packages leave the post office or arrive at their residences within the country,” he said.

Explaining further, he said, “The traditional international tracking system only tracks packages and parcels that have arrived at and departed the post office, with no information on the package’s status being provided by forwarders and air carriers.”

The delay sometimes happens at the end of cargo carriers and forwarders, and this is due to the small volume of cargo coming into Brunei, forcing cargo carriers to wait until a large volume is ready.

“We are currently addressing this issue by communicating with various agencies to ensure that goods are delivered on time. One way of addressing this issue is by encouraging and creating opportunities for online businesses and e-commerce, which can help create volume for cargo services,” he said.

“This volume can come from the import of various goods into the country, as well as the export of goods to other countries such as ‘One Village, One Product’ (1K1P) products, which are produced by local businesses and companies. The creation of volume can help incentivise cargo carriers to make deliveries to Brunei more often.”

The minister noted that the Mumong branch of the Kuala Belait Post Office was constructed with e-commerce foremost in mind, and that “the various facilities and rooms that can be found at the Mumong post office give local businesses an advantage in their e-commerce business operations.”

The ministry is in continuous communication with local companies and businesses – especially those dealing in e-commerce – to gather feedback on the usefulness of the facilities at the post office as well as suggestions and improvements that can be further implemented by the post office.

During the visit to the Mumong post office, the minister also had the chance to check out its large warehouse.

“Currently, many businesses require a bonded warehouse where packages can be kept safely. Such facilities can be provided to local businesses,” he said.

“The Postal Services Department is implementing automated services to help speed up the delivery of parcels and letters.”

The minister explained that these efforts to expedite the postal services’ operations were made to promote and encourage more e-commerce business activities in the country. He, however, sounded a cautionary note on the improvements, saying that while Brunei’s postal services are improving, the demand for such e-commerce services is growing fast and so keeping up with such a rise in demand can prove challenging.

“Logistics (for e-commerce) is still a challenge (for us) due to connectivity to other parts of the world, and we have been communicating with neighbouring countries like Singapore on how best we can develop a strategy and partnership (to enable us to improve) our connectivity,” he continued.

“Developing air linkages and routes from various parts of the world will ensure that international packages sent to Brunei arrive more swiftly. By developing these linkages, we are not only able to quickly send packages and parcels from one place to another but also establish commercial links using those connections.”

Dato Seri Setia Awang Haji Mustappa also said that various projects are under discussion to “provide opportunities for the post office to conduct more activities and projects”, one of which being a philatelic stamp museum.

“We are currently in the process of discussing with the Brunei Darussalam National Philatelic Association on the best approach for the project”.

“This will hopefully generate interest in stamp collection among those who visit (the post office), but also provide locals and tourists a place to visit and learn more about the rich history and heritage (of Brunei as depicted in the stamps) printed from the old days till now,” he said.

HAJAH Anis Sabrina bin Haji Yahya emerged winner of the Women’s Sabre Individual event in the Brunei Open Fencing Championship 2018 after overcoming a highly-spirited display by Dayangku Siti Syahirah Pengiran Idris in an enthralling 15-10 win in the final at the Indoor Stadium of the Hassanal Bolkiah National Sports Complex yesterday.

The all-Brunei Muara affair saw Dayangku Siti Syahirah take a slender 1-0 lead before Hajah Anis, a national female fencer, seized control with an 8-2 lead.

However, Dayangku Siti Syahirah threatened to stage a comeback after trailing 10-12 but Hajah Anis Sabrina ensured victory without slipping further points.

“I wish I could have done better but I’m happy with my result,” Hajah Anis told the Weekend Bulletin.

“We actually can do well and maybe the experience helps us to gain success. We just need support from the public and the government.”

“Bruneians have the potential to succeed but we need support. We really hope that this Brunei Open will bring that support,” she further continued.

With Dayangku Siti Syahirah providing her a minor scare after narrowing the gap, she agreed that it was a really competitive match.

Hajah Anis Sabrina’s main sport is Women’s Foil, in which she won gold, and she admitted that sabre is new to her.

“My coach is preparing my footwork with sabre,” she further added.

Ken Soraya Ananta Tantri Budi and Azzeldine Aliya Zahira Hisnindarsyah of Ikasi Surabaya from Indonesia shared a joint third-place finish.

Meanwhile, Anggi Williansyah of Kota Bogor from Indonesia grabbed gold in the Men’s Epee Individual after beating team-mate Muhammad Dwi Wahyu 15-10 in the final.

The Brunei-Muara pair of Mohd Hafizzi Ilah and Awangku Ahmad Zaim Pengiran Idris settled for joint bronze.

SUNGKYUNKWAN University (SKKU) notched their second victory in a space of three days by beating Beruang Blazers in a basketball fundraising game at the Brunei Basketball Association Court in Batu Bersurat last night.

The South Korean team produced an entertaining brand of basketball and in numerous occasions delighted the fans with breath-taking moves including a succession of three-pointers.

Beruang Blazers also had its moment in the game like when Eugene Lim intercepted a SKKU break before passing it to Ben Sim who laid it for the import Crump to complete the move with a slam dunk.

That final shot before the buzzer in the third quarter enabled Beruang Blazers to halve the deficit at 63-31.

But it was all SKKU in the offensive as they entered the start of the fourth quarter holding a commanding 97-53 lead.

Flash floods, traffic chaos as heavy downpour lashes Brunei

HEAVY downpour yesterday afternoon caused flash floods as well as traffic chaos on a number of main roads in the Brunei-Muara District.

Pictures and videos of flash floods were circulated on the social media, with some of the worst affected areas being Jangsak and Madewa.

According to a warning issued by the Brunei Darussalam Meteorological Department on its Facebook page, heavy thunder showers are expected to persist over many areas of the country, with risks of flood and flash floods especially in low-lying and flood-prone areas. Wind gusts of up to 40km/h are likely during heavy showers.

The warning was issued between 3.30pm to 6.30pm.

Also affected by the flash floods are residents of the RPN Bukit Beruang, particularly the semi-detached area at Simpang 377.

Speaking to the Weekend Bulletin, a resident, Mohd Fadzillah bin Maisali, explained that the problem is a recurring one.

“Whenever it rains, water filled with soil would flow down from a nearby hill. And when the drains cannot cope, it spills out and causes flash floods,” he said.

The main concern is that the water would flow into manholes and spill over into drain holes, which in turn will flood the inside of houses through the toilets.

Mohd Fadzillah said there were also occurrences of soil erosions behind his house due to heavy rainfalls and that caused drains to be clogged. He appealed to the relevant authority for assistance.

The musical tells the story of a distant future where a powerful corporation named Globalsoft has taken over the world, and live, man-made music has been banned entirely.

A group of Bohemians take up the struggle to restore ‘real music’ and with it the free exchange of thought and individuality. With the help of Pop, an ancient hippie librarian who is researching secret musical histories, two soul rebel named Galileo and Scaramouche set about trying to find the key to saving the world – Brian May’s guitar, which is buried in the remains of Wembley Stadium.

Cameron Smith, one of the youngest cast who played Galileo, said that he has always loved performing on stage and this would be his third show in an ISB production. “I have learnt so much from this production,” he said before adding, “Some of the songs are really challenging; ‘Under Pressure’ is one of the hardest, but worth it. I hope you enjoy the show.”

Meanwhile, Dr Steven Geraghty in his welcoming message noted that ISB’s name is synonymous with high quality education in all areas, including performing arts, adding that “the talent and self-confidence of our students testify to this”.

He hopes that the annual production will serve as a platform for students to showcase their talents and creativity.

The ‘We Will Rock You’ musical will continue today starting at 11.30am and the last show will be at 6.45pm. Members of the public who wish to witness the programme can contact ISB for ticket bookings.
