SHARED memories bring families closer through familiar tastes, experiences and traditions. The new Nestlé Aiskrim Tradisi helps relive these warm moments of togetherness through tradition.

According to a press release, favourite local classic flavours such as Sirap Bandung and Coconut Gula Melaka are now available in the form of ‘ice cream potong’, the first in Malaysia.

“We, Malaysians, love our local drinks and delicacies. Drinks such as Sirap Bandung and local delicacies like Coconut Gula Melaka are evergreen. These flavours are uniquely Malaysian and resonate with our idea of home. Hence, we decided to introduce these two homegrown favourites as new flavours in our ‘potong’ ice cream range to remind Malaysians of the good old days,” said Yit Woon Lai, Business Executive Manager of Nestlé Ice Cream.

“The potong ice cream format is a classic. It is sure to bring back memories of our childhood; of the neighbourhood ice cream man ringing the bell and dishing out those precious sticks of aiskrim potong. We hope with Nestlé Aiskrim Tradisi, we can help ice cream fans relive these good memories, especially when it comes in flavours that Malaysians love and enjoy,” continued Yit.

ESTABLISHMENT of programmes in the field of culture between Asean and Russia is expected to create more talented youths who will form the foundation of a productive society.

This was pointed out by Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports, during the recent meeting of culture ministers held on the sidelines of the 20th Asean-Russia Commemorative Summit in Sochi, Russia.

The minister highlighted that previous cultural activities such as the Asean-Russia Symphony of Young Musicians and the Cultural Programme in Folk Music and Dance, as well as exchange programmes between Brunei and Russia in visual arts in 2014 have provided opportunities for youths to understand the meaning of culture, inventiveness and creativity.

Therefore, preservation of cultural and historical heritage is important to be appreciated by the youth, added the minister.

Chaired by Vladimir Medinsky, the Russian Minister of Culture, the meeting was attended by culture ministers from Cambodia, Laos, Singapore and Thailand.

RBAF to celebrate 55th anniversary

THE successful leadership of the Royal Brunei Armed Forces (RBAF) and the unwavering effort and commitment of the soldiers that serve the country and its people are pivotal to the peace and stability of Brunei Darussalam.

The RBAF will continue to safeguard the interests of the Sultanate in maintaining its sovereignty and to carry forward the institution’s legacy since it was established in 1961.

This year marks the 55th anniversary and notable achievements of the RBAF, following a series of successful exercises including the recent Asean Defence Ministers’ Meeting (ADMM) Plus Maritime Security (MS) and Counter Terrorism (CT) Exercise jointly hosted by Brunei and Singapore, the 44th Pacific Area Senior Officers Logistics Seminar (PASOLS) which Brunei Darussalam co-hosted with the United States, and the Brunei International Skill-At-Arms Meet (BISAM), Brunei’s prestigious international shooting event competition, which has sparked the interest of larger countries such as the People’s Republic of China.

With the support of the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the RBAF has consistently been successful in sustaining its troops for humanitarian and peace keeping operations under the United Nations Interim Force in Lebanon (UNIFIL) and Mindanao, as well as carrying out operations to counter terrorism, aggression and insurgency.

“I think the most significant achievement has been our ability to establish ourselves (RBAF) as a credible contributor to regional peace and stability. We are no strangers especially in the Asia Pacific region. Other regional and international armed forces see us as professional and capable armed forces despite our relatively small size,” said Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Mohd Tawih bin Abdullah, the Commander of the RBAF.

“For that I wish to express our gratitude to His Majesty as the Minister of Defence and the Supreme Commander of the RBAF, for His Majesty’s guidance and support and to the Government and the Bruneian people for their trust, confidence and support to put us where we are today,” he added.

This year’s theme, ‘RBAF Generation with a Vision’, signifies the commitment of the men and women who have served and those presently serving under the military organisation towards realising and supporting the national aspiration of Brunei’s Vision 2035.

The RBAF 55th anniversary will be held on May 31, at the newly-established Defence Academy in Kg Tanah Jambu for the first time, and members of the public will be given the opportunity to be exposed to the recruitment process, training and gain knowledge on the organisation as a whole.

While recruitment stands as the main concept of this year’s celebration, representatives from various Peace Keeping Operations (PKOs) will also share their personal experiences based on their missions abroad.

The ceremonial grand parade of military personnel, ‘Perbarisan Raksasa’, is the highlight of the event and among the activities available to members of the public during the celebration include a blood donation campaign, various sports activities and a sermon (Ceramah Khas) titled ‘Keamanan Negara, Menagih Rahmat Perlindungan Allah’, which will also be included in correlation with the event and presented at mosques in all four districts.

Bearing in mind the country’s present economic conditions, the RBAF has meticulously planned the event within its means, and without compromising the meaning of the celebration, which will be attended by military personnel and their families, as well as the public.

“I also wish to acknowledge and praise the dedication, commitment and the hard work of all members of the RBAF and Ministry of Defence for our achievements,” the commander added.

Parents pleased with Developmental Paediatric Services at RIPAS Hospital

PARENTS who brought their children to the Women and Children’s Centre at Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital yesterday shared their thoughts on the services there that were recently moved from the Child Development Centre (CDC).

Since being integrated at RIPAS Hospital, the CDC services are now known as Developmental Paediatric Services.

Pengiran Khairul Aisamuddin bin Pengiran Saifuddin is a religious teacher, who was taking his six-year-old son Awangku Hanin Hibatullah for an appointment at the Developmental Paediatric Services of the Women and Children’s Centre yesterday.

Sharing his thoughts on the new location of the CDC services, he said, “For us, as parents who utilised the services at CDC in Kiarong before, the thing that we like the most is that everything is now in one place.”

In terms of the facilities, he said that the environment at the new location is an improvement. “The environment here is better. The facilities are pretty similar, but there is more here.”

While he noted that parking is not as easy at the new location as it used to be at the older location, overall he said that he was satisfied with the services and system.

“This is because all the specialists are here. Before, at CDC in Kiarong, we would often get referred here. So here, even if we are waiting, at least we know everything we need is in one place.”

When asked what he would hope for in terms of services, he said, “The comfort of children and parents is the most important thing, as well as not troubling or burdening parents. I just hope for it to be easy and quick.”

He added that, on the whole, the service is better at the new location. “At the moment there are no problems.”

Mohd Amin bin Haji Abdul Hamid and spouse Asrinah binti Haji Sisa also brought their four-month-old baby to the Developmental Paediatric Services for an appointment there yesterday.

They have four children, with their baby being the second child to be referred for CDC services. The first was their two-year-old son.

On their experience at the Developmental Paediatric Services so far, they said that the services had improved compared to before. They did note, however, that the shuttle bus service had been a bit slow.

When asked what they were hoping for following the integration of CDC at the hospital, they said that services at the CDC in Kiarong had been good and quick, and that they are hoping to continue seeing the best possible services being provided for their children.

Through information provided at the Developmental Paediatric Services section, the Ministry of Health (MoH) explains that with the integration of CDC to RIPAS Hospital it will be able to provide better quality care through the pooling of resources such as staffing and manpower, assets and facilities.

“It will be easier to coordinate an integrated care of children in this conducive environment with easy access to all services,” the ministry highlighted.

The ministry has explained that it is consolidating CDC services to RIPAS Hospital for better and clearer high impact outcomes. The expected outcomes include reduced wastages (such as waiting time), improved clinical effectiveness and efficiency as well as better value for patients/clients.

China ready to link investors with local businesses

CHINA is ready to be the “bridge” that links Bruneian businesses with Chinese investors so that they can work together in various fields and share valuable expertise for the benefit of both nations.

This was highlighted by Yang Jian, Chinese Ambassador to Brunei Darussalam, during a visit to the Federation of Brunei Malay Entrepreneurs (PPPMB) office at Beribi Industrial Complex yesterday.

She said the Chinese Government is promoting the ‘One Belt, One Road’ initiative to develop a strategy and framework that focuses on connectivity and cooperation among countries primarily in Southeast Asia that include Brunei Darussalam.

The initiative underlines China’s commitment to take a bigger role in global affairs, she said, adding that China is aware that Brunei is focusing on diversification.

“The Chinese Government is encouraging enterprises or state-own companies to go global whereby neighbouring countries are their main focus.

“Geographically, it’s more convenient for Chinese companies to come to Southeast Asia and Brunei is no exception. China has a long relationship with Brunei and the two countries enjoy very good relations,” she said.

She lauded the Brunei Government for having good people-to-people relations with Chinese delegations who have visited the Sultanate as well as providing incentives for attracting foreign direct investors.

“My colleagues and I are ready to be a ‘good bridge’ between the two sides. We are here to help Chinese businesses to know more about Brunei and see more opportunities in the future.

Among the areas of cooperation highlighted during the visit to PPPMB was the Pulau Muara Besar (PMB) refinery project that will offer a total of 10,000 career opportunities when the plant comes into full operation.

Hengyi Industries Sdn Bhd’s multi-billion dollar refinery and petrochemical plant project which sits on a 260-hectare site at PMB is expected to begin operation in the first half of 2019.

The project is worth more than US$4 billion and once in operation, the refinery is expected to produce eight million tonnes of by-products per year including aromatics, gasoline and diesel, providing enough fuel to meet local demand.

Dr Haji Abdul Latif bin Haji Chuchu, President of PPPMB, said that the members are keen to lend a helping hand to assist any Chinese investors in the mega-project in terms of supplies and other services.

He revealed that more than 10 PPPMB members are currently undergoing or have completed training in China in various courses.

This is part of initiative of the ‘One Belt, One Road’ which calls for integration through increasing cultural exchanges and broadening trade.

“We need to train our members, especially youth members to change their mind-set and make business their first choice rather than relying on securing a job in the government or in big companies,” he said.

THE 70th royal birthday celebration committee members this year have been urged to be proactive, change their mindset and avoid a ‘business as usual’ attitude to ensure that the event is organised more creatively.

The call was made by His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office and a Patron of the National Executive Committee of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s 70th birthday celebration in his sabda at the 3rd Meeting of the National Executive Committee of the royal birthday celebration yesterday.

“We need to pull our resources optimally to enliven the uniqueness of the event. More importantly is the direct impact in strengthening the close and existing ties between the monarch and the people,” His Royal Highness said. “My father has given his consent to the dates for the ceremonies and core events for the upcoming 70th royal birthday celebration.”

“What is important now is for the committee involved to continue to cooperate and be committed to making preparations to ensure that all the events run smoothly and properly. I believe that with cooperation from all parties, the events will become a platform to strengthen the harmonious way of life through a close link between the ruler and the people, embrace the spirit of patriotism, show love towards the monarch and the nation and unite in upholding peace and prosperity of the nation,” His Royal Highness said.

“I believe with the commitment, determination, consultation and cooperation from all agencies in implementing the programme that have been arranged, this celebration will run smoothly. In this context, as a Patron of the National Executive Committee of the royal birthday celebration, I am grateful that my father attended the special meeting for the celebration on April 25. This is the manifestation of my father’s concern,” His Royal Highness further remarked.

On April 25, His Majesty stressed that all sorts of celebration must be thoroughly looked at, identifying its limitations and criteria and should not be done as one wishes or solely to satisfy the heart.

In a titah, His Majesty also said that there should be a limit to the celebration and not to do it lavishly. “If we are able to create a joyous atmosphere in moderation, it is adequate and good.”

His Majesty also touched on the need to avoid excessive spending as it could lead to wastage which is prohibited by the religion.

His Royal Highness added that it is the responsibility of the National Executive Committee to take serious note of the content of the titah through appropriate initiatives, actions and improvements.

His Royal Highness concluded by saying that as a Patron of the National Executive Committee, it is his hope that all committee members present at the meeting would give views and thoughts in glorifying and enhancing the quality and perfectness of the events of His Majesty’s 70th birthday celebration.

His Royal Highness was earlier greeted upon arrival by Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, the Minister of Home Affairs, as the Chairperson of the National Executive Committee for the royal birthday celebration.

STANDARD Chartered Bank (SCB) has reiterated its commitment to stay in Brunei Darussalam with the introduction of a new local capital market subsidiary and launch of a new banking mobile application sometime this year.

The bank is also looking at providing more financial products, including debit cards, to consolidate its position in the local financial market, said Standard Chartered Bank Chief Executive Officer, Vietnam and Asean and South Asia Cluster Markets, Nirukt Sapru who is in the country for a two-day visit.

With its long illustrious history in Brunei, he said, “We are here to stay. Standard Chartered Bank was established in 1958 and has a very positive and strong relationship with Brunei’s people and government.

“We have a stable regulatory environment and (Brunei) is a great place to grow. It’s also a vital place to complete our franchise in Asean because we are the only bank to have business in all 10 Asean markets,” he added.

“Brunei is an important part of our franchise because this is where we have some of our largest clients with big retail businesses. We are investing heavily in Brunei in terms of capital market subsidiary and wealth business. We want to be here to support our customers through good times and bad times.”

Asked about the looming exit of a major international bank from Brunei, he said the move will potentially have an impact on the financial market. Therefore, banks such as SCB have to ‘step up’ to ensure that customers can transfer their accounts to other banks.

During the sluggish economic situation, he said, “The financial institutions also can play a role in reducing the impact by continuously improving the cost of doing business through the introduction of state-of-the-art products and services for the ease of customers to carry out transactions in retail and corporate banking.”

SCB is the leading digital bank in cash management and Internet banking, he said.

“In recognition of SCB Brunei’s commitment to pursue digital strategy and improve customers’ experience, the bank won the best digital bank (award) for a third consecutive time last year.”

He said SCB is also willing to share with the industry its experience and expertise on the Basel III which is a comprehensive set of reform measures developed by the Basel Committee on Banking Supervision to strengthen the regulation, supervision and risk of banking sector.

On Brunei’s plan to launch its own stock market by 2017, he said patience is needed because it takes time to set up a credible stock market. “It is important to ensure that the right initial steps are taken,” he added.

During his stay in Brunei, Nirukt Sapru also met with senior officials and relevant stakeholders in the country.

Submarine cable link to boost Brunei-East Malaysia economies

AN AGREEMENT was signed yesterday between Brunei International Gateway (BIG) Sdn Bhd and Common Tower Technologies Sdn Bhd (CTTSB) to land a new Labuan-Brunei Submarine Cable in Tungku, Brunei.

The signing took place at the Orchid Garden Hotel between BIG CEO John Murray and CTTSB CEO Dr Mahadi Harris-Murshidi.

In a joint press statement, BIG and CTTSB explained that the new Labuan-Brunei Submarine Cable (LBC) will be landed at Tungku in Brunei and Kiamsam, Labuan.

The cable is owned by CTTSB, a wholly owned subsidiary of Warisan Harta Sabah Sdn Bhd, which is the investment arm of the Sabah state government that owns and manages one of the largest network infrastructure facilities in Sabah.

The LBC system involves the construction of a new cable system across the Brunei Bay off the South China Sea as per the current global specifications.

The project is expected to be completed by the third quarter of 2016, and its primary aim is to gain access to international Internet gateways and capacity via BIG’s Asia America Gateway (AAG), Southeast Asia Japan Cable System (SJC) and Southeast Asia – Middle East – Western Europe 3 (SMW3), with an option for further upgrades in the future.

In a joint press statement, BIG and CTTSB said that the initiative will have a positive impact on the telecommunications sector for Brunei and East Malaysia as well as the economies of both countries.

For CTTSB’s part, the project will allow it to establish itself for new emerging services facilitated by the increased domestic and international bandwidth capacity and alternative routing under competitive service level terms. It will also help East Malaysians in improving its tele-density, capacity and broadband connectivity.

Consequently, it will also provide the opportunity to attract foreign direct investments while meeting the increased growth for information and communications services capacity demanded by local government, businesses and the public.

CTTSB CEO Dr Mahadi Harris-Murshidi said that the LBC will allow CTTSB to expand its network to span to other geographies within the region, including strong bases in the key growth markets of Brunei and Malaysia.

“This landing agreement with BIG marks another key milestone in CTTSB’s growth,” he said. “Since CTTSB reached its final investment decision at the end of 2014, we have made remarkable progress in building a formidable footprint – a gateway internationally – with strategic presence in key economic hubs to capture industry demand.”

Speaking at the event, BIG CEO John Murray said, “Telecommunications were first introduced to Brunei Darussalam as early as 1920 with the installation of an international wireless telegraph circuit linking Brunei Darussalam to Labuan, and so it gives me great pleasure almost 100 years later to be talking to you today about our latest link, the Labuan-Brunei Submarine Cable.”

“BIG now runs two international fibre optic submarine cables connecting Brunei to the world: The Asia America Gateway cable which connects Brunei to the USA via Hawaii, Hong Kong, Vietnam, Malaysia and the Philippines, and the Southeast Asia-Japan cable which links us with Singapore, Hong Kong, China and Japan.”

“This new cable into Brunei from Labuan will provide a gateway for CTTSB and its customers in Sabah to reach more international destinations and it helps establish Brunei as a communication hub for Southeast Asia,” he added.

Speaking to the Bulletin in an interview, Murray highlighted, “We were approached by CTTSB to do it. I think from BIG’s perspective, the possibility of having another cable come into Brunei makes Brunei a more attractive country for investment.”

He noted that Singapore, in comparison, has 20 cables. “As more cables come in, it helps to build up Brunei as a communication hub, especially for Borneo.”

“As you do that, it makes it a more attractive place for inward investment,” he said, before adding, “I do think that having more cables makes it a more attractive place to invest in.

He highlighted that Brunei has got a lot of international communication links. “This will be the fourth one coming in. It gives us connectivity up to Sabah and Sarawak.”

Murray also shared that one of the main drivers for CTTSB is that it enables them to sell to the mobile carriers an alternative path out of Borneo.

On how it will affect Brunei, he said, “I think with the formation of a direct link, it allows the telecommunications carriers here to work more easily with those in Sabah and Sarawak for that kind of local traffic.”

He assured that BIG has the excess capacity, and as such Bruneian users will not be affected negatively at all.

“For BIG, a lot of our sales are overseas, selling that capacity to other carriers,” he shared. “The benefit for BIG is that they have a lot of capacity leaving Brunei, and we have a very small market in Brunei for it. So when I get people from places such as Sabah and Sarawak, I have a chance to get more money back from the cables and thus a better return on the investment made on those cables.”

Established in 2009, BIG is a member of the consortium for the Asia-America Gateway Cable System as well as the Southeast Asia Japan Cable System.

BIG currently provides international telecommunication carriers and digital content providers with wholesale bandwidth through our fibre optic submarine cable systems which offer extended connectivity and network diversity between the commercial centres of Southeast Asia, Hong Kong, Japan and the United States.
