UNITE TKD Club emerged as overall champions of the 6th Brunei Junior Taekwondo Championship 2018 after collecting a haul of 15 gold, 14 silver and four bronze at the Youth Centre in the capital over the course of three-day competition which began last Saturday.
Hybrid Martial Arts Academy secured second place after collecting 11 gold, 16 silver and 11 bronze while Rick TKD Club settled for third place with nine gold, five silver and five bronze.
Dynamic TKD Dojang finished fourth while fifth and sixth place went to Apex SMPIHM and Wiraseni TKD Academy, respectively.
Unite claimed their first overall winners title in a prize presentation ceremony which was held at the Youth Centre yesterday, ending a lengthy wait after running close several times having finished either second or third.
The team has trained for few months in order to be competition-ready with the number of days per week reduced as the tournament got closer.
“We helped build the students’ stamina first and then their endurance. For the first month, we did everything for them to be in preparation especially the mental and physical side,” said Manager Ahmad Bohari Agliam bin Mohd Yassin in an interview with the Bulletin.

“Some of them go to the gym after school, they had to sacrifice their time to get into the best condition,” he said.
The win was extra sweet for Ahmad Bohari and his management team after learning from past experiences and finally getting it right in the tournament.
The manager added that the students attended training three to four times per week and as the competition got closer the number of days is reduced.
When asked how the victory ranked among the other accomplishments that Unite has enjoyed in their history, Ahmad Bohari said that their triumph exceeded his expectations.
“It was more than what I have expected of them. It is our first time winning the competition in the overall category.”
“We learn from our mistakes from the management, the coaches and the volunteers especially those in ringside. Basically, they performed very well.”
“I improvised them because before this I don’t have any position for them to start up how they can manage their time. Now that I’m in charge of every one of them, I have to plan every single step,” the manager said.
MORE than 107 Cubs and Junior Scouts members completed the Scouts Camping Activity held by the Belait District Scouts Association (PPDB), with a closing ceremony held at the Viewing Gallery of the Oil and Gas Discovery Centre (OGDC), Seria.
The Scout Camping excursion was held over the course of three days at the surrounding compound of the OGDC. The guest of honour was Haji Metussin bin Orang Kaya Sura Haji Tuba, President of the Brunei Darussalam Scouts Association (PPNBD); was welcomed by Mohammad Hatta bin Haji Suhaili, chairman of the camping activity.
Also present was Haji Damit bin Haji Awang Chuchu, Vice-President of the PPNBD; commissioners from the PPNBD headquarters; Mohd Arif bin Abdul Hadi, Commissioner of the Brunei-Muara District Scouts Association; Terry D Jayasuriya, Chairman of the PPDB; Chai Tze Yun, Vice-Chairman of the PPDB; and Major (Rtd) Haji Karim bin Sapar, Secretary of the PPDB.
During the ceremony, Mohammad Hatta said, “The activities conducted enable members to develop and polish their skills as a scout.” He concluded his speech by expressing his gratitude to OGDC, as well as parents and school for supporting the activities in realising the 2024 scout’s vision.
The guest of honour hoped the lessons learnt during the camping excursion, will develop not only their knowledge but also to reinforce the spirits of scouting.
Certificates was handed by the guest of honour to the facilitators and representatives of each of the scouts team.
A small gift of appreciation was also given at the end of the ceremony to the guest of honour by representative of the Cubs Scouts group to commemorate the momentous occasion.

STUDENTS from Universiti Brunei Darussalam’s (UBD) Academy of Brunei Studies (APB) have created a mobile application version of the game for members of the public to download and play to preserve the traditional Bruneian chess game ‘Chator Asli Brunei’.
The application was launched yesterday by Distinguished Professor Dr David Koh, Assistant ViceChancellor (Innovation and Enterprise) of UBD in a ceremony held at the Inspiring Hall of the university’s Student Centre.
Dr Haji Tassim bin Haji Abu Bakar, who played a pivotal role in realising the application, said, “Brunei traditional chess is one of the traditional games of the Brunei people from old times. From history, Brunei traditional chess is a game that is frequently played in the palace (Istana).
“I see many instances of Brunei cultural heritage in games that are played inside the home or outdoors such as Baling Kayu Tiga, racing games, and Santul, all of which have almost vanished or have already vanished.
“Therefore,” he continued, “I suggest the undergraduates, who are the new generation and future leaders of the country, look into this matter which is related to the national philosophy of MIB. The advancement in technology in the modern globalisation era has caused children of this generation to almost lose touch with Brunei traditional games, especially Brunei traditional chess.

“Brunei traditional chess is even more less known, we only hear about normal [Western] chess only. Our generation currently does not know about the traditional games which were played by our grandparents especially Brunei traditional chess,” Dr Haji Tassim added.
The ‘Chator Asli Brunei’ application, available only in the Google Play Store, Dr Haji Tassim said, “has a classic background with instructions in the Malay Language and features a number of moves such as the lightning move”.
Distinguished Professor Dr David Koh said, “According to Dr Awang Haji Mohammad Jamil Al-Sufri (1980) in his book ‘Sultan Bolkiah, Chatatan Perwira-Perwira Brunei’, Brunei traditional chess was among the favourite games of Sultan Bolkiah. Therefore the games were frequently played in the Istana at the time.
“Since traditional games are not known to the young generation,” he continued, “in an effort to preserve and share the knowledge on the traditional games, I am honoured to announce that the undergrads of the Academy of Brunei Studies, through their innovative spirit and ingenuity, have successfully created a mobile phone application on the ‘Chator Asli Brunei’ game.”
Some 22 students from a number of schools are also participating in a workshop and competition on the traditional game.
A RESEARCH collaboration project on hybrid paddy varieties between the Department of Agriculture and Agrifood and PT Biogene Plantation from the Republic of Indonesia has been going on for three planting seasons from 2016 to 2018.
The research is being conducted at the Wasan Agricultural Development Area, Mukim Pengkalan Batu.
The project aims to find out whether the hybrid paddy varieties developed by PT Biogene Plantation are capable of producing high yields (over 8.5 metric tonnes per hectare (mt/ha) per season) consistently in the irrigated areas of Brunei Darussalam.
The research project is one of several research collaboration projects undertaken by the Ministry of Primary Resources and Tourism (MPRT) through the Department of Agriculture and Agrifood together with foreign institutions in its efforts to raise local rice production beyond the benchmark set by the Department of Agriculture and Agrifood – ie 8.5mt/ha/season – and increase the country’s rice self-sufficiency levels.
According to the Department of Agriculture and Agrifood, from the research conducted, two hybrid paddy varieties – Sembada B9 and Sembada 188 – have been identified as potential strains suitable to be planted in Brunei Darussalam to help boost domestic rice production.

Under preliminary trials, the selection of these hybrid varieties for the purpose of studying their production capability in this country is based on their high yield potential, ie 12mt/ha/season in some parts of Indonesia such as Java.
During the first (May – August 2016) and second (May – August 2017) planting seasons, both paddy varieties were able to consistently produce 5-6mt/ha/season. Harvesting for the third season has already begun and both varieties are expected to achieve a yield of around 6mt/ha/season.
The prime reason for lower yields in Brunei Darussalam compared to Indonesia is down to soil issues – the soil here is generally of the acid sulphate type and acidic, which is not optimum for maximum output for this paddy variety.
Nevertheless, the yield for both Sembada B9 and Sembada 188 are still higher compared to the average yield of the Laila variety which is 3mt/ha/season. This is significant as it means that the Department of Agriculture and Agrifood has successfully identified varieties capable of producing twice the average yield of Laila paddy.
Apart from this research collaboration with PT Biogene Plantation, the MPRT has also established research collaborations in hybrid paddy varieties with Yuan Longping High-Tech Agriculture Co Ltd from the People’s Republic of China.
Meanwhile, co-operation on the production of hybrid rice (titih) is currently in the seed supply phase, with seeds being provided by the Ministry of Agriculture, Livestock and Irrigation of the Republic of the Union of Myanmar.
In addition, the MPRT is continuously working on improving the skills and expertise of its officers and staff as well as farmers and preparing them for the upcoming large-scale hybrid paddy planting by having them undergo training courses on hybrid rice technology.
This large-scale paddy planting is scheduled to be carried out in a few stages in the irrigated areas of the country beginning in May.

THE number of incoming parcel deliveries processed in Brunei rose drastically to 492,600 in 2016 alone. The amount continues to increase every year while mail delivery has lessened, said Minister of Communications, YB Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof, during the 14th Legislative Council (LegCo) session yesterday.
From only 225,000 parcels being processed in 2010, the minister said that the figure continues to increase by the year, with the explosion of technology and e-commerce, in line with global development.
The minister was responding to a query by LegCo member YB Ong Tiong Oh on the status of the implementation of an electronic payment gateway system for the Postal Services Department, which was raised during the 13th LegCo session last year.
YB Ong Tiong Oh also queried about Ministry of Communications’ (MinCom) plans to encourage its use among corporations and businesses, including penetrating international markets in receiving and sending payments.
“This is to empower digital connectivity and also enhance our e-commerce capabilities and logistics,” added the LegCo member.
YB Awang Abdul Mutalib said the matter is in MinCom’s list of priorities, especially in the shift towards the privatisation of the Postal Services Department.

Recognising it as a platform to empower the digital economy and e-commerce industry in the country, he disclosed that the e-payment gateway project is being coordinated with the Ministry of Finance.
“The availability of the e-payment gateway is needed in the digital economy era, we are well aware that mail deliveries have gone down, and this is not just happening in Brunei but globally, and at the same time, the number of parcel deliveries is continuously rising,” he added.
The minister said this proves to be a challenge which will require the rescaling of resources including Postal Services Department staff.
He added that the matter would be closely studied before the Postal Services Department begins its journey towards privatisation, and signalled that they might consider running a trial on it.
Before the approval of the MinCom budget for the Financial Year 2018/2019, LegCo member YB Abdul Hamid bin Haji Mumin also proposed for the establishment of another Mail Processing Centre (MPC) in the Belait District, in addition to the sole one in Berakas, to accommodate the increasing number of parcels being processed and to improve the speed of processing, delivery or collection.
YB Awang Abdul Mutalib said the matter had been previously discussed, and that the feasibility of having another MPC is being evaluated. He added that they also have to take into account the capacity and needs of human resources and assets, among other considerations.
A ‘FAKE grenade’ found at the parking compound of the Syariah Court in Bandar Seri Begawan sparked a security alert yesterday.
According to the Royal Brunei Police Force (RBPF), the Central Police Station received a call alerting it about a ‘grenade’ at 10.11am.
Acting on the information, police personnel who rushed to the scene cordoned off the road immediately.
Investigation by the Special Operation Force confirmed the ‘grenade’ as fake.
The item is currently being thoroughly examined by the Special Operation Force personnel. The RBPF said it will continue to provide explanation on any such incident, urging members of the public not to spread false information
People are also reminded not to panic and believe any unverified information.
It is an offence to own any type of firearms and explosives under Chapter 58 of the Arms and Explosives Act.
The RBPF also advised the public not to go near or touch any suspicious material and immediately contact the police at 993 or the nearest police station if they come across anything that is believed to be an explosive.

THE Ministry of Communications (MinCom) has been allocated a budget of B$54,880,500 for the Financial Year 2018/2019.
YB Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof, the Minister of Communications, announced this during the Legislative Council (LegCo) session yesterday.
The minister shared that among the major projects under the development expenditure for 2018-2019 is the Public Transport System Project, which is expected to cost B$15 million.
“This project is in line with the Land Transport Masterplan which, among others, is to reduce reliance on private vehicles and further strengthen governance of the public transport sector,” he said.
“This financial allocation is the trust and responsibility that have been given to the Ministry of Communications for the development and advancement of the communications and transportation sectors.”
The minister touched on a number of key initiatives of the MinCom that have been implemented, as well as the ministry’s development plans and direction for the Financial Year 2018/2019.
He said throughout the Financial Year 2017/2018, the ministry implemented a number of initiatives in streamlining policies, governance and processes.
“The implementation of these policies has contributed to budget savings, facilitating the public and business as well as increasing productivity levels.”
This, he continued, is as emphasised in the MinCom Strategic Plan 2008-2017.
“In line with this, the Ministry of Communications will ensure the continuity of the policy in planning for the coming year,” he said.

“At the same time, a number of reviews will be conducted to strengthen the implementation of policies and objectives.”
He added that the ministry will also continue to identify more cost-effective services to be provided by the private sector, which will further reduce the expenses incurred by the government. Among these policies are corporatisation and privatisation; commercialising services that were previously carried out by departments under the MinCom; and facilitating public affairs and private sector involvement.
“In the privatisation and corporatisation drive, a major development in the transportation sector was the privatisation of the Muara Port container terminal on February 21, 2017 and the corporatisation of the Marine Department and Ports Department into the Brunei Darussalam Maritime and Ports Authority (PBMP) starting September 28, 2017.”
The minister said the establishment of the PBMP and privatisation of the container terminal brought positive changes to the quality of service at Muara Port in 2017 compared to 2016.
This includes an increase of 37 per cent in handling productivity for shipping containers; and a 48-per cent reduction in container Haulier Turnaround Time from 60 minutes in 2016 to 30.8 minutes in 2017.
“The improvement of the above services is hoped to enhance shipping activities in the country,” he said.
Additionally, the privatisation of these container terminals has opened employment opportunities in the field of shipping for locals, he continued.
“Since taking over the Muara container terminal, Muara Port Company Sdn Bhd (MPC) now has 163 workers, of which 87 per cent – 141 people – are locals.”
“Furthermore, the privatisation of Muara container terminal will reduce the cost of financing that the government has to allocate for the maintenance and operation of the terminal, which is B$8.6 million a year.”
Moving on, the minister said to further facilitate the public, vehicle inspection services previously carried out by the Land Transport Department (JPD) are now provided by private companies that act as Vehicle Inspection Stations in the Brunei-Muara District.
He shared that MinCom, through the JPD, is working on establishing such inspection stations in other districts.
“This move not only provides convenience and choice to the public, but has also saved the government B$850,000 a year, while at the same time opening up opportunities for private sector participation in providing service options to the public.
“Procedures at departments have also been improved with the aim of facilitating private sector involvement,” he continued.
“For example, the filling of spaces that can be rented out at the Brunei International Airport since its terminal was modernised in 2014. The rate of filling space that can be rented out has shown a consistent increase from year to year.”
To date, it is estimated that nearly 80 per cent of the available space for rent has been filled up by tenants comprising local and foreign companies.
The minister said this initiative has enhanced the convenience and comfort of visitors and passengers at Brunei International Airport where retail companies and eateries have employed 342 employees, comprising 73 per cent locals.
Touching on the information and communication technology (ICT) sector, the minister said through the Authority for Info-communications Technology Industry of Brunei Darussalam (AITI), “coverage and usage of mobile phone services have shown a positive development with the continued efforts of service providers, namely DST Communications and Progresif Cellular.” He said there has been an improvement in telecommunications tower infrastructure, where the ongoing effort has provided mobile phone coverage to 341 villages out of the total 432 villages, or almost 80 per cent of all villages in the country.
This includes providing coverage for users in the vicinity of the Lumut-Telisai Highway by installing a tower that recently began operation.
“The Ministry of Communications and AITI realise that there is still room for improvement, especially in some villages where there are still mobile phone coverage problems,” he said.
“Cooperation and consultation with the relevant parties will be intensified to ensure mobile phone coverage is available for residents in these villages.”
Meanwhile, in the field of ICT capacity building, the minister said AITI has also implemented an ICT literacy programme that has been well-received, including by village consultative councils, particularly for supporting the One Village, One Product initiative.
He added that this programme involved a total of 85 participants from 50 village consultative councils throughout the country and that AITI will further enhance this programme to attract more involvement from interested members of the public.
A SERIES of consecutive birdies helped Ran Hong of South Korea lift the Brunei Ladies Open yesterday after cruising to an 18-under par 195 at The Empire Hotel & Country Club.
Gracing the prize presentation ceremony of the three-day competition was Her Royal Highness Princess ‘Azemah Ni’matul Bolkiah who presented the winner’s trophy and prize money of $140,000,000 Korean Won.
Hong’s nearest rival and compatriot, Choi Ka Ram was five shots behind finishing 13-under par 200.
Hong secured her exemption for two years in the Korea Ladies Professional Golf Association’s (KLPGA) tournament with the win and expressed thanks to those supporting her.
“It is an honour to lift the championship. I would like to convey my thanks to everyone, especially to Lee Man Duek, the Managing Director of Sam Chuli company, who has constantly given me support even if I had a disappointing performance,” she said.

“With the win in Brunei, I have also secured my exemption for two years in the KLPGA’s tournament.”
Recalling her game, she said, “I felt that my body moved better and I had a better swing. I was in the best condition. It was a tight game today until Hole No 7, then I managed to pull away by scoring birdies at Hole No 8 and 9.
“The turning point was when I also carded birdies at Hole No 11 and 12, allowing me to win the championship.”
Having played in many courses in South Korea, Hong felt that it was exciting to play at The Empire Hotel & Country Club’s Golf Course.
“I really like the golf course here as it both challenging and rewarding. I can do badly in one hole and recover back strongly in the next, which make the game more exciting.
“The course maintenance is perfect and I would like to thank the course maintenance team.”
Hong also parted some advice for local golfers.
“The weather and course condition is perfect. You also have very good golf facilities here. I would like to urge local female golfers to work hard and do their best. The game can be on your side.”
Hong will continue to play tournaments organised by the KLPGA to further improve and develop her golfing skills.

A DEDICATED venue for rugby and government endorsement for rugby events were among the agendas discussed during President of Asia Rugby, Aga Hussain’s meeting with officials from the Ministry of Culture, Youth and Sports (MCYS) yesterday.
Aga Hussain, who was elected as the President of Asia Rugby last November, was on an official visit to Brunei Darussalam from March 18 – 20 to look at the progress of rugby in the country and meet with local officials to elevate the sport to new heights.
Aga Hussain also visited the training ground of the Brunei rugby team and saw the condition of the training venue. The team had been training in the dark with limited visibility.
“I went to see the national team training for the Asia Rugby Championship Division 3 (East) which takes place in Brunei from May 6 – 12. Guam, Laos and Brunei will compete for the championship,” said Aga Hussain, in an interview with the Bulletin.

“There were some 30 people training and I was encouraged to see the team training at 7.30pm in the dark. There were only two bulbs in one tower and two bulbs in the other towers at the venue. I saw that the players were enthusiastic and willing to train in the dark.”
Speaking on the meeting with officials from the MCYS, he said, “The officials are supportive of providing rugby in Brunei a dedicated venue to flourish. The ministry also showed interest of hosting international rugby games.
“I have been to many places before and I saw the facilities here, they are outstanding. But we also need endorsement from the government,” he added.
BRUNEI Darussalam through the Ministry of Culture, Youth and Sports with the cooperation of the National Football Association of Brunei Darussalam (NFABD) will host the Hassanal Bolkiah Trophy (HBT) for Asean Youth Football Tournament 2018 beginning April 23.
The youth-level tournament marked the sixth time it will be held following editions in 2002, 2005, 2007, 2012 and 2014.
The invited teams are from Asean member countries as well as Timor-Leste and this year the tournament will feature seven teams – Cambodia, Laos, Myanmar, Singapore, Thailand, Timor Leste and Brunei Darussalam as host nation.
This was highlighted in a statement delivered by Haji Amer Hamzah bin Pehin Orang Kaya Amar Pahlawan Dato Seri Setia Haji Zakaria, Acting Permanent Secretary at the Ministry of Culture, Youth and Sports in his capacity as the Assistant Co-Chair during a press conference at the At-Taufik Meeting Room of the Ministry of Culture, Youth and Sports yesterday.
The main venues that will be used are the Hassanal Bolkiah National Stadium and the Belapan Track and Field of the Hassanal Bolkiah National Sports Complex.
The opening ceremony for the HBT for Asean Youth Football Tournament 2018 will be held on April 23 at the Hassanal Bolkiah National Stadium.
Brunei Darussalam were crowned champions in 2012 and Myanmar will be defending the title after winning it four years ago.

According to Haji Amer Hamzah, the tournament is held to uphold His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s titah to involve the best teams in the Southeast Asian region to compete in the Southeast Asian football league besides providing exposure and ability in Southeast Asian sports to the world.
Other than that, the tournament serves as an opportunity for young players to compete internationally and promote networking among fellow competitors which can shape and establish a cultural understanding which is diverse in the Asean Community.
In leading towards the tournament, several events will be held including a draw ceremony today, sponsorship pledging ceremony on March 27 and Executive Committee Meeting of the HBT for Asean Youth Football Tournament 2018 on March 28.
The Ministry of Culture, Youth and Sports encouraged all citizens and residents in the country, especially football fans, not to miss an opportunity to attend collectively to witness the football matches to further enliven the tournament.

A SEARCH and rescue operation is on for a 33-year-old local man who went missing after two boats collided in waters off Pulau Muara Besar (PMB), Muara.
According to information from the Royal Brunei Police Force, the Marine Police received a distress call about a boat mishap in the PMB area.
Initial investigation revealed that two boats collided in the area.
An assistant investigation officer of the Marine Police found a victim at the scene who had not sustained any injuries while another person, named Muhammad bin Haji Zakaria, 33, working with Royal Brunei Armed Forces, was confirmed missing.
The two boats involved in the collision were towed back to the Marine Police for further investigation.
The Special Operation Unit of the Marine Police and the Fire and Rescue Department are leading the search and rescue operation.
ROYAL Brunei Airlines’ (RB) Captain Sharifah Czarena Suriany binti Syed Hashim was honoured as a 2018 inductee to the International Forest of Friendship. She is the first female captain on any flag carrier in Southeast Asia.
The announcement was made yesterday at a ceremony at the Sejahtera Hall of the Royal Brunei Recreation Club where Co-Chairman of the International Forest of Friendship, Dr Linton Wells II presented the certificate.
CEO of RB Karam Chand in his speech noted that Captain Czarena is an asset not just to RB but also an inspiration to all Bruneians to reach their dreams.
“We are extremely proud of her achievements and contributions to RB and the nation, and we are immensely proud and honoured to have her receive the honorary award as a 2018 inductee of the International Forest of Friendship,” he added.
“I am deeply humbled and feel truly privileged to be receiving this honour today,” said Captain Czarena.

The International Forest of Friendship in its statement said that it will also recognise Royal Brunei Airlines for having the first female captain in any flag carrier in Southeast Asia and for the all-female aircrew that Captain Czarena led to Jeddah on Brunei Darussalam’s National Day in 2016.
Captain Czarena will be inducted during an annual ceremony to be held in Atchinson, Kansas, the United States in September.
Captain Czarena started flying in 2004 where RB seconded her to Logan Air in Scotland for 18 months and she came back in 2006 to fly RB’s Boeing 767. Her career progressed quickly becoming a senior first officer in 2007. In 2012, she flew the Boeing 777 where she got command as a captain.
Although Czarena is the third local female pilot, she is the first local female captain.
The International Forest of Friendship is an arboretum and memorial forest beside Lake Warnock in Atchison, Kansas. It is a memorial to the men and women involved in aviation and space exploration. The forest was started in 1976 by the city of Atchison and the Ninety-Nines, an international organisation of women pilots. The forest contains trees representing all 50 American states and the 35 countries where honorees reside.
THE Legislative Council (LegCo) members during the closing of the 14th LegCo session yesterday called on relevant agencies to implement projects properly and manage the country’s wealth wisely, and urged the country’s youths to engage in large-scale agricultural projects.
YB Pengiran Haji Ali bin Pengiran Maon, a member of LegCo and Penghulu of Mukim Berakas ‘B’, in his closing remarks said that proper implementation of government projects is needed if the nation wants to see rapid and optimal development.
“All programmes, capacity-building initiatives and human capital must be managed wisely. People must work together to drive the nation’s economy and development, and government agencies must be efficient and wise in managing the nation’s resources,” YB Pengiran Haji Ali said.
“We need firm commitment from all parties, including the private sector. Every government project must achieve their target and achieve tangible results. Sometimes, improvements would not need high costs but only honest dedication and proper thought to determine the root causes of problems.”
LegCo member, YB Naim bin Haji Kamis, Penghulu of Mukim Kota Batu, said global economic growth is forecast to be low and as an oil-producing country. Brunei Darussalam’s revenues are also affected and hence prudent spending needs to be exercised.

He urged fellow council members to analyse the nation’s expenditure quarterly to ensure that it does not exceed government targets and to avoid budget loophole issues and misuse.
Every ministry and department must have their own up-to-date financial management procedures in place, he added.
On agriculture, YB Naim said, “We must encourage people, especially the youth and fresh graduates, to come forward and get involved in the agricultural industry to reduce heavy dependence from outside sources for agriculture and fisheries products.”
LegCo member YB Haji Mohimin bin Haji Johari @ Jahari, Village Head of Kampong Limau Manis urged the government to do all it can to attract local and foreign investors to develop agricultural sites near the border on a large-scale basis.
He said this could help boost Brunei’s tourism industry and subsequently provide the country’s economy an extra push.
“It would be great to see Bank Usahawan introducing financing schemes for start-up businesses and overdraft loans, credit grants, and other related services,” he added. “Projects, be they large or small, should also get equal access to such services.”
YB Haji Mohimin also suggested a U-turn flyover at Telanai, Madewa, Bunut and Tasek Meradun to avoid traffic jams at U-turn locations.
THE people of this country should be grateful for the range of benefits and facilities still provided by the government amid a challenging economic landscape but remain steadfast and avoid complacency in efforts to boost the economy and realise national development agendas, the Speaker of the Legislative Council (LegCo) said yesterday.
In his adjournment speech for the first meeting of the 14th LegCo session yesterday afternoon, YB Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib said there is no room for complacency even though the economic landscape has shown gradual recovery and underlined the importance of continuous empowerment of drivers of growth.
“It is important for us to continuously empower strategic and innovative growth and maintain efforts to multiply or diversify the economy, in the direction of boosting various sectors such as agriculture, agrifood as well as the tourism industry, all of which can enhance our economy and evolve our economic landscape from one which is dependent on hydrocarbon resources into one that is less so, with the involvement of all stakeholders,” he said.
“Although we have made significant efforts to diversify our main revenue stream into other areas, we should be grateful that our hydrocarbon resources are still there.”
The Speaker also underlined the significance of our youth in national development and in empowering the economy.

Throughout the 12 days of the first meeting of the 14th LegCo Session, the Speaker said that the plans, initiatives, suggestions and opinions brought forward to the national front to enhance the government’s policies have become a guide for the government to strengthen the country’s move towards prosperity and security, and realising Brunei Vision 2035.
A whole-of-nation approach and a “give and take” concept in raising issues of mutual importance during the deliberations, the Speaker said, shows the reliability of LegCo members in building the nation together and in ensuring the welfare of the people.
The Speaker also stressed the importance of maintaining Brunei’s Malay Islamic Monarchy (MIB) values to fortify the country’s traditional culture which has been practised for many years.
THE Legislative Council (LegCo) yesterday unanimously passed the national budget of B$5.3 billion for the Financial Year 2018/2019, which takes effect on April 1, 2018.
With the passing of the budget, the 14th LegCo session came to a close after 12 days of deliberations.
The budget for the new financial year was announced by Minister of Finance II YB Dato Seri Paduka Dr Awang Haji Mohd Amin Liew bin Abdullah on the third day of the LegCo session on March 7, 2018.
It was discussed over the past 12 days by the Cabinet Ministers and appointed LegCo members and approved without any amendment.

The minister congratulated the appointed LegCo members for raising questions and making wise and relevant statements on matters that are beneficial to the government and the people.

INDERA SC will make an appearance in the final of the DST FA Cup since 2015 after edging Kasuka FC 1-0 in the last four at the Berakas Sports Complex recently.

Rosdin will be hoping for third time the charm after falling to two final defeats at the hands of MS ABDB in 2012 and 2015.
“ISC have reached the final twice but have never won it. We were beaten by MS ABDB in both finals. So it would be wonderful if in this third attempt in 2018 that ISC could realise the dream.”
The manager said that the second semi-final will be a captivating tie with MS PDB showing attractive football this year adding that both MS ABDB who are defending champions and MS PDB to be Indera’s main challenge.
“Both teams possess their own strengths whereby MS ABDB will probably have a slight advantage because they are the defending champions and have already made sure the experience of playing in a semi-final and the final is no barrier.
“Nevertheless, MS ABDB will feel like they have lost their striking sensation Azizi Ali Rahman who is the top scorer in the DST Super League for consecutive seasons. And this could affect the team slightly,” he said.
The prolific goal-scorer has joined DPMM FC and had played his last game in the final fixture of the DST Super League earlier this year.
However, Rosdin revealed that MS PDB should not be taken lightly which is apparently lined up by new players and long-standing players who are experienced such as Rosmini Kahar and Jasriman Johari, who will bring the team to the next level.
“We should not forget that MS PDB have beaten one of the selected teams for this tournament which is Kota Ranger who are also runners-up in the DST Super League 2017.
“The team who makes a clever and proper arrangement will reach the final,” the manager said.
Rosdin updated on players’ casualties with Hamizan Aziz Sulaiman still side-lined by injury and has not featured since the start of the cup competition adding that there are no other injury concerns.
Asked about the preparations and planning for the team ahead of the final, Rosdin said, “As what is being instructed by head coach Darus Tanjung, the preparations and planning is to increase stamina and fitness level of the players other than planning the best strategy guided by previous matches.”
The manager expressed hope that Indera SC will prepare a capable team to compete in the final and subsequently to create history to embrace success in the DST FA Cup.

BRUNEI Under-21 squad will face tough group stage battle in the Hassanal Bolkiah Trophy (HBT) for Asean Youth Football Tournament 2018, after the squad were drawn into Group ‘A’ with defending champion Myanmar and tournament favourite Thailand, as well as Timor Leste.
The draws for the tournament was witnessed by His Royal Highness Prince Haji Sufri Bolkiah, President of the National Football Association of Brunei Darussalam (NFABD). HBT team manager, Colonel Zahrin bin Haji Zunaidi drew for the Brunei team.
Lao PDR, Singapore and Cambodia make up Group B. The Philippines, Malaysia, Indonesia and previous tournament’s finalist Vietnam will not participate.

Through the tournament, is it hoped that these young calibre players will be unearthed.
“This tournament will also serve as a platform for young players to raise their standard to become professional players.”
Thailand Ambassador Biravij Suwanpradhes also shared the same feeling that Group A will be tough.
“Team Myanmar is the defending champion and there are four teams in Group A, so it’s not an easy group. We will have to play extra game compared to Group B.
“We are hopeful that Thailand can pass the group stage, however, I have yet to know who the players are in the team. The Thai community in Brunei are expected to support Thailand’s football team in the competition,” he said.
Meanwhile, the Singapore High Commissioner lauded the draw process. “The draw was made very transparent and everyone can see the draw. It’s pure luck. After the draw, now it will depend on the players and the quality of the team in the tournament.
“The Singapore community in Brunei will come out to support their team and we hope the Singapore team will go all the way.”
The tournament, which will commence April 23, will be played over two venues namely Hassanal Bolkiah National Stadium and Balapan Track and Field.

THE Traffic Control and Investigation Department (JSKLL) of the Royal Brunei Police Force (RBPF) in cooperation with a number of enforcement agencies will conduct a joint operation dubbed ‘Operasi Sepadu’.
The RBPF along with the Narcotics Control Bureau (NCB), Land Transport Department (JPD) and Royal Customs and Excise Department will carry out the operation in all four districts during the ongoing school holidays.
Details of the operation were shared by Husaini bin Haji Matzin, Senior Superintendent of Police and Acting Director of the JSKLL, during a press conference yesterday.
He explained that the joint operation is carried out to raise awareness, combat all sorts of criminal activities in the country and ensure that road users comply with the rules and regulations. The operation also aims to reduce road traffic offences and accidents. The JSKLL advised members of the public to always comply with traffic laws to avoid action against them.
The department said it will continuously conduct such operations and roadblocks as part of its efforts to reduce road accidents and damage to property caused by carelessness, especially during the festive holiday season.

THE appropriate infrastructure, water and drainage system can help boost paddy production in Brunei, said Dr Ir I Indiarto, a Senior Advisor at the PT Biogene Plantation in Indonesia, in an interview with the Bulletin during the recent harvesting of the Sembada hybrid rice, at the Wasan Agricultural Development Area.
“We understand that Indonesia and Brunei share much in common, and we feel compelled to support the self-sufficiency programme in Brunei,” he said. “We are grateful to the Brunei Government, particularly the Department of Agriculture and Agrifood at the Ministry of Primary Resources and Tourism, for allowing us to assist in the boosting of agricultural production, especially rice in Brunei.
“We have started three trails, and this is the last one. We began almost two years ago…and the results are six tonnes per hectare, compared to three tonnes per hectare of other rice varieties planted in the same area. The results of our hybrid varieties, Sembada B9 and Sembada 188, have doubled.
“The soil content in Brunei is very high in acid, and to overcome this, we should make continuous efforts for land improvement, which should take approximately four to five years,” he added.
“Secondly, with the availability of water and water infrastructure, as well as tunnels, we believe that this will definitely boost agricultural production in Brunei.

“In pushing ahead with land improvement, infrastructure, drainage or pond – water or rain water will not go to waste, but can be channelled to the paddy fields during drought session,” he said.
According to the Department of Agriculture and Agrifood, the Sembada B9 and Sembada 188 hybrids have been identified as potential varieties for cultivation in Brunei Darussalam, to help boost the domestic rice production.
As a preliminary trial, the selection of these hybrids is based on their capability and potential high yield which can achieve 12 mt/ha/ season in parts of Indonesia.
THE Department of Forestry, under the Ministry of Primary Resources and Tourism, yesterday marked International Forest Day 2018 at the Jalan Menteri Besar Recreational Park, with the theme of ‘Forests and Sustainable Cities… Let’s Make Our Cities Greener, Healthier, Happier Places to Live’.
The guest of honour was Noralinda binti Haji Ibrahim, the Acting Director of Forestry.
Also present were officers and staff from the Department of Forestry, as well as representatives from the Department of Environment, Parks and Recreation (JASTRe) and the Health Promotion Centre.
The celebration began with the recitation of Surah Al-Fatihah, followed with welcoming remarks by Haktu Mabong, the chairperson of the organising committee, who said that this year’s theme focusses on the importance of trees and forests for general well-being in an urban environment.

“Forests can make our cities cleaner, greener and healthier places to stay. Among the many benefits, according to the Food and Agriculture Organisation (FAO), is carbon storage to help reduce the effects of climate change and stabilise the environment by saving 20 to 50 per cent of energy consumption,” she said.
“Forests also cool down the air by as much as eight degrees Celsius, and reduce the use of air conditioners by 30 per cent. They are the best natural air filters, providing habitation, food and protection to plants and animals, while helping to maintain and increase biodiversity.”
The event also witnessed a mass planting of 213 local tree species, including the Tulong (Agathis), Gaharu (Aquilaria), Kapur Paya (Dryobalanops) and Pulaie (Astonia), in honour of International Forest Day, which falls annually on March 21.
Meanwhile, the Department of Forestry will also organise several activities to raise public awareness on the importance of preserving natural forests and biodiversity, which includes holding presentations, exhibitions and roadshows at selected schools, mukims and villages across the country.
