IAB celebrates Welfare Day in Kuala Belait

THE Indian Association of Belait (IAB) held a Welfare Day event at the Grand Ballroom at V-Plaza Hotel in Kuala Belait on Saturday night.

Aimed at giving back to the community, the event also represented an opportunity for Indian community from across the country to gather at the venue to help foster a closer relationship between each other during, as well as after, the event.

Present as the guest of honour was the Society for the Management of Autism Related issues in Training, Education and Resources (SMARTER) Brunei President Malai Haji Abdullah bin Malai Haji Othman, whom the IAB has recognised for his continuous commitment in giving back to the community, as noted by IAB President K Salim A Karim (Salimo) in his speech at the event.

Also present were Chairman of YMRM Group of Companies Ramesh Jiwatram Bhawnaniby and representative of Indian community in the Brunei-Muara District Murugesan.

Several mementos were presented to various guests during the event, including Malai Haji Abdullah and Ramesh Jiwatram Bhawnaniby, by IAB Vice President Renjit Gopalakrishnan and IAB Honorary Treasurer Rajendra Sinh Jadah respectively to commemorate their continuous commitment and efforts made to benefit the community in the country.

Salimo and Murugesan also led a Shawl Felicitation ceremony in a show of further appreciation by IAB as well as the Indian community in the country for Ramesh Jiwatram Bhawnani and his continuous commitment to give back to the community.

The Shawl Felicitation represents a mark of respect and utmost appreciation for one’s selflessness in working for social cause, and that receiving the shawl means honouring the Divine Principle of Hindu Dharma. Endowments were also presented to around 50 single mothers from the Kuala Belait and Seria area by Ramesh Jiwatram Bhawnaniby, as well as donations to Chung Hua Middle School, Kuala Belait by IAB Deputy Secretary Anup Vijay. The school’s Principal, Jaime Lim Siew Lee, received the donations.

In between the activities during the event, various cultural performances were also conducted, which not only served to enliven and entertain attendees and guests but also showcase the performers’ talents to the public.

The event continued with a vote of thanks by IAB General Secretary Sanjay Mishra before concluding with a banquet dinner served for guests and attendees.


‘Bermukun’ performances enthral Mukim Bukit Sawat residents

RESIDENTS of the surrounding areas of Mukim Bukit Sawat and beyond, especially those interested in Mukun, gathered at the Bukit Sawat Carnival last night to witness the Mukun Festival Celebration held in conjunction with the 72nd birthday celebration of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

Held in the surrounding premises of the Sungai Mau Recreational Park, Bukit Sawat Labi, the festival was organised by the Mukim Consultative Council (MPM) of Mukim Bukit Sawat in collaboration with MPM Labi and Brunei Mukun Selendang Sutera Group.

Pehin Datu Padukaraja Major General (Rtd) Dato Paduka Seri Awang Haji Shari bin Ahmad was the guest of honour during the Mukun performances. He was accompanied by his wife.

Also present were Legislative Council members representing the Belait District Yang Berhormat Haji Abdul Hamid bin Haji Mumin and Yang Berhormat Hanapi bin Mohd Siput, as well as mukim penghulus, village heads, MPM committee members and Village Consultative Council (MPK) members from the surrounding areas of Mukim Bukit Sawat.

Aimed at enlivening the surrounding areas of Mukim Bukit Sawat, the Mukun was one of the many activities held as part of the four-day carnival.

Secretary of the Mukun Festival Irwan Rino bin Nordin said the performances provided opportunities for Ulu Belait residents to experience the festive occasion held in conjunction with His Majesty’s birthday celebration.

He added that residents living in remote areas of the Belait District rarely have the opportunity to witness Mukun performances normally held in more populated areas. As such, Mukun performers from Miri, Mukah, and Bintulu, Sarawak were also invited for the Mukun performances this year to further enliven the surrounding areas of Ulu Belait.

With an ensemble of Mukun performers, the Mukun performances were broadcasted live via Harmony FM during the first hour of the performances. In addition, various well-known Mukun performers also performed during the event.

Quiz contests were also held with members of the public winning prizes. A comedy sketch by Hajah Kassumawati, better known as Dang Kassum, had the crowd in stitches.

Busy schedule for ASEAN foreign ministers in Singapore

FOREIGN ministers from ASEAN reiterated the need to further advance its integration efforts and maintain unity amid a volatile global landscape, following the conclusion of the 51st ASEAN Foreign Ministers’ Meeting (AMM) in Singapore recently.

These were laid out in a wide-ranging 26-page joint statement from the 10-member ASEAN.

Attending the meeting from Brunei Darussalam was Minister of Foreign Affairs and Trade II Dato Seri Setia Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd Yusof.

In the joint communiqué, ASEAN member states reaffirmed their commitment to deeper economic integration through various ASEAN-led initiatives, as well as the conclusion of the Regional Comprehensive Economic Partnership (RCEP) and also fully tap the opportunities afforded by new technologies and innovation arising from the digital revolution but cautioned that they need to stay responsive to emerging issues, such as non-traditional security threats and environmental challenges.

The foreign ministers highlighted that discussions focussed on continued efforts to build a resilient and innovative ASEAN, ASEAN’s relations with external partners, including through ASEAN-led platforms, and the importance of ASEAN centrality and unity amidst rapid changes in Southeast Asia and beyond.

They also reaffirmed their commitment to the full and effective implementation of the ASEAN Community Vision 2025 and the ASEAN Leaders’ Vision for a Resilient and Innovative ASEAN while also maintaining ASEAN Centrality and unity in community-building efforts and engagement with external partners.

The ministers also reaffirmed their shared commitment to maintaining and promoting peace, security and stability in the region, as well as to the peaceful resolution of disputes, including full respect for legal and diplomatic processes, without resorting to the threat or use of force, in accordance with the universally recognised principles of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

In efforts to effectively counter terrorism as well as the rise of radicalisation and violent extremism conducive to terrorism, the ministers welcomed the adoption of the Manila Declaration to Counter the Rise of Radicalisation and Violent Extremism and the updated ASEAN Comprehensive Plan of Action on Counter Terrorism (ACPoA on CT) at the 11th ASEAN Ministerial Meeting on Transnational Crime (AMMTC).

The Declaration encouraged ASEAN member states to combat radicalisation and violent extremism more vigorously, emphasising on deradicalisation, rehabilitation and re-integration programmes and information sharing, while the ACPoA on CT would ensure that ASEAN’s cooperation stays relevant with the new and emerging trends of terrorism and violent extremism.

The ministers said they were encouraged by the progress of the trade in services integration in ASEAN and reaffirmed the importance of pursuing an outward-looking policy through strengthening relations with our partners and further promoting dialogue and exploring new areas of cooperation based on mutual interest.

Ministers from the bloc also welcomed the Joint Statement signed between US President Donald J Trump and Chairman of the State Affairs Commission of the Democrratic People’s Republic of Korea Kim Jong-un and urged all parties to continue working towards the realisation of lasting peace and stability on a denuclearised Korean Peninsula.

They also welcomed North Korea’s stated commitment to complete denuclearisation and its pledge to refrain from further nuclear and missile tests during this period and reiterated support for all relevant United Nations Security Council Resolutions and international efforts to bring about the complete, verifiable and irreversible denuclearisation of the Korean Peninsula which will contribute to peace and stability in the region.

The 51st AMM also held several other key meetings with ASEAN’s dialogue partners including the Asean Plus Three (APT) with China, Japan and South Korea; East Asia Summit (EAS), which groups ASEAN and eight dialogue partners: China, Japan, South Korea, India, Australia, New Zealand, the United States and Russia and also the ASEAN Regional Forum (ARF) with all EAS members, Canada and the European Union (EU), plus Papua New Guinea, Timor-Leste, Mongolia, North Korea, Bangladesh, Pakistan and Sri Lanka.

Fair raises awareness on financial literacy

IN A bid to increase awareness on the effectiveness of financial management through interactive activities, Insurans Islam Tabung Amanah Islam Brunei (TAIB) Family Takaful Sdn Bhd (IITFT) and Insurans Islam TAIB General Takaful Sdn Bhd (IITGT) participated in the third Financial Fun Fair in Jerudong Park Colonnade.

The two-day fair, themed ‘Financially Literate Generation’, was organised by Autoriti Monetari Brunei Darussalam (AMBD) in collaboration with the Ministry of Education and supported by local financial institutions.

It aimed to enhance financial awareness and literacy in conjunction with National Savings Day 2018.

At the IITFT and IITGT booth, members of the public learnt about road safety, daily life budgeting, and the importance of insurance in the event an unfortunate incident occurs.

“Through the road safety awareness activity, the public learnt the importance of being a disciplined driver, obeying the law and steering away from distractions.

“With that, they can also save money on repair costs, fines or damages,” stated Insurans Islam TAIB.

It is hoped that the financial roadshow increased awareness on the importance of savings and financial independence, as well as encouraging the public to be more financially savvy.

This is in line with AMBD’s efforts to develop a financially literate generation and drive the National Vision 2035 objectives towards creating a dynamic and sustainable economy with highly skilled citizens.

We’re here to help, Health Minister tells those with suicidal thoughts

MINISTER of Health Dato Seri Setia Dr Haji Mohammad Isham bin Haji Jaafar yesterday emphasised on the importance of people-to-people communications in helping individuals with mental health issues overcome their problems.

He also urged family members and friends to pay attention to the behaviours of their loved ones and take notice of anything out of the ordinary.

Dato Seri Setia Dr Haji Mohammad Isham was speaking to local media on the rise in suicide and attempted suicide cases in the country yesterday morning, on the sidelines of the ASEAN Car Free Day held at Taman Haji Sir Muda Omar ‘Ali Saifuddien.

“Suicide unfortunately is on the rise and we are working with the mental health services to help in any way we can. What I’m saying to those who have problems is – we are here, please come to see us and we are here to listen,” he added.

The minister highlighted that the Ministry of Health is currently in the process of formulating a 24-hour helpline for suicide or mental health issues. He said once the helpline is set up, roadshows will be conducted nationwide.

In terms of mental health issues, the minister explained, “Most people with mental health issues feel that they are left alone with no one to talk to or care for them. I can assure you that we are here to help you.

“Health is everyone’s business, therefore for friends and family who see family members or friends not in their usual behaviour – please ask how they are and whether there is anything wrong. This little gesture can help in showing that they are cared for,” Dato Seri Setia Dr Haji Mohammad Isham added.

“Don’t be too busy playing on the mobile phones. We must revert back to people-to-people communication. It takes a whole-nation approach to help the affected individuals and reduce the incidents of suicide in the country.”

According to statistics from the Royal Brunei Police Force on Saturday, 46 suicide cases were recorded in the country from 2014 to August 2018 – six of these were in 2014, eight in 2015, eight cases in 2016, 13 cases in 2017, while 11 cases were reported from January to August this year.

Most staggering is the 2017 figure, which is an increase of 62.5 per cent in suicides from the total cases from each of the prior two years.

Of the 46 suicide cases, 31 victims are foreigners – nine are Philippine nationals, eight Bangladeshis, seven Indian nationals, two Thais, four Indonesian nationals, and one Chinese national. There were also 43 cases of attempted suicide from 2014 to August 2018 – five cases in 2014, 11 in 2015, 11 in 2016, nine cases in 2017, and seven cases from January to August 2018.

Royalty at PPPBD 10th Community Day celebration

HER Royal Highness Princess Hajah Rashidah Sa’adatul Bolkiah, President of the Girl Guides Association of Brunei Darussalam (PPPBD), yesterday attended the 10th Community Day of PPPBD at its headquarters in Anggerek Desa, Berakas.

The celebration is an annual activity organised by the association which also coincided to mark the birthday of Her Royal Highness.

The ceremony saw the launching of a bazaar called Berdikari Berkongsi Rezeki by Her Royal Highness in line with this year’s theme based on the principle of PPPBD.

Thirteen young entrepreneurs and senior citizens participated in the bazaar with the main objectives of creating a platform to promote and support the development of young entrepreneurs and senior citizens.

Chief Commissioner of PPPBD Hajah Siti Hafsah binti Haji Abdul Halim said the bazaar participants were invited to sell their products with no fees applied.

The ceremony also saw Her Royal Highness Princess presenting certificates of appreciation to the bazaar’s participants followed by a birthday cake-cutting ceremony. Her Royal Highness also toured the bazaar.

As part of the celebration, ‘Guidethon’ cards were also distributed to increase fund for various activities organised by the association in-and-outside the country.

Among the objectives were to expose and educate the PPPBD members to assist the community, especially those in need of assistance and to instil and strengthen identity, discipline and working spirit through community activities.

Brunei joins regional neighbours to mark ASEAN Car Free Day

BRUNEI Darussalam joined Indonesia and other ASEAN member countries yesterday in marking the launch of ASEAN Car Free Day, a movement initiated by the people of ASEAN where participants will be carrying out physical exercises together with other activities during the Car Free Day of their countries in a bid to promote a healthy lifestyle and culture.

The event was organised by the Ministry of Health in collaboration with six other ministries which have had a hand in the Bandarku Ceria activities.

The commemorative event was held at Taman Haji Sir Muda Omar ‘Ali Saifuddien. It was launched by Minister of Health Dato Seri Setia Dr Haji Mohammad Isham bin Haji Jaafar alongside Minister of Home Affairs Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, Minister at the Prime Minister’s Office Dato Seri Setia Awang Haji Abdul Mokti bin Haji Mohd Daud, Minister of Development Dato Seri Setia Awang Haji Suhaimi bin Haji Gafar, Minister of Finance II Dato Seri Setia Dr Awang Haji Mohd Amin Liew bin Abdullah, Minister of Energy, and Manpower and Industry Dato Seri Setia Dr Awang Haji Mat Suny bin Haji Mohd Hussein and Minister of Communications Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohammad Yusof, as well as members of the Diplomatic Corps from ASEAN member countries and senior officials from various ministries.

Following the launch, the Cabinet Ministers took part in an aerobics warm up exercise, before going on a 2.6km walkathon around Bandar Seri Begawan.

They also toured various exhibition booths set up in the stands within the compound of the Taman.

Commenting on the event, the Minister of Health said, “Alhamdullillah, today we are gathered here for the ASEAN Car Free Day, which is led by Indonesia. Each ASEAN member countries is celebrating Car Free Day in a bid to reduce pollution and encourage an active lifestyle.

“In Brunei Darussalam, Bandarku Ceria started in 2016 and this event is like an extension of it. The public response to Bandarku Ceria has been encouraging and ASEAN Car Free Day can really get the ball rolling in terms of getting people out and engaging in physical activity. People of all ages are excited to take part in Bandarku Ceria every Sunday.

“We need the effort of everyone and not only from the government agencies. This is an opportunity for people to make full use of Bandar Seri Begawan and enjoy their city,” he continued.

Highlighting that “health is everyone’s business”, the minister added, “It starts with a little step. For example just by walking. Walking is a simple exercise that everyone can do anywhere and anytime. Walking at least three kilometres three times a week is a very good exercise.”

A supportive environment for large-scale recreational and community building activities, such as temporary park-like spaces for recreation, are provided in each of the countries where the Car Free Day initiative is held.

Benefits of the initiative, which has been held in a number of cities beyond the ASEAN region – the largest being Bogota which covers the entire city, include reduced traffic congestion, significant drop in air pollution, better environmental and personal health awareness among the public, as well as an upsurge in small business activities held alongside the main event.

Yesterday’s event is seen as a scaling up and acknowledgment of the importance of the car-free initiative at the regional level.

More significantly, it represents an effort to realise the implementation of the ASEAN Declaration on Culture of Prevention (COP) for a peaceful, inclusive, resilient, healthy and harmonious society adopted during the 31st ASEAN Summit on November 13, 2017 in Manila, as well as the recommendations from the 13th ASEAN Health Ministers Meeting (AHMM) held from September 3-7, 2017 in Brunei Darussalam.

DPMM FC hope to end Albirex unbeaten record

DPMM FC announced their intent to be the first team to put a stain on newly crowned champions Albirex Niigata (S)’s unbeaten record when the pair clash in the Singapore Premier League at the Hassanal Bolkiah National Stadium in Berakas tonight.

Balestier Khalsa ended the White Swans perfect win record in a 1-1 draw after 17 consecutive victories which confirmed them as champions but the ‘Gegar Gegar’ men will attempt to take full points.

“We know they are a good team as they are champions. They want to go the whole season without defeat so I hope we can do it tomorrow to take a victory against them,” said DPMM FC Head Coach Rene Weber in an interview with the Bulletin after a training session at the Jerudong Mini Stadium yesterday.

Asked if he had studied their tactics and discover any flaws in the well-oiled Japanese side, the Brazilian identified specific aspects where they can exploit them.

“I talked to the players about this and they are physically strong. The main point is that the whole team is physically strong but technically they are not so strong.

“The main point is that they have more power to go and come back and make a strong read of the game. They are not a team that have much quality to put the ball into space. However, the transition to attack and to come back is very strong.

“So if you start pressing them very well in the middle because they have two very good central midfielders who organise the team as well as their striker (Shuhei Hoshino), you’re in with a chance. You must play tough with them,” he added.

“We don’t have to spend much energy because they (Albirex) have energy for 90 minutes. We must be organised and play in good positions as soon as they come to our midfield and as soon as we recover the ball we must use what we have best.”

The former Atletico Mineiro assistant manager said that they need to use their qualities especially Adi Said and Mojtaba Mollasaraei in the flanks and Shahrazen Said as well as making use of Hendra Azam’s ability in delivering good balls.

The head coach also reiterated the importance of getting a result which will stand them in good stead in their campaign in the Singapore Cup.

“It is a big challenge for us because we must go to the Singapore Cup in a good way. I hope to take this team in the final.”

DPMM FC full-back Najib Tarif is a major doubt as he is not fully fit to feature while Azwan Salleh remains in the absentee list through injury. DPMM FC midfielder Nurikhwan Othman is the preferred choice to deputise in his absence.


Japanese students get taste of local culture

YAYASAN Sultan Haji Hassanal Bolkiah (YSHHB) Secondary School yesterday received a delegation of 14 students and two officers from Wakayama, Japan, as part of the Wakayama-Brunei Youth Cultural Students Exchange Programme 2018.

YSHHB Secondary School Principal Chong Li Chen welcomed the delegation. YSHHB School Chief Executive Officer Noorhaizamdin bin Haji Mosbi was also present.

The exchange programme, held annually at YSHHB Secondary School, looks to provide visitors a taste of Brunei’s culture and vice-versa, and at the same time promote cultural exchange between Brunei and Japan.

In her welcoming address, Principal Chong discussed the vision, mission and programmes of the school.

The event continued with a presentation by the Wakayama visitors; a souvenir presentation; cultural performances in the form of traditional dance, gulingtangan and hadrah by YSHHB students.

A presentation on Brunei traditional games and how to wear a dastar and sinjang were also arranged by the Department of Museums and the Ministry of Culture, Youth and Sports.

Senior government officials visit MKM office

SOME 28 senior government officials made a study visit to the Brunei Council of Social Welfare (MKM) office in Kampong Sungai Hanching yesterday.

The officials are undergoing the Executive Development Programme for Senior Government Officials (EDSGO).

The senior government officials were briefed on the background, activities and programmes that were carried out by MKM Treasurer Dr Hajah Kamariah binti Abu Salim followed by a Fidyah Scheme, Legal Talks and Legal Clinic by a Syariah legal counsellor from Yusof Halim & Partners Mohamad Shahray bin Zulkifli and the council’s Staple Food Assistance programme and projects by Dr Hajah Fatimah binti Haji Chuchu. Hajah Zaiton binti Abu Salim, meanwhile, shared about projects and activities that were carried abroad such as the Humanitarian Relief for Rohingya refugees in Bangladesh.

The EDSGO aimed to develop the quality and leadership capabilities of the senior government officials.

Drivers slapped with fines, demerit points in nationwide traffic sting

SEVERAL drivers were found to have violated the Road Traffic Act and related regulations during operations conducted by the Enforcement Division of the Land Transport Department (JPD) on July 25-31 on the country’s highways.

Six private vehicle drivers: Ismail; Haji Ferus Khan bin Haji Fida Mohammad; Pengiran Haji Adit bin Pengiran Haji Ismail; Azlinawati binti Haji Timbang; Mira Eddry Fazreen Abdul Rahman; and Hong Dee Bing, were fined and penalised with Driver Safety Practice System (SiKAP) demerit points.

Of these, one driver was fined BND50 and imposed with nine SiKAP demerit points for using a private vehicle as public transportation without a valid licence or permit.

Four people were fined BND150 and imposed nine SiKAP demerit points each for failure to wear seatbelts while driving. Another person was fined BND200 and handed 12 SiKAP demerit points for using a mobile phone while driving.

Meanwhile, 25 drivers from 25 transport companies were compounded between BND50- BND200 for various road traffic offences.

The JPD reminded drivers to use and drive vehicles in accordance with the Road Traffic Act and road regulations in the country.

The department stated that it will not hesitate to issue fines and impose SiKAP demerit points against drivers, or temporarily suspend the Rent and Hire Licence of owners of transportation companies who flout the traffic rules, to ensure the safety, wellbeing and comfort of other road users.

THE Embassy of the United States of America in Brunei Darussalam yesterday announced Awangku Muhammad Aizat bin Pengiran Yasmin as the 2018 recipient of the Fulbright Foreign Student Programme.

Awangku Aizat will soon embark on a two-year graduate study programme at Southern Illinois University – Carbondale in Illinois.

The Embassy’s Chargé d’Affaires Scott E Woodard recently met with Awangku Aizat to congratulate him, saying, “The Fulbright programme is our most prestigious educational exchange programme, giving Bruneians the opportunity to realise their academic aspirations at some of America’s finest schools.

“Awangku Aizat is a great addition to our group of Bruneian Fulbrighters who represent a wonderful mix of professionals that went on to contribute to Brunei’s development.”

On receiving the award, Awangku Aizat said, “The Fulbright programme is a once-in-a lifetime opportunity. I hope to gain beneficial knowledge from Southern Illinois University, experience life in Middle America and most importantly, this is an opening for me to advance confidently in the right direction, to continue striving and pursue meaningful work.”

The Fulbright programme is the flagship international educational exchange programme sponsored by the US Government, designed to increase mutual understanding between the people of the US and the people of other countries.

Around the globe, Fulbright alumni include 33 current or former heads of state or government; 54 Nobel Laureates; 82 Pulitzer Prize winners; 29 MacArthur Foundation Fellows; 16 Presidential Medal of Freedom recipients; and thousands of leaders across the private, public, and non-profit sectors.

THE Brunei Darussalam Regatta 2018 held in conjunction with His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s 72nd birthday celebration will be held on August 12.

This was confirmed by Permanent Secretary (Municipal and District) at the Ministry of Home Affairs Salminan bin Haji Burut, who is also the Co-Organising Chairman of the Brunei Darussalam Regatta 2018 during a press conference held at the multi-purpose hall of the Ministry of Home Affairs building yesterday.

He added that this year, the regatta race will be participated by boat racing teams from foreign countries, including from Malaysia – two from Sarawak and one from the Federal Territory of Labuan, one team from the People’s Republic of China, and one from Indonesia.

A total of 12 boat race categories will be contested at the event: six will be contested in the morning and another six in the afternoon.

The race will include a 15-Paddler Special Fibreglass Boat Race, 25-Paddler Traditional Boat Race, 15-PaddlersFibreglass Boat Race Between Institutions of Higher Learning, 15- and 20-Paddler for Under 30 Youth Fibreglass Boat Race, and 15-Paddler Colleges and Secondary Schools Fibreglass Boat Race, among others.

Salminan noted that this year’s event has undergone several changes in a bid to enliven it.

For instance, the 1,000m race will now start from the Brunei Arts and Handicraft Centre building and end in front of the Dermaga Diraja. The 2,000m race will start from Raja Isteri Pengiran Anak Hajah Saleha Bridge and end in front of the Dermaga Diraja. The 5,000m marathon race meanwhile will start from the end of Pulau Sibungur and finish in front of Dermaga Diraja.

Acting Director of Fire and Rescue Colonel (Rtd) Pengiran Haji Maiddin bin Pengiran Haji Said stressed on the importance of safety at the event.

“The public should take extra precautions, especially those using water taxis. They should also drink enough water to prevent dehydration,” he said.

Meanwhile, Acting Operation Head of Operations and Traffic Division Hamri Aslan bin Haji Abu Hanafiah highlighted that there will be no road closures during the event.

He added that only a section of Jalan McArthur near the Dermaga Diraja will be supervised by the police. Road users are advised to plan their journeys ahead of time, and make provisions for alternative routes to get to the city centre.

“All road users who will be crossing the Raja Isteri Pengiran Anak Hajah Saleha Bridge should not stop or park their vehicles along the bridge,” Hamri Aslan said. “The Traffic Control and Investigation Department is also urging drivers and road users to obey the road rules and regulations for the safety and harmony of all.”

As for the Bandarku Ceria event, Deputy Permanent Secretary (Municipal and District) at the Ministry of Home Affairs Abdul Walid bin Haji Matassan, who is also the deputy organising chairman of the event, said that the day’s activities will be limited.

“There will be no cycling activity around the capital area until the roundabout of the Prime Minister’s Office. This is to make it easier for members of the public wishing to witness the regatta to get to the event venue,” he said.

Stalls selling food and other items will also be only allowed to be set up along Jalan Pemancha and Jalan Pretty. All roads in the city centre on the day will be accessible as usual, with only a few roads under police control for the convenience of the public.

“The public especially road users and water taxi operators should pay special attention to safety on the day. I hope to see the general public obeying all rules and regulations, and water taxi passengers wearing lifejackets,” Abdul Walid added.

He also reminded the public to maintain the cleanliness of public areas such as the roadsides, parks and rivers.

“Rubbish bins will be provided at strategic areas during the event, so please make use of them. Let’s all do our part to keep Brunei clean and green,” he added.

Acting Permanent Secretary at the Ministry of Primary Resources and Tourism Wardi bin Haji Mohammad Ali said, “We welcome the public to come together with friends and family to witness the event. Travel agencies in the country are also invited to promote the event. We hope also to see tourists joining in the merriment in the city and witness the regatta with the locals.”

Korean superstar calls for greater attention to children’s rights

CHOI Si-won of the Korean boyband Super Junior, as a Goodwill Ambassador of the United Nations Children’s Fund (UNICEF), yesterday sent an impassioned message to the children of the region and the world, urging them to be changemakers and to stand up for their rights, during his speech at the opening ceremony of the 5th ASEAN Children’s Forum (ACF).

The superstar’s appearance at the event – held at the Ministry of Culture, Youth and Sports (MCYS) building – garnered the attention of the local media and forum participants.

In his speech, Choi said, “Did you know that there are 220 million people under 20 years old in the ASEAN region? It’s almost 35 per cent of all the ASEAN population. That means 35 per cent of voices should be represented in your society, in your politics, for young people.”

However he also noted, “Are you getting enough attention and support from society to grow in a safe, clean and healthy environment? Are the 35 per cent well-represented in your society? My short answer is ‘No’.”

Choi, who has been a special representative to UNICEF‘s Korean National Committee since 2015, urged, “We need to make sure that our policymakers and politicians realise that we are the future of the country, not only by words. We should ask them to invest the right resources for every school, every hospital and every community.”

Determined that all children should enjoy the same rights to survive, thrive and live to their full potential, Choi has already travelled to different countries to support the UNICEF mission globally.

Recalling his journeys, he said, “Unfortunately, I have witnessed millions of children suffering from the deprivation of basic rights such as the rights to education, the rights to health and the rights to play.”

In addition, he said, some are exposed to bullying, sexual abuse and discrimination because of their race, ethnicity and other unacceptable reasons.

“That is why we still need to work hard to meet the needs and aspirations of the children in the region. We cannot be satisfied with what we have now. Children in ASEAN deserve a better future. Our fight to keep our world safe, clean and healthy for our children is still ongoing. We all need to be a part of the fight against injustice, insecurity and irresponsibility towards children and the world.”

Before concluding his speech, Choi expressed, “Children can change the world. We too can be Super Juniors.”

Brunei has a significant role in Commonwealth

BRUNEI Darussalam has a significant role in the Commonwealth, its Secretary-General Patricia Scotland said yesterday.

Speaking in an interview with the Bulletin, the Secretary-General shared, “The mutual respect and affection between the Commonwealth and Brunei are extraordinarily important.

“Brunei has been very generous in terms of the way in which it has reached out to our other members,” she said.

“It has shown real care and support for the small member states, and has been a very supportive member of the Commonwealth,” she added.

“We are working right now on the issues of connectivity. We were looking to see whether Brunei might be willing to take one of the leadership roles on connectivity.

“Brunei is doing a lot on digitalisation. These are skills which a number of our emerging democracies and developing countries are in need of,” continued the Secretary-General.

“A number of countries are thinking ‘how do we modernise?’, ‘how do we develop in a way that delivers safety, security and parity of treatment?’ So, Brunei’s engagement in that has been very welcoming.”

She also said that Brunei has made a significant contribution to the Queen’s Commonwealth Canopy, which she said “was very important”.

She also added, “I understand Brunei is also willing to continue to contribute to the third state programme to get more opportunities of scholarships for people from the Commonwealth to come to Brunei. This generosity is really welcome, and of course, much needed.”

The Secretary-General is in Brunei on her first official visit to the country, as part of an 11-day tour to three Commonwealth countries, including Sri Lanka and Bangladesh.


Safeguard the welfare of children, urges minister

CHILDREN form a significant sector in any society and are the main beneficiaries of the integration and community building process in ASEAN. However, they are also the most vulnerable sector of the society that face the greatest risks to manifestations of socio-economic problems, deviant behaviours and violence, said Minister of Culture, Youth and Sports Major General (Rtd) Dato Paduka Seri Awang Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin.

“Therefore, we must always continue to safeguard the welfare of children by addressing the external risks they face. There must be more that can be done to reduce children’s vulnerabilities by inculcating a more resilient character in them so as to prepare them and help them cope better as our future leaders of tomorrow,” the minister noted, while delivering a speech as the guest of honour at the official opening ceremony of 5th ASEAN Children’s Forum hosted by Brunei Darussalam.

The ceremony which took place at the Ministry of Culture, Youth and Sports was also attended by members of Legislative Council Yang Berhormat Khairunnisa binti Haji Ash’ari, Yang Berhormat Siti Rozaimeriyanty binti Dato Seri Laila Jasa Awang Haji Abdul Rahman, Yang Berhormat Nik Hafimi binti Abdul Haadii as well as United Nations Children’s Funds (UNICEF) Special Representative to Brunei Darussalam Marianne Clark-Hattingh and member of the famous Korean boyband Super Junior in his capacity as the UNICEF Goodwill Ambassador Choi Si-won.

“We have chosen the ASEAN Declaration on Culture of Prevention for a Peaceful, Inclusive, Resilient, Healthy and Harmonious Society as a subject matter for deliberation during the forum. Through the forum, we hope to implement the declaration by addressing four focus areas, namely, peace, respect for all, care for the environment and healthy lifestyle. We want our children to be aware of these issues and how it can affect their lives,” he added.

The minister hoped that the recommendations from the forum would provide variable inputs for policy direction and strategy formulation in all ASEAN member states. Brunei Darussalam, in particular, would enrich and provide added value to the new National Action Plan on Children.

He shared that the objectives as well as the focus of the forum are in line with what Brunei Darussalam is currently undertaking under the purview of the National Council of Social Issues which has identified children as one of the 13 social issues to be addressed through a ‘Whole of Nation’ integrated approach.

The minister emphasised, “We need to instill a mindset change at every level of the society that a preventive approach if far more effective than a reactive one. In order to execute this more effectively, we need to start early by inculcating good values at a young age, such as what we’re trying to instil through preventive education in this forum and shape a future leader with an empowerment to achieve and a mission for success. This is our vision of a new ASEAN child.”

He also urged all stakeholders in ASEAN member states “to leverage on our current networks of cooperation and existing institutional mechanisms to intensify all preventive efforts and come up with a coordinated approach to adopt the culture of prevention as a natural lifestyle for ASEAN”.

The highlight of the ceremony was a story-telling performance titled Pulau Labi Labi by Awangku Muhammad Aqil Nurfail bin Pengiran Hasnul Bahrin and Waiz Amani Aminuddin, the winners of the ASEAN Folklore Story Telling Competition 2018.

The minister then presented certificates of appreciation to Marianne Clark-Hattingh and Choi Si-won as well as the sponsors of the event and non-government organisations attending the forum.

The three-day forum is attended by 73 participants representing ASEAN member countries and the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) as well as children aged 12 to 17.

Call to ensure health and safety principles at workplace

IN ITS commitment to strengthen the global health and safety workplace standards, Progresif launched the Health and Safety Environment (HSE) Manual Handbook and Emergency Evacuation Video at a ceremony held at Progresif Headquarters in Gadong yesterday.

Launching the two important assets for Progresif was the guest of honour, Board member of Progresif and Lead Director of HSE Steering Committee Edzwan Zukri bin Pehin Dato Adanan.

The Progresif Board member encouraged all staff in the company to continuously reinforce its health and safety principles at the workplace. “We must ensure we execute and ensure consistency (on HSE) because even the best prepared guidelines have little impact unless you are able to surpass the issues and together improve our work ethics.”

He also expressed his appreciation to the personnel from the Fire and Rescue Department for sharing their knowledge and expertise on overall fire safety.

Prior to the launch, CEO of Progresif Paul Taylor highlighted the importance of adopting health and safety in the workplace as part of a company’s culture.

The launch of the HSE Manual Handbook and Emergency Evacuation Video also aligned with the call made by the Ministry of Communications on improving the overall monitoring of health and safety in the workplace across all sectors.

THE AUN-QA (Quality Assurance) Training Course for Accomplishing Programme Assessment (Tier 1) was held at Lecture Theatre 2, Level 2 of Universiti Brunei Darussalam’s (UBD) Pengiran Anak Puteri Rashidah Sa’adatul Bolkiah Institute of Health Sciences building yesterday.

The course, co-organised by UBD’s Office of the Assistant Vice-Chancellor (Academic Affairs) and the Ministry of Education, was created by the ASEAN University Network (AUN) to introduce the AUN-QA system and enhance quality assurance in teaching at regional universities.

Held from August 7 – 10, around 29 individuals from eight higher education institutions in the country, comprising professors, lecturers and other academic professionals are participating in the course. The guest of honour at the launch of the training course was Acting Permanent Secretary at the Ministry of Education Dr Haji Azman bin Ahmad.

Also present were Vice-Chancellor of UBD Datin Dr Hajah Anita Binurul Zahrina binti Pehin Orang Kaya Laila Wijaya Dato Seri Setia Haji Awang Abdul Aziz, UBD assistant vice-chancellors, guests from the Ministry of Education and higher educational institutions, Chairperson of the AUN-QA Training Course for Accomplishing Programme Assessment (Tier 1) Dr Masitah binti Shahrill, as well as lead facilitators, deans and directors from UBD.

Dr Masitah said the AUN-QA Tier 1 training course is held to introduce to the participants the AUN-QA system and the AUN Quality Assessment process, as well as to advise them on how to write the self assessment report for the study programme.

“The training and accreditation will ensure the programmes stay relevant in keeping with the increasing demand for top quality higher education by students and society,” Dr Masitah said.

She elaborated that the certification provides opportunities for higher education institutions around the region to maintain and enhance the quality of their education delivery and promote their programmes internationally to keep up with certain standards in the world university/college rankings.

Meanwhile, Acting Chairperson of the AUN-QA Council Associate Professor Dr Nantana Gajaseni said Quality Assurance programmes have always been part of the AUN’s core activities ever since its inception.

She added that this year is significant for AUN as it is the AUN-QA’s 20th anniversary.

“The AUN-QA Network continues to be a key driving force for educational development in ASEAN,” she said.

“The AUN-QA not only focusses on the assessment, but also on capacity building which is incorporated in the AUN-QA trainings. The training programmes have already produced over 1,600 trainees.”

Boost for tourism as ASEAN Children’s Forum delegation visits Tutong

A DELEGATION of 73 members from the 5th ASEAN Children’s Forum visited two places of interest in the Tutong District – Eco Ponies Garden in Kampong Lamunin and Experience Kiudang.

The visits were aimed at enhancing experience and knowledge of the delegation relating to issues discussed during the forum, such as healthy lifestyle, nature conservation and mutual respect to all (including people with different abilities, the elder citizens and various ethnics and cultures).

The visits were also aimed at promoting the tourism industry in Brunei Darussalam.

The delegation was divided into two groups – 29 visited the Eco-Ponies Garden and 44 visited Kampong Kiudang.

The visit to the Eco Ponies Garden was a sharing session with local communities of various backgrounds such as elderly villagers who are active and involved in community work, youth involved in Green Project and a healthy cooking demonstration.

The Experience Kiudang trip involved various activities of the ethnic Dusun community such as handicrafts, traditional processing of herbal tea and musical demonstration.

It was hoped that the visit will provide inspiration to members of the delegation to discuss in the forum that was deliberated later yesterday.
