Setia Kawan III is a joint Brunei-UK military exercise held to demonstrate the two armed forces’ amphibious capabilities.

Before arriving at the beach demonstration site at Binturan Shooting Range, His Majesty and Their Royal Highnesses first stopped by the HMS Albion – at sea on the way to the exercise site – via helicopter for a tour of the vessel.

Once at the Binturan Shooting Range, His Majesty was ushered to a special placement to receive the Royal Salute, before later inspecting the royal guard of honour mounted by members of the Royal Brunei Armed Forces.
His Majesty then viewed the combined amphibious demonstration by the Royal Brunei Armed Forces and Royal Navy, and an Amphibious Beach Unit (ABU) static display, before attending a luncheon hosted by the Commander of the Royal Brunei Armed Forces.
Before departing the venue, His Majesty went on to view the Setia Kawan III Gallery static exhibition and received a pesambah from the Commander of the Royal Brunei Armed Forces. The monarch then signed a commemorative parchment and joined in for a group photograph and meet-and-greet with the army personnel involved in the beach demonstration.
Setia Kawan III Exercise is one of a series of military exercises conducted between the Royal Brunei Armed Forces and the British Armed Forces, the first of which was carried out in 1988.
The amphibious exercise aims to enhance interoperability between the Royal Brunei Armed Forces and the British Armed Forces units by engaging multiple army elements besides amphibious landings, while adapting to unpredictable beachfront threats.
Also present at the event to represent the Government of the United Kingdom and the British Armed Forces were High Commissioner of the United Kingdom to Brunei Darussalam Richard Lindsay; and Fleet Commander of the Royal Navy Vice Admiral Ben Key, CBE.

Addressing the nation from the Istana Nurul Iman, on the occasion of the new Islamic year of 1440 Hijrah which falls today, His Majesty touched on the constructive lessons gained from learning history.
“Without history, we would be unable to trace the progress of Islam and its adherents. The command given by Allah the Almighty for Prophet Muhammad (pbuh) to migrate was a blessing in disguise, in order to save Islam and its followers,” stated the monarch in the titah which was broadcast nationwide on Radio Television Brunei (RTB), yesterday evening.
The monarch then highlighted the relevance of history as a ‘reflection of life’ that contributes to a better understanding of nations and societies.
“In the accounts of the Hijrah, we saw Prophet Muhammad (pbuh) in the roles of apostle and leader, with Sayyidina Abu Bakar As-Siddiq as his close confidant and loyal supporter.

“Both adhered to the principle of ‘to do all things for the glory of Allah the Almighty’, which ultimately led to the safe deliverance of the Prophet and his faithful followers.
“We saw how their perseverance under such pressing circumstances was ultimately rewarded with success and deliverance by Allah the Almighty,” His Majesty further added.
“I am conviced that if we, as followers of Prophet Muhammad (pbuh), are willing to learn from the lessons of the Hijrah, then it would be possible for us to attain the lost honour and glory of the Ummah. But only on the condition that the leaders are able to emulate the leadership qualities of Prophet Muhammad (pbuh), while their followers take the example of Sayyidina Abu Bakar As-Siddiq.”
His Majesty then cited Verse 249 of Surah Al-Baqarah: “How many a small company has overcome a large company by permission of Allah the Almighty”, while saying that Muslims would triumph in this world and in the hereafter if they remained on the right path in terms of their leadership, governance and causes.
“So, before it is too late, we as the followers of Prophet Muhammad (pbuh) need to reflect on our actual stance. What is our position? Where do we stand on domestic and global issues?
“Fundamentally, everyone desires peace, prosperity and security, but there are certain parties who are indifferent to the oppression of their fellow Muslims which inevitably results in the loss of lives and property.
“This is happening today, where injustice threatens our world, including Muslim nations. If justice is not honoured, then tyranny will take its place and this is not acceptable in Islam,” said His Majesty, while highlighting that Islam forbids all forms of tyranny and condemns those who commit them.
His Majesty then added that Muslims in general must turn to the history of the Hijrah as embodied by the religious brotherhood among the Muhajirin in Makkah and the Ansar in Madinah: “The blessings from Allah the Almighty were bestowed upon the Muslims of that period, leading to a peaceful and harmonious conformity which could not be broken by the opponents of Islam.”
In concluding the titah, His Majesty extended his well wishes for the new Islamic year. “My family and I convey our wishes for the new Islamic year of 1440 Hijrah. May this year bring blessings and peace from Allah the Almighty to the people and the nation,” said the monarch.
A SOLAR observation was yesterday held at the parking lot of the International Convention Centre (ICC) parking lot as part of activities to enliven the 8th Mahrajan Hafl Al-Takharruj of Universiti Islam Sultan Sharif Ali (UNISSA).
The event was held in collaboration with the Astronomical Society of Brunei Darussalam.
Two special telescopes with solar filters and hydrogen alpha filters were used to observe the sun and moon safely.
Speaking to the Bulletin, General Secretary of the Astronomical Society of Brunei Darussalam Hazarry Ali Ahmad explained that the event was held to provide the public the opportunity to safely observe the sun and moon.
“We are using the Hydrogen Alpha filter for the first time in Brunei Darussalam. We are aligning our objectives to provide an outreach programme to the public to increase our knowledge on astronomy, including Islamic astronomy,” he said.

IN CONJUNCTION with the 13th National Youth Day celebration observed on August 1, the Ministry of Culture, Youth and Sports in collaboration with the Ministry of Home Affairs, Ministry of Education, Ministry of Religious Affairs and all four District Offices in the country conducted a Youth Bus Programme, which started on September 8.
Thirty-five youth comprising 24 boys and 11 girls from the age of 16 – 20 from several parts of the country participated in the programme.
The programme was aimed at educating and developing leadership and understanding as participating youth interacted with residents from several places in each district. The programme was also an opportunity to help establish a closer relationship, while learning more about the identity, culture and community in each of the district.
Among the activities the youth conducted in the Belait District included visiting the Mendaram Besar Longhouse, Labi on September 10; where they spent time to learn more about handicrafts from the women’s bureau of the longhouse and spent a night at the longhouse.
The following day the youth visited various farming and livestock found in the Labi area followed by a visit to the Liang Lumut Recreational Club (LLRC) to meet Acting Belait District Officer Ridzuan bin Haji Ahmad to learn more about the district and several landmarks as well as the history and culture of the district.

The youth also participated in a culture and recreational activity together with members of the Kampong Sungai Liang Village Consultative Council the same afternoon.
One of the participating youth of the programme, Muhammad Adi Amirul Mustaqim bin Mohd Khairul Amin, 18, noted that the programme was quite an experience as it was his first time participating in the programme.
“It was quite a challenge to visit places we rarely go to, but it was quite fun as we experienced things outside our normal routine,” he said.
The group will conclude the programme with a visit to the Tutong District today.
MINISTER of Foreign Affairs and Trade II Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd Yusof toured the Brunei exhibitor booths at the 15th China-ASEAN Expo (CAEXPO) in Nanning, China yesterday.
The minister was accompanied by Huang Ri Bo from Chinese People’s Political Consultative Conference.
Among the participating companies at the annual expo is Pertanian Tropikal Utama, which introduced the local brand of Labi Coffee to the China market last year.
The coffee is slow-roasted from a special blend of two varieties of coffee beans grown deep in the Labi hills alongside the pristine rainforests of Brunei.
Managing Director of Pertanian Tropikal Utama Yong Khian Fook said, “This is the second time the company is participating in the exhibition following the encouraging response they received at their first exhibition last year.”

Another returning exhibitor, SMB Foods Manufacturing Sdn Bhd, is seeking to promote ‘Taste of May’, a locally produced range of traditional herbs and spices.
Company founder May Lim said, “We received a good response from the public during our first expo last year. This year we are bringing in 720 bottles and 500 packets of four types of soup. Last year, all our products were sold out.”
Meanwhile, first-time exhibitor Danne Burger is hoping that its Multipurpose Sauce will be well-received in the China market.
“This sauce can be used in various ways for barbeques, dips and on burgers,” said CEO of Danne Burger Deena Roza Idris.
The other participating exhibitors from Brunei are Yu Lee Industries, International School Brunei (ISB), OUDH Berjaya Trading, BIphar Biotech, Muara Port Company, Guangxi Ruian Logistic (Group) Co Ltd and DARe (Darussalam Enterprise).

FOR A’lia Kaiyisah binti Abdullah @ Mohammad Mahadir, it was a moment to remember yesterday morning as she, together with her team members and team manager Bohari bin Abdullah left for the 19th Sukma Games in Perak to compete in the U15 Girls Optimist Sailing event.
At 11 years, A’lia Kaiyisah is the youngest athlete in the Brunei Darussalam Sukma contingent.
Bohari said of the remarkable young girl, “A’lia Kaiyisah started sailing recreationally at the age of eight for two years. She only started competing seriously in the sport one year ago.”
On her preparations for the tournament, he added, “She has been training with the Miri sailing team for two months. Every Friday and Sunday, A’lia Kaiyisah’s parents would drive her to Miri for training. She competed in the Sarawak Regatta in July as well as the International Johore in March this year. In both competitions, she obtained very encouraging results.”
Speaking about the competition in the Sukma Games, Bohari said, “It will be tough competition in the tournament. We hope that A’lia Kaiyisah will improve and succeed. A’lia Kaiyisah already knows some of her opponents from her years of sailing and training in Miri.”

The Brunei sailing team manager paid special tribute to A’lia Kaiyisah’s parents, thanking them for supporting their daughter. He also expressed his gratitude to the Brunei Darussalam Yachting Association and Ministry of Culture, Youth and Sports for the assistance.

In the 2017 Sukma Games, Brunei captured one silver medal and three bronze medals.
BERAKAS English School (BES) alumni won the solidarity golf match against Sultan Omar ‘Ali Saifuddien College (SOASC) alumni at the Royal Brunei Airlines Golf Club in Berakas on Monday.
BES, now known as Berakas Secondary School, won by four points finishing 704, while SOASC alumni scored 708.
Yunshi Abdullah of BES was named gross category winner after scoring 75 points, while the SOASC alumni gross winner was Lieutenant Colonel (Rtd) Haji Nasir with 80 points.

A GROUP of former students of Dato Godam Primary School gathered yesterday morning to donate cash and daily essentials to the family of Bolariffin bin Abdul Ghani, an old friend and classmate who passed away recently.
Bolariffin had been battling lung cancer for more than four years and passed away at a rest house in Bandar Seri Begawan.
The former classmates, who studied at the school from 1983 to 1987, visited Bolariffin’s family’s home at Kampong Pekan Lama in Kampong Ayer, and spoke with his wife, Masna binti Abdullah.
“Working as a guard/receptionist at the rest house, my husband suddenly collapsed and passed away,” said Masna during an interview.
She said that she is thankful for the contribution from the former students and teachers of Dato Godam Primary School.

Bolariffin’s sudden passing has also left a large financial void for Masna and her family.
“My husband left eight children aged five to 21 years. Right now I do not have a stable income, and I am hoping that the village head can help expedite the processing of our orphans’ fund application,” said Masna.
“Hopefully we can also obtain some assistance from the Brunei Islamic Religious Council (MUIB) and Yayasan Sultan Haji Hassanal Bolkiah. My children, who are in school, receive assistance from the Community Development Department (JAPEM).”
On behalf of the former Dato Godam Primary School students, Pengiran Haji Shahibol Esham bin Pengiran Khamis handed over the donations.
Last year, the same group of former students visited Bolariffin just before Hari Raya. At the time, Bolariffin was unemployed and the house he was previously living in was gutted by fire.
With the assistance of JAPEM and Yayasan, he and his family were relocated to their current residence in Kampong Pekan Lama.

OVER 20 students recently participated in the Youth Travelling from District to District programme organised by the Lambak Mosque as part of activities for students to get involved during the school holidays.
The September 6-9 programme saw students, aged between seven and 13, visiting mosques, attending religious lectures and discussions, engaging in charity work and interacting with indigenous groups.
The programme also allowed youth to network and get involved with the mosque community.
Visits were made to the Lambak Mosque, Pengiran Muda ‘Abdul Wakeel Mosque, Kampong Bukit Sawat Mosque, Al-Mashor Haji Abdul Hamid Mosque, Kampong Labi Mosque as well as the religious halls of Kampong Melilas, Kampong Sukang and Kampong Meranking.
Throughout the four days, the students participated in religious lectures, motivational talks, recitation of Al-Quran and Ratib Al-Attas, charity work, recreational activities, football and futsal.
TWO businesses were each issued a compound fine of BND500 for selling price-controlled goods above their maximum retail price (MRP), including cooking oil, formulated powdered milk, and rice, while another two businesses were issued warning notices for not displaying price tags during an inspection.
The inspection was conducted in Kampong Tanjung Bunut and Sengkurong by officers from the Department of Competition and Consumer Affairs, Department of Economic Planning and Development (JPKE), Prime Minister’s Office.
The surprise inspection, led by Deputy Permanent Secretary (Economy and Finance) at the Prime Minister’s Office Pengiran Hajah Siti Nirmala binti Pengiran Mohammad, was aimed at ensuring that controlled goods under the Price Control Act, Chapter 142 – which includes cooking oil, formulated powdered milk and rice – are not sold above the maximum set prices.
During the operation, the JPKE officers also checked that the businesses have clearly and honestly price-tagged their products. This is to ensure price transparency for consumers and that sales activities are conducted in an ethical manner and in compliance with the Price Control (Display of Prices) Act and Cheap Sale Price Regulations 2012.
The setting of maximum prices on a number of essential goods listed under the Price Control Act, Chapter 142, is to safeguard the interests of consumers and to ensure the accessibility and affordability of such goods to all levels of society.

Not all goods are subject to price controls; the main reason being to promote competition among retailers – businesses are therefore encouraged to offer competitive pricing and to be fair and ethical in acquiring customers.
Under the Price Control Act, Chapter 142, non-compliant businesses can face a compound of not more than BND1,000 after one warning notice. Subsequent offences can result in prosecution and a maximum fine of BND20,000 and imprisonment of up to five years.
JPKE officials have reiterated that it is the obligation of suppliers to inform retailers of the current maximum price approved by the department. They have also informed that the updated pricelist of the price-controlled goods which were handed out during the inspection can be accessed through JPKE’s website or the PenggunaBijak/SmartConsumer mobile app. The public may alternatively obtain this list by contacting the Department of Competition and Consumer Affairs directly.
Maximum prices for four types of goods are set by the JPKE: cooking oil, formulated powdered milk, passenger motor vehicles, and clay bricks.
Retailers are free to set the prices of their goods however they wish, provided they do not exceed the maximum approved price. Prices for goods other than those listed in the Price Control Act are determined by the traders themselves through the market forces of supply and demand.
While it is not an offence if a retailer prices its goods more than its competitors, businesses are still encouraged to be fair and ethical in their pricing strategies to cultivate a sustainable and healthy business environment in Brunei Darussalam.
The JPKE advised the public to practise the ‘smart consumer’ concept, for example comparing the prices of goods of different stores and shop around for alternative brands or substitutes, to get the best value for their money.
The department encouraged the public to use the PenggunaBijak/SmartConsumer mobile app which allows them to easily compare the prices of selected daily necessities and price-controlled goods.
The app also provides information on consumer protection-related laws and allows users to share feedback and forward consumer-related complaints and issues to the department. These issues will be forwarded to other authorities or agencies by the department if they fall outside its jurisdiction.

TO ENLIVEN the new Hijrah year celebration, Rashidah Sa’adatul Bolkiah Mosque in Kampong Sungai Akar organised a walkathon at the vicinity of the mosque yesterday.
The guest of honour was Minister of Primary Resources and Tourism Dato Seri Setia Awang Haji Ali bin Haji Apong in his capacity as the Patron of the mosque.
The event began with a mass Subuh prayer followed with a religious talk on Ilmu dan Amal Nadi Wawasan Negara by Ustaz Abdul Rahman bin Ajak followed by the hoisting of the national flag and singing of the national anthem and a warm-up session.
About 50 participants – congregants of the mosque, residents of Kampong Sungai Akar and participants of the 72 times Khatam Al-Quran in conjunction with the birthday celebration of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam – took part in the event.
The objectives of the event were to uphold the titah of His Majesty in realising the Zikir Nation and to practise a healthy lifestyle. It also aimed at strengthening ties among congregants and residents of the village and support the vision and mission of the mosque.

SOME 42 youth from all districts had a unique experience after staying a night at Tanjong Maya Community Hall and learning about the many places of interests and tourist attractions in Tutong District.
The night stay was part of the Youth Bus Programme, an initiative by the Ministry of Culture, Youth and Sports, in collaboration with the Ministry of Home Affairs, Ministry of Education, Ministry of Religious Affairs and District Offices nationwide as a symbol of social solidarity and integration by helping the participants to explore together all four districts in the country.
The programme, pulling together youth aged 16 to 20, aimed to teach and enhance personal development, leadership characteristics, competitiveness and understanding, as well as participants’ spirit of community services and to give the participants a chance to learn more closely on the nation’s rich culture and heritage.
After the sleepover, the programme continued early in the morning with a mass Subuh prayer and religious lecture at Kampong Tanjong Maya Mosque.
Participants then visited Tanjong Maya Cooperative Body in Kampong Tanjong Maya, and at 1K1P Gallery at Tutong District Office.

The participants also visited Virgin Coconut Oil mini factory and furniture making outlet from recycle materials, before heading to Telaga Tujuh Mandian Puteri for 4WD riding.
In the afternoon, the participants attended a briefing at the Tutong District Office.
Legislative Council members Yang Berhormat Haji Ramli bin Haji Lahit, Yang Berhormat Haji Umarali bin Esung, Yang Berhormat Haji Abdul Wahab bin Apong; and Acting Assistant Tutong District Officer Haizul Rizal bin Haji Yahya were present.
During the visit to the Tutong District Office, participants answered some quizzes and the winners received prizes comprising products from the 1K1P Gallery.
After a mass Asar prayer at Hassanal Bolkiah Mosque in Pekan Tutong, the participants continued their expedition with a visit to Madu Kelulut making outlet and to the Sports Village in Berakas, Brunei-Muara District.
Participant Muhammad Faizrul Aziffikri bin Besar, 19, from RPN Bukit Beruang, said the programme promoted solidarity among youth and opened their eyes to many aspects of life outside school classroom. He said the programme is also beneficial towards personal development of participants.
BRUNEI’S 10-pin bowling contingent comprising six athletes and a coach and the pencak silat contingent comprising two athletes and a coach left the country yesterday to compete in the 19th Sukma Games in Perak, Malaysia.
The bowling athletes will compete in five events – Singles, Doubles, Trio, Tens of 5 and Master All Event.
Athlete Abu Khalidi Yussrri said they are confident and ready to compete in the Sukma Games, as they were able to maintain their momentum having recently competed in the 4th Brunei Darussalam National Games (SKBD), representing Brunei-Muara, Belait and Brunei Darussalam Sports Schools Council.
“We are ready for the tournament and will perform our best. We hope we can bring back medals for Brunei,” Abu Khalidi Yussrri told the Bulletin.

Pencak silat athlete Aninsah Najihah boasts high confidence after finishing fourth place in the pencak silat doubles event of the Asian Games in Jakarta recently.
According to Head Coach Hassan bin Haji Tuah, the silat athletes have prepared well and hoped they will give their best performance in and outside of the arena.
Both athletes will compete in the Seni Tunggal Putra and Seni Tunggal Putri categories.

THE camping programme ‘Zero to Hero 4’ themed ‘Bekarih, Bejairh, Belurih 2.0’ held recently at the camping ground of Berakas Forest Recreational Park proved to be a worthwhile event for the youth participants.
The Multaqa Youth ‘Zero to Hero 4’ programme was organised by the Syababul Iman Youth Group of the Sultan Sharif Ali Mosque in Kampong Sengkurong.
The event was officiated by the guest of honour, Acting Assistant Director of Mosque Affairs Pengiran Haji Haslin bin Pengiran Haji Ali.
According to Syababul Iman, the programme incorporated several activities designed especially for youth. It was aimed at enhancing and preparing them physically and mentally to face diverse challenges in this era of globalisation with the main focal points in religious and general education issues.
It was hoped that the programme will encourage youth to be more responsible, caring and loyal to the monarch, nation and religion, with the concept of Malay Islamic Monarchy (MIB) infused into their thought and action in line with the Islamic community of Brunei Darussalam.

The camping programme encompassed several key activities such as leadership sessions, teamwork, effective communication, Ukhuwwah, Explorace adventure, lectures, a forum and many others.
These activities have objectives of generating critical and creative thinking, and the self-discipline needed to manage obstacles in daily life and the motivation to be a better person.
Life’s essentials such as the spirit of cooperation and friendship, and a humane characteristic were also important components of the programme.
A welcoming speech was made by Mohd Najib Min Fadhlillah bin Haij Abdul Majid, followed by the guest of honour addressing the participants.
A Doa Selamat was read by Mohd Nabeel Min Fadhlillah bin Haji Abdul Majid.

BRUNEI Darussalam’s wushu athlete Mohammad Adi Salihin bin Roslan bagged his country’s first medal at the 19th Sukma Games after clinching silver in the men’s nanquan event at the Perak Matriculation College in Gopeng, Perak yesterday.
The national exponent scored 9.50 points, just 0.04 points shy off the winner Negeri Sembilan athlete Calvin Lee Wai Leong who was awarded 9.54 points by the panel. Penang’s Chuah Shangyang grabbed bronze with 9.48 points.
Mohammad Adi Salihin said that his experience in the recently-concluded Asian Games provided him the confidence to showcase a great performance even though he admitted of a few mistakes in his moves during the final.
“I have been interested in wushu since I was small and two of my brothers are national athletes. I am following their footsteps,” Mohammad Adi Salihin was quoted by Bernama.
“I do not think about winning a medal but I want to enjoy each of my performance. Besides that, I’m also able to learn new techniques from the competitors in Malaysia,” he added.

Mohammad Adi, who has been involved with wushu since a decade ago, is making his second appearance in the Sukma Games and will be hoping to defend his men’s nandao silver medal.
The national exponent felt delighted in helping his country to a first medal in this year’s Sukma Games and expressed his hopes that other athletes will display an excellent performance.
Brunei Darussalam wushu coach Li Hui said it is an improved result for Mohammad Adi Salihin having previously finished in eighth place in the last edition.
“This is a great start for Brunei as wushu is the first sporting event in Sukma to be competed by the Brunei contingent,” added Li Hui.
Mohammad Adi Salihin’s compatriot Majdurano Joel bin Majallah Sain finished 20th in the same event.
Brunei Darussalam wushu athlete Hosea Wong Zheng Yu ended in seventh place in the men’s taijiquan event.
Li Hui said of his performance, “Hosea actually did well as this is the first time that he competed in Sukma because he managed to obtain seventh place among so many athletes.”

PENGIRAN Anak Puteri Rashidah Sa’adatul Bolkiah Institute of Health Sciences (PAPRSB IHS), Universiti Brunei Darussalam (UBD) was a hive of activity yesterday as the institute kick-started a series of emergency lifesaving simulations to celebrate Healthcare Simulation Week.
Healthcare Simulation Week is celebrated globally in September in honour of professionals who use simulation to improve safety, efficiency and effectiveness in the delivery of healthcare.
The PAPRSB IHS Healthcare Simulation Week was organised by the institute’s simulation team with support from UBD’s Occupational Safety, Health and Environment Unit (OSHE) and the Emergency Medical Ambulance Services of the Ministry of Health.
Themed ‘Simulation Drill: Nurturing Readiness in Emergency Event’ this year, it aimed at testing the efficiency of the fire emergency response procedures of the PAPRSB IHS as well as its management of mass-casualty situations.
PAPRSB IHS staff and students as well as students from the School of Health Sciences, Politeknik Brunei were involved in the exercises.
PAPRSB IHS has been actively involved in integrating simulation-based learning into its undergraduate programmes in medicine, dentistry, pharmacy, nursing and midwifery. The learning strategy is also employed for Politeknik Brunei’s nursing, midwifery and paramedics diploma programmes.
The institute – which happens to be an international American Heart Association affiliated centre licensed to conduct training courses in first aid, basic life support and advanced cardiac life support – views the implementation of simulation exercises in its courses as one method of promoting Intra-Professional Education (IPE).

DR HAJAH Helena binti Pehin Orang Kaya Setia Jaya Dato Paduka Haji Hurairah, a local UK-trained ophthalmologist with special interests in paediatric ophthalmology and strabismus (eye movement disorders), joined Orbis International from August 12 – 16 for its in-country ophthalmic skills exchange and surgical programme in Ulaanbaatar, Mongolia.
She is the first Bruneian doctor to join Orbis International’s intensive blindness prevention skills exchange programme.
Sharing her passion in volunteerism and experience while working with experts to help children with eye issues in Mongolia, Dr Hajah Helena said, “I grew up in an environment where I was always exposed to volunteerism from a very young age at the Association for Paraplegic and Physically Disabled Association (PAPDA) of Brunei Darussalam. My mother always brought me and my siblings to the centre. So joining the Orbis International was a natural step after my ophthalmology training.”
Orbis International is an international non-profit organisation formed in 1982, and has worked in over 90 countries alongside its extensive network of partners and expert international volunteer faculty, with the vision of transforming lives through the prevention and treatment of blindness.
On the organisation, she said, “Orbis provides the world’s only ophthalmic teaching hospital on a FedEx-donated MD-10 aircraft, and brings world class training and attention to eye health in developing countries.

“The organisation provides comprehensive in-country programmes as well as an award-winning telemedicine platform called Cybersight. Orbis is also a taskforce member in the World Health Organization’s (WHO) agenda for a global action – Vision 2020 – The Right to Sight.”
Explaining her passion for pediatric ophthalmology and treating children, Dr Hajah Helena said, “Children can suffer from cataracts, glaucoma or crossed eyes (strabismus). Children only have a window of the first seven years of their life to develop the best vision. So I feel passionate about helping children attain the best vision they can have.”
According to WHO, Northeast Asia has a relatively high prevalence of blindness. In the case of Mongolia, cataracts are the most common cause of visual impairment among the people.
The country’s cataract surgical rate is notably one of the lowest in Asia, while 88 per cent of its children’s vision impairment is due to refractive errors – a condition that requires the wearing of eyeglasses – yet it has been estimated that up to 89 per cent of Mongolian children who require spectacles are not wearing them.
“My experience with Orbis International could not have come at a better time. The programme has left me feeling humbled, energised and motivated, not only from getting the chance to transfer my own clinical skill sets and knowledge to the eye professionals in Mongolia, but more importantly from getting to exchange experiences and hear of the challenges the ophthalmologists are facing there,” Dr Hajah Helena added of her Mongolia experience.
“Learning from the expert volunteer faculty and fostering friendships and mentorship relationships with likeminded professionals was so inspiring…I am so grateful to be part of such a diverse experienced global community.”
Recounting some memorable moments from the programme, she said, “I think it was the everyday interaction with the people there. I was working with a team of American surgeons, and despite being experts in their fields, they were so humble.
“There was this time when we were treating a child with turned-in eyes. She came from a very far-off region in the mountains. Our team took 40 minutes to carry out her operation, and her eyes became straight again. There were several other unforgettable moments.”
The WHO estimates that up to 80 per cent of blindness in the world is avoidable, preventable and treatable. For Dr Hajah Helena, this reality provides extra fuel for her in her drive to do better for her fellow countrymen and women in the area of eye care and pediatric ophthalmology.
“I joined Orbis International as I wanted to bring back my experience to Brunei. We are a small country, but we have a very high GDP and a good eye healthcare system in place. Still, we can do better and improve this system, that’s for sure,” Dr Hajah Helena said.
“From a paediatric ophthalmology perspective, I would love to work closely together with the Women and Children’s Centre at Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital and children’s services throughout the country to ensure our paediatric population has unrestricted access to early vision screening – this is most effective when performed regularly with children, with the first screening ideally taking place when the child is a newborn.
“We have a fantastic team of orthoptists and optometrists at the Eye Centre in RIPAS. My future hope for Brunei is that we can form close partnerships with local and international organisations to continually improve and enhance our medical education and training. It is an exciting time to be back in Brunei, especially in light of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s titah in this year’s National Day celebration in which he stressed the importance of youth in spearheading the country’s development,” she added.
Dr Hajah Helena noted that there is a tendency for people to wait until their eye condition deteriorates badly enough before they actually seek treatment.
“Once there are any symptoms indicating some problem with your eyes, please come to see us. This is particularly important for the aging and diabetic population. Another thing is that UV rays are the common cause of cataract cases in Brunei. We are very lucky because we have free healthcare and a good eye care system,” she advised.
“Children must attend regular eye appointments after screening as well – this is important particularly for children who are below seven years old, as this is the period in their lives where any developing eye problems can be treated more effectively and nip in the bud.”
NINETEEN infants were born on the 1st day of Muharram, 1440 Hijrah, in the Brunei-Muara, Tutong and Belait districts.
The Brunei-Muara District recorded the births of nine girls and six boys at the Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital.
The first infant, a girl weighing 2.7kg, was welcomed into the world at 6.55am, by her mother, Mariani Bun.
Meanwhile, one infant girl was born at 2.19pm in the Tutong District, while two infant boys were delivered at the Suri Seri Begawan Hospital in the Belait District.
No births were recorded in the Temburong District on the day.
