Shot in the arm for underprivileged mothers

BANK Islam Brunei Darussalam (BIBD) closed the first phase of its Special Underprivileged Mothers Empowerment Entrepreneurship Development (BIBD SEED) programme yesterday with the signing of a Memorandum of Understanding (MoU) between BIBD, the Brunei Islamic Religious Council, the Islamic Da’wah Centre under the Ministry of Religious Affairs and the Community Development Department under the Ministry of Culture, Youth and Sports.

The event also saw the confirmation of 12 finalists who qualified into the BIBD SEED programme’s second phase with the presentation of certificates of completion.

The BIBD SEED programme’s first phase was held from October 16-19 with a qualification process held during the four-day empowerment entrepreneurship workshop.

Permanent Secretary at the Ministry of Religious Affairs Dato Seri Setia Haji Abdul Aziz bin Orang Kaya Maharaja Lela Haji Yussof was the guest of honour.

BIBD Deputy Managing Director Hajah Noraini binti Haji Sulaiman, said, “Alhamdulillah, this public-private sector collaboration that embodies a whole-of-nation approach will seek to create more opportunities to the people of Brunei Darussalam by developing its human capacity, particularly for the underprivileged.

Insya Allah this will create more highly skilled individuals as measured by international standards that will contribute towards the sustainable, dynamic and progressive future of Brunei Darussalam.”

BIBD’s Head of Government Relations and Special Projects Haji Mohd Yusri bin Haji Wahsalfelah said the programme Division intends to change the livelihood of underprivileged mothers through successful entrepreneurship.

“BIBD SEED is a comprehensive programme that encapsulates several phases with the themes – Self-Discovery and Values Set up; Starting Your Business; Developing Products and Services; and Entering the Market.

“It is not impossible if such business is conducted continuously. Right guidance will enable to expand to become a business entity capable of generating profits not only to the BIBD SEED participants but also to the nation and also generate employment to the locals.” Participant Nurulhanisah binti Brahim said as single mothers they accept the challenge and will go international with the products in the future.

“We are also touched by BIBD’s trust in our products which in the past was hard to come by. People are sceptic of our capability to be successful businesswomen,” she said.

“We must leave the past. There is still light at the end of the tunnel and we must move on. We will strive for our success for the sake of our children. We do not want our children to be affected by failure, grief and poverty issues.”

Royalty presents donations to charity organisations

HER Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman, as the guest of honour, presented BND45,000 to three charity organisations at the annual Toyota Classics at the Arts Centre, Jerudong International School (JIS) last night.

Accompanying Her Royal Highness were Yang Teramat Mulia Pengiran Muda ‘Abdul Muntaqim ibni Duli Yang Teramat Mulia Paduka Seri Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah and Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah binti Duli Yang Teramat Mulia Paduka Seri Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah.

Pusat Ehsan Al-Ameerah Al-Hajjah Maryam, An-Nur Harapan and the Society for the Management of Autism Related issues in Training, Education and Resources (SMARTER) Brunei were presented BND15,000 each.

NBT (Brunei) Sdn Bhd and Toyota Motor Asia Pacific (TMAP) brought in the 36-member multi award-winning London-based Orchestra of the Age of Enlightenment (OAE) for an evening of classical compositions.

The orchestra was led by Musical Director and Harpsichordist Steven Devine, joined by Leader and Violin Soloist Daniel Edgar, British Soprano Charlotte Beament and Violin Soloist Kinga Ujszászi.

OAE is one of the world’s leading period instrument orchestras who took their name from the era where the core of their repertoire is based on – the ‘age of enlightenment’, and has musicians who have turned their music into a story that is altogether surprising, funny, profound and universal. OAE has worked with some of the most distinguished musicians around the world including Sir Simon Rattle, Vladimir Jurowksi, Sir William Christie, Sir Roger Norrington and Sir András Schiff. Taking advantage of the acoustically sophisticated auditorium, members of the audience were also entertained with local renditions of Brunei Darussalam national anthem and local tunes such as Balik Kampung and Kampung Ayer.

Executive Advisor of NBT (Brunei) Sdn Bhd Ninan Chacko said that after almost three decades since their first concert in 1990 in Brunei. “Support for the Toyota Classics is growing stronger, especially among the younger generation.

“Every one has learnt and benefitted from the Toyota Classics.”

Ninan Chacko added that over the last three decades, Brunei Darussalam has demonstrated that it is a caring community and as a result of the continuously strong support, organising the concert has become second nature to Toyota today.

Minister of Culture, Youth and Sports Major General (Rtd) Dato Paduka Seri Awang Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin and spouse, President of Toyota Motor Asia-Pacific Susumu Matsura, CEO of Inchcape Asia (NBT’s Holding Company) George Ashford and foreign dignitaries were also present.

Now on its 24th instalment, the fundraiser event has raised some BND1,845,000 from ticket sales for charities in Brunei Darussalam since 1990.

‘Bermukun’ performances enthral audience

A LARGE crowd flocked to the Yayasan Sultan Haji Hassanal Bolkiah Complex in the capital to witness live the ‘Bermukun’ programme RTB/RTM/RRI 2018 show organised by Radio Television Brunei (RTB) through Harmoni channel yesterday. Radio Television Malaysia (RTM) and Radio Republic Indonesia (RRI) also participated in the programme.

The programme was broadcast outside studio to give the public an opportunity, especially Mukun enthusiasts, to witness the event.

Director of RTB Haji Muhammad Suffian bin Haji Bungsu presented souvenir and certificates of appreciation to Bermukun participants from RTB/RTM/RRI as well as to sponsors who supported the programme.

This year’s programme held specific themes in conjunction with important events such as National Day celebration, Hari Raya Aidilfitri, and New Year.

It was aimed at enhancing cooperation, understanding, spirit of unity, brotherhood and friendship between the three radio stations.

The programme was first implemented in 1997 through efforts of RTB and RTM Sarawak, co-broadcast in conjunction with Hari Raya Aidilfitri celebration, conducted through telephone line.

The recording was first held live in 2000. Meanwhile, in 2012, with the involvement of RTM Sabah, the title of the programme was changed to Bermukun Seborneo.

When RTB became host of the programme in 2014 – another positive progress was achieved with the participation of RRI. The Bermukun Seborneo was known as Bermukun RTB/RTM/RRI MoU Programme.

Tan crowned Brunei Marathon Swim winner

MALAYSIA swimmer Tan Rupert emerged champion of the inaugural Brunei Marathon Swim 2018 after clocking a time of 1:33:44.58 in the 10km male open at the Berakas Forest Reserve Beach yesterday.

Jose Luis Larrosa finished as first runner-up with a time of 1:37:28.29 while Serge Dominichini settled for third place with a time of 1:59:23.27.

Heath Meldrum secured top place in the 5km male open after posting a time of 50:09.36 while Brunei’s Jeremy Joint Riong captured second place with a time of 58:39.98 which was a new national record.

New Zealand’s Matthew Eric Letham took third place with a time of 1:08:12.36.

Four national records were also accomplished during the race with Nur Amal Nadhirah binti Abdul Rahim setting the benchmark for the 5km female open with a time of 1:43:32.57.

Brunei’s Md Danial Fadzillah bin Md Fadillah won the 2.5km male open after recording a time of 31:48.39 and in the process setting a new national record ahead of France’s Nicolas Guillou and Zainal Azim bin Haji Zainal Abidin who finished second and third, respectively.

Nur Hamizah binti Ahmad clinched top spot in the female open with a time of 32:10.79 earning her a new national record.

Meanwhile, Ian Guillou took top honours in the 1.5km male open while Leong Wan Ying grabbed first place in the female open.

Brunei’s Amnahliyani Husain also accomplished a new national record in the 1.5km female open with a time of 30:28.56 to go with her second place finish.

The Brunei Marathon Swim is the first ever international swim marathon in Brunei Darussalam.

Organised by Tri3bn with event partner BruActiv, it was also the first ever open water swim event sanctioned by the Brunei Amateur Swimming Association (BASA), using FINA (World Swimming Federation) standards.

BASA had sent two officials for an Open water Technical Official FINA course back in March 2018 to oversee this event.

The objective was to increase awareness in aquatic sports in Brunei Darussalam and to raise Brunei’s participation in aquatic events within this region.

A total of 83 local and international swimmers from Australia, Malaysia, the Philippines, France, the United Kingdom and New Zealand participated in the event.

Presenting the prizes was Vice President of BASA Ahmad bin Pehin Orang Kaya Laila Setia Bakti Diraja Dato Laila Utama Haji Awang Isa.

Complying with FINA rules and regulations, technical and safety officials, and equipped with electronic timing, this is the first time Brunei’s swimmers have set national open water swim records.

The meet hoped to empower and inspire the swimming community, especially the younger athletes, to train well, achieve better results, and to encourage and spur national swimmers to greater heights.

UTB celebrates 10th anniversary as university

UNIVERSITI Teknologi Brunei (UTB) held a series of events to commemorate its 10th year as a university recently.

The events began at the university’s Pearl Building with the launching of the new exhibits at the UTB Gallery by the guest of honour, Vice Chancellor of UTB Professor Dr Hajah Zohrah binti Haji Sulaiman.

The UTB Gallery showcases significant milestones of the university since its establishment in 1986 and provides key current information on the university.

It will be open to the public until October 25 during office hours.

After touring the gallery, the guest of honour and guests watched a video presentation showing highlights of UTB’s journey in the past 10 years.

The event continued with the presentation of appointment letters to the ProTem Executive Committee of the UTB Alumni Association. The objective of the UTB Alumni Association is to prosper the alumni linkages and engagement, and strengthen the relationship between the university’s graduates.

The ProTem Executive Committee, whose president is Dr Haji Sharul Tazrajiman bin Haji Tajuddin, comprises graduates from the university.

The signing ceremony of the UTB Scholarship Awards for the academic year 2018/2019 was also held at the event.

The guest of honour presented the scholarship award letters to the recipients.

The recipients were Law Foo Kui (PhD in Electrical and Electronic Engineering), Chai Zen Lee (MSc by Research in Electrical and Electronic Engineering), Siti Amal Naqyyah binti Haji Kamaluddin (PhD in Mechanical Engineering), Angie Teo Chen Chen (PhD in Electrical and Electronic Engineering), Shiqah Natasya binti Dr Muhammad Hadi (PhD in Creative Computing), and Hartini binti Haji Mashod (PhD in Management).

The event proceeded with Professor Dr Hajah Zohrah presenting an appointment letter to the University Shop to confirm it as the official vendor for UTB merchandise. The University Shop sells UTB merchandise such as shirts, mugs, keychains, ties and other souvenirs.

The celebration continued in the afternoon with a Kesyukuran ceremony at the Universiti Brunei Darussalam Mosque which began with a mass Asar prayer followed by mass recitation of Surah Yaasiin, Tahlil and Doa Kesyukuran by Head of the Religious Unit of UTB Ustaz Md Fazalley bin Haji Hidup.

UTB was established in 1986 as Institut Teknologi Brunei (ITB) and upgraded to a university on October 18, 2008. Its name was changed from ITB to UTB on March 1, 2016.

World Maritime Day charity event raises funds for cancer patients

SOME 898 participants gathered at Taman Haji Sir Muda Omar ‘Ali Saifuddien to participate in the World Maritime Day Charity Walk, Run, Cycle yesterday morning in conjunction with World Maritime Day and Brunei Gas Carriers’ (BGC) 20th anniversary.

The event, organised by BGC in collaboration with the Maritime and Port Authority of Brunei Darussalam (MPABD) and support from the Ministry of Communications, was also held to support children living with and recovering from childhood cancer.

BND26,108.60 was raised and donated to the Children’s Cancer Foundation (YASKA) from the event.

The guest of honour, Minister of Communications Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof officiated the event.

Also present were Permanent Secretary at the Ministry of Communications Haji Azhar bin Haji Ahmad, Acting Deputy Permanent Secretary at the Ministry of Communications Hajah Airah binti Haji Abdullah, Chief Executive of MPABD Haji Mohd Salihin bin Haji Aspar and Ambassador of Japan to Brunei Darussalam Motohiko Kato.

BGC Managing Director John Cook said, “We pay tribute to World Maritime Day which took place on September 30 with the theme ‘Our Heritage – Better Shipping for a Better Future’.

“This event also marks BGC’s 20th anniversary celebration, which fell on March 9. BGC has come a long way since its establishment in 1998. Today the company plays a vital role in transporting liquefied natural gas cargo to Brunei Darussalam’s international clients.”

He added, “Today, we ‘fight the fight together’ and we ‘Walk, Run and Cycle’ for a worthy cause – to support children living with and recovering from childhood cancer.”

Cook presented mock cheque of the event proceeds to YASKA President Haji Mohd Suffian bin Haji Zainal at the end of the event. The guest of honour also presented medals to YASKA children who participated in the 3km walk and run category.

World Maritime Day is celebrated to signify the 70th anniversary of the establishment of the International Maritime Organization (IMO), a United Nations specialised agency responsible for the safety and security of shipping and the prevention of marine and atmospheric pollution by ships.

Brunei Darussalam joined the IMO as a member in 1984 to promote the country’s maritime interests under the then Brunei Marine Department, which is the present-day MPABD.

Safety and doa crucial, says speaker at pre-dawn talk

THE safety of boat operators and passengers is crucial since maritime transport is often subject to unstable weather or rough water conditions, said Head of Islamic Religious Knowledge (IRK) at the Inspectorate Section of the Islamic Studies Department (JPI) Haji Mohammad Yussof bin Haji Menudin.

“Boat operators should use vessels that meet the safety standards and regulations,” he said, reminding those present to recite a Doa prior to boarding any means of transportation.

He made these comments at the pre-dawn talk entitled Nikmat Maritim Selautan Rahmat to give an Islamic perspective on maritime safety organised by the Ministry of Religious Affairs (MoRA) and the Ministry of Communications (MinCom) with the support of the Prime Minister’s Office (PMO).

The talk was held to commemorate World Maritime Day 2018 and calling attention to efforts made by the Maritime and Port Authority of Brunei Darussalam (MPABD) to raise awareness on the importance of maritime safety.

The talk was part of the Masjidku Makmur, Negaraku Berkat programme at the Omar ‘Ali Saifuddien Mosque.

Brunei continues to improve maritime situation nationally

SHIPPING constitutes more than 80 per cent of world trade, transporting goods and services to people and communities worldwide, said Minister of Communications Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof in a message to mark World Maritime Day 2018.

The International Maritime Organization (IMO) has worked hard to ensure that people all over the world are able to obtain benefits from shipping through methods that, among others, fulfil global economic requirements, ever-changing customer expectations, protection of the environment and social responsibility, he said.

The message: “Looking at the importance of shipping to global economic activities, therefore the World Maritime Day theme this year – ‘IMO 70: Our Heritage – Better Shipping For A Better Future’ – is accurate and timely in giving recognition to the role of shipping, its seamlessness and safety worldwide.

“It also looks at history and the future in giving opportunities to reflect and exhibit how IMO has developed and adapted while still staying committed and loyal to its overall mission to promote safe, secure, environmentally friendly and sustainable shipping.

“More than 50 international instruments adopted by the IMO include all aspects of international shipping.

“Even though compliance to these standards has been a challenge for the shipping industry, nonetheless IMO’s biggest achievement has been to provide an arena for fair competition through global regulations implemented to ensure that shipping operators do not jeopardise nor compromise global shipping safety.

“This approach encourages innovation and efficiency and through it, IMO for 70 years has succeeded in pushing forward progress in shipping presently for the future.

“Brunei Darussalam, via ratification of 20 conventions and annexes to date, is not left behind in this effort to fulfil IMO requirements.

“Brunei Darussalam as a member state of IMO since 1984 extends its continuous support to the World Maritime Day and specifically IMO as the international regulatory body focussing on the importance of shipping safety, maritime security and the maritime environment.

“In the 70 years since its establishment in 1948, the IMO has undergone changes in a multitude of aspects including the international agenda as well as challenges in ensuring obligational compliance by all member states.

“Brunei Darussalam, through the Maritime and Port Authority of Brunei Darussalam (MPABD) is hoped to continuously adapt and improve the maritime situation nationally to fulfil IMO standards and regulations.

“Since its establishment on September 28, 2017, MPABD, as the statutory board set up under the Ministry of Communications, is responsible for the management, administration and security of maritime and port affairs of Brunei Darussalam in line with international standards.

“In this respect, among the steps taken by MPABD will be to take over the registration of all shipping, freight forwarding, stevedorage and transportation agents providing services at all ports in Brunei Darussalam by November 2018.

“This role is carried out in cooperation with the Royal Customs and Excise Department, Ministry of Finance by utilising the Brunei Darussalam National Single Window as a platform.

“As an initiative to promote the domestic shipping sector, MPABD has appointed Classic Reliance Bureau (CRB) as the domestic classification society responsible to carry out surveys and inspections of non-conventional ships weighing less than 500 gross tonnage registered under the Brunei Darussalam flag.

“CRB will also be responsible to ensure ships comply with requirements and standards as set by MPABD.

“In ensuring shipping safety, safety requirements and standards in Brunei Darussalam waters also need to be intensively monitored.

“MPABD will also improve the training syllabus of local boat drivers to continuously increase and improve their competency.

“Apart from the need to ensure that the domestic shipping sector is in order, MPABD will also ensure that international standard requirements are obeyed through the drafting of four main regulations related to safety, environmental pollution and maritime human resource competency standards.

“To ensure domestic maritime safety, MPABD is also in the process of updating the Harbour Craft Regulations to improve and further strengthen safety for passengers and domestic boats in Brunei Darussalam waters, especially in the Brunei River.

“With all these initiatives, MPABD in line with IMO requirements will administrate, manage and regulate port and maritime services and facilities in the country to realise the improvement and development of Muara Port as a port of choice at par with other regional ports.

“This is Brunei Darussalam’s contribution towards realisation of the World Maritime Day theme to create an international shipping environment that is safe, efficient and environmentally friendly.

“Cooperation from the public is very much hoped for, to ensure maritime safety, not only at the international level, but also in our domestic waters as safety is a global responsibility for all.”


Charity event attracts nearly 700

DESPITE the rainy forecast, some 700 participated in the Pusat Ehsan Al-Ameerah Al-Hajjah Maryam 2nd Charity Fun Walk/Run/Cycle at the Indoor Stadium, Berakas yesterday.

Officiated by Minister of Home Affairs Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, the event began with a warm-up session led by the event’s Fitness Health Partner, Fitness Zone, followed by the 5km Fun Walk and Run and the 25km Cycle categories.

Also participating in the 25km Cycle category was Minister of Culture, Youth and Sports, Major General (Rtd) Dato Paduka Seri Awang Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin.

The programme ended with a lucky draw where participants won prizes including electrical appliances, complimentary hotel vouchers and cash prizes, sponsored by the patron of Pusat Ehsan.

Workshop enhances judgment writing skills

THE Supreme Court conducted a three-day Judgment Writing Programme at the Jubli Emas Hall of the Law and Courts Building from October 18-20.

The programme, jointly organised by the Supreme Court with the assistance of the Singapore Judicial College, was aimed to enhance the judgment writing skills of judicial and court officers. Three members of the Singapore Judicial College facilitated the programme, Dean Foo Chee Hock, Executive Director Paul Quan Kaih Shiuh and Deputy Director Jam Chee Chong.

Acting Chief Magistrate and co-chairperson of the programme Pengiran Masni binti Pengiran Haji Bahar stressed the importance of writing and delivering a fair and effective judgment as a means of achieving a just resolution of conflict.

Foo Chee Hock said that this is Brunei Darussalam’s first customised judgment writing programme. He highlighted that the programme aims to equip judges to be proficient in the art and science of delivering a competent judgment.

Forty participants from the Civil Court, Syariah Court and the Attorney General’s Chambers attended the programme. Participants saw discussions on the best practices of writing a proper judgment, how to tackle writer’s block, assessment of credibility and the process of making decisions.

Throughout the course of the programme, participants were tasked to apply their newfound knowledge by drafting different aspects of a judgment based on a real life case study. Participants also had to deliver their final judgments in a court setting, which reviewed together with the facilitators through video recordings of their performances.

The programme concluded with a closing ceremony during which the guest of honour Chief Justice of the Supreme Court Dato Paduka Steven Chong presented certificates to the participants and a token of appreciation to the facilitators.

A Doa Selamat was recited by State Mufti of Kedah Darul Aman Sohibus Samahah Dato’ Sheikh Fadzil bin Haji Awang.

Their Royal Highnesses were then boarded a motorcade to a renowned hotel in Alor Setar where Their Royal Highnesses would be residing throughout the duration of their stay.

TEACHING and learning Al-Quran is the best practice and Allah the Almighty uplifts the dignity of readers, said Head Imam of Kampong Sungai Besar Mosque Pengiran Haji Mohd Solehin bin Pengiran Haji Tajuddin.

He made the statement at the Khatam Al-Quran ceremony for 15 mosque worshippers yesterday. The event was held after participants completed the recitation of Subuh prayer.

The event showcased the determination of worshippers in receiving multiple rewards while glorifying the mosque.

Pengiran Haji Mohd Solehin hoped that Ummah will make Al-Quran a source of enlightenment in life and guide and regulations for the righteous pathway.

Fair throws light on legal aid

THE Asian Law Students Association (ALSA), Brunei Darussalam National Chapter held a Law Fair at the auditorium of Universiti Islam Sultan Sharif Ali (UNISSA) recently.

The law fair included a panel discussion on legal aid and pro bono legal work, as well as a talk by the International Division of the Attorney General’s Chambers (AGC).

Panellists for the discussion comprised of Brunei Council on Social Welfare (MKM) President Mohd Yusof bin Halim; Law Society of Brunei Darussalam President On Hung Zheng; and Law Society of Brunei Darussalam council member Veronica Ranjakanu.

According to Mohd Yusof, MKM started its Legal Advice and Advisory Clinic in March 2013. The clinic is run every Wednesday evening at the premises of Yusof Halim & Partners.

The bulk of the clinic’s work revolves around assisting needy with their financial needs, either through direct interventions or by assisting them to obtain welfare assistance.

Over the years, MKM had given legal advice to more than 280 clients and taken 38 cases to both the Syariah and Civil Courts.

Members of the public qualify for the services of the MKM legal clinic if they are residents of Brunei Darussalam and their household income after being divided by the number of dependants in the household is not more than BND400.

On Hung Zheng said the Law Society of Brunei Darussalam will give legal advice to Brunei residents whose income is not more than BND1,500 per month.

“MKM initially only looked at the income of the prospective clients, but this was found to be a false indicator of how needy the client is, as a client without dependants with an income of BND1,000 is in a much better financial position than a client earning BND3,000 but having six dependants,” added Mohd Yusof.

The Law Society of Brunei Darussalam actually started running its legal advice clinic in 2010, but it became dormant after a year before being revived in January this year, according to Ranjakanu, who heads the clinic.

The clinic operates once a month with the assistance of 12 law firms and is held in Bandar Seri Begawan and Kuala Belait alternately.

The Law Society of Brunei Darussalam recently agreed to use BND5,000 of the money collected from its members in annual fees to finance disbursements incurred by its lawyers when taking up pro bono or free cases.

Mohd Yusof mentioned that in the more than five years of conducting the legal clinic, MKM found that money expended due to disbursements is but a minor problem, with the major problem being getting lawyers interested to be part of this service.

“When we started the legal clinic, we wrote to every law firms in Brunei as well as the Law Society of Brunei Darussalam, inviting them to be part of this initiative. Unfortunately, the response was and continues to be tepid despite continued pleas in the media for lawyers to take part in the effort,” he said.

Besides Yusof Halim & Partners, only two other law firms – both Syariah law firms – are part of the MKM legal clinic’s panel of lawyers.

It was noted during the panel discussion that in view of the imminent implementation of all the provisions in the Syariah Penal Code – including the hudud laws – there is more reason to focus on the need for equal access to justice, including through the establishment of a nationwide framework for legal aid.

“This matter must be given serious and urgent attention. There may be a need to establish a public defender service or to make it mandatory for lawyers to clock in minimum hours of pro bono work per year before their licences get renewed, as is being practised in some other countries,” echoed former ALSA President Amalina binti Haji Abdul Ghani, who moderated the panel discussion.

Counsel from the Attorney General’s Chambers Mohd Aiman bin Ahmad Zakaria, meanwhile, provided a little insight into the work done at the AGC’s International Division.

Responding to a question posed by a UNISSA law student on how to secure a job at the International Division, Mohd Aiman said, “Doing a Master’s programme in International Law will give the candidate a better prospect of being employed there.”

Pengiran Md Faiq off to strong start in 9-Ball Pool Championship

PENGIRAN Md Faiq defeated Hemran Jamil 9-2 and Md Jannatul Nai’m 9-2 in the opening game of the Brunei 9-Ball Pool Championship yesterday at the Billiards & Snooker Hall II of the Hassanal Bolkiah National Stadium in Berakas.

Pengiran Md Faiq will next meet Md Hazwan, who beat Yii Hung Burn 9-4.

In another clash in Group A, Pengiran Anak Awadi won by technical walkover over Asrizal and won against Leo Yong 9-4, to set up a clash against Abdul Rahim.

Thirty-seven players are divided into four groups in the tournament.

In Group A are Md Jannatul Na’im, Pengiran Md Faiq, Hemran Jamil, Yii Hung Burn, Md Hazwan, Abdul Rahim, Pengiran Anak Awadi, Asrizal and Leo Yong.

Los Pirates victorious in Belait Futsal Open

LOS Pirates secured victory in the Belait District Futsal Open Tournament held from October 19-21 at the Multi-purpose Hall of the Mumong Sports Complex.

Organised by the Belait District Youth Council in collaboration with the Kuala Belait branch of the Youth and Sports Department, the tournament saw six teams competing in a round-robin format.

The teams were Los Pirates, Al Merez FA, Waris Warriors, LPG FT, Vegrow City and We We FT.

Winners Los Pirates received a trophy as well as cash prize of BND200, followed by Vegrow City in second and Al Merez FA in third.

Mohd Hazlantul Khairul Zaman bin Haji Osman was named the Most Valuable Player.

Legislative Council member and Penghulu of Mukim Liang Yang Berhormat Haji Abdul Hamid bin Haji Mumin presented the prizes.

The tournament aimed to showcase skills and talents of local youth across the country and scout players with high potential to be absorbed into the country’s national side.

‘Unite for Wildlife’ exhibition promotes environmental awareness

IN COLLABORATION with BruWild and Universiti Brunei Darussalam (UBD) Spectacle 19, UBD’s Student Body Movement of the Faculty of Arts and Social Sciences (BPM FASS) held an exihibition event named ‘Unite for Wildlife’ at UBD’s Student Centre yesterday.

The exhibition is held for three days starting yesterday until tomorrow.

Dean of FASS at UBD Dr Hajah Asiyah Az-Zahra binti Haji Ahmad Kumpoh was the guest of honour at the event’s inauguration ceremony.

Delegates from the UBD Students Representative Council and representatives from other student bodies also attended the event.

The event’s chairperson Mohammad Izzie bin Hisham in his opening remarks said the event’s main objectives are to raise awareness on the issues surrounding the endangered wildlife in Borneo, focussing mainly on the Proboscis monkeys and sea turtles; to tackle ways to conserve the environment by promoting waste reduction; and promote efforts made by local non-governmental organisations (NGOs) such as BruWild.

He also expressed gratitude to the committee as well as BruWild and UBD Spectacle 19 for their cooperation and team efforts in allowing the event to run smoothly.

One of the event’s main highlights included ‘Race Against Extinction’, a simulation game containing mini activities such as ‘Save The Nation, Stop Deforestation’ and ‘Can You Help Save Us?’, which depicts the experiences of wildlife animals living in an environment that is rapidly being destroyed.

Other highlights included an art gallery showcasing various artwork made by the UBD Spectacle 19 team with recyclable materials to depict nature’s beauty, as well as a talk given by BruWild which centred on the biodiversity of marine life and land animals in Borneo.

Conference aims to propel Islamic capital market to higher level

THE Centre for Islamic Banking, Finance and Management (CIBFM) and its event partner, the International Centre for Education in Islamic Finance (INCEIF), yesterday hosted the Brunei Darussalam Islamic Capital Market (BICAM) Conference 2018 at The Rizqun International Hotel, with the support of Autoriti Monetari Brunei Darussalam (AMBD).

The guest of honour was Minister of Home Affairs and Deputy Chairman of AMBD Board of Directors Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong.

The event began with the recitation of Surah Al-Fatihah by officer at the Ministry of Religious Affairs Haji Sahri bin Murat.

A Memorandum of Understanding (MoU) was signed between CIBFM and INCEIF to formalise the cooperation between the two organisations in the advancement of Islamic finance development and training through joint collaboration, training programmes and knowledge-sharing.

Signing on behalf of CIBFM was Acting Deputy Chief Executive Officer of CIBFM Hajah Sufinah binti Haji Sahat, while INCEIF was represented by President and Chief Executive Officer of INCEIF Professor Dato’ Dr Azmi Omar.

The MoU signing was witnessed by Yusof.

Also present during the signing ceremony was the permanent secretaries and deputy permanent secretaries at the Ministry of Home Affairs, Ministry of Finance and Economy and Ministry of Education and members of the AMBD Board of Directors, the Syariah Financial Supervisory Board and the CIBFM Board of Directors.

The BICAM Conference marks the first collaboration under the MoU, as one of many events organised by the CIBFM to promote and develop Islamic finance in Brunei Darussalam.

The CIBFM will be organising another seminar in November in collaboration with the Islamic Research and Training Institute (IRTI).

Legislative Council members visit airport

MEMBERS of the Legislative Council (LegCo) visited the Department of Civil Aviation (DCA) under the Ministry of Communications yesterday.

LegCo members were briefed on security measures, operation of Brunei International Airport and air traffic control. LegCo members also toured the latest RBA airplane A320neo.

The working visit aimed to provide LegCo members a closer look at the functions, roles, operation and services under the DCA at the Brunei International Airport to prepare for the dialogue session between members of the LegCo and Ministry of Communications in November.

The visit also provided detailed insights on other service providers like airline companies, restaurants and other retail services that provided employment to 467 locals.

LegCo members were also briefed by personnel of the Royal Customs and Excise Department as well as Immigration and National Registration Department on their roles.

LegCo members toured the runway of the airport. Work to upgrade the runway in phases was completed in November 2017.

Brunei’s Islamic capital market showing positive growth

SYARIAH-COMPLIANT assets in Brunei Darussalam have shown remarkable growth in the second quarter of this year compared to two years ago, increasing 82 per cent, according to Minister of Home Affairs Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong.

Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar, who is also Deputy Chairman of Autoriti Monetari Brunei Darussalam (AMBD) Board of Directors, highlighted this when underlining the positive progress of the Islamic capital market in the Sultanate when delivering his keynote address at the two-day ‘Islamic Capital Market: Its Role in Catalysing Economic Growth’ conference which began yesterday at The Rizqun International Hotel, Gadong.

“The sovereign Sukuk market also continues to grow with the continuous support of the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam. The total amount of issuances has reached BND12.3 billion so far, growing by more than 10 per cent annually on average for the past five years,” he said.

Islamic funds distributed to domestic investors meanwhile have held steady ground, totalling around BND100 million since 2017.

A major milestone in the Islamic capital market is the construction of the new AMBD building which will be funded through the issuance of Sukuk Ijarah Mausufah Fi Zimmah, the first infrastructure project in Brunei to utilise Sukuk financing,” the minister added.

Giving his forecast on the Islamic capital market in Brunei Darussalam in five years’ time, the minister said, “The market is still young, but five years from now, I hope to see a deep capital market that drives sustainable economic development through the efficient mobilisation of funds, leading to a thriving private sector and job creation.”

He continued, “To get there, we will need a vibrant network of talented individuals pushing the envelope; a close public-private partnership; market players who can serve all of society’s needs from the individual and the small business, to the conglomerate and the government; institutional investors that take a more proactive role to contribute back to the society; and an increase in product diversity and innovation.

“But more importantly, I envisage our capital market, and Islamic capital market specifically, to become a platform for Socially Responsible Investments (SRI) and Green Finance, in order to support the achievement of the United Nations Sustainable Development Goals.”

The minister also expressed his delight that the Islamic Financial Services Industry Stability Report 2018 included Brunei Darussalam as one of four countries with an excess of 50 per cent Islamic banking share in the domestic market, adding that he hopes that Brunei’s Islamic capital market will also experience similar developments.

Prior to departure from the hotel, a Doa Selamat was recited by Begawan Pehin Khatib Dato Paduka Haji Awang Hamidon bin Begawan Pehin Siraja Khatib Dato Paduka Seri Setia Haji Awang Abdul Hamid.

Present at Sultan Abdul Halim Airport, Alor Setar to bid farewell to Their Royal Highnesses was Deputy Government Secretary (Development) of Kedah Darul Aman Haji Isahak bin Murat.

Also present to bid farewell to Their Royal Highnesses were High Commissioner of Brunei Darussalam to Malaysia Dato Paduka Haji Alaihuddin bin Pehin Orang Kaya Digadong Seri Lela Dato Seri Utama Haji Awang Mohd Taha and spouse.

Before boarding the special aircraft, a Doa Selamat was recited by Sheikh Mohamad Fairuz bin Mohammad.

Their Royal Highnesses then walked past a static guard of honour mounted by members of the Sixth Batallion of the Royal Malay Regiment, Sultan Abdul Halim Mu’adzam Shah Camp.
