US role crucial to regional security: Sultan

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam welcomed Vice-President of the United States of America Michael Richard Pence during the 6th ASEAN-US Summit yesterday at the Suntec Convention Centre in Singapore, saying that ASEAN appreciated his country’s strong commitment to peace, stability and prosperity in the Southeast Asian region.

His Majesty also commended the United States for its efforts to strengthen regional security over the past year.

“The United States is also an important economic partner, being one of ASEAN’s top sources of investment. For Brunei Darussalam, the contributions of the United States’ companies to the economy have been valuable, and thus we hope to see continued investments in the future,” said His Majesty.

“ASEAN is also pleased that the United States’ enterprises have started providing internships to ASEAN students in order for them to gain expertise and help human capital development in the region. I therefore welcome regional capacity-building efforts under the ASEAN-US Connect and IGNITE (Inclusive Growth in ASEAN through Innovation, Trade, and E-Commerce).

“Such mutually beneficial initiatives not only will promote economic development, but also help prepare the people for the digital revolution and provide them with new opportunities.”

Concluding the titah, His Majesty said, “The close collaboration between all countries has also fostered greater trust and understanding between the people. This friendship remains the strong foundation for the Strategic Partnership, as ASEAN continues working together to ensure a resilient and prosperous region.”

Prior to the summit, His Majesty consented to join the other leaders of ASEAN and the Vice-President of the United States of America for a group photo.

The ASEAN-US Summit began with an opening statement by Prime Minister of the Republic of Singapore and the Chairman of ASEAN Lee Hsien Loong, who welcomed Michael Richard Pence to the meeting and invited him to make a statement.

Lee Hsien Loong then invited the Prime Minister of the People’s Democratic Republic of Laos and the Country Coordinator for ASEAN-US relations Thongloun Sisoulith to deliver the ASEAN common statement.

Earlier in the day, His Majesty attended the Informal ASEAN-India Breakfast Summit.

Before the start of the summit, His Majesty consented to join the other leaders of ASEAN and Prime Minister of India Narendra Modi for a group photo.

The summit began with opening remarks by Lee Hsien Loong, who welcomed Narendra Modi and then invited him to deliver his statement.

Lee Hsien Loong then invited Prime Minister of Thailand and the Country Coordinator for ASEAN-India relations Prayut Chan-o-cha to deliver the ASEAN common statement.

At the Breakfast Summit, His Majesty welcomed Indian Prime Minister Modi and expressed appreciation for his continued commitment to ASEAN and its regional processes.

“I believe that ASEAN-India can take advantage of the opportunities presented by the Fourth Industrial Revolution to advance the Strategic Partnership,” said His Majesty. “One way is to explore cooperation among the youth, especially in the area of info-communications technology. By equipping them with the necessary skills and knowledge, not only will it help narrow the digital divide within the region, but it also better prepares the youth to participate in the global digital economy and create opportunities for them to work in the advancements of technology, and helps to foster innovation.

“In this regard, ASEAN welcomes greater cooperation with India in promoting innovation, research and development across educational institutions. I believe that facilitating close collaboration between the people will help to foster a greater friendship and understanding. This, in turn, will provide a solid foundation for the Strategic Partnership in the future.”

Later, His Majesty and the other ASEAN heads of state and government attended the 21st ASEAN Plus Three (APT) Summit.

Before the summit, His Majesty consented to join the APT leaders for a group photo.

The APT Summit began with an opening statement from Lee Hsien Loong, who welcomed Premier of the State Council of the People’s Republic of China Li Keqiang; President of the Republic of Korea Moon Jae-in and Prime Minister of Japan Shinzo Abe to the summit.

Lee Hsien Loong then invited Li Keqiang, Moon Jae-in and Shinzo Abe to convey their respective statements.

The Chairman of ASEAN then invited Secretary-General of ASEAN Dato Paduka Lim Jock Hoi to present the ASEAN Plus Three cooperation progress report.

His Majesty, in his titah at the summit, said, “Over the years, the ASEAN Plus Three process has become the main vehicle for promoting economic integration and cooperation in East Asia. It is imperative to strengthen the cooperation by capitalising on opportunities and collectively addressing common challenges.

“In this regard, there are two areas where ASEAN can focus on in the near future. Firstly, as all the economies have greatly benefitted from free and open trade, ASEAN should collectively uphold the rules-based multilateral trading system. This includes stepping up efforts to conclude the RCEP agreement, as well as resisting anti-globalisation forces. As such, ASEAN looks forward to working closely with the Plus Three countries to enhance the region’s economic prosperity.

“With the onset of the Fourth Industrial Revolution, ASEAN must also focus on innovation to ensure the region to be more competitive. I hereby encourage greater cooperation on e-commerce and digital trade, which is transforming the way business people and consumers interact.”

His Majesty also said ASEAN should enhance connectivity by developing the necessary infrastructure, to facilitate a faster and more reliable movement of goods and services in the region.

“One way of achieving this is by complementing the MPAC 2025 with the connectivity strategies of the Plus Three countries. This would also help to facilitate networking among micro, small, and medium enterprises (MSMEs) so that these enterprises can take part in and benefit from the global value chain.

“I believe that this would not only promote greater trade and investment in our region, but also promote efficiency and bring tangible benefits for the people in the future.”


Singapore Food Festival to make a return next month

ARE you hungry for something new this December? Perhaps you’re yearning for a change of taste? Well good news Brunei, the Singapore Food Festival is back!

Royal Brunei Catering (RBC) told a press conference recently at the meeting room of the Ministry of Primary Resources and Tourism, that The Horizons Seafood Restaurant will once again be holding its ever-popular Singapore Food Festival in conjunction with the Brunei December Festival 2018.

RBC’s Acting Assistant Manager (Marketing and Customer Service) Dayangku Hajah Maria Fadhilla binti Pengiran Haji Abdul Rahman and Marketing and Public Relations Executive Mohamad Naqiuddin bin Haji Mohamad Zaini were present at the press conference.

Held in partnership with the Singapore High Commission in Brunei Darussalam, Singapore Tourism Board and Baiduri Bank Berhad, the festival will run from December 1 till December 16 and showcase over 80 authentic Singapore kampong-style dishes – including the all-time favourite chilli crab – as well as dishes prepared by Chef Maria from Hajah Maimunah Restaurant, an acclaimed Malay restaurant in Singapore.

RBC’s local chefs will work together with Chef Maria to design a selection of food stalls for The Horizons Seafood Restaurant, where they will present their own unique spin on authentic Singapore kampong-style cuisine with the aim of taking diners on a journey into the intricate world of Singaporean food.

Live stalls at the culinary showcase include a nyonya curry laksa stall, nasi lemak Singapore with sambal sotong stall, and Singapore Hainanese chicken rice stall, to name a few.

RBC Dining Privilege Card holders and Baiduri Bank credit card holders are entitled to a 10 per cent discount on the meals during the festival period.

A special cooking class will be held on Sunday, December 2 from 9am to 11am during Bandarku Ceria as well, exclusive to Baiduri credit card holders and limited to 10 participants.

Diners also stand a chance to win a number of amazing prizes during the festival period.

Eye care centre for special needs community launched

THE launch of the Brunei Special Needs Eye Care Service (BRU-SPECS) at the Pusat Ehsan Al-Ameerah Al-Hajjah Maryam in Kampong Bengkurong yesterday is a significant milestone in the history of the centre since it was opened in 2000.

The launch was officiated by the guest of honour Deputy Permanent Secretary (Professional) at the Ministry of Health (MoH) Dr Haji Zulaidi bin Haji Abdul Latif.

Senior Trustee of Pusat Ehsan Dato Paduka Haji Mohammad Alimin bin Haji Abdul Wahab, senior officers from Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital and non-governmental organisati-ons (NGOs) were also present.

In his address, Dr Haji Zulaidi emphasised the importance in the establishment of the eye care centre that caters for the special needs community.

In her welcoming address, Head of BRU-SPECS Dr Hajah Helena binti Pehin Orang Kaya Setia Jaya Dato Paduka Haji Hurairah outlined the basic objectives of the BRU-SPECS.

BRU-SPECS aims to provide a comprehensive specialised eye care service for the special needs population and provide a continuum of eye care to aid in the optimisation of their quality of life.

The clinic will invite all special needs children and youth from all NGOs under the umbrella organisation, the Council for the Welfare of Persons with Different Abilities (MKOKU) for vision screening by the ophthalmology Depart-ment staff from the Eye Centre at RIPAS Hospital.

Treatable cases will be referred to the relevant sub-speciality services at the Eye Centre for further assessment.

The guest of honour also toured a mini exhibition and the facilities of Pusat Ehsan.

Local biotech company set to break into Chinese market

LOCAL bio-technological product developer Amin Bio-Technology Sdn Bhd (AMIN) is set to break into the vast Chinese market with its patented probiotics food supplement derived from the potent plant petai or stink beans which is native to Brunei Darussalam and countries from around the Southeast Asian region.

The company’s Chairman Yang Amat Mulia Pengiran Anak Haji Muhammad Ruzaini bin Pengiran Dr Haji Mohd Yakub in an interview with the Weekend Bulletin said that their participation in the inaugural China International Import Expo (CIIE) held at the National Exhibition and Convention Centre in Shanghai, China earlier this month has unleashed vast potential for export and collaboration with not only the Chinese market, but also international markets that see the Sultanate as a trusted and premium producer.

The tropical plant, also known by its scientific name parkia speciosa is distinct for its taste and smell but is widely consumed for its potent elements and antioxidants that is said to have significant health benefits and has been used in folk medicine around the region for hundreds of years to help alleviate various diseases such as diabetes and hypertension.

Petai is also said to be a good source of minerals, and is especially high in calcium, phosphorus, potassium, and iron and is also high in fibre, and contains considerable amounts of vitamins, making it one of the most nutritious local vegetables.

The product that comes in a capsule from is developed by AMIN in collaboration with researchers from the Chinese Academy of Sciences, by making use of the latest and advanced bio-technology to extract the ingredients of the Petai and transform it into a pro-biotic capsule that can be easily ingested with a 99.9 per cent absorption rate, according to Yang Amat Mulia Pengiran Anak Haji Muhammad Ruzaini.

During the five-day expo in Shanghai, Yang Amat Mulia Pengiran Anak Haji Muhammad Ruzaini said they have received an encouraging response from visitors who enquired further on the product, offering the opportunity to collaborate to market the product in China. Meanwhile, AMIN’s Chief Executive Officer Abdullah bin Haji Omar @ Wen Rongzhen said, “Petai has so long been seen as a food beneficial for the health so with our technology, this product is easily accessible and consumed.”

Abdullah also said that prior to entering the China market, their exhibits had been sold to the US and Canada. The company is also currently in the development phase of other probiotics and peptide food supplement products derived from oysters and peanuts.

As the only company from Brunei participating in the exhibition, AMIN sees the expo as a new turning point for its development in China and looks forward to bring a new concept of health management to Chinese consumers.

The inaugural CIIE was held to underscore Beijing’s demonstration of commitment to globalisation and openness to international trade and offered companies a platform to link up with potential buyers from the world’s second biggest economy.

Over 130 countries with more than 500,000 buyers from China and abroad participated in the expo.

Experts look at ways to improve credit flow for MSMEs

A VARIETY of issues on lending infrastructure were deliberated, as renowned international experts from the credit field convened for the inaugural Brunei Darussalam Getting Credit (BDGC) Conference 2018 at the Rizqun International Hotel, Gadong yesterday.

Over 100 individuals com-prising government officials, academics, as well as players from the financial and business industries, including represent-atives of micro, small and medium enterprises (MSMEs) were present.

Themed ‘Leveraging Rep-utational, Traditional, and Alternative Collateral to Raise Capital’, the one-day event was organised by Autoriti Monetari Brunei Darussalam (AMBD) in collaboration with the APEC Business Advisory Council (ABAC), Asia-Pacific Financial Forum (APFF), Asia-Pacific Credit Coalition (APCC), and the Policy and Economic Research Council (PERC).

In his address, AMBD Managing Director Yusof bin Haji Abdul Rahman noted the importance of a robust and efficient credit infrastructure in enabling greater access to finance, stability and socially-responsible economic growth.

He highlighted as well the possibility of using reputational, traditional and non-traditional collateral to help financial institutions expand their financial products and services, adding that this simultaneously helps individuals and MSMEs gain access to more favourable and competitive financing options.

“As part of our capacity-build-ing initiative and to raise awareness in this area, this conference brings together stakeholders who play vital roles in the development of MSMEs.

“It is my hope that various strategies will be discussed here, which could possibly be developed in the future to help increase the flow of credit and financial services to MSMEs,” he said.

“The conference panellists will provide us with valuable insights into the main issues and successful best practices of credit infrastructure, as well as some of the ‘nuts and bolts’ of MSMEs finance. We should make good use of this opportunity to learn from the subject matter experts.”

With regards to enhancing greater access to credit in the MSME sector, Yusof said that the whole country has a role to play, noting that “we all can potentially strengthen a vital building block for economic growth and prosperity”.

The conference also saw the launching of a ‘National Credit Scoring’ scorecard system and ‘Online Credit Report’, which will gauge Brunei Darussalam’s ability to give access to credit.

PSJD cruise to huge win over Besa in FA Cup

PSJD hammered Besa FC 7-0 in the Al Idrus FA Cup at the Balapan Track and Field of the Hassanal Bolkiah National Sports Complex yesterday to set up a mouth-watering showdown in the quarterfinals with Al Idrus FT.

The Tutong outfit are huge favourites in the last 16 but will be evenly balanced in the last eight with both sides also aiming for the league crown.

Haji Annuar bin Haji Seidil bagged a hat-trick with goals in the 10th, 65th and 66th minute while Tawang Siba grabbed a brace in the 57th and 68th minute.

Mohd Noor Litoh and Hairul Amir bin Abdullah also added their names to the scoresheet in the straightforward win with both goals coming in the first half.

Meanwhile, Rimba Star secured progress in the next round after emerging victorious through a 3-2 penalty shootout win against PMS after a 1-1 draw in normal time.

PMS took the lead through Johan bin Haji Zinin in the 41st minute but Rimba drew level through Sajulai bin Ahmad in the 61st minute.

Endyvyzunny bin Haji Zainuddin, Sajulai and Yassin bin Haji Md Noor were successful from the spot for Rimba while Haji Divet bin Haji Zinin and Suhaili bin Haji Zinin converted for PMS.

Rimba Star will meet TJ FT in the last eight with the reward of winning the tie being a meeting with the winner of the match between PSJD and Al Idrus FT.

MoD says thank you to 152 retirees

A TOTAL of 152 Ministry of Development (MoD) retirees on Thursday received certificates of appreciation in a ceremony at the MoD building.

Minister of Development cum guest of honour Dato Seri Sertia Awang Haji Suhaimi bin Haji Gafar presented the certificates to the retirees. Acting Director of Finance and Administration at the MoD Mohamad Iskandar bin Haji Idris, the chairman of the organising committee, said, “Every contribution and sacrifice made in carrying out duties within the ministry, department and government agencies will always be appreciated – whether big or small.”

A special talk titled Kita Adalah Hamba Allah was delivered by Haji Jupri bin Haji Hidup from the Mosque Affairs Department of the Ministry of Religious Affairs.

The aim of the ceremony was to appreciate the retirees who have served the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, especially in MoD and its departments.

Enhancing interoperability in medical emergencies

THE Medical and Health Services, Combat Service Support (CSS), Royal Brunei Land Force (RBLF) and Pengiran Anak Puteri Rashidah Sa’adatul Bolkiah Institute of Health Sciences (PAPRSB IHS), Universiti Brunei Darussalam (UBD) co-organised the 2nd Medical and Health Symposium as part of the 24th Cooperation Afloat Readiness and Training (CARAT) Exercise.

Themed ‘Pre Hospital Medical Emergencies’, the symposium held recently was designed to encourage exchange of knowledge and experience among medical emergency agencies in Brunei to enable interoperability.

Among the topics discussed were Combat Medic Experience in the Warzone, Trauma Assessment, Dental Trauma, Tactical Combat Casualty Care, and Cardiac Emergencies.

The ceremony began with a welcoming speech by Acting Chief Medical Officer, Medical and Health Services, CSS, RBLF Lieutenant Colonel (Dr) Haji Mas Irman Rukmino bin Dato Paduka Haji Abdul Wahab followed by a keynote speech on ‘Civilian-Military Interoperability in Medical Emergencies’ by Lieutenant Geoff Burgerhoff from United States Navy (USN).

Lecturer from the PAPRSB IHS, UBD Mohammad Khairulamin delivered a simulation for medical training titled ‘Simulation: When Your Patient is a Mannequin’ in the afternoon sesision.

The symposium was participated by representatives from various agencies, including the Royal Brunei Armed Forces (RBAF), UBD, Ministry of Health, Royal Brunei Police Force, Prisons Department, Brunei Fire and Rescue Department, Jerudong Park Medical Centre and Panaga Health Centre.

The guest of honour Deputy Dean of PAPRSB IHS, UBD Dr Zaw Wint presented appreciation gifts and certificates to presenters.

Several other symposiums were also held throughout the CARAT Exercise 2018 such as the Women Interaction Programme, Public Affairs Symposium, and Military Law Operations Symposium.

The symposiums offered a platform for officers from RBAF and USN as well as those from other government agencies to exchange information, ideas, enhance relationships and strengthen ties in a conducive learning environment.


24th US-Brunei CARAT Exercise concludes

A CLOSING ceremony for the 24th Cooperation Afloat Readiness and Training (CARAT) Exercise 2018 in Brunei Darussalam was held at the Nakhoda Hall of the Naval Training Centre (NTC), Royal Brunei Navy (RBN) in Muara yesterday.

The guest of honour was Commander of the Logistics Group for the Western Pacific, Task Force 73, Singapore Area Coordinator (COMLOG WESTPAC), United States Navy (USN) Rear Admiral Murray Joe Tynch III.

The five-day exercise consisted of land-based and at-sea trainings involving personnel and assets from the Royal Brunei Land Force (RBLF), RBN, Royal Brunei Air Force (RBAirF), Military Legal Unit (MLU), the Royal Brunei Armed Forces (RBAF) Band, the Ministry of Defence’s Public Relations Unit, medical teams and other government departments.

The RBAF invited 173 participants from other government agencies, reflecting its growing commitment to ensure a whole of government approach to maritime security, stability and prosperity of the nation.

Meanwhile, the United States’ participating forces included personnel and assets from the USN and the United States Marine Corps (USMC).

Additional activities such as women’s military leadership discussion, military band workshops, as well as symposiums, also took place.

After over two decades of CARAT engagements, the exercise continues to be a significant platform for military-to-military cooperation between Brunei Darussalam and the United States of America.

Russian Pacific Fleet flagship to visit Brunei

FOR the first time in the history of bilateral relations the flagship of the Russian Pacific Fleet missile cruiser ‘Varyag’ will pay a friendly visit to Brunei Darussalam. Together with large anti-submarine ship ‘Admiral Panteleev’ and tanker ‘Boris Butoma’, it will stay in the Muara Port from tomorrow until November 23.

‘Varyag’ is one of the premium class Russian guided missile cruisers. The warship joined the Pacific Fleet in 1990 and reentered the service in early 2008 after an overhaul. It was designed as a surface strike ship with anti-air and anti-submarine capabilities. The sixteen SS-N-12 Sandbox nuclear-capable supersonic anti-ship missiles are mounted in four pairs on either side of the superstructure, giving the ship a distinctive appearance.

In the last decade the ship visited a number of ports in the Asia-Pacific region. In 2009 ‘Varyag’ led a fleet of warships participating in a parade to mark the 60th anniversary of China’s Navy. In June 2010 ‘Varyag’ made a port call to San Francisco. The visit, the first by a Russian navy surface combatant in 147 years, featured a plaque dedication ceremony to commemorate six Russian Imperial Navy sailors who died fighting a fire in San Francisco in 1863.

From November 8-11, 2011 ‘Varyag’ made a port visit to Vancouver, British Columbia, to commemorate servicemen killed in armed conflicts. In November 2014, ‘Varyag’ led a deployment of four Russian naval vessels to international waters off Australia.

In early January 2016, ‘Varyag’ was deployed off Syria’s shore replacing sister ship ‘Moskva’ in support of Russia’s air operation in Syria that had begun in autumn 2015. In April-May 2017 the flagship visited Busan in South Korea, Manila in the Philippines, Cam Ranh Bay in Vietnam, Sattahip in Thailand and Tanjung Priok in Indonesia as well as Changi in Singapore where ‘Varyag’ took part in the events to celebrate the 50th anniversary of Singapore Navy.

The main objective of the mission was to strengthen ties with the countries of the Asia-Pacific region. Also in April last year the cruiser carried out a combat training exercise as part of the tactical drills in the Sea of Japan to fire Bazalt cruise missiles against a sea shield simulating a notional enemy’s surface ship.

Before coming to Brunei Darussalam missile cruiser ‘Varyag’ paid friendly visits to the ports of China, South Korea and Japan.

The visit of missile cruiser ‘Varyag’ to Brunei Darussalam is yet another demonstration of Russia’s unwavering commitment to protect peace and security of the Asia-Pacific region and to enhance bilateral cooperation in the military sphere.

‘Varyag’ will be open for visit for the public on November 22 from 11am to 3pm.

COMMANDER of the Logistics Group Western Pacific, Task Force 73, Singapore Area Coordinator (COMLOG WESTPAC), United States Navy Rear Admiral Murray Joe Tynch III yesterday made separate calls on Minister of Defence II Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof and Commander of the Royal Brunei Armed Forces (RBAF) Major General Pengiran Dato Paduka Seri Aminan bin Pengiran Haji Mahmud on the sidelines of the annual Cooperation Afloat Readiness and Training (CARAT) Exercise 2018 between the RBAF and the United States Navy.

During the courtesy call on the minister, both sides affirmed the friendly relations between the two countries and the robust bilateral cooperation notably in the area of defence and also highlighted the ongoing cooperation in military-related activities, especially the 24th iteration of the Brunei-United States CARAT Exercise from November 12-16. The Minister of Defence II also conveyed his congratulatory wishes to Rear Admiral Tynch III on his appointment as COMLOG WESTPAC this June 2018.

Meanwhile, during the call on the Commander of the RBAF, both sides reaffirmed the importance of the close bilateral cooperation between the RBAF and the United States Armed Forces, specifically the United States Navy, which has progressed significantly in enhancing military-to-military relationship through the exchanges of high-level visit and exercises.

Major General Pengiran Dato Paduka Seri Aminan also extended his utmost appreciation for the continuous support from the United States Navy and hopes to explore more interactions in the future. Existing defence and military cooperation between Brunei Darussalam and the United States of America is cemented by the Memorandum of Understanding in Defence Cooperation signed on November 29, 1994.

Khatam ceremonies celebrate students

POLITEKNIK Brunei (PB) recently held a Khatam Al-Quran ceremony at the Suri Seri Begawan Raja Pengiran Anak Damit Mosque in Kampong Manggis/Madang to mark its 4th Convocation ceremony.

Permanent Secretary (Higher Education) at the Ministry of Education Dr Haji Azman bin Ahmad was the guest of honour.

Politeknik Brunei Director Denis Ho Mun Tai, directors and heads of department, lecturers and staff of PB, as well as parents attended the event.

A total of 684 students (317 male and 367 female) took part in the religious event.

The ceremony began with the recitation of Surah Al-Fatihah led by the guest of honour, and continued with the recitation of Quranic verses by the Khatam participants.

Level 5 Diploma in Business Accounting and Finance programme graduate Awangku Adi Nazri bin Pengiran Haji Joofri led the recitation of Takhtim and Doa Khatam.

The event also saw a mass recitation of Dikir Marhaban, sprinkling of scented oil and presentation of certificates to the Khatam participants by the guest of honour.

Imam Haji Jofri bin Haji Abidin led the Doa Kesyukuran. The ceremony concluded with mass Asar prayer.

The event was organised by the Islamic Education Unit, General Education Department in collaboration with the Students and Innovation Development Centre and Student Affairs Department.

A total of 381 students of the Bandar Seri Begawan (BSB)Arabic Preparatory School were celebrated in a Khatam Al-Quran and Haflut Takharruj ceremony at the Jerudong Park Amphitheatre on Friday morning.

Deputy Permanent Secretary (Policy and Religious) at the Ministry of Religious Affairs Haji Mohd Serudin bin Haji Timbang attended as the guest of honour.

The ceremony began with a mass recitation of Surah Al-Fatihah led by the guest of honour, and was followed by recitation of Surah-Surah Lazim by the Year 6 Khatam participants. It continued with the recitation of Takhtim and Doa Khatam by Year 6 Qirmizi student Nur Ameerah Arifah binti Norfaizan.

To enliven the event, a Dikir Marhaban was held before the guest of honour handed out certificates to the students.

The event was held to celebrate students for completing their education at the BSB Arabic Preparatory School, and to strengthen relations between teachers and parents. At the same time, it aimed to encourage students to read Al-Quran properly.

Legislative Council member cum Village Head of Kampong Masjid Lama, Pekan Muara, Sabun and Pelumpong Yang Berhormat Pengiran Haji Mohamed bin Pengiran Haji Osman @ Othman, who is also Acting Village Head of Kampong Serasa/RPN Perpindahan Serasa, was the guest of honour.

A total of 175 Year 11 students participated in the yearly activity, which is held to encourage students to become well-versed in reciting Al-Quran, while at the same time preparing them mentally and spiritually in facing their upcoming academic year.

THE Brunei Darussalam Wushu Federation held an Annual General Meeting (AGM) for the election of the 5th Management Committee for 2019-2022 at the D’Anggerek Service Apartment in Anggerek Desa yesterday afternoon.

The 5th Management Committee 2019-2022 comprises President Lim Boon Hua and Deputy President Md Firdaus Abdul Rahman. Goh Kim Tian, Woo Chung Heng, Lim Ming Kiat, Koo Kong Loi and Tan Kai Teck are the Vice Presidents.

Ang Ju Min is the Secretary General with Li Hui and Doramadai as the Deputy Secretary Generals.

Filipino bowlers set to dazzle at bowling tourney

THE Filipino Bowlers Club held a two-day bowling tournament, as part of the 36th Southeast Asia Overseas Filipino Bowlers (SEAOFB) Invitational Bowling Tournament 2018, at the Grand Seria Bowling Centre, Seria, Belait District yesterday.

The tournament is part of a continuous initiative to gather Filipino bowlers from across the ASEAN member countries to showcase and share their bowling skills and talent with each other in a series of friendly bowling matches.

Charge d’Affaires at the Embassy of the Republic of the Philippines in Brunei Darussalam Pete Raymond V Delfin, the guest of honour, officiated the start of the tournament. He was welcomed to the event by Filipino Bowlers Club (FBC) President Irene D Badilla.

Also present during the tournament’s opening ceremony were Deputy Permanent Secretary (Tourism) at the Ministry of Primary Resources and Tourism (MPRT) Wardi bin Haji Mohammad Ali as special guest, as well as delegates from invited bowlers clubs from across the ASEAN member countries.

A total of 80 bowlers are competing in the tournament, which included delegates from the Filipino Bowlers Club (FBC) Brunei Darussalam, Filcomin Bowling Association (FBA) Indonesia and Pinoy Sports and Recreation Club (PSRC) Singapore.

FBC President Irene D Badilla in her opening speech expressed her gratitude for the delegates’ presence at the event and stressed on the importance of belongingness, stating that “it befittingly describes the Filipino community landscape found in the Philippines abroad, which have continuously brought great impact in the surrounding local community of each respective countries by being able to showcase the cohesiveness of the Filipinos”.

She added that “over the past years, our acquaintances has experienced phenomenal distinction from both local and international levels as United Oversea Filipino Workers”.

Such sentiment was reflected by the Deputy Permanent Secretary (Tourism) at the MPRT, who also addressed the bowlers that the tournament represents an opportunity to highlight the remarkable contributions made in many areas as overseas workers in Brunei Darussalam.

He said, “The Southeast Asia Overseas Filipino Bowlers indeed is a good example of how overseas workers abroad can play a key role as a cohesive and productive group.”

He added that the tournament provides a great platform for the bowlers, as sport plays an important role in promoting discipline and cohesiveness among team members, as well as providing opportunity to explore other nation’s exquisiteness.

His sentiment was further shared by the guest of honour, who commended the efforts made by FBC Brunei Darussalam in bringing together Filipino bowlers from across the ASEAN member countries to particpate in the tournament, saying, “We hope we can see more bowlers participating in next year’s tournament.”

He also expressed his gratitude on behalf of the Embassy of the Republic of the Philippines in Brunei Darussalam towards the Filipino community for encouraging wellness and spirit of sportsmanship by organising events such as the bowling tournament, saying that such activities are encouraged and supported by the embassy.

Following the opening speeches and remarks, the participating bowlers took an oath of sportsmanship in front of the guest of honour and special guest.

The guest of honour and special guest received tokens of appreciation from the FBC Brunei Darussalam President and met with the tournament participants.

The tournament is split into several events such as All-Events, Grand Slam Event and Masters Event.

Each event is also host to several other categories; All-Events will see bowlers compete in Single as well as Team Events, while the Masters Event will see bowlers compete in five categories, which are Open Category Master, Men’s Graded A Masters, Men’s Graded B Masters, Ladies Graded A Masters, and Ladies Graded B Masters.

The tournament is slated to be held until today afternoon, with the closing ceremony to be held tonight.

Following the conclusion of this year’s 36th SEAOFB, the next tournament is expected to be held in Indonesia some time next year.

Advances in computational intelligence vital to help country cross tech threshold

TECHNOLOGIES in the field of computational intelligence will empower Brunei “to shape and build a better future” and enable the country “to jump onto the bandwagon of data-driven innovation in order to create new research and development breakthroughs across the economy”, according to Dean of the School of Computing and Informatics, Universiti Teknologi Brunei (UTB) Dr Au Thien Wan.

Dr Au was delivering his welcoming remarks yesterday at the launch of the Third Computational Intelligence in Information System International Conference (CIIS 2018) at Lecture Theatre 2 of the library complex of UTB.

The conference gathers experts from industry, the government and academia who have experience in innovation, design and research in the computing and information systems field, providing them a stage to engage in discussions, share their experience and knowledge, and keep up with recent advancements in the sector.

Themed ‘Data-Driven Innovation: New R&D Across Economy’, the conference was launched by Permanent Secretary (Media and Cabinet) at the Prime Minister’s Office Mohamed Riza bin Dato Paduka Haji Mohamed Yunos and it will run until today.

Also present at the ceremony were UTB Vice-Chancellor Professor Dr Hajah Zohrah binti Haji Sulaiman, senior government officers, UTB principle officers, invited guests and staff and students of UTB.

Dr Au highlighted that the goals that Brunei aspires to achieve in this field are “challenging, exciting and rewarding”, pointing out that the country can “make great contributions and investments to its future if all concerned stakeholders work together in the area”.

“This conference is a platform to better understand the technologies and their applications so that they can be fully utilised to address the complex issues faced by the modern society today,” he added.

Mohamed Riza, meanwhile, noted in his speech that data is becoming an important ingredient in all global functions, offering new knowledge, driving innovation and creating new products, processes and markets.

“We also observe the trend towards networked behaviours such as crowdsourcing and co-creation, and the general use of social networks and increased availability of Open Government Data (OGD). We recognise OGD as a driver to enhance citizen engagement and participation through improved transparency, accountability and service delivery,” the permanent secretary said.

“Brunei is no stranger to this trend, as His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s Government has made available an OGD portal that has been active since 2014. With cooperation from participating government agencies, I am pleased to share that over 500 data sets are now available through the data.gov.bn web portal, where the public may freely view and download non-sensitive data relating to Brunei’s population, economy, social well-being and sectoral development, among other information.”

This, according to Mohamed Riza, has led to increased responsibility being placed on academic bodies, particularly higher education institutions, to deliver much needed innovations and cutting-edge knowledge to create industries that fit within the fourth industrial revolution.

Following the opening ceremony, keynote papers were presented by two invited academics: ‘The Smart Workforce with AI in Education’ by Professor Irwin King from the Chinese University of Hong Kong; and a paper entitled ‘Open Data Platform for Future Knowledge Eco-Society’ by Professor Choi Jun Kyun from the Korea Advanced Institute of Science and Technology.

The forum also included a panel discussion, poster competition and data analytics workshop. The panel discussion, newly introduced this year, saw representatives from the public sector and academia sharing their local experiences and insights on the field.

Over 41 paper submissions from 14 countries were received for this year’s conference, with 20 eventually accepted after a rigorous review.

The three-day event was organised by the School of Computing and Informatics, UTB with the support of INNS Brunei Regional Chapter, Springer, Bank Islam Brunei Darussalam (BIBD), Authority for Info-Communications Technology Industry of Brunei Darussalam (AITI), E-Government National Centre (EGNC) and the Ministry of Energy, Manpower and Industry Brunei Darussalam (MEMI).

THE Ministry of Health (MoH) held a Dikir Maulud ceremony in conjunction with the Maulidur Rasul celebration last night at the Suri Seri Begawan Raja Pengiran Anak Damit Mosque in Kampong Manggis/Madang.

Minister of Health Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar headed the MoH delegation.

The religious ceremony began with mass Maghrib prayer followed with the mass reading of Surah Al-Fatihah and Dikir Syarafil Anam. It then continued with a mass Isyak prayer and ended with a Doa Selamat.

A DIKIR ceremony of Maulidur Rasul to celebrate the birth anniversary of Prophet Mohammad (pbuh) was recently held at the Rashidah Sa’adatul Bolkiah Mosque in Kampong Sungai Akar.

Minister of Primary Resources and Tourism Dato Seri Setia Awang Haji Ali bin Haji Apong attended the event in his capacity as patron of Rashidah Sa’adatul Bolkiah Mosque with around 120 residents of Kampong Sungai Akar.

A DIKIR ceremony to celebrate the birth anniversary of the Prophet Muhammad (pbuh) was recently held at the Mohamed Bolkiah Mosque in Kampong Serusop.

Guest of honour Rector of the Universiti Islam Sultan Sharif Ali Dr Haji Norarfan bin Haji Zainal attended the event with heads of department, officers and staff of the Ministry of Education.

It is hoped an event such as this will forge closer ties among the Ministry of Education community as well as the residents of the village.

The delegation from the Ministry of Education conducts the Dikir ceremony for 12 nights in a row at different mosques, suraus and religious halls in the country. On Monday they will have a Dikir ceremony at the Sufri Bolkiah Mosque in Kampong Perpindahan Berakas.

A TEAM from Raja Isteri Pengiran Anak Damit Girls Arabic Religious Secondary School emerged as the champions of the Brunei Entrepreneurship Education Scheme (BEES) Convention Second Chapter for their innovative Sayf songkok project.

They won a trophy, certificates and a total cash prize of BND2,500 – BND1,000 as seed money for the school, and BND1,500 for the students.

The Convention for the BEES Second Chapter took place yesterday at the Manggis Ballroom of Hua Ho Manggis Mall.

This year’s convention was jointly organised by the Ministry of Education (MoE), Brunei Shell Petroleum Company Sdn Bhd (BSP) and Universiti Brunei Darussalam (UBD).

BEES Second Chapter focusses on nurturing the entrepreneurial mindset of the participants by forming a three year (2016 – 2018) strategic-based thematic programme namely ‘Entrepreneurial Mindset on Pitching’ in 2016, ‘Entrepreneurial Mindset on Innovation’ in 2017 and ‘Entrepreneurial Mindset on Sustainability’ in 2018.

Yesterday, the top six schools competed in the final pitching competition of BEES Second Chapter programme 2018.

The first runner-up spot went to Sports School who produced a jacket that also turns into a backpack.

They were awarded a trophy, certificates as well as a total cash prize of BND1,500 – BND500 seed money for the school and BND1,000 for the students.

Sultan Sharif Ali Secondary School’s product, the Vespac Ultra, garnered them the second runner-up spot, winning a trophy, certificates and BND1,000 – BND500 seed money for the school and BND500 for the students.

Third runner-up spot went to Seri Mulia Sarjana School for their Eco Bn project, which is a bin that has an integrated can crusher.

They were awarded a trophy, certificates and BND750, of which BND500 is seed money for the school and BND250 is for the students.

St Andrew’s School finished as fourth runner-up for their educational boardgame, EduBoard, while St George’s School was named fifth runner-up for its rubbish bag dispenser, Binny Bin. Both teams were each awarded a trophy and certificates as well as BND500 seed money for their schools, respectively.

A total of 15 schools participated in this year’s BEES Second Chapter programme, including 10 from government secondary schools, four from non-government secondary schools and one from an Arabic secondary school.

The programme was open to students of secondary school from Year 9 and Year 10, not only of Accounting and Business subjects but also from other subject fields such as Sciences, Mathematics, Design and Technology, Arabic Language and other subjects. This was to inculcate interdisciplinary knowledge and to produce both creative and innovative products and services.

This year’s ‘sustainability-themed’ competition was judged on the following criteria: clarity, pitching skills, creativity and innovativeness, market potential, and sustainability.

Acting Director of Curriculum Development Haji Zulkefli bin Haji Mohd Yusuf delivered a welcoming address.

“In addition to producing innovative product types, BEES 2.0 students should take into account the sustainable nature of their products in terms of having the potential to grow and enter the market, giving a positive impact to sustainability elements such as the economy, environment and society,” he said.

The BEES Second Chapter programme was first introduced in 2016, where a Memorandum of Understanding was signed between the MoE, BSP and UBD.

The BEES Second Chapter is coordinated by the Core Education team of Entrepreneurship Village (EV), UBD and in collaboration with the Curriculum Development Department, MoE.

MoRA fetes personnel for achievements, service

IN CONJUNCTION with National Civil Service Day this year, Ministry of Religious Affairs (MoRA) feted its personnel who have been nominated and awarded with excellent civil servant awards recently and also those retiring from service at MoRA’s Complex in Jalan Dewan Majlis, Berakas yesterday.

The guest of honour was Minister of Religious Affairs Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman.

The minister presented certificates of recognition to four recipients of the Excellent Civil Service Employee Award (APCPA) 2018, four nominees of the APCPA 2017 as well as another four nominees of the APCPA 2018.

He also presented recognition certificates to a recipient of the Special Appreciation for Civil Servant Award (PKKPA) 2018 and also a recipient of the Star Recognition in Performance Grading Programme of the Civil Sector (3PSA) by the Management Services Department of the Prime Minister’s Office (PMO) 2018.

He also presented certificate of recognition to some 79 retirees who concluded their service with the ministry and its department last year.

Acting Director of Administration at the MoRA Mohammad Sofian bin Haji Basri, joint chairperson of the event, in his welcoming remarks said that apart from recognising the retired personnel for their hard work and dedication for many years, the celebration also aimed to boost the motivation of the APCPA and PKKPA recipients so it can be an inspiration for their colleagues to aspire for excellence in their services to the government.

“This event also serves to push other departments and sections in MoRA to continuously strive to ensure that services delivered are according to standards and guidelines set by government agencies, as well as in fostering a culture of innovation,” he added.

Civil Service Day is commemorated every September 29 in the country. MoRA in a press release said that by commemorating the event, it hopes to strengthen the values of quality in civil service, recognising outstanding talents and renewing the commitment of civil servants in the country.

The Deputy Minister of Religious Affairs Pengiran Dato Seri Paduka Haji Bahrom bin Pengiran Haji Bahar and other senior officials from MoRA were also present.

Maulud procession route shortened this year

MUSLIMS throughout the country will mark the birth anniversary of Prophet Muhammad (pbuh) in two days’ time this Tuesday, November 20 (corresponding to 12th of Rabiulawal in the Islamic calendar).

The grand assembly and procession for Maulidur Rasul will take place simultaneously nationwide beginning at 7am, with the focus at Taman Haji Sir Muda Omar ‘Ali Saifuddien in the capital.

A rehearsal was held yesterday at the Taman to ensure the smooth running of the day’s proceedings.

According to the Co-Secretary of the Working Committee for the Maulud Grand Assembly and Procession Haji Madzneh bin Haji Mohd Noor, the procession this year will take a shorter route compared to previous year’s, covering 2.3km instead of 3.7km, beginning at Taman Haji Sir Muda Omar ‘Ali Saifuddien and passing through Jalan Elizabeth 2, Jalan Stoney, Jalan Pehin Dato Isa, Jalan Tasek, Jalan Kianggeh, then leading to Jalan McArthur and Jalan Sultan, before heading back to the Taman.

Participants are advised to take note of the new route and adhere to the instructions given on the day and arrive early at the venue.

Over 13,000 participants, representing 126 teams, are expected at the procession on Tuesday.

The theme for this year’s event is Tarbiyah Rasulullah Membawa Rahmat Dalam Berkeluarga.

The Tarbiyah of Prophet Muhammad (pbuh) in shaping an excellent family institution is demonstrated by the Prophet (pbuh) himself, who sets a leading example by practising perfect personality and character traits in daily routine with family.

The Prophet (pbuh) taught others to be good, sincere, trustworthy and fair when living in a family, and set an example himself by leading a Mahmudah (praiseworthy) life and by being a loving and kindhearted husband to his wives on top of carrying out his various tasks and responsibilities.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday arrived in Port Moresby, the Independent State of Papua New Guinea to attend the two-day 2018 APEC Economic Leaders’ Meeting (AELM) which ends today.

Accompanying His Majesty was His Royal Highness Prince ‘Abdul Mateen.

Greeting His Majesty at Jacksons International Airport, Port Moresby were Chief Secretary to the Government of Papua New Guinea Isaac Lupari and Secretary of the Department of Foreign Affairs and Trade, Papua New Guinea Barbara Age.

Also present were Minister of Foreign Affairs II Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd Yusof and Non-Resident High Commissioner of Brunei Darussalam to Papua New Guinea Haji Zakaria bin Haji Ahmad.

His Majesty then proceeded to board a motorcade towards the place of residence.
