MEMBERS of the public can now donate to the SMS Brunei Prihatin Project for the Pengiran Muda Mahkota Al-Muhtadee Billah Fund for Orphans (DANA), which recently marked the 13th year of its establishment, since 2006.

The DANA Secretariat has handled the project successfully with the assistance of government and private agencies including Radio Television Brunei (RTB) that has been broadcasting the ‘SMS Brunei Prihatin for DANA’ promo through its television and radio networks.

This was highlighted yesterday by DANA Chief Executive Officer Dato Paduka Eddie bin Dato Paduka Haji Sunny during the launching ceremony for the project, which will run until January 31, 2019.

Minister of Defence II Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, in his capacity as the Deputy Chairman I of the DANA Board of Trustees officiated the launching ceremony.

Several government agencies are also involved with the project, including the Mosque Affairs Department and the Information Department.

Meanwhile, a number of cinema outlets will be promoting the project for free, through their advertisement slots.

Last year, SMS Brunei Prihatin successfully raised BND84,143 for DANA with the strong support of all the involved agencies.

Yesterday’s ceremony witnessed the presentation of coupons to 3,717 orphans for the purchase of school supplies for the 2019 academic year. Every orphan registered under the DANA Secretariat will receive a BND70 coupon.

Altogether, the distributed coupons amounted to BND260,190.

The coupons will be distributed to orphans across the country through their respective village heads. The coupons can be used at 30 bookstores in all four districts that have been endorsed by DANA.

The project is primarily aimed at improving the welfare of orphans, while easing the burdens of their parents and guardians in the preparations for the new school year.

DST and Progresif Cellular subscribers can make their contributions by keying in the donation amount (DANA1 for BND1, DANA5 for BND5, DANA10 for BND10, DANA15 for BND15, or DANA20 for BND20) and sending it to 38111.

|     Achong Tanjong     |

THE Ministry of Communications (MinCom) and the departments under it are currently going through a rebranding in preparation for the 4th Industrial Revolution and to gear the country’s economy towards the digital era.

This was stated by Minister of Communications Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof at yesterday’s Muzakarah session between the ministry and members of the Legislative Council at Al-Fath Hall of the Maritime and Port Authority Brunei Darussalam (MPABD) in Muara.

The minister said a “significant mindset shift” is required among Bruneians in this challenging journey, a transition which he said “will involve the implementation and acceptance of new technologies”.

The minister added that in this context, workforce reskilling is particularly important in terms of adapting to these changes and providing the best and quality services to the public.

“This requires not just the efforts of the Ministry of Communications, but concerted support from all industries and stakeholders in the country,” the minister said.

He added that various departments under the ministry have been restructured or corporatised to enhance the efficiency of their operations.

Examples include the Postal Services Department and the MPABD, which before restructuring was two separate entities – the Ports Department and Marine Department.

“For the Ministry of Communications, after consolidation, it now seems smaller but in terms of sectors it encompasses, it has actually become bigger,” said the minister. “Before this we also see the telecommunications sector undergoing a corporatisation process, with the establishment of AITI and TelBru being restructured as a telecommunications services provider.”

The minister said as part of a strategic priority of the MinCom, other departments under the ministry will be considered for corporatisation where fit or if the move is deemed to bring about more benefits.

He added that several services under the Land Transport Department (JPD) have also been commercialised, one of which is its vehicle inspection service now provided by selected JPD-authorised workshops from the private sector.

“Safety in the transportation and communication sectors is also very important. The ministry places great emphasis on this – in the areas of land, sea and air. The main priority is the ministry’s role in implementing safety measures and controlling safety for the good of the public. Safety measures include safety standards, quality of services standards, and reliability standards,” the minister added.

In preparation for yesterday’s meeting session, the Legislative Council members made several visits in October and early November to departments and agencies under the MinCom, as well as a number private sector companies providing communication and telecommunication services.

Also present at the meeting yesterday were Permanent Secretary at the MinCom Haji Azhar bin Haji Ahmad, Deputy Permanent Secretary at the MinCom Dr Haji Supry bin Haji Awang Ladi, sections directors, and heads of departments, as well as the chief executive and senior officers of the ministry.

The 16-member Legislative Council (LegCo) delegation was led by Yang Berhormat Haji Abdul Hamid @ Sabli bin Haji Arshad.

The session, held annually, is aimed at enhancing the relationship and cooperation between the MinCom and LegCo members, and to discuss issues encountered in the country, particularly those highlighted during the 14th LegCo Session earlier in March.

DIABETES is a lifestyle sickness and a change towards an active living is the best way to prevent the disease, said Minister of Health, Dato Seri Setia Dr Haji Mohammad Isham bin Haji Jaafar.

“People need to change their mindset and behaviour at a younger age to ensure the health of the society in the future,” he said.

The minister made these comments at the Ministerial Conference on Diabetes in Singapore, held from November 26 to 27.

At the conference, Dato Seri Setia Dr Haji Mohammad Isham was invited as a panellist for a forum titled ‘The Diabetes Epidemic: Current Situation, Challenges and Opportunities.’

During the session, the Minister of Health, among others, shared the diabetes situation in Brunei Darussalam and the efforts undertaken by the ministry in the control and prevention of the disease.

He stressed on the Ministry of Health’s (MoH) commitment with the involvement of other government agencies, the private sector and non-governmental organisations, in pursuing efforts to raise public awareness in reducing the risk factors as well as providing effective care for diabetic patients.

The conference, participated also by other senior officers from the MoH, served as the cornerstone for the exchange of knowledge and best practices in dealing with diabetes as well as sharing of information on the development of global efforts in the control and prevention of the disease.

The Ministerial Conference, held for the first time in Singapore, was attended by 18 countries and 12 Health Ministers from ASEAN, Finland, Papua New Guinea and Tonga, as well as senior government officers, academicians and representatives from the World Health Organization and the World Bank.

Among other things, the conference discussed the agenda with measures to further enhance efforts to highlight the benefits of managing and preventing diabetes at a global level; identify effective and cost-effective strategies to strengthen healthcare services to prevent diabetes; share information on practices and experiences on preventable diabetes risk factors; and build capacity for the benefit of the public to practise a healthy lifestyle. It was also aimed at strengthening healthcare cooperation between countries and supporting commitments internationally, especially to achieve ‘Sustainable Development Goal (SDG) 3 – Ensure Healthy Lives and Promote Well-Being For All Ages’.

The Minister of Health has also been invited to participate in the Ministerial Roundtable session to discuss topics related to innovation, social mobilisation and collaboration with stakeholders.

The Minister of Health and entourage also visited the Diabetes and Metabolism Centre at Singapore General Hospital (SGH) as a continuation of the conference programme.

THE ‘Dining in the Dark’ event is entering its final week of registration.

The event’s organiser, Brunei Darussalam National Association of the Blind (BDNAB), has extended the registration time from 10am to 4.30pm to 10am to 8pm since Monday to give the public more convenience in registration.

Speaking to the Bulletin, Muhammad Izan Safree bin Radat, in his capacity as the secretary for the project, added that on Friday the registration time will be from 2.30pm to 6pm.

Registration can be made at the BDNAB office in Plaza Athirah in 1 Jalan Tutong.

‘Dining in the Dark’ is being carried out for the first time by BDNAB with support from Standard Chartered Bank.

Muhammad Izan Safree bin Radat. – LYNA MOHAMAD

The event hopes for positive response to make it an annual event for the association.

Muhammad Izan Safree said, “Our main objectives to hold this event are to raise awareness to the public on sight issues as a main international public health issue, particularly lifestyle in terms of their food and beverage intake, while at the same time to get the public to experience what it is like for them to understand individuals who are blind or visually impaired.”

He said the project committee hopes to at least get 200 participants to participate in the first ‘Dining in the Dark’ project. Registration has reached only about 25 per cent of the target number to date.

He hoped more registrations will come in towards the final days of registration in support of the project.

Also organised in conjunction with World Sight Day celebrated every second week of October and the International Day for Persons with Disabilities on December 3, the ‘Dining in the Dark’ event will take place on December 12 at Pisuk Bapa, Wafa Hotel and Apartment, Annajat Complex from 7.30pm.

Muhammad Izan Safree added, “During the event, selected participants will be blindfolded and use the tongkat putih (white walking stick) to enter the restaurant.Once everyone is seated, they will be presented a video on how to serve individuals who are blind or visually impaired, and how the food presentation are for these special individuals.”

Following the video presentation, participants will dish out their food served in a dorm style setting and once everybody is done with dishing their food, lights will be switched off for approximately five to seven minutes for them to eat their dinner. Lights will be switched on after the period and will be in stages from dim to bright.

Muhammad Izan Safree said, “The reason for this is to let participants experience the three different stages of blindness, namely total blindness, severe blindness and mild blindness. But while having their dinner, it will be in total darkness to give them the experience of not only how the visually impaired eat, but also how they sense what is what.”

Registration fees include food and door gift, and there will also be an entertainment showcase by BDNAB members as well as local artists invited to perform at the event.

There will also be a lucky draw with prizes for the participants, with the grand prize being a return air ticket to Kuala Lumpur.

Established on January 17, 2001, BDNAB aims to empower the nation’s blind and partially sighted by striving to promote equality and full participation in society.

Organising ‘Dining in the Dark’ is one of the association’s promotion efforts apart from other activities.

With the objectives to promote the prevention and treatment of blindness and visual impairment, BDNAB also hopes to spread objective information about the situation of the blind and partially sighted to win friends and allies in the struggle for equality and full participation in society by the visually disabled in the country.

BDNAB also keeps the blind and partially sighted informed about their rights about existing possibilities for assistance; plan, establish and hold different activities and services for the blind and partially sighted; and improve their situation in the fields of education, employment and culture.

BDNAB represents the blind and partially sighted nationally and in international affairs, and is the 159th member registered under the World Blind Union (WBU).

“We hope more participants will register in support of our initiatives. We welcome any interested parties wishing to contribute and come up with sponsorship towards this beneficial event,” Muhammad Izan Safree said.

Combine KSKA on the cusp of Al Idrus League exit

COMBINE KSKA faced the danger of elimination in Group ‘E’ of the Al Idrus Football League Championship after they were handed an emphatic 5-1 defeat by Bakes Veteran at the Balapan Track and Field of the Hassanal Bolkiah National Sports Complex recently.

The veteran team are still in the running to seal one of the automatic places but a loss put second-placed PBDB Veteran FT in pole position for progression into the next round.

Combine KSKA are three points adrift of the Belait-based side and a scenario where they draw level in points with PBDB, the team who they play next, might not be enough as they are required to overturn a huge goal swing.

The heavy defeat to Bakes Veteran saw their goal differential plummet to a worrying -10 and nothing less than a high-scoring win will do for Combine KSKA.

With their result in focus, the team who needed the points got off to a nightmare start as Zulkifli bin Tusin opened the scoring for Bakes Veteran in the ninth minute.

Abdul Bahrin bin Haji Masri cleverly turned off the defender but his shot ended off the mark after benefitting from good work from Roslan bin Haji Omar.

Returning to terrorise the KSKA defence, Roslan made a barnstorming run down the flanks and beat his marker before teeing up Fariszal bin Ali who tapped home from close range.

Abdul Bahrin beat the offside trap before coolly slotting the ball past the hapless goalkeeper to make it 3-0 in the 35th minute.

Amdillah bin Zainuddin missed a gilt-edged opportunity in quick succession to get into the score-sheet with only the goalkeeper in his sights.

Combine KSKA pulled one back as Halimas bin Haji Muhammad curled a stunning effort in the 58th minute and they nearly added a second after Zulazami bin Haji Abu Bakar rattled against the crossbar.

However, their hopes of staging a comeback faded after Amdillah made amends with a cool finish after being set up by Haji Mohammad Ali bin Haji Tajuddin in the 77th minute.

Pengiran Md Shahrom bin Pengiran Haji Ismail added the gloss to the win with his side’s fifth goal of the game seven minutes from time.

While PBDB are firm favourites to join already-qualified RB Veteran from the group, it is still mathematically realistic for Combine KSKA to qualify if they pull off a miracle.

THE Knowledge Convention Exhibition 2018 (MajIEx2018) officially kicked off yesterday at the East Concourse, Lobby, Main Conference Hall and Perpaduan Hall of the International Convention Centre (ICC) in Berakas.

The exhibition is open to the public for seven days from November 27 – 29 from 2pm to 5pm, and November 30 to December 3 from 9am to 5pm.

The event aims to instil an interest in agriculture entrepreneurship among Bruneians, and showcases agricultural technologies used to improve farm productivity and profitability as well as employment opportunities in the field.

This year’s event highlights economy and agriculture, and is segmented into three areas: Introduction to Agriculture, Agricultural Education, Agribusiness Ecosystem, Entrepreneurship and Products, and Agro-technology.

Under Introducing to Agriculture, the exhibition focusses on the evolution of agriculture in Brunei Darussalam (Past, Present and Future), the agricultural sector from the Islamic perspective, and the country’s vision in developing the sector.

The second area is Agricultural Education, with a focus on educational programmes including research and development in the agriculture field, including basic curriculum; primary, secondary and higher education; and career paths and employment opportunities in agriculture.

In an interview, Megawati binti Haji Sani, a pre-school teacher from Lambak Kanan Jalan 10 Primary School, shared that the school has introduced its pupils to the basics of agriculture through its Early Science Education basic education programme.

“We conduct hands-on activities for the children to gain a real experience and enable them to increase their skills, knowledge and creativity, and the involvement of parents in these activities also helps in the quality of their learning,” she said.

The Agribusiness Ecosystem section, meanwhile, highlights the government’s efforts to develop the agriculture sector through a whole-of-nation approach, partnering and working with various ministries and private agencies, including the Ministry of Primary Resources and Tourism, Ministry of Education, Ministry of Energy, Manpower and Industry, Ministry of Finance and Economy, Ministry of Foreign Affairs, Ministry of Health, Ministry of Home Affairs, Universiti Brunei Darussalam, Universiti Teknologi Brunei, DARe (Darussalam Enterprise) and other stakeholders.

The Entrepreneurship and Products (Fresh Production and Processing) section focusses on successful agri-entrepreneurs, exhibiting fresh produce from agribusiness farms and processed products (agriculture and seafood), as well as showcasing job opportunities in the sector.

One of these agriculture success stories is Berry Good Sdn Bhd, a local strawberry producer.

Speaking to the Bulletin, the company’s Executive Director Hajah Tahniah binti POKDGSL Haji Mohd Taha shared that the company was established two years ago, and is currently awaiting the harvest season.

“In our first trial of producing the strawberries, the harvest was not of a good quality. We are hoping the production in March and April will get better, and then we will try to increase our production,” she said. “Farming strawberries is very challenging, especially in terms of producing quality fruits, and the current weather really affects the quality and yield.

“When we get the standard quality, we will supply to the local markets. All our machines, seedlings and fertilisers are from Korea,” she said.

Hajah Tahniah added that for the past two years, the company had been looking to produce good quality strawberries with a sweet taste by using hydroponics and high-positioning farming techniques.

The last section, Agro-technology (Science, Technology and Innovate), highlights Brunei’s agricultural revolution through the use of technology in business activities and the technological changes (traditional to modern) the agriculture sector has gone through over the years.

“The agricultural sector in our country has shown tremendous progress over the past 20 years, during which the output from this sector has grown at an average rate of 7.71 per cent per annum, which is BND93 million in 1998 to BND380 million in 2017.

“This achievement is led by the increase in output from two main sectors: livestock and crops farming.

“The output of the livestock sector grew at an average rate of 6.03 per cent per year, from BND66 million in 1998 to BND200 million in 2017.

“Meanwhile, the output from the crop sector, including paddy plantation, grew at an average rate of 4.28 per cent a year, from BND27 million in 1998 to BND60 million in 2017.

“For the fisheries sector, the country has witnessed an encouraging progress. The output of this sector is growing at an average rate of 5.15 per cent per annum, from BND43 million in 1998 to BND112 million in 2017.”

The minister added, “The country also witnessed landscape changes in the development of industries in this sector, particularly in the rapid increase of aquaculture and fish processing industries.

“The aquaculture industry, for example, has shown rapid development. The industry is growing at an average of 16.89 per cent per annum, from BND2 million a year in 1998 to BND17 million in 2017. Meanwhile, the fish processing industry expanded at an average of 14.13 per cent yearly, from BND2 million in 1998 to BND22 million in 2017.

“Therefore, the direction for this sector is geared towards the growth of industrial output based on agriculture and agribusiness through increase in productivity and high technology, not just to meet local requirements, but to drive the development of downstream and domestic value-added, and also to penetrate the export
market.”

The ceremony then continued with a titah delivered by His Majesty.

This was followed with a special lecture by the State Mufti, on the theme of this year’s Knowledge Convention.

Their Majesties then proceeded to the Royal Lounge to sign on the royal parchment for the Knowledge Convention 2018, which was followed with a group photo.
