THE cultural cooperation between Brunei Darussalam and the Russian Federation has a long history and holds great potential.
This was highlighted by Ambassador of the Russian Federation to Brunei Darussalam Vladlen Semivolos during the launch of the Russian Literature Section at the Language and Literature Bureau (DBP) Library on April 1.
The ambassador described the opening of the Russian Literature Section as “a milestone in the cultural cooperation between our two countries”.
“This cooperation has a long history and a great potential. Russia and Brunei are consistently taking practical steps to further strengthen bilateral ties in this area,” he said.
“Our cultural dialogue has a legal basis – in May 2016 we concluded the memorandum on cooperation between the Ministry of Culture of the Russian Federation and the Ministry of Culture, Youth and Sports (MCYS) of Brunei Darussalam.
“This document was signed for a three-year period. It has proved its efficiency and it meets national interests of both Russia and Brunei, and we are working now to extend the term of its application for another three-year period.

“We have realised a number of memorable activities in the field of cultural cooperation in recent years.”
The Russian Ambassador noted that in 2016, in commemoration of the 25th anniversary of the establishment of Russia-Brunei diplomatic relations, the Russian Embassy in Brunei Darussalam organised the ‘Russia: Beauty in Diversity’ exhibition at the Dermaga Diraja Art Gallery in collaboration with the MCYS.
“In May 2018 the embassy together with Bruneian partners organised the ‘World Cup Weekend’ dedicated to the 2018 FIFA World Cup in Russia,” he added. Semivolos also highlighted the visit of a Russian delegation to Brunei last September, led by the First Deputy Chairman of the Russia Muftis Council, Rushan Abbyaso.
During the delegation’s visit, the ‘Traditions of Islam in Russia’ exhibition was launched at the Dermaga Diraja Art Gallery by the Russian Embassy with the support of the MCYS and the Ministry of Religious Affairs.
“The display featured a unique collection of photographic artworks presenting architecture, lifestyle, traditions and customs of the Ummah of [Russia],” the ambassador said of the exhibition. “The positive response to this event from the Bruneian audience clearly demonstrated the strong connection between our two nations and our Muslim communities.
“I would like to emphasise that Brunei was the first country to host this exhibition before it set off on a tour around the world. This fact underscores the importance Russia attaches to its friendship with Brunei.”
He added, “The [exhibition was also] covered in the documentary The Beauty of the Mosques of Russia [aired] by Radio Television Brunei in collaboration with the Russian Embassy last autumn. Amid the growing interest of Bruneians in Russia and its culture, we are happy to open the Russian Literature Section in Bandar Seri Begawan today and share Russian classics with Bruneian readers.”
LEGISLATIVE Council member and Chairperson of the Competition Commission of Brunei Darussalam Yang Berhormat Nik Hafimi binti Abdul Haadii encouraged businesses to conduct their activities in a fair and ethical manner for the benefit of their business growth.
By nurturing healthy competition, businesses can grow by competing on a level playing field to offer more choices, better quality products and services at better prices for consumers, including the government and other businesses, she said.
Yang Berhormat Nik Hafimi made these comments at a dialogue session with the Department of Competition and Consumer Affairs (DCCA) of the Department of Economic Planning and Development (JPKE), Ministry of Finance and Economy yesterday.
Over 20 business representatives from the Anggerek Desa Technology Park (ADTP) community participated. They learnt more about the risks of anti-competitive practices prohibited by the Competition Order, in an effort to promote compliance with the Order.
The DCCA commended on the proactive initiative led by Dynamik Technologies Sdn Bhd in organising the dialogue session, which is in line with the department’s effort to promote business compliance before the Order is enforced.
At the opening of the dialogue, Legal Adviser for Dynamik Techologies Mohamad Hasnalluddin bin Haji Yahya emphasised the importance for the IT business community to learn more about the key anti-competitive conducts prohibited by the competition law, to ensure business plans and commercial strategies are not violating the Order, to ensure compliance in creating a fair and healthy market in Brunei Darussalam.

The Acting Director of the DCCA began the session by highlighting that businesses’ adherence to the Competition Order contributes to markets operating fairly, innovation, productivity and to overall and sustainable business growth and competitiveness, which will bring about benefits to consumers and the economy.
The dialogue discussed various forms of cartels categorised as serious offences, which are per se illegal. These cartels’ activities exist when businesses agree to act together instead of competing against one another.
The four key per se illegal cartels are collusive tendering, price fixing, controlling market and limiting supply of goods to create artificial shortage.
By controlling markets and restricting goods and services, cartels can put honest and well-run companies out of business, while suppressing innovation and protecting their own inefficient members.
This will potentially lead to harmful impact on the market, economy and the consumer welfare in the long-run.
Businesses are therefore advised to protect themselves from unfair and unethical business conducts for their business survival and growth.
The session highlighted the need for businesses to compete independently against one another in the tender process. Collusive tendering or bid rigging is one of the key serious anti-competitive conducts and it has different forms, including bid suppression, complementary bidding and bid rotation.
The session also discussed the leniency provision in the Order, one of the tools to gather evidence in detecting cartels. This provision provides immunity or protection from the Order for the first party who notifies the competition authority of the cartel conduct, provided that the member also meets all other requirements of the leniency programme.
The procedures and requirements will be published in the guidelines.
The Competition Commission of Brunei Darussalam was established on August 1, 2017, as an independent body that is mandated to promote business competition in Brunei Darussalam’s economic landscape through the enforcement of the Competition Order 2015.
The Department of Competition and Consumer Affairs was established on the same day as the secretariat, administrative and investigative arms of the Competition Commission.

The minister also highlighted the fundamental principles of the national education system and Islamic schooling, as specified by His Majesty’s Government, in order to ensure that Islam is taught and disseminated in a proper manner.

This year’s Israk Mikraj celebration carries the theme Prayer Shapes a Pious Ummah.
HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in his titah at the National Level Israk Mikraj celebration for 1440 Hijrah expressed the hope for the teachings of Islam to be accorded more prominence in Brunei.
“Among the principles of Islam that should especially stand out is the call of the Azan for prayers,” said His Majesty.
“How pleasing it would be if the Azan could be extended to public areas to announce the times for prayer, apart from mosques, suraus and religious halls – while also establishing that these sites have places for conducting prayers.
“As a Zikir Nation, the provision of facilities for worship at workplaces and at public centres is a significant element of Islam that must be duly emphasised. With these conveniences at hand, Muslims could easily fulfil their prayer obligations anywhere.
“This is also one means of fulfilling our prayer obligations,” His Majesty added.
Defining it as shared responsibility for everyone, the monarch called on relevant parties to take the necessary initiatives towards accomplishing the goal.

His Majesty said, “I would like to point out that Brunei Darussalam is a delightful country that regularly gives priority to the worship of Allah the Almighty, and guided by the Malay Islamic Monarchy (MIB) philosophy that was instituted centuries ago.
“This philosophy has been essential for the protection and preservation of the rights of the citizens and residents, regardless of their ethnicity or creed. MIB is a venerable concept that has succeeded in establishing an equitable and blissful nation, with a harmonious society.
“The MIB philosophy has also proved congenial towards the world, to the extent that whoever visits this country would gain a memorable experience in enjoyment of the peaceful and harmonious environment, including the warm hospitality.
“This is the essence of Brunei, an MIB nation. Anything other than that is not Bruneian.”
Earlier, His Majesty noted the religious ceremonies being scheduled for the nationwide observance of Israk Mikraj, saying, “Through this auspicious event, we are able to consider and reflect on Israk Mikraj as a most valuable piece of history and a constant guide for the faithful. Various lessons are derived from it, particularly the most fundamental one of them all, concerning prayer and worship.
“Allah the Almighty has stated in Surah Al-‘Ankabut, Verse 45, that ‘Prayer prohibits immorality and wrongdoing’. This highlights the great role of prayer in fortifying and sustaining us in rejecting evil. Therefore, those who wish to be safe and secure from wrongdoing must fulfil their prayer obligations. This is an assurance from Allah the Almighty.
“Accordingly, as Muslims, we are called upon to embrace these blessings, whether they may be blessings in this world – and Insya Allah – in the hereafter, in the form of Paradise.”

“We have seen a good improvement in packaging and consistency (in supply) from the MSMEs (over the past few years),” said How.
“Through the MSME Festival, we are able to sample more local products which we believe can sell well.”
The pitching sessions to local and international buyers are part of the efforts carried out by DARe to further encourage local businesses to sell consistently in markets and not just rely on expos and events which may not be as frequent.
Since the introduction of DARe’s ‘Made in Brunei’ supermarket shelf initiative, which has been rebranded as ‘Bruneian Made’, it carries over 40 different local products being sold in supermarkets.
In addition, to enable local companies to export, DARe is also running a Standards Consultancy programme to equip businesses with international certifications for manufacturing while also bringing local companies to international expos.
DARe also operates 26 industrial sites across Brunei’s four districts for businesses looking to begin manufacturing.

EDUCATION in the 21st Century has become challenging as educators and administrators search for ways to prepare students for the future, said Chung Hwa Middle School, Bandar Seri Begawan (CHMS BSB) Principal Kho Guik Lan.
She noted that schools have initiated preparations to embed skills and bring knowledge enrichment (through authentic context in the classroom) to develop teachers’ skill sets.
In view of this, CHMS BSB conducted the ‘Exploring the Truth of Emotional Stress’ conference to help teachers understand, identify and tackle their emotional vulnerabilities.
The workshop, held as part of the annual professional development programme, was held from March 15-16.
The event allowed teachers to hone their skills, learn about new approaches and technology as well as engage in discussions leading to improved student achievements.

With its goal of delivering quality education, CHMS BSB conducts courses on crucial topics beneficial to teachers and administrators. It is an all-inclusive session, where educators and the management team work together to revisit the school’s vision, set goals and draw out feasible integration of the best approaches in education.
The two-day conference began with a workshop by Benson Lim on ‘Exploring the Truth of Emotional Stress.’ He shared insights on increasing social and emotional competence to enable teachers to learn to challenge/tackle social and emotional trials, and in developing mindfulness to reduce emotional setbacks.
The course helped teachers to regulate their emotions and behaviour during emotionally charged situations, and teachers can promote a positive classroom environment through healthy ways.
The second day saw the CHMS BSB Principal sharing the takeaways from 19th UNESCO APEID Conference and highlighting the key concepts shared at the UNESCO Conference.
Meanwhile, ‘The Leader in Me!’ workshop was facilitated by Assistant Principal Tan Been Tiem and Head of Humanities Kalpana Kishorekumar. The conference allowed teachers to upgrade themselves with knowledge about emotional management skills, as well as learn eccentric leadership strategies and techniques.

THE Fire and Rescue Department (FRD) issued a statement yesterday thanking the Brunei Gas Carriers Sdn Bhd for contributing 20 boxes of mineral water to the personnel of the Jerudong Fire Station.
“On behalf of the Fire and Rescue Department, the Commanding Officer of the Operation Branch ‘F’ conveys his gratitude and thanks to Brunei Gas Carriers Managing Director John Douglas Cook, as well as his staff, for the contribution,” said the statement.
Firefighters from the Operation Branch ‘F’ at the Jerudong and Pengkalan Batu fire stations have been handling 57 reports of forest and bush fires since early March, as Brunei Darussalam enters the second phase of the northeast monsoon season with very limited rainfall.
Apart from renewed warnings on open burning, leaving campfires unattended and tossing lit cigarette butts, the FRD also reminds members of the public to slow down when driving by areas that are affected by forest fire, as the smoke can reduce visibility.
To report cases of open burning, contact 995 or 123. To report vandalism or theft of fire hydrants, contact 993.
