A COLLECTION of local comic artworks is currently on display at the ongoing Comic Art Exhibition 2019 themed Kami Urang Brunei at the Art Gallery of the Dermaga Diraja.

One of these is the much talked about Bapa & Anak artworks, which incorporates Bruneian characters created by Khairul bin Haji Kamis, otherwise known as @Ngatun in his works.

His comic art Bapa & Anak was published in the Media Permata, the main Malay language newspaper in Brunei in 2003. However he discontinued the cartoons after five editions after running out of ideas for the storyline. His works was also published in the Brucert magazine in 2011.

Influenced by Disney animations, Khairul started his comic art passion when he began sketching comic artworks in secondary school, moving on to producing more serious artworks in 2000. His artworks were inspired by Malaysian comics such as Gila-Gila and Gempak, among others.

Recently, some of his friends encouraged him to revive his passion, and he agreed to exhibit some of his latest works at the Comic Art Exhibition.

“When I was thinking about the idea, I wasn’t married yet,” he said of the process of coming up with ideas for his comics. “Then I came up with the idea of a child who is smarter and always helped his father get out of troubles.”

He said his family including his five-year-old son is very supportive of and love his comics work.

“It would be my dream to publish a comic if I can compile a good one and complete a storyline that can be made into a comic,” added the 36-year-old, who works as an assistant operation officer at BruCERT.

“It’s very hard to only get an income from comic artworks. I tried to make a living out of comics earlier in my life and I barely survived, so I feel that it is ideal to have a permanent job and carry on my hobby part-time.”

To help support comic talents in the local creative industry, Khairul said he hopes the Ministry of Culture, Youth and Sports could provide a permanent avenue for local talents to display and expose their artworks.

Members of the public can see Khairul’s works at the Comic Art Exhibition 2019 until April 23.

His artworks can also be viewed on his Instagram page @Ngatun.

Plans to revive Excellent Village Award underway

     Hakim Hayat

PLANS to revive the Excellent Village Award (AKC) for localities nationwide are in the works, and are expected to be launched next year, Minister of Home Affairs Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong said yesterday.

The annual AKC, last held in 2014, recognises villages that demonstrate excellence in community and village socio-economic activities and entrepreneurship, but the minister said the next edition of the awards will also take on a slightly different format and criteria to include other areas besides the One Village, One Product (1K1P) initiative.

He made these remarks during a dialogue session with grassroots leaders, residents and committee members of the Mukim and Village Consultative Councils (MPMK) of Temburong District during his working visit to the district yesterday.

The dialogue was held at the Temburong Community Hall.

He also shared that his ministry has formed a committee that is evaluating the format and criteria of the next edition of the AKC, and will also consult with grassroots leaders to draw more progressive ideas and feedback.

“Once this is done, we will further discuss and summarise the new format and we hope to announce it next year so that villages can work towards achieving the awards,” he added.

One of the AKC’s goal is to give village residents incentives to develop their villages to spur economic activity and generate work opportunities and to further develop villages as a cohesive community.

The minister’s visit to Temburong District yesterday is also part of his series of visits to different districts to encourage more products from different localities to shine and penetrate the market better under the 1K1P initiative.

As Temburong District was chosen to run the 1K1P pilot project in 2006, the minister said MPMK around the district have been successful in enabling different small industries to develop, but reminded that they should not be complacent and remain vigilant to ensure constancy in their products and services and allow improvement, as well as enhance local socio-economic growth.

By looking closer at the 1K1P products created by MPMK here, the minister, who was speaking to the media on the sidelines of his working visit, said he hopes “to encourage the MPMK to further boost their output by giving feedback and suggest ways to enhance quality and meet increasing demand”.

The minister added that he also hopes to see more village residents, especially the youth, to initiate and further boost programmes and activities in their areas through MPMK, especially in the development of the 1K1P initiative to help enhance socio-economic activities and self-sustainability in the areas.

Practising MIB as way of life

Dr Muhammad Hadi bin Muhammad Melayong, Senior Special Duties Officer, Secretariat Office, MIB Supreme Council

BRUNEI Darussalam is a country practising the Malay Islamic Monarchy (MIB) way of life since 651 years ago.

The embracement of Islamic religion began when Sultan Muhammad Shah converted into Islam, but the strengthening of Islam started with Sultan Sharif Ali who became the third Sultan of Brunei, also known as Sultan Berkat (the Blessed Sultan). He was an Amir (Gebnor) of Makkah between 789 AH / 1387 AD until 797 Hijrah / 1395 AD (The post of Amir in Makkah began in the time of Prophet Muhammad (pbuh).

As an experienced leader, he intensified the implementation of Islamic laws based on Al-Quran and Hadith used until the present-day Brunei, even before the implementation of the Syariah Penal Code.

Based on the records of the Salasilah Sultan-Sultan Brunei version Datu Imam Ya’akub said that …Sharif Ali itulah Kerajaan, dinamai akan dia Paduka Seri Sultan Berkat dan Ialah mengeraskan syariat Rasulullah Sallallahu Alaihi wa Sallam dan berbuat masjid’ even said that he was responsible to set the direction of the Qiblah.

The strength of his grip on Islamic teachings and Islamic laws was evident based on the rules he passed during his reign, among them was the severe law imposed to Muslim (both royalty and commoners) who consume non-Halal food and adultery act. (Based on notes in ‘Notes on the Malay Archipelago and Malacca Compiled from Chinese Sources’).

Therefore, Sultan Sharif Ali is one of the pioneers of Islamic thought, culture and Fiqh. He spread Islam throughout Brunei (which was known as Borneo after the coming of the Western powers). He also founded Kota Batu, the old capital of Brunei Darussalam which had been destroyed by Spaniards during the Castilian War in 1578.

Sultan Sharif Ali and his successors implemented Islamic laws including the obligations of prayers which are the pillars of Islam that must be practised by every Muslim. It means that in a short period, he was able to rule the Sultanate according to the Principles of Islamic Syariah.

The glory of the Brunei empire in the reign of Sultan Sharif Ali until his son Sultan Sulaiman, his fifth grandson, Sultan Bolkiah and Sultan Muhammad Hassan, who established the Hukum Kanun Brunei (Brunei’s Law Code), shows the public acceptance of Malay Islamic Monarchy.

A copy of Al-Quran that was backed up to Khalifah Uthman Ibn Affan (Khulafa Ressiden) in the old version of Kofi scripts (original copy saved in Muaiu)

The implementation of Islamic law has created a state of peace and prosperity that is blessed as land of Baldatun Thayyibatun Warrabun Ghaffur that is mentioned in Al-Quran. Holding on to Islamic teachings and laws, Brunei became the centrepiece of Islamic dakwah and trading centre on the island of Borneo.

This is the result of practising MIB as way of life by obedience to Allah the Almighty, the Messenger and the leader (ulil-amri). As the word of Allah in Surah An-Nisa 59 verses which means:

O you have believed, obey Allah and obey the Messenger and those in authority among you. And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the last day. That is the best (way) and best in result.”

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam constantly reminds the people and residents of this country to practise and implement the teachings of Islam to keep the nation safe from the wrath of Allah the Almighty.

His Majesty advised the Muslims of the country to recite Al-Quran as daily practices, not just at home but even in the office every day.

By reading, understanding, and appreciating the content of Al-Quran, a servant will bring himself closer to Allah the Almighty in accordance with the concept of a Zikir Nation. Reading Al-Quran and practising all the teachings contained in it will guide us towards the straight path as mentioned in Hadith narrated by Imam Malik from Muslim bin Yasar Al-Juhari. Rasullulah (pbuh) said:

“I have left among you two matters which will never lead you astray as long as you hold to them: the Book of Allah and the tradition (Sunnah) of His Prophet.”

The adherence to Al-Quran and Hadith in daily life will give birth to individuals literate in words of the Al-Quran.

Those who know the Al-Quran will always be in the guidance and mercy from Allah the Almighty. As Allah the Almighty says in Surah Al-An’am verse 155 which means: And the Quran is a book which We have revealed blessed, so follow him and keep your duty so that you may obtain mercy.

His Majesty prioritises the Taqwa and faith of the people of Brunei to preserve and strengthen the faith since 651 years ago.

History has shown the journey gone through by the Sultans and the people of Brunei in preserving the Islamic way of life and to preserve the purity of Islam. We are entrusted with this obligation in the era of globalisation today to preserve the sanctity of Islamic religion to support the ideals of our beloved King.

The historical scenario of our past can be used as our reference and His Majesty has reminded the people of this country to take lessons from the history of Prophet Muhammad (pbuh) in his journey to spread the teachings of Islam.

We must be patient when facing all the challenges from the outside, especially those who do not understand Islam. We pray to Allah the Almighty for His protection. We also pray that those who have not yet understood Islamic religion may be guided. We sincerely pray so their heart may learn to accept Islam and Allah the Almighty.

Brunei is a peace-loving country with people coming from different races, cultures and religions but mutually unites and respects each other under the monarchy system. Historically, the people of Brunei Darussalam have adhered to Islam whereas other religions have enjoyed freedom of creed and rites that is being practised until the present day according to the Brunei Constitution of 1959. As His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam said in conjunction with the Israk Mikraj celebration in 2019:

Brunei to benefit from Japan’s vision of free and open Indo-Pacific

Message from Special Advisor to Japan’s Prime Minister (National Security) Kentaro Sonoura

BRUNEI Darussalam and Japan have enjoyed excellent relations ever since the former achieved independence in 1984.

The close bond between our two nations is reflected in the relationship between the Bruneian Royal Family and the Imperial Family of Japan.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has visited the Emperor of Japan many times, and the two monarchs maintain a close personal friendship.

It is still fresh in our mind that Their Imperial Majesties the Emperor and the Empress of Japan visited the Embassy of Brunei Darussalam in Tokyo to celebrate the 50th anniversary of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam’s reign.

On this note, Japan is about to enter a new era with the abdication of our emperor and the coronation of the new emperor.

On May 1, we will celebrate the succession of His Imperial Highness the Crown Prince Naruhito as Emperor and Her Imperial Highness the Crown Princess Masako as Empress.

His Imperial Highness the Crown Prince has already formed strong bonds with His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office, attending his wedding in 2004 and maintaining a warm friendship since that time.

Brunei Darussalam and Japan also have a strong relationship based on our common interests. Brunei is an important partner for Japan in regard to energy security, having supplied liquefied natural gas since 1972, and Japan is actively working to help diversify Brunei’s economy with Japanese companies working in many sectors, including methanol production, the biotech and fish processing industries.

Special Advisor to Japan’s Prime Minister (National Security) Kentaro Sonoura

Our foreign minister visited each other in 2018, which is a good example to show that our excellent relations have never been stronger. This collaboration is heavily dependent on stable and secure trade and passage in the Indo-Pacific region which are precisely the core principles of Japan’s vision of a free and open Indo-Pacific.

As Special Advisor to the Prime Minister, I have been travelling around the world to share Japan’s vision of a free and open Indo-Pacific.

This vision derives from our desire to preserve the blessings of the open seas, together with the countries of ASEAN which lie at the “confluence of the two seas”, the Pacific and Indian oceans.

Japan focusses its efforts in three fields to realise the vision. Firstly, we will endeavour to promote and maintain the fundamental principles of international order such as rule of law, freedom of navigation and free trade, which are the foundation of peace and stability in the Indo-Pacific.

It is only through a free and open trade and investment environment that Japan was able to grow.

This is the very same thing that has conferred the prosperity of the present day on the countries of Asia including ASEAN.

Indeed, Japan sees ASEAN as the crown jewel of the liberal international order in Asia.

It has developed a model of multilateralism based upon mutual trust and respect. We should build upon ASEAN’s experience to create a liberal international order throughout Indo-Pacific.

Japan seeks to take a leading position in negotiations that move the region towards rule-based multilateral trade.

We see the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (TPP11) and a Regional Comprehensive Economic Partnership (RCEP) as being vital to this with potential positive outcomes for both Japan and Brunei Darussalam.

Secondly, we will pursue economic prosperity through improving connectivity with quality infrastructure.

To promote free trade, it is essential to improve connectivity because free flow of people, goods, capital and information is the basis for free trade.

We follow the course of prosperity through the quality infrastructure investment to improve connectivity. Japan demonstrates this through assisting with the Southern Economic Corridor and the East-West Economic Corridor.

These are two projects that aim to improve cross border connectivity through Myanmar, Laos, Thailand and Vietnam while creating a land-based pathway for trade between the Indian and Pacific oceans.

Japan’s construction of new roads and bridges will help to significantly increase the volume of commercial traffic and, at the same time, create a reduction in travel times.

Combined with an efficient new customs clearance system, Japan’s contributions will greatly improve trade in the region.

This will benefit Brunei Darussalam equally, as it relies on trade to sustain economic prosperity.

Lastly, we will fulfil our commitment to peace and stability of the region particularly through engaging in efforts such as capacity building assistance as well as cooperation in such fields as humanitarian assistance/disaster relief (HA/DR), anti-piracy, counter-terrorism, and non-proliferation.

The Japanese efforts in these areas include providing patrol vessels as well as capacity building through sending experts and holding technical seminars. Japan is a major advocate of free and open maritime order, with particular focus on the United Nations Convention on the Law of the Sea (UNCLOS).

In this context, Japan Maritime Self-Defense Force (JMSDF) ships including Izumo will visit Brunei Darussalam as part of JMSDF’s Indo-Pacific Deployment (IPD) to seek active contribution to peace and stability in the region and deepen and enhance mutual understanding and trust with countries in the region to realise a free and open Indo-Pacific.

I hope this opportunity will increase our cooperation and improve mutual understanding. Keeping the vision of a free and open Indo-Pacific in mind, the economic opportunities for both our nations are extensive.

Brunei is a big exporter of energy and will stand to gain from the economic benefits from the trade. Security of sea lanes is also important for economic prosperity.

A free and open Indo-Pacific has huge potential for Brunei in terms of trade. With mutual support and cooperation for our common goals, Brunei Darussalam and Japan will benefit greatly.

THERE is a need to “struggle” in performing the dawn prayers to receive multifold rewards from Allah the Almighty.

Those performing mass dawn prayer “will have the perfect light in the hereafter”, and the act “is similar to performing prayers throughout the night”.

These points were highlighted during yesterday’s talk entitled Pejuang Fajar at the Omar ‘Ali Saifuddien Mosque by Special Duties Officer Grade II at the Counselling and Religious Understan-ding Unit, Ministry of Religious Affairs (MoRA) Muhammad Yussof bin Haji Abdul Majid, adding that those who give alms during dawn and perform Istighfar during Sahur will “get the highest reward in heaven”.

He also noted that those who sit until sunrise while reciting zikir, followed by performing two rakaat prayer will get rewards on par to that gifted by performing the Umrah and Haj.

Mohd Aritz Maldini confirmed his place among the golfing elite in the local circuit after carding a two-under-par 70 at the Pantai Mentiri Golf Club.

The teenage sensation is seen as one of the country’s rising stars and his victory marked a shift in power with the seasoned players passing the torch to the younger generation.

The golfer has been on the whereabouts of success when he led the opening weekend with a consistent 69.

There was a little bit of fright when he dropped out of top spot but within close reach of the overnight leader during the penultimate day of the championship.

Only needing a par, he ended the 18th hole with a stylish birdie to cement a place in history in one of Brunei’s most prestigious golfing competitions, which has produced some top names ever to grace the local golfing scene.

The youngster showed signs of separation from the competition after sinking his first birdie in the back nine in the 12th hole, before a final push eventually leading him to a maiden title.

“I am very proud to win the Baiduri Masters,” Mohd Aritz Maldini told the Bulletin.

Mohd Aritz Maldini also donned the coveted Green Jacket which is a symbolic honour for the winner of the tournament, which was presented by last year’s champion Johari bin Haji Ahmad, who is coincidentally his mentor.

Suhaimi bin Haji Ibrahim finished as first runner-up with a score of 72 OCB (on count back) while Pengiran Adam bin Pengiran Atan settled for third spot.

Haji Ramlee bin Haji Jaafar and former Baiduri Masters winner Seruji bin Haji Setia claimed the fourth and fifth spots, with 73 and 74 respectively.

A regional training programme on ‘The Effective Usage of Labour Market Information (LMI) for Guidance on Education and Employment’ began at the Southeast Asian Ministers of Education Organisation (SEAMEO) Regional Centre for Vocational and Technical Education and Training (Voctech) Centre with an opening ceremony yesterday.

A total of 25 participants from the 10 ASEAN member countries are involved in the training programme, which will be taking place until May 2.

SEAMEO Voctech Centre Director Dr Haji Mohd Zamri bin Haji Sabli delivered remarks at the opening ceremony, saying, “This training is very timely considering that TVET has gained much attention at both regional and national levels but at the same time we are still faced with challenges especially on the relevancy of technical and vocational education and training (TVET) programmes.

“By using LMI, we are hoping that we can narrow the gap between the supply (our graduates) and the demand from business and industry (qualified and relevant workforce),” he said. “We have an opportunity before us to learn from experts in this field and I hope you will all walk away from this regional training programme enriched with a better understanding of the use of LMI.

“I believe through this programme, participants will be equipped with the knowledge and skills to carry out proper strategies in gathering LMI, either from the existing statistics generated by other agencies or complementing it with our own efforts that contribute to the success for having a comprehensive and informative LMI.”

He said he was confident that, through this training programme, the participants will be able to make valuable contributions into teaching and learning at your institutions in their respective country.

The centre director noted that various activities to enrich participants’ experience during the training have been prepared, including educational visits to offices in charge for building LMI in Brunei Darussalam, such as the Department of Economic Planning and Development (JPKE) and JobCentre Brunei, as well as TVET provider the Institute of Brunei Technical Education (IBTE).

“To the participants, I wish all to have a fruitful and memorable training here at SEAMEO Voctech Regional Centre and be able to use the knowledge gained during this training programme at your respective institutions in your respective countries,” he added.

PSJD emerged champions of the Al Idrus Football League Championship after defeating Al Idrus FT 6-5 in a dramatic penalty shoot-out at the Track and Field of the Hassanal Bolkiah National Sports Complex last Sunday.

Both sides, who have gained a sterling reputation as traditional powerhouses in the veteran scene, could not be separated in normal times after the scores were tied 1-1.

The Tutong-based outfit exacted perfect redemption after they were knocked out from the Al Idrus FA Cup earlier this season in the quarter-finals against a side gunning for a cup and league double.

But Al Idrus FT received a setback as Haji Hassan bin Haji Damit was not available for the match. The star forward’s importance to the team has been exemplified by his hat-trick heroics in the FA Cup win.

Azmanuddin Haji Gilen, who also bagged a brace in the FA Cup win and a key player in Al Idrus’ attacking ambitions, was another notable absentee. The league top scorer Muhammad Nadzrin Abdullah did not start the match.

With the focus on PSJD captain Tommy Kambang pulling the strings in midfield, striker Haji Annuar bin Haji Seidil broke the deadlock just a minute into the second half.

Ishak bin Ibrahim cancelled out his opener five minutes later, which turned out to be the final goal of the game in normal time before the tie was decided by penalties.

SM FC and RB Veteran, the two teams that enjoyed deep progress in both competitions, shared third place in the competition as losing semi-finalists.

SM FC also finished as runners-up in the FA Cup while RB Veteran finished among the last four teams in the two contested competitions.

Meanwhile, for the individual awards, Md Shahruni Haji Bungsu was named the best player while Muhammad Nadzrin scooped the top scorer award with 20 goals.

Each player in the veteran league has been categorised depending on their age and individual awards were also given to the various groups for best player in the league overall.

The best players were SM FC’s Suandi Haji Ismail in the veteran category, PSJD’s Tommy Kambang in the master category and SM FC’s Metusin Sumpong in the grand master category.

Riwayat FC, who accomplished a record for the biggest win in the tournament, was named as the league’s fair play team.

BND3,000 boost for YASKA

A TOTAL of BND3,000 was donated to the Children’s Cancer Foundation (YASKA) from the British High Commission in Brunei Darussalam and Relentless Entertainment Brunei yesterday.

The donation was part of proceeds from the Joss Stone Charity Gala Performance in February. The mock cheque presentation was held at Paediatric Oncology Ward of the Women and Children’s Centre, Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital.

British High Commissioner to Brunei Darussalam Richard Lindsay presented the donation to Vice Chairperson of YASKA Tsara’ Nawwarah binti Abdullah Chen, who is also the Occupational Therapist at the Paediatric Oncology Ward.

Founders of Relentless Entertainment Brunei Amy Cheong Sui Ying and Mardi Hedus along with Paediatric Oncologist from RIPAS Hospital Dr Hajah Norehan binti Haji Johari also attended.

Prior to the cheque presentation, the high commissioner toured the Paediatric Ward to learn more about YASKA’s role in supporting the patients and their families.

“We are delighted that we were able to combine a great cultural exchange event and raise funds for an important charity. At the same time, it is always important to give back to society,” the high commissioner said.

YASKA is a non-governmental organisation that provides information and support for children diagnosed with cancer and their families.

RIPAS Hospital has provided treatment for children with cancer since the 1980s. A dedicated Children’s Oncology Team was first established in 2004, under the guidance of DP Dr Lim MK, comprising a medical officer and three nurses. Since then, the number of nurses at the section has increased. The Paediatric Oncology Ward has since moved into the Women and Children’s Centre of RIPAS Hospital.

The ward, dedicated solely to the care of children with blood and cancer diseases, houses 10 single rooms, one multisensory room, a four-bedded bay area, one outpatient clinic, a toy library, a classroom, and a resource centre for the children and parents.

The Occupational Therapy Unit conducts play therapy sessions for the children to aid their recovery, while an onsite teacher from the Special Education Unit, Ministry of Education, helps the children keep up with their school work.

In the past 10 years, 139 child cancer patients had been reported in Brunei Darussalam. An average of 10 to 15 cases is referred to YASKA every year, with leukaemia accounting for more than half the cases. The remaining include brain tumours, bone tumour, lymphoma, soft tissue sarcoma, and Wilm’s Tumours, among others.

Children afflicted with cancers – and their parents – can often feel very alone in their fight against the disease. They usually feel lost when faced with the enormous weight and task of treatment and therapy.

The opening of the Children Oncology Ward is therefore a particularly important and a beneficial step forward in helping the children and their parents.
