Environment ministers call for unity in fight against climate change

ENVIRONMENT ministers yesterday during the 2nd Asia-Pacific Rainforest Summit (APRS) held at the International Convention Centre in Berakas highlighted the need to work together to combat climate change through the protection and conservation of rainforests in their respective countries.

In the keynote address of Asia-Pacific government speeches during the second day of the APRS, Constancio Pinto, Minister of Commerce, Industry and Environment of Timor Leste, highlighted that as a new born country in the region, Timor Leste still faces significant problems on a national level.

The minister said, “The lack of access to alternative energy solutions in communities, unsustainable agriculture practices such as slash and burn methods and unsustainable livestock production as well as expanding harmful industrial activities in forest areas are major challenges for the government in efforts to protect our forests.”

“Many local communities face poverty and lower income levels, so that they are forced to resort to cutting trees to use and sell firewood or to open up new land to practise agriculture. Therefore, it is essential for the leaders in this region to assist each other through capacity development and financial assistance to reduce degradation of our pristine rainforest areas in the Asia-Pacific region. Aside from that, to protect and conserve the rainforests and use their resources sustainably requires political commitment from the leaders in this region,” he said.

Meanwhile, Matai Seremiah, Minister of Agriculture, Livestock, Forestry, Fisheries and Biosecurity of Vanuatu, touched on his country’s exposure to global climate change and Vanuatu’s vows to protect the rainforests.

Development and management of Vanuatu’s forests, he explained, “Is guided by Forest Policy and the sustainable development policies and plan currently in development. Apart from the requirement for sustainable management of the natural forest, the policy requires Vanuatu to establish 20,000 hectares of planted forests by 2020. Achieving this target will place Vanuatu on the route to self-sufficiency in forest products. To achieve this target, Vanuatu has endorsed the Planted Forests Act in 2015 to facilitate development of planted forests.”

Matai Seremiah added, “It is true that we are from different nations, but forests that occur in rainforest nations have only one name, known as Rainforests. Vanuatu will continue to require financial and technical resources to enhance its ambitions towards achieving sustainable landscape management.”

Vaeno Vigulu, Permanent Secretary of Ministry of Forestry and Research from the Solomon Islands meanwhile spoke on the country’s initiatives in conserving forests.

He said, “The Solomon Islands have allocated several blocks of forests for conservation, including one of the biggest uninhabited island in the South Pacific, called Tetepare Island. More forest areas currently conserved are going to be officially declared as protected forests for biodiversity management and ecotourism. Large forest protected areas are critical to allow terrestrial biodiversity to live and recover, which has great spillover benefits for the region and the world, helping island rainforests to maintain their critical ecological functions and as an effective carbon sink.”

This 2nd ASPR, he said, “Offers an unprecedented opportunity to once again make a commitment to take heed of scientific findings about anthropogenic changes to climate, and act collectively to accelerate the overall effort to combat climate change through mitigation and adaptation through sustainable management of the rainforests and rehabilitation where natural recovery process failed.”

Bounkham Vorachit, Vice Minister of Natural Resources and Environment, Lao PDR, in her speech called for the private sector involvement in forest rehabilitation activities.

Osea Naiqamu, Fiji Minister for Fisheries and Forests, said, “Adaptation to climate change is an area that will be needing our very close attention, as the effects of climate change has the potential of undermining current national development efforts.”

Steps have also been undertaken with forest owning communities in collaboration with the private sector, non-government organisations (NGOs) and development partners, in the protection and conservation of their forest resources through capacity building and identification of alternative economic opportunities. This has received a lot of support and interest from local communities.

Yin Kim Sean, Secretary of State of the Ministry of Environment Royal Government of Cambodia, in his speech said, “Cambodia looks forward to collaborating with the global and Asia-Pacific community, our regional neighbour countries, development partners, civil society and the private sector.”

‘Put people first’ in forest management

RAINFOREST restoration is not the sole responsibility of the government as everybody in the society has a stake in forest conservation and protection.

This was highlighted by Dato Seri Setia Awang Haji Ali bin Haji Apong, Minister of Primary Resources and Tourism, in his closing remarks on the final day of the 2nd Asia-Pacific Rainforest Summit 2016 held at the International Convention Centre yesterday.

The two-day summit has emphasised the need to ‘put people first’ in the initiatives as they are in the forefront of forest management and among the key drivers of change that will lead to forest sustainability.

“We need to strike the balance between conservation and economic portfolios to protect the interest of our forest dependent communities.

“We have champions in community-based forestry in the Asia-Pacific region as we recognise their important contribution to local economy, to sustainable forest management and to sustainable development,” he said.

However, the role of government institutions is very important as well to help develop appropriate policies and strategies in creating a favourable environment to practice sustainable forest management.

“I hope that we were able to influence policy-makers and forest managers in developing these strategies back in our home countries,” the minister said.

He also said there is still a need to promote more partnership for there is strength in pooling resources together.

“The government, the private sector, non-government organisations and support groups should share their expertise and act as a whole in the conservation of our ecosystems,” he said.

He hopes that the summit gave leaders the opportunity to widen their networks and meet new partners, not only from the government sector but also private sector counterparts.

The summit has become an ideal venue of finding solutions and offer support that strengthens the positions in responding to the global issue of climate change and rainforest degradation.

The minister said the output from the summit can be used for the common good and to respond to the aspiration of sustainably managing the rainforest ecosystem.

He said he fully supported the shared responsibility agreed during the summit in protecting rainforests. This include the integration of resources and climate responses, the facilitation of funds for action, the conservation of forest to support business operations, the participation from all stakeholders, and the proper valuation of first and firsts resources reflecting the concerted efforts.

“What happened during the last two days would further our knowledge and information to further our national forest goals and at the same time working out our Nationally Determined Contribution commitments under the Paris Agreement,” he said.

Financing for rainforest conservation and REDD (reducing emissions from deforestation and forest degradation), along with opportunities for public-private-people partnerships (P4) was also discussed during the summit.

SUAMPRIPAD celebrates Golden Jubilee

THE Raja Isteri Pengiran Anak Damit Girls Arabic Religious Secondary School (SUAMPRIPAD) yesterday celebrated the golden jubilee of the laying of its foundation stone on June 13, 1966 with a thanksgiving ceremony held at the school’s multipurpose hall.

The guest of honour was the Minister of Religious Affairs, Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman.

The Principal of SUAMPRIPAD Ustazah Hajah Rusidah binti Haji Talip said SUAMPRIPAD was founded by Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien ibni Al-Marhum Sultan Muhammad Jamalul Alam and was among the first Arabic and religious schools to be built in Brunei.

Since its establishment, SUAMPRIPAD has received a total of 5,353 students and seen several building extensions, she said.

She said the ceremony was held to commemorate the contribution Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien in the development of Arabic and religious education in the country.

She said the ceremony also honoured the services and dedication of former officers and teachers of SUAMPRIPAD as well as aimed to foster ties among members of the school community.

She urged all members of the school community to continue to work together and provide strong commitment as well as work with sincerity and responsibility to achieve the school’s vision and mission.

The ceremony also saw the launching of the An-Nur Magazine 50 years Special Edition, which was followed by stage performances by students of SUAMPRIPAD.

The event also saw the presentation of special awards to a total of 18 former principals of SUAMPRIPAD, 42 recipients of Ja’izah At-Tamayyuzi Fil-A’Mal, the first woman to receive her degree at Al-Azhar University Al-Azhar, 12 recipients of Pingat Indah Kerja Baik and 14 recipients of the Pingat Dan Anugerah Kebangsaaan Negara Brunei Darussalam.

The guests also visited a mini exhibition and the school’s bazaar.

Also present were Pehin Siraja Khatib Dato Paduka Seri Setia Dr Ustaz Haji Awang Yahya bin Haji Ibrahim; the Deputy Minister of Education, Pengiran Dato Paduka Haji Bahrom bin Pengiran Haji Bahar; the Deputy Minister of Religious Affairs, Dato Paduka Awang Haji Abdul Mokti bin Haji Mohd Daud; members of the Legislative Council, as well as permanent and deputy permanent secretaries.

Call to ensure continuity of Arabic and religious schools for human capital development

ARABIC and religious secondary schools have been in existence in Brunei for over 50 years, and are constantly being developed under the patronage of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

This was highlighted by Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, the Minister of Religious Affairs, during his speech at a thanksgiving ceremony held yesterday on the 50th anniversary of the foundation-laying for the Raja Isteri Pengiran Anak Damit Girls Arabic Religious Secondary School (SUAMPRIPAD).

“Right now, our task is to look forward. We need to ensure the continuity of Arabic and religious secondary schools, for a positive impact on the development of human capital in the country,” he said.

Currently, there are seven Arabic and religious secondary schools in Brunei, with a total of 4,642 students, which the minister said is a sign of the public’s growing confidence in Islamic education.

“The direction and establishment of Arabic and religious secondary schools should constantly be developed with successful results,” he said, adding that His Majesty has consented to the establishment of a committee for the inspection and review Arabic schools.

The committee will ensure that Arabic schools are established in accordance with the titah of Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien ibni Al-Marhum Sultan Muhammad Jamalul Alam, the late father of His Majesty, during the foundation-laying of two Arabic schools in 1964 and 1966, respectively.

Later, His Majesty adopted the same stance in his titahs made on July 14, 1979, November 23, 1991 and July 15, 1992.

“Our task is in ensuring that Arabic and religious schools are being developed in accordance with the titah of His Majesty, particularly the titah made during His Majesty’s visit to the Special Meeting of the Brunei Islamic Religious Council on February 27, 2016,” said the minister.

The minister concluded his speech by stating that Arabic and religious schools in Brunei are equipped with appropriate education policies, which should act as guide for the current crop of students, and help them to face future challenges.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam bestowed honorary medals on a total of 235 recipients, in a State Investiture Ceremony held yesterday at the Balai Singgahsana Indera Kencana, Istana Nurul Iman, in conjunction with His Majesty’s 70th birthday celebrations.

Accompanying His Majesty to the ceremony were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince Haji Jefri Bolkiah; and His Royal Highness Prince ‘Abdul Malik.

The first honorary medal was the Most Honourable Order of Seri Paduka Mahkota Brunei, Third Class (SMB), which was bestowed on 28 men and 14 women, from various government ministries and departments, as well as from the private sector.

Among the first to receive the SMB honorary medal were Haji Dennie bin Haji Abdullah, the Senior Assistant Commissioner of Police; Mohammad Irwan bin Haji Hambali; Dr Azman bin Ahmad; and Salminan bin Haji Burut.

Meanwhile, seven men and four women from the Ministry of Religious Affairs received the Most Eminent Order of Islam Brunei, Fourth Class (SUB).

Among the recipients were Dr Haji Adanan bin Haji Besar, the Acting Ra’es of Religious Teachers University College of Seri Begawan (KUPU SB); Pengiran Anak Dr Haji Amiruddin Alam Shah bin Pengiran Anak Haji Ismail; Haji Muhammad Bahrin bin Haji Alias; Hajah Hadiyati binti Haji Abdul Hadi; Hajah Siti Mastura binti Haji Mahmud; Hajah Nurul Akmalina binti Haji Yahya; and Siti Huzzaimah Yadey binti Haji Rosli.

The Most Blessed Order of Setia Negara Brunei, Fourth Class (PSB) was presented to 96 men and 73 women.

Leading the line to receive the honorary medal from His Majesty were Yang Amat Mulia Superintendent Pengiran Anak Haji Mohd Saifullah bin Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris; and YB Awang Haji Jumat bin Akim, a member of Legislative Council.

Also in the line were Captain Sharifah Czarena Suriany binti Syed Hashim, Senior First Officer Sariana binti Nordin and Senior First Officer Dayangku Nadiah binti Pengiran Khashiem – the female pilots of Royal Brunei Airlines.

The Most Eminent Order of Islam Brunei, Fifth Class (PUB) was bestowed on 17 personnel from the Ministry of Religious Affairs.

The ceremony concluded after a reading of the Doa Selamat by Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

The event was also attended by Pengiran-Pengiran Cheteria, Cabinet Ministers, Pengiran-Pengiran Peranakan, Legislative Council members, state dignitaries, ambassadors, permanent secretaries, department heads and senior government officers.

Fakhri named Brunei flag bearer for Rio Olympics

MOHD Fakhri bin Haji Ismail has been named as Brunei Darussalam’s flag bearer for the opening ceremony of the Rio Olympics at the Maracana Stadium on August 5 in Brazil.

The sprinter has been scheduled to take part in the men’s 100m event at the Estadio Olimpico Joao Havelange, the home of athletics at the Rio Olympics.

Md Fakhri will be carrying the national flag during the Parade of Nations which will thrust the Brunei Darussalam contingent including fellow athletics competitor Maizurah Abd Rahim and badminton player Jaspar Yu Woon Chai under the global spotlight.

The 25-year old will only be the fifth flag bearer to represent Brunei in the Olympics and the fourth competitor who contests in athletics.

“I feel honoured to be selected as mostly the honour of carrying the national flag is reserved for top athletes,” Mohd Fakhri told the Weekend Bulletin yesterday.

“I am very fortunate to be chosen as a flag bearer and probably this is an once-in-a-lifetime opportunity of carrying the flag at the Olympics which is a major event.

“It will be a memorable and a beautiful moment which I will never forget,” he concluded.

Md Fakhri first grabbed headlines after breaking Mohd Arman Haji Sanip’s 18-year old record after clocking a time of 10.61s in the 100m at the Perak Open Athletics Championships just before the SEA Games in Singapore.

The 25-year old runner, who broke into the national team after beating a runner during the Inter-Ministry Sports Festival in 2012, bettered his national record with a time of 10.59s to book a place in the 100m finals at the SEA Games.

Having gained recognition after his breakthrough in the regional scene, Md Fakhri brought his success to the international scene after qualifying for the 100m heats in the IAAF World Championships in Beijing last August.

The Brunei sprinter rubbed shoulders with Olympic frontrunner Usain Bolt during the heats in an once-in-a-lifetime opportunity and now both are in the same city and in the same tournament.

Brunei Darussalam will be the 29th nation to parade at the Maracana Stadium which turn of appearing in front of a worldwide audience is based on alphabetical order of the host country.

In keeping with Olympic traditions which began in 1896, Greece will be the first country to walk out and Brazil will be the last.

Michael Phelps, the most decorated Olympian of all time, will fly the flag for the United States after a vote by fellow US team members.

The opening ceremony of the Rio Olympics will get underway at 7am today n Brunei.

DPMM FC impress to edge league leaders Albirex

DPMM FC produced one of the finest results in this season’s S League after a 2-1 victory against league leaders Albirex Niigata (S) at the Hassanal Bolkiah National Stadium last night.

The home victory blew the race for the S League title wide open after second-placed Tampines Rovers FC who won last night have closed the gap on league leaders by a single point.

The hosts created a decent opportunity to take the lead after Rafael Ramazotti connected Helmi Zambin’s cross but his header rattled against the crossbar.

Atsushi Kawata beat a marker before finding his shot straight at the arms of DPMM FC goalkeeping custodian Wardun Yussof.

The Gegar Gegar men played a through ball for the onrushing Maududi Hilmi Kasmi and after the last defender was unable to close the winger down, Maududi rounded Albirex’s goalkeeper Yosuke Nozawa was tripped.

Ramazotti coolly tucked away the penalty to give the reigning S League holders the lead in the 28th minute.

The visitors looked threatening instantly and a deceitful pass for the player in the widest position occupied by Masaya Jitozono was critically thwarted.

THE Brunei Darussalam contingent at the Rio Olympic Games received a morale boost when His Royal Highness Prince Haji Sufri Bolkiah, who is also President of the Brunei Darussalam National Olympic Council, paid a visit to the athletes at the Games Village and watched training sessions.

The athletes are Mohd Fakhri bin Ismail (100m sprinter), Maizurah binti Abdul Rahim (200m sprinter) and shuttler Jasper Yu Woon Chai.

His Royal Highness was received by Dayang Umi Kalthum binti Haji Abdul Karim, Chef de Mission of Brunei’s contingent.

His Royal Highness mingled with the Brunei’s athletes and joined the team for lunch at the Games Village’s hall.

His Royal Highness Prince Haji Sufri Bolkiah also signed on the Message Board of the Olympic Games Village 2016 Bara de Tijuca, Rio de Janeiro.

DST wraps up ‘Ihsan Kasih’ in Brunei-Muara

DST had spread some Hari Raya cheers to more 1,200 special needs individuals from the Brunei-Muara yesterday with the final “Ihsan Kasih” Hari Raya celebrations held at the Plenary Hall, International Convention Centre (ICC) in Berakas.

Among the guests invited were special needs individuals registered under Pusat Ehsan Al-Ameerah Al-Hajjah Maryam, Pusat Bahagia, Learning Ladders Society, Smarter Brunei, the Centre for Children with Specials Needs (KACA) and Special Education Unit (SEU) under the Ministry of Education.

After the festivities on Friday, July 22 in Temburong and Friday July 29 in Tutong and Belait, the four-district festivities ended in the Brunei-Muara District. In total, DST joyfully celebrated Hari Raya Aidilfitri together with over 2,000 individuals in Brunei-Muara, Belait, Tutong and Temburong districts.

Present as guest of honour for the event was Haji Suhaimi bin Haji Hussain, Chief Executive Officer of DST.

Also in attendance were Rostinah binti Pehin Orang Kaya Seri Sura Pahlawan Dato Paduka Haji Mohd Tahir, Acting Director of the Department of Community Development (JAPEM); Haji Abdul Alim bin Haji Othman, Managing Director of KACA; Haji Ahmad bin Haji Abdul Rahman, Policy and Planning Trustee, Board of Trustees of Pusat Ehsan Al-Ameerah Al-Hajjah Maryam; Malai Haji Abdullah bin Malai Haji Othman, President of SMARTER Brunei; Dr Sharina binti Haji Yunus, President of Learning Ladders Society; and Haji Ali Yusri bin Haji Abdul Gapor, Acting Head of Special Education Unit under the Ministry of Education.

The highlight of all the festivities included special performances by the children from the various centres. Another joyful highlight of the event was the appearance of various mascots, where guests especially the children had the opportunity to take photos with their favourite characters.

The last activity of the event was the distribution of green packets from DST, presented by members of DST’s senior management to the children accompanied by their parents and guardians.

Call for entrepreneurs to attend National Business Council roadshows

ASPIRANT local and permanent resident entrepreneurs particularly amongst the youth are being encouraged to attend upcoming roadshows of the yet to be established National Business Council of Brunei Darussalam.

A press conference was held yesterday by some of the founding members of the council which would be otherwise known as the Majlis Perdagangan Kebangsaan Brunei Darussalam where they discussed on the aims and objectives of the roadshow which are mainly to disseminate information to the public while to hear their opinions on starting a trade association to represent the whole commercial industry and businesses in the Sultanate.

Dr Haji Mohd Hatta bin Haji Zainal Abidin and (Dr) Haji Mohd Shah bin Haji Ahmad both established tycoons based in Brunei expressed their wish to uphold His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and the government towards enhancing the economic activity of businesses, industries and small medium enterprises which encompasses the locals and permanent residents in the country.

During the conference, it was informed that the first roadshow will be held at the capital on Saturday, August 13 at 10am with the venue yet to be announced.

“We hope to create a conducive platform for entrepreneurs whether established or still in the learning phase where they can have the ability to discuss and learn from each other and hopefully support each other’s growth,” stated Dr Haji Mohd Hatta as he emphasises that registration for members of the council is open to any individuals who have an interest in starting a business, those who are already established and even those who are already deemed successful.

“Even though we are targeting to build a new generation of entrepreneurs, we still need the experience of the successful business persons in Brunei to help strengthen the council’s cumulative knowledge as members are welcome to contribute ideas,” added Dr Haji Mohd Hatta.

(Dr) Haji Mohd Shah during the conference promised that there will be transparency amongst members towards mutual development and will be kept in the loop about any unsuccessful businesses. He also highlighted that with a unity of local and permanent resident businessmen and entrepreneurs alike, the council aims to one day represent the nation in Asean level activities such as the Asean Economic Community.

They jointly explained that for now, the aim is to get members to participate in the council and appoint the core positions democratically where only then they will be able to formally establish the council and decide their next move.

Brunei law student chosen for Fulbright programme

THE Embassy of the United States of America, in Bandar Seri Begawan, announced yesterday that law student Dayangku Nadeeya binti Pengiran Haji Mohd Salleh was chosen as the latest recipient of the 2016 Fulbright Foreign Student Programme.

Dayangku Nadeeya will be studying for a Master of Laws (LLM) at Columbia University in the city of New York, where she will draw from her professional experience in the Legal Department at PetroleumBRUNEI to develop a further understanding of International Law, with a focus on Arbitration.

US Ambassador to Brunei Darussalam, Craig Allen, recently met with Dayangku Nadeeya to congratulate her on the award and said, “Through opportunities such as the Fulbright programme, our most prestigious educational exchange programme, Bruneians are able to realise their academic aspirations at some of America’s finest schools. I am always impressed by our Bruneian Fulbrighters who represent a wonderful mix of professionals from both the public and private sectors, and who have gone on to contribute greatly to the country’s development and prosperity.”

On receiving the award, Dayangku Nadeeya said, “Columbia is a renowned law school with professors who regularly contribute to the shaping of international law, not just through their roles as academics but more importantly through their practice. Oftentimes, the international law aspect is overlooked during the negotiation of contracts, resulting in issues cropping up unexpectedly during the course of contract operations. I hope that the specialisation in international law will bridge this gap for a fuller understanding of all contractual issues.”

Now in it’s 70th year, the Fulbright programme has provided over 370,000 participants with the opportunity to exchange ideas and observe each other’s cultures and political and economic institutions. The programme was established in 1946, under legislation introduced by the late Senator J William Fulbright of Arkansas, and is administered by the Department of State and the Institute of International Education (IIE).

Around the globe, Fulbright alumni include 33 current or former heads of state or government, 54 Nobel Laureates, 82 Pulitzer Prize winners, 29 MacArthur Foundation Fellows, 16 Presidential Medal of Freedom recipients and thousands of leaders across the private, public, and non-profit sectors.

One of the earliest Bruneian recipients of the Fulbright grant in 1986 was Pehin Orang Kaya Seri Utama Dato Seri Setia Awang Haji Yahya bin Begawan Mudim Dato Paduka Haji Bakar, the former Minister of Industry and Primary Resources.

AMBD introducing Collateral Registry System

AUTORITI Monetari Brunei Darussalam (AMBD) is introducing the Collateral Registry System, which is an online system that will allow the registration of secured interest of a movable property.

The introduction of the Collateral Registry System is in line with the promulgation of the Secured Transaction Order (STO) earlier this year 2016.

This Order will commence on the “go-live” date of the system, which is scheduled to be in December this year.

Brunei Darussalam is the first Asean member country to introduce a Collateral Registry System, which will improve the ease of getting credit in the country.

This initiative is part of a series of reform measures which will also to improve Brunei Darussalam’s position in the World Bank’s Ease of Doing Business Ranking, supported by the PENGGERAK, Prime Minister’s Office, and the ‘Ease of Doing Business’ (EODB) Steering Committee.

The Collateral Registry System will centralise all movable properties (assets), which are secured for loans, and subsequently, facilitate and encourage the flow of credit.

Obtaining a loan will be relatively easier for SMEs, companies and individuals, as they can secure their assets against their loans to the banks.

The banks will also be encouraged to give out loans, as they can enforce the assets, in cases of non-payments of the loans.

This method of financing will encourage economic activities and help stimulate growth to the national economy.

AMBD, recently signed a contract to build the Collateral Registry System, with IOS Partners, a vendor from the United States of America, who specialises in the development and implementation of projects on Collateral Registry in different countries all over the world.

For the next few months, AMBD will continue to meet and engage with the relevant stakeholders, such as banks, finance companies, relevant ministries and government departments, Darussalam Enterprises (DARe), Chambers of Commerce and other potential clients and stakeholders to introduce the Collateral Registry System in more detail.

New book by Prince Mohamed ‘Sana’a to San José: 1984-2015’

ON MONDAY, August 8, 2016, the latest book by His Royal Highness Prince Mohamed Bolkiah goes on sale.

It is a record of His Royal Highness’ work during the 30 years in which he represented the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, as Minister of Foreign Affairs and, later, as Minister of Foreign Affairs and Trade.

As its title suggests, ‘Sana’a to San José: 1984-2015’ presents more than a local perspective.

Its focus throughout is on Brunei Darussalam’s relations with the international world of over 200 independent nations.

It sets out to show how a very small nation has made a positive, constructive contribution to this world.

It takes inspiration from the 1984 address by His Majesty on the occasion of joining the United Nations.

It identifies our principal points of international reference as regional, spiritual and global, through the Association of Southeast Asian Nations (Asean), the Organisation of Islamic Cooperation (OIC) and the United Nations (UN).

Throughout the 30-year period, His Royal Highness stresses the consistency of Brunei Darussalam’s approach to world affairs, from which the country has never veered.

That consistency has remained since the 1984 address to the UN.

In fact, in every detail, the address could be delivered today in its entirety, with not a principle, nor underlying policy, changed.

His Royal Highness sums it up modestly by saying, “that, I feel, represents a good contribution from a very small country.”

In today’s world, however, which is often defined by extremism, divisiveness, uncertainty, corruption, terror and hatred, Brunei Darussalam’s continual insistence upon reason, values, honesty, inclusiveness, support and respect, may well be judged by many as a remarkable contribution.

His Royal Highness sets out this policy using His Majesty’s 1984 UN Inaugural Address and continually refers to its defining principles.

He intersperses commentary in a presentation of his own speeches delivered all over the world.

He sees three clear developments in Brunei Darussalam’s approach to regional, spiritual and international affairs.

He begins with the period in which we established our identity.

He continues through the often desperately challenging period of world economic, political and often bitterly divisive social crisis in the Post-Cold War era.

He concludes on a note of confidence in a future which sees his country able to contribute to and utilise the world’s institutions as valuable points of reference in the search for peace and stability in the interest of all people.

It is a serious, respectful account of how a small nation can offer a positive, consistent contribution to world affairs whilst never surrendering the values of its own faith and its unique system of government.

Three themes run through the book.

Firstly, the deep and consistent values of Islam which, His Royal Highness demonstrates, are clearly not in any way in conflict with modern thought and with other faiths.

Secondly, it proclaims the international values held by all members of the international community and demonstrates that a 700-year-old monarchy, such as Brunei Darussalam, can be among the most prominent in promoting those values.

And thirdly, as in his previous book, ‘Association’, it shows how vital the regional association of Asean was in giving these values credibility and showing the vital need for them in the modern world.

‘From Sana’a to San José’ is the fifth book published by His Royal Highness Prince Mohamed Bolkiah.

His previous books are: Time and the River (2000); Remember…Remember The 8th of December (2007); Southeast Asia – More than a Matter of Geography (2008); and Association (2013).

His Royal Highness was one of the longest serving ministers in the modern era. He was Minister of Foreign Affairs, later on adding the Minister of Trade to his portfolio, from 1984 to 2015.

In spite of the countless problems facing the international community in a “Globalised” world, His Royal Highness has always shown himself to be a realist who is also an optimist and a Muslim and, at the same time, a complete man of the world.

THE 31st Olympic Games was launched by Brazilian Acting President, Michel Temer.

The opening ceremony was held at Maracana Stadium.

In attendance to watch the ceremony was His Royal Highness Prince Haji Sufri Bolkiah, President of the Brunei Darussalam National Olympic Council.

About 10,000 participants are participating In the Olympic Games this time.

Pokemon GO now available in Brunei

POKEMON. Have you caught them all? If not, you can finally start, because Pokemon GO is now live in Brunei.

Initially released in selected countries early last month, the free-to-play location-based augmented reality game has become a global phenomenon, with millions of users already online, and it has now made its way to Asia, including Brunei on iOS and Android.

The announcement of Pokemon’s GO’s highly anticipated arrival in this part of the world was announced yesterday by the game’s developers, Niantic, on the game’s official Facebook page.

“Trainers in 15 new countries and regions across Asia and Oceania can now officially download Pokemon Go from the Play Store or App Store. Discover Pokemon in the world around you,” reads the Facebook post.

The countries and regions include: Brunei, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand, Vietnam, Taiwan, Papua New Guinea, Fiji, Soloman Islands, Federated States of Micronesia and Palau.

In the game, players create an avatar which moves through the in-game map as players move within their real world surroundings. While walking around, players will encounter Pokemon (Pocket Monsters) which they can then attempt to capture using in-game items called Poke Balls.

Real-world geographical locations and landmarks also have significance in the game, with certain locations used as PokeStops, which provide players with useful in-game items, and Pokemon Gyms, which serve as in-game battle locations.

Following its launch in Asia yesterday, Brunei has seen a multitude of users take up the challenge of catching all the Pokemon they can.

Speaking to the Sunday Bulletin yesterday, local Pokemon GO users shared their delight at finally being able to use the app, though at the same time urged people to be careful and mindful of their surroundings while using it.

One such local player named Azi said, “It’s exciting to know that we are able to participate in this worldwide phenomenon.”

“It’s definitely a lovable game, because it’s so exciting to see people get so enthusiastic over a brand that was established 20 years ago,” she said.

She advised, however, that like with any mobile application, people shouldn’t be using it while driving. “Just as the Pokemon disclaimer says, be wary of your surroundings and please be careful.”

Khairul, another local player, said, “The wait was worth it. At first I thought that the hype died, but that moment when you stumble upon a rare Pokemon, you get so excited and feel like a kid again.”

“I’m loving it, but I feel that people should remember to be respectful at landmarks that are Pokestops,” he said, before adding, “be safe, and be responsible while playing.”

Hariz, who works in ICT, shared, “I was really hyped about Pokemon Go being released on the second day of Hari Raya, but was pretty sad to find out that Brunei didn’t have any Pokemon Go servers.”

“I was really happy when I found out that it was finally up in Brunei. I was worried we would never get to play it.”

“So far the game is awesome. It’s not perfect, but it’s an all new experience for both old and new Pokemon fans. I’m happy to see malls like Times Square filled with people walking around playing Pokemon Go with their phones.”

“I like how it’s actually helping people get out of the house more, but it can be quite distracting, so I advise other players to keep aware of their surroundings while using the app,” he added.

Another local player to share his thoughts was Najib, who said, “Pokemon GO is fun and it takes you out to places you’ve never been, and gets you out of the house – a little Kenali Negara Kitani (KNK) in Brunei.”

Sports enthusiast Yamin also commented, saying, “It’s great. Me being a sportsman myself, this makes my jogs and hikes more interesting.”

Diyanah also plays Pokemon GO, and she said, “I’ve never been to the places that Pokemon GO has let me find. It’s a breath of fresh air.”

One more player, Marin, shared, “I’ve met a lot of people who are playing it outdoors at places like parks. I saw three-four groups. It’s like a safari.”

Islamic Da’wah Centre donates to the less fortunate

BRUNEI is a country known for its affluent society and affordable electricity tariffs but there are still citizens who cannot afford this basic modern living necessity.

One of the many efforts of the Islamic Da’wah Centre in helping to ensure that the livelihood of Muallaf (Muslim converts) in the country are in good and liveable conditions is to provide assistants to those in need.

Among the common assistances given by the Islamic Da’wah Centre to those in need include building and repairing houses, providing schooling essentials, power generators, water pumps and tanks, and basic daily food necessities.

The Islamic Da’wah Centre stated that these assistants are hoped to not only improve the life of the less fortunate people when they embrace Islam, but also aimed to provide for the Muallaf so that they can practise Islam or carry their religious obligation more comfortably.

The Islamic Da’wah Centre also provides assistances in terms of goods for personal self-sustenance projects such as sewing machines, paddy harvesting machines and also ingredients for making kueh (local cakes).

Yesterday, an entourage from the Islamic Da’wah Centre visited several Muallaf homes who were less fortunate living in rural or ulu villages in Tutong to give them power generators for their homes.

The entourage was led by Haji Harun bin Haji Junid, the Deputy Permanent Secretary at the Ministry of Religious Affairs, and his wife. Among those following the entourage included Ustazah Hajah Siti Azizah binti Haji Musa, Director of Islamic Da’wah Centre; and Abdul Aziz bin Haji Abdul Kahar, Acting Assistant Director of Islamic Da’wah Centre.

The entourage were also accompanied by Hassan bin Amat, Head of Religious Officer at Tutong District, Penghulu of Mukim Ukong and Mukim Rambai, and Village Head of Kg Bukit and Village Head of Kg Long Mayan. The entourage first arrived at a mosque at Kg Bang Dalam (Masjid Biong) in Ulu Tutong.

They then travelled through beaten roadways to the house of the first recipient, Alinah binti Abdullah @ Alalinah anak Banta at Kg Kuala Ungar. After inspecting her house and getting to know her family the group moved to the second recipient, Muhammad Razif Syukri bin Abdullah @ Rusian bin Lawi at Kg Long Mayan. Kg Long Mayan is located in Ulu Tutong just several kilometres from the beautiful Tasek Merimbun.

In an interview, Muhammad Razif said to the media that his family really appreciated the kind gesture from the centre and thanked them for their visit. He said that they used to have a generator but it had long broken down. He said with the new power generator, his family could live more comfortably with electricity.

The third recipient was Muhammad Hamdani bin Abdullah Anah @ Sembilan bin Anah, who is residing at Kg Bukit. The fourth recipient was Mohammad Jofri bin Abdullah @ Jofri bin Apol, who is also residing at Kg Bukit.

According to the Islamic Da’wah Centre, from 2014 until February 2016, a total of 19 power generators were given to Muallaf in the country, where two units were given to families in the Brunei-Muara District, 11 units in the Tutong District, four units in the Belait District, and two units in the Temburong District.

The Islamic Da’wah Centre stated that other than providing to improve the livelihood of Muallaf in the country, efforts such as this was also a form of Da’wah (Islamic religious mission) to illustrate to non-muslims on the efforts of Islamic Da’wah Centre in caring for the Muallaf community in the country.

AS AN initiative to exclusively promote breastfeeding, Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital has established Solihah, a breastfeeding supporter group.

The launch of the supporter group was held yesterday at the Women and Children’s Centre of RIPAS Hospital and officiated by Malai Norain binti Sheikh Mohammad, the Head of Administration and Operations Management II, as the representative of the CEO of RIPAS Hospital.

Earlier, Associate Professor Dr Hajah Roselina binti Dato Paduka Haji Yaakub, Consultant Obstetrics and Gynecology, delivered her welcoming remarks.

At the event, badges for members of the group were distributed by a representative of the CEO, followed by an sharing session from mothers who have successfully implemented exclusive breastfeeding among expectant mothers.

Members of this group are ready to assist mothers and their partners in addressing problems encountered in the phase of breastfeeding their infants.

The group is made up of consultant and specialist paediatricians, and neonatology paediatrics; medical officers; officers and staff of RIPAS Hospital; nurses and midwives; and mothers who are successful in breastfeeding. They can be contacted at any time via phone or by making an appointment.

Breastfeeding problems can come in many forms and mothers should not worry, for every problem has a solution.

BRUNEI Darussalam continuously strives to empower leadership and management in many of its structure and community. In the process of learning and using methodology of leadership and management from the works of modern management scholars, we are searching and applying Islamic leadership and management based on As-Sunnah.

Minister of Religious Affairs Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman yesterday noted this in his keynote address at the first International Conference on Islamic Leadership and Management 2016 (ICILM 2016) at Universiti Islam Sultan Sharif Ali (UNISSA).

The minster said, in empowering public service, in fine-tuning the organisation and in enhancing the capability of its workforce, we choose the approach of embracing superior Islamic teachings and values based on As-Sunnah.

It is not excessive to say that in modern administration and management, especially public service, Islam has not expressed its tested product compared to the Islamic products found in financial and banking institutions.

Values or religious teachings in Islamic financing, goods transaction or insurance, when applied to modern banking and financing, would not only mean embracing terms like Syariah compliance, but coming up with banking, financing and an insurance system with no interest (Riba) and being called as Islamic bank, Takaful, Sukuk (Islamic bond).

It indicates that although we are in high spirit to put Islamic leadership and management based on As-Sunnah, we must be aware that our leadership and management is not static, but dynamic, ever-changing and developing according to social and political changes experienced by the institutions.

The conference carries the theme ‘Dynamic Leadership and Management Based on As-Sunnah’ and is organised by the Economics and Islamic Finance Faculty of UNISSA.

The conference gathers new research or that has been renewed relating to Islamic management and leadership thoughts, to gather renowned Islamic scholars regionally and internationally to enrich the research resources relating to Islamic management and leadership. It also gives participants the opportunity to acquire priceless knowledge through discussions.

Some 150 participants are participating in the conference, with 30 working papers being presented in Malay, English and Arabic. The paper presenters are from six countries, from 18 higher institutions and non-government organisations (NGOs).

The papers focus on the principle and basic policy on leadership and management according to Islam; several examples of Islamic leadership and management practised in many fields such as finance, family, law, community and international relations by global organisations; how Islamic leadership and management meet the basis of Syariah; problem solving in the community through Islamic management and leadership; and examples of efforts to build Islamic leadership and management among students.

Security deposit rates for foreign workers lowered

THE government has reduced security deposit rates for bringing in foreign workers to Brunei.

The move aims to lessen the financial burden of employers as well as to support the government’s mission to create a pro-business environment and bolster the Labour Department’s efforts in improving the ease of doing business in the country.

The new security deposit rates and other policy decisions will come into force from September 1, 2016.

The decision to ease the foreign worker recruitment policy was announced by Haji Idris bin Haji Ali, Deputy Permanent Secretary at the Ministry of Home Affairs (MoHA), in a press conference held at the Labour Department Headquarters yesterday.

According to Haji Idris, the new changes in policy and methods of payment focus on two aspects – the use of Foreign Workers Insurance Takaful Guarantee (Jaminan Insurans/Takaful Pekerja Asing or JITPA) as an addition to the current methods of payment offered, and a lower and affordable security deposit rates.

Now for JIPTA, as per the new policy, employers can pay in instalments in accordance with the work pass and special leave, and they no longer need to make substantial deposit amounts to the Labour Department. For employers who want to pay the deposit in cash and bank guarantee, the rate has been further reduced, he said.

The new policy allows deposit payments through cash, bank guarantee and the latest method, JIPTA, the deputy permanent secretary said, adding that for domestic helper services, employers can make payment by cash only, and government officers are exempted from paying security deposits.

As per the new policy, the security deposit rates for recruiting foreign workers from Malaysia, Indonesia, Philippines, Thailand and Singapore will be reduced from $600 to $500 while the rates for workers from Myanmar, Laos, Cambodia and Vietnam will be reduced from $900 to $700.

For workers from India, Bangladesh, Pakistan, China, Sri Lanka, Japan, Nepal and Taiwan, the new rate will be $1,600 instead of $1,800 previously and for those from Australia and New Zealand it will be $2,000, $600 less than the previous rate of $2,600.

There is no rate reduction in deposit rates for workers from Mauritius, Seychelles, Fiji, Kiribati or countries from the Oceania region.

For foreign workers from the United Kingdom, France, Germany, Italy and other European countries, the deposit requirement is reduced to $3,300 from $3,500 previously.

Meanwhile, for those from the Middle East, North America, South America and African continent, the new rate is $4,000, a reduction of $500 from $4,500 earlier.

Haji Idris called upon companies that hire or retain foreign workers to contact registered insurance or takaful operators to learn more about JIPTA. As of now, the only insurance company that offers JIPTA is Syarikat Takaful Brunei Am Sdn Bhd (TBA).

Companies will be allowed to withdraw the deposits they have paid previously once they purchased JIPTA and renewed their licence quota.

Employers’ refunding of deposits will begin on January 9, 2017 after they renewed their licence quota. Employers are also allowed to retain their deposits in the government account and claim them once their licence quota is cancelled.

To disseminate information on the new changes, roadshows will be conducted in all four districts starting with Tutong District on August 11, Kuala Belait District on August 18, Brunei-Muara District on August 25 and Temburong District on August 31.

Any employer who wishes to recruit foreign workers to Brunei Darussalam, has to make a deposit to the Labour Commissioner, for the purpose of indemnifying the Government of Brunei Darussalam against incurring any expenses whatsoever in connection with the subsistence, housing, medical care or repatriation of the workers back to their respective country, in the event of disputes, as required by the Commissioner, Haji Idris explained.

A SPECIAL reception was held yesterday by Heads of Diplomatic Missions in Brunei Darussalam in honour of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

The reception took place at the Royal Berkshire Hall of the Royal Brunei Polo and Riding Club, and was held in celebration of His Majesty’s 70th birthday.

Welcoming Their Majesties were a group of high commissioners, ambassadors and their spouses, led by the Dean of the Diplomatic Corps, Chhay Sokhan, the Ambassador of the Royal Embassy of Cambodia to Brunei Darussalam. Speaking at the event, Ambassador Sokhan offered thanks to His Majesty for consenting to grant the Diplomatic Corps another opportunity to extend their birthday greetings.

“On behalf of my colleagues, Heads of Diplomatic Missions, I have a high privilege and distinct honour to express, on this occasion, our congratulations and best wishes to His Majesty and all members of the royal family.”

“Taking this opportunity, on behalf of all Diplomatic Missions, we profoundly appreciate all the hospitality, graciousness and friendship that the royal family, members of the government and the people of Brunei Darussalam continue to extend our diplomatic community,” he added.

After delivering his speech, Ambassador Sokhan presented His Majesty with a birthday gift from the Diplomatic Corps in honour of the monarch – a special plaque in the form of a silver plate.

The plate is made from pure silver, bearing birthday greetings to His Majesty, along with the names of the 29 Diplomatic Missions accredited to Brunei Darussalam.

After consenting to receive the gift, His Majesty led the royal entourage in meeting and speaking with each of the various Heads of Diplomatic Missions before leaving the venue.
