Brunei sees increase in mobile data consumption

There has been a 20 per cent increase in broadband usage, with broadband penetration up by 60 per cent and over 2,800 new orders monthly.

This was based on statistics collected by network provider Unified National Networks Sdn Bhd (UNN).

There has also been a 22 per cent increase in the daily consumption of mobile data, with each mobile customer consuming 18 per cent more data.

Meanwhile, 61 per cent has been recorded in the daily consumption of fixed data, with each fixed broadband customer consuming 31 per cent more data.

These were among the highlights of a presentation delivered by UNN CEO Dr Steffen Oehler during the hosting of a media lunch at the Radisson Hotel yesterday.

Dr Oehler said the event intended to reflect on UNN’s accomplishments since assuming operational responsibility for the national telecommunication networks in Brunei Darussalam on September 1, 2019, while providing an outlook for UNN’s mid and long-term objectives and plans until 2024.

“UNN’s presence is created specifically to address the needs for transformation of the telecommunication sector in Brunei, focussing particularly on state-of-the-art and competitively priced telco services provided to the public,” he said.

“With the transformation involving various stakeholders, UNN’s part is to create telecommunication platforms for the future needs of the nation’s economy, as a wholesale company providing these services to our partners in the industry, namely imagine, DST and Progresif.

“Being a wholesale service provider for telecommunication services, UNN is not directly interacting with retail customers, individuals, households, administrators and businesses, as our customers for mobile voice and data, home broadband, corporate connectivity are these three services providers.”

He said, “These three service providers define their own strategy, how to address the needs of the named customers in terms of tariffs, packages and innovative add-ons; and UNN, along with these three partners are forming telecommunications for the ecosystem of Brunei and working hand-in-hand for the benefit of the customers.

“UNN’s three-pillar strategy focusses on network and platforms, services and innovation and building a sustainable organisation and developing talent.”

The CEO described the transformation of UNN, which began with the announcement of the programme, a detailed due diligence and asset valuation, and technical and ops planning for Go-Live milestones.

“After the operations date and asset transfer to UNN, involving networks, IT, location and spectrum and the start of the Go-Live project implementation, the service providers began providing fixed and mobile telecommunication services to their customers by January 24. The number portability was introduced in a pilot regime and the operational stabilisation phase started,” he said.

At this stage, UNN is at the network consolidation and modernisation stage, and will be implementing the Radio Access Network (RAN) Expansion Programme and Coverage Expansion.

The Coverage Expansion covers 120 new sites planned for the next four years, improvement coverage in remote locations such as the Temburong District, and increased capacity in targetted locations.

Dr Oehler also disclosed that UNN had boarded around 450 employees for the past 12 months, with a further 116 positions to be filled in the upcoming months across several of
its domains.

Further job offers will be issued in coming weeks, as UNN has been advertising externally for local employees.

“Two graduates in the iReady programme have already been employed. There are plans for further numbers in the coming weeks, as well as 25 apprentices and 10 interns across several domains such as DC&IT, Network Factory and Human Resources,” said Dr Oehler.

“UNN continues to have secondees, as there are several areas that need their skills for a period of time. They will be provided upskilling and opportunities to reskill in order to be eligible to apply for open positions in the future.”

He said UNN has already begun the implementation to upskill its employees in the technical and soft skills areas. “In the technical area, for example, UNN has partnered with our suppliers to training staff to support the RAN Capacity Expansion Project, which runs for two years.

“In the soft skills area, a leadership and management development programme has been designed, which is an important building block to upskill the new and existing leadership team.”

The event concluded with a question-and-answer session, which saw the participation of Chief Operations Officer Uwe Beydemuller and Chief Digital Officer Heiko Trost.

Special flight takes stranded folks home

Sixty foreigners returned to Bangkok, Thailand from Brunei Darussalam, onboard Royal Brunei Airlines (RB) flight BI 519 yesterday, thanks to the special repatriation flight arrangement by the Royal Thai Embassy in Brunei Darussalam in cooperation with RB.

The passengers comprised 43 Thai nationals and 17 non-Thai nationals.

Ambassador of the Kingdom of Thailand to Brunei Darussalam Wanthanee Viputwongsakul distributed travel necessities such as face masks and hand sanitiser as well as packed lunch for the group of students, migrant workers and individuals given special permission to enter Thailand.

The Royal Thai Embassy extended its appreciation to the Prime Minister’s Office, Ministry of Home Affairs, Ministry of Foreign Affairs, Immigration and National Registration Department, Department of Civil Aviation and RB for their assistance.

The first special repatriation flight was arranged on June 20, carrying 44 Thai nationals.

Non-compliant businesses slapped with fines

Fourteen business premises were slapped with compound fines amounting to BND3,000 during Operation Merati from August 10 to 16 for failing to comply with the Ministry of Health (MoH) instructions and guidelines to curb the spread of COVID-19.

Among the offences found by Health Enforcement personnel under the MoH were restaurant staff not wearing face masks in preparing and handling food as well as staff not wearing face masks in barber shops and beauty salons. Some businesses were also found not carrying out temperature checks.

Fifty business premises were inspected comprising 44 eateries, one Internet café, three barber shops and two beauty and health establishments.

Targetted commercial areas included Gadong, Batu Bersurat, Kiulap, Tanjung Bunut, Rimba, Riverside, Jerudong, Mentiri and Batu Satu in the Brunei-Muara District; Pekan Seria in the Belait District; and Kampong Telisai, Kompleks Bunga Cempaka and Kompleks OG in the Tutong District.

Health Enforcement officers reminded customers to utilise the BruHealth app and practise social distancing while inside premises.

The MoH reminded business owners, managers and staff to comply with the issued regulations as well as be socially responsible. It is also important to practise cleanliness in the business premises.

Geared towards digital transformation

Advancing as a Smart Nation requires undertaking a holistic and comprehensive exercise of digital transformation, which is where the Digital Economy Masterplan 2025 comes in, as a digital economy means more than just connectivity.

This was said by Permanent Secretary at the Ministry of Transport and Infocommunications Haji Mohammad Nazri bin Haji Mohammad Yusof, who delivered a speech on behalf of Minister of Transport and Infocommunications Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof, during the Borneo Bulletin Yearbook (BBYB) Networking Session yesterday.

“The Digital Economy Masterplan 2025 is the roadmap and main reference document, as the people work towards elevating Brunei Darussalam to the status of a Smart Nation,” he said.

“Digital economy comprises digital and non-digital initiatives and activities, transcending across all economic sectors and activities. Simply said, a digital economy is for everyone and by everyone.

“The preparation of the Digital Economy Masterplan 2025 went through an iterative process with various stakeholders, where consultation and dialogues are the core that make up the essence of the Digital Economy Masterplan 2025.”

The speech also highlighted His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s titah in conjunction with the monarch’s 74th birthday, which emphasised on the need for digital technologies, including for learning, businesses and governance, which would eventually transform Bandar Seri Begawan into a Smart City.

Towards this, His Majesty has consented to the Digital Economy Masterplan 2025 under the Ministry of Transport and Infocommunications (MTIC).

The Masterplan will focus on the digitalisation of both government and industry, while building a thriving digital sector equipped with the necessary manpower development. The Masterplan has identified key enablers that will support the realisation of these plans through the establishment of a Smart Nation platform, development of key policy and regulatory frameworks such as data governance and cybersecurity, as well as efforts to strengthen research and digital technology development.

As the country shares the same observation in light of the COVID-19 pandemic, the digital agenda has been pushed to the forefront, and restrictions put into place to curb the spread of the pandemic have inevitably become a catalyst for digital transformation.

The speech also noted several statistics recorded since January 2020 in support of the observation, where mobile broadband subscription increased by over 35,000 subscribers; the number of fixed broadband subscriptions increased by 32 per cent; an almost 52 per cent increase in bandwidth utilisation; and a significant increase in government online services and mobile app users such as for the TransportBN mobile app – which can be used for the renewal of driving and vehicle licences – has recorded close to 20,000 online transactions from January to July 2020.

There are still areas for improvement, where the backbone for a promising uptake is the quality of the nation’s ICT infrastructure, and under the collaboration between the Ministry of Finance and Economy (MoFE) and the MTIC, the ICT industry of Brunei Darussalam has undergone a significant restructuring exercise.

Since January 24, 2020, users have enjoyed more innovative and competitive services from the three retail providers – Datastream Digital, imagine and Progresif, all powered by the infrastructure integrated under Unified National Networks Sdn Bhd (UNN).

To complement the ICT industry’s restructuring, effective from January 24, 2020, with the consent of His Majesty, the BND25 annual Cellular Mobile Subscriber Licence (CMSL) fee was abolished.

The initiative is a policy reform towards making Brunei Darussalam a Smart Nation and also one step to make telecommunications services more accessible and affordable for the public.

“The quality of our ICT infrastructure has also increased as indicated in the recent UN E-Government Survey Report for 2020. Brunei Darussalam is in 60th position from 193 countries,” he said.

“Although the report suggested areas of improvement, it has recorded an increase in the Telecommunications Infrastructure Index (TII) points for Brunei, with the leap from 0.65 to 0.82. This places Brunei at the Top 2 in ASEAN for Telecommunications Infrastructure.”

To encourage the growth of digital initiatives, the MTIC is focussing on strengthening key enablers for digital economy initiatives such as data protection.

Data is a substantive component in management and policymaking in the era of digital economy.

“It is now time to move and mobilise our resources towards digital transformation. On our part, the MTIC, through the Smart Nation Office, is working closely with various stakeholders in advocating digital transformation.”

Meanwhile, Brunei Press Sdn Bhd General Manager Hazizah Osman revealed that with a circulation of over 50,000, the Borneo Bulletin Yearbook (BBYB) has become the sought-after business guide to Brunei Darussalam, with the BBYB website registering 2.2 million page views and six million hits.

Hazizah said the yearbook underwent a rebranding exercise four years ago, focussing more on business and investment opportunities.

“Through discussions and feedback, we started the BBYB networking sessions in 2017,” she said.

With the impact of the COVID-19 pandemic, Hazizah said the Borneo Bulletin Yearbook 2021 themed ‘Looking Ahead – A Nation United’, highlights the country’s united efforts in curbing the spread of the coronavirus.

“The success of the yearbook for the past 27 years is attributed to the demand for a comprehensive guide to Brunei. As we evolve further to cater to the fast-changing market, we look forward to your continuous support,” she said.

This year’s BBYB Networking Session held its first Dialogue with the Permanent Secretary, themed ‘Moving Forward as a Smart Nation’. It featured booths from Bank Islam Brunei Darussalam (BIBD), DST, imagine, Laksamana College of Business and Progresif, providing opportunities for information-sharing among participants.

Crown Prince CIPTA Award 2021 launched

The Crown Prince CIPTA Award 2021 was officially launched at the Indera Kayangan Ballroom of The Empire Brunei yesterday.

Minister of Education Dato Seri Setia Awang Haji Hamzah bin Haji Sulaiman was the guest of honour.

Deputy Minister of Education Datin Seri Paduka Dr Hajah Romaizah binti Haji Mohd Salleh, permanent secretaries and deputy permanent secretaries at the Ministry of Education (MoE) also attended.

Representing the Managing-Director and CEO of Brunei LNG (Sdn Bhd) was Brunei LNG Finance Manager Pengiran Mas Norhazilinah binti Pengiran Momin, who is also Chairperson of the Brunei LNG Sponsorship Committee.

The launch began with a welcoming speech by Vice-Chancellor of Universiti Teknologi Brunei (UTB) Professor Dr Hajah Zohrah binti Haji Sulaiman in her capacity as Chairperson of the CIPTA 2021 Executive Committee.

This was followed by a speech by Dato Seri Setia Awang Haji Hamzah, who officiated the launching ceremony of the Crown Prince CIPTA Award 2021.

Marking the ninth instalment of the biennial competition, CIPTA 2021 is organised by UTB in partnership with Brunei LNG Sdn Bhd as the main sponsor.

Themed ‘Innovations for Society 5.0’, the Crown Prince CIPTA Award 2021 competition emphasises on multi-dimensional technological innovations to reach out to the needs of the global society where society 5.0 is the integration of the first four era societies: hunter-gatherer, agricultural, industrial and information.

‘Innovations for Society 5.0’ was developed as a platform to initiate innovation across Brunei Darussalam and other ASEAN member countries in addressing the 17 elements of Sustainable Development Goals (SDGs) in giving impact to the society as a whole.

The theme is in line with Brunei Vision 2035 and a titah by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, for Brunei Darussalam to actively implement digital transformation towards stable economic landscape for the country, as well as to respond to Brunei Darussalam’s directions towards achieving the vision of being a Smart Nation.

Three main categories are featured in this competition are Local Categories, Smart Junior Competition and ASEAN Categories.

The Local Categories are divided into another three categories, which are Creating New Product, Process or Technology; Modifying Existing Product, Process or Technology; and Creating New or Modifying Existing Product, Process or Technology by Young Inventors.

The Smart Junior Competition is open to lower secondary school students or equivalent to Years 7-9, while the ASEAN Categories comprise two categories – the New Invention & Innovation Category and the Young Inventor Category.

The judging criteria for each entry will be based on their novelty and creativity; deployment of end product; social, economic and sustainable design considerations; and the project report and presentation.

Assessment of submitted projects will be conducted in two stages, starting with the Preliminary Assessment and only qualified entries will be allowed to proceed to the
Final Assessment.

Winners for Categories 1 and 2 under the Local Categories will receive BND6,000, a trophy and a certificate as first prize; BND4,000, a trophy and a certificate for second prize; and BND2,000, a trophy and a certificate for third prize.

There will be two consolation prizes of BND500 each.

In Category 3, the winners will receive BND3,000, a trophy and a certificate for first prize; BND2,000, a trophy and a certificate for second prize; BND1,000, a trophy and a certificate for third prize.

The two consolation prizes will each comprise BND250 and certificates.

In the Smart Junior Competition, a cash prize of BND1,000 and a certificate awaits the first-prize winner; BND800 and a certificate for the second-prize winner; BND500 and a certificate for the third-prize winner; and BND200 each for two consolation winners.

The winners for the New Invention & Innovation Category in the ASEAN Categories will be awarded with BND6,000, a trophy and a certificate for first prize; BND4,000, a trophy and a certificate for second prize; BND2,000, a trophy and a certificate for third prize; and two BND500 prizes each for the consolation winners.

In the Young Inventor Category, the winners will receive BND3,000, a trophy and a certificate for first prize; BND2,000, a trophy and a certificate as second prize; BND1,000, a trophy and a certificate for third prize; and two BND250 prizes each for the consolation winners.

The Crown Prince CIPTA Award winners from the Local Categories in Category 1 and Category 2, and in the New Invention & Innovation Category under the ASEAN Categories are also eligible to compete for the Crown Prince Special Award, to win the grand prize of BND8,000 and a trophy.

The competition encompasses areas of Science, Technology and Engineering, and is open to schools, technical and tertiary academic institutions, government and private organisations and the general public.

Hengyi Industries awards scholarships to 18 students

Hengyi Industries Sdn Bhd has awarded scholarships to 18 students from Institute of Brunei Technical Education (IBTE) during a Scholarship Signing Ceremony at The Empire Brunei.

Permanent Secretary (Higher Education) at the Ministry of Education Dr Haji Azman bin Ahmad was the guest of honour.

The second batch of students to receive the scholarship under the Joint Refinery Operator Scholarship Programme brings the total of awarded scholarships to 48 students. The programme was established by Hengyi Industries with IBTE and Lanzhou Petrochemical Polytechnic College (LPP).

Signing on behalf of Hengyi Industries was Chief Executive Officer of Hengyi Industries Chen Lian Cai, while the students signed their respective agreements.

As part of the programme, the 18 students have completed their one-year studies at IBTE Jefri Bolkiah Campus, and are undergoing their institutional-based training online with the professors from LPP.

They will complete their final year of the programme through an on-the-job-training with Hengyi Industries at Pulau Muara Besar where they will gain valuable first-hand experience working in a real-life operational production plant.

Upon completing the three-year programme, the scholars will be offered full-time employment opportunities with Hengyi Industries as Refinery Operator.

Brunei records one new imported COVID-19 case

Brunei Darussalam yesterday recorded a new imported case of COVID-19, ending 11 days of zero cases and bringing the total tally of confirmed cases to 143.

The latest confirmed case is a 31-year-old foreign woman who arrived in Brunei Darussalam on board a Royal Brunei Airlines (RB) BI874 flight on August 12, via Kuala Lumpur, from the Middle East.

She was detected from the COVID-19 swab test screening programme for individuals who have just arrived in the country from abroad.

The Ministry of Health (MoH) has identified 42 contacts, from which 34 have undergone the COVID-19 swab test and were confirmed negative, while the rest are still awaiting test results.

Details of the latest case were provided by Minister of Health Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar, during a press conference at the MoH’s Al-’Afiah Hall yesterday.

He said, “Case 143 has no signs of infection and is currently being treated at the National Isolation Centre. All of the contacts are also undergoing quarantine under the Infectious Diseases Act (Chapter 204).”

Regarding the latest updates for Case 142, the minister said, “Alhamdulillah on August 17, Case 142 has recovered and is no longer at the National Isolation Centre, after he was confirmed negative through the COVID-19 swab test.”

He also said that 639 individuals are undergoing mandatory isolation at government’s monitoring centres.

Since March, 4,366 individuals have completed their mandatory self-isolation at the monitoring centres.

In the past 24 hours, 555 samples have been tested for the SARS-CoV-2 virus, bringing the total number of laboratory tests conducted since January to 49,399.

In its breakdown, healthinfo.gov.bn revealed that there have been 111 in the Brunei-Muara District, 25 in the Belait District and six in the Tutong District.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam attended the national celebrations for the Islamic New Year 1442 Hijrah at Jame’ ‘Asr Hassanil Bolkiah in Kampong Kiarong yesterday.

Also in attendance were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince ‘Abdul Malik; and His Royal Highness Prince ‘Abdul Mateen.

Upon arrival, His Majesty was greeted by Minister of Religious Affairs Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman in his capacity as the Chairman of the Executive Committee of Major Islamic Events of 1442 Hijrah; State Mufti Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned; and other executive committee members.

Twenty-one shots of the cannon were fired, followed by the call for Maghrib prayer by Mudim Haji Abdul Latip bin Haji Saman.

Sunnat Hajat prayer ensued, led by Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Haji Awang Salim.

The Doa Selamat was read by the State Mufti. His Majesty and members of the royal family then performed mass Isyak prayer led by Pehin Orang Kaya Paduka Setia Raja Dato Paduka Seri Setia Haji Awang Suhaili.

The national celebrations for the Islamic New Year 1442 Hijrah were held in all mosques, suraus and religious halls nationwide with different focal points in each district.

In Tutong District, the focal point was at the Hassanal Bolkiah Mosque, Pekan Tutong. RPN Kampong Pandan Mosque was the focal mosque in the Belait District, where Minister of Foreign Affairs II Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd Yusof was the guest of honour. RPN Kampong Pandan Mosque Affairs Officer Abdul Qayyuum bin Haji Aminuddin recited the Doa Akhir Tahun 1441 Hijrah and Doa Awal Tahun 1442 Hijrah.

Legislative Council member and Village Head of Kampong Labi 1 Yang Berhormat Hanapi bin Mohd Siput, Acting Assistant Belait District Officer Mohammad Yassin bin Haji Ahmed, as well as mukim penghulus, village heads, and heads of several government departments based in the Belait District were also present.

Meanwhile in the Temburong District, it was held at the Utama Mohammad Salleh Mosque in Pekan Bangar. Minsiter of Transport and Infocommunications Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof was the guest of honour. The Doa Akhir Tahun 1441 Hijrah and Doa Awal Tahun 1442 Hijrah were read by Utama Muhammad Salleh Mosque Affairs Officer Haji Md Shafrillah bin Haji Ahmad.

This year’s national celebrations for the Islamic New Year 1442 Hijrah is themed Generasi Berilmu, Beramal Dan Berakhlak Memacu Pembangunan Umat.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam said the events of the Hijrah are a guiding principle in life which teaches the values of leadership, sacrifice, loyalty and patience.

In delivering a titah from Istana Nurul Iman on the eve of the New Year 1442 Hijrah, which was broadcast on national television and radio, His Majesty said, “This occasion requires us to reflect upon the history of the Hijrah, which allowed the followers of Prophet Muhammad (pbuh) to rise up and form a glorious civilisation.

“A great civilisation is not limited to material achievements, but is founded upon honourable values. Possessing ethics or a moral character must take precedence. When explaining the reason for his mission, the Prophet (pbuh) said, ‘I have been sent to perfect good character’.

“Good character traits were evidently displayed by the Prophet (pbuh) and his Companions during the Hijrah. The Prophet (pbuh) himself exemplified noble values such as courage, patience and a firm resolute in carrying out the commands of Allah the Almighty. Meanwhile, the companions involved in the Hijrah mission demonstrated excellence of character as staunch supporters of the Prophet (pbuh),” His Majesty said.

“The Hijrah undoubtedly contains many lessons to be emulated, namely the moral integrity of the Prophet (pbuh) in upholding the commands of Allah the Almighty, without any doubts and fears, despite the difficulties and dangers that he faced.

“In this inconstant world, Muslims must hold firm to the moral ethics of the Prophet (pbuh) and his companions. The Prophet (pbuh) noble character was derived from Al-Quran, meaning that his life embodied its principles, which should be emulated by all Muslims. Clearly, the history of the Hijrah contains life lessons, from which we may learn about all kinds of things, such as leadership, sacrifice, loyalty and patience.

“Such is the greatness of the Hijrah, and that is why we should remember it.

“In Brunei Darussalam, the Hijrah is observed by gatherings in mosques, suraus and religious halls, together with religious events such as the recitation of Doa Akhir Tahun Hijrah, mass Maghrib prayer and the recitation of Doa Awal Tahun Hijrah.

“We are also encouraging religious talks through radio and television, as a way to enhance knowledge on Hijrah or any lessons that can be learnt from it.

“In this respect, it is my hope that these religious talks can be delivered in an appealing and comprehensible format. If it can be achieved, then our efforts in this regard can be considered worthwhile. I am confident that it can be carried out.”

Concluding the titah, His Majesty wished for the Islamic New Year 1442 Hijrah to all citizens and residents of this country.

More complete mandatory self-isolation

More individuals were all smiles as they reunited with families after completing the mandatory self-isolation upon arrival in the country on August 5.

The batch included 25 individuals from Parkview Hotel and 14 from StarLodge in Jerudong, comprising expatriates, students and uniformed personnel.

Ustaz Tamam Hasan Agha, an Arabic teacher at Al-Falaah School, returned home from Syria after being away from his family for over five months.

Ustaz Tamam’s return flight to Brunei Darussalam was tiring as he had to catch a flight to Egypt then to Dubai and Kuala Lumpur before finally touching down in the Sultanate.

He expressed his gratitude to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and His Majesty’s government for allowing flights into Brunei Darussalam and keeping people safe.

Focal person for the Ministry of Health (MoH) at the hotel Dr Jusrina noted that the isolation procedures at the hotel are in line with the MoH requirements.

The 14-day isolation does not include the day of arrival, hence individuals spend 15 days
in isolation.

Muhammad Danial Akmar bin Adi Akmar, who was on the same flight as Ustaz Tamam, said, “It was a new setting and it was something I had never experienced before. The first few days were quite exciting because you would wonder how to occupy yourself and try to adapt to the situation. I think missing human contact and feeling lonely are quite common in this situation.”

He said he looked forward to the swab test partly because of the impending human interaction and video calls with family and meetings with people from his university regarding work.

Muhammad Danial thanked His Majesty’s government for sponsoring the tests and his isolation at the hotel applauding the hard work and commitment of frontliners and volunteers.

MoH focal person at StarLodge Azman bin Haji Abidin said since isolation procedures began at hotels, the process has been smooth. However, he added there have been cases of individuals being cooped up in the room for too many days and begin feeling depressed and temperamental. He said it was a challenge, especially for frontliners who were new to
the experience.

He added that it was also common to find individuals pleading to be let out of isolation for a bit. Frontliners try their best to make them understand that such an activity is not allowed and it applies to everyone in isolation.

First sustainable and responsible investing fund introduced in Brunei

The Allianz Global Sustainability fund is the latest addition to the range of funds currently distributed exclusively by Standard Chartered Securities which invests in quality companies that generate structural growth with attractive valuations and positive impact to society following the environmental, social and governance (ESG) principles.

Social media contest winners join get-together

The United States (US) Embassy in Brunei Darussalam organised a get-together with the winners of a social media contest recently.

The contest was focussed on Singer Sewing Machine – one of the first American products in Brunei. The contestants shared fond memories of sewing with their families, creations including bantal busuk, Raya and wedding clothes, and entrepreneurial journeys.

Public Affairs Officer of the US Embassy in Brunei Darussalam Daniel Lee gave a briefing on Singer Sewing Machine during the get-together. He said the sewing machine was invented back in 1850 by actor and businessman Isaac Merit Singer.

Iranian envoy donates blood

The Ambassador of the Islamic Republic of Iran to Brunei Darussalam Homeira Rigi Zirouki joined officials from her Embassy and their families in a blood donation drive at the Blood Donation Centre of Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital recently.

The ambassador noted that 10 per cent of Iranians have an organ donation card and every year some three million Iranians donate blood.

A total of 66 members of associations under the Council of Women of Brunei Darussalam (CWBD) who participated in the 36th National Day March Past organised a Khatam Al-Quran and Doa Tolak Bala at the residence of Women’s Welfare Association (PKP) member Hajah Taibah binti Kudi.

The ceremony commemorated the Islamic New Year 1442 Hijrah. The event began with the recitation of Surah Al-Fatihah, Doa and verses from Al-Quran led by PKP members Julianawati binti Hamdan and Hajah Hawa binti Haji Mahmud.

It continued with Doa Takhtim led by Kampong Lambak Youth Association (PERBEKAL) members Hajah Nor Azimah binti Haji Mustapa and Nurul Hanisah binti Haji Rosli.

The event concluded with Doa Khatam and Dikir Marhaban by members of CWBD, Women’s Welfare Body of RPN Lambak Kanan (BAKANITA), Women’s Association of Kampong Junjongan (PEWAJA) and PERBEKAL.

President of PKP Belait District and Vice-President of CWBD Hajah Kertini binti Orang Kaya Paduka Setia Diraja Abang Haji Abu Hanifah presented certificates to participants.

A Doa Tolak Bala to protect the nation against COVID-19 outbreak was also read by Shafiq bin Haji Osman.

The ceremony aimed to foster closer ties among members of the associations, seek blessings and guidance from Allah the Almighty for the nation to be protected amid the COVID-19 pandemic, and seek blessings from Allah the Almighty for the the country and people of Brunei Darussalam.

Brunei records no new COVID-19 case

Brunei Darussalam recorded no COVID-19 cases yesterday keeping the national tally of confirmed cases at 143, including an active case at the National Isolation Centre.

Some 624 individuals who arrived from overseas are undergoing mandatory self-isolation at government monitoring centres while 4,484 individuals have completed their stint since March 2020.

The Ministry of Health (MoH) shared this in its daily press release yesterday. The MoH has also taken 455 samples to test for the SARS-CoV-2 virus in the past 24 hours with 48,854 tests having been conducted since January 2020.

Meanwhile, in its breakdown of COVID-19 cases in the country, healthinfo.gov.bn revealed that there have been 112 cases in the Brunei-Muara District, 25 in the Belait District and six in the Tutong District.

Court acquits three companies over workplace death

The Magistrate’s Court recently acquitted three companies after a trial on the charges of alleged failure to maintain a safe workplace that contributed to the death of an employee.

The case against private limited companies Kenyalang Marine Offshore (KMO), QESS Energy Support Services and QESS USV was the very first prosecution of its kind under the Workplace Safety and Health Order 2009, and the Merchant Shipping Order 2002.

A lengthy, 35-page written copy of judgement handed down by Magistrate Pengiran Shahyzul Khairuddien bin Pengiran Abdul Rahman last July 14 stated that the prosecution had failed to prove the case against the companies on the charges of causing the employee’s death on December 3, 2016.

The judgement also bore the uncontested facts of the case where the employee was on board a vessel known as QESS USV 1, as an employee of Emas Laut.

KMO had been appointed by QESS USV as the operator of the vessel, pursuant to a Shipman 2009 agreement. QESS USV was the owner of USV 1.

KMO then appointed Ashber Offshore as a sub-contractor, while Ashber in turn appointed Emas Laut as its own sub-contractor.

The employee was a member of the marine crew onboard. Apart from that, there were also passengers on board the vessel, who were QESS crews under the employ of QESS ESS.

The QESS crew was brought to offshore platforms for painting works, as part of a contract between QESS ESS and Brunei Shell Petroleum Company Sdn Bhd, using the USV 1 daily.

On board the vessel were also scaffolding materials, including wooden planks of two kinds – one to be used as part of the scaffolding, and the other to be used as boards on which bundles of scaffolding materials were to be placed on top on the vessel.

The bundles were placed on wooden planks to enable easy loading and unloading, whereby ropes could be passed under the bundles that would then secure the bundles to a crane.

On the evening of December 3, 2016, the USV 1 had berthed at Rasau Jetty located along the Belait River, as the second-banked vessel. The first-banked vessel was the QESS USV 2.

Despite there being a gangway supplied by the manufacturers of the vessel, which was meant to be used for the transfer of persons in accordance with the safety management system, the employee picked up one of the wooden planks on board the USV 1 and placed it between the USV 1 and the USV 2. He stepped on the plank, presumably to cross over to the USV 2, but the plank broke and the employee fell into the Belait River. He died from drowning and his body later found on a nearby riverbank.

The prosecution, comprising Deputy Public Prosecutors Aminuddin Zaki DP Abdul Rahman, Dr Hussin Ali Idris and Atiyyah Abas, produced investigators and experts from the Royal Brunei Police Force (RBPF), Maritime and Port Authority of Brunei Darussalam and the Safety, Health and Environment National Authority (SHENA), to give their evidence along with that from the crew on board, the management of the three companies and another from QESS ESS as prosecution witnesses.

The court found that planks were used instead of the provided gangway, as employees were too lazy to install the gangway, even though they knew that safety procedures required them to do so; and that the instances of using planks were not known to the three companies.

There were no reports of infringement of health and safety procedures found in evidence by the court, which also found that the prosecution had been unable to prove the three companies had failed in their duty to ensure that safe practices were followed on the vessel at all times.

Defence counsel Ahmad Basuni Abas represented KMO while defence counsels Eric Siow and Jonathan Cheok represented both QESS companies.

Forum highlights Maqasid Syariah’s contributions

Maqasid Syariah, or the goals and objectives of Syariah, was the main focus of a special forum held yesterday to mark the Islamic New Year 1442 Hijrah.

Titled ‘Pengukuhan Maqasid Syariah Dalam Pemerintahan Negara dan Kepimpinan Ulul Amri’, the event highlighted the role of Maqasid Syariah in shaping governance and leadership in Brunei Darussalam.

The forum was held before a live audience at Radio Television Brunei (RTB)’s Dewan Raya and broadcast live via RTB’s television and radio channels including RTB Perdana, RTB Sukmaindera, Nasional FM, Rangkaian Nur Islam and RTBGo.

Apart from promoting the significance of Maqasid Syariah in the management and administration systems of every organisation in public and private sectors, the forum also highlighted the importance of strengthening Maqasid Syariah in all fields.

Maqasid Syariah is defined as the objectives or goals that are required by Islam in establishing a ruling, to protect maslahah or public interest. It also emphasises the five following elements: preservation of religion, preservation of life, preservation of intellect, preservation of progeny and preservation of property.

25 traffic offences recorded at roadblock

Twenty-five traffic offences comprising 24 compound offences and one docket offence were recorded in a joint roadblock operation at the flyover of Kampong Bukit Beruang, Telisai-Tutong Highway on Thursday afternoon.

The offences included illegal modification of vehicle, expired road tax, expired driving licence and worn out tyres.

The operation involving 81 enforcement personnel from Tutong Police District under Royal Brunei Police Force (RBPF), Royal Customs and Excise Department and Narcotics Control Bureau was led by Acting Traffic Investigation Officer of Tutong Police District ASP Shamsul Ariffin bin Haji Abdul Wahab.

Journalists attend anti-competition, consumer protection workshop

The Department of Competition and Consumer Affairs (DCCA) in the Department of Economic Planning and Statistics (DEPS), Ministry of Finance and Economy (MoFE), in collaboration with the DARe (Darussalam Enterprise) organised a media engagement
workshop recently.

The workshop was aimed to strengthen public awareness of the three laws enforced by the DCCA – the Competition Order, the Consumer Protection (Fair Trading) Order and the Price Control Act, through a collaborative approach with the media.

The session discussed in detail the scope and the key prohibitions of the three laws and how effective implementation of the laws can serve as building blocks to promote a healthy market which can create business opportunities and boost domestic consumption and contribute to growth.

The session shared that DCCA’s functions in promoting a well-functioning market are supported by the Competition Division and Consumer Affairs Division. The Competition Division is the Executive Secretariat of the Competition Commission Brunei Darussalam (CCBD) which is responsible for enforcing the Competition Order through prohibiting anti-competitive business conducts such as cartels.

Meanwhile, the Consumer Affairs Division enforces Consumer Protection (Fair Trading) Order through prohibiting unfair trade practices which can mislead consumers.
