Standard Chartered Bank to help Brunei’s diversification drive

STANDARD Chartered Bank (SCB) will help Brunei attract foreign direct investment (FDI) as a way to diversify its economy, a senior official of SCB said yesterday.

“I understand that there is a need for Brunei to attract more foreign direct investment and we are perfectly positioned to ensure that. We can help create opportunities for meeting and exchanging ideas while in the aspect of financing, we will absolutely do it,” Ajay Kanwal, Regional CEO, Asesan and South Asia of SCB, told the Bulletin in an interview.

Ajay Kanwal, who was in Brunei for three days to oversee the bank’s growth in the Sultanate, reiterated the international bank’s commitment to remain and grow in Brunei Darussalam as part of its strategy to provide well-established, interconnected banking services in all 10 Asean member countries.

“We are 100 per cent committed to stay here and grow here. I don’t want people to have any ambiguity about our future presence here. My visit here is to improve connectivity for the bank and our franchise,” he said.

Describing the bank’s relationship with Brunei, he said, “Brunei Darussalam and Standard Chartered Bank have a long history of 58 years. We are the second oldest bank in Brunei. We believe that SCB has become an integral part of Brunei’s society and economy.”

SCB has a good and balanced team that will grow the bank’s business in a very sensible way, he added.

SCB is currently looking ahead to grow further through proper planning and introducing numerous banking products and services.

Ajay revealed that the bank is looking to “focus on transaction banking capability, providing working capital for local SMEs, digital agenda of mobile application and employee banking”.

He also commended the Autoriti Monetari Brunei Darussalam (AMBD), the financial regulator in Brunei, for the good work in maintaining stability of the Brunei’s financial market and promoting growth in the country, especially by enhancing SMEs and direct foreign investment.

On the establishment of Brunei stock market in 2017, Ajay pointed out that “it is a good step for Brunei and the initiative is sending out a strong signal that the country is diversifying its economy. The next step after establishing the stock market is to look at connectivity to get the depth of volumes. This would give people more access to capital in Brunei and also offer Bruneians more opportunity to invest”.

As the only international bank that has presence in all 10 Asean member countries, he said, “Brunei is an important part of the Asean connectivity strategy. All multi-national companies operating in Brunei need a bank while overseas companies that are looking to gain access to Brunei markets also need a bank, we are be here to serve and therefore Brunei is extremely important.”

Practise caution when travelling to Zika-affected countries: Minister

THE Minister of Health, Dato Seri Setia Dr Awang Haji Zulkarnain bin Haji Hanafi advised pregnant women or those trying to get pregnant to consult doctors prior to departure to Zika-infected countries.

“It would be better for such travel to be postponed or delayed. Make sure that they avoid mosquito bites, wear long-sleeved shirts and use insect repellents in the form of spray or creams available at shops,” he said on the sidelines of fogging activities by the Ministry of Health staff in Kg Berangan in the capital yesterday.

The Ministry of Health in a statement said that the World Health Organization (WHO) has not issued any specific trade and travel restriction with respect to travelling to countries affected by the Zika virus. People continue to travel between the affected countries and territories for a variety of reasons. The best way to reduce risk of disease is to follow public health travel advice.

The mosquito-borne Zika virus poses a particular risk to pregnant women because it can cause microcephaly, a severe birth defect in which babies are born with abnormally small heads and underdeveloped brains.

When asked on the monitoring at points of entry like the international airport, Dato Seri Setia Dr Awang Haji Zulkarnain said the Ministry of Health (MoH) and the government are very concerned and want to make sure that our health is looked after.

“We have to remember that just because we have a fever it does not mean that we have Zika. There are more important causes like Dengue from malaria-infected areas. It is important that we don’t miss cases like this. For the moment, we are in close communication with the Department of Civil Aviation (DCA),” he said.

“The Zika virus is not a new virus but has been around since 1947. WHO urges us to be more aware and to prevent pregnant women from being infected. Aedes brings Zika, Dengue and Chikungunya,” he added.

Environmental sanitation is important and Bruneians should jointly contain this issue and maintain cleanliness and hygiene by preventing stagnant water in flower pots, drums and containers, empty tyres and blocked drains which can become breeding grounds for mosquitoes at residential and construction areas,” the minister said.

He also said Zika infects through mosquito bites and although there is no treatment and vaccination available to date the disease can be diagnosed. Mosquito bites should be avoided as prevention is far better than cure.

“But Zika is self-limiting where over 80 per cent of those infected will not develop any symptoms. Others will develop mild symptoms like rashes, colds and pain at joints. One must seek medical attention and drink a lot of water.

“One must wear long-sleeve shirts and pants and avoid going out at dusk and avoid wearing dark shirts. The relevant agencies in Brunei Darussalam are ready to tackle this virus. We have Dengue cases here but it has dropped but we should not be complacent with this decline. Schools must instil the importance of cleanliness, sanitation and its impact like preventing the spread of diseases,” the minister added.

As for the fogging activities yesterday, the minister said, it was a supplementary activity to aid more important measures such as maintaining cleanliness.

The Ministry of Health staff are taking samples of stagnant water and if found that it is a breeding ground of Aedes, the fogging team will be sent.

At the same time, the public plays a role in cleaning their surroundings to prevent the spread of the virus by destroying its breeding grounds.

Meanwhile, the Medical Superintendent of Public Health at the MoH, Dr Justin Wong Yun Yaw said that any areas which show spikes in cases of mosquito infestation, those will be inspected and if appropriate fogging will be conducted.

It is the house owner’s responsibility to empty stagnant water from any containers to ensure mosquito larva is not present.

‘I would like to inspire everyone’

FOLLOWING his promotion to the rank of Acting Captain, His Royal Highness Prince Captain ‘Abdul Mateen said he is looking forward to his military pilot training that will begin as early as next week and expressed high hopes to further advance his career in the military upon the training’s conclusion.

His Royal Highness was presented with his Acting Captain rank insignia by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Minister of Defence and Supreme Commander of the Royal Brunei Armed Forces (RBAF) at a ceremony held at the Bolkiah Garrison Officers’ Mess yesterday.

In an interview following the ceremony’s conclusion yesterday, His Royal Highness, who completed his military training at the prestigious Royal Military Academy (RMA) Sandhurst in the UK back in April 2011 said he will return to the UK next week to pursue his military flight training and plans to advance from there gradually in order to specialise in the area.

“I’ll take it step by step, and will try and finish this flight training and will come back and specialise in (this area) and we’ll see where I can go from there,” he told reporters.

Following the footsteps of his father who is also military-trained in RMA Sandhurst and a trained pilot, His Royal Highness, now 25, attended the Commissioning Course for Regular Army Officers that lasted for 48 weeks when he was 18 years old, along with 200 other recruits, making them the 102nd intake of Sandhurst. The gruelling three-term commissioning course at Sandhurst consists of three terms that covers military training, training courses, adventurous expedition and also academic subjects.

Upon completion of the training in Sandhurst, His Majesty consented for His Royal Highness’s promotion to the rank of Second Lieutenant on April 15, 2011 and he was later promoted to the rank of Substantive Lieutenant on September 15, 2012.

His Royal Highness, who enjoys playing polo and football among other various sports, received his Bachelor of Arts with Honours in International Politics, from King’s College London on July 21, 2014.

He also completed his Master of Arts in International Studies and Diplomacy from the School of Oriental and African Studies, University of London in July this year.

When asked to comment about how he can inspire the country’s youth in taking up the exciting military career that presents vast opportunities, His Royal Highness said he would like to inspire everyone, not just the youths, and called on other officers in the RBAF to also follow.

“It’s not only me, all the officers in general should inspire the youth to come and take this as a career,” he added.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Minister of Defence and Supreme Commander of the Royal Brunei Armed Forces (RBAF) yesterday presented a new rank insignia to His Royal Highness Lieutenant Prince ‘Abdul Mateen, who was promoted to Acting Captain.

At the rank insignia presentation ceremony that took place at the Bolkiah Garrison Officers’ Mess, His Majesty, who is also the Minister of Defence and Supreme Commander of the RBAF, was greeted upon arrival by First Admiral (Rtd) Dato Seri Pahlawan Abdul Aziz bin Haji Mohd Tamit, the Deputy Minister of Defence; and Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Mohd Tawih bin Abdullah, the Commander of the RBAF.

Before proceeding to the Officers’ Mess to present the rank insignia, His Majesty was accorded a Royal Salute and inspected a guard of honour mounted by personnel from the Royal Brunei Land Forces (RBLF).

At the Officers’ Mess, His Majesty affixed the new rank insignia of Acting Captain to His Royal Highness Lieutenant Prince ‘Abdul Mateen.

The promotion took effect on May 9, 2016.

A Doa Selamat was read to bless the occasion by Lieutenant Commander Haji Ainolnizam bin Haji Ibrahim, Head of the Religious Department of the RBAF.

Before the conclusion of the ceremony, His Majesty and His Royal Highness Prince Captain ‘Abdul Mateen signed a royal parchment to mark their visit.

Also present at the ceremony were members of Defence Executive Committee, service commandants, directors, commandants, senior officers, and officers of the Ministry of Defence and RBAF.

Enhancing public awareness on mosquito control

HEALTH officials continue to reinforce their efforts to combat the potential spread of Zika virus in Brunei Darussalam.

The Ministry of Health stresses that residents, school-goers, patients in clinics, and workers at construction sites, and the general public have a big role to play in prevention of transmission of Zika virus in Brunei Darussalam.

Zika virus disease is transmitted mainly through the bite of an infected mosquito (though cases of transmission via sexual contact have also been reported). Therefore, the most effective way to prevent Zika virus transmission is to reduce the number of mosquitoes around you and your environment. In addition to Zika, mosquitoes are responsible for a large proportion of vector-borne diseases that can be transmitted to humans. These diseases include dengue, malaria, filariasis, Japanese encephalitis (JE), Yellow Fever, West Nile, and Chikungunya.

The arrival of Zika virus disease in neighbouring countries has put the Ministry of Health on high alert, urging everyone to protect themselves from bites and eliminate standing water where mosquitoes breed. In order to protect yourself and your family from these vector-borne diseases, you should follow the following precautionary measures.

Reduce the risks of mosquito bites by remembering the “five Ds”:

Dusk and Dawn – avoid being outdoors when mosquitoes are most active.

Dress – wear long, loose, light-coloured clothing that covers the skin.

DEET – use mosquito repellents that contain DEET. DEET is the most effective mosquito repellent.

Drainage – eliminate standing water around the home in places such as buckets, cans, old tyres and plant containers.

Reducing mosquito population by denying them a place to breed. There are many things individuals can do to encourage reduced mosquito population around their homes, schools, mosques, clinics, and others. These include:

Remove trash and clutter. This includes discarded tyres, buckets, tarps and any other items that could collect water.

Minimise and eliminate standing water. Mosquitoes require water to breed. Removing water-holding containers or turning them upside down, as well as ensuring trash can lids fit tightly, helps prevent mosquitoes from laying eggs. Do not let water sit at bottom of flower pots or in holes or tree stumps.

Regularly clean gutters. Clogged drains and gutters can create backup that breeds mosquitoes.

Repair screens on windows and doors. Make sure children know to keep screen doors closed to keep mosquitoes from entering buildings.

Maintain lawns. Cut weeds, mow lawns and water plants carefully to prevent standing water.

Replace water in flower pots at least once a week. The pots must also be cleaned and scrubbed to eliminate mosquito eggs that may be attached to the wall of the pots.

Boats that are no longer in use should be covered or flipped so that they cannot collect water.

Prevent used tyres from collecting rainwater. This can be done by punching holes in these tyres. To dispose of these used tyres, you can send them to used tyres-specific landfills.

Get yourselves vaccinated. Not all vector-borne diseases have vaccines but those that do, such as Japanese Encephalitis (JE) and Yellow Fever, are available from the Ministry of Health.

The most important part of mosquito control around your home and your environment is to make sure that mosquitoes do not have a place to lay their eggs. The Ministry of Health continues to monitor the Zika virus in cooperation with the World Health Organization and will implement all necessary measures including informing the public of any developments. IN ITS continuous efforts to provide the public convenience, DST Incomm launched the DES 20-Digit Prepaid Meter Token via Cash Deposit Machine (CDM) at the DST Tanjung Bunut branch yesterday.

The operation of the new CDM was launched by Mohd Amir Sharifuddin bin Haji Ali, Head of Revenue, Department of Electrical Services (DES). Also present to witness the launch was the Deputy CEO of DST, Haji Marsad bin Haji Ismail, together with officials from DES and DST.

DST Incomm, as the exclusive distributor for Prepaid Electricity Token POWERKad, provides the service for users to purchase the electric token via the CDM.

The CDM, in operation 24/7, can dispense electricity token domination ranging from $1 to maximum of $400.

At present, the Prepaid Electric Instant Vending via CDM is only available at the DES Headquarters at Old Airport in Berakas and the DES Seria branch.

UNISSA to be Halal research centre

THE two-day ‘Transcending Borders and Addressing Challenges in the Halalan Tayyiban Industry’ international seminar, organised by Universiti Islam Sultan Sharif Ali (UNISSA) in collaboration with the Global Halal Industry Department (GHID) came to an end in a closing ceremony held yesterday at UNISSA’s auditorium.

Present as the guest of honour was Pengiran Dato Paduka Haji Bahrom bin Pengiran Haji Bahar, the Deputy Minister of Education.

The ceremony began with the recitation of Surah Al-Fatihah and Doa followed by a welcoming remark from the Head of the Global Halal Industry Development Division (GHID) of the Energy and Industry Department at the Prime Minister’s Office (EIDPMO), Haji Sabri bin Haji Mohd Taha.

The event also saw the presentation of the seminar’s resolution by the Director of UNISSA’s Mazhab Shafi’e Research Centre in his capacity as a Lecturer at the Faculty of Syariah and Law, Dr Azme bin Haji Matali.

In his presentation, Dr Azme shared numerous resolutions compiled and gathered as a result from the two-day seminar.

He said that the seminar was part of their effort to uphold the titah of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, during the Hari Raya Aidiladha celebration in 2010 in introducing Brunei as a Halalan Tayyiban hub at both the national and international level so as to realise the Sultanate’s vision in becoming a Zikir Nation.

Another resolution, he said, is to call the society to passionately strive in upholding the realisation and execution of Halalan Tayyiban services and products concept in all parts of the nation and that its concept is giving optimum choice of healthy and pure food free from any destructive effects to mankind.

He said that research findings have affirmed that every country has a Halal certification authority, its own relevant procedures, regulated to its essentials, certain Halal standards and measures, as well as specific initiatives in preserving the Halalan Tayyiban food, services and products.

According to him, the seminar accepted that the Halalan Tayyiban industry in every country possesses distinct potential to further develop the quality towards complying the Syariah principles and ruling to serve the needs of the whole Ummah.

Dr Azme also emphasised that the seminar has recognised the different religious perceptions and approaches to alcohol. He said that most religions do prohibit the consumption of alcohol on the basis of it being sinful, while others tend to view it from other perspectives. However, he said, some religions consider the usage of alcohol in ritual activities and some others permit the consumption to the extent that it may not cause intoxication.

In regards to that, he said that it is recommended that the term alcohol to have a standard definition recognised internationally in order to avoid misunderstanding and confusion in the life of the society as a whole.

Another resolution highlighted by Dr Azme was that the seminar accepted the view that the concept of Umum al-balwa is applicable under the Syariah in determining the ruling of an issue.

He added that it was noted that the classical and contemporary Muslim scholars did not elaborate on this concept in detail. As such, the application of the concept of Umum al-balwa is not widely recognised.

According to him, it was proposed that research in this concept will be developed along with modern issues and technologies in food and beverages industries.

He also said that it was declared accordingly that good food will not only be viewed from the health perspective, but also taking into consideration the essence of it being Halal, since such is found to have influence on mankind’s attitudes and characters.

The resolution, he added, also called for wide-spread information on issues related to Halal and Haram food so as to strengthen the understanding and practice of students, specifically towards Halal food as well as the Halalan Tayyiban products and services in general.

It also called for the relevant authorities who are related to Halalan Tayyiban industries to emphasise on the Halal certification procedures since it involves the process of producing Halal food, the qualified standard of Halal food premises as well as ensuring the quality food products.

He continued that challenges to other related issues may be overcome through scrutinised management of Halal certification involving food producers and consumers.

The collaboration from such agencies in solving issues and challenges of Halal certification is the best approach to develop and promote the Halal industry on an Asean level as the world’s Halal hub.

The seminar aimed towards introducing UNISSA as a Halalan Tayyiban product and services research centre that may stand as the most reliable research centre in the country and at an international level.

The ceremony then saw the handover of the seminar’s resolution to the guest of honour from Haji Sabri. A Doa Selamat was recited to end the event.

Minister highlights importance of youth in promoting Asean identity

THE importance of youth as future leaders and bearers responsible for the policy directions and destiny of Asean and to be involved in the promotion of the Asean unique identity and maintaining its solidarity as well as its awareness was emphasised by Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Culture, Youth and Sports of Brunei Darussalam, at the 16th Asean Socio-Cultural Community (ASCC) Council Meeting recently.

Delivering his statement at the Plenary Session of the meeting, the minister stressed that ASCC Council Ministers should support and encourage youth participation in any sectoral programmes as their active involvement in various programmes and activities are critical in ensuring the continuous implementation of ASCC’s action plans as well as successful realisation of the ASCC Blueprint 2025 and its continuity in the future.

In a statement, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi also stated that it is equally important for ASCC to disseminate and inculcate Asean’s culture, social traditions and values particularly among the young generation through various mechanisms available.

The important role of culture in the establishment of the Asean community was also highlighted. In this regard, the minister commended the efforts by relevant stakeholders in promoting cooperation in culture that would contribute to the establishment of a unique Asean identity.

The minister expressed confidence that these noble efforts will forge a strong common Asean identity and build a caring and sharing society which is inclusive and where the well-being, livelihood, and welfare of the peoples are enhanced.

“However, on building a people-oriented, people-centred Asean, a key challenge is broadening and deepening appreciation of our cultural diversity, going beyond just showcasing national heritage and pride and elevating it further to be the main platform towards a genuine and lasting regional identity and a sense of ownership amongst the Asean people,” the minister said.

In this regard Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi called for other sectoral bodies within the ASCC Pillar to also embrace the spirit of being aligned, integrated and working together as one for them to successfully implement their respective work programmes.

The 16th ASCC Council Meeting was officially opened by Thongloun Sisoulith, Prime Minister of Lao People’s Democratic Republic (PDR) in a ceremony held at the Lao National Culture Hall. The meeting was chaired by Prof Dr Bosengkham Vongdara, Minister of Information, Culture and Tourism of Lao PDR.

The 16th ASCC Council Meeting is the final meeting for ASCC under Lao PDR’s Chairmanship prior to the 28th and 29th ASEAN Summit to be held in Vientiane on September 6–8.

The meeting endorsed several documents to be submitted to the 28th and 29th Asean Summits including the Vientiane declaration on reinforcing cultural heritage cooperation in Asean and the Bandar Seri Begawan declaration on Culture and Arts to promote Asean’s identity towards a dynamic and harmonious Asean Community.

6 students receive prestigious BSJV scholarship

THE Brunei Shell Joint Venture (BSJV) Companies held a contract signing ceremony for six students under the Brunei Shell Joint Ventures Scholarship Scheme. The event took place at the Indera Kayangan Ballroom of The Empire Hotel & Country Club in Jerudong yesterday.

The guest of honour was the Minister of Energy and Industry at the Prime Minister’s Office Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar.

Aside from the six exemplary students, yesterday’s ceremony also saw 10 returning scholars with the First Class Achievers Awards.

Since 1972, Brunei Shell Petroleum Co Sdn Bhd (BSP) has sponsored 699 scholarships under this scheme, making it one of the major education corporate sponsors in the country and the most sought after choice among local scholars said the Deputy Managing Director/HR Director of BSP, Haji Kamaludin bin Haji Bungsu in his welcoming remark.

“Through this scheme, young Bruneians have been able to pursue higher education locally and abroad and contribute to the pool of professional resources required as a catalyst for the development of the company’s vision ‘Delivering Energy For Life … Fuelling Brunei’s Future,” he said.

“This in turn will hopefully create an intellectual and highly skilled workforce in order to propel change towards a robust future towards the nation’s vision of ‘Wawasan 2035’, 19 years from now,” he added.

As in the previous years, there has been no difference in the quota, assessment and criteria of selection in order to be awarded with the scholarship and despite the small ?gures granted with the scholarship, it is vital for the company to select, recruit and eventually develop the right candidates relevant to the requirements of the existing shortage in the company.

He also reiterated to future scholarship applicants, in order to be selected for the years ahead, one needs to work hard as of now and show that they have the competitive edge, the right skills, the right competencies and the right mindset to work for BSJV Companies.

The scholarship assessments are not an easy feat, it is a process which the entire Shell Group is applying and what has been undertaken by the students this year is no different from the ones done in the previous years.

“It was not more stringent, the standards set were still the same and there is no quota set on how many scholarships we can offer. To the six individuals to preserve through the assessments, you did well and you should be proud of yourselves,” said Haji Kamaludin.

Through the numerous rounds of rigorous assessments, the scholarships were awarded to five individuals who will further their studies at Universiti Teknologi Brunei (UTB) and one who will be doing Oceanology and Meteorology at the University of East Anglia.

He further added that it is important that these students demonstrate and adopt a more progressive attitude, mindset and commitment to secure not only a place in the scheme but also when they are eventually with the BSJV Companies upon their return following successful completion at their studies.

This scholarship scheme is one such example of BSJV’s commitment in nurturing local talents since 1972 with the scholarships offered tailored to suit the growing needs of the companies.

“We continue to see the fruits of our investment with this scholarship programme. Rahim Haji Jahit, was a student sponsored by BSP in 1992 and is now the Operations Manager for the East Asset Unit.

Mohd Erwan bin Mohd Said studied in the UK during 1997-1999, and is now the Development Manager for the Darat Asset and similarly Norsalina Wati binti Haji Abidin studied in the UK during 1995-98 and was recently appointed as the Hydrocarbon Processing Asset Manager,” he said.

On preparedness of facing the challenges, Haji Kamaludin quoted from the titah of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam during the 32nd National Day this year where His Majesty addressed the inescapable reality of difficulties faced globally, which the Sultanate is also experiencing.

“It is also our vision to ensure that we invest and develop people with capabilities to face these challenges within a broad range of spectrum to ensure that we have sustainable skilled talents all the time in BSJV and for the country,” said Haji Kamaludin. Also witnessing yesterday’s signing ceremony were the proud parents of the sponsored scholars and senior officials from BSJV Companies, government and local leading universities.

New ‘Temburong Holiday Destination’ packages now available

MEMBERS of the public who are making holiday plans to travel this December can consider Temburong as a preferred holiday destination following the launch of the three days and two nights Temburong holiday packages.

The ‘Temburong Holiday Destination’ packages were launched yesterday by the guest of honour, Dato Seri Setia Awang Haji Ali bin Haji Apong, Minister of Primary Resources and Tourism, at the ministry’s Setia Pahlawan Hall.

The eight unique packages were developed through a joint collaboration by the Tourism Development Department with the Temburong District Office and Temburong Tour Operators.

The new packages primarily target the upcoming December school holiday period.

Dato Seri Setia Awang Haji Ali in his remarks said, “Various choices of holiday packages have been developed and put together by the ministry and our Temburong tourism product and service providers namely Ulu Ulu Resort, Freme Rainforest Lodge, Trandie Marina Resort, Sumbiling Eco Village, Borneo Trekker and AZ Back to Nature offer competitive prices for tourists ranging from premium, family, cultural and adventure packages.”

“Temburong’s well preserved nature and ecosystem remain its key selling points as a tourism destination which is home to various local ethnicities and culture. “We also went to great lengths to ensure that the packages will have high levels of quality and safety as well as supreme comfort and efficiency in terms of services provided for tourists,” he added.

The minister strongly urged all tourism stakeholders, travel agents, airlines, boat operators, accommodation providers and local communities to step up and work together in building Temburong as a preferred holiday destination.

The eight unique packages to choose from include the Camp Site experience at Freme Rainforest Lodge and AZ Back to Nature, Discover Nature at Ulu Ulu Resort and Stoneville Hotel, cultural experience at Sumbiling Eco Village and Iban Longhouse, fun in Temburong at Sumbiling Eco Village and Stoneville Hotel, expedition Temburong at Ulu Ulu Resort and Freme Rainforest Lodge, Sumbiling Ulu Special at Sumbiling Eco Village and Ulu-Ulu Resort, Temburong Splendor at Stoneville Hotel and Freme Rainforest Lodge as well as the tropical retreat at Ulu Ulu Resort and Trandie Marina Resorts.

A MEMORANDUM of Understanding (MoU) was signed yesterday between the Brunei Government and BNH Medical Centre Limited, to bolster the existing cooperation between Brunei Darussalam and Thailand, especially in the field of health.

Signing on behalf of the Brunei government were Dr Hazri bin Haji Kifle, the Deputy Permanent Secretary (Policy) at the Ministry of Health and Dr Sylviana binti Haji Morris, Head of Services (Planning), Ministry of Health.

BNH Medical Centre Limited was represented by Dr Chairat Panthuraamphorn, Chief Executive Officer of BNH Medical Centre Limited and Dr Piyapatr Nabhawacharakul, the Hospital Director of BNH Medical Centre Limited.

The signing ceremony took place at the Women and Children’s Centre at the Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital, and was witnessed by Haji Zakaria bin Haji Serudin, the Permanent Secretary at the Ministry of Health and Biravij Suwanpradhes, the Ambassador of Thailand to Brunei Darussalam.

The MoU hopes to further enhance cooperation in the medical field in line with the best practices available in Thailand, to ensure cost-effective treatment and value for money.

Among the areas of cooperation between the Ministry of Health and the BNH Medical Centre Limited under the MoU are the exchange of medical professionals, joint projects in medical research, joint seminars and training programmes, and the transfer of patients to undergo treatment at the BNH Medical Centre Limited.

Last Wednesday, a joint seminar was held at the Pengiran Anak Puteri Rashidah Sa’adatul Bolkiah Institute of Health Sciences at Universiti Brunei Darussalam (UBD), during which medical professionals from the Ministry of Health, along with UBD academics and the BNH delegation discussed their research findings and the best practices in various health issues.

The seminar also coincided with a meeting to discuss mutual cooperation in research and internship training opportunities for UBD students.

Founded by the expatriate community in 1898, BNH Medical Centre Limited was the one of the first private hospitals in Thailand.

Today, BNH Medical Centre Limited is a first-class internationally accredited hospital which provides a range of treatments across all major fields of medicine to local patients and foreign nationals from more than 150 countries.

MPRT looks to double number of tourist arrivals

THE Ministry of Primary Resources and Tourism (MPRT) through the Tourism Development Department is looking to double the number of tourist arrivals by air from 218,000 per annum recorded last year to 450,000 by 2020.

The target to increase tourist arrivals into the country was revealed by Dato Seri Setia Awang Haji Ali bin Haji Apong, Minister of Primary Resources and Tourism, in his opening remarks at the launching of the new ‘Temburong Holiday Destination’ packages yesterday at the ministry’s Setia Pahlawan Hall.

“The MPRT’s immediate strategic focus is primarily on product development and product upgrade. In this regard, we have identified three categories of tourism products namely the primary, emerging and actively based tourism products,” said the minister.

Primary products, he said, “include the Ulu Temburong National Park and its surroundings, Kampong Ayer and the surrounding mangroves and places of interest around Bandar Seri Begawan. These products are already well-recognised as the main attractions among local and foreign tourists.”

Emerging products, he explained, “will include the beaches, forest recreational parks such as Serasa Beach, Berakas Forest Reserve Recreational Park, and Tasek Merimbun. The MPRT and other relevant agencies are currently examining the potential of these emerging tourism products to be upgraded and eventually developed as primary products.”

Activity based products, the minister said, “will focus on diving, bird watching, Islamic tourism, medical tourism, traditional sport tourism, cruise tourism, educational tourism, meetings, incentives, conferences and exhibitions (MICE), and adventure and community-based tourism”.

He also cited the recently launched ‘Birdwatching in Brunei’ booklet as part of the continuous efforts in collaboration with local industry stakeholders to promote Brunei Darussalam as a destination for bird watching enthusiasts.

On the many reasons why Brunei is an excellent choice as a holiday destination, Dato Seri Setia Awang Haji Ali said, “Brunei Darussalam is a small, prosperous, politically stable and peaceful country. It is mostly covered with pristine tropical rainforest rich in exotic flora and fauna. Brunei is a paradise for nature lovers and eco tourism in general.”

The minister also conveyed his thanks to the Ministry of Foreign Affairs and Trade and Ministry of Home Affairs for their efforts in facilitating and easing the process of obtaining visas into Brunei Darussalam for tourists from China, Turkey and Russia. Such efforts have immediately resulted in making Brunei Darussalam a more attractive tourism destination.

ON JUNE 23, the British people voted to leave the European Union (EU). British Prime Minister Theresa May has been clear: Brexit means Brexit and we are going to make a success of it.

Some international commentators have suggested that Britain is in retreat, that Brexit is a sign of the UK turning in from the world. Nothing could be further from the truth.

The UK is one of the most influential countries in the world, and is a force for good. Our economy – the world’s fifth largest – grew most among the G7 in 2014, and was one of the two fastest growing major advanced economies (with the US) last year. We are an open, trading nation and the world’s fifth largest importer.

We are a permanent member of the UN Security Council and a member of the G7, the G20 and NATO. The UK and Brunei Darussalam are fellow members of the Commonwealth. We play leading roles in all these organisations. We were the first (and so far only) member of the G7 to increase our international development assistance to the UN target of 0.7 per cent of gross national income – a commitment now enshrined in UK law.

We are committed to working with others to help ensure a safer, healthier and more prosperous world. The UK is open for business and open for people. A record 36 million visited us in 2015. As hundreds of Bruneian students prepare to begin their UK studies or return to their courses, they will be joining around 500,000 students from 200 countries. Four of the world’s top eight universities are in the UK. The UK ranks second in the world for the quality of its scientific and research institutions.

The UK has a reputation as a sports mad nation. The Premier League is the most watched football league in the world. Tournaments such as Wimbledon attract global audiences. At Rio 2016, Great Britain came second on the overall medals table, beating our previous record haul at London 2012.

Arts and culture are integral to British society and a key soft power strength. Sherlock, Adele and Harry Potter are known around the world. Our creative industries, worth £84.1B (B$151B) a year, have been our fastest growing economic sector. The UK is seen by trend forecasters as a key market for companies looking to develop global brands and products.

Britain will continue to thrive and to prosper; to be a reliable ally and trusted partner, its innovation and creativity undiminished. Our vision is to be an open, diverse, tolerant, dynamic and outward facing country. Whilst our future relationship with the EU is still to be determined, the UK will always remain a globally engaged country and will look to strengthen our ties with traditional friends such as Brunei Darussalam.

Embrace nature at Lactic Labi Ride

ARE you ready to participate in a major cycling event in Brunei Darussalam? Also are you just looking for an event which will be held at one of the most beautiful places in the Sultanate?

About 250 cyclists including men, women and children have registered for the Lactic Labi Ride which will be held on September 4, 2016. It is co-organised by Raw Food Asia, Geotrax, Az Back To Nature and Asaff Solutions.

The event will also be supported by 33 other organisations inclusive of government and private organisations such as the Ministry of Culture, Youth and Sports, Ministry of Primary Resources and Tourism, Hua Ho Department Store, Aewon Brunei, to name a few.

At the press conference co-hosted Thursday by Geotrax, a well-known bicycle centre in Sungai Liang and Raw Food Asia, details of the event were revealed by Mewsum Wong, the founder of Raw Food Asia and Reduan Yusop, a national cyclist and the owner of Geotrax.

“Initially we expected around 70 to 100 people to register. So it is quite overwhelming when we found that 250 people have already submitted their names,” said Reduan.

“Labi is a popular area for cyclists especially foreigners and it’s usually full during the weekends,” he said, adding that there are attractive places where cyclists usually stop for rest such as Luagan Lalak and Bukit Teraja.

“Why do we do it in Labi? Highway cycling events are common in any part of the world, so we wish to give cyclists something different,” said Reduan.

“This in its own way is promoting tourism in Brunei Darussalam,” he said, adding that there is also an offroad trail in Labi which can be used if one has a mountain bike.

Mewsum Wong explained that the Lactic Labi Ride will cover rolling hills that boast breathtaking sceneries.

“The Mukim Consultative Council is also working together with us by staging bazaars halfway through the route where they will showcase the products of the Labi community,” she said.

To enliven the event, seven veteran cyclists from Hong Kong who happen to be folding bike specialists will also be joining the ride.

TAP, Labour Department conduct surprise visit to business premises

THE Employees Trust Fund (TAP) via its Enforcement Unit held a joint-visit with the Labour Enforcement Division of the Labour Department to business premises around Jalan Muara area in Bandar Seri Begawan.

TAP inspectors found that from nine premises visited, one employer and 11 local employees have not yet registered to the TAP and SCP schemes. A separate visit conducted on August 16 found that two employers and four employees are still not registered to the TAP and SCP schemes.

The Labour Department, on the other hand, has found several offences whereby employers failed to provide proper contracts of work to their local employees, as well as failure to pay their employees for working overtime and to pay salary on time.

On this matter, the Labour Department would like to highlight that employers must ensure that the welfare of the employees are well taken care of and the department will not hesitate to take strict actions against employers who mistreat or do not look after the welfare of their employees.

According to TAP, it is mandatory for employees who are citizens and permanent residents of Brunei Darussalam to be registered and contributing to the TAP and SCP schemes; this includes part-time workers, contract workers, daily-paid workers and workers on probation. Under Section 26 of the Employee Trust Act (Chapter 167), if found guilty, an employer will be fined not more than $3,000 for the first offence and not more than $10,000 for second and subsequent offences.

Brunei GLCs, SMEs for 13th CAEXPO

A TOTAL of 13 local businesses – comprising three government-linked companies (GLCs) and 10 small and medium enterprises (SMEs) – will be representing Brunei Darussalam next week, at the 13th China-Asean Expo (CAEXPO) in Nanning, China.

The Weekend Bulletin spoke to several companies yesterday, during a pre-departure briefing held at the Design and Technology Building in Kampong Anggerek Desa, conducted by officials from the Energy and Industry Department at the Prime Minister’s Office, which is one of the main organisers for the Bruneian delegation this year.

The International School Brunei (ISB) will be participating for the first time in the education sector at the expo, in hopes of promoting Brunei as a safe and conducive environment for education.

“Currently, there is low awareness in China, of the opportunities of studying in Brunei,” said Ang Beng Siong, the Business and Development Manager of ISB. “With this participation, we hope we can make our presence felt by tapping in the lucrative market that China has to offer”.

Meanwhile, Ghanim International Corporation, as the marketing agent for the bruneihalal brand, said that it would be looking for possible target markets in China, as well as other markets to carry its product range.

“Since these products will be on display and for sampling, Ghanim would like to obtain feedback, perception and acceptance levelling of bruneihalal food products in the Chinese market,” said a representative of the company.

The company is also hoping to expand its range and welcome products from various manufacturers sharing its respective values in product solutions and innovation.

“Our presence in the CAEXPO should also assist in gaining the latest insight on food trade, manufacturing and innovation, while establishing business-to-business contacts in the industry,” said the company representative. This should help immensely in understanding and gaining insight on how bruneihalal products can break into the mainland Chinese market as a whole”.

For Betye Beauty and Health Establishment, a company which specialises in locally-produced beauty and cosmetics, this will be its second consecutive year of participation at the CAEXPO.

Nornezi Rozita binti Omar, the founder of Betye, said that the company’s previous participation saw an encouraging amount of responses to its herbal and aromatic merchandise.

At the same time, she hoped for a similar response this year, in order to reach her goals in promoting and supplying local cosmetics to a bigger market in China, Japan and Korea.

And for Seri Pakatan Sdn Bhd, which is represented by Executive Manager, Mona Salleh, this will be its first participation at the CAEXPO. The food-manufacturing company specialises in ready-to-eat seafood crackers which is deemed popular among Asian markets.

“We hope to do networking with potential suppliers for our best-selling crackers and conduct our own market study during the expo,” said Mona. “We also know that the global demand for Halal products is on the rise, and we will bring other food prices from Pakatan to test out the market”.

Among the other local businesses taking part in the expo are the Jerudong International School, the Jerudong Park Medical Centre, Eman Enterprise, Amal Hadizat Enterprise, Seri Pakatan, the Federation of Brunei Malay Entrepreneurs and Sahamda Corporation Sdn Bhd.

The 13th CAEXPO will take place at the Nanning International Convention and Exhibition Centre in Nanning, China, from September 11 to 14, and this year’s theme for the Brunei Darussalam contingent is ‘Sustainable, Well-Being and Tranquility”.

Brunei Darussalam’s participation was made possible by collaborative efforts from the Energy and Industry Department at the Prime Minister’s Office, the Ministry of Foreign Affairs and Trade and the Ministry of Primary Resources and Tourism.

THE Commander-in-Chief of Defence Services at the Myanmar Armed Forces, Senior General Min Aung Hlaing, is currently in Brunei Darussalam with an accompanying delegation, on a three-day introductory visit from September 2-4.

Senior General Min Aung Hlaing’s visit to the Ministry of Defence yesterday was welcomed with a guard of honour, mounted by personnel from the Royal Brunei Land Forces (RBLF).

He then made separate courtesy calls on First Admiral (Rtd) Dato Seri Pahlawan Abdul Aziz bin Haji Mohd Tamit, the Deputy Minister of Defence and Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Mohd Tawih bin Abdullah, the Commander of the Royal Brunei Armed Forces (RBAF).

The Commander-in-Chief and his spouse, Kyu Kyu Hla, will have separate audiences today with His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the Minister of Defence and Supreme Commander of the RBAF; and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam at the Istana Nurul Iman.

Pilot wings recipient recalls path to achieving dream

HARD work and perseverance proved to be the life changing factors for 1097 Lt (U) Muhd Harith bin Haji Edin who finally received his Royal Brunei Air Force (RBAirF)’s Wing yesterday to realise his dream of flying a military helicopter to contribute to the nation.

Muhd Harith, is one of the four recipients of the RBAirF Wing. He and 1091 Lt (U) Abdul Haqim bin Haji Yahya have completed their initial Entry Rotary Wing and UH60A/L Blackhawk Track Course at Fort Rucker, Alabama, United States, while 1023 Lt (U) Mohd Nazmi bin Nasrudin and 1026 Lt (U) Mohd Aliff bin Haji Zulkifli, both completed their Elementary Flying Training and Single Engine Rotary Wing training at RAF Cranwell.

Since in his younger days, Muhd Harith’s ambition was to become a military helicopter pilot after frequently watching helicopters fly over his home in Kampong Rimba.

In an interview yesterday, Muhd Harith, recalling the start of his long journey towards becoming a pilot said, “I started by joining the Boys’ Wing in 2005 and graduated in 2007 as a private and joined the RBAirF as an aircraft technician. I worked as an aircraft technician for five years and was promoted to the rank of Lance Corporal.”

“I completed the National Diploma in aircraft engineering course and then took up the Higher National Diploma in order to enrol in the Officer Cadet School (OCS). I took up the Higher National Diploma (HND) part time and with my own expenses. I was working daytime and studying at night. It was a really tough time as I needed to wake up early to head to work and also had to engage in my studies until late at night,” he added.

He recalled that, “There were those exhausting moments when I wanted to quit chasing my dream of becoming a pilot. Fortunately, thanks to the support of my family and officers in RBAirF, I didn’t give up. My perseverance and sacrifice were rewarded after I graduated with a HND and enrolled in the OCS.”

He hoped that his story of perseverance and sacrifice to chase his dream would inspire the younger generation to work hard to achieve their dream to contribute back to the nation.

Speaking about the 10-month course at Fort Rucker, Alabama, United States, he said, “We took two courses in the US which are the Initial Entry Rotary Wing and UH60A/L Blackhawk Track Course. This is the first initiative of its kind to help further expedite training and we feel very fortunate to participate in the training.

“We would like to convey our appreciation to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam for the opportunity to be involved in the training.”

The training and course, he said, “went very smoothly. We also were able to forge friendships with participants of the training who are from around the world”.

THE Brunei Travel Fair 2016 drew quite a crowd even before it was officially opened yesterday as eager travellers came in as early as an hour before the opening ceremony to get the earliest queue numbers at the participating travel agents’ booths.

High achievements of JIS students

THE Jerudong International School (JIS) students are celebrating another set of outstanding GCE ‘A’ Level results.

At the A2 Level, just under 10 per cent of the grades awarded to the school’s Year 13 students were top A* grades. In a year when the award of these grades has fallen across schools taking GCE ‘A’ Levels, JIS students achieved an outstanding A* or A grade in 30 per cent of all the grades awarded, while an impressive 60 per cent of all grades were A*, A or B (generally regarded as the minimum level required for entry into a leading UK university).

The corresponding A* – B figures for all UK schools is 52.8 per cent, showing that JIS students are outperforming the statistics for UK schools, said a press release.

A very large number of students received straight A* or A grades. A remarkable 14 students in Year 13 achieved either 3, 4 or 5 A*/A grades at the A2 Level.

A Ministry of Education (MoE) Scholarship student, Maisarah Malik, achieved 5 A*/A grades. Hafizah Azhar, Nadiah Hamid, Nirmal Jayakrishnan, Jun Wei Kuan, David Lim, Ashraf Marasharin (also a MoE Scholarship student), Umi Sazali and Nicole Tay all achieved 4 A*/A grades.

Meanwhile, Sidharth Ambady, Honn Wee Son, Rajvir Jutla, Jasmin Thien and Hanson Ting all achieved 3 A*/A grades. Jasmin’s grades are all the more inspiring as she has achieved these grades in spite of being blind.

Furthermore, a vast majority of the students met or exceeded their predicted grades that JIS generates based on ability. At the AS Level, a similar pattern was seen with the majority of Year 12 students performing above expectations.

A further 16 students achieved 3 or more A grades. Nine students achieved 3 A’s – Ruzana Adnan, Shaffena Affendy, Sheanne Ang, Ling Chua, Syuhada Ishak, Nathan Kok, Mus Mahleyuddin, Zul Mahri and Wafid Sophian.

Adrian Azaharaini, Haeram Jalees, Zakirah Syajirah Rahman and Sanjana Thota all achieved 4 A’s. John Fung, Brandon Lim and Calvin Newn achieved remarkable 5 A grades.
