Zakat Fitrah online payment service launched

The Brunei Islamic Religious Council (MUIB) has introduced an alternative payment method for Zakat Fitrah through the Zakat Fitrah Online Payment Service. This is made possible with the collaboration between Ministry of Religious Affairs, Datastream Digital Sdn Bhd (DST) and Bank Islam Brunei Darussalam (BIBD).

Guest of honour Minister of Religious Affairs and Chairman of MUIB Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman officiated the launch yesterday, accompanied by Acting Managing Director of Brunei Investment Agency and Chairman of DST Board of Directors Haji Sofian bin Haji Jani and BIBD Managing Director and Chief Executive Officer (CEO) Mubashar H Khokhar.

A live demonstration of Zakat Fitrah payment methods using BIBD ‘QuickPay’ and the eZakat DST service system was also shown.

Mubashar Khokhar said, “As a Partner in Progress, we are deeply invested in supporting the nation’s drive towards becoming a Smart Nation, empowered by a digital economy.

“One of BIBD’s priorities is to support the nation as we head into a cashless society. We are honoured to partner with the Ministry of Religious Affairs, and are confident that this collaboration will serve as a great example to drive a cashless society.”

The Zakat Fitrah Online Service will provide convenience to all Muslims in Brunei Darussalam in fulfilling their Zakat Fitrah obligations with efficient and secure mode of payment either using DST’s eZakat service or through BIBD ‘QuickPay’

eZakat is a digital platform for the payment of Zakat Fitrah for the holy month of Ramadhan 1442Hijrah/2021.

The platform serves as an alternative to the conventional way of paying Zakat Fitrah. eZakat accepts payments from all Muslims in Brunei for both DST and non-DST subscribers.

It can be accessed either via www.dst.com.bn or www.kheu.gov.bn, and will be enabled from the first of Ramadhan 1442H until the Maghrib prayer time on the 28th of Ramadhan.

Payments can also be made by Mobi and Easi subscribers through deduction from their credits, while non-DST subscribers can make their payment by purchasing Easi Recharge vouchers or by using debit cards.

Meanwhile, customers can also make payment through BIBD QuickPay by scanning a QR code through the BIBD NEXGEN Wallet mobile app on their smartphones, powered by BIBD NEXGEN. A dedicated working group was established comprising officers from the Ministry of Religious Affairs, State Mufti’s Office, Brunei Islamic Religious Council and DST to oversee the development of eZakat following discussions by MUIB and DST on the development of an online digital payment system for Zakat in 2020, amid the challenges posed by the COVID-19 pandemic.

The working group collaboratively reviewed and refined the processes and compliance aspects of the eZakat payment system.

The development of eZakat exemplified a significant milestone in respect of DST’s digital transformation agenda as the eZakat payment system was developed solely using DST’s owned infrastructure; local talent namely DST’s InnoLab, InnoConnect and its internal team of developers.

KUPU SB to hold MIB symposium

Religious Teachers University College of Seri Begawan (KUPU SB), in collaboration with the Secretariat Office of the Malay Islam Monarchy (MIB) Supreme Council, will hold a symposium from April 10-20.

This was announced by KUPU SB Core Education Centre Director Kharhan bin Haji Jait at the university college’s Hikmah Room.

Themed Brunei Darussalam Negara Zikir Melayu Islam Beraja, the symposium will be held at the university college’s Tarbiyyah Hall.

Minister of Religious Affairs Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman and State Mufti Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned will be keynote speakers.

Minister of Home Affairs Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, member of the Privy Council Pehin Orang Kaya Laila Wijaya Dato Seri Setia (Dr) Haji Awang Abdul Aziz bin Begawan Pehin Udana Khatib Dato Seri Paduka Haji Awang Umar and Ra’es of KUPU SB Dr Haji Adanan bin Haji Besar will be forum panellists.

The symposium will have MIB showcase, kite, gasing, archery and pencak silat exhibitions as side events.

Youth learn more about mental health

The Health Promotion Centre (HPC) through its Children and Adolescents Health Programme hosted a study visit for 40 Brunei Youth Council (MBB) members.

Legislative Council member Yang Berhormat Khairunnisa binti Haji Ash’ari was present.

The event began with welcoming remarks by HPC Head of the Mental Health Strategy Nor Syahmun binti Haji Matassan, followed by mental health briefings by Scientific Officer Dr Hassanah binti Haji Hasnnan and HPC psychologist Nadzirah binti Haji Abdullah.

The event featured a question-and-answer session and several discussions.

Worldwide leak affects 213,000 Brunei Facebook users

Some 213,000 Bruneian Facebook users might be exposed to data leakage, following news reports of the exposure of personal data of over 500 million Facebook users in a low-level hacking forum, according to Brunei’s cybersecurity agency BruCERT yesterday.

In a statement posted on their social media platforms, BruCERT said the worldwide leak includes personal information such as phone numbers, location, email address, birthdates and biographical information, which is widely accessible to anyone.

BruCERT warned that the data could be used by hackers to impersonate people and commit fray and may lead to bad actors taking advantage of the data to perform social engineering attacks, phishing attacks, or hacking attempts.

The agency’s researchers have the data of Bruneian Facebook users that might have been compromised in the leak.

It may also lead to instances of online stalking, the agency added.

In mitigating the impact, BruCERT recommends these steps: reset the password for your Facebook account and use a minimum 10 characters and a combination of letters, numbers, and special characters; use a different password for each of the accounts; use two-step verification for social media, email, and other important accounts; change your password every three to six months; limit sharing of personal information on social media (full name, birthdate, address, phone number), be very cautious about clicking on links, take time to browse Facebook privacy settings and control, past posts and future posts; make sure phone number and email address are hidden from public view, familiarise with the privacy policies of the social media channels used, protect the computer with antivirus software and set it to update automatically, ensure that the browser, operating system, and software are kept up to date; and log off when done.

News agency AFP said that data affecting more than 500 million Facebook users that was originally leaked in 2019, including email addresses and phone numbers, has been posted on an online hackers forum, according to media reports and a cybercrime expert.

AFP cited a Facebook spokesperson who said the reports were old news. “This is old data that was previously reported on in 2019,” the spokesperson said. “We found and fixed this issue in August 2019.”

Some of the data appeared to be current, according to a report in Business Insider which AFP was unable to confirm independently. It said some of the leaked phone numbers still belong to the owners of Facebook accounts.

Sultan lauds Brunei, Malaysia strong bilateral ties

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in a titah said Brunei Darussalam and Malaysia continue to maintain strong bilateral relations and believes this will grow stronger based on deep understanding, which is the result of a friendly relationship characterised by similar culture, language and religion.

His Majesty said this in a titah during the Official Luncheon at Istana Nurul Iman hosted in honour of the two-day visit of Prime Minister of Malaysia Tan Sri Muhyiddin Yassin and spouse Puan Sri Noorainee Abdul Rahman with their delegation.

His Majesty said both countries continue to enjoy cooperation in various sectors such as trade, defence, education and health.

His Majesty also believes that the noble ties both countries share will be further strengthened through kinship of the royal family and friendship between both governments and peoples.

Brunei and Malaysia, like other countries remain vigilant amid the pandemic wave. “Apart from adhering to standard operating procedures (SOP) as a prevention protocol, Brunei and Malaysia are also seen not neglecting the ‘Godly Vaccine,’ which is the Zikir and prayers to Allah the Almighty to free ourselves from the threats of the pandemic,” His Majesty said.

This, His Majesty said, is the uniqueness of both country and peoples in facing the crisis.

His Majesty also expressed his contentment for the strong cooperation from both sides in combatting the coronavirus outbreak, adding his appreciation to Malaysia for allowing Bruneians to transit in Malaysia and also the assistance to bring back Brunei citizens and residents stranded overseas.

His Majesty also extended his congratulations to Malaysia for chairing the Asia-Pacific Economic Cooperation (APEC) meetings last year, under the leadership of the Malaysian Prime Minister, which His Majesty said has achieved the launch of Putrajaya Vision 2040 towards the establishment of a peaceful, open and resilient Asia-Pacific economy.

Leaders discuss cooperation in vaccine diplomacy

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and Prime Minister of Malaysia Tan Sri Muhyiddin Yassin discussed the possible cooperation of Brunei Darussalam-Malaysia in vaccine diplomacy.

The cooperation would centre on three matters which include a reciprocal vaccination arrangement for both nationals covering diplomats, students and expatriates; ensuring access to vaccine supplies for both Brunei Darussalam and Malaysia; and a reciprocal mutual recognition of vaccination certificates between both nations as this step would facilitate cross-border movement of the people between both countries, the joint statement on the 23rd Annual Leaders’ Consultation between His Majesty and Malaysian Prime Minister stated.

The joint statement added: “His Majesty and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam warmly welcomed the Prime Minister and spouse Puan Sri Noorainee Abdul Rahman, for their first official visit to Brunei Darussalam on April 4 to yesterday.

“His Majesty and the Prime Minister also held the 23rd Annual Leaders’ Consultation, which was conducted in a cordial and productive atmosphere, demonstrating the long-standing relations between the two countries and peoples.

Reflecting on the important ties, both leaders reaffirmed their commitment to further nurture the special relationship by broadening and strengthening collaboration in an array of mutually beneficial areas. They also expressed appreciation on the continuous efforts to deepen exchanges and promote strategic cooperation in various fields under the respective bilateral mechanisms. Both leaders also welcomed the recent discussions between the foreign ministers during the official visit of Malaysia’s Minister of Foreign Affairs Dato’ Seri Hishammuddin Tun Hussein to the Sultanate from February 28 to March 1.

The leaders recognised the profound impact of the COVID-19 pandemic upon the economy and social fabric of each other’s countries. In this regard, they reiterated their commitment to working closely together in addressing the common challenges, and underscored the importance of revitalising and protecting the socio-economic stability of both countries and peoples.

Both leaders reaffirmed their commitment to maintaining the movement of peoples during the COVID-19 pandemic by ensuring their safe cross-border movement, with the necessary safeguards in place so that public health concerns are addressed. In this regard, both sides have agreed in principle to establish a Reciprocal Green Lane (RGL), with effective COVID-19 prevention and control measures, to facilitate essential business and official travel between both countries.

The leaders further agreed for officials from both sides to undertake consultations on the draft standard operating procedures (SOP) of the proposed RGL.

The leaders noted the disruption of flight operations since March 2020 and looked forward to the resumption of air travel when the situation permits.

Both leaders also expressed their appreciation with the collaboration between the two governments, particularly in managing the repatriation of their respective citizens stranded in each other’s country and other countries during the COVID-19 pandemic. This is a testament to the close and enduring ties between the two countries and their peoples.

The leaders reaffirmed the significance of the Exchange of Letters signed by His Majesty and the Prime Minister of Malaysia on March 16, 2009. They reiterated the importance of the mechanism under the implementation of the Exchange of Letters led by the foreign ministers of both countries, and expressed hope that both sides would exert all efforts in advancing their work in this area.

The leaders were pleased with the long-standing collaboration between Petroleum Authority of Brunei Darussalam and PETRONAS, and expressed hope that both sides would step up efforts to further progress in their commercial arrangements, including monetisation discussions for viable development of the gas resources in the commercial arrangement areas.

The leaders welcomed the formalisation of the Unitisation Agreement (UA) between the Brunei National Unitisation Secretariat and PETRONAS, which would be a landmark agreement and signifies the strong cooperation between the two sides. The UA will provide a positive momentum to the oil and gas cooperation between both countries.

The leaders noted the latest developments on the joint demarcation and survey of the land boundary between Brunei Darussalam and Malaysia, and urged the Joint Technical Committee to undertake demarcation and survey work expeditiously, especially in agreed priority areas and areas of significant interest to the people of both countries.

They reaffirmed the agreement for both sides to not undertake any developmental activities in areas where joint demarcation and survey has yet to be completed. Both leaders further agreed to explore the possibility of establishing cooperation to carry out coordinated patrols to ensure among others, uninterrupted technical work in such areas. In this regard, the leaders tasked their respective Ministers of Foreign Affairs to ensure the convening of the first meeting of the Joint Brunei Darussalam-Malaysia Land Boundary Committee to discuss the findings of the Joint Land Boundary Technical Committee and to further strategise a concrete way forward on all related outstanding issues.

The leaders underscored the need to further enhance closer economic cooperation, especially between Brunei Darussalam and the states of Sabah and Sarawak. Both leaders also reiterated the importance of enhancing connectivity with the opening of the Sultan Haji Omar ‘Ali Saifuddien Bridge (bridge linking Brunei-Muara with Temburong) to facilitate greater international trade and investment opportunities between Brunei Darussalam and Malaysia as well as through the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA). They also welcomed efforts to strengthen business-to-business engagement, including the signing of the memorandum of understanding (MoU) between the chambers of commerce and Industries of both countries which would cover economic cooperation and commercial exchanges.

The leaders underlined the importance of synergy in cooperation and promotion in other sectors such as agriculture, fisheries, education as well as connectivity, trade and tourism.

The leaders reaffirmed the importance of close defence ties between Brunei Darussalam and Malaysia, and expressed commitment to strengthen collaboration between the Royal Brunei Armed Forces (RBAF) and the Malaysian Armed Forces (MAF) in areas of strategic importance through regular exchanges of visits, training and military exercises.

In this regard, both leaders commended the continued participation of RBAF and MAF personnel in the United Nations Interim Force in Lebanon (UNIFIL) and the International Monitoring Team (IMT) in Mindanao, Philippines, and their contribution towards preserving regional peace and security.

Both leaders noted the continuous involvement of defence officials to the Defence Services Asia Conference and Exhibition (DSA) in Kuala Lumpur, Malaysia, as well as the Langkawi International Maritime and Aerospace Exhibition (LIMA) in Langkawi, Malaysia. The Malaysian Prime Minister looked forward to Brunei Darussalam’s continuous support for the 17th DSA in March 2022.

The two leaders also expressed satisfaction with the collaboration in ASEAN Defence Ministers’ Meeting (ADMM), including through several initiatives such as the ASEAN Direct Communications Infrastructure (ADI), ADMM Logistics Support Framework, ASEAN Defence Interaction Programme (ADIP) and ASEAN Militaries Ready Group on Humanitarian Assistance and Disaster Relief (AMRG on HADR).

Both leaders expressed satisfaction with the steady progress made in agriculture, particularly on the importation of livestock and fresh produce from Sabah and Sarawak.

The two leaders emphasised the importance of strengthening cooperation in this area towards ensuring food supply chains and distribution functions efficiently.

Both leaders acknowledged the significant benefits of enhancing connectivity and collaboration in transport, particularly in facilitating the movement of goods and people. In this regard, the leaders looked forward to the signing of the MoU on Transport Cooperation, paving the way for enhanced partnership in areas such as safety, security, intelligent transport systems and logistics.

The leaders also looked forward to the early conclusion of a modernised Air Services Agreement between Brunei Darussalam and Malaysia.

Both leaders also looked forward to the renewal of the MoU on cooperation in the fields of youth and sports, signed in 2011, with the objective of enhancing collaboration in youth and sports development, including youth empowerment and leadership in both countries. This will reaffirm both countries’ commitment to further develop closer people-to-people ties among successive generations.

The leaders welcomed the signing of the MoU between the two governments on cooperation in disaster management, which would strengthen ties in this area, particularly through training, the conduct of joint exercises, operations and the exchange of expertise and information related to disaster prevention and risk reduction.

Both leaders reaffirmed their commitment to undertake mutual cooperation in the areas of information and communication technology, including multimedia and cybersecurity, and welcomed the progress made towards finalising the MoU on info-communications media.

His Majesty congratulated the Prime Minister on Malaysia’s successful Chairmanship of the Asia-Pacific Economic Cooperation (APEC) last year, with the endorsement of the 2020 Kuala Lumpur Declaration and APEC Putrajaya Vision 2040. Both leaders envision an open, dynamic, resilient and peaceful Asia-Pacific Community by 2040, for the prosperity of all of the people in the region.

Malaysia congratulated Brunei Darussalam on assuming the ASEAN Chairmanship and its apt theme for the year – “We Care, We Prepare, We Prosper”. Both leaders looked forward to working closely together with other ASEAN member states on harnessing the caring nature of ASEAN to build a harmonious and resilient ASEAN community with the people at its centre; preparing and adapting for future challenges and threats to ensure ASEAN remains relevant and resilient; and creating opportunities for people to benefit through initiatives that enhance the sustainable prosperity of the region. Malaysia reaffirmed its fullest support and cooperation to take forward Brunei Darussalam’s key priorities and deliverables under its chairmanship.

Both leaders exchanged views on a number of regional and international issues of mutual interest and expressed serious concern on the ongoing crisis in Myanmar and the rising number of fatalities. They urged all parties to refrain from instigating further violence, and for all sides to immediately exercise utmost restraint and flexibility.The leaders called on all parties concerned to seek a peaceful solution and pursue constructive dialogue, reconciliation and quickly return to normalcy in accordance with the will and interests of the people of Myanmar and for the greater peace, security and stability of the region. The leaders also recalled the purposes and principles enshrined in the ASEAN Charter, and emphasised that it remains in ASEAN’s greater interest to see Myanmar resolve the crisis and regain stability.

The leaders reaffirmed ASEAN’s readiness to assist Myanmar, including through the good offices of the Chairman of ASEAN and the Secretary-General of ASEAN in a positive, peaceful and constructive manner.

In this regard, both leaders agreed for ASEAN leaders to meet to discuss the ongoing developments in Myanmar and tasked their respective ministers and senior officials to undertake preparations for the meeting that will be held at the ASEAN Secretariat in Jakarta, Indonesia.

Both leaders also agreed to advance ASEAN’s proactive and outward-looking approach in the conduct of ASEAN’s external relations based on shared interests, constructive engagements and mutual benefits, which can contribute to ASEAN’s community-building. In this regard, both leaders welcomed the application of the United Kingdom to become a dialogue partner of ASEAN as well as the applications of Bangladesh and the United Arab Emirates to be sectoral dialogue partners of ASEAN.

His Majesty expressed his warmest greetings to all Malaysians celebrating the upcoming holy month of Ramadhan.

The Prime Minister of Malaysia returned the greeting, and wished all Bruneians observing the holy month a happy Ramadhan Al-Mubarak.

Both leaders expressed satisfaction with the outcome of their meeting and looked forward to the implementation of the decisions reached for a much-strengthened bilateral relationship and cooperation between Brunei Darussalam and Malaysia.

The leaders agreed to hold the 24th Annual Leaders’ Consultation in Malaysia in 2022.

Promoting importance of savings among children

Financial management needs to be taught at an early age, so children can learn to manage their finances wisely, said Brunei Malay Teachers Association (PGGMB) President Haji Yussof bin Haji Mohamad during the launch of the PGGMB Schools Savings Project 2021, themed ‘Saving for the Future’, at the PGGMB Sungai Akar School.

“By exposing them to the importance of saving, children will become more responsible when it comes to spending. And if they save diligently, they will even learn to be more frugal and not overspend in adulthood,” said the president.

He added that teaching children to save allow them to grow accustomed to managing personal finance and valuing money while cultivating high self-discipline.

A total of 303 students received money banks to kick start their savings project.

The project is targetted for the next five years and their savings counted each year, with the biggest saver receiving gift and donations from PGGMB.

The project will be expanded to other PGGMB school branches in the future.

Minister launches ‘The Junction’ retail store

‘The Junction’ Retail Entrepreneurship programme, a government initiative to encourage local participation within the retail industry that also hopes to reduce local unemployment was launched yesterday by Minister at the Prime Minister’s Office and Minister of Finance and Economy II Dato Seri Setia Dr Awang Haji Mohd Amin Liew bin Abdullah at the Korner of Armada Tungku Estate.

The event coincided with the opening of three ‘The Junction’ convenience stores simultaneously in separate locations.

The other The Junction convenience stores are situated at BIBD Connects Lambak and at Mentiri Community Hall.

Experts predict global GDP growth

Experts are forecasting a small growth in the global gross domestic product (GDP) due to the stabilisation of several leading markets such as the United States and Singapore, according to speakers at a seminar organised by Baiduri Bank yesterday.

The speakers also said that more economies are slowly opening while business restrictions are gradually being lifted in certain countries. The seminar organised by Baiduri Bank was to keep their clients and business counterparts informed with the latest developments in the global market and also help them address challenges facing their businesses in a
volatile environment.

The ‘Getting the Shots for Recovery’ seminar held in collaboration with DBS Bank was attended by government institutions, government linked companies (GLCs) and Baiduri Bank’s local business partners. Rates Strategist (G3 & Asia) Eugene Low, and Executive Director of Group Research Philip Wee at DBS Bank gave a global economic outlook before providing the guests with their predictions and insights on global market developments in the next few months via video call.

The speakers analysed the effectiveness of the current global vaccination rollout and economic policies such as the United States’ recent fiscal stimulus package in supporting the acceleration of economic growth. The event ended with a question-and-answer session.

Head of Group Treasury and Institutional Banking Awangku Nor Muhammad Nizam bin Pengiran Haji Tengah, said: “This is the first seminar held specially for our institutional clients. We hope to continue providing more platforms and resources to share insights that will help our clients to be more effective in treasury management.”

Meanwhile, Chief Executive Officer of Baiduri Bank Ti Eng Hui in his welcoming remarks said: “Analysts have already forecasted this year to be a year that the world’s economies may start to recover, with developments in vaccination programmes, and markets steadily improving.

Entrepreneurs under i-Usahawan programme feted

Total Brunei hosted an appreciation lunch in recognition of the positive development and progress of its i-Usahawan contractors at The Garden’s Veranda in Rimba yesterday.

Two contracts were awarded under the i-Usahawan programme spearheaded by the Ministry of Energy.

HMS Enterprise, specialising in air-conditioning service and maintenance, was awarded in 2019; and Sparkling Domestic Divas, specialising in office cleaning services, was awarded the contract last year.

Through the programme, both companies have recruited 100 per cent local workforce. Total Brunei has provided training to the business owners and staff members, including HSE trainings and occupational first aid courses.

They are hoped to continue providing exemplary services and propel their businesses to new heights that will help spur local employment.The initiative serves to support local entrepreneurs to start, own and grow their businesses by securing contracts (ring fenced) with the government, government-linked companies (GLCs) and statutory bodies.

Total Brunei Corporate Services Manager Harina binti Ramlee expressed gratitude to the Ministry of Energy, especially the in-country value team, for their contribution in providing a platform for young local entrepreneurs to grow their businesses.

She added that it reflects the positive public and private partnership, which can be seen through the achievements of the i-Usahawan programme.

Meanwhile, a knowledge sharing session was also held to give insights and tips for the business owners and their team. They were Azri Jumat of RGOC Sdn Bhd, who shared his journey and challenges in running his business; and Darussalam Enterprise (DARe) Executive Officer Rusydina binti Haji Md Helmezulkifli, who shared the role of i-Centre and the different training and development programmes available for new local entrepreneurs. 177 Imams appointed to lead Sunnat Terawikh prayers during Ramadhan

A total of 177 Imams comprising 18 mosque officials, 22 teachers, 74 students and 63 graduates from the Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah received letters of appointment to lead Sunnat Tarawikh prayers in a ceremony held by the Mosque Affairs Department in collaboration with the Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah at Jame’ ‘Asr Hassanil Bolkiah in Kampong Kiarong yesterday.

Permanent Secretary at the Ministry of Religious Affairs Haji Mohammad Rosli bin Haji Ibrahim presented the letters of appointment as the guest of honour.

The event was aimed at providing the Imams with experience and enabling them to review and strengthen memorisation.

The appointment is also hoped to attract more congregants to attend the Sunnat Tarawikh prayers especially the youth in the coming month of Ramadhan.

The Imams were also briefed theoretically and practically on the Aqwalwa Af’aal of the Sunnat Terawih prayers to ensure they understand the correct Kaifiyyat of leading the prayer including the recitation of Tuma’ninah and movements during the prayer.

Acting Director of Mosque Affairs Haji Amir Hisham bin Haji Masri said, “Alhamdulillah, since the placement programme was introduced in 2006, it has received encouraging response from the public and the congregation of the mosque.”

The Imams appointed from the teaching staff and students will only lead the Sunnat Terawikh prayers, while the Isyak prayers, Sunnat Witir prayer and Doa will be led by the mosque officials on duty.

He also urged them lead the congregation orderly and confidently.

Temporary suspension on cross-border activities extended

With the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, and in reference to the media release issued by the Prime Minister’s Office (PMO) on March 22, 2021, the PMO has announced the following:

– The temporary suspension on entry of foreign nationals via land and sea ports, including transits through Brunei Darussalam, has been extended by 14 days until April 22, except for entry and transit travels that have been granted approval by the Brunei government.

– Entry and transits through Brunei may only be considered for official government travels; students who are required to attend school; emergency services (such as ambulances, police and military); and foreign-registered transport operators with cross-country permits issued by the Brunei government for import deliveries of essential goods (provided the travellers have attained endorsement from their local authorities for their travels). Additionally, transit vehicles will be issued transit permits by the Brunei government, and the travellers will be subject to existing entry conditions and procedures.

– Temporary suspension on the collection and delivery of private goods at checkpoints handled by runners registered in Brunei has also been extended by 14 days, until April 22.

– Temporary suspension on commuters via land and sea for the purpose of work is also extended by 14 days, until April 22.

Conditions for the consideration of entry and exit travel are subject to review by the Cross-Border Affairs Steering Committee from time to time.

His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office, as Chairman of the Brunei Shell Joint Venture Companies Board of Directors yesterday viewed the newly-revamped exhibition hall featuring exhibits related to the oil and gas industry, along with topics focussing on energy transition and renewable energy.

The exhibition also includes an interactive showcase on smart drilling technology, an Aqualab with a giant centrepiece that highlights ‘Life Beneath the Platforms’, and a helicopter simulator experience-based on BSP’s own aircraft services at Anduki Airfield.

First opened by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in 2002 as the Oil and Gas Discovery Centre (OGDC), the revamped Seria Energy Lab (SEL) is fully run and operated by Bruneians.

As the world, including Brunei, navigates through the energy transition, the SEL has been designed to reflect today’s energy industry. The centre also aims to advocate the importance of interactive teachings related to STEM, and to encourage more students to venture into these disciplines.

Furthermore, the centre also represents a part of BSP’s social investment programme as one of the many examples of its commitment towards contributing to nation-building, especially in the area of education.

His Royal Highness proceeded to The Gallery building for Santap; and also consented to a group photo with the BSP Board of Directors, BSP management, and Seria Energy Lab management and staff.

Later, on arriving at the BSP Flagship Solar Plant located at G11, Seria, His Royal Highness was greeted by Deputy Minister of Finance and Economy (Fiscal) Dato Seri Paduka Awang Haji Ahmaddin bin Haji Abdul Rahman; BSP Commercial Director Haji Mohammad Azmi bin Haji Mohd Hanifah; BSP Head of Energy Transition Shirley Sikun; BSP Corporate Manager Haji Jaafar bin Haji Bakar; and BSP Head of Onshore Electricity Distribution Haji Madani bin Ismail.

His Royal Highness launched BSP’s Flagship Solar 3.3MWp PV Plant with the signing of a commemorative plaque, which was then followed by a meet-and-greet with the project and asset teams to learn more about the project. His Royal Highness received a pesambah from the BSP Solar PV Project team to commemorate the occasion.

With 90 per cent of the BSP project team made up of locals, the BSP Flagship Solar PV Plant is a stepping stone towards expanding local expertise in renewable energy. As part of the project, two learning events were delivered at Universiti Brunei Darussalam (UBD) and Universiti Teknologi Brunei (UTB), where students received first-hand information on solar industry.

The ceremony ended with a group photo of His Royal Highness together with members of the Brunei Shell Joint Venture (BSJV) Companies Board of Directors, senior government officials, BSP management, and members of the project team.

Both the SEL and BSP Flagship Solar PV Plant will help support His Royal Highness’ vision in realising the country’s economic development and improve the welfare of the people, in accordance with His Majesty’s aspirations for Brunei Vision 2035.

A significant milestone was observed yesterday, with the opening of the Seria Energy Lab (SEL), formerly known as the Oil and Gas Discovery Centre (OGDC), and the launching of the Brunei Shell Petroleum Company Sdn Bhd (BSP) Flagship Solar PV Plant.

Both ceremonies were graced by His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office, as Chairman of the Brunei Shell Joint Venture Companies Board of Directors.

“Both of these investments have given us much pride and encouragement in seeing so many Bruneians stepping up and building their expertise in the areas of renewable energy, energy transition and STEM advocacy,” said BSP Managing Director and Shell Country Chair Brunei Agnete Johnsgaard-Lewis.

Both the SEL and BSP Flagship Solar PV Plant will provide a platform for BSP to reinforce its contributions towards Brunei Darussalam’s efforts as a low-carbon nation.

The BSP Flagship Solar PV Plant also signifies BSP’s strong commitment to pursue energy diversification and decarbonisation, as well as supporting the country’s target of increasing the total share of renewable energy to at least 30 per cent of total power generation capacity by 2035.

Furthermore, SEL also provides the avenues to support aspiring students and youth on the future of renewable energy, environment and innovation through Shell’s NXplorers, which is a Science, Technology, Engineering and Mathematics (STEM) educational programme; as well as the many new exhibits found in the halls of the premise.

At the SEL, His Royal Highness was welcomed by Deputy Minister of Finance and Economy (Fiscal) and member of the BSP Board of Directors Dato Seri Paduka Awang Haji Ahmaddin bin Haji Abd Rahman; and the BSP management team, led by Johnsgaard-Lewis.

A Surah Al-Fatihah and Doa Selamat were recited by Chief Syar’ie Judge Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Haji Awang Salim bin Haji Besar.

In her speech, Johnsgaard-Lewis described how the nation’s first commercial oil field was discovered just a few kilometres away, marking the formation of the Seria Oilfield exactly 92 years ago.

“This significant milestone marked the discovery of the Seria Oilfield, Asia’s longest producing field, and the birth of Brunei’s energy industry. Since then, the partnership between the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, and Royal Dutch Shell has celebrated many milestones.”

“We thrived through the country’s independence, contributed to Brunei’s nation-building, and continue to fuel Brunei’s future until today,” she said.

Johnsgaard-Lewis detailed the exhibits on display at the SEL exhibition hall, which was designed on the basis of cultivating today’s youth into becoming tomorrow’s leaders.

“With its five new interactive exhibitions and together with its all-Bruneian team of proactive educators, the Seria Energy Lab will shape Brunei Darussalam’s future scientists, engineers and even pilots.”

“Using STEM, the Seria Energy Lab captures the imagination and fuels the inspiration of visitors to be part of Brunei Darussalam’s future energy journey,” she said.

Johnsgaard-Lewis also gave an outline of the BSP Flagship Solar PV Plant, Brunei’s second solar plant which was completed in under seven months, with nearly 7,000 state-of-the-art solar panels being installed across four hectares of land.

“I am proud that this is achieved by BSP’s almost entirely Bruneian team in partnership with international experts. After all that hard work, together we are excited to announce that the 3.3-megawatt peak plant produced its first power last week, on March 30,” she said.

The plant will offset some of the power used by the BSP Head Office, as it is capable of generating electricity equivalent to around 600 households per year.

“For the nation, this is our commitment to supporting the country’s target of producing 100 Megawatt peak of renewable energy by 2025,” said Johnsgaard-Lewis.

She added, “Both the opening of SEL and launch of the BSP Flagship Solar PV Plant helps to further reinforce our contribution to pursuing energy diversification and decarbonisation, towards becoming a low-carbon nation.

“At the same time, I also am certain that this will help shape a more climate-resilient, environmentally-innovative Brunei Darussalam that is akin to its economic aspirations; and we will achieve this together as we look forward to deepening our partnership for decades to come, and for BSP to continue fuelling Brunei’s future.”

The ceremony continued with His Royal Highness launching the SEL by witnessing a video presentation of the newly renovated facilities, followed with the signing of a commemorative plaque.

His Royal Highness also received a pesambah from Johnsgaard-Lewis.

Brunei meeting SDG aspirations

Brunei Darussalam has managed to meet several targets of the Sustainable Development Goals 2030 (SDGs), such as a decline in the Maternal Mortality Ratio from the 1960s up to the present, along with a reduction in the Under-5 Mortality Rate.

The nation has also achieved immunisation coverage that exceeds the SDGs target, which is more than 95 per cent of children under the age of five being immunised annually. It was also declared malaria-free by the World Health Organization (WHO) in 1987, polio-free in 2000, measles-free in 2015 and Rubella-free in November 2018.

These achievements were highlighted by Minister of Health Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar yesterday, in his statement for World Health Day.

World Health Day is celebrated globally on April 7, to mark the establishment of the WHO in 1948.

This year, the WHO has chosen the theme ‘Building a Fairer, Healthier World’, which aims to bridge global health inequalities and unite to build a fairer and healthier world.

“The WHO is committed to ensuring that every individual, wherever they are, can create the rights to good health through the concept of universal health coverage; and further encourage and promote actions that can be taken by all parties around the world, to contribute towards realising the two concepts of Coverage Global Health globally,” said the minister in his statement.

“Universal health coverage means that all sections of society in need have equal access to quality health services anytime and anywhere, without being burdened with financial issues. Health is a fundamental right of every individual; and every individual has the right to receive the information and services they need to ensure their health and that of their family members is always maintained.

“According to the WHO, at least half of the world’s population do not receive the health services they need, and about 100 million people of the world live in poverty each year because they have to pay for their healthcare.

“In this regard, this year’s World Health Day celebrations are focussed on aspects related to equity and solidarity, while using a whole-of-government approach to address barriers in access to healthcare and services by increasing investment in basic healthcare.

“In short, in achieving universal health coverage, most of the health care – whether in terms of health promotion, disease prevention, treatment or rehabilitation – is provided to all levels of society to ensure that Health For All is implemented and to develop health resilience in the future.”

He added, “Alhamdulillah, in Brunei, we are so fortunate, since the citizens and residents of this country receive universal health coverage from the government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam through the Ministry of Health (MoH), with the provision of convenient health services that are accessible and obtained in all four districts, which includes the provision of 14 comprehensive health centres, four health clinics, two air medical services and three mobile clinics.

“The health centres provided at the community level are comprehensive and in line with the One-Stop Health Centre concept which provides basic healthcare services under one roof, with the aim of improving quality and efficiency, by providing a more comfortable and conducive environment close to the community.

“In general, basic healthcare has a very important role in universal health coverage and also in holistic healthcare, because it covers the lifelong health needs of an individual – at pre-birth, childhood and adulthood, until the end of

his lifetime. Meanwhile, the commitment of the government of Brunei towards basic health care in the country and universal health coverage can be seen through the country’s achievements in the Millennium Development Goals 2015.

“A robust and organised Basic Healthcare has also proven to be cost-effective and equitable in delivering better and quality health services, and has assisted many countries in making progress towards universal health coverage. Therefore, a deep understanding of universal health coverage is also very important in making national policies to ensure that Brunei will be able to continue to move towards ensuring and maintaining universal health coverage.

“In achieving the aspiration of health for all as a reality, cooperation from all parties is very much needed. We need individuals and communities with access to services to be responsible in caring for their own health as well as that of their family members; health professionals and workers with the skills to provide quality services based on the specific needs of their respective communities or people-centred care; and policymakers to be astute and more committed in the investment of basic healthcare.”

The minister added, “I hope that this year’s World Health Day celebration will be a platform for all of us, as citizens and residents of Brunei, to value our health and avail ourselves of the facilities provided by His Majesty’s government.

“Health professionals and workers also play an important role in being equally prepared to educate patients on ways to maintain health, coordinate care and support the needs of their patients. Good professional relationships can be leveraged through the provision of continuous and consistent patient education.”

“Finally, in support of the theme of this year’s World Health Day celebration, Brunei is committed and will continue to work to further strengthen healthcare for all levels of the population in the country in realising universal health coverage.”

Schools receive desktop computers

Royal Brunei Airlines (RB) donated 30 desktop computers to schools as part of the RB Haparan initiative which so far has included offering educational visits to RB Campus and Hangar.

The RB Information Technology support team visited the selected schools – Putat Primary School in Brunei-Muara District, Kampong Bukit Primary School in Tutong District, Labi Primary School in Belait District, and Selapon Primary School and Sultan Hassan Secondary School in Temburong District – to handover the desktop computers.

“Supporting local educational programmes is among the values we wish to establish and associate with RB.

“We are happy to donate the computers and hope that they will be of great use and a surprise to the students at the beginning of the new school term. We hope that initiatives such as this as well as the school visits we have been conducting, we are doing our part to contribute to the development of the future generations of leaders in Brunei,” RB Chief Executive Officer Captain Haji Khalidkhan bin Haji Asmakhan said.

RB initiated its RB Harapan initiative this year, within which the national carrier aspires to welcome 50 schools with the platform to supplement and broaden education for students through technical visits and sharing sessions at RB facilities.

The students will learn from engineers, cabin crew, pilots and administrative and managerial staff on the functions and duties they perform.

Present at the press conference yesterday was CCC Brunei President Malcolm Lim.

CCC will be organising four seasonal fairs annually and while food and beverage is excluded for the upcoming expo, the organisation looks forward to include it in the next expo.

“I look forward to our members’ strong support and participation in the upcoming expo. Due to Covid-19, foreign business parties are not participating in this expo. However, they can ship their products to Brunei where CCC can coordinate and assist in promoting their products.”

There will be 40 booths and a designated showcase and activity area during the six-day event, while standard operating procedure (SOP) and health advises will be fully observed and practiced throughout the event.

A free health screening and a blood donation drive by medical team from the Ministry of Health will also be at the expo.

Meanwhile, CCC Head of Commerce and Industry Lim Eng Hsin said they are in the process of inviting members of the Diplomatic Corps and government agencies such as Ministry of Primary Resources and Tourism.

CCC Brunei President also highlighted that the association is looking to collaborate with other organisatons in the future such as the Brunei Malay Chamber of Commerce and the Indian Chamber of Commerce. Such collaborations can help showcase local culture while fostering solidarity.

Members of CCC Brunei Deputy President Lee Chung Keng, Vice Presidents Lim Ting Chai, Vincent Pao and Tan Kah Poi, Lim Eng Hsin and Louis Loo (Commerce and Industry together with committee members, Deputy of Youth Entrepreneurs Council and respective Women’s Council Committee were also present during the press conference.

British Foreign Secretary visiting Brunei

British Foreign Secretary Dominic Raab is visiting Indonesia and Brunei Darussalam this week to forge closer trade and security ties with the two countries while tackling key global challenges such as the COVID-19 pandemic, climate change and the coup in Myanmar.

It is Raab’s fourth visit to Southeast Asia as Foreign Secretary – and first since the publication of the Integrated Review – setting out the growing importance of the Indo-Pacific. Later this year, the United Kingdom’s (UK) Carrier Strike Group led by the HMS Queen Elizabeth, will make its maiden visit to the region.

In Jakarta, the Raab met Indonesia’s President Joko Widodo and Foreign Minister Retno Marsudi to discuss the growing UK-Indonesia trade partnership now worth USD2.7 billion a year. He also met Health Minister Budi Sadikin where they discussed the importance of international collaboration in pandemic preparedness. In his final meeting in Jakarta, Raab spoke to ASEAN Secretary-General Dato Paduka Lim Jock Hoi as the UK looks to progress closer ties with the regional bloc.

Raab arrives in Brunei today for several high level meetings to discuss trade, climate, and security issues with the British Garrison stationed in the country.

Speaking ahead of the visit, Raab said, “This is my fourth visit to the region; to two key strategic partners, because the Indo-Pacific tilt is vital for the UK to grasp the economic opportunities and rise to the new challenges ahead.

“We’re deepening our trading relationships. The Carrier Strike Group’s deployment marks the start of a new era of defence cooperation. And the UK is investing in long term partnerships as a force for good in the region.”

After his vist, Raab will then join the second UK-ASEAN ministerial dialogue, to explore Dialogue Partner status for the UK, before returning to the UK.

A Tahlil for the late parents of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam, Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien ibni Al-Marhum Sultan Muhammad Jamalul Alam and Al-Marhumah Duli Raja Isteri Pengiran Anak Damit binti Al-Marhum Pengiran Bendahara Pengiran Anak Abdul Rahman was held yesterday by the Ministry of Religious Affairs (MoRA).

The Tahlil was also for Al-Marhum His Royal Highness Prince Haji ‘Abdul ‘Azim.

The religious gathering took place at the Multaqa Hall of MoRA.

Minister of Religious Affairs Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman was present.

Deputy Minister of Religious Affairs Pengiran Dato Seri Paduka Haji Bahrom bin Pengiran Haji Bahar and Permanent Secretary at the MoRA Haji Mohammad Rosli bin Haji Ibrahim were also present.

The event began with Asar prayers, followed by recitation of Surah Yaasiin, Tahlil and Doa Arwah led by officer of the Omar ‘Ali Saifuddien Mosque at the Mosque Affairs Department Zulkifli bin Haji Murat.

Female entrepreneurs complete training programme

Bank Islam Brunei Darussalam (BIBD) celebrated 10 female entrepreneurs who graduated from the bank’s BIBD SEED (Special Underprivileged Mothers Empowerment Entrepreneurship Development) programme yesterday.

They completed their training as part of the third cohort of the BIBD SEED programme which began in August 2020.

BIBD Chief Marketing Officer Hajah Nurul Akmar binti Haji Mohd Jaafar said, “Evidence suggests that empowering women can have a beneficial impact on their families, communities and the country as a whole. As a Partner in Progress, the bank is committed to supporting the nation, to support the less fortunate, to give opportunities and empower those who may not be blessed with the same opportunities.”

Hajah Nurul Akmar said the participants were not only taught marketing strategies but also skills in business management, cost and packaging. “The exposure to industry experts such as Fashion Designers Alliance with the help from DARe (Darussalam Enterprise) also gave insights to understand industry needs and challenges. This is one of BIBD’s efforts to ensure the graduates will be ready and in a way can weather any challengers, becoming proactive and innovative entrepreneurs in their respective business.”

BIBD Deputy Managing Director Hajah Noraini binti Haji Sulaiman handed over certificates to the graduates at Centre for Excellence and Empowerment at the PGGMB (Brunei Malay Teachers Association) Building in the capital.

The cohort includes four entrepreneurs from the creative industries and the remaining six entrepreneurs from the food and beverage industry. They completed the four phases of the programme.

BIBD arranged training workshops focussed on entrepreneurship skills, practical skills and product development. They also participated in showcases and marketplaces to gain practical experience in interacting with customers.
