Minister of Development Dato Seri Setia Ir Awang Haji Suhaimi bin Haji Gafar as Co-Chairman of the Brunei Darussalam National Council on Climate Change (BNCCC) led the planting of mangrove and beach saplings yesterday at Api-Api wetlands, Tanjung Batu, Brunei-Muara District.

The Carbon-Blue Initiative Event, held in conjunction with the 37th National Day celebration, was organised by the Ministry of Development (MoD) through the Brunei Darussalam Climate Change Secretariat (BCCS) in collaboration with the Forestry Department at the Ministry of Primary Resources and Tourism (MPRT), Department of Environment, Parks and Recreation (JASTRe) at the MoD and BruWILD.

Fifty mangrove saplings (rhizophora apiculata) and 100 coastal saplings of casuarina equisetifolia and calophyllum inophyllum were planted.

Deputy Permanent Secretary at the Ministry of Energy Pengiran Haji Jamra Weira bin Pengiran Haji Petra as Acting Chairman of the Climate Change Executive Committee and members of the Climate Change Executive Committee also participated in the activity, along with Deputy Minister of Development Dato Seri Paduka Ar Haji Marzuke bin Haji Mohsin and Legislative Council (LegCo) members Yang Berhormat Khairunnisa binti Haji Ash’ari and Yang Berhormat Pengiran Haji Mohamed bin Pengiran Haji Osman @ Othman.

Heads of departments at lead agencies of the Brunei Darussalam National Climate Change Policy (BNCCP), senior officers and staff from the MoD and the Forestry Department also joined the event.

BruWILD President Liaw Lin Ji briefed on the roles of mangrove and beach trees in reducing the impact of climate change. The event, thus, reflected the government’s concerted efforts in realising a goal of Brunei Vision 2035 as well as supporting the BNCCP.

The planting of mangrove trees is significant because the species has a rapid growth rate and able to absorb carbon up to five times higher than tropical forest tree. Mangrove trees also provide protection to various wildlife species and provide nurseries for marine species.

Meanwhile, the beach trees can reduce wind speed and protect the coast from erosion.

The Information Department, which has encountered a number of challenges, has expanded its effort in upholding the country’s vision – to channel governmental policies and activities to suit today’s needs, said its Acting Director Haji Shahrul Jefri bin Dato Paduka Haji Ibrahim.

“In line with its vision ‘Membudayakan Masyarakat Bermaklumat’, the department will always carry out responsible reporting and adhere to the rules and regulations when disseminating information,” he said at the launch of Lentera Makmur Gallery to mark the Information Department’s 69 years of establishment yesterday, officiated by Minister at the Prime Minister’s Office (PMO) Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud.

Haji Shahrul said, “The gallery features a modern concept that ensures the space and content remain relevant by delivering information audiovisually. For the first phase, the gallery will use the QR code method.”

He said the gallery is broken down into four aspects based on its strategic pillars in disseminating information: the Kluster Raja Kita (Our King Cluster); Derivate Publication Strategy; Face-to-face Communication Strategy; and Media Relation and New Media Strategy.

“The gallery’s main focus is to disseminate the image of the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam by ensuring that all information provided on policies, programmes and activities as well as governmental initiatives in addressing current issues will be delivered in a transparent and effective manner,” he said.

Haji Shahrul Jefri said as students, academicians, government officers, personnel from private organisations and foreigners’ visit the department, it is hoped that the gallery will serve as a centre that provides information on governmental functions and services. The gallery serves as an added value for the existing platform to further deliver information that is in line with the primary objective of the Information Department when it was established on April 1, 1952, to channel public information, policies and activities.

The department also facilitates sharing of information via social media, such as InfoDeptBN mobile app, Information Department and Pelita Brunei social media platforms, and informative screen.

The department also monitors and coordinates with the local and overseas media.

The public can visit the Lentera Makmur Gallery during working hours from Monday to Thursday and Saturday from 8.30am to noon and 2-4pm.

Brunei Darussalam and the People’s Republic of China enjoy a long history of friendly exchanges and good relations for 30 years, said Ambassador of the People’s Republic of China to Brunei Darussalam Yu Hong during the award ceremony of the logo design competition for the 30th anniversary of the establishment of diplomatic relations between the two nations at the International Convention Centre on Saturday.

“On September 30, 1991, our two countries officially established diplomatic relations, heralding a new chapter of bilateral friendship. Jalan Ong Sum Ping in Bandar Seri Begawan and the Tomb of the King of Boni in Nanjing, China bear witness to the long history of friendly interactions between our two countries,” the ambassador said.

Yu Hong added that Chinese President Xi Jinping’s visit to Brunei in 2018 upgraded the bilateral relations to Strategic Cooperative Partnership with leaders of both nations charting the development course for bilateral relations from a strategic perspective.

Brunei and China signed a memorandum of understanding (MoU) on the Belt and Road Cooperation and the Cooperation Plan, which contributed to the increase of bilateral economic and trade volume – from USD719 million in 2016 to USD1.91 billion in 2020.

The bilateral cooperation grew up to 72.5 per cent in 2020, ranking Brunei as the first among ASEAN member states. China’s investment in the country covers a multitude of areas, contributing to the oil and gas downstream industries, improving port operation efficiency, increasing local employment, and contributing to Brunei’s efforts in achieving economic diversification, digital Brunei, and healthy Brunei.

“Since the outbreak of COVID-19, the two countries have supported each other through effective cooperation. When most countries faced severe vaccine shortages, China donated vaccines to Brunei despite its own strong domestic demand, which fully reflects the solidarity and friendship between the nations in sharing weal and woe,” Yu Hong said.

Marking the 30th anniversary of China-ASEAN dialogue relations, Yu Hong said, “As Brunei assumes the chairmanship of ASEAN, China-Brunei relations stand at a new historical starting point. Taking the opportunity of the ‘Double 30’ celebrations, we shall promote the synergies between China’s Long-Range Objectives Through the Year 2035 and Brunei Vision 2035, by developing high-quality Belt and Road cooperation.”

Permanent Secretary (Politics and International Organisations) at the Ministry of Foreign Affairs Pengiran Norhashimah binti Pengiran Mohd Hassan echoed the ambassador, saying, “This long standing and deep historical link (between both nations) have paved the way for the close friendship and warm ties between our people today.

“Since the establishment of diplomatic relations, we have witnessed the revolution of it including active exchanges at the leaders’ level, increase in bilateral trade and economic cooperation, connectivity improvement and growing people to people exchanges. With all that we have achieved, I am confident that our ties will continue to grow from strength to strength in the years ahead,” Pengiran Norhashimah said.

The logo competition winner Mohammad Aliff bin Haji Awang Madial received a Huawei laptop while second place winner Izzatun Nabilah binti Khairul Saffarani received a Huawei tablet.

Felix Lee Zhen Yang who finished third received a Huawei tablet while his second entry was picked fifth best. Khairunnabihah binti Abu Hassan was fourth and received a Huawei smart watch.

Sixteen finalists received prizes for the competition, which attracted 64 people with 86 logo entries.

Yu Hong, Pengiran Norhashimah, and Permanent Secretary (Community and Culture) at the Ministry of Culture, Youth and Sports Hajah Nor Ashikin binti Haji Johari presented the prizes.

Legislative Council member Yang Berhormat Ong Tiong Oh and prominent figures of the Chinese community were also present.

The Manpower Planning and Employment Council (MPEC) and the Ministry of Development (MoD) will support the Manpower Industry Steering Committee (MISC) in Construction in continuing to host schemes such as the ARMECS Bridging Programme 1.0, so that locals can find employment in the construction industry, where there are vast opportunities for nation-building.

This was said by Minister of Development Dato Seri Setia Ir Awang Haji Suhaimi bin Haji Gafar during a presentation of certificates of achievement to 31 trainees who completed six months of training at architect and professional engineer firms, under the ARMECS Bridging Programme 1.0 yesterday.

The certificate presentation was held at the Authority for Building Control and Construction Industry (ABCi) building.

Fifteen of the trainees are resident technical officers (RTOfs), company site representatives (CSRep) and clerks of works (CoWs) (RCC Visors), while the remaining 16 are in drafting.

The minister also congratulated the trainees who will be working at construction and consultant companies, until March 2022.

“By providing the trainees with instruction, guidance and experience through skilled and accomplished instructors, each graduate from this programme has been equipped with the tools and knowledge as supervisors and drafters in the construction industry,” he said.

It is hoped that such programmes will support the MoD’s efforts in increasing the competitiveness and marketability of the local workforce in alignment with the Local Business Development Directive – to train and employ – which is being drafted and will be introduced soon.

Earlier, Legislative Council member Yang Berhormat Fdr Ar Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman, in her capacity as Co-Chairperson of MISC, detailed the five-week engagement with contractors, consultants, suppliers and jobseekers, in addition to working with the team to understand industry requirements and the development of the bridging programme in July 2020. “It is our objective to boost the capabilities of our local workforce and make them industry-ready for Brunei’s development,” she said, adding that “This will only be possible with the tripartite partnership between industry, regulators and educational/training institutions with the guidance of Manpower Planning and Employment Councils, to have more of our local workforce involved in our construction industry”.

Permanent Secretary (Infrastructure, Housing and Professional) at the MoD Ir Haji Amer Hishamuddin bin Pehin Orang Kaya Amar Pahlawan Dato Seri Setia Haji Zakaria, also in his capacity as the Co-Chairman of MISC, said the training structure was arranged together with the industry and in accordance with academic needs, through Politeknik Brunei.

“This included making daily reports and undergoing assessments by trainers, to ensure the effectiveness of the programme in meeting the needs of the industry,” he said.

Deputy Minister of Development Dato Seri Paduka Ar Awang Haji Marzuke bin Haji Mohsin, Deputy Minister of Education Datin Seri Paduka Dr Hajah Romaizah binti Haji Mohd Salleh, permanent secretaries, deputy permanent secretaries, heads of departments, managing directors and construction companies representatives were also present.

The trainees received their certificates of achievement issued by Politeknik Brunei, through a memorandum of understanding (MoU) between MISC Construction and Politeknik Brunei.

The minister also led in the planting of 50 saplings, as an effort towards a greener environment, in support of the Green Protocol.

The implementation of the bridging programme is one of the initiatives introduced by MISC Construction, to increase the marketability of Brunei citizens and ensure that local jobseekers acquire the skills and competencies in the construction industry.

MISC Construction plans to introduce more programmes to encourage jobseekers to venture into the field of construction, ranging from professional level to highly skilled workers.
