Maybank Brunei wins Best SME Bank

MAYBANK Brunei has achieved yet another milestone in its long-established history in Brunei Darussalam by winning the ‘Best Small and Medium Enterprise (SME) Bank, Brunei 2015’ award instituted by Capital Finance International, United Kingdom.

The recognition comes close on the heels of the bank receiving the ‘Fastest Growing Bank, Brunei 2015’ accolade from Global Banking and Finance Review, UK.

“This is definitely another milestone achievement for Maybank Brunei. Winning another award this year is testament of our commitment to further reinforce our footprint in Brunei and the country’s economy,” Lim Yu Kwang, Country Head and General Manager of Brunei Operation of Maybank, said in a press conference held at the bank’s headquarters in Kiarong yesterday.

Maybank Brunei, he recalled, “has been around for 55 years in Brunei and we are a full-fledged bank providing full retail and commercial banking services and products in Brunei. We introduced our Premier Wealth Banking last year exclusively for our high-net worth customers”.

Lim, the first local to become the Country Head of Maybank Brunei, added, “We are truly an Asean bank with presence in all the 10 member countries and with well-established network. We understand Asean better than most of our peers. Our presence has also been extended to other markets such as China, Hong Kong, India, New York and London as well as other countries.”

According to the judges of Capital Finance, Maybank Brunei exemplifies the group’s corporate desire to serve customers according to their individual needs, rather than imposing possibly superfluous products and services, as well as their dedication to serve Brunei’s SMEs.

Last year, Maybank Brunei achieved double digit growth in Brunei and is looking to further build its presence in the local financial market.

“We have been building our brand and visibility in the market. This has worked very well for us. We have undergone some restructuring exercise to ensure that we put the right person in the right job.”

On the bank’s performance, he revealed that “over the past three years up to 2015, Maybank Brunei recorded a strong financial performance with year-on-year revenue growth. Over the last one and a half years, we have installed two offsite ATMs (Airport and Hua Ho Manggis Mall).”

Also present at the press conference were Bobby Sia, Head of Business Banking and Transaction Banking as well as his team members.

Tungku Beach’s fate hangs in the balance

TUNGKU Beach visitors and vendors have raised concerns over the fate of the popular destination after renovation notices were put up all over the beach a few weeks ago.

The Bulletin had recently reported on private property signs being erected at the site to the utter dismay of beach enthusiasts and small businesses.

Most concerns are centred on the possible closure of public access to the beach in the near future. Many even fear that rumours of a ban on entry to the public may come true.

The fate of Tungku Beach vendors were discussed during the recently-concluded Legislative Council session. Responding to concerns raised in the meeting, the Minister of Development, Dato Paduka Awang Haji Bahrin bin Abdullah, had said vendors may be asked to discontinue their activities in the future to make way for the Brunei Investment Agency (BIA), which owns the area, to go ahead with the development of the beach.

The Brunei Government is yet to take a decision on Tungku Beach’s impending fate.

When asked about its beach development plan, the BIA said “the matter will be looked into before putting up further notices.”

Being the most sought-after location in the Sultanate due to the open space concept, Tungku Beach has always provided good business for over a hundred small entrepreneurs spread by the coastline. They desperately hope “they will not be forced to discontinue their business activities” due to the upcoming development works.

The Weekend Bulletin spoke to several members of the community yesterday and most shared their displeasure over the proposed development plan.

An ATV (All-Terrain Vehicle) operator said that people are “getting more worried since the notice was put up” and their questions are going unanswered. “I have been doing this for almost a decade now, and Tungku Beach has clearly regained its glory in the last couple of years,” he said on the rising business prospects due to the increasing number of visitors to the beach.

One of the largest community beaches in the country, Tungku Beach has been clearly a crowd favourite with different sorts of events and activities enjoyed regularly by members of the public. “It would be a shame if Tungku Beach had to lose its heart of a big community during the course of development,” he said. “For some of us, this is part of our lifestyle.”

Meanwhile, Hajah Munah, a burger joint operator said, “What we (small vendors) love about this beach is the freedom of space on top of all things.” She has been operating out of Tungku since she was forced to move out of Serasa Beach two years ago due to space constraints.

The joyous spirit that usually encapsulates the beach, particularly during weekends, may not return in its full form if the beach is made inaccessible, said another food vendor.

“We will be forced to relocate. It will not be easy to find a place of business as free as Tungku Beach, but we will have to move on anyway.”

Most vendors shared that they do not mind “paying a small fee” as long as they have the permission to stay back and Tungku remains accessible to the public.

Activities have been on the rise in Tungku Beach including picnics, 4×4 excursions, camping, sea-turtle watching, and other water activities. Aside from that, Tungku Beach is also home to the Sultanate’s surfing community – a sport that has gained much momentum among beach-goers in the last few years, especially in Tungku.

Surfers are concerned over the possible restraints on practising their sport at the beach.

According to Hamdi Matussin, a member of the Tungku Beach Surfers group, “Tungku Beach will not have the same appeal should they really halt public access.”

While there are other beaches in the country, surfers regard Tungku as the best place for surfing, since other non-bay beaches connect to the open sea and are therefore regarded less safe.

He attributed the beach’s attraction to its “great wave breaks”. A surfer of Tungku waters in the past four years, Hamdi said the beach has become a popular base for gatherings of people from all walks of life to share mutual interests.

Labuan boat found adrift in Brunei waters

A FISHING boat that capsized in Labuan on March 26 was found drifting in Brunei waters yesterday.

The 30 feet-long boat, which sported the words ‘Green Belait’ on its green and white body, was found by BSP’s Maritime SAR S-92 Helicopter at 9.13am near the coastal area of Danau in the Tutong District.

Fisherman Marran bin Sahibul, 24, was plying his trade at a regular spot on March

26 when his boat ‘Green Belait’ hit a hard object, sinking the vessel.

However, Marran managed to hold on to an ice box used to store fish, and swam to safety.

His father Sahibul bin Omar, was surprised to learn that the capsized boat had reached Brunei waters.

“He was just two miles from Tanjung Kubung when water suddenly started to fill the boat,” said the 54-year-old.

“My son swam to shore at around 6.30pm and was stranded at the Manikar Beach Resort coastal area until 4am the following day.

“He was weak when I saw him, so I let him rest before bringing him to the police station in the afternoon,” he said, adding that Marran had been a fisherman for six years.

Corporal Haslinda binti Abdul Jamil a member of the Operational Room from the Labuan State Police Station informed that the incident occurred on March 26, 2016 where a boat hit a hard object which caused water to fill and led to its sinking.

Sergeant Major Nathan, from the Labuan Police Marine, said the department was not investigating the case as Marran was found safe.

The Royal Brunei Police Force said the Marine Department will arrange for the remains of the boat to be sent back to Labuan.

BSJV honours 272 employees for outstanding service

A TOTAL of 272 employees from the Brunei Shell Joint Venture (BSJV) Companies received their long-service awards during the annual appreciation dinner yesterday.

Held at the Indera Samudra Grand Hall, The Empire Hotel & Country Club, the BSJV Emblem Night ceremony was held to recognise and appreciate the employees for their enduring loyalty, hard work and dedication to their respective companies.

Present as guest of honour at the event was the Minister of Development, Dato Paduka Awang Haji Bahrin bin Abdullah, who is also Chairman of the Board of Directors of BSJV companies.

Also in attendance were other members of the BSJV Board of Director, Dato Paduka Dr Awang Haji Mohd Amin Liew bin Abdullah, Deputy Minister of Finance, and senior management representatives from the BSJV companies.

The highlight of the evening was the presentation of long-service emblems to the recipients with 40 and 35 years of service by the guest of honour and to those with 30 and 25 years of service by managing directors of respective BSJV companies.

In his address at event, Andrew Faulkner, Managing Director of Brunei Shell Petroleum Company Sdn Bhd, highlighted that the total number of recipients this year represent 8,345 years or more than 17 million man-hours worth of BSJV experience and knowledge.

The 17 million man-hours have helped BSP deliver for Brunei and its shareholders.

“I myself have just passed 34 years of service with Shell. And when people ask me how I could work so long for a single company, my answer is always ‘because it is a great company’. When I asked some of tonight’s recipients the same question the answer was exactly the same – ‘for the pride in working for a company which has, through innovation and skill and hard work, made such a difference to Brunei’,” he said.

Addressing the recipients, Andrew Faulkner said, “We saw the business grow and flourish, achieving momentous milestones that transformed and cemented our position in the industry.”

He recalled the landmark achievements of the company including the development of major facilities such as Champion 7, Seria Crude Oil Terminal (SCOT) and Brunei LNG in the 1970s, discovery of new fields such as the Magpie field in 1975, the Rasau onshore field prior to 1980 and Iron Duke in the early 1990s.

Faulkner attributed all these major successes and many others to the efforts of the dedicated employees.

“To have a large number of long-service employees reinforces your professionalism, your pride and your respect for your companies. And we need your support and commitment now more than ever in overcoming the challenges in the current low oil price environment to successfully help rebuild and reposition the BSJV Companies for a long and profitable future,” he added.

“While you won’t find it on the balance sheet of our companies, but 17 million man-hours worth of experience is a valuable asset to any company and one we need to treat well and get the most out of. So I ask that you make the time to impart your knowledge to the younger generation and to help nurture them. No training video or a two-day course can replace the sharing of 17 million man-hours of experience, or successes and failures, of milestones and learning. This sharing will further complement the companies’ existing efforts in building our talent pipelines to ensure a long and prosperous future for the BSJV’s and Brunei,” Faulkner concluded.

Vrooming start to 4th Suzuki 4×4 Challenge

LOCAL and international 4×4 enthusiasts flocked to Tanah Jambu in Jalan Muara/Salambigar yesterday as the roars of more than 60 vehicles reverberated across the 4WD track, signalling the beginning of the 4th Suzuki 4×4 Challenge Cup 2016.

The annual event, jointly organised by Boustead Sdn Bhd and Four Wheel Drive Association (PKTLB), was flagged off by Dato Paduka Lim Beng Thai, Managing Director of Boustead.

This year, for the first time, the challenge has attracted foreign participants coming from neighbouring states of Sabah, Sarawak and Kalimantan.

More than 60 vehicles and drivers are competing in the two-day challenge which is testament to how far the tournament has come in terms of exposure, said Haji Ahmad bin Haji Abdul Razak, co-chairman of the organising committee.

According to him, the challenge aims to foster better relationship between members of PKTLB and the staff of Boustead, promote 4×4 as a popular sport in the Sultanate and contribute to the state’s tourism industry.

It also seeks to enhance awareness on road safety, regulations and defensive driving among the general public as well as to promote Suzuki vehicles, he added.

The competition was initially held to reward the loyal customers of Suzuki who are interested in off-road activities. However, since the inaugural event, the event expanded on a yearly basis due to the overwhelming response from the public and the event’s growing reputation, Haji Ahmad noted.

Meanwhile, local participant Awang Bandang bin Perayam, a 4×4 enthusiast from Kg Limau Manis, said he had participated in similar challenges organised locally for more than eight times. He won first place in the Open category of the Suzuki Challenge Cup last year and second place in the same category in the Tutong 4×4 Challenge.

“We do our own modification to the vehicle by gathering all the experience and skills as well as information from other 4×4 vehicle friends in the country,” he said.

Awang Bandang hopes to give his best of skills during the challenge.

The event is divided into three categories: Standard, Open Modified and Team Relay.

The Standard category primarily aims to attract novice drivers who are new to off-roading as the tracks are less demanding compared to other categories.

Seasoned 4WD enthusiasts with modified vehicles are mostly enrolled in the Open Modified category where the tracks are designed to push the limits of the vehicles’ capabilities as well as to test participants’ skills.

The organisers have also introduced a ‘Super Stage’ (SS) category this year to provide participants with a more challenging mental and physical experience. The SS category participants will be contesting along with those in the Modified category.

This year, 15 vehicles are competing in Standard category, 34 vehicles in Modified category and 18 vehicles in Team Relay category. The Suzuki Cup Challenge trophy will be given to the winner of the Modified category.

The event is open exclusively for vehicles under Suzuki flagship regardless of models.

Suzuki is always proud of the durability and reliability of its vehicles and this event serves as a platform to test the vehicles’ competence in extreme road conditions.

Apart from indulging in the exciting challenge, the winners in each category will bring home attractive prizes.

In the Standard category, the champion will receive $800, trophy and a set of Nexen (H/T) tyres while the first runner-up will get $400 and a trophy and the second runner-up $200 and trophy.

The other prizes are the following: Open Modified category – champion: $2,000, trophy and a set of Yokohama (M/T) tyres; first runner-up: $1,500 and a trophy; second runner-up: $1,000 and a trophy.

Team Relay category – champion: $1,800, medal and a set of Kenda (A/T) tyres; first runner-up: $1,200 and medal; second runner-up: $900 and medal.

The prizes will be distributed tomorrow during a gala night at Suzuki Boustead Showroom in Beribi at 7pm.

Wardi bin Haji Mohammad Ali, Deputy Permanent Secretary (Tourism) at Ministry of Primary Resources and Tourism, is expected to attend the event as the guest of honour.

A CONVERSION ceremony towards fulfilling the dream of an Iban man who wants to embrace Islam was held yesterday at the Surau of the Royal Brunei Police Force (RBPF) Headquarters (HQ) in Gadong.

The event’s guest of honour was the Commissioner of the RBPF, Dato Paduka Seri Haji Bahrin bin Mohd Noor.

Also present were the Deputy Commissioner of the RBPF, Dato Seri Pahlawan Haji Mohd Jammy bin Haji Muhd Shah Al-Islam, RBPF and Islamic Da’wah Centre officers, as well as family members of the newly converted.

Heamy Zul Izzam anak Achin, 22 and currently working with the Police Reserve Unit ‘B’ Company (RU ‘B’), has chosen Md Heamy Zul Izzam bin Mohd Yazid Iskandar as his new Muslim name.

He told the Sunday Bulletin that out of the 10 in his family (including his parents and seven siblings), he was the last one to convert to Islam.

When he was young, Md Heamy Zul Izzam attended religious school, from which he received Islamic education and gained many Muslim friends.

However, after completing his religious studies, he was still not ready to embrace Islam.

When he joined the RBPF, some of his colleagues convinced him to convert, as he was quite fluent in reading Jawi and reciting some of the verses from the Al-Quran, and it piqued his curiosity in learning more about the religion.

“Seeing other people praying and practising Islam sparked my interest to convert… and I began to feel that I finally found something I was looking for,” said Md Heamy Zul Izzam.

“I am forever grateful to Allah the Almighty for opening up my heart in embracing Islam as my religion.”

He also hopes to learn more about Islam in the future with help from the Islamic Da’wah Centre.

Yesterday’s ceremony began with a mass Sunnat Hajat prayer led by the Imam of the RBPF HQ Surau upon the guest of honour’s arrival.

The event later saw Md Heamy Zul Izzam reciting the Dua Kalimah Syahadah in front of an Islamic conversion officer from the Islamic Da’wah Centre, witnessed by the ceremony’s other attendees.

It continued with a mass recitation of Dikir Marhaban and the sprinkling of scented flowers led by the RBPF Commissioner.

A Doa Selamat was then recited, followed by mass Asar prayers that marked the end of the ceremony.

To date, the total number of converts in the country from January to February this year is 88.

Localisation efforts not affected

THE Permanent Secretary at the Ministry of Foreign Affairs and Trade (MoFAT), Dato Paduka Lim Jock Hoi, reassured yesterday that Brunei’s efforts at localisation would not be compromised, due to trade agreements that allow for the free movement of skilled labour.

In an interview on the sidelines of the Ministry of Foreign Affairs and Trade outreach programme to create awareness on the Asean Economic Community (AEC) and the Trans-Pacific Partnership Agreement (TPPA), the permanent secretary explained that although the Mutual Recognition Agreement among Asean member states is in place, “It does not imply that foreign skilled labour can enter the market without satisfying local conditions and regulations.”

He said that Brunei has enforcement agencies to monitor skilled labour – which includes doctors, nurses, engineers and accountants – and managing the flow of expatriate professionals.

“The agreement has to be looked at from the local perspective,” he said, adding that adherence to local conditions is crucial, should skilled workers be needed to meet industry demands.

Otherwise, he said, “Local skills are still protected.”

Proactive government response needed to counteract oil impact

AS major cutbacks on government expenditures will bring lesser opportunities for the business community to benefit from government projects, there is an urgent need to find other sources of opportunities in the country and in the nearby regions, said Dr Haji Kamaruddin bin Dato Seri Paduka Haji Talib, Honorary Chairman of the National Chamber of Commerce and Industry of Brunei Darussalam (NCCIBD).

“We acknowledge that this is where the various regional trade accords such as the Asean Free Trade Area (FTA), Brunei Darussalam, Indonesia, Malaysia, and the Philippines East Asean Growth Area (BIMP-EAGA) and the Trans-Pacific Partnership (TPP) agreement and the overall Asean Economic Community (AEC) would play a large role, especially in creating access to markets and trade activities beyond Brunei Darussalam,” he said at the 3rd World Café 2016 dialogue, held jointly by the Brunei Malay Chamber of Commerce and Industry and the Ministry of Foreign Affairs and Trade at the International Convention Centre, yesterday.

“We also acknowledge that there would be competitive players with the same strategy to expand their market access, especially into our local market. For every challenge, there are opportunities for businesses to benefit from,” Dr Haji Kamaruddin, who is also the President of the Brunei Malay Chamber of Commerce and Industry, said.

“Brunei Darussalam could not rely solely on past successes of its oil and gas industry. With the low oil price, proactive responses by our government are needed to adjust to and counteract any negative impacts to the economy.

“There is no doubt that our country needs to push aggressively towards diversifying away from heavy reliance on oil and gas industry to other industries that would optimise the nation’s strengths.

“These have been identified as industries that include infrastructure development, logistics, services such as Halal certification, finance and technology, tourism and agriculture. Major focus has also been emphasised on the need to build a strong entrepreneurial culture.

“Since last year, we have seen major cutbacks on government expenditures, and recently the Legislative Council discussions have confirmed further that the government’s economic diversification initiatives and cost saving measures have already started to bear fruits. It was also noted that the diversification initiatives are preliminary steps towards making the nation competitive and attractive as a business destination,” Dr Haji Kamaruddin noted.

“Our business community would need to skill up, step up, be ready and well-positioned to take advantage of these opportunities. Undoubtedly, the private sector plays a major role in helping to boost employment opportunities for locals and to develop the economy.

“This could only be the case for a thriving business environment that is supported by an enabling environment where regulations support the facilitation of the ease of doing business in Brunei Darussalam.

“It is therefore encouraging to see a few major improvements on ‘starting up a business’ where the business licensing process has been reduced to a day with online and service counter support. Facilitating the starting up of business will ensure that individuals are able to quickly start up and register their business in response to an opportunity within the target market. This is a great step forward to recognising the need the remove unnecessary impediments that increases the cost of doing business.

“In this uncertain economic climate, businesses need to collaborate to survive and succeed and collaboration efforts between business associations and the relevant agencies will help towards ensuring a conducive business environment.

Challenges of caring for an autistic individual

AUTISM is one of the most poorly understood disabilities in societies of many countries around the world and Brunei Darussalam is no exception as this lifelong mental disorder affects a section of the families in this country.

The Sunday Bulletin talked to the parents of Raihan bin Roslan, a child with autism, to gain a brief insight on how they deal and manage a child with the disorder.

Raihan’s father, Roslan bin Haji Mohamad said caring for a child with autism proves to be very demanding and exhausting, as his or her needs are very different from a ‘normal’ child, especially in the case for Raihan.

Roslan explained that he and his wife have difficulties in communicating with Raihan, and it takes full dedication to make him understand what is required of him.

An example is the seemingly simple instruction to make Raihan sit on a chair; he would not understand the words, but his parents have to guide him in actions on how to sit on a chair.

This goes for other requests as well, and this can be time consuming and tiring, but Roslan said patience and love are the key words here to make Raihan comfortable in his challenging everyday life.

Taking him out for walks can also be tricky, as his behaviour is not what many people can call acceptable in the so-called normal way of interacting with people.

In this environment, a considerable number of people would not understand his erratic behaviour, and this takes time for people to fully accept and comprehend his general behaviour.

“We have to make sacrifices for many things in our lives, including time and effort, but we understand that this is a gift from Allah the Almighty so we have to deal, manage and care for Raihan in the best possible way we can,” explained Roslan.

Raihan’s mother, Siti Marfu’ah binti Haji Hasbullah agreed and said one of the challenges in the care of her son is his sensitivity to light and especially loud noises such as a drill, washing machine and other appliances in the household. Loud noises cause some major discomfort to his senses, she added.

In education, it is especially a challenge as many schools would not accept a child with autism due to the fact that they do not have the qualified staff and personnel to educate children with this mental disorder, Roslan further explained.

Especially for routine, run-of-the-mill chores like going to the toilet, changing clothes, these again proved to be arduous and time consuming as Raihan could not do these chores by himself. If left to his own devices, any place in the house would be his toilet, said Roslan.

And Raihan’s safety is also a prime concerned to Roslan and his wife, hence the constant need for their meticulous care and attention to the needs of Raihan’s. Raihan can also harm himself without proper attention such as banging his head against a wall, for instance. This is a tiring safety check for the parents.

They also have to deal with his hyper activeness and behaviours such as this and others connected to autism for the rest of their lives.

But due to the efforts and assistance from Society for the Management of Autism Related issues in Training, Education and Resources (SMARTER) Brunei, their lives have become more bearable especially in terms of educating Raihan.

A DELEGATION from the Royal Jordanian National Defense College (NDC) yesterday paid a courtesy call to the Minister of Culture, Youth and Sports at his office in Jalan Kebangsaan and had the opportunity to learn more about the ministry’s strategic roles towards the country.

Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof received the five senior military officials, who were led by Brigadier General Salah Ibrahim Almajali, and had discussion on matters related to their respective roles and responsibilities in handling the welfare and harmony of the people, as well as efforts to enhance cooperation between both countries.

Following the courtesy call, the delegation was briefed on the strategic roles of the Ministry of Culture, Youth and Sports (MCYS), focussing on four of its main focus areas which are social security, strengthening of national identity, resilient and competitive youths and excellence in sports. The briefing was delivered by Dato Paduka Dr Haji Affendy bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin, Permanent Secretary at the MCYS.

9th World Autism Awareness Day launched

AUTISM is one of the least understood mental disorders in society.

The fight against the disorder has been given a timely boost as far as recognition is concerned and much of this is due to the professional and relentless efforts by the country’s premier support group, Society for the Management of Autism Related issues in Training, Education and Resources (SMARTER) Brunei.

To make this disability more recognisable and acceptable, the Times Square Shopping Centre launched a celebration for the 9th World Autism Awareness Day yesterday.

The launch by the guest of honour, Minister of Home Affairs, Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, was also attended by the Permanent Secretary at the Ministry of Home Affairs, Haji Mohd ‘Abdoh bin Dato Seri Setia Haji Abdul Salam; Ambassador of the United States of America to Brunei Darussalam, Craig Allen; Ambassador of the Republic of Indonesia to Brunei Darussalam, Nurul Qomar; President of Brunei Tennis Club, Hambali bin Pehin Orang Kaya Shahbandar Dato Seri Paduka Haji Mohd Salleh, representatives from foreign emissaries, a representative from NBT Brunei and parents of autistic children.

The President of SMARTER Brunei, Malai Haji Abdullah bin Malai Haji Othman, in a welcoming address touched on the brief history of his organisation and lauded the strong support by the Minister of Home Affairs, especially in the utilisation of a bungalow in Sengkurong Clinic in 2004 before SMARTER Brunei moved to a purpose-built facility in Kampong Mata-Mata on May 1, 2015.

On April 1, 2008, SMARTER Brunei celebrated the first World Autism Awareness Day which followed the United Nations General Assembly adopted Resolution 62/139 tabled by Qatar that declared April 2 as World Autism Awareness Day (WAAD).

The first celebration in Brunei Darussalam, which was on April 2, 2008, was made memorable by the opening of the SMARTER Autism Shop in Wisma Jaya by a minister; the shop is still in operation, providing income and employment for autistic adults.

Malai Haji Abdullah also praised and acknowledged the donations, contributions and efforts from many organisations such as NBT Brunei who has allowed their venue from the NBT Roadshow to be used for SMARTER Brunei and sponsored 500 commemorative shirts to be sold to the public.

He spoke of Entrek (B) Sdn Bhd who are organising a fund-raising campaign for SMARTER Brunei that will commence from April 2 to June 30, where the public can make contributions to their donation boxes placed at 14 Jollibee branches.

The President of SMARTER Brunei also praised the contribution by the US Embassy for a $12,000 grant which made it possible for SMARTER Brunei to establish the Washington Bakery, and the Yayasan Sultan Haji Hassanal Bolkiah which gave $10,000 seed money to SMARTER Brunei to start their SMARTER Autism Shop, as well as the Coffee Bean Brunei for helping SMARTER Brunei sell their cookies in four of their outlets.

He also gave special thanks to Sharifah Mariana for availing them to supply NBT their cookies to serve their customers. The event also saw the signings of the minister and others on the Autism poster in support of the awareness for the disability.

Fourteen donation boxes were also presented to Angelito R Perias, Operations Manager of Jollibee from SMARTER Brunei. One of the highlights of the ceremony was the Autism Walk when the minister led a short stroll with the others that also included parents and their autistic children.

The walk was within the vicinity of the Berakas shopping complexes that ended at the Brunei Tennis Club. The Minister of Home Affairs proceeded to cut the ribbon at the end of the walk to officiate the two-day garage sale held at the parking area of the Brunei Tennis Club.

This fourth charity garage sale includes clothes and household items, the proceeds of which will go to SMARTER Brunei.

Brunei mulling minimum wage

WITH efforts by member countries of the Trans-Pacific Partnership Agreement (TPPA) gaining momentum towards ratification of the ambitious accord, Brunei Darussalam will embark on setting the minimum wage for workers in the country as part of its commitment to the TPPA.

As a member of the International Labour Organization (ILO), the country will have to fulfil its regulations that are in line with man-dates under the TPPA, said Dato Paduka Lim Jock Hoi, Permanent Secretary at the Ministry of Foreign Affairs and Trade (MoFAT).

“It is in the pipeline,” he said of the minimum wage legislation.

“It is being looked at and discussed among the relevant government organisations,” he told the Sunday Bulletin in an interview on the sidelines of the outreach programme organised by the MoFAT at the International Convention Centre, yesterday.

Since Brunei’s entry into the ILO in 2007, the government has ratified a number of conventions including the Worst Forms of Child Labour Convention as well as the Convention on Minimum Age.

According to the TPPA documents, signatory countries are required to draft into law, among others, acceptable conditions of work with respect to minimum wages, hours of work and occupational safety and health.

Additionally, TPPA countries are expected to also include laws that will allow for the freedom of association and the effective recognition of the right to collective bargaining; the elimination of all forms of forced or compulsory labour and; the elimination of discri-mination in respect of employment and occupation.

The ratification of the deal, which covers a huge free-trade bloc encompassing 40 per cent of the world’s economy, is slated to take place over the next two years.

At present, Brunei has, to an extent, enacted into law aspects of occupational safety and health as well as hours of work but the topic of minimum wage, especially of low-income workers that include locals, has been an on-going issue.

Under the ILO’s Minimum Wage Fixing Convention, 1970, the elements that need to be taken into consideration in determining the level of minimum wages should, so far as possible and appropriate in relation to national practice and conditions, include the needs of the workers and their families taking into account the level of wages in the country, cost of living, social security benefits and relative living standards of other social groups.

Also to be taken into consideration economic factors including the requirements of economic develop-ment, levels of productivity and the desirability of attaining and maintaining a high level of employment.

With the consideration that the topic of minimum wage will be introduced as law, the convention states that the topic should not be subject to abatement and failure to apply them shall make the person, or persons concerned, liable to appropriate penal or other sanctions.

DOZENS of residents of Kampong Pelambayan participated in the charity walkathon organised by Kampong Pelambayan Village Consultative Council at the residence of the Village Head of Kampong Pelambayan, Haji Hanipah bin Begawan Pehin Udana Khatib Haji Junit.

The 7th Charity Sale and Walkathon Charity Event 2016 was launched on April 1 and saw various activities that aimed to help village residents increase their income and to expose the youth to healthy activities.

Present as the guest of honour was Misle bin Haji Abdul Karim, Acting District Officer of Brunei-Muara Disrtict.

In an interview, Haji Hanipah underlined that the walkathon was part of a charity drive and that several activities were conducted for children, youths and senior citizens as part of the event.

He also shared that 30 per cent of the proceeds collected from the event will be donated to the Kampong Pelambayan Orphans Fund and the donation will be presented during the month of Ramadhan.

Prior to the walkathon, a warm-up and aerobic session led by Mohd Darus bin Tanjung from Youth and Sports Department at the Ministry of Culture, Youth and Sports, was conducted.

It was followed by the walkathon which began at the residence of the Village Head and proceeded to Queen Elizabeth bridge of Kota Batu before turning back to the starting point.

70 cyclists celebrate 32nd National Day

OVER 70 cyclists gathered yesterday morning for a 45-kilometre expedition in the Belait District in celebration of the 32nd National Day.

The event was co-organised by the Kampong Sungai Liang Mosque Committee, Kampong Sungai Liang Village Consultative Council, Geotrax Company and the Belait Cycling Club with the assistance of the Royal Brunei Police Force.

Haji Abu Hassan bin Haji Ibrahim, Secretary of the Kampong Sungai Liang Mosque Committee, said that the event is the first for 2016.

“We hope to foster a better relationship especially among the cycling enthusiasts of the Sultanate and to promote activities to keep fit and stay healthy,” said Haji Abu Hassan.

Haji Abu Hassan added that cyclists from the Brunei-Muara District and Tutong District also participated in the event to support the campaign of enlivening the spirit of patriotism.

He mentioned that the event was also organised for the residents of Kampong Sungai Liang and hoped that more events will be hosted in the village.

“We hope this event won’t be the first and the last as other organisations are welcome to use the village facilities to host health events such as this,” said the secretary.

After blessing a prayer, the event commenced with a warm-up session at the Sungai Liang Forest Recreation Park, followed by a group photo session prior to the start of the journey.

Cyclists had to make their way to the Lumut-Seria Bypass through Jalan Perindustrian Sungai Bera and make a pit stop at the Anduki Jubilee Recreational Park before heading back to Kampong Sungai Liang through Jalan Kampong Lumut.

Strong show of skills at Suzuki 4×4 Challenge Cup

A STRONG crowd of spectators turned up at the Tanah Jambu 4WD Track in Muara/Salambigar yesterday to catch the final of the 4th Suzuki 4×4 Challenge Cup 2016.

Over 60 vehicles, including those from Sabah and Sarawak, participated in the two-day challenge, which was jointly organised by Boustead Sdn Bhd and Persatuan Kereta Tahan Lasak Brunei (PKTLB).

The venue included a booth selling Suzuki parts and products, vehicle cooler box, T-shirts and other merchandise.

Haji Ahmad, co-chairman of the organising committee, noted that the participation of foreigners in the challenge this year is crucial to the future development of 4×4 vehicles in the country.

The challenge served as a platform for participants to demonstrate their driving skills, especially on extreme terrains.

The three different categories challenged participants both mentally and physically, and put their driving skills to the test.

This year saw 15 vehicles competing in the Standard category, 34 in the Modified category and 18 in the Team Relay category.

The prize presentation ceremony will be held today at a gala night ceremony at Boustead’s showroom in Beribi at 7pm.

The Standard category champion will receive $800, trophy and a set of Nexen (H/T) tyres, while the first runner-up will receive $400 and a trophy and second runner-up will receive $200 and a trophy.

The Open Modified category champion will receive $2,000, trophy and a set of Yokohama (M/T) tyres. The second and third place winners will receive $1,500 and $1,000 respectively, plus trophies.

The Team Relay category champion will take home $1,800, medals and a set of Kenda (A/T) tyres, while first runner-up will take home $1,200 and medals, and second runner-up will bag $900 and medals.

Trailer driver points blame at impatient motorists for highway incident

IMPATIENT drivers are being blamed for an incident involving a trailer that collapsed on the side of the Mumong-Seria Bypass on April 2.

Ronnie Lou Acha Ramoso, the driver of the trailer – which formed part of a two-trailer convoy delivering heavy equipment to a destination in Kuala Belait – spoke to the Bulletin about the events of that day.

He said he was aware the road was for two-way travel, and that the highway shoulder should not be used for overtaking.

“But it is hard to follow the rules of the road when you are driving a heavy vehicle,” Ronnie said, elaborating that “there are drivers who tend to convey their impatience openly by honking, so we had to move on to the shoulder of the road to let them pass.”

According to Ronnie, his vehicle was carrying 20 tonnes of equipment, and he had to move further to the left because the road was too narrow to accommodate both the trailer and another passing car.

“It happened suddenly… before we could do anything, the vehicle stopped dead in its tracks and the equipment we were carrying fell on to the left side of the vehicle,” Ronnie said, adding that the incident took place at 11am.

DSP Mohd Noor bin Haji Abdul Rahman, the Acting Head of Public Relations for the Royal Brunei Police Force, when asked to comment on the driver’s statement, advised motorists to exercise patience and consideration when using the Mumong-Seria Bypass, which is currently undergoing repair work.

No casualties or serious injuries were reported in the incident.

Charity sale festival comes to a close

THE Muara Beach Charity Sale Festival 2016, organised by the Kampong Kiulap Village Consultative Council (MPK) in collaboration with Brunei-Muara District Office, came to a close yesterday.

The four-day bazaar allowed parents to spend quality time with their children during the school holiday. Among the activities held during the event were a tug-of-war competition, Flying-Fox and bird competition (Burung Murai).

Proceeds from the sale will go the Orphan’s Fund and to the orphans of Kampong Kiulap.

The event also aimed to help local small and medium enterprises (SMEs) to sell and promote their products to the public.

KESAN Catalyst Day acknowledges volunteers’ efforts

VOLUNTEERS and new participants of Persatuan Kemajuan Insan (KESAN) or Society for Human Development Programmes were acknowledged for their efforts during ‘Catalyst Day’ held at the Auditorium Hall of the Sultan Omar ‘Ali Saifuddien College in Bandar Seri Begawan.

The event was held as a show of appreciation to volunteers’ efforts and to welcome new participants.

‘Catalyst’ is the name for KESAN’s volunteer group which was launched last year during the closing ceremony of Belia Brunei Berbakti (3B) 2015. It seeks to give them opportunities to develop soft skills through mentoring sessions. It also gives participants a chance to organise their own volunteer projects.

Catalyst Day aims to commemorate youths who have been part of the programmes and, at the same time, encourage future participation.

The event commenced with an introduction to KESAN and its committee members. This was followed by indoor and outdoor activities, as well as building connections among committee members and catalysts. A total of 32 male and female catalysts were welcomed.

The organisation was established in 2006 as a non-government organisation (NGO) comprising 500 volunteers who are committed to supporting the nation achieve the Brunei Vision 2035 and become a Zikir Nation by preparing well-rounded youths with integrity and leadership skills.

Over 800 run for the kids

OVER 800 participants of the ‘Run for the Kids’ charity run crossed the finish line at the Hassanal Bolkiah National Stadium in Berakas to raise funds for the Centre for Children with Special Needs (KACA).

The charity event, organised by Creads Design and Printing, set out to show support for the children of kaca as well as raise funds for the centre to provide training and guidance programmes.

The support could be seen yesterday through the participation of runners in three different categories: 10-kilometre, 5-kilometre and 2.5-kilometre.

The event began with the recitation of Doa Selamat by Haji Samsor bin Haji Ismail, followed by a warm-up session headed by members of the Fitness Session of Jerudong Park Medical Centre.

The event was flagged off by KACA Managing Director Haji Abdul Alim bin Haji Othman.

Muhd Qamarul Ariffin Hifni came in first place for the 5-kilometre run in the male category with 20.17 minutes and Yenny Muslim won the female category with 23.21 minutes.

Azizi bin Haji Azman came in first place for the 2.5-kilometre run in the male category with 17.37 minutes, while the female category was won by Nurul Fadzreena binti Latip with 18.27 minutes.
