NFABD increase efforts to ensure quality refereeing

THE National Football Association of Brunei Darussalam (NFABD) carry an expansive view in seeing the potential of referees as a good career especially for young referees.

“They will have a direction not only focusing on coordinating matches in the country but there will also be opportunities to referee overseas and international matches once they develop their career and become an accredited FIFA referee,” said Pengiran Mohd Amirrizal bin Pengiran Haji Mahmud, Acting General Secretary of NFABD in his speech during the closing ceremony of the Domestic Youth League Refereeing Course at the NFABD House yesterday.

“From there, NFABD through the Brunei Darussalam Football Referees Association will continue its efforts to conduct programmes to increase the quality of refereeing in the country.”

The acting general secretary shared his observation that the quality of refereeing in the country is still at a medium level and have plenty of rooms for improvement.

Towards that path, Pengiran Mohd Amirrizal added that short-term and long-term planning and strategic planning as well as key performance indicators (KPI) for NFABD must be prepared immediately.

“One of the examples is to establish stages for referees such as Referees Level 1, Referees Level 2 and Referees Level 3 or the like,” he further added.

“With the availability of referees by stages, it will definitely make it easier the efforts in producing more referees in the various stages and subsequently make it easier to identify the group of referees to take part in championships such as the youth level competition, the veteran league championship as well as the national league championships.

“This alone will benefit in the foundation and developing the career of a referee,” he said.

Earlier, Pengiran Mohd Amirrizal highlighted that it is not easy to take charge of a football match.

Considering the trend of modern football which is more technical and quick, he said, referees must be smart in interpreting the match before making a conclusion.

“A referee must be smart in reading the game and positioning themselves to see the action clearly and before the ball arrives at the players’ feet they need to know where they should be,” Pengiran Mohd Amirrizal said.

The acting general secretary also exercised caution that the course will not automatically transform the participants to be better referees overnight but nevertheless will provide them direction towards the issues which they need to carry out in ensuring quality refereeing.

“Referees are also humans who could not be avoided from committing mistakes but do not let a mistake from one or two referees be the cause for all referees to be labelled as weak.

“Not a lot of people know the pressure faced by referees because they only make decisions based on what they see and only have one or few seconds to make a decision,” he concluded.

The acting general secretary also thanked FIFA for their continuous support towards NFABD and the Brunei Darussalam Football Referees Association in conducting football courses and programmes.

The five-day Domestic Youth League Refereeing Course, which came to an end yesterday, was facilitated by Mohamad Rodzali Yacob, FIFA Refereeing Development Officer from Malaysia.

DPMM FC secure three points against Home

DPMM FC moved within five points of second-placed Tampines Rovers FC after recording a 3-1 win over Home United FC at the Hassanal Bolkiah National Stadium last night.

The Gegar Gegar men are looking to finish as highly as they could but could not afford to drop points before they meet title chasing Tampines and have completed the first half with a victory.

Portuguese import Paulo Sergio was left with acres of space after being located with an accurately hoisted ball but struck his effort wide.

DPMM FC midfielder Aminuddin Zakwan Tahir was found to be too casual with the ball resulting in him gifting possession to the alert Ken Ilso but Rosmin Kamis came to the team’s rescue with a vital sliding block.

The hosts were unfortunate not to have taken the lead after Azwan Salleh’s rasping drive clipped against the post.

There was little danger when a ball was hoisted into the area until Azwan Ali reacted with a lob after spotting Home United’s goalkeeper Eko Pradana off his line but the ball flew wide.

Paulo Sergio delivered a fine cross which Rafael Ramazotti had to apply sufficient power with a firm header but the ball landed wide.

Azwan Salleh sent the ball into the edge of the box which Sergio crossed into the box but Ramazotti headed wide.

The hosts also enjoyed a succession of corners with their 5th in over half an hour with Sergio unable to make substantial contact to Ramazotti’s cushioned header.

The visitors had a rare glimpse of an opportunity when Redzwan Atan aimed a pass into the box but the ball was not precise enough for the advancing Song Uiyoung.

Ramazotti then saw his shot cleared off the line after chipping the ball off the keeper before Azwan Ali delivered yet another delicious cross via a corner which Sergio bundled home for the opening goal of the game in the 37th minute.

The towering Brazilian striker then saw his header after connecting a Najib Tarif’s cross brushed against the crossbar in the 42nd minute.

DPMM FC enjoyed a fine sequence of play which originated from the outstanding Azwan Ali – who rotated positions with Sergio- who again vindicated his selection in the first team.

Current S League top-scorer Ramazotti instinctively laid the ball behind for Azwan to play a neat exchange with Aminuddin before passing the ball to Azwan Salleh.

The visitors conceded a penalty after Pradana brought down Ramazotti which the striker duly converted from six yards to consolidate his goal tally at the top of the S League scoring charts.

The game was made safe after defender Brian McLean directed a header in the back post from a pinpoint Hendra Azam’s corner.

Home United were awarded a penalty following a foul by Reduan Petara inside a box which Ilso coolly dispatched yet another goal against the Brunei-based outfit.

DPMM FC head coach Steve Kean felt it was a “strange game” after seeing his side enjoying a huge spell of dominance in the first half given their flurry of chances.

“I thought it was a strange game because I felt that in the first half we’ve more of the chances. We were disappointed to come in with one goal because we’ve should probably been three or four at half-time,” said Kean in a post-match interview with the media.

“And then normally we get much better in the second half but it was the flipside we’ve seen tonight.

“Home United then came back into the game and even when they were 3-0 down, for some reason we stopped passing the ball.

“When we got the ball, we gave it straight back to them. It was almost we’ve invited pressure among ourselves,” Kean said.

With the race for third place to play for, Home United will keep on fighting and demonstrate their fighting spirit.

“We’ve got to take part in the game. They are not just going to sit back. They are trying to get back to us to get to third place,” he further added.

“At 3-0, they’ve got nothing to lose. They are going to come at us. We’ve got to look after the ball and keep it better.”

Kean also praised the impact of the substitutes especially Maududi Hilmi Kasmi and Shahrazen Said in the wide areas with the latter winning the corner kick that led to McLean’s goal.

DPMM FC defender Yura Indera Putera was replaced in the fear of defensive calamity with Reduan Petara coming off the bench but not due to injury.

“Yura was just having a night where everything happened a little bit fast for him. I didn’t want to leave him on and leave him exposed.

“He’s a young player learning his trade as a defender so for him to come off and watch the game for the last 15 minutes was the better option.

“I just felt that there was maybe a mistake in him because he seemed to lose a little bit of confidence. Anything that was played in around him he seemed to be much more nervous than normal,” he concluded.

Brunei endurance runner eager to push himself beyond limits

AHMAD Fathi bin Dato Paduka Haji Junaidi has proven that the right mindset and amount of preparation can go a long way, after he became the first Bruneian to conquer a gruelling 338km challenge to finish 259th overall, in the 2016 Tor Des Geants Endurance Trails Race in Italy.

The 34-year-old completed the gruelling race which took six days to complete, covering the Tor Des Geants valleys with a total climb of 24,000 metres.

However, 50km to the finishing line, Ahmad Fathi suffered a slight injury to his left ankle, but he ignored the pain and walked the remaining distance to complete the race.

A total of 765 entries were registered for the race, but only 446 runners managed to complete the event.

The endurance runner returned home on Thursday, to a warm reception from family members gathered at the Brunei International Airport.

In an interview, Ahmad Fathi gave the rationale for taking part in such a gruelling race, saying, “The main goal is to be the first Bruneian to complete this enormous challenge.”

On the challenges that he faced during the race: “Every day, we had to climb two summits and had to endure a lack of sleep. It was up to everyone to determine their sleeping patterns, so in average, I slept around one-half of each night. The cold weather, to the point of freezing, was another challenge.

“On the last climb, it was raining and snowing, so we had to put on spikes on our shoes to get a better grip,” Ahmad Fathi said.

He admitted there were times when he thought of giving up, but the determination to complete the race pushed him on.

On preparing for the race, he said, “Training was difficult since there are no mountains in Brunei, so I had to run up and down the hills in Tasek Lama or Bukit Shahbandar.”

He hopes to concentrate on swimming next, to take part in a long-distance canal swim.

Ahmad Fathi developed a keen interest in gruelling endurance races, ever since he began testing his own limits as a university student.

“When I was in university, I did a lot of running and started off by doing 5km cross-country races, then built up to marathons, triathlons and now endurance races,” he said. “There’s always that burning desire to challenge myself to the limit, and I want to test myself on how far I can go.”

He hopes to also inspire other Bruneians to achieve great feats, saying, “Having a goal and achieving it may seem impossible, but if you have the right mindset and principles as well as proper training, there is nothing that you can’t achieve.

“It’s also about preparation. There are a lot of preparations to be made before I attempt these challenges. I wake up at 3am in the morning, and I am the last to go to bed.”

Ahmad Fathi also took part in the Borneo Ultra Trail Marathon in June, where he finished fourth, and the Ultra Trail Hong Kong in February, placing 27th overall.

He has also competed in the Ultra Trail Mount Fuji and the Ultra Trail du Mont Blanc in Chamonix, covering a distance of 160km, as well as the Ironman of New Zealand, the Ironman of Asia-Pacific in Phuket, and the Ironman of Western Australia Marathon.

Ahmad Fathi also made headlines after becoming the first Bruneian to complete the Ultraman Australia in Noosa, in 2015.

Provisions in place to protect victims of domestic abuse

|     Hakim Hayat     |

MANY victims of domestic violence choose to remain silent for fear of reprisal and other factors including emotional and situational reasons, posing threats that may endanger the lives of the victims and their family members in the long run, a Syariah legal counsellor highlighted yesterday.

This trend is so worrying that victims may be subjected to long years of abuse, and this issue is increasing during times of economic uncertainties, said Mohammad Shahray bin Zulkifli, a Syariah legal counsellor from law firm, Yusof Halim & Partners, during the first of a series of legal talk entitled ‘Domestic Violence Based on Islamic Family Laws in Brunei’ hosted by Brunei Council on Social Welfare (MKM) yesterday.

Shahray cited statistics that showed increasing figures of domestic violence cases filed in the country over the last few years, though he believes these figures do not paint the real picture as many cases are left unreported.

He warned that if a victim allows himself to be continuously abused, adverse physical and mental effects to the victim and their families – such as permanent disabilities, depression and even death – could be possible.

Several provisions in the Syariah Law in Brunei Darussalam and also the Civil Penal Code cover the protection for victims and punishment of perpetrators, he said.

For instance, the Syariah Law covers spousal and family protection from physical as well as mental and emotional abuse, sexual abuse, social abuse, abuse in the aspect of property and finance, abuse in the aspect of religion and abuse in the aspect of polygamy.

Over 100 invited guests, including public members, attended the talk, which is part of MKM’s core initiatives in raising awareness and helping vulnerable families access legal counsel and advice in partnership with law firms in the country.

MKM was established to help complement and supplement efforts on social welfare programmes, initiatives and activities made by the Brunei Government.

? The council’s primary objectives are to address social issues in the country and help coordinate the efforts of various non-government organisations (NGOs) committed to improving the welfare of vulnerable groups in the country.

These objectives will be achieved through training, guidance, awareness campaigns and research.

Illegal taxis should be curbed

ILLEGAL taxis or ‘taxi sapu’ should not be considered as a proper taxi service in Brunei Darussalam.

This was stated by Sia Ho Chai, President of the Taxi Drivers Association of Brunei Darussalam, during an interview with the Weekend Bulletin at the sidelines of the launch of the new affordable metered taxi system yesterday at the Brunei International Airport in Berakas.

Sia Ho Chai expressed his hope for the Land Transport Department (JPD) and other relevant parties to take stricter steps in addressing the issue or at least minimising their existence in Brunei.

He added that the government’s efforts to improve the public transport system must be lauded and this should inspire confidence in the public to use the new metered taxi system.

At present, there are about 50 metered taxis in the country and are available to transport passengers anywhere within the four districts, he added.

Haji Mohd Judin bin Haji Serudin, a taxi driver with 10 years experience in the taxi operator business said there are pros and cons in the metered taxi system.

“The new system will provide a cheaper, more efficient and reliable form of transport but our earnings will be reduced,” he said. “Previously, a taxi ride from the airport to Bandar Seri Begawan would cost $25, but now it would cost around $13-$16.”

“We cannot compare to other countries like Malaysia or Singapore where passengers are waiting in queues for taxis at hotels, shopping centres and malls,” he added. “In those countries, it is almost a guarantee to get passengers from these strategic places.”

He further explained that in Brunei, taxi drivers would have to go back to the airport to look for passengers which will add to their fuel expenses.

“On a good day we will make about three trips to and fro the airport, which would amount to $40,” he said. “But this does not even cover much for the taxi operators’ car loans as well as other costs.”

He also lamented on the presence of illegal taxis where they would simply grab passengers at undesignated places and transport them to their destinations at very cheap rates.

THE new metered taxi system was launched yesterday during a ceremony held at the Premium Parking Area of the Brunei International Airport in Berakas.

Dato Seri Setia Awang Haji Mustappa bin Haji Sirat, Minister of Communications, was present for the cutting of the ribbon to put in motion the operations of the metered taxis for the general public.

Also present were Haji Azhar bin Haji Ahmad, Permanent Secretary at the Ministry of Communications; Dr Haji Supry bin Haji Awang Ladi, Director of Land Transport and Chairman of the Motor Transport Licensing Authority (MTLA); committee members of the Brunei Public Transport Systems Transformation Project; senior officers of the Ministry of Communications and other departments under it as well as other invited guests.

The ceremony began with the recitation of Surah Al-Fatihah by Pengiran Khairil Yusre bin Pengirah Haji Mohd Yusof, followed by a welcoming speech by Sia Ho Chai, President of the Taxi Drivers Association of Brunei Darussalam.

Sia Ho Chai in his speech acknowledged the previous introduction of metered taxis in the 1980s but this was stopped due to certain circumstances at the time.

“The current metered taxi system initiated by the Ministry of Communications has the full support of stakeholders to improve the services of taxis in a controlled and systematic approach,” said Sia Ho Chai.

He also urged more women and the youth to come forward as taxi drivers to reduce the unemployment rate in the country. At present, there are three female taxi drivers in the country.

Sia Ho Chai further expressed his hope that the steps taken by the Land Transport Department (JPD) and the MTLA will help increase the earnings of taxi operators as well as encourage the youth to take up this endeavor as a profession.

He added that with the system in place, he hopes that locals and foreigners use taxis more.

The minister, committee members of the Brunei Public Transport Systems Transformation Project and invited guests also had the opportunity to board the taxis at selected destinations that included the Yayasan Sultan Haji Hassanal Bolkiah Complex, The Mall Gadong and a route near the Tamu Kianggeh Complex.

According to the JPD, the newly implemented Metered Taxi System will ensure all taxi passengers are charged according to the proper and regulated rates.

The metered system charges $12 for the first 10km but may increase subject to traffic conditions. The system ensures that transportation by taxis will be cheaper for passengers.

Taxis will now have the identification card of the driver displayed in the cabin of the vehicle for the convenience of passengers.

A hotline for complaints for passengers will also be available in the cabin and the rear end of the taxis to ensure a safe journey and efficient service.

MAJORITY of the community in Brunei lacks the undestanding of the basic principles of first aid when compared to those in neighbouring countries such as Singapore and Malaysia, an issue which needs to be addressed.

This was said by Sheikh Haji Abdul Kadir bin Abdullah, Secretary General of the Brunei Darussalam Red Crescent Society (BDRCS), during an interview with the media on the side-lines of the World First Aid Day celebration which was held yesterday at the Oil and Gas Discovery Centre in Seria organised by the BDRCS Belait District branch.

Present as guest of honour was Dr Ahmad Fakhri bin Haji Junaidi, Head of Medical Officer of Panaga Health Centre, who also officiated the launch with the international theme ‘First Aid is for Everyone, Everywhere’.

Activities related to disseminating information on First Aid was held which include two forum sessions in the morning delivered by the BDRCS Academy titled ‘First Aid for All and Its Role in The Community’ and ‘Basic First Aid Treatment Procedures’ while a briefing on the training modules and first aid for the Executive Committee members of the BDRCS Belait District branch.

“In the five years of our strategic plan, we want at least one individual in every household who understands and is able to perform first aid,” said the secretary general while mentioning that the person does not have to be a certified first aider but have general knowledge of first aid.

“Our objective is to make sure our community, especially in the Mukims and villages, can help save lives in any situation,” added Sheikh Haji Abdul Kadir as he further elaborated that the BDRCS Academy, which has been accredited by the International Federation of Red Cross and Red Crescent Societies, has started its movement in organising various courses, workshops, training seminars and others especially at disseminating first aid knowledge.

GLOBAL icon, Dr Yuree Vajramunee, is one of the selected five superhumans on the planet in terms of strength as categorised by the Discovery Channel in 2013. He is cited as “one of the world’s most unique martial artists, a foremost authority in the field of mind training, meditation, motivational speaking and the art of self-defence”.

Dr Yuree, founder of the Vajrapan and Butthan Movement, a South Asian combat sports and system of personal development with the aim to obtain body-mind balance, will be conducting a two-day Mind Training Course.

A non-religious Science-based course to gain the advantage of endless strength of our own mind, ‘Train Your Mind and Transform Your Life’ will help participants to understand their own mind and body and with systematic training, learn to take the driving seat of their life instead of just being helpless viewer.

In a brief interview with the Sunday Bulletin, Dr Yuree noted that the mind remains as a key to proceed in whatever we do in our everyday lives and instead of guiding us as a trusted friend, sometimes an untamed mind can cause difficulties like a malfunctioning compass, which ends up with us being lost because we never take care of our most amazing free gift.

“(Sometimes) We do certain things we should not, even while being fully aware and helpless in most cases, fail to access the correct decision, required creativity, connectivity, intelligence and so on but instead we are totally taken away by our blunt thoughts and restless mind, losing control of our physical, mental and emotional balance,” added Dr Yuree.

He further pointed out that scientific research says that all humans have different types of brain frequencies with the Alpha frequency being the superior and one which is hardly accessed unless one is a genius.

Fortunately, we all have the ability dormant within us and through practising the correct methods, it can stabilise and reconstruct the brain system and bring out advantages in our favour.

At the same time, making us learn to easily take control of wrong propositions and enjoy a very happy, stress-free and creative life full of abundance and success.

“In a single line, this life, changing course may help us to transform like a miracle. The course itself is opened to any mentally healthy person,” said Dr Yuree.

Universities involved in such research agree that due to the natural special ability of the brain termed as ‘Neuroplasticity’ at any age, the training helps to change the abilities and even the size of the brain itself.

Participants will learn techniques on visualisation, correct breathing, non-toxic food habits, sound sleep, decision making, heal emotional and physical pain, deal with frustrations, build better family relationships, have better academic results and take advantage of their personal development and unleash the hidden potentials and experience a totally dynamic new life.

This two-day course facilitated by the multi world record holder with his fourth world record is for the highest neuro-engagement ability (96 per cent) in the world, will be conducted this coming October.

ELEVEN workshops have started providing vehicle inspections service (VIS) for commercial vehicles as well as private vehicles that are seven years and older, effective yesterday.

According to Boustead Sdn Bhd Aftersales Manager Chan Chee Seng, three customers had their cars inspected at their workshop yesterday.

“Customers are happy because they are able to take on such services while enjoying the comfort of the Boustead lounge. We also cater to non-Nissan and Suzuki customers. However, customers need to make an appointment.

“It is a positive move by the government – through the Land Transport Department (JPD) and our management team is very supportive of the initiative.

“JPD officials briefed and trained our staff beforehand. They were also present yesterday to observe our inspection routine. We don’t compromise on the standards JPD has set, which includes brake test and light penetration before we issue the Certificate of Road (CoR) Worthiness to customers,” Chan explained.

JPD recently announced that 11 workshops for vehicles classed as ‘A’ had been appointed to carry out inspections on private vehicles (of seven years and above), along with commercial vehicles, especially those issued by companies beginning September 24, 2016.

The workshops are Boustead Sdn Bhd, GHK Motors Sdn Bhd, NBT (B) Sdn Bhd, Premier Motor Company, QAF Auto Sdn Bhd, QAF Eurokars Sdn Bhd, United Motors Sdn Bhd, TCY Motors Sdn Bhd, Bayu Ilham Motors Sdn Bhd and Bengkel Kereta Berakas.

The rates for inspection by an appointed Vehicle Inspection Station are the same as rates charged by the JPD.

OVER 800 people showed up at six different coastal locations for a nationwide beach clean-up initiative to commemorate the annual International Coastal Cleanup (ICC).

Held concurrently at the beaches of Lumut and Sungai Liang in the Belait District; Danau in the Tutong District; and at Tungku, Meragang and Muara in the Brunei-Muara District, the cleaning campaigns were co-organised by Brunei Shell Joint Ventures (BSJV), Shell Deep Water (SDB) and Brunei Gas Carriers (BGC).

The noble cause saw the participation of volunteers comprising students, public members, Royal Brunei Armed Forces personnel, business partners and youths from various associations, among others.

At the Muara Beach, 180 volunteers alongside Brunei Shell Marketing Sendirian Berhad (BSM) personnel rolled their sleeves up for the cleaning campaign.

The campaign saw volunteers made up of students from Sports School, Royal Brunei Navy, Royal Brunei Police Force, Brunei-Muara District Office and Brunei Darussalam Fencing Association, among others.

Also lending a helping hand were BSM Branding and Communications Head Mohd Adini bin Haji Mohd Daini, and Acting Brunei-Muara District Officer Misle bin Haji Abdul Karim.

The event aimed to promote environmental conservation and volunteerism among staff, youth and members of local communities.

BSJV companies, SDB and BGC are keen supporters of national efforts to promote environmental sustainability. This is demonstrated through a number of collaborations BSJV companies have had with government and private agencies in various key projects.

Speaking to the Sunday Bulletin, Mohd Adini highlighted, “We want to inculcate the responsibility and habit of keeping the environment clean – where everyone can play an important role to make a difference. If there are not enough dustbins at the beach, members of the public can bring their waste bags to collect their rubbish and dispose of it responsibly.”

Last year, 668 kilogrammes of rubbish were collected during the clean-up. Data from the collection has been passed on to the relevant authorities, including the International Coastal Cleanup for policy makers to take the next step in preserving the environment.

He said that last year, the Muara Beach clean-up resulted in the collection of a total of 144 bags of plastic.

The Muara Beach cleaning campaign covered a two-kilometre distance and the collection of 323.81 kilogrammes (or 65 bags) of trash.

Meanwhile, BGC Managing Director Haji Shahbudin bin Haji Musa and BGC personnel worked alongside school students and volunteers to pick up 420.195 kilogrammes of trash along Tungku Beach.

At Meragang Beach, Shell Deep Water (SDB) Managing Director Stuart Goodman spearheaded a team of volunteers made up of students, family members and local community to collect 287 kilogrammes of trash.

The clean up hopes to cultivate the spirit of volunteerism and mutual cooperation amongst staff, youth and members of the local community. Further proof of the increase in environmental consciousness in Brunei was the large presence of the younger generation.

According to a press release issued by the organising committee, ICC 2016 is a worldwide event by Ocean Conservancy, with this year marking its 31st anniversary.

BRUNEI Darussalam fell to a 21- 13 21- 12 defeat to Myanmar in the Group B preliminaries of the men’s regu beach sepak takraw in the 5th Asian Beach Games at the My Khe Beach in Da Nang, Vietnam yesterday.

Brunei saved two match points in the final set but Myanmar grabbed the win as the former face the risk of elimination.

Myanmar had taken a commanding 10-4 lead before completing the first set by racking four consecutive points in a match which lasted 32 minutes.

The men’s trio gold medallists continued their rich vein in form in the second set establishing an 11-6 in the halfway mark before gaining a whooping 10 match points.

Meanwhile in the other Group B match, Indonesia overcame Nepal 21-17 24-22 to join Myanmar at the top of the table.

Having secured men’s trio bronze, Brunei face a greater challenge on extending their stay in the competition requiring wins from both Nepal and Indonesia today to guarantee a second medal.

Brunei only took part in the beach sepak takraw in this year’s edition featuring feeder Hadi Ariffin Abdul Matali, tekong Mohd Alliffuddin Jamaludin and killers Hidayat Zatie Saidi and Mohammad Selamat Yakup.

Myanmar currently top the medal charts with a gold and silver each and look in firm position of staying that way after the women’s team also secured an opening group game win over China.

Brunei has accomplished yet another bronze in the Asian Beach Games ensuring that they continue the trend of not leaving empty-handed- their fourth since they first appeared in the inaugural meet- but could create more history if they overcome the difficulty and reach Thursday’s semi-final draw.

The four-time bronze medallists recorded a historic feat after winning gold in the men’s trio in Phuket, Thailand in 2014 after beating South Korea 21-18 21-23 21-15 in the final.
