Cluster 4 net netball gold

THE Cluster 4 netball team emerged as champions at the open category of the Netball Championship held in conjunction with the 26th Teacher’s Day celebration after they defeated Institusi Pengajian Tinggi (IPT) 23 – 26 in the final match held at the Sports School’s netball court in Kg Pulaie yesterday.

In the beginners category, the Cluster 3 team emerged as the champions by defeating the Cluster 4 team 17 – 26. The winners received their prizes from the chief guest, Datin Hajah Asmah binti Haji Abdul Rahman, wife of the Minister of Education.

A total of nine teams competed in the open category and another nine teams competed in the beginners category.

The championship was organised by the Department of Co-Curriculum Education, Ministry of Education.

The aims of the championship were to commemorate and enliven the 26th Teacher’s Day celebration, and as part of long-term netball sport development project of the Ministry of Education.

It also aimed to search for talented and potential players to represent the Ministry of Education netball team.

Meanwhile, Dayang Timah binti Ulat from Cluster 1 was judged as the most valuable players (MVP) in the championship. She has represented Ministry of Education Netball team since 1988 and played in various positions.

She also played for the veteran category and also coaches for the Brunei Darussalam Sports Council School Netball team.

Creative writing workshop at DBP to enhance prestige in literature

THE Language and Literature Bureau (DBP) yesterday hosted a workshop on its premises at the Old Airport to turn short stories into a novel, which was facilitated by Bersama Terbitkan Antologi or ‘Together Publish Anthology’ (BeTa) writers, a group established in Malaysia early this year.

The workshop was officiated by Hajah Sariani binti Haji Ishak, Head of the Language Development and Expansion Section, and a representative of Hajah Nortijah binti Haji Mohd Hassan, the Acting Director of DBP.

The event began with a recitation of Surah Al-Fatihah and Doa Selamat, followed by a welcoming speech read by Hajah Sariani.

The speech highlighted that even though efforts to implement the project have been done in a short period of time the initiative has brought forward the objective to elevate literature works and shown results for creative writers.

Those taking part in the workshop will also have the opportunity to share their thoughts with writers from outside the country to enhance and strengthen knowledge.

The event then continued with an introduction of BeTa by Ismail bin Hashim (Ilhami Hisham), Coordinator of the BeTa Writers Group, followed by a discussion by three writers – Zalina binti Ahamad from Malaysia, Shaharah A Wahab from Brunei and Mazlinda Mohd Nor from Malaysia.

There were also a practical in writing a synopsis and a recitation of short stories by MZ Halim Hassan and Azizah MDS from Malaysia as well as Shaharah A Wahab from Brunei.

The workshop was participated by those working at DBP, locals and youths interested in creative writing.

It is hoped that the event injected the spirit of writing in Bruneians and for them to continuously be active in various creative writing genres, as well as to collaborate with other writers from outside the country to enhance the prestige in literature, along with promoting creative works across national borders.

Strong show of skills at Fire and Rescue competition

OPERATION ‘E’ of the Fire and Rescue Department yesterday emerged victorious in the Rip-It-Off Challenge, while 942 Mohd Hazizan bin Haji Mazin from Operation ‘F’ won the Braveheart Challenge at the Fire and Rescue Skills Competition 2016.

Held at the Parade Square of the Fire and Rescue Headquarters in Berakas, the event saw Director of Fire and Rescue Lt Col (Rtd) Yahya bin Haji Abdul Rahman as the guest of honour.

The first segment of the competition saw teams of four (from operation branches ‘A,’ ‘B,’ ‘C,’ ‘D,’ ‘E,’ ‘F’ and ‘G’) race against the clock to evacuate an ‘unconscious’ driver trapped in a saloon vehicle.

Dressed in protective equipment, the participants executed a full roof removal of the vehicle, before carrying the victim out on a spinal board and fitting a cervical collar on him.

The second segment, the Braveheart Challenge, tested the participants’ physical and mental strength, endurance, strategy and technical skills in rescuing a ‘victim’ from a high place.

The competition was held to test the skills and competency of the operation branches nationwide.

At the same time, the competition helped unearth the best team to represent the Fire and Rescue Department of Brunei Darussalam at the International Elite Rescuer Exchange Workshop, SCDF Day Parade and Singapore Global Firefighter and Paramedics Challenge (SGFPC) in Singapore.

The guest of honour later presented trophies and certificates to the winners and participants.

The Rip-It-Off Challenge saw Operation ‘C’ taking second place, followed by Operation ‘G’ in third.

Meanwhile, the Braveheart Challenge saw 1082 Muhd Rifaie bin Haji Abas from Operation ‘A’ bagging second place; 1188 Ahmad Habbibuddin bin Jamaudin from Operation ‘A’ in third; 1254 Mohd Zambree bin Damit from Operation ‘C’ in fourth; and 1152 Abdul Aziz bin Haji Hassan from Operation ‘E’ in fifth place.

Receiving the round trophy for the Fire and Rescue Skills Competition 2016 was the Commanding Officer of Operation ‘E’ Tahir bin Haji Moktal.

Present to witness the challenge were assistant directors, senior officers, members and staff of the Fire and Rescue Department.

Brunei lead coordinator for ‘Visit Asean@50: Golden Celebration’ campaign

BRUNEI Darussalam, as the lead country coordinator for the ‘Visit Asean@50: Golden Celebration’ campaign, hosted a special meeting yesterday.

Held at The Rizqun International Hotel, the meeting was held to discuss preparations and progress by representatives from each Asean member states on their national programmes, promotional campaigns and marketing activities throughout 2017 in support of the 50th anniversary of Asean.

“This meeting serves as a crucial platform for Asean member states to collectively discuss and work hand-in-hand to advance the Asean region as the world’s top tourism destination,” reads a press release from the Tourism Development Department at the Ministry of Primary Resources and Tourism (MPRT).

The meeting began with opening remarks by Wardi bin Haji Mohammad Ali, Deputy Permanent Secretary (Tourism) at the MPRT, as the Chairman of the Special Meeting, in which he welcomed the delegates.

In addition to yesterday’s special meeting, a four-day meeting will also be taking place from October 11-15, discussing various matters pertaining to tourism. To further promote the Visit Asean@50: Golden Celebration campaign, Brunei Darussalam as lead country coordinator will also deliver a press conference on the campaign during the International Tourism Bourse Asia which will be held from October 19-21 in Singapore.

The campaign highlights Asean’s best 50 festivals and 50 most unforgettable travel experiences, whereby visitors will enjoy a wide range of Asean tourism products through diverse destinations, culinary events and engagements with local communities.

The Visit Asean@50: Golden Celebration initiative was adopted by Asean Tourism Ministers during the Asean Tourism Forum 2016 in Manila, the Philippines where the 10 Asean national tourism organisations jointly developed a regional tourism campaign promoting the Asean brand in two intertwining ways: First as a unique and diverse travel destination, and secondly as a vibrant organisation celebrating its 50th anniversary.

Among the campaigns objectives are to commemorate Asean’s 50th anniversary; to raise awareness of Southeast Asia/Asean as a single tourism destination; to raise international visitor arrivals to Southeast Asia to 121 million by the end of 2017; to increase tourism receipts to US$83 billion, and to increase average length of stay to six-seven days, through tourists’ visitations to more than two countries in the Asean region.

Public, private sectors should work together to promote Asean

SOUTHEAST Asia remains a vibrant and robust tourism destination with a diverse range of attractions and offerings, and the success of the ‘Visit Asean@50 Campaign’ requires collaboration and partnership with relevant stakeholders from both the public and private sectors.

These points were highlighted by Wardi bin Haji Mohammad Ali, Deputy Permanent Secretary (Tourism) at the Ministry of Primary Resources and Tourism, while delivering opening remarks at a special meeting hosted by Brunei Darussalam yesterday for the ‘Visit Asean@50: Golden Celebration’ campaign.

The Visit Asean@50: Golden Celebration initiative is a regional tourism campaign promoting the Asean brand, jointly developed by the 10 Asean national tourism organisations. The deputy permanent secretary began his opening remarks by welcoming the delegates.

“This is the third special meeting and we have had a few events held especially for the campaign,” he said. “In this opportunity, I would like to thank all Asean member states for the continuous support and cooperation collectively in this campaign as well as each Asean member state for coming up with their own national programmes and activities to support the campaign.”

He also extended his sincere appreciation to Asean Tourism Marketing Coordinator, Khun Dee for playing a large role coordinating the campaign since the very beginning.

He went on to note, “There is still a lot of work to be done ahead of us as we are getting closer to the celebration of Visit Asean@50.”

“I hope through our meeting today, we will get more insights and be able to tie up the loose ends of the activities as well as getting confirmed commitments from our partners for this campaign before the launching during ATF 2017 in Singapore.”

The deputy permanent secretary highlighted, “Our efforts in promoting our region as a single tourism destination have faced several challenges, namely the current global pandemic disease that is spreading across the region.

“Some countries have even issued travel advisories for their citizens to consider postponing nonessential travel to Southeast Asia,” he continued. “However, despite those challenges and the current global economic downturn, Southeast Asia remains a vibrant and robust tourism destination with a diverse range of attractions and offerings.

“Hence, with this campaign, it is hoped that we would be able to reach our targets and deliverables despite the challenges.”

The launch of the Visit Asean@50 Campaign logo during the Asean Summit in Lao PDR marked a milestone of the campaign, where leaders showed their full support towards the initiative.

“The success of this campaign will only be achieved with collaboration and partnership with the relevant stakeholders both from the public and private sectors,” he said. “I would like to encourage stronger and continuous partnership especially for the success of this campaign and as well as our other future endeavours.”

Local SMEs ready to feature products at expo

BRUNEI Darussalam is sending a wide spectrum of companies to participate in the 3rd BIMP-EAGA and IMT-GT Trade Fair, Conference & Business Matching to be held from October 14-16, 2016 at Sheraton Hotel Makassar in Indonesia.

Twelve companies have been selected including some from the education sector, food and local marketing industries. They were selected based on their readiness to export as well as their desire for overseas expansion. The companies included Syarikat Nurul Hikmah, Mindplus Education Sdn Bhd, Rafni Najihin Enterprise (Rafni Food), Muhammad Mustaqim Enterprise, Mohd Hassan and Bros, Batik Desamas Company, Alai Nadhirah Haafizhah Enterprise, HKH Fasfood and Takeaway (MOKAM), Betye Kuan, Seri Pekatan, International School Brunei (ISB) and Global Halal Industry Development Division.

Brunei’s participation is in collaboration with the Energy and Industry Department at the Prime Minister’s Office (EIDPMO), Ministry of Foreign Affairs and Trade (MoFAT), and DARE (Darussalam Enterprise).

On the sidelines of a pre-departure briefing held at the International Convention Centre (ICC) yesterday, Ang Beng Siong, Business Development Manager of International School Brunei (ISB) said ISB’s participation in the upcoming trade fair, is in the area of education.

In an interview, he described the nation’s unique environment that people overseas are still unaware of. He said Brunei has a lot to offer in education, for instance, the environment is very conducive to study.

He believed that parents will send their kids to Brunei knowing that their children will not go astray by doing unbeneficial things. ISB is participating in the trade show to try to hook up with agents for collaboration.

Recently, ISB signed an agreement with Nanning Culture & Sports Academy at the Brunei’s pavilion in the China-Asean Expo (CAEXPO).

Hajah Noor Monasalieana @ Suzie binti Haji Mohd Salleh, the Creative Director and Executive Manager of Wira Group will represent Seri Pekatan Sdn Bhd in promoting various cracker products.

She said the company is also looking for distributors for its products. She said there were overseas buyers who purchased their products in bulk and this signals the acceptance of the products in overseas markets.

Most of the companies participating in the event are eyeing an opportunity to create public awareness for their products and expanding their customer base.

Hajah Norhayati binti Haji Hassan, the Managing Proprietor of Muhammad Mustaqim Enterprise, spoke with the Bulletin regarding her company and the product they will be bringing to Makassar – which are mostly interior home furnishings.

Hajah Norhayati said her company would be selling unique, handmade products such as cushion covers, and table runners and shoals in their expo booth. Through the expo she hopes to find an entry into the international market.

Another company participating in this event is Batik Desamas Company, which sells Kain Sinjang and Sarong with cultural designs based on Tenunan. In an interview, the owner Zainal Abidin, remarked that he also wanted to promote the motif designs of Brunei through his affordable products. For now, he said that his products are considered for niche market but also added that as of late, young customers are keen on wearing the Sinjang and Sarong.

In addition, Rafni Food, an enterprise owned by Haji Noor Ashdi bin Haji Mohd Shaipon, will also be participating in the expo. He said that Rafni Food would be selling plain nuts, with the addition of white garlic and tom yum flavours.

He added that one of the goals for joining the expo is to find either an agent or distributor. He also said that he is open to entering into a joint venture.

Need whole-of-nation approach to combat Zika virus

A WHOLE-of-nation approach on tackling the spread of Zika virus is needed because all levels of the society are collectively responsible to assist the government’s efforts in preventing the deadly disease.

This was stated by His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office as the Chairman of the National Disaster Council (NDC), in his sabda at the NDC meeting held at the Prime Minister’s Office yesterday.

Government agencies’ efforts like fumigation and fogging will prove futile without the active involvement of the community at large, His Royal Highness added.

“Participation of the community is key to the effectiveness of measures to control the spread of Zika virus. This is where the council can play a crucial role to streamline efforts to contain this issue as ‘an incident’ based on the interpretation of the National Disaster Order 2006, and through a pragmatic approach towards enhancing public awareness in the context of strategy preparedness,” His Royal Highness noted.

“We are grateful to Allah the Almighty for protecting the people from the health issue that has affected several countries.

“We are now facing an outbreak of Zika virus which has affected several countries to the extent that the World Health Organization (WHO) has declared it as a public health emergency,” His Royal Highness said.

“Brunei Darussalam is not exempted from the threat of the virus. I would like to extend my gratitude for my father’s wise leadership and for his consent for the formation of the Multi-Sectoral Task Force to contain the threat of Zika, which indicates my father’s concern for the welfare of the people in this nation.

“My father’s farsighted vision and prompt actions are timely especially because the virus’ impact is not limited to health of individuals, but it has the ability to threaten the socio-economy of the country,” His Royal Highness added.

Considering that Zika virus has spread in the neighbouring countries, His Royal Highness said, the NCD meeting is timely to ensure that the action plans are discussed on a larger scale.

We should analyse the extent to which the nation has embraced the culture of preparedness among the government and private institutions and the general public, the Crown Prince said.

“A nation that is empowered with the culture of preparedness will have an effective disaster management system, His Royal Highness said, and urged every member of NDC to give special focus formulating a strategic working framework policy for the council, as stated in the National Disaster Management Order 2006.

“This is significant to strengthen the role of the council in giving advice and disaster management direction to the country,” His Royal Highness said.

His Royal Highness also highlighted that it is crucial for every plan to be followed with proper and effective implementation, in addition to regularly carrying out re-evaluation of the effectiveness of actions taken.

“Crucially important is the strong collaboration with stakeholders in the public and private sectors, especially the media, which form the basis for success of the implementation of every plan on awareness, preparedness and response.”

Sharing of information, His Royal Highness said, should not only be responsive to public needs but it should also be proactive, reliable and educational in nature.

“The public is our core partner in ensuring that the dissemination of information such as on Zika virus is conducted in a responsible, accurate and authentic manner,” His Royal Highness said.

Earlier, the Minister of Home Affairs, Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong as the Co-Deputy Chairman of the NDC, expressed gratitude towards the leadership and wisdom of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam for his consent on the formation of the Multi-Sectoral Task Force to contain Zika virus.

This indicates the concern of His Majesty for the safety and welfare of the people, he noted.

Meanwhile, the Minister of Health, Dato Seri Setia Dr Awang Haji Zulkarnain bin Haji Hanafi, pointed out the various efforts undertaken, especially in the development of a ‘Preparedness Plan’ to tackle Zika virus.

The minister said strategic surveillance for this action has been provided by the Multi-Sectoral Task Force, which has met six times since its formation.

The meeting also heard the latest situation of Zika virus globally and regionally and risk analysis for Brunei Darussalam, especially its preparedness plan to prevent, detect and control Zika virus.

The meeting also heard proposals to review and update the Strategic National Action Plan for Disaster Risk Reduction 2012-2025 and proposals for the formation of a strategic working framework for facing disasters in the Sultanate, including holding Asean Regional Disaster Emergency Response Simulation Exercise (ARDEX) from November 28 to December 1 in Brunei.

Earlier His Royal Highness was greeted upon arrival by the Minister of Home Affairs, and the Minister of Health, who is also the Co-Chairman of the NDC.

Greater connectivity will boost Asia development

THE Asia Cooperation Dialogue (ACD) needs to place emphasis on combating terrorism and extremism, addressing climate change and enhancing connectivity in the region.

This was stated by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in a titah at the opening ceremony of the 2nd ACD Summit, which was held at the Vithes Samosorn Hall, Ministry of Foreign Affairs, Bangkok yesterday.

“Greater connectivity, especially through the strengthening of linkages and communications would further contribute to Asia’s development and realising an Asian community,” the monarch said.

His Majesty observed that since the first ACD Summit in 2012, the international community has been faced by with a number of challenges, which include growing conflicts, effects of climate change, escalation of the refugee situation and how to ensure sustainable development.

However, in spite of these developments, His Majesty remained confident about Asia’s potential and place in the 21st Century as a region that is peaceful, stable, economically prosperous and comprehensively modern in the aspects of infrastructure, industry and open trade linkages.

The opening ceremony of the 2nd ACD Summit began with the opening remarks by General (Rtd) Prayut Chan-O-Cha, in which he welcomed all the participants of ACD to the summit.

Maktab Duli wins group storytelling competition

DULI Pengiran Muda Al-Muhtadee Billah College (Maktab Duli) emerged as champions in the finals of the 2016 Group Storytelling Competition with their story ‘Si Kasian (Si Miskin)’, and walked away with a cash prize of $600.

Meanwhile second place went to Sufri Bolkiah Secondary School with their story ‘Guru oh Guru’ and they walked away with a cash prize of $500, while placing third was Raja Isteri Pengiran Anak Damit Girls Arabic Religious Secondary School (SUAMPRIPAD) with their story ‘Membaca Pemangkin Generasi Celik Pandai’ and they brought home a cash prize of $400.

A total of 17 groups participated and three groups were chosen for the finals, which took place at Digadong Hall at the Ministry of Culture, Youth and Sports.

The prizes were presented by the guest of honour, Hajah Nortijah binti Haji Mohd Hassan, Acting Director of the Language and Literature Bureau. The competition was organised by the Language and Literature Bureau (DBP) with the theme, ‘Bangsa Membaca Bangsa Berjaya’ (a nation that reads is a nation that succeeds).

The competition aimed to encourage youths to love reading books and at the same time provide them a platform in achieving intelligence, mental development and competence.

Brunei Toastmasters emerge as contest champions in KK

TWO Brunei Toastmasters did Area K6 proud when they emerged as champions at the Division K Humorous Speech and Evaluation Contests recently held in Kian Kok Middle School, Kota Kinabalu.

Allen Ang, a representative of The Brunei Advanced Speakers’ Club, emerged as champion for the Humorous Speech Contest. With his winning speech ‘My Dream Job’, he told hilarious tales of the hardship of being a salesman and shared silly situations that induced fits of laughter from the audience.

Meanwhile, The Brunei Speakers’ Club representative Pooja Shivanand won the Evaluation Contest. In her evaluation, she commended the speaker on having a clear speech structure, great hand gestures and humour, and recommended the incorporation of vocal variety and a stronger conclusion for increased personal impact.

Both champions will be competing at the final for both contests in Brunei on October 30, as part of the Semi-Annual District 87 Conference 2016/2017.

Pooja, who lectures for the Microbiology course at the Faculty of Science, Universiti Brunei Darussalam, commented, “I gratefully acknowledge the support and encouragement of Brunei Toastmasters… I consider myself fortunate to represent Division K right here in Brunei. I eagerly look forward to this opportunity to showcase Brunei talent.”

The District 87 Semi Annual Conference in Brunei will also see World Champions in Public Speaking conducting educational workshops on Communication and Leadership Skills, with networking opportunities at the Gala Dinner.

SPECIAL Olympics Brunei Darussalam (SOBD) athletes, Khairul Amzar bin Khalid and Syamsiah binti Takong, yesterday returned home proud and jubilant from their successful efforts at the ‘6th TAFISA (The Association For International Sports for All) World Sports for All Games’ in Jakarta.

Khairul Amzar and Syamsiah won silver in the unified bocce team category and bronze for the unified bocce’s male and female categories respectively.

During the unified bocce team finals, Khairul Amzar and Syamsiah partnered with Muhd Nabil bin Esa and Cikgu Subinoorhayati binti Bibi, who were the athletes’ partners without disabilities

Cikgu Subinoorhayati told the Bulletin that it was a good experience for her and Muhd Nabil when they partnered with the special needs athletes.

TelBru launches Smart Nation Experience Showcase

TELBRU officially launched its Smart Nation Experience Showcase as a further step towards realising Brunei’s ‘Smart Nation’ aspiration yesterday.

The showcase was launched at the Smart Nation Experience Centre (SNEC) of TelBru’s Smart Nation flagship store, which is located at Giant, Tasek Rimba, where patrons can witness first-hand the day-to-day possibilities that come with the advancement of Internet technology.

As TelBru explained in a press release, the SNEC is aimed at introducing and educating the Bruneian public on the different ways their lives can be positively affected and altered by smart devices, and to boost the local economy.

In addition, the centre will provide visitors with experiences that have many possible applications including, but not limited to, security, transportation, health, business as well as education.

Speaking at yesterday’s launch, TelBru’s CEO David Kay highlighted, “We’re here today to launch experience centre – the Smart Nation Experience Centre. The idea of this is to generate interest in the latest and greatest in technology as far as ‘Smart Nation’ is concerned.”

Kay explained that the intent is to create a general awareness of the technology, to get more people interested “so we can push forward – not just for TelBru but for the nation”.

Lim Ming Soon, TelBru’s Chief Marketing Officer, led members of the media on a tour around the showcase yesterday. “A smart nation begins at home,” he said while demonstrating the various technologies on show.

As part of the experience, users can simply switch the lights on or off, open or close motorised curtains and set different moods for different occasions and, among others, know if a perpetrator has triggered an alarm, all via a single tablet.

Encompassed by TelBru’s High Speed Broadband, the SNEC will rotate its display every six months and will feature, among others, Smart Security, Internet of Things and Smart Entertainment.

A list of participating vendors can be obtained at the SNEC. Existing TelBru customers can enjoy exclusive discounts when making Smart Nation-related purchases offered by these TelBru partnered companies. Existing patrons may also redeem two 40GB top-up vouchers when they purchase from participating vendors.

Cosmetic products found adulterated

THE Ministry of Health (MoH) would like to alert members of the public to three cosmetic products, which have been tested by the laboratory of Drug Quality Control Section, Pharmaceutical Services Ministry of Health and found to be adulterated with undeclared substances.

The products were found through post-marketing surveillance activities conducted by the Pharmacy Enforcement Section at retail outlets.

The affected product are Vcare Beauty Solution-Perfect Whitening Cream (Night cream). Manufactured by Ayu Jelita Enterprise, Lot 5567, Tingkat 1 Taman Yani, 18000 Kuala Krai, Kelantan Darul Naim, this product contains Hydroquinone.

Another product, Seri Putih Skincare 3-in-1 (Night cream), distributed by Seri Putih Resources 5A, Level 1, Block 1, Pusat Perniagaan Worldwide, Jalan Tunju, 12/50, 40100 Shah Alam, Selangor Darul Ehsan contains Mercury.

While Syma BeautySkincare, My Beauty Secret by Syma (night cream), manufactured in Malaysia, contains Hydroquinone.

The adulterants found in these products can cause adverse effects that are potentially hazardous to the people using them.

Mercury is a potent ingredient that is prohibited in cosmetic products as stipulated in the Medicines (Cosmetic Products) Regulations 2007.

Mercury is prohibited in cosmetic products due to its hazardous effects on human health. It is readily absorbed through the skin on topical application and tends to accumulate in the body. Exposure to mercury can cause skin rashes, memory loss and muscle weakness while high exposures may result in damage to the brain and kidneys. It is also extremely toxic to unborn children.

Hydroquinone is a potent ingredient used in western prescription medicines to treat skin conditions and is prohibited in skincare cosmetic products under the Medicines (Cosmetic Products) Regulations.

The unsupervised use of Hydroquinone may cause skin hypersensitivity, skin discolouration resulting in gradual darkening of the affected skin area and an increased risk of skin cancer.

The MoH has not issued any approval for the importation and/or Cosmetic Notification Acknowledgement Letter for the sale of these products. Following these findings, the products are not allowed to be imported and sold in Brunei Darussalam.

Members of the public who have purchased or used these products are advised to stop using them immediately.

They should also consult a medical practitioner if they feel unwell or experience any undesirable reactions as a result of using them.

Members of the public involved in the retail of these products (including online retail such as through Facebook, etc) are hereby reminded that it is an offence under the Medicines (Cosmetic Products) Regulations, 2007 to import and market cosmetic products in the local market without a Cosmetic Product Notification Acknowledgement Letter issued by the Authority, where the penalty for contravening these regulations upon conviction, is a fine not exceeding $5,000, imprisonment for a term not exceeding two years or both.

The MoH call for the public’s cooperation to report to the Pharmacy Enforcement Section if any of these products are still found on the market in this country.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the Minister of Defence and the Supreme Commander of the Royal Brunei Armed Forces (RBAF), has awarded the Royal Brunei Air Force (RBAirF) Honorary Pilot Wing to Major-General Mervyn Tan Wei Ming, the Chief of the Republic of Singapore Air Force (RSAF).

This is in recognition of his service in advancing the ties between the RBAirF and the RSAF.

On hand to present the award at the RBAirF Base in Rimba was Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Mohd Tawih bin Abdullah, the Commander of the Royal Brunei Armed Forces (RBAF).

Russian embassy launches ‘Beauty in Diversity’ expo

IN COMMEMORATION of the 25th anniversary of the establishment of Russia-Brunei diplomatic relations, the Embassy of the Russian Federation in Brunei Darussalam yesterday launched an art exhibition at the Waterfront Art Gallery in the capital.

The exhibition, themed ‘Russia: Beauty in Diversity’ will run from October 12 to November 27, 2016.

Present to grace the launching ceremony was Her Royal Highness Princess Hajah Masna, Ambassador-at-Large at the Ministry of Foreign Affairs and Trade.

Upon her arrival, Her Royal Highness was greeted by Vladlen Semivolos, the Russian Ambassador to Brunei Darussalam.

The ambassador in his remarks said, “I am delighted to note that in recent years our cooperation reached high levels in all spheres of Russia-Brunei relations.”

According to him, the main political event this year was the visit of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam to Russia for the Russia-Asean Summit and the bilateral meeting with the President of Russia Vladimir Putin last May in Sochi, and these significant events are portrayed through several photos at the exhibition.

“A major part of the display reflects the momentous dates in the history of bilateral ties. I refer specifically to the first official meeting of our leaders in Bandar Seri Begawan during the APEC Summit in 2000, which opened a new chapter in collaboration between our states. You will find notable depictions from the state visit of His Majesty to Russia in 2005 and his official visit to our country in 2009, which laid down the basis for multi-faceted cooperation and greatly contributed to strengthening open and mutually advantageous Russia-Brunei relations,” he continued.

“The exhibition provides an opportunity to get close to understanding the Russian national character, discover the richness and diversity of our traditions,” he added.

The display also showcases Russian architectural and natural attractions and national costumes.

It also presents traditional Russian folk art, which range from the world famous matryoshkas (nesting dolls), gzhel porcelain and zhostovo metal trays to khokhloma crockeries, palekh jewellery boxes and Pavlov Posad shawls.

The exhibition includes sections marking the 55th anniversary of the first flight to space in the history of mankind by Russian cosmonaut Yuri Gagarin and the mosques of Russia.

The ‘Russia: Beauty in Diversity’ exhibition is organised in collaboration with the Ministry of Culture, Youth and Sports of Brunei Darussalam.

Enty to the exhibition is free and members of the public can visit the gallery from 9am to 5pm from Monday to Thursday and on Saturday and from 9.30am to 11.30am and from 2.30pm to 5pm on Friday and Sunday.

Brunei, Kuwait to expand socio-economic cooperation

BRUNEI Darussalam and the State of Kuwait have affirmed their efforts to support expanding social and economic cooperation between the two countries by exploring mutually beneficial opportunities, such as in the fields of trade, economic and investment, oil and gas, education, tourism, information technology, private sector linkages and Islamic affairs.

During an audience at Istana Nurul Iman yesterday, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, the Amir of the State of Kuwait, expressed satisfaction with the warm and friendly relations shared between the two countries, and agreed to further strengthen these much-valued ties.

According to a joint statement issued following the audience, His Majesty and His Highness the Amir of Kuwait witnessed the signing of several agreements and Memorandums of Understanding (MoUs) between the Government of Brunei Darussalam and the Government of the State of Kuwait. These were the MoU in the field of higher education and scientific research; MoU on tourism cooperation; agreement on mutual exemption on visa for diplomatic holders, special and official passports; protocol amending the agreement on the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income; MoU on establishing a joint commission for cooperation; and MoU between the Ministry of Foreign Affairs and Trade of Brunei Darussalam and the Ministry of Foreign Affairs of the State of Kuwait on training.

His Majesty and His Highness the Amir of Kuwait welcomed the signing of the agreements and MoUs as a positive step in further elevating and deepening bilateral engagement.

His Highness the Amir of Kuwait was then introduced to members of the royal family; state dignitaries; Cabinet Ministers; deputy ministers; the Commander of the Royal Brunei Armed Forces; the Commissioner of Police; foreign envoys in Brunei Darussalam; as well as permanent secretaries at the Prime Minister’s Office and Ministry of Foreign Affairs and Trade.

His Majesty was then introduced to members of the delegation of His Highness the Amir of Kuwait. The delegation includes Sheikh Sabah Khalid Al-Hamad Al-Sabah, First Deputy Prime Minister and Minister of Foreign Affairs and senior officials of ministerial rank from the State of Kuwait.

Shortly after, a general audience ceremony was held at Cheradi Laila Kenchana. Both heads of state also exchanged views on regional and international issues including the outcomes of the 2nd Asia Cooperation Dialogue Summit that was held in Bangkok on October 9-10; as well as the latest developments in the Middle East region, stressing the importance of complying with the United Nations Security Council’s Resolutions to achieve just and lasting peace for the Palestinian cause.

They also discussed the situation in Iraq, Syria and Yemen. His Majesty expressed appreciation to the State of Kuwait for hosting Yemen peace talks under the umbrella of the United Nations, in order to find a political solution.

His Majesty also commended the State of Kuwait for its contributions in the humanitarian field and in hosting many humanitarian donor conferences for Syria.

In recognition of the State of Kuwait’s role in preserving international peace and stability, His Majesty expressed Brunei Darussalam’s support for the State of Kuwait’s candidature to be a non-permanent member of the United Nations Security Council for the 2018 – 2019 period.

Meanwhile, His Majesty earlier yesterday welcomed His Highness the Amir of Kuwait who is in the country on a two-day state visit, at the Brunei International Airport.

His Highness the Amir of Kuwait and delegation landed at the Brunei International Airport in the afternoon on a special aircraft. Upon disembarking, His Highness the Amir of Kuwait was greeted by His Majesty.

THE Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday signed two agreements and four Memorandums of Understanding (MoUs) with the Government of the State of Kuwait to further elevate and deepen the two countries’ bilateral engagement.

“Both heads of state also acknowledged the common objectives of pursuing economic diversification and recognised the role of the private sector in enhancing competitiveness and emphasised the importance of small and medium enterprises (SMEs) in contributing to sustainable development.

“In this regard, the heads of state looked forward to the convening of the 3rd Joint Committee Meeting (on Economic and Technical Cooperation) to be held from December 5-6 in Bandar Seri Begawan which would aim to identify and explore deeper cooperation particularly in trade and investment,” according to the joint statement.

Brunei-Japan badminton exchange in hype for Tokyo Olympics

THE Embassy of Japan in Brunei, together with the Ministry of Foreign Affairs in Japan and the Ministry of Culture, Youth and Sports in Brunei will be co-organising a Brunei-Japan badminton exchange to commemorate the 70th birthday celebration of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

The Nippon Badminton Association and the Brunei Badminton Association are cooperating with this event, according to a press release.

This sports exchange will take place from October 24-27 and is part of Japanese Prime Minister Shinzo Abe’s ‘Sport for Tomorrow’ initiative, which aims to promote sport to over 10 million people in over 100 nations until 2020 when Japan will host the Tokyo Olympics and Paralympics. Manager calls for good showing in AFF qualifiers

BRUNEI Darussalam team manager Haji Md Noor bin Haji Hamid has expressed his hopes that the national team could deliver a good performance in the upcoming Asean Football Federation (AFF) Suzuki Cup qualifiers at Phnom Penh in Cambodia.

The national team will leave for Cambodia today for the four-team qualification round in which only the winner of the group will advance to the tournament proper at co-hosts Myanmar.

“Touching on preparations, we have already prepared in terms of technique training and fitness but what left is to decide how they can demonstrate their play in the game,” said Haji Md Noor in an interview with the media at the NFABD Artificial Field yesterday.

Their friendly tour in Negeri Sembilan last week allowed them time to fine-tune their strategy and during the friendly matches Haji Md Noor stated a number of players were able to demonstrate a good performance.

In the second half, the national team made changes to give playing time to the younger players where they were still feeling nervous and where inexperienced played a part although they still ran them close with the final score.

“We hope that with the training (after the friendly matches) we can improve to face the three teams in the AFF Suzuki Cup qualification round. Hopefully, we can deliver a really good performance with the training and the tactics where we will also implement a better strategy arrangement,” the team manager added.

“We also hope that the players can demonstrate their own individual performance during the match. Hopefully the players will not sustain any injuries in the friendly matches which served as a warm-up.”

The national players faced the tough and physical confrontations with the Malaysia Under-22 players as their opponents were also auditioning for the Southeast Asian Games on home soil next year.

The national team held training twice from 8am to 10am in the morning and from 4:30pm to 6pm daily except Sundays after the Eid festivities.

The national team initially held a selection stage where 35 players vied for a spot before it was trimmed down to 25 players including the DPMM FC players who were called up for international duty.

Haji Md Noor also hoped that the DPMM FC players who garner considerable experience could provide guidance to the younger players and help strengthen the squad.

The team manager is aware that the three teams have really stepped up in the international scene but the national team will try their best to deliver a good performance.

After the 2014 disappointment where the national team finished the qualifying group winless, the DPMM FC players have shown a good level of performance during the friendly matches and it is also hoped that under their guidance the younger players can quickly adapt with the situation despite pulling on the national jersey for the first time.

Rosmin Kamis, the eldest player in the squad aged 35, will resume his captaincy role for the national team while his DPMM FC’s club teammate Shahrazen Said will be vice-captain.

The team manager called for the players to put up a highly-spirited fight and give their all whilst showing their competitive side against the region’s supposedly weaker teams.

Haji Md Noor also warned the players to be cautious of the opposition which previously used to be of equal strength as them.

“If we see the teams that are participating in the qualifiers such as Cambodia and Laos, they were traditionally on par with Brunei but now they have really stepped up,” he said.

He added that they have assessed their opponents through video recordings.

Asked how they would deal with the talented individuals from the opposition, Haji Md Noor emphasised that they have already devised a strategy mostly centred towards the nature of their defending.

“There are systems which we can use depending on who we’re playing against.

“We can adjust positions and our formation depending on the other team’s strengths.”

He concluded that there is a vast difference in playing standard when comparing national league football with international football particularly in terms of movement and how to make use of possession.

Meanwhile, coach Ali Mustafa echoed the team manager’s sentiments that the national team can deliver a good performance and try their best to make improvements.

The coaching staff have looked the position of the players during the friendly matches and Ali added that all players proved that they can provide competition and do their best.

“We hope that we can provide a good result but nevertheless we will try to make improvements from previous matches two years ago (in Vientiane),” added Ali.

The national team will train at the Olympic Stadium in Phnom Penh.
