Organisers of Civil Service Leadership Pipeline (CSLP) programmes should take on various perspectives instead of being confined to textbook theories, particularly in the light of emerging issues, said Minister at the Prime Minister’s Office (PMO) Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud.
“This can also be accomplished through data analytics, using current technology,” he said at a certificate presentation ceremony for the 28th Executive Development Programme for Senior Government Officials (EDPSGO), as well as the 29th and 30th Executive Development Programmes for Middle Management Officials (EDPMMO).
The ceremony was held at the PMO Banquet Hall yesterday.
The minister congratulated the Public Service Department for organising the 2020 leadership programme under the CSLP, with the collaboration of Universiti Teknologi Brunei (UTB) and Institute for Leadership, Innovation and Advancement (ILIA) of Universiti Brunei Darussalam (UBD), despite facing challenges from the COVID-19 pandemic, particularly during the early stages of the programme.
“Despite the pandemic, the programmes were carried out by adopting the preventive measures outlined by the Ministry of Health (MoH), combined with learning through online and face-to-face methods, as well as a virtual introduction to studying while visiting places abroad,” he said.
“Such efforts to adapt and utilise technology could serve as role models to be implemented in the participants’ respective departments, especially if they contribute towards the easy, effective, efficient, safe and cost-saving delivery of civil services.”
The minister also advised the participants to cultivate the essential values of integrity, fairness, empathy and the ability to deliver (tabligh), saying “the competencies acquired from leadership programmes would not be complete, unless they are founded upon these values”.
The minister presented certificates to 24 participants of the 28th EDPSGO, 25 participants of the 29th EDPMMO and 25 participants of the 30th EDPMMO.
The executive programme is organised by the CSLP under the Civil Service Framework, which aims to uphold the goals of Brunei Vision 2035 through the Institutional Development Strategy.
