A TOTAL of 27 participants from SEAMEO (Southeast Asian Ministers of Education Organisation) member countries received their certificates of completion yesterday, during the closing ceremony of a regional training programme on ‘Conducting an Impact Study to Enhance the Effectiveness of Educational Interventions’.
On hand to present the participants with their certificates was Dr Haji Azman bin Ahmad, the Acting Permanent Secretary (Core Education) at the Ministry of Education.
In his speech, Dr Haji Azman said that impact study involves the evaluation and monitoring of an intervention, to determine its effects on others.
“By doing so, we are addressing accountability and improving the effectiveness of our interventions,” he said. “By conducting an impact study, we are aware of the potential impact, as well as being conscious of our decisions and actions.”
“In the Ministry of Education, there are still plenty of the educational interventions that are not properly assessed and evaluated. They have yet to be developed, especially in regard to assessing their impact for stakeholders,” he added.

Haji Abdul Haris bin Haji Mohamad Ali, the Acting Director of the SEAMEO Voctech Regional Centre, meanwhile pointed to the increasing need for research skills, especially among teachers.
“The development of critical thinking, ability to reflect and conduct research requires more attention, particularly in the process of training teachers and educating prospective graduates,” he said. “This means that students should develop these skills during the learning process while at secondary school, pre-college or university.”
The two-week programme, which began on November 5, was coordinated by Dr Paryono, the SEAMEO Voctech Deputy Director for Professional Affairs and Research Specialist.
Towards the end of their training, the participants were able to a compile a group impact study report, and form a plan of action to be implemented upon completion of the programme.
Among the participating countries were Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.
Also in attendance during yesterday’s closing ceremony at the SEAMEO Voctech Regional Centre were senior officials from the Ministry of Education, Ministry of Defence and Ministry of Religious Affairs.
