THE Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, through the Ministry of Health (MoH), is fully committed to continuously strengthen the country’s health system.
The Ministry of Health in a press release said that it aims to provide a comprehensive, efficient, effective and sustainable health care service for better health outcomes, quality of life and well-being of the people including the health of children who are the country’s future generation.
This is particularly pertinent for Brunei Darussalam and is especially well-aligned with the ministry’s strategic priorities for the next five years: inculcate ‘health is everyone’s business, prevent and control of non-communicable diseases (NCDs), and deliver excellence through consolidation and realignment of healthcare services.
In this regard, as part of its drive to provide added value and excellence services, the MoH is consolidating Child Development Centre (CDC) services in Kiarong to Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital for better and clearer high-impact outcomes. The expected outcomes from this move will include:
- reduce wastages (eg waiting time);
- improve clinical effectiveness and efficiency;
- provide better value for patients/clients;
- optimise resources including manpower; and
- offer a one-stop centre that will enhance clients’ experience and improve clients’ engagement.
By providing a more consolidated and integrated care for children with special needs, they will have the opportunity for a better transition and journey of care.
They will gain better access to all the necessary services and specialties with the best facilities available in RIPAS Hospital, especially in the new Women and Children’s Centre.
It is hoped that this will maximise their potentials and be able to lead future life independently.
The ministry strongly believes in caring for clients as a whole person rather than the disease or system. Impact of illness or disability to the physical, mental and spiritual well-beings of the clients need to be handled holistically as it also brings impact to the parents, guardians and carers.
To this end, business can no longer run as usual. It is important to work together in order to realise our common goal.
Therefore, the engagement and participation from all relevant stakeholders is very crucial in this consolidation initiative.
A strong national approach that encompasses the ‘Health in All Policies’ agenda is paramount in ensuring the success towards providing seamless services to the special needs children.
Everyone have their own roles to play; for example, the Ministry of Health focuses mainly in diagnosis, clinical treatment and therapy and the Ministry of Education focuses on their learning and inclusive education.
With the continuous concerted efforts, full cooperation and commitment of all stakeholders, including parents and guardians, non-government organisations (NGOs), civil societies, community organisations, private sectors and professional associations, special needs children’s health services in Brunei Darussalam will continue to be strengthened through a comprehensive and integrated package of services that provides continuum of care from primary health to secondary and tertiary level.
This is clearly envisaged in the nation’s health strategy and the Ministry of Health’s Vision 2035 ‘Together towards a Healthy Nation’, the statement said.
