BSP project achieves key milestone

BRUNEI Shell Petroleum Company Sdn Bhd (BSP) reached a key milestone when it achieved Final Investment Decision (FID) for its AMPA6 Facility Rejuvenation Project in the last quarter of 2017. As part of strengthening its asset integrity, BSP is driving the Facility Rejuvenation Programme to reduce safety critical equipment deviations and revitalising important elements in its production system.

The programme targets the high value facilities within BSP’s asset base where 80 per cent of BSP’s total future production has been identified. AMPA6 was selected as a pathfinder for the BSP Facility Rejuvenation Programme. The facility is a critical, normally unmanned hub in the West Asset which processes a significant part of the West Asset gas and liquids production.

“This FID is the manifestation of hard work by many people over the past 28 months, especially the significant effort made using the Opportunity Realisation System process and the Shell turnaround process to enable quality decision making,” Head of Rejuvenation Project, Naemah binti Serudin said.

“This programme is part of the BSP Asset Integrity Roadmap – a key pillar in achieving the committed production figures in the business planning period. We have much to accomplish next year and it requires a concerted team effort between BSP and our AmecFosterWheeler (AFW) colleagues to deliver this goal.”

The project will deliver in a single proactive campaign with AFW as the dedicated Rejuvenation Contractor. AFW Project Director Donald MacLeod said, “Significant trust has been placed on us to deliver this and we will be deploying our best capability and making every effort to ensure this happens. This type of complex brownfield execution perfectly matches what we are best at and look forward to a successful outcome.”

This rejuvenation is not without its challenges; such projects are prone to discovery scope, meaning certain changes to the work only surface upon commencement of the project. However, the impact of successfully executing this project is considerable for BSP. The project could significantly boost asset integrity and protect production volumes through revamping safety-critical systems and production-critical systems/facilities. This is done mainly by major replacement of small and large bore piping, full upgrade of fire and gas systems, rebuilding of sump and drain systems, and other structural components.

In terms of performance, it will also increase the availability of the AMPA6 facility through focussed investments in crude and condensate pump systems and power generation systems, thus adding incremental reserves, thereby yielding a healthy return on investment. Further, the rationalisation of offshore real-estate by removing or abandoning redundant equipment removes risk and operational costs and enables more remote monitoring and operations from BSP’s manned offshore location, AMPA9.

The total project scope takes up a total of 140,000 man-hours, of which 42,000 man-hours will be executed during a 43-day gas-to-gas turnaround. The campaign will start in June and will be completed by December with the turnaround currently planned from September to October this year. Since the Rejuvenation contract was signed between BSP and AFW on February 14, 2017, the project has paved the way for local employment. Based on the February 2018 figures, a total of 25 Bruneians from various educational qualifications have been employed. The project has employed two graduates in engineering, construction and project controls; three HND graduates in QAQC, supply chain and construction, 10 in Design Academy, and 10 from Industry Competency Framework (ICF) under Energy and Industry Department, at the Prime Minister’s Office. It is expected that more locals will be employed during the execution and operational stage of the AMPA6 rejuvenation project.
