MUARA Port has been recording an in-crease of cruise vessels, passengers and crew for the past five to six years. The highest number was recorded in 2010, where 34 vessels docked at Muara Port with 33,860 passengers and 14,310 crew members.

The port welcomed the MV Celebrity Constellation, a cruise ship that arrived from Singapore, at 8am and stayed for 11 hours before departing for Vietnam at 7pm.

On hand to welcome the maiden voyage were Acting Assistant Director of Ports Norhafizah binti Ismail as well as senior officers from the Ports Department. Souvenirs were exchanged between the Ports Department and the ship’s Captain, Michail Karatzas.

The MV Celebrity Constellation is a large-sized vessel at 294m length, carrying a total of 2,171 passengers, most of whom were from USA, Germany and Australia with a crew totalling to 956.

Passengers were given ample time to visit the country via tours to surrounding places of interest.

The Ports Department, Ministry of Communications lauded cruise lines for choosing Muara Port to be one of their port of calls that resulted in an increase of the number of tourists visiting Brunei Darussalam.

The Ports Department will continuously be working closely with the Brunei Tourism Board to conduct joint-marketing/promotion.

Among others, the joint promotion includes issuing printed promotional materials, maps, informational brochures and other works such as upgrading facilities and signages to attract more tourists in the region and all around the world.

The department will also continue its effort in negotiating with cruise owners/shipping agents to attract more cruise vessels to make frequent calls at Muara Port without losing sight on the importance of maritime safety and security.

According to statistics from the department, a total of 16 cruise ships, 16,667 passengers and 8,155 crew members calling on Muara Port were recorded last year, while 21 cruise ships, 23,540 passengers and 11,524 crew members were recorded in 2015.

Strive for realising Vision 2035, Sultan urges nation

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam urged Bruneians not to let the Brunei Vision 2035 be just an intellectual rhetoric and sound beautiful only when expressed in words, but to implement it with full commitment and determination.

In a titah delivered on the eve of the 33rd National Day, which was broadcast nationwide over Radio Television Brunei (RTB), His Majesty said the people should be more agile to produce high results that can contribute to progress and help the nation realise the vision.

“Let us be grateful to Allah the Almighty for enabling us to celebrate the 33rd National Day this year in a peaceful and prosperous environment. This year, we celebrate the day with the theme ‘Accomplishing the National Vision’. The theme is appropriate after we used the theme ‘Generation with a Vision’ three years in a row.

“The Brunei Vision 2035 has set three key targets. To realise these targets, I have consented for the formation of a working framework which, among others, outlines the core areas that should be given attention for achieving the vision goals. Leaders for every strategy have also been appointed,” His Majesty said.

The monarch also urged the people to be united in achieving the national Vision 2035. “We should ensure that all efforts are based on consensus, relevant and meet the current needs. This is key to the success of the nation’s Vision 2035… This covers all, whether they are in the government or in the private sector, and it is crucial to instill the spirit of cooperation and understanding among them. All of us are required to work as a team without engaging in matters that are against the law.”

The monarch added, “Although we have the infrastructure, technology, equipment, mechanism and a good system, if our intention is not good, the outcome will also be not good. For instance, if there is corruption in the government, it will drag the nation towards a bad state, even though the workforce is highly skillful or comprised of scholars. We should control this to prevent the nation from experiencing undesirable developments.

“We have been seeing or hearing about many untoward incidents taking place everywhere such as breach of trust, corruption and so on. Places affected by these ills face various sorts of difficulties. In this context, Brunei should be vigilant and learn lessons from it.”

His Majesty also said that “on the occasion of this year’s National Day celebration, we need to stress on nurturing noble traits like honesty, trustworthiness and loyalty. Without these characteristics, life, or administrative mechanism, will not run well, and could be problematic and weak.”

“All programmes need to be knowledge-based, inclusive and able to touch all generations. The objective is to make all levels understand the true meaning of independence. It is hoped that all, especially the future generation, will truly appreciate and love independence,” the monarch said.

His Majesty also reminded that independence is part of the history of the people and a “crown” of the people. “Neglecting independence means neglecting history, which will in turn put the crown of the people in disarray.”

Concluding the titah, His Majesty conveyed his highest appreciation for all participants and those in charge of the 33rd National Day celebration for jointly making this year’s event a success.

The monarch also expressed his gratitude to all citizens and residents in this country, including public servants, those working abroad, security personnel and those working in the private sector, and prayed that the people and the nation may always be under the protection of Allah the Almighty.

Cycling duo brace themselves for Bahrain test

BRUNEI Darussalam national cyclists Abdul Hadrie Morsidi and Amiruddin Haji Mohamad Amir have been selected to take part in the Asian Road & Para Cycling Championships which is scheduled to be held from February 24 to March 3 at the Bahrain International Circuit.

Abdul Hadrie will be competing in the Men’s Elite while Amiruddin will be taking part in the Under 23 event.

Brunei Darussalam national cycling coach Yafiz Jamaludin noted Abdul Hadrie and Amiruddin best performances in the Brunei Classics where they finished as the top two local riders earlier this year.

“It is only fitting that both the riders will be going there with a high level of performance to compete in the Asia stage,” said Yafiz in an interview with the media.

“In this Asian stage, we have been informed that there are countries with strong competitors such as Japan, Korea, China, Iran and Kazakhstan which can be said as countries that can dominate the Asian Cycling Championships.

“It is a platform for me to assess the effectiveness of the training so far,” the national coach added.

The head coach is setting his sights firmly on the SEA Games in Kuala Lumpur and their Bahrain meet forms a part of the planning to see the performance of the riders.

“I do not put targets to win medals because this is a high-level championship. If we look at the gap between the other competitors and us, it is far apart because they are all professionals”.

Even though Yafiz explained that competing at the same level with the riders will be difficult, he said that the task is not impossible.

He estimated the current level of the riders at 85 to 90 per cent in terms of performance, adding that they could meet the 100 percent mark in Bahrain.

“It is not too difficult to increase the performance to 100 per cent but they must have sufficient rest because we will be experiencing a long journey.

“The individual time trial event in the SEA Games is not available, so I don’t want to prepare the riders for this event.

“Finishing Top 3 among Asean participants would be a good result. Obtaining Top 15 among Asian countries would be good enough for me.

“Winning a medal is a bonus,” said Yafiz.

Youngster Faiq rated among region’s best

LEICESTER City winger Faiq Jefri Bolkiah reached a new milestone in his exciting career after he was ranked as the top 20 under-20 Southeast Asian players by Four Four Two.

It was the second time that the Brunei captain was recognised in the region for his footballing qualities after he was ranked 15th as Goal’s top 20 Southeast Asian rising stars four years ago when he was in the ranks of Arsenal.

Faiq made it into the list after inspiring his team to a fourth-place finish in the Asian Football Confederation (AFC) Solidarity Cup and within a whisker of reaching the final only losing out to Macau penalty heartbreak.

The winger even nearly scored a sensational goal when he darted past three players with the goalkeeper well beaten before Macau scored the crucial spot-kick.

The Brunei international, who have been featuring consistently in the UEFA Youth League this season, has been a joy to watch with his mazy dribbling sending tremor to the region’s defences.

Faiq has been described as an “athletically powerful, technically gifted winger or forward” which is a true embodiment of the modern footballer who is comfortable in possession, hard-working in the attacking and defensive sides and someone who not only wants but also demands to be on the ball.

The winger offers an extra dimension of carving spaces in games helped by his technical talent, a rare gem in Brunei football.

Still only 18, Faiq has a long future ahead of him and could help inspire Brunei football even more such as his impact in the game.

Faiq has been a joy to watch with his mazy dribbling.

THE march-past for the 33rd Brunei Darussalam National Day celebrations at the Taman Haji Sir Muda Omar ‘Ali Saifuddien yesterday depicted the patriotic spirit of the participants in all its splendour.

The day began with black clouds forming on the horizon, accompanied by a slight drizzle and an eventual downpour, yet it did little to dampen the spirits of participants.

Minister of Culture, Youth and Sports Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof lauded the display of patriotism during the celebration.

In an interview, the minister said that if it wasn’t for the weather, the performers would have done much better. But it was still a good achievement as they performed well before His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

“History was made today as despite the rainy weather, the performers did well and members of the public came out in large numbers to join the celebration. This is a great achievement. This proves that the training the performers went through finally paid off,” said the minister.

AN EARLY morning heavy downpour that soaked the quiet streets of Bandar Seri Begawan failed to dampen the spirit of patriotism, love and loyalty towards the nation as thousands of citizens and residents flooded the capital yesterday to celebrate Brunei Darussalam’s 33rd National Day.

Following the arrival of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the Taman Haji Sir Muda Omar ‘Ali Saifuddien was awash with a multitude of colours as thousands, young and old, serving and retired as well as the differently abled, marched in unison across the field’s stretch in a show of patriotism and loyalty.

Witnessed by His Majesty who was accompanied by His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince Haji Jefri Bolkiah; His Royal Highness Prince ‘Abdul Malik; His Royal Highness Prince ‘Abdul Wakeel; and Her Royal Highness Princess Ameerah Wardatul Bolkiah, the magnificent National Day parade and celebration saw more than a 23,000-strong team ranging from field performers, parade participants to students lining the way for the royal convoy.

Upon arrival at the Taman, His Majesty and members of the royal family were greeted by the Minister of Culture, Youth and Sports, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, in his capacity as the Chairman of the Executive Committee for the 33rd National Day celebrations, as well as other members of the committee.

The royal convoy was greeted by enthusiastic people in their thousands with the royal salute and singing of the national anthem.

His Majesty then consented to inspect the royal guard of honour mounted by personnel from the Royal Brunei Armed Forces and Royal Brunei Police Force.

With the theme ‘Accomplishing the National Vision’ (Menjayakan Wawasan Negara), yesterday’s event had been weeks in the making with thousands of participants enduring heat and humidity during coordinated military-precision training to provide the nation with the best the people were able to muster to mark one of Brunei’s most important historical events.

This year’s theme aimed to instil three main features – loyalty to the Sultan and country, belief in the values of Islam and the harmony of social and traditional practices.

BRUNEIANS and others around the world can learn Japanese anytime with the introduction of the Japanese e-learning ‘Minato’ introduced by the Japan Foundation, Japanese officials said yesterday.

“Minato is a Japanese language e-learning platform with material designed to enable anyone to easily learn Japanese language. It will provide access to those who wish to learn the Japanese language, but have no language school nearby or people who do not know where to begin learning,” Rie Arai, First Secretary of the Japanese Embassy in Brunei Darussalam said.

She revealed these details at a press conference at the embassy premises yesterday.

Minato also allows anyone in the online environment to learn Japanese using a computer, tablet or smartphone. The course includes the Marugoto Course, an integrated teaching method for Japanese language and culture, the Hiragana/Katakana course focusing on written characters and the Anime/Manga Japanese language course, where learners can enjoy Japanese Anime/Manga at the same time as acquiring the language,” she said.

Arai said beside the self-study courses, ‘tutor-supported courses’ are also available to assist assignments, evaluations and live sessions with teachers.

OFFICIALS hope the new agriculture pilot project at Merangking will pave the way for the country to export its harvest.

Hirman bin Haji Abu, Head of the Crop Industry Division, Department of Agriculture and Agrifood, Ministry of Primary Resources and Tourism said the planting of non-seasonal fruits was discussed earlier under the pilot project.

“This means that we aim to produce yield from the crops as quick as possible. We have set a target for the pilot project to be achieved within the next five years,” he said.

The ground-breaking cere-mony for the new field of the agriculture project was held yesterday.

The 50 acre plot of land dedicated to the development of agriculture along Jalan Singap, Merangking, Belait District, is operated by Asia Enterprise (AE).

This plot of land in Merangking is the first of its kind in the Belait district where over more than 15 fruits including longan, betik, bananas and avocado among others will be planted.

Fifty to 70 per cent of the workforce for this field will comprise locals. This will provide an initiative to provide employment for villages in Mukim Bukit Sawat, Mukim Sukang and Mukim Melilas Ulu Belait.

Asia Enterprise Managing Director Chai Yun Fatt present at the event, welcomed the guest of honour, YB Awang Haji Abdul Hamid bin Haji Mumin, Penghulu of Mukim Liang who is also a member of the Legislative Council. YB Hanapi bin Mohd Siput, Village Head of Kampong Labi 1 and a member of the Legislative Council was also present.

The opening ceremony was to commemorate the clearing and the start of a new plantation field in Merangking by Asia Enterprise. This new plantation field was granted by the Ministry of Primary Resources and Tourism.

Hirman said around 80 to 90 per cent of the harvest will most like be exported to aid the country’s economy in terms of agriculture.

“The harvest will be sent Singapore and China,” he said.

Hirman added, “When we do offer plots of land to a company like Asia Enterprise, the productivity per hectare in relation to planting and harvesting must meet expectations. This is why we promote the use of non-seasonal fruits as part of our incentive to produce high yield.

“The use of technologies to accelerate the growth and yield of the harvest is also encouraged. These factors are taken into consideration with regard to any company willing to pick up the agriculture trade.” He said while Brunei has not been in the forefront in terms of exporting of harvest, it is hoped that the coming five years will produce products that can be exported through a programme launched at Merangking.

“This will hopefully become a role model for future program-mes,” Hirman said.

The event started around 9am with the arrival of the guest of honour followed by a brief speech by the Managing Director of Asia Enterprise who expressed his gratitude to the guest of honour and other participants.

YB Haji Abdul Hamid praised Asia Enterprise for promoting and advancing agriculture in the Belait District as well as providing the work opportunity for the locals.

Fruits cultivated in Brunei were given as gifts to the guest of honour.

The guest of honour and the attendees viewed a small portion of the land being cleared to cultivate fruit. The guest of honour also cleared some small trees in the plot of land.

The clearing of the land will take around two months. The planting of fruits will proceed as the land is cleared and ploughed.

TELEKOM Brunei Berhad’s (TelBru) Smart Nation momentum is steadily gaining ground following the deployment of infrastructure that can enable ‘Internet of Things’ (IoT) installation to address several urban development challenges that are solvable through the use of modern equipment with particular emphasis on LoRA technology, said a press release.

With several base stations strategically located in areas that cover the majority of Brunei-Muara District and out to sea, TelBru has effectively set the groundwork for IoT-related solutions and sees initial potential in addressing real-life issues that include anti-theft of manhole covers, the smart monitoring of electricity and water consumptions, flood-monitoring capabilities, humidity and temperature-gauging, and also for use in agricultural purposes.

As TelBru moves forward with these technological realisations that can enable ‘Smart Living’ among the populace whilst providing value-added services in the field of ICT, the company continues to look for means to improve its ability to provide state-of-the-art technology to overcome current and emerging challenges in a variety of other fields such as – but not limited to – health, economics and education.

Not wanting to allow borders to impede TelBru’s ICT development for Brunei, Chief Marketing Officer Lim Ming Soon and other TelBru personnel earlier this week attended the World Telecom Smart City Conference in Taipei to explore the diverse possibilities and IoT applications that have relevance to Brunei’s own development, especially with TelBru’s continuous high-speed broadband network rollouts throughout the country.

Held at the Taipei World Trade Centre Nangang Exhibition Hall, the conference heard Lim Ming Soon present as a guest speaker during the inaugural ‘TelCo’s Strategy and Planning in IoT Era’ segment upon an invitation from the Taiwan Computer Association (TCA) that focused on ‘Realising Brunei’s Vision through Smart Nation’ where Brunei’s own ICT progress was outlined among 19 other international companies that were invited to speak at the gathering.

Complimentary to TelBru’s vision that aims to introduce the latest in IoT technology within Brunei, the expo also served as a platform to not just showcase the country’s current capabilities but also to facilitate traction in ICT Foreign Direct Investments into the Sultanate from participating IoT developers and manufacturers.

Simultaneous to the conference, the 2017 Smart City Summit and Expo – dubbed the largest IoT event in Taiwan – also featured over 100 vendors that showcased Smart Nation applications for several Smart categories, ranging from Smart Building, Smart Retail, green energy, intelligent transportation and even sleep technology.

MPC: Unlocking Muara Port to be international hub

THE establishment of the Muara Port Company Sdn Bhd (MPC), as the new operator for the Muara Container Terminal (MCT), will facilitate the growth in the logistics and manufacturing industries and unlock the potential of Muara Port to become a world-class international hub, a Ministry of Finance press release issued yesterday stated.

The recent establishment is in line with the objective of the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam to improve the efficiency of the container terminal and the overall logistics value-chain in the country.

The set-up will facilitate the growth in the logistics and manufacturing industries and unlock the potential of Muara Port to become a world-class international hub, the press release added.

The press release stated: “Through its initial focus on upgrading the equipment, MPC plans to improve port operation and enhance the level of port services.

“These include increasing the average gross crane rate from less than 20 moves per hour to 24 moves per hour; increasing the average terminal rate from 20 moves per hour to 40 moves per hour; decreasing the average berthing time from more than 16 and a half hours to 11 hours; and reducing the average time for container transfer by outside trailer from more an hour now to just 30 minutes.

“In addition, the company will also focus on opening and enlarging the available route networks, increase the transit volume, and gradually improving the influence of Muara Port. MPC plans to transform Muara Port into a regional hub by attracting international shipping companies and opening direct routes to Chinese and other Southeast Asian ports.

“Over 90 per cent of global trade is seaborne, and therefore ports are vital as an enabler of trade. Vital supplies such as building materials, food products, and fuel can only be provided through ports. They also support local industries enabling the economy to grow through import and export activities.

“In an increasingly competitive maritime industry, an efficient port operation is determined by its well-developed facilities for handling all types of cargo, a competitive tariff, a comprehensive use of information technology and a dedicated workforce. These will ensure that customers are always provided with good quality and efficient service.

“All these improvements along with the introduction of online permit application process, auto approval and online payment of duties under the Brunei Darussalam National Single Window and more recently the Royal Customs and Excise Department’s 24/7 service will enhance Brunei Darussalam’s Ease of Doing Business standing in the Trading Across Borders Index.”

MPC is a joint venture between the government through Darussalam Assets Sdn Bhd, and Guangxi Beibu Gulf International Port Group Co Ltd (Beibu) from China, a state-owned corporation of Guangxi Zhuang Autonomous Region.

Apart from managing and operating ports, Beibu is also involved in logistics, industry and trade, investment and real estate. Beibu visited Brunei Darussalam as part of the Guangxi Business Delegation in July 2016 and consequently signed a Memorandum of Understanding (MoU) with Brunei Economic Development Board (BEDB) in August 2016 to facilitate Beibu’s Investment interest. In September 2016, Darussalam Assets’ and Beibu signed a Key Term Sheet at the China-Asean Expo in Nanning, China.

MPC, which officially took over Muara Container Terminal on February 21 this year, will manage, operate, maintain and develop the Terminal. With Beibu’s vast experience in port operations and maritime logistics, the collaboration will further enhance Muara not only as an international port but a competitive sub-regional port within the BIMP-EAGA region.

The company is also expected to grow the export cargo volumes and cargo throughput at Muara, which in the long-term, will benefit the small and medium enterprises in the country through a reduction of the logistics costs.

MPC will also be expanding its portfolio to include managing and operating the adjacent MCT before the end of this year, bringing the entire operations under MPC.

The expansion is anticipated to spur the country’s economic growth in sectors outside oil and gas, and create more job opportunities for Bruneians.

MPC currently employs 86 people, of which 12 employees are senior management personnel from Beibu and 74 employees are from the previous operator, New Muara Container Terminal Services. Sixty-two of the employees are Bruneians. As the company grows, it will seek to add more local employees in all positions.

MPC’s short to mid-term plan is to upgrade existing container terminal equipment, introduce new port operational and administrative IT system, including the construction of automatic gate and implementation of CCTV system and building a new 50,000-tonne container terminal to increase the throughput capacity of the port.

With Brunei Darussalam intensifying its efforts to diversify the economy and attract foreign direct investments (FDIs), Beibu is also looking at other investment opportunities to create more industrial activities as part of the port’s ecosystem, especially in the development of industrial parks.

Sea-borne trade will continue to dominate global trade flow and the Asean region will continue to grow providing opportunities for investment and trade. The rejuvenation of Muara port is a timely development because the port plays a vital role as a centre for the distribution of goods and products to the market.

Muara port also plays an integral part of the logistics and supply chain. Hence, a fully developed and highly efficient port will not only benefit local businesses but also help to reduce transit time and logistic costs as well as improve its competitiveness. (Ministry of Finance)
