Kudos to Brunei’s intellectual property strides

BRUNEI Darussalam has made major headway in the area of intellectual property (IP) in recent years including the establishment of a dedicated IP agency named Brunei IP Office (BruIPO).

This was stated in the fifth annual international IP index titled ‘The Roots of innovation’ prepared by the US Chamber of Commerce.

The index rated 45 world economies on patents, trademarks, copyright, trade secrets, enforcement, and international treaties.

In the index, the Sultanate was ranked 29 out of the 45 countries surveyed.

The Sultanate’s overall score increased from 11.44 out of 30 (38 per cent) in the fourth edition of the index to 14.18 out of 35 (41 per cent) in the fifth edition.

The increase mainly reflects a relatively strong performance in the five new indicators added in the fifth edition.

The United States, the United Kingdom and Germany topped the Index with overall scores of 32.62, 32.39 and 31.92 respectively.

Brunei has introduced a slew of major IP reforms of late. The Sultanate’s anti-piracy initiatives led to the country’s removal from the United States Trade Representative (USTR) Special 301 Report Watch List consecutively in 2013 and 2014. The report identifies trading partners that do not adequately and effectively protect intellectual property rights.

A study titled ‘Foreign Direct Investment Across APEC: Impediments and Opportunities for Investment’ conducted by the Asia-Pacific Economic Cooperation (APEC) Business Advisory Council cited Brunei Darussalam as a protector of IP.

Statistics from the Brunei IP Office show that the number of registration applications between 2012 and 2016 related to IP rights such as trademarks and patents is still low. Brunei’s accession to the Hague Agreement in 2013 is a positive step and provides a new avenue for the international registration of design rights.

The 2017 index said it is difficult to enforce design rights like other IP rights in Brunei. Counterfeiting of apparel and designer goods remains high. Awareness on the availability of design rights too is low.

The US Chamber reported that the economies benchmarked in the latest index account for 90 per cent of global gross domestic product (GDP).

“Just as a tree cannot grow without roots, innovation cannot thrive without intellectual property,” said David Hirschmann, President and CEO of the Chamber’s Global Intellectual Property Center (GIPC). “In the 2017 International IP Index, we provide both an IP report card for the world and a guidebook for policymakers seeking to bolster economic growth and innovation.

“This year’s index shows that a clear pack of leaders has emerged – the United States, the United Kingdom, Japan and the European Union. But all countries that invest in the systemic recognition and protection of IP stand to reap the benefits – foreign investments, healthier home-grown industries that export innovative products and a reputation as a place where the world can do business. From the most developed countries to the least, countries that demonstrate a commitment to IP will reap a reward,” he added.

“Governments from East to West all want the same thing – economic growth. Now more than ever, world economies must choose whether they will grow forward into the future or shrink back from endless innovative potential,” said Mark Elliot, Executive Vice-President of GIPC.

“Each year, this report attempts to highlight best practices among the world’s intellectual property environments. In 2017, many of the same challenges remain. Emerging markets, such as India, have made incremental gains and embraced positive rhetoric with their IPR policies, but they have not yet followed up with the legislative reforms innovators need.

“Some developed countries, including Canada and Australia, continue to implement policies that undermine their proud traditions of IP-led innovation. And even world leaders such as the US have room to grow and improve,” Elliot noted.

The Chamber’s GIPC is working around the world to champion intellectual property rights as a vital way to creating jobs, saving lives, advancing global economic growth, and generating breakthrough solutions to global challenges.

Kuwait envoy hails relations with Brunei

THE Embassy of Kuwait in Brunei Darussalam yesterday held a dinner to celebrate the 56th National Day and the 26th Liberation Day of the State of Kuwait at the Indera Samudra Grand Hall of The Empire Hotel & Country Club, Jerudong.

Present as guest of honour at the event was Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports.

The event commenced with the singing of the national anthems of Brunei and Kuwait, followed by a cake-cutting ceremony, a presentation of souvenir to the guest of honour as well as a speech by Dr Fahad Mashary Al-Thafiri, Ambassador of the State of Kuwait to Brunei Darussalam.

The ambassador said the brotherly relations between Brunei and the State of Kuwait are witnessing great progress through regular high-level exchanges of official visits. The historical State Visit of His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, the Amir of the State of Kuwait, to Brunei Darussalam last October has opened a new chapter in bilateral relations, laying a solid foundation for joint cooperation in different areas of common interest.

“It is obvious that both countries share so much in common in various aspects such as religion, culture, economy, vision and aspirations and are further exploring their natural and human resources for sustainable development while diversifying sources of income,” said the envoy.

Dr Fahad added that the two countries are keen on taking advantage of these aspects to further consolidate their cooperation.

The recently convened third meeting of the Kuwait-Brunei Joint Committee on Economic and Technical Cooperation provided both sides with an opportunity to explore various ways and means to expand bilateral economic and technical cooperation in the fields of economy, trade, investment, petroleum, tourism, and higher education, the ambassador noted.

Also highlighted during his speech was the upcoming official visit of YB Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib, the Speaker of Brunei’s Legislative Council to Kuwait which is in response to an invitation from his Kuwaiti counterpart to further encourage people-to-people exchange and informal mechanisms of diplomacy.

Technical snag diverts AirAsia flight to KK

AN AIRASIA flight en-route to Bandar Seri Begawan from Kuala Lumpur, Malaysia was diverted to the Kota Kinabalu International Airport (KKIA) in Sabah, Malaysia yesterday afternoon due to technical difficulties.

AirAsia Berhad in an emailed statement confirmed the incident on flight AK278 due to land at the Brunei International Airport around 4pm.

The statement added that a new flight left at 7.13pm from KKIA and landed safely in Bandar Seri Begawan.

“Our guests’ safety is of utmost importance, we sincerely apologise for any inconveniences caused,” the airline added in the statement.

A passenger travelling with her children who wished to remain anonymous, said while approaching the Brunei International Airport, the pilot and the flight crew announced that the flight was being re-routed to KKIA due to some problems with the landing gear.

She said they were also told that the airport authorities at the Kuala Lumpur International Airport 2 found debris on the runway believed to be from the aircraft.

However, the airline and airport officials did not verify.

She said they were told KKIA had a longer runway to accommodate emergency landings, hence the decision to re-route the flight.

Funnel clouds form over Belait

SEVERAL waterspouts and funnel clouds can be seen forming in the Belait District due to the recent heavy rains and high winds,

According to Brunei Darussalam Meteorolog-ical Depart-ment, a funnel cloud is a funnel-shaped cloud of condensed water droplets, associated with a rotating column of wind and extending from the base of a cloud (usually a cumulonimbus or towering cumulus cloud) but not reaching the ground or a water surface.

A funnel cloud is usually visible as a cone-shaped or needle like protuberance from the main cloud base. Although cold-air funnels rarely make ground contact, they may touch down brief-ly and become weak tornadoes or waterspouts.

“A funnel cloud is usually short-lived and is not dangerous unless it reaches the ground and when this weather phenomenon occur over a water surface, it is called a waterspout,” the department added.

The department said it will continue to monitor the current weather situation in Brunei and advised the public to keep up to date with the latest weather information by visiting its website www.met.gov.bn, or following its Facebook and Instagram (bruneiweather), or its mobile application Brunei WX.

The public may also contact the meteorological hotline 114 for information on the weather in Brunei.

Hunters, RBAF Tattoo Band awe crowd at JP

OVER 1,500 people were seen in attendance during the musical performances by the Royal Brunei Armed Forces (RBAF) bands – The Hunters and the RBAF Tattoo Band – at the Jerudong Park (JP) Amphitheatre last night in conjunction with Brunei’s 33rd National Day celebrations.

The Hunters, a nine-piece live band formed from members of the RBAF, and the RBAF Tattoo Band comprising over 50 performers, played a number of traditional and modern songs turning it into one of the highlights of a jam-packed weekend at Brunei’s premier tourist destination.

The JP’s Big Weekend is not over as, for the first time ever today, Jerudong Park Playground will host a ‘Sound and Splash’ at JP Waterpark featuring the talents of Kasyfi & Hafiz and Ariffin & Faiz.

Take in the sounds and join in mini-games such as ‘Face your fear’, ‘Tic-tac-toe’ and ‘Pyramid Box’.

Jerudong Park Playground has ongoing promotions with a family package on offer for only $33 for two adults and two children, and free entrance for children below the age of two.

Jerudong Park is also offering a special 15 per cent discount on selected JP merchandise.

Asean youth role crucial in meeting challenges

ASEAN youth are crucial to future efforts to solve national, regional and global challenges, Craig Allen, the US Ambassador to Brunei Darussalam said.

“Sixty-five per cent of the population in the Asean region is under the age of 35. These 400 million youth – including the 50 YSEALI Generation GR3EN delegates here today – will define the Asia-Pacific region for decades to come,” he said at the Young Southeast Asian Leaders Initiative (YSEALI) Generation GR3EN Workshop officially launched at the Radisson Hotel yesterday.

“As a result, their full participation in solving global challenges such as climate change or economic growth is critical to the development and prosperity of the region,” the ambassador said.

Organised by the US Embassy in Bandar Seri Begawan, the four-day workshop is sponsored by the US Department of State and funded through a Cooperative Agreement from the embassy to AGREA for the administration of the workshop.

Taking place from February 25 to 28, the YSEALI Generation Workshop is focused on eco-entrepreneurship, and includes 50 delegates between the ages of 20 and 35 representing each of the 10 Asean member countries.

The delegates participating in the workshop are students and young professionals with experience and interest in the areas of green-business development, eco-entrepreneurship and ecotourism.

The ambassador said the event brings 50 youth from throughout Southeast Asia together to learn, share ideas and initiate action on integrating businesses and economic development with environmental protection.

“This is a positive and inspiring sign that young people care passionately about the future of the Asean region,” Ambassador Allen said.

The ambassador said YSEALI includes all Asean member countries, and focuses on four priorities: economic development and entrepreneurship, environmental protection, education and civic engagement.

“This week’s YSEALI workshop on eco-entrepreneurship touches two themes – entrepreneurship and environmental protection – and I believe it’s easy to see how easily those two themes are interconnected.”

He shared that the workshop will focus on developing a young generation of “eco-entrepreneurs” with the knowledge and skills to launch environmentally friendly green businesses in their respective countries, and even across borders with the other delegates they will meet.

“In the course of this workshop, the participants will learn the basics of green-business development and its relationship to community issues or national economic development,” he said.

“Participants will also receive training on civic engagement with regards to environmental protection. Delegates will design and refine plans for collaborative, green-business start-up projects, and in so doing will foster a regional, community spirit among Southeast Asian youth, all with green-business as a platform.”

He noted that the 10 Asean nations are richly blessed with vast natural resources, from rainforests and rivers to national parks.

“At the same time, Asean as a whole is one of the world’s fastest growing markets. There is so much potential for growth with environmental protection at the forefront of everyone’s mind – and so much of that potential resides in this room here today,” the ambassador said.

He hoped that the workshop will help the Generation GR3EN delegates increase their knowledge and skills in being an eco-entrepreneur and that each person will leave with a firm understanding of how business and the environment go hand-in-hand.

UTB graduates share experience

EVERY year, hundreds of degree graduates enrol into postgraduate programmes in the local universities. Reasons for furthering their studies beyond a bachelor’s degree vary, but primarily they are for professional and personal development.

Some university graduates may undertake postgraduate study to specialise after doing a more general undergraduate degree, gain professional recognition, increase the depth of their knowledge and expertise in their chosen field, or because it is a pre-requisite for a particular occupation. A post-graduate qualification also allows one to do high-level work that is stimulating, challenging, and ultimately more rewarding.

Whilst undergoing post-graduate studies, students will have opportunities to meet accomplished professionals, researchers and contacts along the way, and also like-minded individuals who are equally ambitious and passionate about what they do.

Postgraduate studies can also be quite demanding and fast-paced. Students must be ready to give their full commitment, determination, dedication, discipline and be passionate to complete the course.

Inevitably, some form of financial and time investment are required to pursue a Master’s or PhD degrees. In most cases, the return from getting a higher qualification and having better job prospects can outweigh the initial investments. Nevertheless, it is a decision that should not to be taken lightly and one must be clear about his or her motives.

In Brunei, opportunities to pursue postgraduate studies are offered by local institutions of higher learning.

Three graduate students shared their studying and research experience at Universiti Teknologi Brunei (UTB), which offers both Masters and PhD programmes:

Where did you do your undergraduate study?

Zatil Ridh’wah binti Darot: I received my Bachelor of Business (Honours) in 2015 with First Class in Business Information Technology from UTB.

Haji Mohd Khairuldini bin Haji Metali: After finishing my HND at UTB, I was selected to join the second year of the Civil Engineering degree under the twinning programme between UTB and Queen’s University of Belfast, and then completed my Masters in Civil Engineering at the same university.

Zahid Naeem Qaisrani: I did my undergraduate degree in Chemical Engineering from Balochistan University of Information Technology, Engineering and Management Sciences (BUITEMS), Quetta, Pakistan.

Did you work before joining UTB? Where and what was your responsibility?

Zatil Ridh’wah: After completing the final semester of my degree in May and while waiting for graduation in October 2015, I worked as a Research Assistant to Dr Ulaganathan Subramanian, Programme Leader for Accounting in UTB.

A research assistant is expected to contribute in many ways to a research project within a well-defined guideline, with typical responsibilities including conducting literature reviews, analysing, summarising and organising collected data.

Haji Mohd Khairuldini: After completing my HND, I worked with My Space Gallery Sdn Bhd for a few months as an admin/sales/technician. Then, I worked as a Project Management Officer at TSL Sdn Bhd to monitor on a day-to-day basis, the ‘S’ curve of each activity in a major project.

Zahid Naeem Qaisrani: Before joining UTB, I worked as a process engineer in the chemical industry in Pakistan and as a lecturer at BUITEMS, Pakistan. The core responsibilities of my jobs were: process control at the plant and delivering lectures on various technical subjects in the Faculty of Engineering at the university.

Why did you choose to further your study at postgraduate level?

Zatil Ridh’wah: Personally, since high school, I have the ambition to earn a PhD, and Masters is a stepping stone to achieve the dream. At the end of my undergraduate study, I still had the desire to learn and satisfy my intellectual curiosity.

My parents want me to receive the education they never had. They taught me that I could achieve anything with good education, solid goal and an unfaltering determination. As a daughter, when the time comes, I hope to make my parents proud.

Haji Mohd Khairuldini: During my Master’s study at Queen’s University of Belfast in 2015, I was informed by my UTB lecturer that there was a project on water quality in Brunei Darussalam. I was interested in the project and it was relevant to some of the modules that I had learned, especially in the areas of environmental engineering.

Apart from that, I wanted to gain more knowledge and experience in research before I proceed to pursue my career as a Chartered Engineer and lecturer.

Zahid Naeem Qaisrani: As an academician, it is my core responsibility to equip myself with updated knowledge for the development of the nation. So, postgraduate study is my best option to obtain experience from expert supervisors and people of different backgrounds and cultures.

How is the postgraduate study different from your previous experience at the undergraduate level?

Zatil Ridh’wah: The amount of time it will take to complete a taught Master’s degree is one year, compared to the three or four years for undergraduate studies. It means that postgraduate study is a lot more intense than an undergraduate degree. Postgraduate course is more of a sprint than a marathon.

Throughout your education, you’ve gradually been given more independence with your learning, the idea is that you motivate yourself and learn independently. You’re expected to come up with your own original ideas rather than just learning about what other people think.

Haji Mohd Khairuldini: For undergraduate study, modules are taught by lecturers and the time is fixed. While for postgraduate study, most of the time is spent doing research. It comprises searching and reading for knowledge (journals, articles and conference proceedings), meeting with engineers from government and private sector; and, designing and monitoring experimental setup. Mostly, I work independently and the time is flexible.

Zahid Naeem Qaisrani: This is the platform where postgraduate students can connect with the world through writing research articles, presenting their work in different national and international conferences and joining different research labs and groups.

In UTB, I have been able to polish my writing and critical thinking skills in one-and-half year.

What is your advice to those planning to do postgraduate study?

Zatil Ridh’wah: If you’re coming to the end of your undergraduate study but still have the desire to learn and carry out research, a postgraduate course can satisfy your intellectual curiosity.

Postgraduate study gives you the chance to really specialise in your field and advance your knowledge. If you enjoy your subject of study then perhaps you have the motivation to move on to a higher degree.

In this economically difficult time, finding a job is a challenge. Of course, you don’t want to enter postgraduate study just to avoid looking for a job, but continuing on to further education while recruitment is at a low makes sense economically.

Haji Mohd Khairuldini: First of all, find a suitable topic that you are interested. Look for a good supervisor who can guide you throughout the programme. You must meet and have a discussion about the topic with the potential supervisor before you enroll in a postgraduate study.

Dedication, responsible, good time management, punctuality, good leadership, being respectful and being humble with other people, are the keys to be a successful postgraduate in the future.

Zahid Naeem Qaisrani: I strongly recommend new graduates to join postgraduate studies to fulfil their dreams. Whatever your background and interest are, go for a research in that field. You can make a change if you really want to. Think, decide and act before it is late. – UTB

YSHHB Secondary School launches cultural carnival

THE Yayasan Sultan Haji Hassanal Bolkiah (YSHHB) Secondary School launched its SMY Cultural Carnival yesterday in conjunction with its ‘2017 Malay Language Week’.

Present as the guest of honour was Noorhaizamdin bin Haji Mohd Mosbi, Chief Executive Officer (CEO) of the YSHHB School. Also present was Chong Li Chen, the Principal of YSHHB Secondary School.

Also joining the event yesterday was the grandson of His Royal Highness Prince Haji Jefri Bolkiah, Pengiran Anak ‘Abdul Muta’ali Haziq Hamidullah bin Pengiran Anak Haji Abdul ‘Ali Yil-Kabier.

The event commenced with the recitation of Surah Al-Fatihah and Doa Selamat by Mas Mohd Amirul Asyrah bin Haji Osman of Year 11 Science 1.

Various exhibitions and activities were carried out for the students throughout the carnival, including an exhibition of artefacts by the Museums Department, Brunei History Centre and Brunei Arts and Handicraft Centre.

The event aimed to instil a sense of love and patriotism among the students towards their country as well as to provide exposure to Brunei’s traditional games.

CEREMONIES were held across the country yesterday to witness the lowering of the giant national flag, marking the conclusion of the 33rd National Day celebrations.

At the open area of the Yayasan Sultan Haji Hassanal Bolkiah Complex, the ceremony began with the marching in of 33 flag-bearers made up of Royal Brunei Armed Forces cadets, followed by Royal Brunei Navy personnel.

Receiving the flag from Royal Brunei Navy personnel, Deputy Minister of Religious Affairs cum guest of honour Dato Paduka Awang Haji Abdul Mokti bin Haji Mohd Daud then handed it over to an officer from the Adat Istiadat Negara Department (JAIN).

Permanent secretaries at the Ministry of Culture, Youth and Sports Dato Paduka Dr Haji Affendy bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin and Datin Paduka Dr Hajah Norlila binti Dato Paduka Haji Abdul Jalil, as well as permanent secretaries and deputy permanent secretaries from government ministries, and other senior government officers attended the event.

Meanwhile, the ceremony in the Tutong District saw Assistant Tutong District Officer Haji Adnan bin Haji Adam attending as the guest of honour.

Held at the Tutong District Civic Centre Complex, the flag was ceremoniously lowered by Royal Brunei Police Force personnel and handed over to the Assistant Tutong District Officer.

Tutong District Office officials and Tutong District volunteers were among the attendees at the event.

In the Belait District, the flag was lowered at Menara Cendara Kenangan, with Belait District Officer Haji Haris bin Othman attending as the guest of honour.

After the singing of the national anthem, Royal Brunei Police Force personnel lowered the flag and handed it over to the guest of honour.

RTB holds prize presentation for 2016 Audience Survey winners

RADIO Television Brunei (RTB) held a prize presentation ceremony as an appreciation to the winners of the Audience Survey 2016 at Raya Hall, RTB, in Bandar Seri Begawan yesterday.

Present as the guest of honour was Haji Muhammad Suffian bin Haji Bungsu, Director of RTB. Also attending the ceremony were senior officers, officers and staff under RTB, sponsors and invited guests.

The ceremony began with the recitation of Surah Al-Fatihah by Abdul Qawiy bin Haji Mat Yamin, Assistant Financial Officer, followed by welcoming remarks from the guest of honour and a prize presentation to the 24 winners.

The guest of honour also presented tokens of appreciation to the sponsors as well as research assistants who helped the department in distribution of the questionnaires nationwide.

The prize sponsors were R&T Electronic Enterprise and Radisson Hotel Brunei Darussalam. The survey involved random samples of 1,424 respondents comprising Brunei citizens aged 15 and above. The survey was conducted from November 7 until December 20, 2016 and was conducted – via online and through paper questionnaires. The survey link could be found in RTB’s official website and social media.

It is one of RTB’s continuous efforts through the Research and Development Section (R&D) aimed to identify demographic profiles of the Brunei population and get some feedback or comments pertaining to TV and news programmes, radio stations, broadcast reception quality and their knowledge on RTB digital migration.

In terms of RTB TV channels, 78 per cent of the respondents still prefer to watch RTB which indicated an increase of 20 per cent compared to the previous survey.

As for radio listenership, it has increased to 85 per cent and Pelangi FM is the most chosen station. The findings also show that news programmes (79 per cent) are still the most frequent watched programmes. Using data from the survey, RTB strives to improve the quality of its content continuously.

Brunei Muara ‘B’ cagers chalk up first win

BRUNEI-Muara ‘B’ chalked their first victory in the 5.11 National Day Challenge Trophy in a 75-64 victory over Belait ‘B’ Seria at the Brunei Basketball Association Court in Batu Bersurat last night.

Brunei-Muara captain Kevin Tay scored a 30-point game high including triple three-pointers.

The Brunei Muara side enjoyed a commanding 67-39 lead heading into the fourth quarter and from there was no way back to the Belait side searching for another victory in the tournament.

Both teams were already long removed from contention and were playing to restore some pride with Belait B hoping to seal Brunei-Muara ‘B’ fate at the bottom of the table with a second win.

Belait ‘B’ performed much better in the fourth quarter but it was too little too late despite holding a 17-point advantage as they could not narrow the gap in the last three quarters.

Belait’s Lim Jia Haur and team captain Jong Guo Zhang were among the top scorers in a losing cause.

The second game of the night saw Tutong squaring up against Belait ‘A in a must-win game for the latter.

Temburong currently lead the round robin challenge with three wins in four matches with their defeat to Brunei Muara ‘A’ their only slipup in the competition.

Youth and socio-economic development go hand in hand: minister

EVERY youth has special and meaningful potential to shape their countries’ socio- economic development, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports said.

He was delivering the keynote address at the opening ceremony of the Young Southeast Asian Leaders Initiative (YSEALI) Generation GR3EN Workshop at the Radisson Hotel yesterday.

“Brunei Darussalam, like any other country, strives hard in our youth development,” he said.

“His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam places much emphasis in building up the young generation and their capabilities to actively participate in national development and instilling their confidence to venture into different fields domestically and beyond our borders. In this endeavour, we are always grateful for the support we receive,” he said.

He expressed his deepest appreciation to the US government and specifically Craig Allen, US Ambassador to Brunei Darussalam, “in providing this great platform for the Asean youths to equip them with the much needed knowledge and skills that could develop them to venture into this growing eco-business.”

“The United States continues to be a strategic partner, both to Brunei Darussalam and Asean, and through YSEALI programmes such as this, many young people of Asean have already benefitted in many different ways,” the minister said.

The minister said, “We all know that every youth, no matter where and who they are, have special and meaningful potential to shape the socio- and economic-development of their own respective countries and the world in general. His Majesty’s Government, with a whole of government approach, has implemented a number of initiatives to identify and develop youth potentials and future.

“In this regard, as the ministry responsible for youth affairs, the Ministry of Culture, Youth and Sports (MCYS) introduced a new format in celebrating Brunei’s National Youth Day, by bringing together over 1,000 youths who have positively answered His Majesty’s call to capitalise youth development and empowerment programmes, including programmes of entrepreneurship to spur Brunei’s economy.”

The MCYS actively promotes entrepreneurship as one of the ways to engage talented youth to explore newer and innovative ideas in developing Brunei’s future economy.

“We also recognise that there are many different types of youths, who have different talents and abilities and believe entrepreneurship can be one of the avenues in creating employment as well as bringing success to them,” the minister said.

The Youth Development Centre, which is under the purview of the MCYS in collaboration with other government and private sectors, focuses on youth that did not meet educational requirements to further their studies, he said.

The minister said the centre offers programmes to hone their technical and vocational skills and provides them backdrops to consider entrepreneurship through business start-up programmes such as ‘Program Belia Berdikari’ or ‘Youth Self-Reliant Programme’.

“Not forgetting those who are of special needs, Brunei Darussalam ratified the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) last year and is currently working on appropriate steps in implementing it,” he said.

“One that is of interest to us is the promotion of opportunities for self-employment, entrepreneurship, development of cooperatives and starting one’s own business,” the minister said, noting that the ministry’s own Pusat Bahagia Unit continues to promote social entrepreneurs by providing skills training to develop and showcase the capabilities of their special needs students, as well as assisting them in marketing their products.

The minister said the youth’s role in development is not confined to national border.

“In Asean context, youth constitutes 60 per cent of the total Asean population in general and thus is recognised to be an active contributor in regional leadership roles and present valuable contribution in shaping and building the Asean Community,” the minister said.

He noted that this year, Asean will celebrate the 50th anniversary of its establishment.

“Throughout the 50 years of Asean, one of the common features that have been emphasised is the importance of youth involvement and participation in the building of the Asean Community. The current Asean Work Plan on Youth 2016-2020 through programmes on entrepreneurship, employability, people-to-people exchanges, competency and resilience as well as volunteerism serves as a nurturing and grooming process to prepare youths to meet future challenges,” he said.

From these perspectives, the aims of the workshop and YSEALI programmes are justified in line with Asean’s aspirations, he said.

The minister said he was happy to note that the YSEALI Generation GR3EN workshop will teach participants how to turn challenges into tremendous opportunities, whereby they will be in tune with the needs and challenges of the world; the knowledge, skills and experiences of experts; and new solutions in the form of initiatives and possibly productive business ventures that will also save and protect the environment.

“This, I believe, is a step in the right direction. This will provide solutions to achieve a more sustainable growth and development in the long term and ensure future generations can enjoy the fruits of both economic growth and high quality of life.”

“At the same time, those activities that concern saving and protecting the environment or similar causes, often connote the spirit of volunteerism and philanthropy-altruism, as a truly caring and sharing community.”

“Culture of volunteerism is something Brunei Darussalam is spearheading on, both nationally and regionally,” he said.

He shared that at the national level, Brunei Darussalam supports and observes the United Nations International Volunteer Day annually.

The minister said the ‘Day of Action’ provides opportunities for organisations throughout the country to conduct voluntary community activities and services including donation and cleaning campaigns of public spaces.

These whole-day activities received an overwhelming response and support, he said.

“In Asean, we also advocate volunteerism to support exchange of learning experiences, develop capacity, enhance cross-cultural understanding and forge a sense of regional identity while making a sustainable difference to communities across Asean.”

Volunteers from the Society for Community Outreach and Training (SCOT) has partnered with the Organisation for Building Community Resources Cambodia to strengthen the Asean Community relations by assisting in infrastructure project that provides basic facilities in Cambodia and building English Language competency among the Cambodian children.

“I urge all the participants to take full advantage of this workshop and to put into action what you have learned, and to maintain the networking you have established here in the spirit of friendship for future undertakings in your respective countries,” he said.

“It is our fervent hope to see more youth to come forward making bold moves and innovate themselves to take up challenging projects in creative and green businesses as well as sustainable projects which have high impact and export potential,” the minister added.

“Please remember what you are doing now will also inspire those behind you to look beyond themselves and see their bigger role in contributing towards their countries and regional development and prosperity.”

“I believe preparations have been planned to ensure events are arranged properly, thorough and perfect. I appreciate the continuous commitment, consultation and firm support from all parties involved in implementing all plans arranged in accordance with the aspiration,” His Royal Highness added.

His Royal Highness said as a way forward, all citizens and residents should be proactive with transformation in their mindsets towards the development of the community and nation that is competitive, innovative and creative.

His Royal Highness also took note that the post-mortem meeting on last year’s 70th royal birthday celebrations have been implemented. Experiences and improvements agreed upon should be thought rationally.

“We should take lessons, action and make appropriate improvement if there are shortcomings and problems arise in organising the celebrations. This is where the executive committee and the committee at district level play their part. All must execute every resource optimally in line with the spirits to ensure perfection and to enliven the celebrations at every district,” His Royal Highness said.

His Royal Highness also urged all committees to strengthen the working framework with stakeholders in making relevant preparations for every event planned.

“I believe with unity and consensus from all parties, events for the royal birthday celebrations will become a platform to consolidate harmonious living through close relations between the ruler and the people, instil the spirit of patriotism and national identity, loyalty to the monarch, love to the nation, unity in upholding peace and harmony,” His Royal Highness said.

Meanwhile, Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, the Minister of Home Affairs, in his capacity as the Chairperson of the National Executive Committee of the royal birthday celebrations, said the presence of His Royal Highness at the meeting demonstrated the concern, caring attitude and commitment of His Royal Highness as the Patron of the royal birthday celebrations on the role and task of the committee especially on the preparations at the national and district levels especially the get-together and exchanging greetings with citizens and residents in the four districts.

The meeting yesterday heard reports on the preparations of main events like the flag-hoisting and get-together session as well as reports on thanksgiving prayers, ceremonial parade, ceremony to mark the completion of the reading of the Al-Quran by village consultative council members and students’ nationwide and knowledge convention.

The thanksgiving prayer, Maghrib prayer, recitation of Surah Yaasiin, Tahlil and Isyak prayer will be held on July 14 at all mosques, suraus and religious halls nationwide with special focus at the Jame’ ‘Asr Hassanil Bolkiah, Kampong Kiarong.

The ceremonial parade will be held at Taman Haji Sir Muda Omar ‘Ali Saifuddien, Bandar Seri Begawan on July 15, followed by the audience and investiture ceremony at the Istana Nurul Iman.

The get-together ceremony with the people will begin in the Tutong District on July 18, followed by Temburong District on July 20; Belait District on July 22 and in the Brunei-Muara District on July 23. A ceremony marking the completion of the recitation of Al-Quran will be held on July 27 at the Istana Nurul Iman.

BYD Alpha crowned Times Square 3×3 champions

BYD Alpha emerged winners of the first ever Times Square 3 on 3 under-18 Basketball Tournament 2017 after defeating Chino Lions 12-7 in an action-packed boys’ under-18 final near the atrium of the Times Square Shopping Centre yesterday.

The newly crowned winners, who have links with Philippines academy PYD, enjoyed a healthy cushion but suffered a setback when Nathaniel Geguillan could not continue the game after succumbing to an injury during the match.

The player, who enjoyed other 3 on 3 successes with fellow team-mate Asi Medina, was replaced by Gene Lim Delos Reyes III and performed well in his absence.

Jason Lim also showed top form and enjoyed a succession of fine assists by Medina in the win.

Chino Lions momentarily gave a scare but BYD regained their momentum despite the former converting a delightful two pointer to send the crowd buzzing.

The Times Square win was the third and final time for the pair of Medina and Geguillan who previously enjoyed a set of successes together at Hua Ho Manggis and Fitness Zone tournaments.

“We felt really good because it was our last 3 on 3 in Brunei for me and Nathaniel. I thanked my team-mates who did really great,” said Asi in an interview with the Bulletin after the prize presentation ceremony.

The success was made more remarkable considering that the team only trained one day together on Saturday which they participated in the last minute.

The tournament came as a last-minute decision for the duo that was already making preparations to go back to the Philippines.

“We weren’t actually supposed to join because we were saying that we were going to go back to the Philippines anyway so better not join,” continued Asi.

Nathaniel also paid tribute to the team who enjoyed a close understanding with his team-mate Asi.

“BYD helped us as a lot especially for me and Asi since we trained together. We had a lot of chemistry and it helped us to improve our skills and experiences,” he said.

The quartet also paid credit to the coach for guiding them and playing an instrumental part in their success.

“Our coach is very supportive. Any decision we made he would be okay with it and if we made any mistake he would consult us,” Nathaniel said.

Some of the players also trained under Shooting Stars who meet up twice a week and have been involved with the programme for two years at Fitness Zone.

Meanwhile, Mum Bakery was crowned champions in the girls’ under-18 category after beating SSBN Bake Culture 13-7 in the final.

In the individual accolades, Adrian Azaharaini from the Chino Lions won the boys’ Most Valuable Player while Ho Shing Shing from Mum Bakery won the girls’ Most Valuable Player.

The top two from the pool standings qualified for the quarter-finals before challenging for a podium finish.

The top four in the girls’ group advanced to the semi-finals as only five teams participated.

Presenting the prizes was Kwang Ming Heng, the Chairman of the Brunei Basketball Association.

Also present during the final and prize presentation ceremony was Amal Majidah Haji Suhaili, General Manager of Times Square Shopping Centre.

Organised by Times Square Shopping Centre in collaboration with Shooting Stars Brunei and Fitness Zone, a total of 19 boys’ teams and 5 girls’ teams joined the three-day tournament.

Temburong defy odds for title

UNFANCIED Temburong were crowned champions of the 5.11 National Day Basketball Tournaments after narrowly defeating favourites KB 81-79.

KB, who went into the game with seven points, needed a win to capture the title but Temburong’s Edmond Tan had other plans.

With the game tied at 79 points, Edmond killed stole the ball with seven seconds on the clock and passed the ball to Liew Tau Fu, who duly scored the winning points.

Edmond, who finished the game with a high of 37 points,paid tribute to his team’s fighting spirit.

“It was a team effort. We never gave up. We knew that we could catch up if they missed shots or turned the ball over.”

KB coach Wong, meanwhile, said his players lost because “they were nervous”.

Brunei-Muara A, who could have won the title had they won they last game, also faltered at the last hurdle.

They came up short against Brunei-Muara B, who won 77-71.

Tan Kun Hor of Brunei-Muara B was the hero of the team, scoring 17 points including eight crucial points in the final quarter.

Kwang Ming Heng, Chairman of Brunei Basketball Association, presented the prizes.

Peter Chen, head coach of Brunei Basketball Association and Brunei-Muara A, said, “Aside from providing competition experience to our young players, this tournament has helped us identify a number of youth players with great potential. Our coaches and selection committee will be inviting players to national squad training.”

Visitors attending the event were provided guided tours and allowed to witness workshops in action. Current students and staff members were on hand to answer questions on IBTE’s range of courses and apprenticeships. Facilities were also provided for access to the IBTE online registration system, TVECAS.

There was also a job and product exhibition by industry partners, namely MC Biotech Sdn Bhd, National Dental Centre of Ministry of Health, RBAF Dental Services, Outward Bound Brunei Darussalam, Golden Corporation Sdn Bhd, Baxter Healthcare (Asia) and Hiseaton Fisheries Sdn Bhd.

All of the listed courses were being proffered for IBTE Satellite’s July 2017 intake at its three satellite campuses in Kuala Belait, Seria and Kampong Wasan. In addition, two new programmes are being offered by the School of Agro-Technology and Applied Sciences: the NTec in Assistant Nurse (General Nursing) and NTec in Assistant Nurse (Dental).

The Assistant Registrar of IBTE Jefri Bolkiah Campus, Rosmah binti Haji Salman, told the Bulletin, “As with the previous year, we are offering nine programmes under IBTE Jefri Bolkiah’s School of Energy and Engineering (Satellite Branch), Brunei Maritime Academy and School of Information and Communication Technology (Satellite Branch).”

A soft launching was also held for the two-day event, with the Principal of IBTE Satallite Campus, Norjemee bin Jenek, planting two flower saplings at the IBTE Agro-Technology Campus in Kampong Wasan.

Meanwhile, prospective applicants are advised to take note that the closing date for IBTE’s July 2017 intake is March 4.

MALAYSIAN Citizens Association (PWM) President James Lee thanked the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam for the opportunity given to play a role in the nation’s development.

He made these comments at the PMW Lunar New Year Gala Dinner 2017 at the Hua Ho Manggis Mall Ballroom on Saturday night.

The organising chairman of the event, James Lee said the celebration was a time to reflect on the special relationships shared.

“It is also a time to celebrate everything we have achieved for the past year,” Lee said.

He also thanked Tiong Kee Huat and organising committee members for the arrangements.

A total of 243 students who excelled in their academic results last year were recognised for their hard work at the event.

The guest of honour Rafidah binti Abdul Aziz, the Deputy High Commissioner of Malaysia to Brunei Darussalam, presented the academic excellence awards to students from 18 private and government schools.

Ushering the Year of the Rooster, members of the organising committee sang the Chinese New Year song following the tossing of Yee Sang and a drum performance by Seri Mulia Sarjana School students.

A special appearance of the Fortune mascots thrilled the audience with the presentation of chocolates to each tables symbolising prosperity.

The guests were also treated to traditional dance and signing performances.

Bicycle sales, rentals increase with Bandarku Ceria

SINCE its launch in October last year, ‘Bandarku Ceria’ which is a weekly event held every Sunday has continued to receive encouraging responses from the public.

The programme acts as a platform for local business people to start up small and part-time businesses over the weekend by setting up food vendors, having garage sales and offer bicycle and trishaw rentals. The increasing number of people, including foreign tourists, visiting the capital on weekends has made the atmosphere in the capital lively.

The cycling activity which aims to promote a healthy lifestyle through cycling around the capital, received an overwhelming response from the public.

Bicycle sales and bicycle rental businesses have been increasing since the launching of the programme last year.

“We are very happy and excited with the presence of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam who is also joining the National Day Cycling Spirit 2017,” said Awang Karim from Kg Lambak Kiri who has been participating in cycling activities since last year together with his family.

“Since the launching of the programme last year I decided to set-up a trishaw rental business as its one of the unique styles of cycling with family and friends throughout the Bandar area,” said Si Jal from Kg Lambak Kanan.

“I made my own trishaw (beca) at home and brought them to Taman Haji Sir Muda Omar ‘Ali Saifudden every Sunday for rent to the public. Business is very encouraging and I decided to make more trishaws in the future,” he said adding that the demand was very good.

Currently, he has a limited number of trishaws available for children and adults. The rental fee is B$5 for 25 minutes and B$10 for an hour.

Si Jal who works at the Fisheries Department said the trishaw business is his part-time business, which he also does at Tanjung Batu in Kg Sabun in Muara during other spare time, especially on Friday.

Most of his customers give a thumbs-up to his trishaw business. A couple spending quality time together at the weekly event shared, “By cycling with family and friends using the trishaw, we consider ourselves as ‘Keluargaku Ceria’ (My happy family).”

The bicycle rental business also received good response from the public including children who were riding bicycles with their parents.

THE ‘Masjidku Makmur, Negara Berkat’ (Thriving Mosques within a Blessed Nation) programme was met with positive responses from several ‘Bandarku Ceria’ participants, who attended Subuh congregational prayers and a dawn lecture at the Omar ‘Ali Saifuddien Mosque in the capital yesterday.

The dawn lecture, ‘Menjayakan Wawasan Negara’ (Accomplishing the National Vision), was delivered by guest speaker, Ustaz Mohd Khairul Nazif bin Haji Damit.

The programme was organised by the Ministry of Religious Affairs (MoRA), in cooperation with the Omar ‘Ali Saifuddien Mosque, to encourage attendance from the Bandarku Ceria participants while fulfilling their religious duties.

Bicycle parking spaces were provided for the event by government agencies and mosque volunteers, as well as a light breakfast for the congregants.

BANDARKU Ceria was a riot of colour yesterday with the Taman Haji Sir Muda Omar ‘Ali Saifuddien and the capital filled with members of the public from all walks of life to participate and witness Kayuhan Semangat Hari Kebangsaan 2017 held in conjunction with the 33rd National Day celebrations.

The activity was further enlivened with the presence of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam who consented to grace and take part in the 33rd National Day cycling activity.

Accompanying His Majesty were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince ‘Abdul Malik; His Royal Highness Prince ‘Abdul Wakeel; Her Royal Highness Princess ‘Azemah Ni’matul Bolkiah; and Her Royal Highness Princess Ameerah Wardatul Bolkiah.

Yesterday’s event started with the releasing of 30 balloons by members of the three organising ministries and three pigeons by children marking the start of the cycling event for the 16km ride from Taman Haji Sir Muda Omar ‘Ali Saifuddien to the roundabout of the Muara/Berakas main road and back to Taman Haji Sir Muda Omar ‘Ali Saifuddien.

 

The 16km ride that also saw the participation of Cabinet Ministers, deputy ministers, foreign envoys, permanent secretaries and deputy permanent secretaries passed by main roads including Jalan Sultan Omar ‘Ali Saifuddien, Jalan Haji Basir, Jalan Kumbang Pasang, Jalan Perdana Menteri, Jalan Tasek and Jalan Kianggeh.

His Majesty also consented to witness the parade of 33 cyclists for the 33km category, 33 young children on bicycles and 33 Fixie Bicycle riders who also showcased a special performance in front of the royal dais, to mark the significance of the 33rd National Day celebration.

The 33 riders aged between six and 12 were given the exposure of patriotic spirit, which are love for the country, importance of a healthy life and making cycling as a hobby to beneficially fill in their leisure times while the 33km category riders comprised national cycling athletes and representatives from ministries and government departments as well as associations.

These group merged together with members of the Brunei Darussalam Cycling Federation from the Brunei-Muara, Tutong, Belait and Temburong Districts led by Mohd Ali bin Haji Thani.

Also participating in the parade were 18 classic bicycle riders which drew the crowd’s attention. The group was led by its chairman PW1 (Rtd) Haji Aminudin bin Haji Abdul Karim.

Following the parade, His Majesty consented to receive a pesambah presented by the Minister of Culture, Youth and Sports.

His Majesty then walked through the Bandarku Ceria activity and visited the stalls to the excitement of stall operators and visitors alike who took the opportunity to get close with the monarch and also take photographs with His Majesty.

Yesterday’s event merges the healthy living and recreation aspects with the nation’s unity through the appreciation of sports culture.

Establishing a healthy community is important towards achieving Brunei Vision 2035 and is in line with this year’s National Day theme ‘Accomplishing the National

Vision’.

‘Kayuhan Semangat Hari Kebangsaan 2017’ is jointly organised by the Ministry of Culture Youth and Sports, Ministry of Home Affairs and Ministry of Health with the involvement of other ministries as well as the Brunei Darussalam Cycling Federation.

The success of the event displays how the Whole of Nation Approach that involves all levels of the community including non-government organisations is very effective and affective, particularly when applied in making the nation’s development programmes a success.
