DBP hopes to invigorate Brunei literary scene through publishing agreement

TWENTY-seven local writers have signed a publishing agreement with Dr Haji Mohd Ali bin Haji Radin, the Head of the Book Planning Section at the Language and Literature Bureau (DBP); and Hajah Sariani binti Haji Ishak, the Acting Director of DBP.

The signing ceremony was held yesterday at the Berakas Multipurpose Hall, in conjunction with the Brunei Book Fair and the 2017 Empowering Reading Culture Carnival.

In her speech, Hajah Sariani said that aside from literature and language, DBP also publishes books in multiple academic disciplines such as research studies, history, science, engineering, Islamic banking, architecture and design, general issues and biographies.

She also acknowledged that the publishing industry is facing some challenges from modern technology, including books in digital form.

“This scenario is indirectly inhibiting the sales of books around the world, including those published by DBP,” she said. “It is hoped that with the signing of the agreement, all writers will play a more synergic role in the promotion and marketing of the books.” Hajah Sariani expressed her wish to see more works from local writers, to further enrich Brunei’s language and literary scene.

Yesterday’s signing agreement showed DBP’s strong commitment towards supporting Bruneian writers who have made significant efforts to share their knowledge with members of the next generation.

Innovation makes the difference

IT IS important for restaurants and other F&B businesses to innovate and differentiate themselves from competition, and one way to test out the suitability of a new F&B product or business in Brunei is by putting it out on the market in a small but scalable way.

These observations were made during the second session of the Inspire F&B Forum held at the Radisson Hotel recently.

Moderated by Fatin binti Arifin, Marketing Manager at bruneihalalfoods, the session dealt with, ‘Innovation in the changing landscape of Brunei’s F&B industry: Presentation, Branding & Technology’ and featured a panel comprising Nabil bin Ibrahim, Sales and Marketing Manager at foodpanda; Dr Chong Wee Fong, the owner of Sweet Nyonya Delight Café; and Nicky Wong, the Proprietor and Partner of CheezBox, Gong Cha, Pan & Wok, Bite Twice and Bake Culture.

Asked what innovation is in the F&B industry, Dr Chong highlighted that it is about sustainability and profitability.

“Innovation is really doing something different. You have to be unique and different from the others. In other words, how you differentiate your restaurant from the others,” he said. “Innovation today is really essential to sustain your business. It’s also for profitability, so if you don’t innovate, you are in danger of going away.”

Nicky Wong asked on what trends he has noticed in F&B, said, “Coming from Brunei, when I go abroad I notice there are a lot of different foods that you cannot get in Brunei. But from a business perspective, most of them don’t work in Brunei.

“So we look at what is the right food or the right product to bring to the market, because there are so many similar restaurants in Brunei, so what’s our unique selling point? That’s what you must always be asking.”

On how to figure out what will work in Brunei, he said, “We don’t have a winning formula, so it’s all down to experience and what we believe will work. It’s really about trial and error.”

Discussing his expansion strategy, Nicky Wong shared, “Bite Twice is a new concept that we launched a few months back, where we specialise in different varieties of egg tarts. So the most important thing about this kiosk concept is being scalable.

“Traditionally when you open a new café, you rent a shop lot, then you have to spend a lot for renovation costs, you need to recruit at least five to eight people.

“The concept that we wanted was one that we could scale fast, and we wanted as small a space as possible. At our outlet at The Mall, Gadong, the space is very, very small and we manage to squeeze three people in.”

He highlighted that the concept is scalable such that they can open multiple new outlets quickly, should they choose to.

“The egg tarts were not in our plans at all, and were just sold at Pan & Wok. Somehow it was in our top three sales. So we decided to create a spin-off for the egg tarts alone.”

Nicky reiterated that there are lots of new kinds of food that don’t exist in Brunei. “So you test the market and see what opportunities you can get out of spin-offs.”

Meanwhile, Dr Chong was asked about his strategy with Sweet Nyonya Delight Cafe. “For me, I go for a centralisation strategy. So I centralise everything into one area so that it’s easier to control resources and easier to control manpower and so on,” he said. “So that’s my strategy. In Brunei, everybody has a car. If they think it’s good enough, they will drive to your place. That’s my thinking, and that’s also what the management is thinking.

“In this time of economic uncertainty and this type of hypercompetitive environment, with increasingly rising costs of raw materials as well we have to be very cautious, so I think from there the centralisation strategy is perhaps still the best to go with at this moment.”

Discussing restaurant in-novation, Dr Chong shared, “Innovation in a restaurant is doing something differently. I would consider it more as a strategy. If you look at innovation in Sweet Nyonya, I would look at the kitchen itself,” he said, noting that their innovation was in utilising the latest in cooking technology, using an oven that reduces cooking time and energy consumption.

Dealing with the question on how to ensure quality and standards, he said, “On quality itself, coming from a background in Nestle, where quality is of no compromise, we do the same thing at Sweet Nyonya. For quality I personally check from the suppliers, and in the kitchen what I do is random tasting.”

“So now and then, I will ask the chef to cook, or even before the food goes out, I will have a sample of it to make sure that it is of the same quality when it goes out. And then of course, taste is individual with each customer. What is right for me may not be right for the customers. So I always get feedback from customers.”

“Sometimes you’ll see me out in the front personally asking the customers, and I think that is the base where you control your quality,” he added.

Nicky asked on the topic of food quality, and shared, “The whole idea of Pan & Wok is we make it fresh every day. Our kitchen starts at 5am, takes a few hours to prepare the first batch of food for the morning, then in the afternoon we have another round of fresh food.

“It’s similar to a café and restaurant because we cook the food, but the business model is very different because again, back to the scalable business. So again, traditionally when you open a café or restaurant, it is so hard to scale. So it’s down to the business and how you’re going to monetise it in a much more efficient and productive way.

“So this is why, again, trial and error, to see if something works in Brunei. In fact, people quite accept the concept so far.”

Asked if Brunei can offer F&B franchises and innovations to the rest of the world, Dr Chong said, “Yes. In every business there is an opportunity, it’s just a matter of someone coming up with a very unique idea, do it well inside the domestic market first, test out every part, iron out every mistake, then make the corrections, package it into a system, then you can go off to franchise into the market.”

“Brunei has a number of advantages that can be used among the Asean region. Among Asean members there is free-trade already. One of it is that Brunei has very low costs for energy. That is an advantage for production. Another thing is Brunei has good seafood. That is another thing that you can look into.”

The session saw Nicky Wong asked by a member of the audience what his most valuable lesson had been from running a franchise. “Gong Cha is our first really big franchise that we bring to Brunei,” he shared. “The intention was to learn something from them and then do our own franchise. After running Gong Cha from the first few months, it’s very different from our previous experience in running CheezBox.

“So to be a franchise owner, you need to build a lot of systems. Franchises are all about systems – SOPs (Standard Operating Procedures). It’s not like the traditional way of doing things our way, with no system at all, and that is why we cannot scale.

“Even with a system in place, it took us six to nine months to fully master how the business is supposed to be run.

“So learning from that experience, we apply the suitable parts of the core experience to our Pan & Wok and Bite Twice now,” he added. “Create a system. Without systems, franchising is impossible.”

All round growth targeted by 2020

THE Ministry of Primary Resources and Tourism is targeting the gross output of agriculture, fisheries and forestry to grow at an average of 28.8 per cent per year (2015-2020) and worth $1.8 billion by 2020 compared to the average overall growth of 6.5 per cent per year (2010-2015) worth $511 million in 2015, figures revealed to the Bulletin indicated.

The average annual growth of industrial gross output of agriculture, fisheries and forestry is targeted to be 24 per cent, 44 per cent and 6.5 per cent respectively for 2015-2020 compared to 9.90 per cent, 3.11 per cent and -6.75 per cent for 2010-2015.

As for the tourism industry, the target is for tourist arrival to grow 15.63 per cent annually (2015-2020) compared to 0.36 per cent annually (2010-2015) with revenue from tourism expected to reach $335 million by 2020. The number of air travel has increased from 218,000 in 2015 compared to 450,000 by 2020.

As for aquaculture, the ministry aims $400 million by 2020 compared to only $10 million in 2015. For fish capture, $112 million is targeted by 2020 compared to $84 million in 2015.

The ministry said aquaculture figures above did not include the recently unveiled vertical land-based, bio-secured and high-density aquaculture farming in the country by KR Apollo Sdn Berhad, a project by Brunei and Singapore.

The over $20 million investment will realise the production of aquaculture food and aquarium fish from this year, a key priority project for the fisheries sector.

The emphasis is to ensure that there is an increase in the output growth of agricultural industries, fisheries and forestry encouraging investor participation, both locally and investors from abroad; give emphasis on increased productivity and the use of high technology; and focus on the export market.

The ministry also revealed projects implemented through private-public partnership, foreign direct investment, joint venture, tender, local entrepreneurs and technology.

Foreign Direct Investment projects include Hiseton from China that grows Pompano fish in the country and targeting a $100 million sale annually through fish-caging system and Yamako from Japan which is planning to export tuna to Japan with an annual sale of $100 million targeted.

Golden Corporation from Taiwan is cultivating blue shrimp with sale targets of $100 million annually.

Meanwhile, joint venture projects include SBM from Indonesia and Nurnabai from Brunei under which Grouper cultivation and targeting $30 million sale per year through pond and caging farming and contract farming.

Other joint venture projects include RBI from Singapore and Samakaya from Brunei for crab farming targeting $100 million sales per year through vertical and contract farming.

Fresh line up, new ideas, different approach

A SENSE of renewed vigour is anticipated at the 13th Legislative Council (LegCo) proceedings that will take place next week with a fresh line up of newly sworn-in members including young blood who are expected to raise much coveted issues, especially those concerning youths.

Speaking to the Bulletin following the swearing in of all appointed LegCo members at the LegCo Building in Jalan Dewan Majlis yesterday, some of the newly sworn-in LegCo members relayed their enthusiasm in bringing forward inclusive and meaningful discussions that are expected to drive a positive impact for the people and the country as a whole.

YB Iswandy bin Ahmad, appointed LegCo member under the persons who have achieved distinction, said he hoped that the proceedings will help generate not just new ideas but also give an opportunity to look-back at existing matters that can be improved.

“Some issues can be revisited but having said that, it should come with a new approach,” he said, citing stalling issues such as unemployment among the youths and also continuing education as some of those that has to be given utmost priority.

He said innovative approaches can be laid out; especially from younger LegCo members from various backgrounds, representing students as well as the technical and business sphere.

Capacity building in education, access to education, access to employment and career development are some of the important things YB Iswandy said he wants to personally look into and bring forward at the LegCo session.

“This is my first year… Let’s see how it goes from here and I am still learning a lot, being one of the more younger members,” he added.

YB Iswandy also shared that a new avenue for the public especially the youths to relay their concerns on current issues that his fellow LegCo member YB Khairunnisa binti Haji Ash’ari has also proven to be a hit with over 200 responses gauged since it was launched.

The platform, available online and shared on social media platforms were initiated for youths to share opinions, which we will be relayed to the ministries/authorities, either during private dialogues or the LegCo.

“A lot of the submissions were from the youths expressing their views and many are very interesting because they are giving suggestions which is what we want,” he said calling for more “civic participation from the younger generation, to have their voice represented in LegCo through the many channels online that allow them to reach the members”.

“If everyone takes an interest in nation development, everyone can play their part,” added YB Iswandy.

Another appointed LegCo member under the persons who have achieved distinction, YB Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman underlined the need to voice-out matters pertaining to professionalism, education, business and unemployment among youths.

Highlighting the figure of unemployed youths in Brunei, which is among the highest in the region, she said one way to overcome the issue is to work closely with the authorities in providing training grounds as a holistic approach to encourage innovation and entrepreneurship among youths.

She also advised the young generation not to depend on the government for jobs.

“The young generation should start thinking outside government jobs. No government can completely eradicate unemployment. Youths should discover ways of making themselves employable by looking at other sectors such as the emerging creative sector, rather than waiting for white collar jobs,” she added.

“We have to give [youths] hope, especially for those who do not have the [higher] qualification by providing them proper training in their respective sector.

“By providing the right training, they [youths] have better chances to get employed,” YB Siti Rozaimeriyanty said.

Meanwhile, YB Hanapi bin Mohd Siput, Village Head of Kampong Labi 1 as an appointed member from Zone II of the Belait District called on the community to stay in touch with appointed members to voice their concerns.

“We have organised several dialogues with village heads and community leaders in the district. The vast majority, however, never pass on a thought or an opinion to their appointed representatives. There is always room for one more voice – your representatives want to hear from you,” he shared, adding the appointment for him means a heavy responsibility. He however, pledged to voice-out any concerns from his constituents during the upcoming meeting.

YB Ong Tiong Oh, also an appointed LegCo member under the persons who have achieved distinction, said he felt honoured for the recognition given to him to represent the people in ironing out issues that matters the most for the welfare and progress of the country.

A renowned businessman, YB Ong shared that his line of work will give more perspective to the floor of the upcoming LegCo session on ways to boost the economy, increase foreign direct investment (FDI) and in creating more jobs for the people.

“We are here to help. It will be collective issues that we will bring forward but more importantly we have to keep on doing what we are doing here. We should continue doing what we can best,” he said.

THE swearing-in of the recently appointed Legislative Council (LegCo) members was held yesterday as part of a ceremonial process to officially welcome them to the country’s parliamentary institution.

As stipulated in Article 49 of the Constitution of Brunei Darussalam, the LegCo members read out the oath in the presence of YB Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib, the Speaker of the Legislative Council, at a ceremony held at the Legislative Council Building in Jalan Dewan Majlis.

DPMM FC all set to hit ground running

DPMM FC are determined to kick of their season with their first league match of the season in the S League at the Hassanal Bolkiah National Stadium against overnight league leaders Home United FC after eight weeks of pre-season training.

The Gegar Gegar men are the final team to start their campaign with the rest of the teams already playing their first fixture following the season opener between Albirex Niigata (S) and Tampines Rovers FC at the end of last month.

DPMM FC head coach Steve Kean watched two games during his side’s wait for the season involving the Tampines and Albirex game and the Home United’s 6-1 rout at the expense of Garena Young Lions at the Bishan Stadium.

“I don’t think we’ve been ever any more ready for a season. We’ve now had eight weeks and we can’t wait for the season to start,” said DPMM FC head coach Steve Kean in an interview after a training session at the Jerudong Mini Stadium yesterday.

“I know it will be a tough game but if we can play anywhere close to our level then we won’t have any problems for the whole season,” he continued.

The head coach also hinted that Reduan Petara may start in place of Yura Indera Putera as part of a potential three-man defence with Francois Marque set to be handed a debut.

Kean has highlighted the speed and experience which the new defender could bring to the plate.

Meanwhile, club captain Rosmin Kamis looks to continue to play a defensive role at the back which he frequently occupied last season.

The club new signing Billy Mehmet also looks poised to form a partnership with striker Rafael Ramazotti while Azwan Ali could play an integral part in providing service.

Kean will be wary of the threat that main striker Stipe Plazibat poses who have proven to be a natural replacement for Ken Ilso who joined Kedah FA in the Malaysian Super League.

The Croatian plundered four goals in a single game in the annihilation of the Young Lions and has scored at DPMM FC’s home ground last season for former club Hougang United FC.

“They got goals and their main striker scoring four goals. They’ve got Camara making penetrating runs as he always does from the fullback position.

“What they do really well is they switch play and they got the ball down on one side and get the ball in midfield. They move teams around and they move Young Lions around and offensively that’s their biggest asset of the game”, he continued.

“They played really open and they switched play a lot and created a lot of space. Technically, they’re confident on the ball”.

Furthermore, the head coach believes the new imports have settled in really quickly after the pre-season training which included four friendly matches during the Bangkok tour.

“I feel that we’re in a much better level than probably we were two years ago. We’ve no excuses now and we can’t moan about bad pre-season or no competitive games”.

“We’ve had everything and that is credit to the club. We can’t complain and now we’ve got to deliver as a group of players and technical staff.

“We’ve got to deliver the results because we’re really ready”, the former Blackburn Rovers manager added.

The head coach continued that they will be better prepared to nullify the threat of Home United’s front two with an extra man adding that they will not be any shortage for cover.

The player tasked to be the most forward on the final third of the pitch will be anyone’s guess as either Billy Mehmet or Rafael Ramazotti could occupy the position given their free role.

“They’ll move around so I don’t know where they’re going to go. I’m hoping the opposition not know where they’ll go because they’ve got a free role to rotate as a three”.

“In all honesty Billy sometimes likes to come as a number 10, Juan (Azwan Ali) likes to come as a number 10 and sometimes Rafa (Rafael Ramazotti) likes to come towards the ball so we’ve got a good fluid nature in our attacking role where one comes the other one goes.”

“I think it will be very hard for the opposition to deal with our front three this year”, he concluded.

A MEMORANDUM of Understanding (MoU) was signed between SugarBun Brunei, Times Cineplex and Coca Cola Beverages (CCSB) yesterday in a ceremony held at Badi’ah Hotel.

Present to sign the dotted line on behalf of SugarBun Brunei was Chan Fui Meng. Representing CCSB was Gareth McGeown, Commercial Director Coca-Cola Malaysia, Singapore and Brunei and Mr Lim, Director of Syarikat Malar Setia, the official appointed distributor of Coca-Cola soft drinks and Benny Ang represented Times Cineplex Brunei.

The MoU will establish a cooperation and collaboration in supply of halal and high quality drink at all SugarBun Brunei restaurants and cinemas at Times Cineplex Brunei.

Speaking at the signing was Mr Lim, who conveyed his appreciation to SugarBun Brunei and Time Cineplex Brunei for its steadfast support in expanding the Coca-Cola brand in Brunei.

He said that the four years MoU will greatly benefit SugarBun Brunei and Times Cineplex based on their attractive three per cent rebates on all products purchased and 12 per cent from gross sales revenue. The rebates can be used for marketing funds.

AITI holds seminar on IPv6

THE Authority for Info-Communications Technology Industry of Brunei Darussalam (AITI) held a seminar on Internet Protocol version 6 (IPv6) yesterday titled ‘Preparing for the Next Generation Internet’.

The seminar was held as part of AITI’s ongoing initiative to raise awareness on IPv6 and the role it will play in the deployment of Next Generation Technologies, and saw the attendance of IT officers from various ministries and government agencies, local ISPs, and IT Network SMEs.

The seminar began with a presentation by Pengiran Alias bin Pengiran Dato Paduka Haji Hidup, the Manager of BNNIC, Regulatory & Resource Management Group, AITI on IPv6, and the current status of Brunei Darussalam.

As it was explained yesterday, IPv6 is the latest version of Internet Protocol, which is the communications protocol which provides an identification and location system for computers on networks and routes traffic across the Internet.

IPv6 was developed to overcome the limited number of IP addresses available with IPv4. The migration from IPv4 to IPv6 is of particular concern to Brunei Darussalam, due to the impending shortage of IPv4 addresses worldwide and the potential impact it will have on the country. The presentation also highlighted some of the challenges in deploying IPv6.

Speaking further on the importance of IPv6 in an interview with the Bulletin, Pengiran Alias shared, “The basic reason is that we are running out of IPv4. If you look at it in a technical way, if everyone else globally is using IPv6 and we are still in IPv4, we might run into a scenario where we can’t communicate with them, because IPv4 and IPv6 don’t speak to each other. That’s one of the reasons.”

“The other thing is, if Brunei is looking towards going to become a ‘smart nation’, 5G and smart homes, IPv6 is one of the stepping stones to have those. We don’t plan ahead to have a smart nation but we also don’t have the foundation of having these IP addresses.”

He highlighted that the core differences between IPv4 and IPv6 are in the way that they are designed, noting that IPv4 offers 32-bit addresses while IPv6 has 128-bit addresses.

“The way it’s designed, it gives more flexibility and function to it. That’s part of the reason that it’s better,” he said.

He said that AITI are encouraging local telecommunications companies to implement IPv6, “If the telcos are on board and they all implement this by 2020, then we are already 70 per cent there, because they are the main providers. The main drive is from them.”

“Users need to be up-to-date before the infrastructure is there. Users need to learn and gain some knowledge. That is why we are engaging IT departments from the government sector, we are engaging SMEs who sell IT devices so that they prepare for themselves and for customers. We are encouraging everyone to be on par with this,” he added.

Kunalan Dava Rajoo from the National Advanced IPv6 Centre of Excellence (NAv6) in Malaysia outlined the various technical requirements for IPv6. In his presentation he shared that IPv6 has new and enhanced features, which include larger address space, improved performance, simplified structure format, embedded security, mobility function and a number of other features.

He said that IPv6 transition takes place over four phases. Phase 1 involves conducting readiness and compliance assessments, which leads to reports and recommendations. Phase 2 is planning and design, dealing with IPv6 address management, budget and cost determination, deployment phases, organisation infrastructure and testing simulation environment.

Phase 3 is implementation, involving a pilot project, a transition mechanism and configuration, as well as validation and verification. The fourth transition phase is auditing, as well as support and maintenance.

The deployment has three phases of its own – the first is on the network, the second is on services and the third on additional services.

This was followed by a presentation from Chen Yu Kun of Huawei Technologies (B) Sdn Bhd, who discussed IPv6 technology and shared Huawei’s IPv6 solutions.

Khatam Al-Quran ceremonies held in all four districts

IN CONJUNCTION with the 33rd Brunei Darussalam National Day celebration, the Ministry of Culture, Youth and Sports (MCYS) conducted Khatam Al-Quran ceremonies in the country’s four districts participated by 1,543 youths yesterday.

The ceremony in the Brunei-Muara District was held at the Suri Seri Begawan Raja Isteri Pengiran Anak Damit Mosque in Kampong Madang/Manggis.

Present as guest of honour was the Minister of Culture, Youth and Sports, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof. Also present were the Permanent Secretary at the MCYS, Datin Paduka Dr Hajah Norlila binti Dato Paduka Haji Abdul Jalil and Deputy Permanent Secretary at the MCYS, Haji Mohd Noor Jusmin bin Haji Abdul Samad.

The participants comprised youths from the National Service Programme (PKBN), Youth Development Centre, students from the Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah (ITQSHHB), students from various higher learning and technical education institutions, secondary and religious school students, youth associations and youths from the Belia Cinta Tanah Air programme, National Youth Musabaqah Tilawah Al-Quran.

The event was participated by 972 youths and began with the recitation of Surah Al-Fatihah led by the guest of honour followed with the mass recitation of Surah Ad-Dhuha until Surah Al-Massad led by Awangku Muhammad Fahmi Aiman bin Pengiran Haji Abdul Fikeh, a student from ITQSHHB followed by the reading of Takhtim Al-Quran by Ashizal bin Zainal Abidin from the Religious Teachers University College of Seri Begawan.

The recitation of the Doa Khatam was led by Abdussyakur bin Haji Jahari, a student from ITQSHHB, while PKBN trainees led recitations of the Dikir Marhaban.

The ceremony concluded with the recitation of ‘Doa Allah Peliharakan Sultan dan Brunei Darussalam’ read by Nuzli bin Haji Jumat, the Mosque Affairs Officer.

The ceremony in the Belait District was held at the RPN Kam-pong Pandan Mosque and 153 people comprising government officials and students from re-ligious educational institutions, technical education institutions and secondary schools joined the event. Present as guest of honour was Haji Marzuke bin Haji Mohsin, Acting Permanent Secretary at the Ministry of Development.

The ceremony in the Tutong District was held at the Kampong Penanjong Tutong Mosque and 123 people from secondary schools, Mahad Islam Brunei and youth associations participated.

Present as guest of honour was Pengiran Dato Paduka Haji Bahrom bin Pengiran Haji Bahar, Deputy Minister of Education.

The Khatam Al-Quran ceremony in the Temburong District was held at the Utama Mohammad Salleh Mosque in Pekan Bangar and was participated by 295 youths. Present as guest of honour was Dato Paduka Dr Haji Affendy bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin, Permanent Secretary at the MCYS.

The ceremonies sought to enliven the National Day celebration with activities particularly the recitation of the Al-Quran in line with the nation’s vision in making Brunei as a Zikir Nation while also strengthening understanding between agencies involved in youth and community development.

It also sought to encourage more youths to be active in religious activities to help them face future challenges in becoming the nation’s leaders of tomorrow.

AMBD introduces direct credits into ACH system

AUTORITI Monetari Brunei Darussalam (AMBD) with collaboration from the Brunei Association of Banks (BAB) has introduced direct credits into the Automated Clearing House (ACH) system.

This follows the implementation of the Brunei Real Time Gross Settlement (RTGS) system for high-valued electronic transfers between banks in 2014, and the implementation of the ACH system for automated cheque process last year.

Direct credit is an electronic transfer of multiple low value payments through the ACH system.

The payment is initiated by the paying bank, and will send funds directly into the beneficiary customers’ bank accounts at least a day earlier than cheques.

Direct credit is a fast, convenient and inexpensive process of depositing money into customers’ accounts of another bank such as for payrolls, pensions, supplier payments, dividend payments, etc.

It has been used globally, and is recognised as one of the most cost-effective and efficient methods of sending funds to a customer’s account. Cheques and cash are comparatively expensive means of payment, and are less secure than their modern electronic counterparts.

By using direct credit, the process of handling personal financial information will be more efficient, and will eliminate fraudulent activity risks when it comes to transaction relating to physical cheques.

AMBD

The Brunei Darussalam Financial Sector Blueprint 2016-2025 (FSBP) sets a specific objective to reduce the use of physical cheques by approximately 50 per cent by 2020, aligning with neighbours in the region, and also to ensure that all high-value inter-bank cheques be replaced by Brunei RTGS payments for rapid risk-free settlement.

AMBD and the banks will continue to work together in preparing policies that are relevant, which will encourage customers to choose the more reliable, efficient and secure electronic methods.

AMBD’s next innovative phase is developing plans and policies for an interoperable market infrastructure for retail payments.

This may include payment cards, internet banking, mobile phone payments and other new technology payment instruments, in line with AMBD’s initiative to promote e-payment economy.

In parallel, AMBD will also be implementing a Central Securities Depository (CSD) to automate securities and depository for government Sukuk and other potential securities that are registered in Brunei Darussalam.

‘Brunei’s Strongest Kid’ to test mettle with 5,000kg bus challenge

AIMAN bin Mujibur Rahman, a nine-year-old also known as ‘Brunei’s Strongest Kid’ will undergo his second trial of strength by pulling a 5,000kg 22-seater bus on March 5.

Aiman had previously pulled a 1,800kg Toyota Alphard.

Ahmad Anwar bin Haji Rosly, KB Sentral’s Marketing and Event Manager said, “This is certainly going to be an exciting thing to see, we’re looking at a young kid who is going places all around Brunei trying to prove his mettle by attempting such a feat.”

Aiman’s father who is also his coach is optimistic that his son can make it and is preparing Aiman with training and a proper diet.

TWO postgraduate students were awarded with full scholarships by Sesame World Technology (Brunei) Sdn Bhd yesterday in a scholarship award ceremony held at the Pearl, Universiti Teknologi Brunei (UTB).

Presenting the letters of award to the two students, Nurulhidayati binti Haji Mohd Sani, a PhD student in the School of Computing and Informatics and Muhammad Khairuddin bin Othman, Masters of Science by Research student in the Faculty of Engineering in his capacity as the guest of honour was Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, Minister of Education.

15 receive assisted housing from MUIB

YESTERDAY was full of joy for 15 poor, destitute and underprivileged people as they received their houses, financed by tithe money from the Brunei Islamic Religious Council (MUIB).

The guest of honour, Minister of Religious Affairs, Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman in his capacity as the President of MUIB, handed the housing certificates to 12 recipients from Kampong Tagap II, Kampong Sengkurong, and three from Kampong Parit, Kampong Junjungan and Kampong Lumapas in the Brunei-Muara District.

The minister later toured two of the houses in Kampong Tagap II while the Deputy Minister of Religious Affairs, Dato Paduka Awang Haji Abdul Mokti bin Haji Mohd Daud, in his capacity as the Vice-President of MUIB, toured three other houses.

Out of the 15 stilt houses that were handed over, eight have four bedrooms while seven have three rooms.

According to the Prime Minister’s Office, the home assistance is a project carried-out by several government agencies including the Prime Minister’s Office, Ministry of Development, Ministry of Religious Affairs, Ministry of Home Affairs and the Ministry of Culture, Youth and Sports.

The construction project of these houses is financed by MUIB through tithe money. The total cost of these 15 houses amounted to $958,156.

This assistance is a display of concern by the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in the welfare of the poor, destitute and the underprivileged by providing them with a comfortable living condition.

Also in attendance was a member of the Legislative Council, YB Haji Mohimin bin Haji Johari @ Jahari.

The Acting Secretary of MUIB, Haji Abdul Aziz bin Haji Akop told the media that since the project was launched, some 70 assisted housing have been handed over, excluding those from yesterday.

He explained that assisted housing through MUIB is given to those who are “unable to build their house as a shelter” and also ineligible to apply for the national housing scheme.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam consented to bestow honorary medals to another 383 recipients to mark the monarch’s 70th birth anniversary last year.

Present as a personal representative of His Majesty to present the medals yesterday was His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office.

Also attending the event was His Royal Highness Prince ‘Abdul Malik.

The ceremony began when His Royal Highness the Crown Prince was informed by the Grand Chamberlain, Yang Amat Mulia Pengiran Penggawa Laila Bentara Istiadat Diraja Dalam Istana Pengiran Haji Alauddin bin Pengiran Paduka Tuan Pengiran Haji Abu Bakar, that it was ready to start the proceedings.

Twenty-nine individuals including prominent religious officials, uniformed personnel, senior government officials and staff from government ministries and departments received the Meritorious Service Medal (PJK), while 354 government servants were conferred with the Excellent Service Medal (PIKB).

Among the recipients of the PIKB was Yang Amat Mulia Pengiran Muda Abdul Hakeem, the eldest son of His Royal Highness Prince Haji Jefri Bolkiah.

Pengiran-Pengiran Cheteria, Cabinet Ministers, members of the Legislative Council, deputy ministers, members of Diplomatic Corps, permanent secretaries and senior government officials were present at the event.

A thanksgiving prayer was read by Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti, to bless the ceremony.

In the first Investiture Ceremony held last Tuesday, 382 people were conferred with state honorary medals.

DST marks eight year of support for VFA in sponsorship landmark

THE Veteran Football Association (VFA) received a massive boost after it was formally announced that DST will be the title sponsors in a sponsorship cheque presentation ceremony at the DST HQ in Tungku Link yesterday.

The significant moment marked the eighth year that DST has been known as the title sponsor since the synergy has existed between both DST and VFA for the first time in 2010.

DST has continuously support the development and progress of football in the country in whatever level while VFA has further helped make giant strides in the popularity of veteran football.

The veteran league has expanded from a modest number of 10 teams when it first began to 43 teams this year.

This season the league features a new format with the teams divided into President 1 and President 2 with the VFA Cup named as the cup football competition which is contested in a knockout format.

In addition, VFA will also be introducing the Champions Cup which will unite the President 1 Champions Cup, President 2 Champions Cup and the VFA Champions Cup to challenge for the trophy and cash prize to be donated by Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Awang Haji Halbi bin Haji Mohd Yussof, Minister of Culture, Youth and Sports.

Representing DST to officiate the sponsorship was Radin Sufri Radin Basiuni, Assistant General Manager of Group Corporate Communications in DST while representing on behalf of VFA was Sharbini Mohidin as the Vice President of the Veteran Football Association and Chairman of the DST National Veteran Football League 2017.

“We’re happy to support the Veteran Football Association (VFA) for the eighth year,” said Radin Sufri in an interview with the Weekend Bulletin.

“Recently, we’ve also taken on board to support Projek Ikan Pusu (PIP). With the support of Projek Ikan Pusu, we are quite happy to support Brunei football from the young years all the way to veteran football and in between which is very important for us to support NFABD with the support of football at the national level.

“The focus on DST in terms of Brunei’s football development is to make sure that our dollars spent on football contributes directly to the development of football in Brunei and also the Bruneian footballing community in general,” he concluded.

Meanwhile Sharbini expressed his gratitude to DST for their continuous support in their eighth year as title sponsors.

“This is the 8th year VFA will organise the DST National Veteran Football League and as the title sponsors DST is not relaxed in providing assistance and solid cooperation for this year’s tournament,” Sharbini said in an interview.

“This year the DST National Veteran Football League attracted an overwhelming response from teams until the organisers prepared the President 1 and President 2.

“I would like to convey my sincere thanks to all of the teams who wished to compete and provide support to VFA in together increasing the quality of football in Brunei Darussalam.”

The Vice President also shared that the VFA have plans to hold a football clinic in conjunction with Bandarku Ceria with the date to be informed later.

On the selection of teams in the leagues, Sharbini explained President 1 comprises top twenty teams from last year based on points accumulation with the remaining teams included in President 2 while the new teams are automatically included in President 2.

He also clarified the match duration of 30 minutes each for three halves which will be used in all competitions.

“We view that this is a veteran football competition to provide ease to managers and coaches to devise a strategy whereby who will be playing in the first, second and third half.

“We also view the list of 25 players which are allowed and there are nine players in the reserves who can play.

“This is also in view to provide rest in the five-minute period bearing in mind this is a veteran tournament. This year is the first time we test it and we will be finding out the outcome,” he concluded.

THE Brunei DPMM FC MatchDay Magazine Carnival 2017 was officially marked with an opening ceremony at Car Park ‘B’ of the Hassanal Bolkiah National Stadium yesterday.

The guest of honour at the event was the Minister of Culture, Youth and Sports, Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Awang Haji Halbi bin Haji Mohd Yussof.

Sazali Mohd Ariff, Chief Executive of AKK Design highlighted that the Brunei DPMM MatchDay Magazine Carnival 2017 is made possible by a very successful cooperation between the management of Brunei DPMM FC, the Ministry of Culture, Youth and Sports, Ministry of Home Affairs, AKK Design as the event organiser and Living Moments Brunei as the event manager.

Toothless DPMM FC falter at first hurdle

DPMM FC slipped to a 3-1 defeat to frontrunners Home United FC in their opening S League fixture at the Hassanal Bolkiah National Stadium last night.

A brace by Croatian hitman Stipe Plazibat in the ninth and 37th minutes stunned the hosts before DPMM FC’s Brazilian striker Rafael Ramazotti reduced the deficit before the hour mark.

Singapore international Faris Ramli killed the tie with the visitors’ third in the 76th minute as Home United ensured three points to consolidate their position at the summit of the league table.

The hosts had enjoyed a bright start to the match with Azwan Salleh testing Singapore goalkeeper Hassan Sunny with a fierce drive that the seasoned shot-stopper palmed away.

Faris managed to get his side a shot on target in the sixth minute but his effort fell straight to DPMM FC goalkeeper Wardun Yussof.

The away side were awarded a penalty after new signing Francois Marque clipped Khairul Nizam in the box.

Plazibat stepped up and coolly sent Wardun the wrong way.

DPMM FC responded promptly, led by captain Rosmin Kamis, who directed a clean header towards the far post but Hassan produced a spectacular flying save.

Rafael Ramazotti produced a decent header which fell straight to Hassan who proved another aspect of his game with a neat distribution to a team-mate only to be stopped by a timely tackle.

The goalkeeper was in stunning form after denying Reduan Petara his first goal in DPMM FC colours tipping his point blank range header.

The organisation attended Gulfood, one of the world’s largest annual food and beverage trade exhibition held in Dubai, UAE from Febuary 26 to March 2. THE Cottage and Youth Initiative Programme (CYiP) iCentre press conference was held yesterday at the Conference Room of the iCentre, Anggerek Desa Technology Park.

The press conference was chaired by Captain (Rtd) Zailan bin Pehin Dato Mohd Don, Advisor for the National Chamber of Commerce and Industry Brunei Darussalam (NCCIBD), in his capacity as the Principal Mentor of CYiP.

Also in attendance were CYiP Mentors Pengiran Haji Haris bin Pengiran Haji Duraman and Hajah Norhayati binti Abu Bakar, Chief Executive Officer (CEO) of the Cube Junction Haji Ramlee bin Begawan Pehin Khatib Dato Paduka Zainuddin and team members of Cube Junction.

CYiP at iCentre is a private sector initiative through NCCIBD, whereby NCCIBD within its capacity will play an important role to promote Brunei small businesses on local economic development and international trade towards the Asean Economic Community (AEC), Asean +3 and BIMP-EAGA regions in line with the government’s Strategic Plan.

As Brunei is moving towards Sustainable Economy on Non-Oil and Gas sectors by 2035, while addressing current challenges and issues the Principal Mentor explained that apart from promoting entrepreneurial influence to create self-employment to reduce structural and frictional unemployment, CYiP’s current primary plan will be focusing on promoting businesses through an online retail platform on premium products, halal products, value-added products, small volume trading, providing services for nano and micro businesses as well as for small and medium enterprises (SMEs).

Explaining CYiP, the Principal Mentor said that it is a volunteer programme facilitated by relevant government agencies that focus on addressing the current challenges of nano and micro businesses as well as SMEs, such as product quality control, volume production, quality packaging, high operating expenses and market access, among others.

Their current programme is The Business Leadership Programme Group 001, which began in November 2016 and comprises Business Nature, E-Commerce Platform, Cosmetic Production, Women’s Apparel Clusters, Men’s Apparel Clusters as well as Food and Beverages (F&B) Product Cluster.

This has placed Mollo as a premium brand in the country that is now currently waiting to receive its Brunei Darussalam Halal Certification.

“These handcrafted spices are specially blended with herb and spices in such a way to create their own individual taste to suit any palate,” said the Principal Mentor. “The Mollo Spice Mixing Lab is currently at the iCentre, Anggerek Desa Technology Park and also at Beribi, Gadong which is capable for an export standard.”

Mollo Spice will sign the Strategic Alliances Agreement with Longrich, established since 1986, for export production to Longrich between March 21 and 22 this year.

The signing will be witnessed by the NCCIBD on behalf of the CYiP.
