Minister attends dawn event at Kampong Sungai Teraban Mosque

IN CONJUNCTION with the National Family Day Celebration, the Minister of Culture, Youth and Sports, Pehin Datu Seri Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof participated mass Subuh prayer, followed by recitation of Surah Al-Waqiah and Kuliah Subuh at the Kampong Sungai Teraban Mosque yesterday.

The minister was the event’s guest of honour and other attendees included Legislative Council (LegCo) members, YB Haji Abdul Hamid bin Haji Mumin, the Penghulu of Mukim Liang, and YB Hanapi bin Mohd Siput, Acting Penghulu of Mukim Labi 1, as well as residents from the mosque’s surrounding areas.

The event, part of an initiative by the SUTERA Association’s committee members, was held with the aim of encouraging the residents to visit the mosque during prayer times.

In addition to mass prayers, a Kuliah (lecture) was also held for the attendees in the early hours.

It was conducted by Dr Ustaz Zulkipli bin Haji Zakaria, a lecturer and the Dean of Education Faculty for Religious Teachers University College of Seri Begawan.

In his lecture, he touched on various topics relating to the importance of Subuh prayer as a test of an individual’s faith in the Islamic religion.

The event, which concluded with a group photo session with all the attendees, was the first of its kind to be organised by SUTERA Association and it is hoped that more of such events will be held in the future.

BIBD launches MasterCard promotions

BANK Islam Brunei Darussalam (BIBD) will be launching its first-ever festive promotion held in partnership with MasterCard, giving its cardholders up to 30 per cent discount in selected merchants during the upcoming holy and festive month.

Announcing the festive promotion that will run from May 22 to June 30, Hajah Nurul Akmar binti Haji Mohd Jaafar, BIBD’s Head of Retail Banking Group during a press conference held at BIBD Headquarters in the capital yesterday shared that the promotion offers BIBD’s MasterCard Debit and Credit cardholders discounts ranging from five per cent to 30 per cent at over 41 selected dining, fashion, lifestyle and supermarket merchants in the country.

On top of this, any spending made on BIBD’s MasterCard Debit and Credit cards on groceries during the month of Ramadhan will entitle the cardholders to Double Hadiah Points.

The BIBD Hadiah Points accumulated can be used to pay for utility bills, donations and air miles to name a few.

On selected days, ( June 2, 10, 12, and 22), BIBD will also be offering 30 per cent off on dining bills at selected merchants for its BIBD MasterCard Credit cardholders.

According to Hajah Nurul, the wide-scale promotion is held in partnership with MasterCard, which offers access to over 26 million merchants worldwide and is part of the bank’s efforts to add more spirit in the holy month by giving their customers big savings for their festive preparations, thus embodying the true community spirit.

BIBD will be announcing the festive promotion through the media and also its social media accounts and mobile app during the promotion period.

IBTE hosts open day for ISQ 7th Intake

MEMBERS of the public looking to apply for the many Industrial Skills Qualification or ISQ programmes offered by IBTE, can visit the IBTE Nakhoda Ragam Campus located at Muara-Tutong Highway, Lambak for the IBTE Open Day for the ISQ 7th Intake.

The two-day IBTE Open Day ceremony for the ISQ 7th Intake which began yesterday, was graced by Munirah Atirah binti Dato Paduka Haji Othman, the Acting Principal of IBTE Central.

The acting principal in her remarks highlighted that the open day “would be a good avenue for us to share our experience with the prospective students to provide them with awareness on the career progressions of each trades and job expectations in the real working environment”.

The aim of the open day is to provide an opportunity for applicants to get a closer look at the programmes offered.

There will be a live demonstration of related ISQ from industry representatives.

The open day also served to provide an avenue for members of the public to interact with students of ISQ who have completed their studies and are currently working in the local industry.

Six programmes are offered for the 7th ISQ Intake which is ISQ in Welder, ISQ in Scaffolder, ISQ in Rigger, ISQ in Marker/Fitter, ISQ in Industrial Blaster and Painter, and ISQ in Heavy Vehicle Driver.

Qualified applicants will be assessed through interviews in August this year.

Applicants will be contacted through the telephone, announced in the official website of IBTE, Facebook IBTE as well as Instagram IBTE.

The 7th ISQ intake is expected to start its study session from early September 2017. Online registration through www/ibte.edu.bn started yesterday and will conclude on June 30.

Preparing students for their academic journey in the US

EDUCATIONUSA, the United States Embassy’s academic advising service hosted a pre-departure orientation for students from Brunei Darussalam who plan to study in the US for the 2017-2018 academic year yesterday.

The orientation was held to assist students in preparing to move from Brunei to the US after being accepted to a US university or college.

Students, parents, school counsellors, alumni members, and representatives from the Ministry of Education (MoE) and scholarship giving bodies attended the orientation held at The Collective Art Events in Gadong.

A panel of speakers including Bruneian students currently studying in the US, as well as members of the Brunei-US Association (BUSA) offered tips on how to prepare for the US academic, social, and cultural environment.

Lily Lau Lu Min, who recently completed her freshman year at New York University’s Stern School of Business delivered tips embracing US campus culture and engaging in on and off campus activities. Lily is currently pursuing a major in finance.

A teacher at a government school, Ammellia Khadiza who studied at the University of Northern Iowa, State of Iowa with a Masters of Arts in Teaching English to Speakers of Other Languages (TESOL) shared some tips on safety in the campus and connecting with family at home.

Meanwhile, Siti Salwah Saim, Brunei’s 2013 Fulbright US-Asean visiting scholar grantee who conducted her research at the University of California, Berkeley delivered a talk on her experiences of being a mother in her journey to finding the best fit college/university for her children.

Siti, a mother of three, is the Vice-President of the Brunei-US Association and works as a senior special duties officer with the Brunei Government.

Representatives of the embassy’s Consular Section also delivered a briefing on student visa applications, and gave tips on travelling and arriving in the US.

US Embassy Public Affairs Officer Catherine Muller said the students will be pursuing a variety of majors, including communications; arts, design and film; engineering; business, finance, economics and other specific fields in math and the sciences.

They have been accepted to some outstanding institutes across the US, including Duke University, the University of Southern California, the University of Massachusetts, the University of Washington, Orange Coast College, Western Michigan University, Parsons The New School, the New York Film Academy, University of California, and others.

“Always remember that you are representing your country to many people who may have never met a Bruneian or even heard about Brunei. I urge you to be ambassadors for Brunei and take your responsibilities seriously to be a good global citizens and scholars,” Catherine told the students.

HER Royal Highness Princess Fadzillah Lulabul Bolkiah is with the Brunei Darussalam national netball team currently in Singapore for a series of exposure matches.

In the first game, the Royal Bees fell to a narrow defeat to Singapore National League powerhouse Sneakers 56-42.

National coach Thilaka Jinadasa insisted that the team was “not far behind”.

“In the first quarter, the players were nervous and were losing 16-8. But they began to improve and narrow the gap 12-11 in the second half.

“In the third quarter, the team managed to tie at 13-13, but lost in the final quarter 15-10.”

In their second match against OCBC Arena Nike Marlins, the Royal Bees bounced back in style to win 51-35.

“The levels shown in the matches so far are up to our expectations. Our primary goal is to win, but how we win is also taken into account.

“We lost the first match but used the experience gained to overcome our opponents in the following match,” the coach added.

“We are stepping into a new environment, which is being used as a platform to overcome challenges.

“I want the players to mature on and off the court.

“Judging by these two games, I realised that our players tend to force their passes. This weakness makes us vulnerable to counter attacks.

“I hope this problem is rectified in the match tomorrow (today) against Polytechnic Republic. They need to make passes to the net effectively,” said Thilaka.

Thilaka said the players must always maintain “composure during any situation in the ring”.

“I will look into the aggressiveness and attitude of all the players,” she said.

Exercise caution when using social media, says AGC

THE Criminal Justice Division of the Attorney General’s Chambers (AGC) continued its efforts to raise public awareness on the dangers of technology and social media in a briefing recently. Forty-two youths from all districts attended the ‘Civic Village Programme’ at the Sungai Kebun Sports Complex.

The talk titled ‘Cybercrime and the Risks and Dangers of Social Media’ was delivered by Deputy Public Prosecutors, Dayangku Hazirah binti Pengiran Mohd Yusof and Hajah Atiyyah Azzahra binti Pehin Orang Kaya Lela Sura Dato Seri Laila Jasa Haji Abas.

The talk covered issues associated with the use of social media such as cyber bullying and the prevalence of online scamming and blackmailing. One of the highlighted topics was the sharing of personal information online, which cyber criminals can easily exploit.

The attendees were reminded to be weary of who they communicate with through the Internet and to exercise caution when they post or share personal information about themselves and others.

The attendees were also informed of a number of cybercrime cases that have been prosecuted in Brunei including those which resulted from viral messages and spreading false information about others. The briefing was followed by a question and answer session.

The Criminal Justice Division of the Attorney General’s Chambers invites schools and educational institutions to contact the Chambers if they are interested in holding such talks.

Sultan attends Friday prayer at new Kg Kulapis mosque

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday consented to attend the first Friday prayer at Pehin Khatib Abdullah Mosque, the new mosque in Kg Kulapis, which is a Waqaf or personal endowment from anonymous family members.

His Royal Highness Prince ‘Abdul Malik and His Royal Highness Prince ‘Abdul Wakeel were also present.

His Majesty and other members of the royal family were greeted upon arrival by the Minister of Religious Affairs, Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman; senior government officials and villagers.

Upon arrival, His Majesty signed a plaque, followed by three times of ‘Takbir’ glorifying Allah the Almighty led by the Minister of Religious Affairs himself.

In the Friday sermon delivered by the State Mufti, Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, he said one should not look at the size or the capacity of the mosque when donating for the place of worship as Allah the Almighty will build a house in heaven for those who help build.

The State Mufti also said that as of December 2016, close to $4 million was collected for the fund for mosque construction since its launch in June 2015.

“The amount excludes contributions from all public servants totalling to 60,000 officers and staff. The committee estimated that some 15 per cent of public servants or less have contributed to the mosque fund. Imagine if 80 to 90 per cent of public servants contribute, one would imagine the big amount that could have been collected,” said the State Mufti.

The establishment of the fund was mooted by His Majesty to bring Muslims in the country to invest in the days of the hereafter. Donation is on voluntary basis and not mandatory, the State Mufti added.

“We are optimistic that the fund is now more widely known and that contribution is strengthened through public servant wage cuts. Let us contribute to the mosque fund, regardless of whether the amount is small or big,” said the State Mufti. “But we must be sincere when making donations albeit in small amount. If the contribution is not sincere, then it is considered showing off what you’ve contributed to the public and meaningless.”

The mosque was built on a five-acre state land and its construction started on September 14, 2015. It was completed on May 1, 2017 and the handing over ceremony was on May 15, 2017. The mosque can accommodate around 700 worshippers. Facilities include separate prayer rooms for male and female congregants, Imam and Bilal (Imam assistance) room, kitchen, reading room, conference room, multipurpose room, parking space, toilet, separate ablution areas for male and female congregants as well as a mortuary.

It is hoped that the mosque would provide comfort to village residents to perform the obligatory prayers, Friday prayer and to conduct religious activities to spread Islamic teachings in the village and the nation as a whole.

Capital crunch plagues MSMEs

LOCAL micro, small and medium enterprises (MSMEs) continue to face lack of access to capital for growth, and this challenge is further overshadowed by a reduction in government expenditure due to the fiscal deficit in the last few years, said Dr Haji Kamaruddin bin Dato Seri Paduka Haji Talib, President of the Brunei Malay Chamber of Commerce and Industry (DPPMB).

Speaking during a panel discussion on ‘SME Financing: Industry Experience and Challenges’ during the recently-concluded International Banking Conference 2017 (IBC2017) at The Empire Hotel & Country Club in Jerudong, the DPPMB president also urged all stakeholders in the business community and finance industry to work together to find solutions in addressing the challenges faced by small business owners.

On the planned establishment of the government-led Syariah-compliant SME Bank to help local business start-ups and expansion, Dr Haji Kamaruddin said that DPPMB and National Chamber of Commerce and Industry welcome the initiative, but advised that there is a need to form a group of financial experts to review and recommend its establishment. “The formation of this small body could look into different options to help guide and nurture these kinds of businesses,” he said.

Dr Haji Kamaruddin also said that this body should comprise those from the financial institutions as well as those from the business community with business experience. “Ground and hands-on experience is critical towards making the right decisions. It should also be the responsibility of this small body to continuously monitor the progress of these businesses. Proper selection and continuous support will ensure the healthy growth of these businesses.

“In the long run, this effort will not just boost the growth of MSMEs but also contribute towards import substitution if not towards export. With selective support and good guidance, we could quickly help many Bruneians increase their participation in the business world and improve the local economy,” he added.

With MSMEs constituting over 90 per cent of all the companies in Brunei Darussalam, and being small, Dr Haji Kamaruddin said that much of them are over-dependent on government expenditure over the years – normally as suppliers and contractors.

“Under the current scenario of depressed world oil prices, this has impacted not only on the government’s total revenue, but Brunei has experienced a fiscal budget deficit resulting in reduced government expenditure, which impacts businesses because a few approved projects either had to be postponed or redesigned to suit the lower budget – including the annual and maintenance budget – which had a negative impact in slowing down the activities of our SMEs,” he said, adding, “Very few new projects are being introduced resulting in more intense competition for works among businesses.”

He also mentioned that the Brunei Government’s calls for more Public Private Partnership (PPP) projects, as an alternative to the government’s injection, have yet to make the desired effect on local MSMEs.

Despite the current situation, Dr Haji Kamaruddin assured that the future is far from bleak, with the Brunei Government making conscious efforts to offset the slow economic growth. “His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam at the recent Legislative Council meeting consented to the establishment of a Free Trade Zone (FTZ) and the SME Bank and these are two examples for which we, the SMEs, can put our collective efforts to ensure these will not just remain as a wish list,” he said.

These collective efforts required, he said, are consistent with the call for the ‘whole nation approach’ and ‘inclusivity’ that His Majesty’s Government has been striving for.

He also revealed that the DPPMB has initiated its World Café conference, where issues are discussed among members and business communities. The discussion points are presented to the relevant stakeholders, and a recommendation sent to the highest authorities in the Prime Minister’s Office.

Results from a survey conducted in early 2016 shows five major issues faced by MSMEs in Brunei Darussalam: SME financing; foreign direct investments (FDIs); the participation and involvement of the local SMEs in national development projects; SME development; and export-oriented foreign market penetration.

Although these issues are inter-related, Dr Haji Kamaruddin said that one pertinent issue which remains is access to financing.

He also explained that MSMEs in Brunei Darussalam are generally defined as businesses with less than 100 employees where micro enterprises range from one to five employees, small enterprises from six to 50 employees, and medium enterprises from 51 to 100 employees.

“Brunei’s business community is mainly made up of micro and small enterprises. Hence, there is a need to address their needs for financing for further expansion,” he said.

With various levels of capacity and generally limited by the ability to access resources such as finance, technology, skilled resources and market, MSME owners are overcoming these challenges by raising awareness through available programmes, specifically in increasing their business acumen and the readiness to tap into opportunities that avail themselves of these resources.

“Admittedly this is a work in progress where Brunei has more businesses still in the learning stage, than we do in the advanced stage of awareness,” said Dr Haji Kamaruddin.

Then there are MSMEs which are ready at either start-up or operational level to apply for a loan; those with business ideas with potential to meet the needs of a targeted market, or are already operational and looking for further expansion.

These examples can be found in the service industry, including oil and gas, tourism, and retail, but he said that there has been more failure than successes in applying for business loans.

“Either way, these businesses encounter challenges that resulted in just a few successful applications,” he added.

Bearing these challenges in mind, he said that this indicates the need for financial institutions to be more aware of the needs of MSMEs, which are not well-suited to loan application prerequisites and terms for large enterprises.

Dr Haji Kamaruddin said that banking officers who process loans are mainly sales executives with neither business experience nor a good understanding of how businesses are run. “Businesses need the financial institutions to be their financial partner, to provide the needed guidance and mentorship that would enable them to successfully meet their obligations to the financial institutions,” he explained.

He also said that the applicants’ personal background and track record of their personal accounts also affects their ability to easily access business loans.

“To a certain extent, guarantors are also required to support their applications, especially guarantors who are deemed to have a stable employment in the government or at Brunei Shell Petroleum Co Sdn Bhd (BSP). This in itself is debilitating, as not all applicants have the required personal background and track record required, or the connections, which is deemed a bad practice that should not be encouraged.”

High loan interest rates that range from five per cent to greater than nine per cent is also another factor, which makes it impossible for a SME to successfully service their debt, he said, adding that this has posed a main challenge since 2015, when Brunei’s GDP growth rate experienced a downturn, and the country may not see increased growth until 2018 onwards as projected by credible regional institutions.

He believes, however, that there is an opportunity to work with the banking industry through the Brunei Association of Banks (BAB) and the Autoriti Monetari Brunei Darussalam (AMBD) to find a better way forward for MSMEs, specifically on the issue of securing access to finance and the experiences or challenges that the business community is experiencing.

Dr Haji Kamaruddin said that he believes that dialogue is the way forward. “It contributes to a better understanding of our business community and the chamber’s ability as the voice of the business community to communicate issues and recommendations to the relevant agencies, albeit the government agencies and/or institutions. In this case, it is between the National Chamber of Commerce and Industry Brunei Darussalam (NCCIBD) and AMBD; and the NCCIBD and BAB.

“Thus we believe that a continual closed-door dialogue with AMBD, and separately with BAB, would contribute towards finding a better solution in assisting MSMEs and their financing needs, and would be the foundation of a collaborative effort being established,” he added.

The IBC 2017, organised by the Centre for Islamic Banking, Finance and Management (CIBFM) in association with the BAB and AMBD carried the theme ‘Future Development of SMEs – Unlocking the Potential’. It is intended as a platform for local SMEs and financial institutions to share their experiences and provide new perspectives – especially from the standpoint of SME development in the Asean region, and also to promote Brunei as a prominent knowledge hub.

THE BIBD Perdana Privilege Banking invited over 100 of their Perdana customers for an Exclusive Viewing yesterday of the BIBD Timeless Timepieces which featured exclusive Swiss Made Horology by Avantist Watches, and special guest Swiss luxury watch brands – Hautlence and H Moser & Cie.

The event was held at the Royal Berkshire Hall of the Royal Brunei Polo and Riding Club, Jerudong.

The event began with welcoming remarks by BIBD’s Head of Retail Banking Group, Hajah Nurul Akmar binti Haji Md Jaafar, followed by talks by Chief Executive Officers of the luxury swiss brands.

This is the first time BIBD Perdana held such an event. The objective of this event was to promote Brunei’s local entrepreneur, Keeran Janin, who is the Co-Founder and Chief Executive Officer of Avantist watches.

Keeran explained that he began diving into watch-making two years ago when he was with Wu Chun, who he worked with on a number of different projects, and they thought of doing something different by establishing the watch company.

“I have always wanted to make a watch, I have been a jeweller for many years and I have had family living in Geneva for a few years,” said Keeran.

“During my travels there I found my passion for watches and I have always said to myself that I am either going to buy one of these big ones or build my own,” he added.

Keeran explained that when he embarked on the mission, he did not want to just look for a supplier to build a watch for him to stick his name on, he wanted to be a part of the process every step of the way from the design, to understanding the movements and making sure that the watch produced is top notch.

Spending a good year going back and forth to Switzerland, he felt the need to identify the best brands where he first connected with H Moser, one of the fast growing “new” brands that has been around for many years but are having a resurgence in the way that they are marketing and designing themselves as they are built around the spirit of entrepreneurship.

“Making a watch has been the hardest thing I have done in my entire life but the most rewarding,” said Keeran.

The watches on display for the exclusive viewing from Avantist comprised the 2017-2018 Legend Series Limited Editions which are watches made from the strings of the tennis racquet of Martina Navratilova, a Czech and American retired tennis player and coach, who won 18 grand slam singles titles during the Wimbledon Champion, French Open Champion and US Open Champion in 1984, the Wimbledon Champion and Australian Open Champion in 1985, the Wimbledon Champion and US Open Champion in 1986 and 1987, and the Wimbledon Champion in 1990, as well as the tennis racquet strings from Leander Paes, an Indian Professional Tennis player who won in the Wimbledon Champion, the US Open Champion and the Australian Open Champion in 2015, and the French Open Champion in 2016.

A 71 Times Khatam Al-Quran ceremony was held in conjunction with His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s upcoming 71st birthday celebration, in selected mosques throughout the country yesterday after a mass Asar prayer.

The ceremony was part of the continuation on the launching of the nationwide 71 Times Khatam Al-Quran ceremony for the mukim and village consultative councils and students last month as a monitoring ceremony on the reading of verses of the Al-Quran.

In Brunei-Muara District, the monitoring ceremony was conducted at the Jame’ ‘Asr Hassanil Bolkiah.

The guest of honour was Captain (Rtd) Abdul Rahman bin Begawan Mudim Dato Paduka Haji Bakar, Permanent Secretary at the Ministry of Defence.

Also present were members of the Legislative Council, deputy permanent secretary at the Ministry of Home Affairs, Acting Brunei-Muara District Officer, heads of departments and senior officials at the Ministry of Home Affairs, Ministry of Education, Ministry of Religious Affairs, mukim penghulus, village heads, members of the mukim and village consultative councils as well as officers and staff members at Brunei-Muara District Office.

This year, 692 participants have been selected to participate in the 71 Times Khatam Al-Quran ceremony.

The ceremony began with a mass recitation of Surah Al-Fatihah led by the guest of honour followed by the reading of verses of Al-Quran. The ceremony concluded with a special prayer seeking Allah the Almighty’s blessing for His Majesty’s good health.

The annual religious ceremony also served as a platform for citizens to express their gratitude to Allah the Almighty for blessing the country with peace and prosperity under the leadership of His Majesty.

Bruneians clinch second place in international Al-Quran reading competition

BRUNEI Darussalam’s Al-Quran readers – Awangku Muhd Adibul Amin bin Pengiran Haji Marjuki and Hajah Siti Noor Dzuhairah binti Awang Haji Damit – clinched second place in both the male and female Al-Quran recital categories of the 59th international Al-Quran reading competition held in Kuala Lumpur Malaysia.

The results were announced last night during the closing ceremony.

Awangku Muhd Adibul Amin with a score of 89.58 per cent, walked away with a cash prize of RM30,000 and a certificate of participation.

Hajah Siti Noor Dzuhairah, meanwhile, scored 86.63 per cent and also received RM30,000 and a certificate of participation.

The champion of the male category was an Iranian who scored 89.96 per cent, while a Malaysian was ranked first in the female category with a score of 91.52 per cent.

Earlier, Yang di-Pertuan Agong Sultan Muhammad V yesterday graced a state luncheon to fete judges and participants of the 59th International Al-Quran Reciters’ Assembly.

According to Bernama, the luncheon held at the Main Banquet Hall of Istana Negara was attended by 20 judges and 84 participants from various countries, including Singapore, South Africa, Kazakhstan and Iran.

Also present was Deputy Minister in the Prime Minister’s Department Datuk Dr Asyraf Wajdi Dusuki.

At the luncheon, guests were entertained by a nasyid performance from the Saujana group and a video clip on the Al-Quran recitation.

The six-day International Quran Reciters’ Assembly began on Monday at the Putra World Trade Centre (PWTC). It was participated by 70 countries.

Government targets 90pc customer satisfaction by 2019-2020

BY 2019-2020, the Brunei Government is looking to achieve a 90 per cent customer satisfaction level under its key performance indicator.

According to findings, the customer satisfaction level for 2015-2016 stands at 65 per cent.

Therefore, to reach the 90 goal, the projection target for customer satisfaction level must be increased to 70 per cent by 2016-2017, and 75 per cent by 2017-2018.

The targeted 90 per cent level, which is in line with the Brunei Vision 2035, was yesterday revealed by Management Services Department Acting Director Aminuddin bin Haji Buntar in his presentation ‘Delivery of Government Services,’ following the launch of the Customer-Friendly Services Programme.

Aminuddin pointed out that 12 government agencies with public dealings had not furnished the Management Services Department with information on customer satisfaction levels (for 2015).

Meanwhile, data collected has shown improvement in the handling of complaints. The performance indicator in solving complaints under Management Services Department for the periods 2015/2016 and 2016/2017 showed a drop in the number of complaints with 66 recorded in 2015/2016, compared to 40 this financial year.

The number of complaints resolved has increased, with 26 resolved in 2016/2017 as compared to 22 in 2015/2016.

The speed in resolving complaints too has increased by 30 per cent as compared with both financial years.

With the existing indicators showing that customer satisfaction stands at 65 per cent for the financial year 2015-2016, he said, “The indicator suggests that the Civil Service still needs to increase efforts to achieve higher customer satisfaction.

“This will require the concerted effort of all government agencies, with the involvement of leaders, management of the department, supervisors and frontliners and any individual rendering services. Without such effort, the target will be difficult to achieve,” he said.

MINISTER of Primary Resources and Tourism Dato Seri Setia Awang Haji Ali bin Haji Apong yesterday visited seven Agriculture Development Areas (KKP), existing farms (LSA) and wood manufacturing sites at Mukim Labi and Sungai Liang.

Legislative Council members YB Haji Umarali bin Esung, YB Haji Abdul Hamid bin Haji Mumin and YB Hanapi bin Mohd Siput, as well as officials from the Ministry of Primary Resources and Tourism (MPRT) accompanied the minister on the work visit to Syarikat Usaha Tani Deli Duman, Golden Chick Livestock Farm, Syarikat Kilang Papan Maju Sdn Bhd, Syarikat Kanglin Hydroponic Farming, Syarikat Brugoat Farming and Trading Sdn Bhd, Syarikat Wong Garden and Asia Enterprise Agri-Mart Sdn Bhd.

The visit enlightened the minister on the progress notched in the fields of agriculture, fishery and forestry in the areas of Mukim Labi and Sungai Liang. At the same time, it helped identify the issues faced by these establishments in terms of being an economic resource for the nation.

The minister observed the products offered by each company, as he toured the establishments alongside the owners.

One of the primary objectives of the work visit was to observe the establishments’ capabilities in contributing towards national economy by means of exportation.

Speaking to the Sunday Bulletin, Syarikat Brugoat Farming and Trading Sdn Bhd Director Hajah Rohzemah binti Haji Ismail noted that the company has been steadily expanding its facilities to provide goats and sheep to the local market, and hopefully, overseas eventually.

It was established in 2015 with only four open-sided sheds, and 1,200 Boer goats and Dorper sheeps imported from Australia.

Award winners share recipe for success

A CROSS section of students who won awards for academic excellence shared that concentrating in studies while in the classroom, revision of past years’ papers and reciting prayers to get blessings from Allah the Almighty are crucial ingredients for academic success.

They were talking to the Sunday Bulletin on the sidelines of the Excellence Awards presentation to some 887 primary and secondary students from public and private schools yesterday at the International Convention Centre (ICC) in Berakas.

Mohd Fikri bin Haji Ali from Paduka Seri Begawan Sultan Science College (MSPSBS) attributed his success to paying attention in the classroom, doing what has been instructed by the teacher, revising past year papers and praying to Allah the Almighty.

“I scored three A*, five As and one B in last year’s GCE ‘O’ Level exam with an aggregate of nine. I aim to excel in the upcoming ‘A’ Level exam and get enrolled in a prestigious university. I would like to become an engineer in the future.”

Kon Jia Yee, also from MSPSBS, said, “I did a lot of past years’ papers and aim to do well in the upcoming ‘A’ Level exam. I hope to join a university later.”

She also obtained an aggregate nine with three A*, five As and one B in the GCE ‘O’ Level.

Meanwhile, Khine Min Min Thein from Jerudong International School (JIS) who obtained five A stars, three As and one B with an aggregate of six, said she was awarded for getting A* in Malay and Maths in the IGCSE exam last year.

“I revised a lot before the exam and my future plan is to study medicine,” she said.

Khairuddin Adli bin Haji Ali from Danau Primary School, who scored five As in last year’s PSR exam, said he revised a lot prior to the exam especially past years’ papers. He aspires to be an engineer.

Government initiates programme to improve customer services

FRONTLINE civil servants will be expected to provide better customer service to members of the public following the launch of the ‘Customer Friendly Service Programme’ by Dato Paduka Awang Haji Mohamad Roselan bin Haji Mohamad Daud, Acting Minister at the Prime Minister’s Office (PMO) yesterday at the Theatre Hall of the PMO building.

The ‘Customer Friendly Service Programme’ is an initiative by the PMO’s Management Services Department aimed at improving customer satisfaction levels. A total of 40 government agencies have been identified as having to frequently deal with customers.

In his remarks, Dato Paduka Awang Haji Mohamad Roselan explained, “In the era of globalisation and a changing environment, the main challenge, especially for government agencies is to continue to improve customer satisfaction and to be more responsive to the needs of the public.”

Recalling His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s titah in conjunction with the 22nd Civil Service Day in 2015, he further highlighted, “His Majesty stated that the civil servants need to understand the public’s needs, especially those of entrepreneurs and investors. They always expect the best: fast, quality treatment and the demonstration of leadership; if we fail to deliver this, this signifies failure on the government’s part.

“The government has always tried to introduce and implement programmes as well as activities that are geared towards providing excellent and the best services. This is evident in Brunei Darussalam’s improvement in the Ease of Doing Business (EODB) rankings in recent years,” the acting minister stated. “This drive to improve Brunei’s EODB was led personally by His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office, as Chairman of the Steering Committee of the movement.”

Through a whole-of-government approach, the acting minister said that “various initiatives have been implemented including the introduction of processes as well as new regulations aimed at improving customer service and facilitating the set up of businesses in Brunei Darussalam”.

Dato Paduka Awang Haji Mohamad Roselan added that the country must not be complacent, and still needs to keep looking for areas where customer service can be improved. Working towards this, the Government of His Majesty has also drafted a Civil Service Framework (RKPA), which was first introduced in 2016.

The RKPA, he pointed out, “supports the realisation of Brunei Vision 2035 through one of its strategies, an institution development strategy which plays a role towards providing Excellence Service Delivery as an outcome on the national level. The PMO as the joint lead places focus on service delivery in the public service, and this is measured through the Government Effectiveness Index.”

As a means towards improving the Government Effectiveness Index, Dato Paduka Awang Haji Mohamad Roselan said, “The RKPA has helped the government in the reformation of the civil service. It serves as a transformational action plan, giving focus on leadership, excellence in governance, and providing services to facilitate the economic growth of the country. RKPA is supported by three themes, namely leadership excellence, organisational productivity, and pro-business and pro-public environment.”

The PMO, he revealed, “has set the target of 90 per cent level in customer satisfaction for the financial year 2019/2020 through its key performance indicators (KPIs) under the theme Pro-Business and Public Environment. The anticipated outcome is an increase in customer satisfaction levels which will be measured through the Customer Feedback Survey conducted by the Management Services Department.”

Yesterday’s launching ceremony was also attended by the permanent secretaries, deputy permanent secretaries, heads of departments and officials from various ministries.

“The advancement in technology following the explosion of knowledge requires us to balance speed and development. Hence, students should possess and strengthen their technological skills effectively which could assist them in acquiring wide knowledge in this borderless world,” the minister said.

“Students’ ability should also be enhanced in the aspects of thinking critically, systematically, creatively as well as in interpersonal development and collaboration. With this, the students will be in high spirits to produce changes that equip them in facing challenges in life.

“Based on these critical factors, we should act fast to make appropriate changes to fulfil these needs. In this context, our education curriculum should be able to meet these demands,” he added.

According to the minister, to make teaching approaches more effective, the Ministry of Education has brought in international coaches and foreign school leaders who have commendable skills in teaching and leadership.

“Implementing any changes requires that the efforts of the ministry should be welcomed by school authorities, especially teachers. And teachers should show willingness and cooperation to ensure that the impact of such changes produces maximum result.

“Today’s conventional teaching methods like ‘chalk and talk’, ‘rote-learning’ and ‘drilling’ are not appropriate and less effective in attracting students’ interest to learn according to their capability. Therefore, I wish to stress the need for ‘differentiated instruction’ approach to be implemented and strengthened to ensure that no students are left behind,” the minister added.

The award ceremony was organised by the Department of Schools, the Department of Examinations and the Private Institutions Section of the Ministry of Education in collaboration with University of Cambridge International Examinations (CIE).

The event acknowledged the excellent and outstanding achievements of primary students in the Primary School Assessment (PSR), secondary and sixth form students in their Pearson Business and Technology Education Council (BTEC) Level 2 Diploma, International General Certificate of Secondary Education (IGCSE), Brunei-Cambridge GCE ‘O’, ‘AS’ and ‘A’ Levels held in October/November last year. The students were ranked Top in the World, Top 10 in the World, Top in Brunei Darussalam, High Achievement and Best Across in various academic fields.

The PSR 2016 award was presented to Year 6 students who achieved 5As in all the subjects. ‘Top in the World’ was awarded to those who gained the highest standard mark in the world for a single subject.

Top 10 in the World is defined as those who ranked 1st to 10th in the world based on standard marks scored in the exams in various subjects.

The Top in Brunei Darussalam award went to those who scored the highest standard marks in Brunei Darussalam.

The High Achievement award was presented to students who achieved the best standard mark while Best Across award was handed over to students who achieved the first, second and third cumulative total standard marks in Brunei over a range of seven, eight, nine Cambridge ‘O’ Levels; three to four Cambridge International ‘AS’ Levels; and three and four Cambridge International ‘A’ Levels.

A total of 887 students received their awards in the ceremony, of which 71 received the Cambridge Outstanding Achievers awards. They comprised 32 students in the ‘O’ Level, 25 students in ‘AS’ Level and 14 students in ‘A’ Level category.

In the Top in Brunei Darussalam award category, 27 students received the awards for their ‘O’ Level achievements in 23 subjects.

In the ‘AS’ Level exam, five recipients were ranked Top 10 in the World of which three recipients were awarded for General Paper (International), one for Sociology and another for Thinking Skills.

In the ‘AS’ Level category, 15 students received the Top in Brunei Darussalam award in 13 subjects. In the ‘A’ Level exam, only one received the Top 10 in the World award in Psychology. There were nine recipients for the Top in Brunei Darussalam award in ‘A’ Level exams in 11 subjects.

This year, two students from Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah received the High Achievement awards in ‘O’ Level exam for Ulul Al-Quran (Brunei) and Tafsir Al-Quran (Brunei).

In the ‘AS’ Level exam, four students achieved the High Achievement award in four subjects, namely: Computer Science, Design and Technology, Literature in English and Physical Education, while in ‘A’ Level, only one student achieved this award – in Computer Science.

Private sector exhorted to join PPP bandwagon

THE Minister of Energy and Industry at the Prime Minister’s Office (PMO), Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar said the government welcomes more Public-Private Partnership (PPP) initiatives and is ready to work hand in-hand with the private sector in the country’s drive to inculcate entrepreneurial skills among the younger population and boost the economy.

Speaking to the Sunday Bulletin on the sidelines of the signing of an agreement between the Federation of Brunei Malay Entrepreneurs (PPPMB) and DARe (Darussalam Enterprise) to establish a cubicle incubation site to nurture and monitor the development of micro enterprises, the minister, who is also the Chairman of DARe, lauded the initiative and urged more parties in the private sector to come forward and join the bandwagon.

“The most difficult phase in a business is during the initial start-up phase, where they need to find their footing, so having a dedicated location where businesses can be guided properly will be beneficial in helping them grow… this is something that micro, small and medium enterprises (MSMEs) are working for,” he said, noting that the signing of the agreement with the PPPMB will enable new businesses to increase their business skill levels, with the ready access to good mentorship and training.

The minister also stressed that it is now time for the private sector and other business organisations to take action and come up with different initiatives to aid in the development of MSMEs. “PPPMB took the initiative to come up with this project with its own money, and has actually backed up its talk with real actions through the delivery of this project,” he added.

He said that it would be of no good use if, after holding hundreds of conferences to discuss and come up with ideas to tackle the issue of MSME growth, no actual implementation of such ideas are carried out.

“PPPMB has said that it will help to create a dedicated space for individuals to start up their businesses, and at the same time, DARe will work with it in areas of training such as conducting of accounting courses, marketing and gaining access to finance, and will also help it by giving out microcredit, so in a way, this is a joint work between the government and PPPMB,” he said.

The minister expressed his belief that other organisations will follow the footsteps of PPPMB and urged business organisations and associations to deliver what has been said in numerous conferences.

According to the minister, PPPMB is committed to ensuring good results from the project and said it will be monitoring these start-ups and work with them closely to take them to the next level by providing them training and exposure to both the local and foreign business environment through expositions in regions such as China, Korea and Japan.

“We will continue to give them the much-needed exposure to enable them to fully grasp what it takes to be an MSME and an entrepreneur, how they can get better through capacity building, which will in turn contribute to Brunei’s GDP…this is how we are going to nurture MSMEs and His Majesty’s Government will continue to work with organisations to help them grow,” added the minister.

The cubicle incubation site, called ‘Projek Kubikel Belia’, will be housed at the Beribi Industrial Complex, featuring 12 3m by 2m cubicles, and will be offered to entrepreneurs below 40 years who are members of PPPMB for $90 per month. PPPMB will begin renovation of the site upon the signing of a tenancy agreement, after which entrepreneurs will be allowed to start their operations soon.

PPPMB President Dr Haji Abdul Latif bin Haji Chuchu said the initiative gives local entrepreneurs – who are still in the early stages of their business development – an opportunity to test and further develop their products and services.

“The provision of affordable incubation allows our local entrepreneurs to get started more easily before they are ready to scale up and expand their businesses into much larger operations,” said Dr Haji Abdul Latif, adding that the start-ups would also be provided mentorship and given the chance to cross-collaborate with one another.

DARe Chief Executive Officer Javed Ahmad in his speech said that the incubation space will give entrepreneurs the chance to develop their products and services, and at the same time provide much-needed experience and knowledge in entrepreneurship. “This effort is in line with DARe’s mission of supporting businesses from their start-up phase to growth phase. We guarantee the PPPMB that we will work closely with the incubatees and give them the right training, market access and funding,” he said.

Javed also welcomed associations and other companies to apply for the development of DARe’s industrial sites.

During the ceremony, Dr Haji Abdul Latif signed the tenancy agreement on behalf of PPPMB at the Design and Technology Building in Anggerek Desa, while Ahmad signed for DARe. The signing was witnessed by Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin.

The incubation facilities, located at Unit 5, Block C of the Beribi Industrial Complex next to the PPPMB office, will be equipped with air-conditioning and facilities for food-based businesses. Parties interested in becoming members of PPPMB are welcome to visit them at their office in Beribi.

DARe manages 30 industrial sites and complexes throughout the country to support the growth of MSMEs. Further information on the available facilities and site application process is available online at www.dare.gov.bn.
