340 children have a ball at Grassroots Festival

A TOTAL of 340 children participated in yesterday’s National Football Association of Brunei Darussalam (NFABD) Grassroots Festival in Partnership with DST at NFABD House’s Artificial Turf.

The festival was held in conjunction with the Asian Football Confederation (AFC) Grassroots Football Day on May 15.

Divided into two age groups, five to nine years and 10 to 12 years, the festival taught the children the basics of football such as ball control, running with the ball and striking the ball.

Walk-in registration started at 7am, after which the players did a brief warm-up and were divided into groups to work on the different techniques.

The players also played small-sided games, which helped them learn quicker as they got more touches on the ball and had to make more decisions.

The field was divided into 10 stations for each age-group, with the players moving from one station to the next after a few minutes to complete all the activities.

Projek Ikan Pusu sent 70 children to the half-day event, Dash Academy sent 40, and the rest were comprised of students from 10 invitational schools in the Brunei-Muara district.

NFABD distributed free jerseys sponsored by DST for the participants.

An annual event now in its fourth year, NFABD first organised the festival in 2014 and 999 children took part in last year’s festival which was held in all four districts.

This year’s event was held at NFABD House as NFABD alternates organising it in Brunei Muara and all four districts.

Brunei Darussalam – through NFABD – won the AFC President’s Recognition Award For Grassroots Football (Aspiring Category) for the second time running last year for the efforts in developing grassroots football in Brunei.

The AFC Grassroots Day participation has doubled since its inception in 2013, with a record-breaking 37 Member Associations participating last year.

Grassroots football forms the basis for success at all levels, and NFABD aims to enhance the football landscape to build a better and brighter future for tomorrow’s generation. As NFABD strives to strengthen the foundations for football to thrive, strong grassroots is a key success factor for the youth and adult levels to succeed.

Family left homeless after Kg Sungai Matan house collapses into river

A FAMILY of eight escaped unscathed, after their wooden house in Kampong Sungai Matan collapsed into the Brunei River at around 6.15am, yesterday.

Six personnel from the Fire and Rescue Department, led by ASO Yussof bin Haji Mohammad, were immediately despatched to the scene, following a distress call at 6.26am.

An investigation by the Fire and Rescue team determined that the structure was unsafe for entry, as the river level was at high tide at the time.

The house belonged to Haji Hasbi bin Matyassin, who lived there with his wife, mother, daughter, two sons and a granddaughter.

In an interview with the Bulletin, Haji Hasbi’s daughter, Haslinda, said that the house collapsed seconds after they heard creaking sounds.

“When it fell into the water, it didn’t collapse entirely. Alhamdulillah, nobody was badly hurt. Our neighbour was waiting for us outside with a boat, so we swam towards it.

“Meanwhile, my two brothers, who were in another section of the house, rescued our father with their boat.”

Her aunt was staying over for the weekend, when the incident occurred.

Relatives and neighbours assisted the family with their belongings, but were unable to do much as the electricity to the house was still connected, creating a risk of electrocution.

“The Marine Fire and Fescue arrived in less than 15 minutes to monitor and report on the incident, while personnel from the Department of Electrical Services arrived at 9am, to cut off the electricity so that we could move some of our personal belongings,” said Haslinda.

One of the family members required treatment from a paramedic on the scene, after sustaining minor injuries.

Meanwhile, representatives from the Community Development Department (JAPEM) have approached the family to gather information and enquire on a temporary shelter for them.

Haslinda said that her family will probably take up temporary shelter with their neighbours, or with relatives.

“I believe that our house collapsed due to soil erosion from the recent rains,” she said, adding, “We have been living there since 1994, so it is a very old house.”

The family is also hoping for assistance from members of the public, as they are concerned about posing a burden to the neighbours and relatives through their temporary living arrangements.

THE Forestry Department and 17 secondary schools in Brunei Darussalam planted about 200 trees at Berakas Forest Reserve, yesterday.

The event, in line with ‘The Green Wave’ project, was organised in conjunction with the International Day for Biological Diversity.

This was the 7th year Brunei Darussalam has participated in the project.

The project supports the objectives of the Convention on Biological Diversity, the world’s international treaty that promotes the conservation and sustainable use of biodiversity and the fair and equitable sharing of the benefits derived from genetic resources.

It aims to raise awareness and educate young people – tomorrow’s leaders and citizens – on the loss of biodiversity that’s taking place across the world and the need to take action to preserve life on Earth.

THE Asean Centre for Biodiversity (ACB) celebrated the International Day for Biological Diversity yesterday.

This year’s celebration, themed ‘Biodiversity and Sustainable Tourism’, focusses on raising awareness about the key contributions of sustainable tourism to economic growth and to the conservation and sustainable use of biodiversity.

Home to a wealth of picturesque natural sites, the Asean region has become a prime destination for backpackers, adventure-seekers, and tourists to experience the rich biodiversity, astonishing landscapes, and breathtaking seascapes found in Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam.

Among tourist destinations in the region are 38 Asean Heritage Parks – protected areas of high conservation importance, preserving a complete spectrum of representative ecosystems and species of the Asean region.

The 10 Asean member states are promoting the protection of Asean’s natural heritage through these sites. They are implementing the Asean Heritage Parks Programme to instil greater awareness, promote conservation, and provide a sense of pride and enjoyment of the rich natural heritage sites among the Asean people.

These key life-supporting major ecosystems have provided a common agenda and united the countries to better protect the environment and take responsibility and leadership for the sustainable management of their shared resources. One goal of the programme is the promotion of recreation, tourism, and ecotourism in these parks.

This International Day of Biodiversity, the private sector is called on to support the conservation of natural heritage sites through the Adopt an Asean Heritage Park Programme by sponsoring training activities for park managers and rangers; building much-needed infrastructure; supporting communication, education, and public awareness activities; and providing transportation for park workers can make a big difference for Asean Heritage Parks and biodiversity conservation efforts in the region.

Everyone is encouraged to know more about these Asean Heritage Parks and experience the many wonders that these natural treasures have to offer.

Tourists can help preserve the integrity of the environment by respecting natural habitats and the wildlife found in these areas; disposing waste responsibly; respecting local communities living in travel sites; and choosing nature-friendly accommodation.

Brunei’s big leap from 2019

BRUNEI’S economic growth and macroeconomic balances are expected to strengthen markedly from 2019 onwards as new energy downstream facilities come on-stream, the International Monetary Fund (IMF) said.

In 2017, pending a full pick-up in the construction of large foreign direct investment (FDI) projects, the economy is projected to register a smaller decline, with growth turning positive by 2018, its Executive Board said while concluding IMF’s 2017 Article IV consultation with Brunei Darussalam.

Fiscal balances are projected to recover over the medium term, but remain in deficit for several years.

The current account (CA) surplus is projected to narrow further until 2018 due to imports associated with the construction of FDI projects. Main risks arise from further unscheduled shutdowns and lower-for-longer oil and gas (O&G) prices that could further reduce fiscal revenues and impact the viability of the country’s longer-term energy strategy, the board noted.

Brunei’s growth outlook is challenging in the near term, but improves towards the medium term, the Executive Board said.

Continued production challenges associated with ageing O&G fields and further government spending restraint is projected to result in negative GDP growth in 2017.

Growth would turn positive in 2018 reflecting the bulk of investment execution for an integrated petrochemical refinery and a fertiliser plant. Large imports linked to the construction of these two projects would lower the CA surplus in 2017-2018.

The trend of mild deflation is projected to ease by 2018, mainly as a result of higher import prices.

Fiscal balances are projected to recover slowly and remain in deficit territory before approaching balance in 2022.

Over the medium term, the growth outlook further improves with the start of downstream production from the aforementioned projects, a new gas field, and public investment under the next five-year development plan. These are projected to result in robust GDP and export growth in 2019-2022, the board noted.IMF

Building on a track record of policy reforms, Brunei Darussalam’s economy is adjusting to lower O&G prices. While the country possesses sizable buffers, the authorities have continued structural reforms aimed towards ensuring long-term sustainability and intergenerational equity, increasing productivity and competitiveness, and diversifying the sources of growth, it added.

Latest estimates showed that real GDP in 2016 further declined by 2.5 per cent, contracting by less than projected.

Unscheduled shutdowns were the main factor that disrupted O&G production.

Meanwhile, the decline in non-O&G GDP reflected mainly the ongoing fiscal consolidation.

Inflation averaged -0.7 per cent in 2016, driven by a downward correction in the housing rental market, lower air transport costs, and a continued decline in food-related import prices.

The current account surplus is estimated to have narrowed further on lower O&G exports.

Earlier, the IMF had projected Brunei’s GDP growth to be -1.3 per cent this year, which it said is likely to rise to 0.7 per cent next year (2018).

During the Legislative Council session in March this year, the country passed a B$5.3 billion budget for the 2017-2018, projecting a fiscal deficit of B$1.85 billion, way below the deficit the country experienced last year.

The expected government income for the fiscal 2017-2018 is projected to be B$3.45 billion.

The IMF board said that building on reforms prior to the late-2014 oil price slump, the government launched the latest series of reforms since 2015, aiming to reduce wastages, and implementing structural reforms to support FDI, small and medium-sized enterprises (SMEs) and economic diversification.

Brunei was among the most improved economies in the 2017 Ease of Doing Business rankings. Recent advances include substantive progress on improving the regulatory environment, the implementation of programme and performance budgeting for all ministries, and facilitation of FDI projects and SME development through agencies that were newly created in early 2016.

Meanwhile, the aggregation of government-linked companies under Darussalam Assets aims to enhance productivity, efficiency and profitability. In addition, a Financial Sector Blueprint has been released to help develop the financial sector over the next decade, it added.

The FY2017/18 budget of B$5.3 billion was passed in March 2017 with a theme of balanced expenditure to support sustainable economic growth.

Policies announced during the budget included new excise taxes on sugary drinks and products and mono-sodium glutamate and increased tobacco excises, an income tax board of review, as well as the establishment of a new SME bank, a free trade zone to support exports, and an apprenticeship programme for unemployed graduates, the Executive Board said.
