SHAH United are looking forward to competing in the Asean Football Federation (AFF) Invitational Futsal Club Championship from July 2-8 in Bangkok, Thailand.

Drawn in Group ‘A’, Shah United will be up against two-time defending champions Port FC from Thailand, Indonesian side Permata Indah and a yet to be confirmed club from Myanmar.

The draw was officially published on AFF’s website earlier this week, and Shah United’s manager Khaier Shukrie bin Haji Md Lazim said his team are eager to test themselves against top futsal clubs in the region.

“This will be a good platform for the team and will serve as a test for us against some of the best clubs around the region,” he said.

“At the same time, this gives us exposure playing in a high level competition.

“With this competition, all of the teams in the Brunei Futsal League have a target to play for and will make the extra effort so they can compete internationally,” he added.

Shah United start their campaign against the Myanmar side on July 2 before facing Permata Indah on July 3 and Port FC on July 4. Group ‘B’ comprised East Coast Heat (Australia), Melaka United (Malaysia), Sana Khanh Hoa (Vietnam) and Vientiane Capital (Laos), with the top two teams from each group progressing to the semi-finals.

“The draw is a bit tough as we are pitted against representatives from Thailand and Indonesia, and we all know how good their players are,” said Khaier of the draw.

BRUNEI Darussalam have been drawn in a tough Group ‘B’ alongside record winners Thailand in the Asean Football Federation (AFF) Futsal Championship in Ho Chi Minh City, Vietnam from October 23 to November 3.

With the exception of Timor Leste, the young Wasps have been drawn in the ‘Group of Death’ with Indonesia and hosts Vietnam turning their attentions to an automatic berth in the Asian Football Confederation (AFC) Futsal Championship.

While the War Elephants are odds on favourites to secure an unprecedented 13th title, the minimum target for most of the teams is to earn a ticket to the AFC proper in February 2018.

The AFF tournament serves as a qualifying platform for the Asean zone including Australia with other regions also set to do the same such as the West, South and Central zones as well as the East zone.

Thailand automatically qualified for the 2018 tournament after finishing in third place in the 2016 edition.

The War Elephants thumped Vietnam 8-0 in the third place playoff to ensure an imminent return to the continental showpiece following the likes of eventual winners Iran and runners-up Uzbekistan.AFF Futsal 2017

Since Thailand have already qualified, an extra spot will be awarded in Group ‘B’ with a team possibly missing out on a knock-out stage likely to take the place.

As for Group ‘A’, the top two teams will not only seal a place in the last four but will also directly advance to the AFC Futsal Championship.

The AFF meet will be held for the second time this year with the previous edition held in January after it was initially mooted last October.

The Wasps missed out on a chance to seal what would have been a historic progress in the knock-out stage after slipping to an 8-6 defeat to Timor Leste despite leading the match.

With Thailand huge favourites as group winners, the second spot was up for grabs made possible after Vietnam and Singapore pulled out from the tournament.

Brunei’s best showing in the AFF competition is fourth place having achieved the feat three times in 2001, 2005 and 2008.

Thailand trounced Myanmar 8-1 in the final to secure their 12th title though unlike the upcoming edition none of the qualified teams who reached the knock-out stage earned the right to represent the Asean zone in the AFC Futsal Championship.

Myanmar, Malaysia, Laos, Philippines and Australia complete Group ‘A’.

A look at China-Brunei relations, through the Asean window

|     Fadley Faisal in the People’s Republic of China     |

CHINA’S Silk Road, which has a 2,000 year history, was introduced by a German geographer. China today wants to preserve this age-old legacy.

The Communist Party of China, the heart of the central government, has made reforms and opened up the country’s doors to foreign investment, first in the 1980s, and more recently with President Xi Jinping’s reinforcing of reforms with the ‘One Belt, One Road’ initiative.

China’s economy has entered a state of “the new normal”, characterised by medium- to high-speed growth, optimised and upgraded structure, new economic drivers and multiple challenges. This economic state will bring opportunities to the world’s economic recovery.

China has a vision of sharing its “new normal” economic state by way of mutual interest and cooperation in the economic development of each willing participant country. The idea of One Belt, One Road is to create a community of common destiny through China’s strategy of inclusion.

Journalists from 10 Asean member countries, including myself – representing Brunei Darussalam, were invited to join a group of local China Report Asean journalists and officials from the Asean-China Centre (ACC) to tour places of interest and local industries, as well as exemplary trade zones and cities in the Hunan and Jiangxi provinces of the People’s Republic of China from April 17 to 27.

The theme of the visit was ‘China-Asean Media Journey on the 21st Century Maritime Silk Road 2017,’ and it was the third media tour of its kind organised.

The tours are meant to realise President Xi Jinping’s vision of reviving the ancient Silk Road by incorporating modern transportation and communications – in this case, through the power of the media.

Asean journalists as well as members of China Report Asean and the Asean China Centre while in the People’s Republic of China. – CHINA REPORT ASEAN

I was the only journalist to have had the chance to be in the company of the presidents of non-governmental organisations (NGOs) from various East Asian and a few Asean countries during this trip – my second under the China Association for International Understanding’s (CAFIU) invitation.

The first was a media cooperation invitation to global media representatives by the People’s Daily for discussions over the One Belt, One Road initiative.

In my personal opinion, the 21st Century boasts a better chance for global trade despite the financial crises along the way, especially with China – currently in its economic state of the “New Normal” – deciding to further solidify its opening-up policy particularly in the areas of trade and economic cooperation.

The modern Silk Road – if I may term it as so – is the bridge between China and the West.

The One Belt, One Road policy links China to Europe by way of Central Asia, Southeast Asia, South Asia and Africa, with a ‘win-win’ situation being its ultimate aim. This reality might not be immediately realised, however, and the initiative needs to be given time before benefits for all parties can be seen.

Brunei on the other hand, being a small country with one of the highest GDPs, has been overhauling its infrastructure to improve communication and transportation, and utilising its oil riches to implement Foreign Direct Investment (FDI) projects as a measure to diversify away from an over-dependence on the oil and gas industry.

Brunei, with her high purchasing power, offers China good FDI opportunities; it is a mutually beneficial economic alliance, particularly considering the expertise of China’s giant corporations, with their R&D capabilities.

Brunei is also able to sell products and services to the Chinese market, most notably via its multimillion-dollar Brunei Halal business. Brunei’s Halal industry is regarded as one of the best – if not the best – globally.

China has recognised the point of contact in China-Asean relations set up five years ago to deepen cooperation. ACC has today lived up to its name, emerging as a key focal point in China-Asean trade efforts.

ACC Secretary-General Yang Xiuping, speaking at a reception marking the fifth anniversary of the Asean-China Centre on November 3, 2016, said Asean member countries and China are close neighbours with profound friendship.

The sustained development of Asean-China Strategic Partnership has given strong impetus to ACC’s work. This year is the 25th anniversary of Asean-China dialogue relations and the Year of Educational Exchange. Moreover, it marks the start of the Asean Community and China’s 13th Five-Year Plan.

In this crucial year of building on past achievements to pave the way for new progress, ACC has made enormous efforts to implement 19 flagship projects and to organise or participate in more than 100 activities – which have produced good results.

The ACC, in its 2016 annual report, stated that the trade volume between Asean and China reached USD452.2 billion and accumulated two-way investment exceeding USD170 billion.

China has for a number of years been Asean’s largest trading partner, while Asean has been China’s third largest trading partner. Asean is also China’s fourth largest export market and second largest source of imports.

Japan proposes technical cooperation with Brunei

|     James Kon     |

TO CONTRIBUTE to the diversification of Brunei’s economy, Japan is planning technical cooperation with the Sultanate on a cost sharing basis.

The Japanese Government has already proposed a draft agreement on technical cooperation to be signed by the Brunei Government.

Once it is signed, Bruneian officials could participate in training courses in Japan and Japanese experts can travel to Brunei to deliver seminars and provide technical advice, said Noriko Iki, the outgoing Ambassador of Japan to Brunei Darussalam.

In an exclusive interview with the Bulletin at the Japanese Embassy on Monday, she explained why the Japanese Government cannot fully sponsor the scheme because Japan is a member of OECD (Organisation for Economic Cooperation and Development) which has a rule limiting the Official Development Assistance (ODA) recipient countries according to per capita gross national income.

On the solid bilateral ties between Brunei and Japan, the envoy said, “Japan is the No 1 trading partner of Brunei Darussalam.

In 2015, Japan’s imports from Brunei amounted to $2,348 million and exports from Japan to Brunei stood at $121 million.

“However with the drop in oil and gas prices, the total trade value decreased in 2016 during which period Japan imported goods and services worth $1,688 million from Brunei and exported $83 million of goods and services to the Sultanate.”

According to her, the main import item from Brunei to Japan is liquefied natural gas (LNG) and the decrease in trade value in 2016 was caused by the decline in LNG prices despite the trade volume remaining the same.

The Japanese Ambassador, who has been in the country since 2014, said another potential area of cooperation between the two countries is the food industry.

“Japanese food is gaining popularity in Brunei, and currently, there are more than 30 Japanese restaurants in the country. On the other hand, Japan requires more Halal food as the country is looking at receiving an increased number of Muslim tourists, especially when it hosts the 2020 Olympics and Paralympic Games. I believe that with more efforts from Brunei and Japan, we can increase food-related trade and investment.”

Noriko Iki also highlighted the need to completely lift the restrictions on food imports from Japan to further boost food sector cooperation between the two countries.

“The restrictions were introduced as a result of the huge earthquake in eastern Japan and the subsequent nuclear power plant accident in 2011. Thanks to the efforts of the Government of Brunei, the restrictions have been gradually relaxed and we hope that they will be completely lifted in the near future.”

On the recent launch of the $52-million, Japanese-associated SCTSB & VAM@BRN OCTG project in Brunei by His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office, the envoy commented, “First of all, I would like to express my sincere appreciation for the generosity and understanding of His Royal Highness who was present to officially launch the project on May 10, 2017. The project is a great example of Japanese investment that can contribute to the diversification of Brunei’s economy and create local employment.”

Besides SCTSB & VAM@BRN OCTG, she said, “Another good example of Japanese investment is MC Biotech, an astaxanthin production project which started operation in July 2016. The characteristics of these Japanese investments have been consistent with its initial commitments to hire local workforce, introduce new technologies and transfer knowledge to local workforce. I am so proud of these FDI projects from Japan – including BLNG and Brunei Methanol Company.”

On attracting tourists from Brunei to Japan and vice versa, the outgoing Japanese Ambassador agreed that resumption of direct flights between both countries will be beneficial in attracting not only tourists but also investors, while also hoping that Royal Brunei Airlines will fly directly to Japan again in the near future.

“We can have a win-win relationship if we cooperate in attracting tourists. This April, Japan invited a group of Bruneian youths to promote Muslim tourism in Japan through our youth exchange programme called JENESYS. When Brunei tourism found out about the programme, they decided to hand out tourism brochures on Brunei to the participants to promote the Sultanate in Japan.”

Besides increasing the frequency of visits by Japanese travel agents to Brunei, she suggested that more Japanese travel programmes needed to be made on Brunei.

“Two years ago, a Japanese TV channel broadcast a travel show in Brunei and immediately after the programme, we saw an influx of tourists from Japan to Brunei.”

She also revealed that the Japanese Embassy is in talks with Radio Television Brunei (RTB) to start a programme to introduce Japanese culture in Brunei and attract more Bruneians to visit Japan.

THE economic growth projection for Brunei Darussalam this year and the next by the International Monetary Fund (IMF), as well as IMF’s recommendations were spelt-out at a briefing on the country’s economic performance yesterday at the Ministry of Primary Resources and Tourism (MPRT).

For 2017, the IMF expected that gross domestic product (GDP) for Brunei Darussalam will contract again at a rate of 1.3 per cent, while for 2018, the IMF projected that GDP will increase by 0.7 per cent only.

Meanwhile, the Department of Eco-nomic Planning and Development (JPKE) officials said, the economic performance of the country has shown a negative growth or contraction in recent years. In 2016, GDP decreased by 2.5 per cent, following a 0.4 per cent decline in 2015. The decline was largely due to lower output of oil and gas sector in recent years.

To compensate for the decline in output of oil and gas sector and help efforts to diversify economic activities and generate GDP growth, it was recommended for the output of sectors outside of oil and gas to grow drastically.

Productions outside of oil and gas sectors include agriculture and fisheries; the manufacturing; services; transport (transportation and logistics); info-commu-nications; financial services (banking and insurance); tourism, and trade.

At the end of the session, officials from MPRT presented a briefing on the ministry‘s target to increase the contribution of agriculture, fisheries and forestry from one per cent of GDP ($200 million) in 2015 to five per cent ($1 billion) by 2020.

THE Ministry of Culture, Youth and Sports (MCYS) continued its Kembara Ramadhan Charity Programme 2017 yesterday with a donation presentation ceremony for five less fortunate families in the Brunei-Muara District.

The recipients included senior citizens and differently abled people.

The annual outreach programme of the ministry aims to extend community and welfare activities in conjunction with the holy month of Ramadhan.

The charity event yesterday saw Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Culture, Youth and Sports, visiting the houses of the donation recipients, accompanied by senior officials.

The house was built on a land plot belonging to the younger brother of Wahid in Kampong Junjongan Limau Manis.

The couple, living in a dilapidated shelter at the same location, refused to be relocated to another place as they wanted to live near their family members and because the location is ideal for them to find a source of income.

Thus, to ensure the safety, welfare and comfort of the couple, one being vision impaired, the Community Development Department (JAPEM) decided to help them acquire a safe and comfortable cabin house.

The programme continued with the presentation of basic living essentials and Raya hampers to four underprivileged families in Kampong Mulaut, Kampong Masin and Kampong Batu Ampar, Limau Manis.

Joining the minister’s entourage included permanent secretaries, heads of departments, senior officials at the Ministry of Culture, Youth and Sports and departments under it and representatives from the Brunei-Muara District.

The ministry’s Ramadhan charity donation specifically aims to lessen the burden of less fortunate families, senior citizens and people with different abilities during the holy month of Ramadhan and bring more joy to them during Hari Raya.
