A DELEGATION of 36 students and four teachers from International School Brunei (ISB) yesterday left for Vietnam for their Year 10 Service Project to assist less fortunate villagers of the hill tribes in Sa Pa, Vietnam.

The delegation – led by ISB Community Service Head Maggie Rait – will be in Ta Van Village to install a water filtration system and carry out renovation works on the village’s boarding school. Also onboard are ISB Pastoral Secretary Joyce Wong, ISB Year 10 Class Head Chris Trewern and ISB English teacher Mike Bishop.

“We will also be undertaking various cultural activities to enhance students’ global citizenship and international mindset. Apart from service works, we will also be setting up educational links and sharing teaching strategies and ideas with the boarding school,” Rait told the Bulletin.

In the previous year, ISB took part in a similar service project in Phat Minh Pagoda Orphanage in Ho Chi Minh City, where Year 10 students delivered donations and helped build a playing and reading area at the orphanage, she added.

“Through our partner Transinex – which specialises in community services in Southeast Asia, we were made aware of Ta Van Village, so this year we chose to continue our service work in this area,” she said.

The shirts worn by ISB participants during this project were sponsored by Aewon, while funds for the project was raised through fundraising activities organised by the school over the last three months.

TO FURTHER build on Technical and Vocational Education and Training (TVET) development and cooperation, the Southeast Asian Ministers of Education Organisation (SEAMEO) Regional Centre for Vocational and Technical Education and Training (Voctech) will launch a Regional Knowledge Platform in two months.

The centre yesterday signed a contract to develop and maintain the online platform with Alif Technologies Sdn Bhd.

Dr Abbes Sebihi, Senior Technical Specialist and Knowledge Management Manager of SEAMEO Voctech said the Regional Knowledge Platform will facilitate cooperation and regional exchanges between TVET stakeholders in Southeast Asia.

The platform is also meant to provide easy access to learning materials and TVET initiatives and improve convenience in the sharing of discussion outcomes and policy dialogues.

The target audience of the platform will be personnel, policymakers, academic institutions and research community in the area of TVET as well as private sector stakeholders and donors, while its strategic partners will be United Nations Educational, Scientific and Cultural Organisation (UNESCO) Bangkok, UNESCO International Centre for Technical and Vocational Education and Training (UNESCO-UNEVOC), Regional Cooperation Platform (RCP), International Labour Organisation (ILO), and Asian Development Bank (ADB).

The sitemap of the online platform will include TVET Polices and System, TVET Training and E-Learning, TVET Matchmaking, Skills on Demand, TVET E-Library, E-Learning Course Pilot, TVET Initiatives and Policy among others.

In his speech, the guest of honour who witnessed the signing, Roland Christian Grafe, Ambassador of the Federal Republic of Germany to Brunei Darussalam, lauded Brunei’s commitment in advancing technical and vocational education and training.

“With regard to both vocational education and training and the related German cooperation and assistance for its development, Brunei Darussalam holds a central place in the region and beyond,” he said.

“At the centre of Brunei’s involvement stands SEAMEO Voctech, established here in August 1990. As one of the centres and part of the network of the SEAMEO, SEAMEO Voctech can proudly look back on more than 25 years of addressing issues in TVET in the region, through innovative capacity building, research and development and information services,” he added.

“In recognition of the quality of its work, SEAMEO Voctech has been made a preferred partner in Germany’s development cooperation. We cooperate with you on a broad range of topics such as the development of a regional standard for TVET teachers or on setting up a regional model for quality assurance in TVET.

“This cooperation will now be complemented by a further project, the Regional Knowledge Platform on TVET or RKP, which will be located in Brunei. The RKP aims to address several of the aforementioned challenges. This would be, firstly, the lack of regional harmonisation. There is a need to foster cooperation between regional stakeholders in the TVET sector, in particular with respect to coordination and knowledge sharing,” the German envoy noted.

Regarding the platform, he explained that SEAMEO Voctech has joined forces with Germany’s GIZ RECOTVET project and RCP, a network of universities collaborating on TVET teacher education and research.

Additionally, the regional knowledge platform will cooperate closely with UNESCO-UNEVOC and UNESCO Bangkok as strategic partners. The rationale is that UNESCO can provide the RKP with a global perspective while the RKP can add regional insights to UNESCO’s work.

If the RKP is successful, this cooperation “may serve as a model for the establishment of TVET-related knowledge platforms in other parts of the world,” Roland said.

“I am happy to underline that Germany is delighted to enjoy a strong, reliable and fruitful partnership with Brunei,” he added.

Signing the contract on behalf of SEAMEO Voctech was its Acting Director Hajah Noorzainab binti Haji Abdullah, while Alif Technologies was represented by its CEO and Executive Director Awangku Yusriyan bin Pengiran Haji Mohammad. S Kurma Guru, General Manager of Alif Technologies inked on the dotted line as witness to the signing. Also present to witness the ceremony was Dr Paryono, Deputy Director of SEAMEO Voctech Regional Centre.

Wider coverage for iconic water village

THE launch of Telekom Brunei Berhad’s (TelBru) fixed wireless technology earlier this year, resulting in the provision of broadband and telephony services at Kampong Ayer, recently witnessed the expansion of its coverage, continuing to provide an alternative form of communication for residences that line the Brunei Bay.

Strategically located, the base stations that host the company’s fixed wireless infrastructure provide coverage for areas that include Kampong Burong Pingai and Kampong Lurong Dalam.

These villages join a wider network of earlier connections that make up 60 per cent of the entire area atop locations that are still connected through copper.

The technology behind fixed wireless omits the need for physical cable connection to homes and businesses that opt for the service.

Part and parcel of this introduction addresses issues predating these wireless installations that included rampant theft of TelBru’s copper cables, activities of which rendered hundreds of residents without landlines and high-speed Internet access that TelBru provides.

Riding on technology unperturbed by weather conditions, residents within the radius can now enjoy a minimum 10Mbps bandwidth that carries the potential to reach 100Mbps at prices uniform to TelBru’s High Speed Broadband (HSBB) service.

Apart from bringing Kampong Ayer into the 21st Century, the technology also paves the way for other utilities including the latest Internet phenomenon under the Internet of Things (IoT) umbrella that TelBru continues to pioneer. This includes, but are not limited to, Smart Schools, Smart Transportation, Smart Living and also for the purposes of security.

In conjunction with the upcoming festivities, TelBru has commenced its Zero Start-Up promotion for all residents in Brunei, where it will waive registration, installation and activation fees subject to terms and conditions as well as customer requirements.

Business opportunities aplenty in Timor-Leste

TIMOR-LESTE, Asia’s youngest nation, offers Brunei Darussalam vast opportunities in various fields, particularly the Halal food industry and human capacity building.

This was stated by Ambassador of Brunei Darussalam to Timor-Leste Norazlianah binti Haji Ibrahim at an interview in Timor-Leste’s capital city Dili, during a recent media familiarisation trip.

Asked on the areas of cooperation that the two countries can work together on to further boost bilateral ties, she said, “We established diplomatic relations in 2002 but only set up our embassy here in 2015. Concrete cooperation is yet to be established but the embassy is currently working on this in the wake of several visits by several Timorese ministers to Brunei.

“The embassy has also taken the initiative to approach several ministers in charge of education, tourism as well as oil and gas to discuss possible areas of cooperation. We had received positive response and currently we are working on the follow-up to our discussion.

“We have yet to see something concrete as 2017 is an election year in Timor-Leste and everybody is preoccupied with this. The presidential election was just held in March and the new government will only be established after the parliamentary election this coming July.

“We hope, once the new government is in place, we will be able to see progress in our efforts. We are trying our best to be the catalyst for the establishment of cooperation in a number of areas between Brunei and Timor-Leste,” the ambassador added.

In response to the numbers of Bruneians venturing into businesses in Timor-Leste, she said, “currently there are no Bruneians.”

“There is, however, only one Brunei permanent resident who established a business in Timor-Leste in 2000. He started with a bakery and after several years he branched out to other areas. He is now one of the main oxygen suppliers for the government hospital and several private clinics. He also supplies industrial oxygen to workshops and big infrastructure projects.

“Recently he set up a recycling plant for aluminium tin scrap materials, and now he is working on establishing another company supplying fire extinguishers,” she explained.

With regard to the areas of business Bruneians can tap into, she said, “Actually there is a lot of business potential here, especially in tourism and the food industry, but the thing is they would have to build up the capacity of the people. Timor-Leste is a new nation and they don’t have enough people with the right skills for specific industries.

“That is the challenge for the business people back home. Timor-Leste is still working on the proper legal framework and commercial law as well as improving the infrastructure in the country. The country doesn’t have its own currency yet. The US currency is used here and most things are imported. Despite these challenges, interested Brunei entrepreneurs can start small – like what the permanent resident did when he opened up the bakery.”

“The food industry and restaurant businesses are doing well in Dili. For Muslims, they are constantly in search of restaurants serving Halal food, so there is potential in this.

What is also needed are training centres because being a young nation there are some skills that the people lack. These training centres would really help the unemployed, most of whom are young. Almost half the population in Timor-Leste is young.

With regard to receiving Timorese visitors, she said she knew of a Timorese travel agency that arranges three- to four-day travel package to Brunei Darussalam. But at this stage, the number of Timorese travelling to Brunei for tourism is still low.

Bruneians keen on visiting Timor-Leste can travel either through Bali, Indonesia, or Singapore.

“Timor-Leste is for those who love adventure, nature, beaches and scuba diving. It is really beautiful here,” she added.

Mega Leap: UBD breaks into famed QS rankings

ACHIEVING a major landmark, Universiti Brunei Darussalam (UBD) broke into the Quacquarelli Symonds (QS) World University Rankings for the first time, attaining a creditable 349th rank.

With over 26,000 universities in the world, QS has placed UBD among the top 1.3 per cent of universities worldwide.

UBD is one of only 13 universities from Southeast Asia to be ranked in the top 400 in the world.

It is a breakthrough achieve-ment for the 32-year-old university, which made headlines the first year it participated in the QS Asia university rankings in 2014.

“Many congratulations to UBD on the results of their dedication and hard work,” said Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, Minister of Education and Chair of UBD Council. “Alhamdulillah, entering the QS World University Rankings for the first time is a tremendous achievement for UBD and for Brunei,” he added.

UBD became one of the fastest rising universities in 2015 when it leaped 57 places to an overall ranking of 118 in the region. Prior to 2014, UBD was unranked in the leading university rankings exercises. A sign of continued progress, UBD has made it into the more prestigious QS World University Rankings for the very first time, the university said in a statement.

The QS World University Rankings compares the leading universities around the world. Based on six performance indicators, the ranking assesses university performance across four areas – research, teaching, employability, and internationalisation. It is regarded as one of the most influential and reliable university rankings in the world.

Among the indicators, UBD performed particularly well in international faculty, coming in at 47th in the world; faculty-student ratio, at 69th in the world; and international students, ranked at 210.p01-1_20170610

QS has noted that there is a strong correlation between national investment in education and performance in the international rankings. UBD’s development is only possible through strong support of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s Government, the statement said.

Being among the top institutions in the world was emphasised by His Majesty, the Chancellor of UBD, in his titah at the university’s 26th Convocation Ceremony in 2014, whereby His Majesty advised UBD that it is important to compete rather than being a spectator.

UBD developed an innovative and broad-based GenNEXT curriculum, with an emphasis on producing adaptable and entrepreneurial future-ready graduates with a passion for lifelong learning. Recently, UBD opened the Centre for Lifelong Learning, offering a degree in Digital Economy and introducing more pathways for higher education for mature students and the community.

While the rankings attest to its growing international reputation, UBD remains fully committed to its primary mission of producing highly educated and industry relevant students with the necessary skills and expertise for the nation’s future workforce and supporting Brunei Vision 2035, the statement noted.

Research activities in UBD have risen exponentially; the research publications in international peer reviewed journals rose almost tenfold and the citation index increased by fivefold between 2006 and 2016. UBD faculties and research institutes have focused on key areas of research relevant to Brunei Darussalam – Energy Studies, Biodiversity and the Environment, Islamic Studies, including Islamic Governance and Asian Studies. For the first time, UBD is now ranked as a “high” research intensive university by QS, the statement added.

UBD is also actively growing its collaborations with agencies, prestigious institutions and industries, both within Brunei Darussalam and abroad, to grow its teaching capabilities, publication output and research. The rising international reputation of UBD is linked to its partnerships with top peer universities in the world. For example, UBD’s Master in Public Policy and Management Programme is conducted in collaboration with Duke University, Georgetown University, University of Maryland, and the University of California, Berkeley. Similarly, UBD’s Islamic Studies initiative has collaborative research with Oxford University, Kyoto University and the International Institute of Islamic Thought.

Datin Dr Hajah Anita Binurul Zahrina binti Pehin Orang Kaya Laila Wijaya Dato Seri Setia Haji Awang Abdul Aziz, the Vice-Chancellor of UBD, said, “Masya Allah, this is a historic milestone for UBD. This has been made possible with the hard work of our most important resource – our people, both past and present. Alhamdulillah, the combined efforts and dedication of all our staff – academic and administrative – as well as our students, have been instrumental in achieving this. I wish to acknowledge all the people who have been part of UBD’s journey over the past 32 years since its establishment.”

She added, “UBD will continue to strive to become a world class university and fulfil its primary mission of producing highly educated and well trained students with the necessary skills for the workforce and nation building.”

BRUNEI Darussalam has been ranked 12th in the latest Global Islamic Economy Indicator (GIEI), prepared by the answer company of Thomson Reuters.

Brunei made it to the top 15 list for the first time, moving up five spots replacing Egypt. The Sultanate had a big jump in the Halal Travel ranking (10 spots) and strong performance in Halal Food Ecosystem Development.

Its Halal certification-led Halal food product lines have made strong entrance in the UK market and Brunei Halal is getting due recognition as a result. Brunei also continues to benefit from being in the vicinity of Indonesia and Malaysia, two of the largest Halal sensitive Muslim travel markets, the GIEI report said.

Brunei is in top 10 in Halal Pharmaceuticals and Cosmetics and also triumphant in Modest Fashion category where the Sultanate ranked in the 12th place, Halal Travel (22nd) and Islamic Finance (27th).

Malaysia topped the ranking with the score of 121 followed by the United Arab Emirates (UAE) and Bahrain. Saudi Arabia, Oman and Pakistan were respectively positioned at fourth, fifth and sixth followed by Kuwait, Qatar, Jordan, and Indonesia.p01-2_20170610

Singapore held 11th position as the only country that is not a member of Organisation of Islamic Cooperation, while Brunei, Sudan and Iran were put at 12th, 13th and 14th place.

The indicator is prepared to show the current health and development of the Islamic economy ecosystem. The components of the ecosystem are Halal Food, Islamic Finance, Halal Travel, Modest Fashion, Halal Media and Recreation, and Halal Pharmaceuticals and Cosmetics.

The indicator does not focus on the overall size and growth trajectory of a country across the Islamic economy sectors; instead it evaluated them on relative strengths of the ecosystem they have to support the development of the Islamic economy.

Dubai Islamic Economy Development Centre (DIEDC), in partnership with Thomson Reuters and in collaboration with the Dinar Standard, a growth strategy research and advisory firm based in New York, introduced the Global Islamic Economy Indicator in 2014.

AHMAD Taufiq Murni crashed out of the 2017 Pudong Tangcheng World 9-Ball China Open after slipping to a 11-7 defeat to world number four Cheng Yu Hsuan in the last 32 match at the Pudong Tangzhen Culture and Sports Center in Shanghai, China yesterday.

The country’s top cueist momentarily led 2-1 in the early stages of the match but the Chinese Taipei ace closed out the match to progress to the last 16 and subsequently to the last 4.

Nevertheless, it was a fine effort from Taufiq whose world class opponent boasts fine accomplishment in his pool career having become the first player from Chinese Taipei to win the prestigious US Open title in 2015.

The victory cemented his case as one of the world leading players and this year so far he was ranked 5th in the SBE Players Championship and 9th in the World Pool Masters 2017.

The world number four was also finalist last year having lost to China’s Wu Jiaqing in the final.

Cheng also made a deep run in the World 9-Ball Pool Championship in Doha, Qatar when he reached the semi-finals eventually losing to USA’s Shane Van Boening 11-9.

Taufiq’s series of performances earned acknowledgement from national coach Lim Tat Hwe, but there is still room for adjustments in one of the aspects of his game.

“He (Taufiq) has been doing very well. He just needs to improve his safety play,” Lim told the Sunday Bulletin.

“To improve his safety, he needed more exposure,” the national coach continued.

It was a competitive field with world number three and Jayson Shaw and former European champion Nick Van Der Berg in the opposite side of the round.

Taufiq started the tournament with wins over Chinese pair Kong TeJing and Dang Jin Hun with a 9-5 and 9-8 win, respectively in the preliminary rounds to book his berth in the last 32.

Taufiq’s conqueror also emerged victorious in the last-16 match after downing world number three Jayson Shaw of Scotland 11-9 to earn a ticket in the quarterfinals against Philippines’ Carlo Biado.

Joining Cheng in the last eight were world number two and compatriot Chang Jung-Lin, Ko-Ping Chung as well as two-time world champion Thorsten Hohmann and reigning world champion Albin Ouschan.

Cheng qualified to the semi finals after beating Carlo Biado 11-8 and will play Chang Jung-Lin for a place in the final.

The other semi final will feature an all German affair between Thorsten Hohmann and Joshua Filler.
