CCC gets nod to form interim committee

THE Registrar of Societies has granted approval to the Chinese Chamber of Commerce (CCC) to form an interim management committee, the CCC said in a press statement yesterday.

The CCC has appointed its Chairman Dr Chan Sui Kiat with full power to commence the election process for the 41st term of the CCC’s management committee.

Dr Chan will nominate 15 individuals for the interim management committee to handle and execute election-related matters and processes within six months.

The release also requested all company members who still have not appointed representatives, to appoint their official representatives and report to the CCC office before July 14, 2017 and update their new address, to enable the chamber to deliver the pre-nomination forms or election ballots on time.

Dr Chan said it is necessary to identify and appoint five members for the election sub-committee.

He also urged all members to support the CCC “during this critical time”.

The members of the CCC are Dr Chan Hiang Heng @ Sui Kiat, Lim Chai Hoon, Peng Thing Kheo, Lim Tiong Han @ Lim Peh Beng, Kuan Kim Jok, Lew Yai Chiang @ Yin Chiang, Lee Eng Ching, Yeo Hong Pow, Lee Chung Keng @ Francis, Yong Teck Foo, Lim Ting Guan, Tan Guan Siong, Ong Tiong Oh, Ong Jin Tiong, and Stephen Ong Teck Soon.

The Registrar of Societies announced the suspension of the CCC for six months and was advised to appoint an interim committee.

During the six-month embargo, no activities were allowed to be conducted by the interim committee except to conduct a ballot for the appointment of new members for the 41st committee.

The order is a result of a civil case in the High Court, HCCS number 60 of 2012, being discontinued.

The suspension of one of the country’s biggest business associations was related to the alleged irregular voting at the election held in December 2011.

The CCC at a reception held on November 3, 2016, had announced plans to revive its activities and work with businessmen from China, Taiwan, Japan and Korea after settling its internal dispute.

“Both sides have achieved reconciliation. The plaintiff (Lim Han Chiong) will inform his lawyer to discharge the lawsuit (that led to the chamber’s suspension),” Dr Chan said at the event.

The revival of the country’s largest business association is good news to the country as it will allow the chamber to play a major role in attracting more foreign investments to the Sultanate.

THE nation will mark Hari Raya Aidilfitri tomorrow as the Hilal (new moon) of Syawal was not sighted at several vantage points across the country yesterday.

With the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the country will start Hari Raya celebration tomorrow, the 1st of Syawal 1438 Hijrah, corresponding to June 26, 2017.

The moon sighting announcement verified by Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Ustaz Haji Awang Salim bin Haji Besar, the Chief Syar’ie Judge was broadcast last evening over state broadcaster Radio Television Brunei (RTB).

Ceremonies to sight the new moon of the Syawal were held at vantage points set up in the Brunei-Muara, Tutong and Belait districts yesterday and the events were witnessed by Syar’ie judges and officials from the State Judiciary Department and State Mufti’s Office of the Prime Minister’s Office (PMO), Ministry of Religious Affairs (MoRA) and the Survey Department of the Ministry of Development (MoD), the announcement said.

The moon sighting event at DST Tower in Jerudong was attended by Dato Seri Setia Awang Haji Bahrin bin Abdullah, the Minister of Development as well as senior officials from the PMO, MoD, Ministry of Communications and MoRA.

Moon sighting were also held at Bukit Agok in Brunei-Muara District, Bukit Ambok in Tutong District and Bukit Lumut in Belait District.

A religious event was also observed at the Multaqa Hall, MoRA building in Jalan Menteri Besar while awaiting the results of the moon sighting. Present was Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, the Minister of Religious Affairs.

The Istana Nurul Iman will be open to the public, giving an opportunity to the people to greet the royal family for three days, beginning the second day of Hari Raya, between 10am and noon and between 2pm and 4pm.

BENGKURONG 2.0 emerged champions of the Filipino Basketball Association 22nd Season – Progresif Cup 2017 after beating TLR Brunei Cement in the final at the Brunei Basketball Association (BBA) Batu Bersurat Court last night.

Bengkurong team captain Jerson Mendoza highlighted that they gave their full commitment in the final.

“We gave 100 per cent in our game. We have a good game in the final,” he told the Bulletin after the prize presentation ceremony.

It is the first time that the team has accomplished the title, he said adding that the team was at its most joyous mood.

“This has been one of our happiest moments in our team,” he continued.

Mendoza also praised Rey Molina who coached the team to success.

“He is a good coach. He helped the team out with producing good play,” the captain said of Rey who picked the Best Coach award.

He highlighted the unity of the team with the players living in the same neighbourhood which explained the team’s name.

The champions completed five group matches with a 4-1 win loss record before going to an unbeaten path including the final to lift the trophy.

Meanwhile, MGP Brotherhood secured the senior category title at the expense of PLN Construction Sdn Bhd who finished as runners-up.

Kenn Acosta took major individual honours as the recipient of the MVP Season Award while his team-mate Pang Feng Su took the MVP Final award.

Aries Castro took the MVP Season Award and Joel Comeros took the MVP Final Award in the senior category.

Joseph Recato joined Molina in scooping the best coach award in the senior category.

Earlier, there was an exhibition game with the team coached by Walther Ruiz winning 99-90 against a team coached by Mike Nuguid.

Energy industry players send message of zero tolerance

AN Energy Industry Business Integrity Pact was signed by leaders from 10 major oil and gas operators in Brunei Darussalam, in a move to demonstrate their commitment to upholding integrity in business.

The pact was signed on May 8, and by agreeing to the pact, the industry is conveying its zero tolerance message that any company lacking integrity and transparency will not have the opportunity to do business with any of the oil and gas operators in Brunei.

The companies that signed the pact include: Brunei Shell Petroleum Co Sdn Bhd (BSP), Brunei LNG Sdn Bhd, Brunei Shell Marketing Sdn Bhd, Brunei Gas Carriers Sdn Bhd, Hengyi Industries Sdn Bhd, Shell Deepwater Borneo, Brunei National Petroleum Co Sdn Bhd (PetroleumBRUNEI), Brunei Methanol Company Sdn Bhd, Petronas Carigali Brunei Ltd and Total E&P Borneo BV.

The pact was signed in an event that was also attended and supported by Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar, the Minister of Energy and Industry at the Prime Minister’s Office, as well as Dato Paduka Haji Mohd Juanda bin Haji Abdul Rashid, the Permanent Secretary (Law and Welfare) at the Prime Minister’s Office, Director of Anti-Corruption Bureau (ACB) and Solicitor General at the Attorney General’s Chambers (AGC).

The Energy Industry Business Integrity Pact consists of 10 essential principles that the companies shall incorporate to ensure appropriate internal controls are in place to assess, prevent, detect and monitor integrity and compliance risks in the course of their operations.

The companies pledged and committed to the following 10 summarised principles: Prohibition of bribery and facilitation payments in business activities; code of conduct in place and principles disseminated to staff and contractors; consistent consequence management for violations of the code and principles; visible training programmes and communication in place; disclosure and avoidance of conflicts of interest; avoidance of gifts and hospitality which can lead to perceived influence or conflicts; governance and internal controls/policies in place; raising concerns, whistle-blowing mechanisms and speaking up free of retaliation; investigations conducted impartially, fairly and in timely fashion; full collaboration with the ACB; and refraining from doing business with those who demonstrate poor integrity and ethical practices.

The members of the Brunei Energy Industry Business Integrity Working Group, consisting of employees from the oil and gas operators who jointly authored the Integrity Pact principles and tasked with the management and oversight of the companies’ compliance efforts, will work to ensure the companies abide by the agreed principles. Accordingly, the companies will partner with the Energy and Industry Department at the Prime Minister’s Office (EIDPMO) and the ACB to maintain alignment and foster continued collaboration and dialogue in the area of business integrity.Vision2035

The group aims to share best practices and learnings from incidents to strengthen corporate controls and mitigate applicable compliance risks. As Brunei’s main country revenue comes from the energy industry, the group aims to collectively ensure that transparency, fairness and integrity remain at the forefront of the industry’s business dealings.

Daniel Marcelo Elustondo, Ethics and Compliance Manager from BSP and Chairman of the Brunei Energy Industry Integrity Working Group highlighted that “the pact is the first of its kind not just in this industry, but in this country”.

He said that the 10 principles reflect key corporate actions, expected behaviours and internal controls that are necessary to establish a strong and stable compliance culture.

“Our products, our goods and our services are vital to the economic wellbeing and sustainability of this country. As such, we must always operate in a way that is safe and reliable, ensuring that we bring no harm to people or the environment. We must also develop and support local businesses, entrepreneurs and Bruneian staff to help build their competencies and to strengthen the local skills in technical and non-technical fields. These are the leaders of the future.

“So to achieve all of these mentioned priorities, to fulfil these great responsibilities, it is imperative that we act with honesty, fairness and transparency in all of our business dealings. The decisions we make as companies must never compromise our integrity or core values, and that is why our 10 companies are here today to sign the pact.”

The goal, he said, is to build a strong and collective compliance culture in this industry. “So our message will be clear: those that wish to do business with any of our companies must demonstrate this same commitment to business integrity, as we expect with safety.”

The Minister of Energy and Industry at the Prime Minister’s Office in a speech at the event highlighted that the pact signing marks the shared commitment of the energy industry towards integrity. “The Brunei Energy Industry Integrity Pact is indeed the first of its kind here in Brunei Darussalam and we certainly hope it will further strengthen our efforts towards zero corruption in the energy industry.”

He affirmed that the government is in full support of all initiatives that will curb corruption across the nation. “As the regulator of the industry in general, including the energy sector, the EIDPMO has been emphasising the critical importance of business integrity for several years since 2010.

“The oil and gas industry will remain as the backbone and driver of economic growth and diversification in Brunei Darussalam for years to come and it needs the highest of standards and integrity to perform. Our every individual action reflects not only on ourselves, but also on the industry and on the good name and reputation of our beloved country Brunei Darussalam. We can only do so if each and every one of us does our part. At these times, we cannot afford to have our precious resources wasted or our reputation tarnished.

“As we move forward, my key message to you is simple: let this pact be the start of bigger and bolder steps towards tackling corruption. This should not be the end of the line – where we sign a document and then neglect to take action. This Integrity Pact is only as meaningful as the governance and the people who enforce it.”

He said that he was encouraged by actions that have been taken by relevant stakeholders against corruption in the oil and gas sector including energy companies working in partnership with the ACB, which has resulted in the prosecution of those who have been involved in corruption.

“I urge you all to move quickly with establishing the right frameworks and systems to ensure that this pact is fulfilled in reality. The reputation of the oil and gas industry, and indeed, Brunei Darussalam, rests with us. It is our duty and responsibility to reach the highest level of integrity. In fact, let us target for zero corruption.”

The minister thanked all of the participating companies for the Brunei Energy Industry Integrity Pact, and added, “In time, I hope that this pact would also include all other energy companies and even in other sectors in Brunei Darussalam. I sincerely hope this Brunei Energy Industry Pact is taken seriously by all of us and also gives us the motivation to do better.”

Raya treat for Pusat Bahagia children

FORTY-ONE special needs children from Pusat Bahagia in Kampong Pulaie were treated to a Hari Raya celebration organised by Royal Brunei Catering (RBC) yesterday.

General Manager of RBC, Ahmad Husaini bin Hassan, presented green packets to the children of Pusat Bahagia accompanied by their parents and guardians.

Mohd Nasrullah El-Hakeemi bin Haji Mohammed, the Principal of Pusat Bahagia as well as Pusat Bahagia staff were also present.

The event was enlivened with a performance by the students from Pusat Bahagia.

Guests were also entertained by RBC staff performing Hari Raya melodies.

The celebration with the children, as part of RBC’s overall Corporate Social Responsibility Project, aimed to share the experience, and show care, love and concern to the special needs community.

The event also helped to foster better understanding among fellow RBC staff, parents and children and representatives from each centre.

The event was also filmed by Radio Television Brunei (RTB) for a Rampai Pagi show which will be aired during the first day of Hari Raya this year.

BSP offshore staff celebrate Hari Raya

EVERY year, after the moon sighting and the announcement of Hari Raya Aidilfitri is made, Muslim families start their preparation – rearranging furniture, decorating the house with colourful Ketupats, ironing their outfits for the first day of Hari Raya, all while the children play with fireworks.

Hari Raya Aidilfitri is a special time to spend with family and friends, strengthening family bonds and ties, visiting loved ones who you might only meet once a year. However, not everyone has the luxury to spend their first days with loved ones – Brunei Shell Petroleum Co Sdn Bhd (BSP) staff and contractors working offshore on Ampa 9, Fairley 4 and Champion 7 are no exception as they are tasked with ensuring that oil production continues to safely and reliably fuel the nation.

About 80 per cent of the platform crews are Muslim. Some have missed out on the celebrations for several years but all have one understanding: that it is their duty and obligation to provide for their family and the country.

Despite being away, personnel working on these platforms celebrate Hari Raya Aidilfitri, albeit briefly. During the eve of Hari Raya Aidilfitri, they might start with decorating their mess and ironing their baju raya so that they can don their outfits in the morning.

Traditionally, their celebration kicks off with the mass Takbir Hari Raya Aidilfitri prayer and the Sunnat Hari Raya Aidilfitri prayer. After prayers, all the offshore personnel gather at their respective mess rooms and enjoy the Hari Raya cuisine. Lots of dishes will be prepared, such as ketupat, rendang, lemang, serunding, satay, asam pedas, lontong, and kuih.

Fathers will be FaceTime-ing their children, daughters Skype-ing with their parents, wishing each other well and asking for forgiveness.

The ambience of Hari Raya offshore is different yet comfortingly similar because even though you are not with your loved ones, you are with your offshore family.

Nuramalina Samat, a C&A Technician at Fairley 4 mentions her favourite part of Raya offshore is the Takbir Hari Raya Aidilfitri in the morning and opening up Raya hampers with colleagues. She calls her family on the first day of Hari Raya Aidilfitri.

“I am very proud to serve Brunei during Hari Raya. I come from a family of five and this is my second time being away from them,” she said.

Meanwhile, Abdul Rahman Mail, an Offshore Medic at Champion 7, said, “I am proud to serve Brunei during Hari Raya. Not everyone can accept the challenges of working on the first day of Hari Raya. Being able to serve my country and giving the opportunity to celebrate, even briefly, means a lot. It gives me the feeling of satisfaction to know that I stand for my country and the people of Brunei.

“My greatest challenge is not being able to see my family and my two children on such a special occasion when they need my presence the most. I overcome it by not allowing myself to get too emotional and to concentrate on the job so that I can get back to them safely by the end of my shift.”

Abdul Rahman also shared that his favourite parts of celebrating Hari Raya offshore: celebrating it with his offshore family, performing Sunnat Hari Raya Aidilfitri prayer in the morning and still being able to wear Hari Raya attire.

“This will be my third Hari Raya offshore, and from what I can see, every year on the eve of Hari Raya, we will be busy decorating the mess rooms, the ladies will be arranging Kuih Raya to be served the next day, and others would play Hari Raya songs and mingle until late at night”.

“Selamat Hari Raya to all our family and friends. During this Hari Raya, please always stay safe while celebrating. In the end, you and I will go home safely,” Abdul Rahman greeted.

Haji Effindi Hussin, Complex Maintenance Lead at Champion 7, who has missed Hari Raya celebrations 11 times shared that his greatest challenge is controlling his emotions, but he always reminds himself that he is working to provide for his family and for the country.

“I miss seeing my wife, children and parents.”

Haji Zulkiplee Amit, NS Production Lead at Champion 7 shared he misses “the gathering and celebrating with food prepared by my sisters and miss all the laughter and happiness”.

“I’ve missed out on Hari Raya too many times that I’ve lost count but I always take the opportunity to Skype with my family on the first day of Hari Raya,” he said. “We wish our friends and family a Happy Eid Mubarak.”

Walmma Othman, Complex Production Lead at Champion 7 shared that during his 32 years of service, he has missed Hari Raya eight times and he misses the joy of being with his five children. “I miss the gatherings and children but I need to carry out my duty and obligation as a shift worker,” he said.

Muhd Noorazry Nooralli, Production Operator at Ampa 9 also took the opportunity to say his well wishes. “Selamat Hari Raya. Maaf Zahir dan Batin to all my family and friends. I would like to seek for your forgiveness from the tip of my hair to the tip of my toes.

“Please forgive me should I have said anything wrong or may have hurt your feelings. Kindly allow me to serve my beloved country and Insya Allah, let’s celebrate Hari Raya together in the future,” Muhd Noorazry said.

When asked whether he feels proud to serve Brunei during Hari Raya, Zulaihi Besar, Offshore Installation Manager at Fairley 4 replied with a yes. Zulaihi has 26 years under his belt in this line of work and feels proud for “being the ‘back-bone’ and the importance of doing our job well as frontline workers”. The last Hari Raya that he missed was in 2012 when he was on Ampa 9.

For Khairuddin Zainuddin, Lead Permit Coordinator at Fairley 4, the greatest challenge is working with a minimum crew on board the platform and being away from family.

“To overcome the challenge, there is proper planning for crew who spend the festive season offshore so there is no compromise to safe production and emergency response capabilities,” he said.

Ramadhan Free Market spreads joy of giving to the needy

THE Muallaf Youth Club recently collaborated with Mafaz Khalisah, Bruilm Tuition School and FutuRe to organise a ‘Ramadhan Free Market’ for 67 Muallaf and needy families.

The charity event was officiated by Haji Abdul Aziz bin Haji Abdul Kahar, the Acting Director of the Islamic Da’wah Centre.

The main concept of the event was ‘give and take for free’, where customers were allowed to take any of the goods or items on display, without paying for them.

A total of 15 individuals brought items to the Nurul Huda building of the Islamic Da’wah Centre, ranging from tra-ditional Malay clothing, hijabs, containers, drinking glasses, and even food.

The free market atmosphere was further enlivened with a special briefing titled ‘Persaudaraan Sesama Islam’ (Solidarity among Muslims), by Ustaz Muhammad Yusri bin Haji Abdul Majid from the Islamic Da’wah Centre.

THE Nur Taqwa Religious Hall of Kampong Ujong Klinik or Sungai Siamas recently conducted a donation presentation ceremony ‘Majlis Ihsan Ramadhan’ for the underpriviliged.

Acting Imam of the Nur Taqwa Religious Hall, Imam Haji Bakir bin Haji Mahmud presented donations to eight senior citizens, two single mothers and one special needs individual.

The event began with the recitation of Surah Al-Fatihah and Tahlil led by Haji Mohd Loqman Al-Hakim bin Haji Hamdan prior to the breaking of fast.

The donations are aimed at alleviating their financial burden as most of them are dependent on their pension and welfare assistance from the Economic Planning and Development Department (JPKE) under the Prime Minister’s Office. It also aimed at easing their burden with the preparation for Hari Raya Aidilfitri.

MCYS holds Nuzul Al-Quran celebration

THE Ministry of Culture, Youth and Sports (MCYS) and departments under it recently held a Nuzul Al-Quran celebration at the Di-Gadong Hall of the MCYS Building.

Attending as the guest of honour was Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports.

Also present was Datin Paduka Dr Hajah Norlila binti Dato Paduka Haji Abdul Jalil and Haji Noor Jusmin bin Haji Abdul Samad, Permanent Secretaries at the MCYS; as well as heads of departments, officers and staff of MCYS.

The event began with a mass Zohor prayer and continued with a lecture by Ustaz Haji Abdul Salam bin Haji Abdul Rahman, guest lecturer from the Islamic Da’wah Centre.

A Khatam Al-Quran was also held for officers and staff of MCYS and departments under it to mark the completion of recitation of 30 Juzuks held throughout the month of Ramadhan.

THE people of Brunei should consider themselves blessed to have lasting peace and stability, said His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

“We constantly see or hear about war and chaos happening everywhere in the world,” said His Majesty, while delivering his titah to mark the celebrations for Hari Raya Aidilfitri 1438 Hijrah, which begins today for Brunei Darussalam.

His Majesty further noted, “This is an indication that our world is currently experiencing turbulent or chaotic times, which are disrupting peace and order. It is hard to predict when these troubled times will end.

“However, our main duty is to ensure that our country remains stable and safe from all forms of destructive elements. At the same time, we will not allow any negative elements to the country, and we must all be resolved to protect it, by the grace of Allah the Almighty.”

The monarch also highlighted the importance of peace and stability to the country and its citizens.

“No matter how wealthy it is, or ranked among the giant economies, these are meaningless if there is no lasting peace or order,” said His Majesty.

Meanwhile, the monarch said that Bruneians were fortunate to celebrate the Hari Raya festivities in a relatively peaceful and joyous atmosphere, among family and friends.

“It is my hope that this will continue to last, where all can take part in the festive occasion, without any exceptions,” said His Majesty.

On that note, His Majesty reminded that Bruneians also needed to take better care of their health and control their spending habits.

“During the fasting month, our dietary practices are under control, which obviously is good for the health, but during Syawal, there may be a shift in attitudes, which can have an adverse impact,” said the monarch.

“This is an obvious call for moderation in the selection and consumption of food, or as a health strategy.”

At the same time, His Majesty said that Muslims are also required to exercise more prudence in their spending.

“In other words, we should be more frugal and less wasteful. Apart from going against religious teachings, extravagance and reckless spending are deplorable habits,” said the monarch. “These habits need to be controlled, lest they should endanger our livelihoods.”

His Majesty also called on the people to constantly praise Allah the Almighty through recitations of the Takbir and Tahmid, on this significant occasion for Muslims.

“We should show immense gratitude to Allah the Almighty, for having successfully carried out our fasting obligations for an entire month,” said the monarch.

His Majesty concluded the titah by extending his well-wishes to the people of Brunei Darussalam.

“I and the other members of my family extend our Hari Raya greetings to all of the Muslim citizens and residents of Brunei Darussalam, wherever they may be. We pray for their wellbeing and that they are to celebrate this joyous event in peace and security,” said His Majesty.

Istana open house begins

THOUSANDS of people from all walks of life visited the Istana Nurul Iman yesterday to convey their greetings to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam and other members of the royal family as the palace opened its doors to the public for the open house in conjunction with Hari Raya Aidilfitri celebrations.

The auspicious three-day annual ‘open Istana’ event offers citizens, residents and visitors an occasion to meet Their Majesties and the royal family and convey their best wishes for the festive season.

People dressed in colourful attires were seen as early as 7am at the main gates of the Istana.

A total of 18,930 visitors stopped by the palace during the morning session of the event from 10am to noon, while the afternoon session witnessed a flow of some 19,507 people that also comprised officers and staff from the Prime Minister’s Office and departments under it as well as officers and personnel from the Royal Brunei Armed Forces (RBAF).

Joining His Majesty during the morning session to receive male well wishers at the Baitur Rahmah Hall were His Royal Highness Prince Mohamed Bolkiah, His Royal Highness Prince Haji Sufri Bolkiah, His Royal Highness Prince Haji ‘Abdul ‘Azim, His Royal Highness Prince ‘Abdul Malik, His Royal Highness Prince ‘Abdul Wakeel as well as other members of the royal family.

BRUNEI Darussalam national netball coach Thilaka Jinadasa found inspiration on the tenacity of her charges during training particularly during Ramadhan as they prepare for the competitive season.

“It’s nothing new to national players because every year we train during Ramadhan,” said Thilaka in an interview with the media.

“It’s kind of a challenge for the players to have a strong mindset. Actually I am really inspired with the national players looking at how hard they train even during Ramadhan,” added the national netball coach.

Thilaka, who has been a long-serving coach for the national side, highlighted the positives displayed by the netball players in training sessions.

“It’s always tough during first week but the gradual increase of training allows players to always adapt well and they always execute the sessions well.”

She added that the national team held friendly matches with ex-national players once a week to keep their game in rhythm.

The head coach shared the need to have a lot of commitment and sacrifice, both as an individual and as a team, to be successful.

As the country celebrates Hari Raya, Thilaka said, “We always have discussions before holidays to decide how many days we are going to be off from training.

“It’s the same for the past six years for me. I believe players have to come with their decision and I always listen to their feedback since the culture in Brunei is a bit different compared to where I am from,” added the Sri Lankan.

The head coach also revealed the immediate plan towards enhancing their preparations ahead of a busy season with the Sri Lanka exposure series.

“I’m planning to play five games with leading club teams which include Sri Lanka national players as well,” said Thilaka.

The Asian Netball Championship-winning coach exercised caution to ensure that players avoid fatigue with the series falling close to possible future competitions.

Asked about her expectations in their latest warm-up series, she hoped that the national team will apply what they have practised.

“Especially after Singapore, we have implemented a few different strategies and I wanted to see if players can execute the same under pressure.”

The national team has also included one new addition who faces a battle to adapt to the team and strategies.

Tourists’ royal experience something to write home about

THOUSANDS of people from all corners of the globe yesterday took the opportunity to extend their festive greetings to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam and other members of the royal family during the second day of the Istana Nurul Iman open house.

The well-wishers included expatriates and tourists, who lauded hospitality extended by members of the royal family.

Dressed in traditional African attire, Sia of Sierra Leone, together with her six-year-old daughter, Esther, described the celebrations as a gesture of “love” from a ruler to his subject.

“I come here for love,” she chimed.

“Because His Majesty loves all of us, he welcomes everyone to share the love during the festivities. This shows deep unity between the people and a caring ruler,” she added.

Meanwhile, American citizen Melissa Akey scheduled her Brunei visit to coincide with the Istana Nurul Iman Raya open house, for a chance to meet the royal family.

Melissa, who currently resides in Singapore, told the Bulletin she had heard about the Istana open house on the news in Singapore.

“I told myself I had to visit Brunei one day, so I scheduled a three-day trip here. I got my Bruneian friend to accompany me to the palace, and I will also visit the rainforest here.”

“This is my first time seeing the queen and members of the royal family. Not many countries have the same opportunities like Brunei, where you get to meet the monarch. The people are very lucky to have such a caring ruler,” she noted.

Melissa, clad in traditional Omani attire, said she would recommend others to visit the Sultanate, especially during the Raya celebrations.

“This (open house) is beautiful. The whole country is beautiful and I’ve been telling all my social media friends to come visit Brunei!” she said.

Meanwhile, Malaysian national Pengiran Abdul Razak bin Pengiran Abdul Rahman, said he had began his travel from Lawas in the morning to reach the palace in time for the afternoon session.

Travelling with his family, he described the experience as a “very cheerful festival” and an ideal time for families to get together.

“We felt the amazing atmosphere of Raya and saw the local people celebrating while enjoying great food,” he added.

The Istana open house is also a great attraction for tourists as it is rare for people to get the opportunity to meet the head of state in other countries. It also shows that His Majesty cares and pays attention to the people in the country, he added.

THE State Mufti of Brunei, Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned received a Hari Raya visit yesterday from Dr Mohamad Maliki bin Osman, the Senior Minister of State (SMS), Ministry of Defence and Ministry of Foreign Affairs of the Republic of Singapore; and spouse, Sadiah Shahal.

The visit took place at the State Mufti’s residence in Jalan Mulaut, Mukim Sengkurong.

Accompanying Dr Mohamad Maliki were Associate Professor Dr Muhammad Faishal bin Ibrahim, the Senior Parliament Secretary, Ministry of Social and Family Development and Ministry of Education and his wife, Hayati binti Haron; and Desmond Choo, the Mayor of Northeast CDC.

THE titah of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam delivered on the eve of Hari Raya Aidilfitri 1438 Hijrah is an important call to action for the whole nation, said the Minister of Health.

Dato Seri Setia Dr Awang Haji Zulkarnain bin Haji Hanafi, the Minister of Health spoke in support of the titah during an interview with the Bulletin.

The titah highlighted the importance of peace and stability, while also touching on the topic of health, reminding Bruneians that they also need to take better care of their health and control their spending habits, and calling for moderation in the selection and consumption of food.

Speaking on this, the minister shared with the Bulletin, “This titah is an important call to action by His Majesty for the whole nation. Good health is vital to our success as a nation and enables each and every one of us to live our lives to the fullest.”

“From a national perspective, health is a national security issues. There is now a significant body of evidence highlighting the importance of health with national development via its role in allowing for education in children and young people and in improving productivity and prosperity for working adults.

“For Muslims, the holy month of Ramadhan has shown us what we are capable of in terms of controlling our excesses and practising moderation,” he continued. “This practice of self-control should be something we start to incorporate into our daily lives.”

He noted that recently, good progress has been made in one important indicator of health – physical activity. According to Ministry of Health data, over a five year period, adult physical inactivity levels (that is, the proportion of adults who do not meet the recommended target of 150 minutes of moderate intensity physical activity a week) declined from 35 per cent to 25 per cent of the population.

“Adequate physical activity is important for good heart health and, together with a balanced diet, can assist with weight maintenance. It is therefore important that we all sustain our achievement in this area,” said the minister.

He highlighted however, that there is another aspect of health that continues to be cause for concern.

“Both among children and adults, we still eat and drink to excess. This is particularly the case for food and drink that are high in sugar and salt. Our poor nutritional status has resulted in a population where 61 per cent are either overweight or obese.

“The consequence of this is that, nearly every person in Brunei is either affected or has a close family member who is affected by diseases such as heart disease, cancer, high blood pressure, stroke or diabetes. The tragedy is that many of these diseases are entirely preventable with the right diet.

“His Majesty is an example of health. It is now our responsibility to take up the call by His Majesty to ensure that we maintain good health.”

The minister noted that, given the importance of the health of the Brunei population, His Majesty has consented to the establishment of a Multi-sectoral Task Force for Health. Comprised of various government sectors, the Task Force “moves the health agenda from one that focusses merely on the curative aspect to a whole of nation approach that builds and supports a health-promoting environment that enables us to make the right choices for ourselves and our families”, the minister shared.

Over the next few years, the Task Force is focusing on four key areas: giving every child the best start in life; improving Brunei’s food environment; supporting active communities; and towards a smoke-free generation.

He said that, as a result of the Task force, a number of key initiatives have been established including healthy workplace policies in the government sector and the training of workplace health champions. In schools too, the Ministry of Education has developed school canteen guidelines, a drink water policy, and a health promoting school programme.

“These initiatives need to be scaled up and strengthened.”

Adding on, the minister affirmed, “In responding to His Majesty’s titah, the challenge for all of us now is to consider how we live and what we can do to ensure that in our daily lives we maintain and improve our health and those of our families.”

THE Minister of Home Affairs and Deputy Minister of Defence recently spoke in support and gratitude for the titah of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, which was delivered on the eve of Hari Raya Aidilfitri 1438 Hijrah and highlighted the importance of peace and stability to the country and its citizens.

Speaking in an interview with the Bulletin, Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, said, “We all should support His Majesty’s titah emphasising on peace and stability.

“With circumstances and events going on around the world now, it’s very challenging,” he said, underlining the need to avoid complacency and highlighting that it is the responsibility of everyone in Brunei Darussalam to preserve and maintain the peace and stability to develop the nation.

On how the Ministry of Home Affairs (MoHA) is working to ensure and maintain Brunei’s peace and stability, the minister touched on the importance of grassroots leadership. “The institutions of mukim penghulus and village heads, I think they are important, key people, who are always, as grassroots leaders, responsible for their own people in the villages and the mukims.”

He also spoke on immigration, saying that the MoHA “is also responsible for immigration and this is where our officers in charge of the control posts or the entry control areas, entry points to Brunei Darussalam, ensure that people going in and out of Brunei need to be scrutinised very strictly”.

The minister affirmed that the MoHA is conducting continuous, stringent efforts to ensure peace and stability, saying, “It’s always been our responsibility to ensure peace and stability for our country.”

First Admiral (Rtd) Dato Seri Pahlawan Abdul Aziz bin Haji Mohd Tamit, the Deputy Minister of Defence also spoke with the Bulletin on the titah, saying, “The blessing of peace and tranquillity should not be taken for granted, and we thank His Majesty’s strong and wise leadership in emphasising the importance of maintaining the peace and stability of the country.”

The deputy minister highlighted that a nation thrives under the blanket of a peaceful, secure and stable environment, hence enabling a future of nation-building and development. “As Bruneian citizens and residents, we all have a role to play in ensuring that our future generation can enjoy the peace and stability that we currently have now. We must continuously strive to defend our country, amidst the changing security environment, so that we can fulfil our national development goals under the Brunei Vision 2035.”

Touching on the Ministry of Defence’s (MinDef) efforts towards maintaining peace and stability, he said, “Within Brunei Darussalam, the MinDef works closely and supports other security agencies in order to ensure quick and seamless responses in any contingency operations, should there be any potential security challenges that may disrupt the national peace and security.

“Our Royal Brunei Armed Forces (RBAF) is professionally trained to ensure operational readiness in protecting the sovereignty of the nation,” he affirmed.

“At the same time, we work closely with other countries around the region and beyond. These are done through the bilateral and multilateral exercises to enhance interoperability, to exchange intelligence and information with one another, to share knowledge and best practices, and to enhance practical cooperation in areas such as humanitarian assistance and disaster relief, search and rescue missions and others.

“Such cooperation and interactions we have with other countries are essential to address transnational challenges,” he explained. “This is why Asean has platforms for dialogue and cooperation such as the Asean Defence Ministers’ Meeting (ADMM) and ADMM-Plus which includes eight of our Dialogue Partners – Australia, China, India, Japan, New Zealand, Republic of Korea, Russian Federation, and the United States of America.”

He underlined that these platforms are among those regional efforts that are necessary to effectively address transnational security challenges. They provide opportunities for countries to come together to foster trust and confidence and facilitate practical cooperation through the mechanisms and initiatives that have been adopted under these platforms, he added.

One such platform is the Experts’ Working Groups under the ADMM-Plus, which he explained seeks to enhance cooperation in the fields of humanitarian assistance and disaster relief, maritime security, counter terrorism, military medicine, peacekeeping operations, humanitarian mine action and cyber security.

“Evident by the many exercises that have been conducted under this ambit, they have been very beneficial in strengthening interoperability among the 18 countries. All these elements come together in underlining the MinDef’s role in defence diplomacy to maintain peace and stability within Brunei Darussalam and also, to the regional and international community.”

He said the MinDef has sought to establish strong and friendly ties with countries.

From these ties, they will contribute to regional and international security and stability by fostering understanding, building trust and confidence, and strengthening cooperation to tackle common security challenges.

“Hence, this is why we see our RBAF’s commitment in Southern Mindanao through the International Monitoring Team (IMT) is a meaningful endeavour. As a responsible member in the region, we view this as our contribution to international missions whilst working constructively with other regional forces. At the same time, we also view our involvement as contributing to peace, not only in the Philippines, but also security and stability in the region.”

The deputy minister highlighted that the MinDef and RBAF will continuously advance to develop a reliable, robust and resource-efficient armed forces and at the same time, work alongside with other security agencies to maintain the peace and stability of Brunei Darussalam.

“Defending the nation and securing our sovereignty requires a whole-of-government approach. We also remain dedicated in ensuring our strong ties with other countries to work together to foster a peaceful and stable regional environment. The more cohesive and united we are, the more economically successful and socially advanced our region will be,” he added.

NEARLY 34,000 well-wishers flocked to the Istana Nurul Iman yesterday to personally convey their Hari Raya greetings to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam; Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam and other members of the royal family, on the second day of the palace open house held in conjunction with Hari Raya Aidilfitri celebrations.

The morning session of the palace open house saw 17,641 people reaching the Istana, while 16,273 visited in the afternoon session.

Well-wishers, including uniformed personnel, foreign expatriates and tourists, gathered for the open house from as early as 7am although Their Majesties were scheduled to exchange greetings with guests from 10am.

Accompanying His Majesty to receive the male visitors yesterday at the Baitur Rahmah Hall were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince Haji Sufri Bolkiah; His Royal Highness Prince Haji ‘Abdul ‘Azim; His Royal Highness Prince ‘Abdul Malik; His Royal Highness Prince ‘Abdul Wakeel; and other members of the royal family.

Yang Teramat Mulia Pengiran Muda ‘Abdul Muntaqim ibni Duli Yang Teramat Mulia Paduka Seri Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah and Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah binti Duli Yang Teramat Mulia Paduka Seri Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah also made a brief appearance at the Baitur Rahmah Hall.

 A total of 33,914 people, young and old, donning new Raya outfits and some in national costumes, thronged the palace yesterday.

Similar to previous years, a shuttle bus service was provided to ferry visitors to the Istana’s entrance where police and health personnel were stationed to conduct security checks.

Prior to entering, the visitors were advised to follow the proper dress code illustrated on several signboards due to strict protocol.

Those who failed to comply with it were politely excused from greeting the royalty but welcomed to enjoy refreshments at the public dining hall.

After getting clearance, well-wishers followed a lane, segregated for males and females, to collect individual coupons for the Hari Raya souvenir – a yellow-coloured box containing savouries, to be collected only at the exit.

Well-wishers then followed a pathway leading to the spacious dining hall with several food-stalls lined up either side serving an array of mouth-watering dishes and assorted Hari Raya cakes that were offered with a glass of teh tarik.

The sound of clicking silverware dominated the hall which was also abuzz with chattering and laughter coupled with Hari Raya melodies in the background – all further enlivened the joy of the festivities.

Istana officials were on hand to usher well-wishers to join in the lingering queue that snaked its way to the Baitur Rahmah Hall, where His Majesty and members of the royal family waited to receive greetings, while Her Majesty and the female members of the royal family waited in an adjacent hall to receive female well-wishers.

Well-wishers were advised to follow instructions given by officers and staff from the Istana to avoid any disappointment while waiting in the queue. The estimated waiting time in queue was between 30-45 minutes with ample seating provided.

The Istana open house is a unique tradition to Brunei and is considered the best time for the public to get closer, shake hands with and extend their Hari Raya greetings to the benevolent ruler, Her Majesty and other members of the royal family.

A total of 38,437 well-wishers visited the Istana and greeted Their Majesties and members of royal family on Tuesday, the first day of the palace open house.

The Istana open house will conclude today.
