Final rehearsal for hoisting of giant national flag

THE official ceremony for the hoisting of the giant national flag in conjunction with the 71st birthday celebrations of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, will be held today at the foyer of the Yayasan Sultan Haji Hassanal Bolkiah Complex in the capital.

To ensure the smooth running of the event, a final rehearsal was held yesterday, witnessed by Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohammad Yusof, the Permanent Secretary at the Ministry of Home Affairs (MoHA), in his capacity as Chairman of the 71st birthday celebrations of His Majesty.

The event involved personnel from the Royal Brunei Navy hoisting the giant national flag, while a choir group sang the national anthem, ‘Allah Peliharakan Sultan’.

The rehearsal also saw the involvement of the Royal Brunei Armed Forces, the Royal Brunei Police Force, the Prisons Department, and the Fire and Rescue Department.

Also present were the deputy permanent secretaries at the MoHA; officers from MoHA and the Adat Istiadat Negara Department; district officers; and committee members of the 71st birthday celebrations of His Majesty.

Raya joy at Indonesian envoy’s open house

INDONESIAN Ambassador to Brunei Darussalam Nurul Qomar yesterday hosted a Hari Raya open house at her Jalan Kebangsaan residence, with a guest list that included Cabinet Ministers, deputy ministers, senior government officials, members of the Diplomatic Corps and prominent businessmen.

The ambassador and embassy officials mingled with guests over a buffet spread of Indonesian dishes.

Foreign ambassadors to the country host such events as an annual activity to strengthen ties and enliven the festivities with Brunei associates, as well as their respective countrymen working and residing in the country.

Flag hoisting for His Majesty’s 71st birthday celebrations held in Tutong

THE Tutong District held a national flag hoisting ceremony in conjunction with the 71st birthday celebrations of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday at the Tutong District Civic Centre Complex area.

Present at the event – held simultaneously with flag hoisting ceremonies in the other districts – was Haji Noor Jusmin bin Haji Abdul Samad, Permanent Secretary at the Ministry of Culture, Youth and Sports.

The ceremony began with a recitation of Surah Al-Fatihah and Doa Selamat by Haji Mohd Fauzi bin Haji Anuar, Mosque Affairs Officer and Head of Imam of the Hassanal Bolkiah Mosque in Pekan Tutong.

A large-size Brunei national flag was brought into the ceremonial area by a delegation comprising members of the Neighbourhood Watch and Tutong District Volunteers.

The delegation was led by Haji Adnan bin Haji Adam, Assistant Tutong District Officer, and accompanied by a marching band from the Prisons Department.

The flag was then handed over to the guest of honour by Shamsul Bahrin bin Haji Mohd Hussain, the Tutong District Officer.

The guest of honour then handed over the flag to the Royal Brunei Police Force for the hoisting ceremony.

This was followed by a singing of the Brunei national anthem ‘Allah Perharakan Sultan’ and a patriotic song titled ‘Bendera Negara’, performed by a coalition from the Telisai Harmonics Choir Group from Mukim Telisai and Wira Bangsa Mukim Pekan Tutong.

The event concluded with the handing over of national flags to penghulus of the Tutong District by the guest of honour.

Also present at the flag hoisting were members of the Legislative Council, members of the high working committee of His Majesty’s 71st birthday celebration 2017 for the Tutong District, government officials, and penghulus and village heads of the Tutong District.

Immigration Dept marks anniversary

THE Minister of Home Affairs, Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong attended a ceremony commemorating the 59th anniversary of the establishment of the Immigration and National Registration Department yesterday.

The ceremony – held at the Rashidah Sa’adatul Bolkiah Mosque at Kampong Sungai Akar – began with a Sunnat Hajat prayer and Doa Kesyukuran, followed by Tahlil. It continued with the presentation of donations to the orphans of the department’s deceased officers and staff, as well as the presentation of the donation for the Mosque Construction Fund. The event concluded with mass Asar prayer.

The 59th anniversary of the establishment of the Immigration and National Registration Department will be marked with various programmes and events including religious, roadshow, sports and social activities aimed at strengthening the bond between officers and staff of the department and to give members of the public an understanding of the services the department offers.

Also present at the event were member of the Legislative Council, YB Pengiran Haji Ali bin Pengiran Maon; Permanent Secretary at the Ministry of Home Affairs, Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof; deputy permanent secretaries; senior officers of the Ministry of Home Affairs and personnel of the Immigration and National Registration Department.

Raya in the good ol’ days

BORN on August 14, 1930 and originally of Kampong Ujong Tanjong, Pengarah Haji Mokti bin Matsaleh, who was appointed Village Head of Kampong Tamoi Tengah and Tamoi Ujong in 1975 before becoming Penghulu (a post which to this day he still holds), recounts how different Hari Raya was in Kampong Ayer when he was still young compared to how it is now.

Back then, the term ‘open house’ did not exist. Drinks served were just coffee and tea, while food offered was just traditional Bruneian cakes such as Bahulu, Cincin, Sapit and Cacah.

Guests would be seated on mats while helping themselves to delicacies.

According to Pengarah Haji Mokti, at times guests would be served Ambuyat along with Binjai and Tempoyak as dippings, complemented with Dadah Tahai of smoked Tamban fish, boiled prawns and meat cooked with turmeric.

Hari Raya then was in the main about fostering ties among relatives – especially distant ones – so that everyone can come to learn of their relations.

Shah United begin AFF campaign today

BRUNEI Darussalam’s futsal club Shah United FC left for Bangkok, Thailand yesterday to represent the country in the Asean Futsal Federation (AFF) Futsal Club Championship from July 2 to 8.

The 2016 national league runners-up have been drawn alongside Myanmar’s Pyay United, Indonesia’s Permata Indah Manokwari and Thailand’s Thai Port in Group ‘A’.

Shah United will play Pyay United today before completing their group stage against Permata Indah Manokwari on July 3 and reigning champions Thai Port on July 4.

Two-time winners Thai Port will emerge as this year’s red-hot favourites having won the competition since its inception in 2015.

Shah United have been boosted by the arrivals of two foreign players namely Anton Cahyo Nugroho and Denis Guna Bawana from BJL 2000 Shiba Semarang.

Anton has previously captained Indonesia’s under-20 national team and guided them to the quarterfinals of the Asian Football Confederation (AFC) Futsal Championship in May while compatriot Denis produced a man-of-the-match winning performance against former Pro Futsal League winners Black Steel Manokwari.

The team comprised of 21 players and six officials including players who have already gained experience in the Brunei Futsal League.

The experienced players included full internationals such as Nazirul Haziq bin Adeni, Abdul Azim bin Bolhassan, national team captain Maziri bin Maidin, Fakhri bin Haji Bangkul, and Abdul Khabir bin Haji Ismail.

The goalkeepers in the Shah United squad included the trio of Muhammad Arib bin Haji Umar, Syaerie Shafiqullah Suhaili and Khairul Anwar bin Haji Hamidon.

Shah United will also feature players that were selected in the under-20 national team namely Muhammad Yuzlin bin Haji Ishak, Muhammad Yusran bin Mazlan and Nizamuddin bin Haji Ismail.

The team also included Awangku Mohammad Sukri bin Pengiran Haji Jaludin, Muhammad Ulfi bin Aminuddin, Muhd Wazien Musawwir bin Haji Md Noor, Khalil bin Saab, Muhd Safwan bin Haji Mohd Safri, Md Zairul Hazmin bin Md Saifuddin, Mohammad Abi Syarillizam bin Sabtu, Mohammad Nawawi bin Haji Md Yazid and Awangku Mohd Khairul Bahri bin Pengiran Adruman.

Defending league champions Kota Junior have led the well wishes ahead of their rivals’ debut participation in regional or international level through social media as well as local futsal club Street United FT.

THE joyous and much-anticipated nationwide celebration of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s 71st birthday officially began with the hoisting of a giant national flag in the capital yesterday in a ceremony held at the foyer near Yayasan Sultan Haji Hassanal Bolkiah Complex.

Present as guest of honour at the event was Yang Amat Mulia Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak Haji Abdul Aziz bin Pengiran Jaya Negara Pengiran Haji Abu Bakar, Chief of Adat Istiadat Negara, in his capacity as the Advisor of the National Executive Committee for His Majesty’s 71st birthday celebrations.

The giant national flag – measuring 3.7 metre by 7.3 metre – was received by the guest of honour and later handed over to the Royal Brunei Navy.

The flag was then hoisted by personnel from the Royal Brunei Navy to the tune of the national anthem played by the Royal Brunei Police Force band, accompanied by anthem singing by choir teams from the Language and Literature Bureau, Bandar Seri Begawan Municipal Department, Fire and Rescue Department and the Gema Suara Merdeka choir team from Mukim Sengkurong.

Flanking the navy personnel were 71 flag bearers comprising staff from the Fire and Rescue Department and Prisons Department.

After this, national flags measuring 1.8 metre by 1.2 metre and posters for His Majesty’s 71st birthday celebration were handed over by the guest of honour to the district officers of the Brunei-Muara, Belait, Tutong and Temburong districts.

Additional flag hoisting ceremonies were later held in all four districts shortly after this main event.

The guests of honour for these subsequent flag hoistings were as follows: Dato Seri Setia Haji Abdul Aziz bin Orang Kaya Maharaja Lela Haji Mohd Yusof, Permanent Secretary at the Ministry of Religious Affairs (Brunei-Muara District); Haji Azhar bin Haji Ahmad, Permanent Secretary at the Ministry of Communications (Belait District); Haji Noor Jusmin bin Haji Abdul Samad, Permanent Secretary at the Ministry of Culture, Youth and Sports (Tutong District); and Ahmaddin bin Haji Abdul Rahman, Permanent Secretary at the Ministry of Finance (Temburong District).

Citizens and residents in the nation are urged to hoist the national flag at their residences, government buildings and business premises starting July 1. Those bestowed with titles are urged to hoist their personal flags.

The giant national flag will remain hoisted in the capital until July 31.

WB sees comprehensive reform agenda in Brunei

THE structure is in place and there is good coordination between agencies for Brunei Darussalam to keep implementing a comprehensive set of reforms, according to two top officials from the World Bank Group.

Antoni Albert Nogues Comas and Nadia Novik recently concluded a nine-day visit to Brunei Darussalam, during which they met with various government agencies and private sector companies to assess and verify the reforms being implemented by the Brunei government to improve the business environment.

They have been collecting information pertaining to the ease of doing business in the country, in line with the group’s Doing Business Report, which measures the efficiency and strength of business regulations in 190 economies worldwide.

The World Bank’s Doing Business Index is one of the benchmarks used by Brunei Darussalam to gauge the progress of ongoing efforts to improve the business environment. Brunei’s ranking improved from 97th in 2016 to 72nd in the 2017 report. The next edition, the Doing Business Report 2018, will be released in October.

In the interview, Novik and Comas shared their assessment on Brunei.

Novik noted the coordination between agencies. “We do know that there is a lot of coordination happening within the agencies, particularly their champion groups that are leading the efforts and facilitating the efforts between the different counterparts.

“We’re also aware that there is a lot of socialisation happening, and we have heard that both from the public sector and the private sector, who have been informing us of multiple workshops and socialisation events where they informed about the changes that are being implemented.

“We also know that there is a lot of peer-to-peer learning with other governments and the Government of Brunei was very keen in asking other countries to share their experience, and we definitely welcome that effort,” she continued.

“There are still 189 other countries that have faced the same issues and many of them are really happy to provide support and maybe together brainstorm and generate new ideas.”

Comas also shared his thoughts, saying, “I think in terms of the socialisation, we’ve seen that there is a constant – it’s not just a one-time effort with the reforms, it has been continuous, and we really encourage the government to keep having these periodical socialisations, because most of the time some of the reforms, when they get implemented in practice, there is a lot, it takes some time until the private sector is comfortable with the new changes so it is important that the government keeps doing these socialisation efforts as we have seen.”

The World Bank officials noted that they see a very comprehensive reform agenda in Brunei Darussalam. “It is quite remarkable how all the areas that are measured by the report are covered by the reform agenda of the champion groups, and as we already mentioned, in the continuous effort to reform, we continue seeing that interest in the actions,” Novik said.

Last year, visiting World Bank officials acknowledged a ‘comprehensive effort’ from Brunei through a number of reforms and initiatives to address all the areas under the ease of doing business.

On this, Novik shared, “We continue seeing a comprehensive agenda as our colleagues have mentioned last year, and we definitely welcome that, and we do recognise that it is a very difficult change, because change by itself is hard to implement, let alone when it is a multi-factoral one, when it involves multiple areas, starting with opening a company and getting to resolving insolvency.

“It is important to acknowledge that some of the areas will take longer time to implement the changes and practice compared to the others.”

Comas shared, “I think that it is important to be comprehensive, and what I think also more important is that we see a high level of coordination, so more importantly, when you try to reform in all areas of a business environment, if you don’t have a permanent structure that coordinates between the different agencies, a lot of synergies are lost.

“So we’ve seen that there is a good coordination at a high level to try and implement at a fast pace, because it is also fast-paced reform; like last year, we recorded Brunei as the top reformer in the world.

“Therefore we’ve seen that the structure is in place, that there is good coordination between the agencies to keep implementing this comprehensive set of reforms,” he added.

Brunei Darussalam’s performance in the World Bank’s Doing Business Index has progressively improved over the last few years. The country was ranked 105th out of 190 economies in the Doing Business 2015 report with a Distance to Frontier (DTF) score of 58.02; ranked 97th with a DTF score of 60.28 in 2016; and ranked 72nd with a DTF score of 65.51 in the Doing Business 2017 report.

The Distance to Frontier score measures the distance of an economy to the ‘frontier’, which represents the international best practice. An economy’s distance to frontier is reflected on a scale from 0 to 100, where 0 represents the lowest performance and 100 the frontier.

The DTF score helps assess an economy’s absolute performance over time.

Kean urges charges to be clinical

DPMM FC head coach Steve Kean has challenged his charges to be clinical in front of goal following a run of seven league appearances without a win when they meet Warriors FC in the Great Eastern-Hyundai S League at the Choa Chu Kang Stadium in Singapore tonight.

The Gegar Gegar men have failed to score six times in the last 10 league matches although they have recorded three goals in each of their two high-scoring defeats.

Kean has indicated that his charges recorded more opportunities than Albirex Niigata (S) in their recent match but was found guilty in missing them.

“We actually had more chances and didn’t score. Football is all about how you play in both boxes. We need to be ruthless in the attacking box and be really resolute and strong defensively in the defending box,” said Kean in an interview with the media.

Kean also hoped to make life difficult for the Warriors and at the same time find a way to expose a gaping hole.

“We know Warriors like to attack and sometimes leave a bit of space at the back and that’s when we like to attack,” he said.

“That is what we have been working on in the last 16 days and we need to make sure when we lose possession, it will be difficult to play through us.”

“We have done lots of work on that and if we can replicate what we have done in training, get the ball in box and be ruthless and get our blocks in with great determination and not even let our goalkeeper to make a save, then I think we stand a good chance,” he continued.

DPMM FC forward Rafael Ramazotti will be absent from the encounter after being plagued with injury and Kean insists that this represents a good chance for others to step up to the plate in his absence.

“He will be out for a few more weeks and that is enough time for the other strikers to make their mark,” he said with the likes of Adi and Shahrazen Said possible options from the bench.

The Brazilian has been an ever present leading the line for the Brunei-based outfit but his injury will be felt as a loss.

“It is going to be difficult because you never like to lose main strikers. Before he got injured, he played every game and he had done remarkably well up till now.”

“But it gives Adi and Shahrazen Said as well as other strikers who are selected an opportunity to play and grab their chance,” he concluded.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday attended a Tahlil ceremony for His Majesty’s late parents Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien ibni Al-Marhum Sultan Muhammad Jamalul Alam and Al-Marhumah Duli Raja Isteri Pengiran Anak Damit binti Al-Marhum Pengiran Bendahara Pengiran Anak Abdul Rahman at the Royal Mausoleum in Jalan Tutong.

Accompanying His Majesty were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince Haji Sufri Bolkiah; His Royal Highness Prince Haji Jefri Bolkiah; His Royal Highness Prince ‘Abdul Malik; and His Royal Highness Prince ‘Abdul Wakeel.

Upon arrival, His Majesty and members of the royal family were welcomed by Yang Amat Mulia Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak Haji Abdul Aziz bin Pengiran Jaya Negara Pengiran Haji Abu Bakar, the Chief of Adat Istiadat Negara; Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, the Minister of Religious Affairs; and Dato Paduka Awang Haji Abdul Mokti bin Haji Mohd Daud, the Deputy Minister of Religious Affairs.

The Tahlil ceremony was led by Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti who also recited the Doa Tahlil followed by the Doa Peliharakan Sultan dan Negara Brunei Darussalam.

Following the Tahlil and Doa, His Majesty poured ‘Ayer Asah-Asahan’ (scented water) on the tombs of the late parents of His Majesty, and the customary practice was followed by Their Royal Highnesses.

Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien passed away on 3rd of Muharram 1407 Hijrah, corresponding to September 7, 1986 while Al-Marhumah Duli Raja Isteri Pengiran Anak Damit passed away on 20th of Syawal 1399 Hijrah, corresponding to September 13, 1979.

Al-Marhum Sultan Haji Omar ‘Ali Saifuddien was crowned as the 28th Sultan of Brunei after Al-Marhum’s older brother Al-Marhum Sultan Ahmad Tajuddin Akhazul Khairi Waddien ibni Al-Marhum Sultan Muhammad Jamalul Alam passed away in 1950.

A loving and farsighted monarch, Al-Marhum is known as the Architect of Modern Brunei for turning the country into a developing nation. Among the most important achievements during Al-Marhum’s reign include the establishment of the State Constitution and policies on education, religion, security, communications and welfare of the country’s citizens and residents.

Also present at yesterday’s ceremony were Yang Amat Mulia Pengiran-Pengiran Cheteria, Cabinet Ministers, members of the state councils, deputy ministers, Pehin-Pehin Manteri, Manteri-Manteri Hulubalang, permanent secretaries, Commander of the Royal Brunei Armed Forces, Commissioner of Police and senior government officers.

IBTE instructors receive QMET certificates

THE Institute of Brunei Technical Education (IBTE), Singapore Polytechnic (SP) and Tem-asek Foundation International (TFI) officially concluded their 30-month collaboration with the handing over of the Brunei Maritime Academy (BMA) project, Quality in Maritime Education and Training (QMET) certification to IBTE as well as QMET BMA master trainers certificates to IBTE instructors yesterday.

The collaboration started with the signing of the Service Agreement in February 2014 that aimed at enhancing the Maritime Education and Training in Brunei Darussalam which brought about the establishment of the BMA offering a range of competency-based qualifications training for the maritime industry in Brunei Darussalam. BMA is the product of the joint collaboration between the Ministry of Education (MoE), the Energy and Industry Department at the Prime Minister’s Office (EIDPMO) and supported by the Ministry of Communications (MinCom).

Present as the guest of honour was Dato Seri Setia Awang Haji Mustappa bin Haji Sirat, the Minister of Communications.

Dr Chin Wei Keh, CEO of IBTE explained BMA was established as a result of the close collaboration between three government agencies namely MoE, EIDPMO and MinCom.

“The MoE engaged the services of Singapore Maritime Academy (SMA) of Singapore Polytechnic through Singapore Polytechnic International (SPI) to provide consultancy and training sessions which are expected to make a significant impact on the training capabilities of BMA and hence produce competent maritime professionals to meet the needs of the maritime industry in Brunei Darussalam,” he said. “The services provided covers three aspects namely Training Capability Building, Train The Trainers And Academic Quality Assurance system which were all expected to set the foundation for BMA to be a centre of excellence in maritime training in the near future.’’

He added that Temasek Foundation International supported the project by providing a goodwill contribution to support the implementation of the Maritime Education and Training Quality Assurance System component.

“I am grateful for the assistance of SMA of Singapore Polytechnic, the Marine Department and our marine network companies for their roles in helping to develop the curriculum including the programme, assessment and trainer guides for BMA programmes under the ‘Training Capability Building’ component, where they lend their expertise and knowledge to design the content for Diploma in Nautical Studies, Diploma in Marine Engineering, Deck and Engine Ratings programmes in accordance to International Maritime Organization (IMO) requirement,” he said. “Under the ‘Train the Trainers’ component of the project, our instructors at BMA had undergone and successfully completed their trainings in IMO model course 6.09 and IMO model course 3.12 which are in accordance to IMO standards.

“The courses provide BMA instructors with pedagogical knowledge and skills needed to administer, supervise and monitor training and assessment of seafarer.

“The ceremony marks another milestone in the history of the development of the maritime education and training in Brunei Darussalam. Looking ahead, there is still much to be done especially in positioning BMA to play an important role in sustaining and supporting the bigger maritime ecosystem in Brunei Darussalam and their region,” he said.

He called upon stakeholders to play a more prominent and active role in supporting BMA to produce competent maritime professionals to meet the needs of the maritime industry.

SP presented the BMA project document to IBTE and TUV SUD PSB Pte Ltd, Singapore awarded the QMET certification, PSB 100:2002 Standard for Quality Maritime Education and Training to BMA.

At the ceremony, 15 IBTE instructors also received their QMET BMA Master Trainers certificates.

The BMA project involves a series of consultancy services and training session which include developing curricula, instructional materials and other necessary training resources in accordance with established competency map, capacity building training workshops to BMA staff to become qualified instructors and assessors in accordance with IMO Model Course 6.09 and 3.12 and setting up and guiding BMA in the implementation of a Quality Assurance System in accordance with the Standards for Quality in Maritime Education and Training.

Dato Paduka Dr Awang Haji Mohd Amin Liew bin Abdullah, Deputy Minister of Finance and Chairman of IBTE Board of Governors; IBTE BOG members; Deputy Permanent Secretaries at the MoE; and Acting Deputy Permanent Secretary at the MinCom were also present.

Family miraculously escapes inferno

A FAMILY of 14 miraculously escaped from a burning house in the early hours of yesterday, turning the festive celebrations grim for the neighbourhood of Kampong Perpindahan Lambak Kanan.

All family members were fast asleep when tragedy struck their house at Jalan 2 of the village.

The Fire and Rescue Department said in a statement that it received a distress call at about 3.27am and rushed two fire engines with 10 personnel from the Lambak Kanan Fire Station to the scene.

Fire and Rescue personnel said by the time they arrived at the scene, the massive fire had already gutted the kitchen, part of the living room, the garage and four cars at the ground floor of the two-storey house.

Led by SSFR Noor Aflan bin Kachi, the personnel, equipped with breathing masks, managed to douse the fire within 10 minutes.

In an interview with the Bulletin, a visibly distraught house owner Pengiran Haji Mustapa bin Pengiran Haji Ahmad, 67, a retired police personnel who has been living in the house with his family since 1998, said although he has incurred a big loss from the tragedy, he is relieved as everyone in his family is safe.

Recollecting the moments they discovered the fire, he said while everyone was fast asleep, his grandson, a student of Sports School who had to wake up early because he was about to return to his school dormitory early in the morning, alerted the family at around 3am, telling them that he could smell smoke and traces of petrol. “There was a fire outside the garage of the house. Luckily, my grandson woke up early, otherwise I don’t know what would have happened,” he said.

Amid the terror, Pengiran Haji Mustapa said, he took all his family out of the house and told them to save only important belongings such as personal documents.

He said members of his family also attempted to douse the fire that came from the garage, which grew larger and spread quickly to the kitchen and living room before the Fire and Rescue personnel arrived.

He lamented that rescue efforts were delayed because the entrance to his house was narrowed by two concrete fences built by his neighbours, making it difficult for fire engines to pass through until they found an alternative route from behind the house.

“When we first settled in here, we were told that fences are not permitted without the approval from the relevant authorities in this housing scheme area but I guess some people decided to ignore this … I raised my concern with the Housing Development Department years ago about the two fences but there was never a response from them,” he claimed, while noting that after the fences were erected, large vehicles such as garbage trucks were unable to pass through the entrance of his house.

“I really hope the relevant authorities would take action on this matter and let this be a learning lesson for everyone because we don’t want to compromise our safety in the event of an emergency,” he added.

Pengiran Haji Mustapa also thanked officials from the Ministry of Home Affairs (MoHA), the Brunei-Muara District Office, Community Development Department (JAPEM), Yayasan Sultan Haji Hassanal Bolkiah and also the Penghulu of Mukim Berakas ‘B’ and the Village Head of Perpindahan Lambak Kanan who paid them a visit, handed over some food items and assured them that they will assist the family in whatever ways possible.

Electricity to the house has been cut-off for safety reasons and the house has been declared safe by the Fire and Rescue Department following the fire.

Pengiran Haji Mustapa said they will continue to live in the house as the upper floor is still habitable, while repairs are done to the ground floor.

He also hopes that some form of assistance will be given from the relevant authorities in repairing the house as he wants his family to be safe and comfortable in the quickest time possible.

He said before the fire, he had made some renovations to his living room and the garage, and what happened yesterday has really devastated him. “But I am grateful to Allah the Almighty because what is most important is our safety,” he said.

The Fire and Rescue Department said it is still conducting investigation to find out the cause of the fire and the estimated loss of property.

Meanwhile, the department urged members of the public to pay special attention to fire safety and prevention during the festive season to avoid house fire incidents.

The joint ‘Brunei-Singapore Exhibition’ will be officially launched during the State Visit.

Brunei football team seeded in Pot 3 for SEA Games

BRUNEI Darussalam’s football team scheduled to play in the Southeast Asian (SEA) Games in Kuala Lumpur, Malaysia this August have been seeded in Pot 3 alongside Cambodia, Laos, Philippines and Timor Leste after the format of the draw has been revised.

Football web portal Goal reported that according to a press statement released by the Football Association of Malaysia (FAM), a meeting held between the association, the Malaysian Olympic Council (MOM) and the 2017 Kuala Lumpur Malaysia SEA Games Organising Committee (MASOC) has agreed to tweak the draw after competing nations expressed disappointment over the initial mechanism that had been proposed.

The draw will be submitted to the Asian Football Confederation (AFC) and if it is approved the draw will be held on July 8.

Under the new process, tournament hosts Malaysia will be placed in the A1 position in Group ‘A’ which means they avoid facing defending champions Thailand who will be placed in the B1 position in Group ‘B’.SEA_GAME_2017_Football

Pot 1 will contain 2015 silver medallists Myanmar and second runners-up Vietnam with the first team to be drawn in A2 and the second team in B2.

Pot 2 will contain 2015 fourth-placed visitors Indonesia and Singapore, who finished the edition in third place in Group ‘A’ and the first team, will be drawn in A3 with the second team in B3.

Brunei could be drawn in A4, A5, B4, B5 or B6 depending on which order they are being called out.

Porsche Asia-Pacific launches MDA in Sepang

PORSCHE Asia-Pacific yesterday commenced the highly anticipated Media Driving Academy (MDA) in Sepang, Malaysia, participated by over 60 journalists from around the region.

Now in its third instalment, the event – which runs from July 4 to 6 – offers journalists the exquisite opportunity to get behind the wheel of the new Panamera Turbo and Panamera 4S on the racetrack, alongside a fleet of other Porsche vehicles.

For the first time, the Cayman GT4 Clubsport, a 385 horsepower mid-engined racer for motorsport newcomers, will also be available for hot laps.

First launched in 2015 at Bira Circuit in Pattaya, Thailand, the MDA invited over 150 journalists to experience the maximum performance of Porsche cars through consecutive courses designed to sharpen driving skills in a safe environment with world-class Porsche instructors.

The MDA consist of three courses – Individual, Professional or Elite. In addition to activities on the track, participants will also experience theory workshops, including a motorsports conditioning session, driving physics workshop and a question-and-answer session with certified Porsche instructors.

QAF Eurokars Sdn Bhd, the official importer and distributor of Porsche vehicles in Brunei, invited four members of the Brunei media to attend this year’s event. One will be steeped in the professional course, while the remaining three will participate in the individual course.

Earl Bamber will work with the Elite and Individual course participants, providing them a taste of a day in the life of a Porsche LMP1 driver.

Bamber, behind the wheel of the Porsche 919 Hybrid, claimed victory at this year’s 24 Hours of Le Mans, the world’s longest-running endurance race.

Bamber said, “Coming fresh off the 24 Hours of Le Mans and into the Media Driving Academy at Sepang, I am thrilled that I can share with journalists what an incredible experience it was.

RBPF salutes 104 retirees

THE Royal Brunei Police Force (RBPF) yesterday paid tribute to 104 retired police personnel during a Hari Raya Aidilfitri gathering at the RBPF Hassanal Bolkiah Stadium in Gadong.

Attending as guests of honour were Commissioner of Police Dato Paduka Seri Haji Mohd Jammy bin Haji Muhd Shah Al-Islam and his spouse, Datin Hajah Kamariah binti Haji Abdul Hamid, who is the chairperson of the Welfare Body of Police’s Wives and Families (PEKERTI).

Also in attendance was Acting Assistant Commissioner of Police Mohd Irwan bin Haji Hambali.

Senior Superintendent Haji Zaini bin Haji Abdul Rahim, the event chairperson, paid tribute to the retirees who completed between 17 to 30 years of services in the force last year.

Retirement, he said, “is a very meaningful and memorable point of life, after having made a huge contribution to the force. All the sacrifices that you made together will not be forgotten and is appreciated by personnel of the RBPF.”

SM 1897 Kassim bin Ibrahim delivered a speech on behalf of the retirees conveying his gratitude to the RBPF.

PEHIN Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, the Minister of Religious Affairs, yesterday received a courtesy call from Marina Laker, the High Commissioner of Canada to Brunei Darussalam, at the Dhiyafah Room, Ministry of Religious Affairs (MoRA) Building.

During the visit, both sides exchanged views on matters pertaining to laws and on experience in developing society.

Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin and Marina Laker expressed their satisfaction on the existing bilateral cooperation between Brunei Darussalam and Canada.

MoE delegation visits Nakhoda Abdul Rashid Primary School

A DELEGATION from the Ministry of Education (MoE) led by Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, the Minister of Education yesterday visited the Nakhoda Abdul Rashid Primary School, Cluster 3 in Kampong Menunggol.

The delegation was welcomed by Haji Mohd Suazmie bin Haji Zulkifli, Headmaster of Nakhoda Abdul Rashid Primary School, and Yusof bin Muhammad, Village Head of Kampong Menunggol.

During the visit, Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi took the opportunity to check on the learning sessions, development and infrastructure of the school.

The delegation also attended a briefing by Haji Mohd Suazmie on the development, achievement of students and challenges faced by the school.

The visit continued with a Hari Raya Aidilfitri celebration with the students in the school hall.

Also present were Pengiran Dato Paduka Haji Bahrom bin Pengiran Haji Bahar, Deputy Minister of Education; and Nadia Lee Siew Hoon binti Abdullah, Deputy Permanent Secretary at the Ministry of Education.

The Nakhoda Abdul Rashid Primary School was built in 1961 and has 45 students, 13 teaching staff and six employees.

Brunei keeps Tier 2 status in US TIP Report

BRUNEI Darussalam has maintained its Tier 2 status in the 2017 United States Trafficking in Persons (TIP) Report, released by the US State Department recently.

The annual report assessed 187 countries on their efforts to combat human trafficking through three key components, namely prosecution, protection and prevention.

Tier 2 was accorded to the governments of countries that do not fully meet the Trafficking Victims Protection Act minimum standards but are making significant efforts to bring themselves into compliance with those standards.

The Sultanate has been retaining the same status since 2012.

“The Government of Brunei Darussalam does not fully meet the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. The government demonstrated increasing efforts compared to the previous reporting period; therefore, Brunei remained on Tier 2,” the report said.

“Increased efforts included convicting its first trafficker in four years; expanding victim protection measures during judicial proceedings; and carrying out victim screening procedures while strengthening investigations into alleged labor abuses that may amount to trafficking.TIP Report 2017

“However, the government did not meet the minimum standards in several key areas. Authorities levelled criminal charges against some foreign victims and deported or fined others for unlawful acts committed as a direct result of having been subjected to trafficking. Courts issued lighter sentences for trafficking crimes than those prescribed by law,” the report noted.

The report has given several recommendations for Brunei. They include to increase efforts to investigate, prosecute, convict and punish both sex and labour traffickers including complicit government officials and ensure the imposition of sufficiently stringent penalties; increase protective services to provide incentives for victims to participate in investigations and prosecutions, including by allowing adult victims in government shelters to move freely and by issuing work permits to all victims; cease the arrest, deportation, and punishment of trafficking victims for crimes committed as a direct result of their being subjected to trafficking; allocate resources for the completion of the pending dedicated trafficking victims’ shelter and expand existing shelter services to accommodate adult male trafficking victims; train officials on implementation of proactive procedures to identify trafficking victims among vulnerable groups; train judges on accurate and effective implementation of anti-trafficking laws; allocate government resources to the victims’ fund established under the 2004 law and allow those funds to be paid directly to victims as restitution; strengthen efforts to enforce laws prohibiting acts that facilitate trafficking, such as retention or confiscation of migrant workers’ identity documents; offer foreign victims long-term alternatives to removal from the country; expand comprehensive and visible anti-trafficking awareness campaigns directed at employers of foreign workers and clients of commercial sex; approve and implement the national action plan; and accede to the 2000 UN TIP Protocol.

Japan to boost technical cooperation with Brunei

FURTHER boosting Brunei Darussalam’s diversification drive, the Japan International Cooperation Agency (JICA) has announced its readiness to provide technical cooperation in capacity-building for various non-oil and gas-related fields, such as small and medium enterprises (SMEs), human resources development in Technical Vocational Education and Training (TVET), tourism, agriculture and fisheries.

It is hoped that the cooperation will commence in August this year, after the Brunei Government concludes the signing of the technical cooperation agreement.

Details of JICA’s assistance in future and previous collaborations were revealed in a briefing for Brunei and Singapore at JICA’s headquarters in Japan located at the Nibancho Center Building in Tokyo.

The briefing was conducted by Takehara Masayoshi, the Director; Sasaki Hiroshi, Deputy Assistant Director of JICA’s Southeast Asia Division 2; and Otake Naoko and Higashiyama Sanae of Southeast Asia Division 2.

During the briefing, Hiroshi said, “We are now proposing new ways of cooperation on a sharing basis, and when the agreement is concluded, the Japanese Government will be ready to start a new wave of technical cooperation in helping Brunei to diversify its economy.”

It was also revealed that two missions from JICA visited Brunei Darussalam last year, during which the Brunei Government expressed interest in technical cooperation for capacity-building between both countries.

JICA officials have reaffirmed that JICA has several technical and training programmes which are able to support Brunei’s aspirations to diversify its economy.

When asked about the date of the signing of the technical cooperation agreement, Masayoshi replied, “The draft agreement has already been handed to the Brunei Government. We are hoping the agreement will be signed this August, so that the technical cooperation can take place in this fiscal year.”

Regarding possibilities for long-term cooperation, he said, “We hope that Japan and Brunei can conduct joint programmes for other countries in technical cooperation.”

Since the 1980s, JICA has contributed to the diversification of Brunei’s economy and human resources development through technical cooperation, upon request from the Brunei Government.

Seven cooperation projects have been conducted so far, with 114 Japanese experts dispatched to Brunei, and attended by 1,235 participants.

The technical cooperation projects are: Feasibility Studies for a Cement Factory (1982), the upgrading of the Brunei’s Government Printing Department (1983), Public Transport System Planning (1983-1985), Detailed Designs of a Cement Plant (1985), Forestry Research Methodology (1985-1990), Corrosion Countermeasures for RC Concrete Structure (1982-1987) and the Forestry Resources Management Plan (1984-1991).

A total of 3.9 billion yen were contributed by JICA for the seven technical cooperation projects.

In January 1996, Brunei Darussalam became a ‘graduated country’ from the Development Assistance Committee (DAC) List of Official Development Assistance (ODA) recipient countries.

Since then JICA’s cooperation to Brunei Darussalam has shifted from direct cooperation to knowledge-sharing, with Bruneians participating in technical training programmes held in third countries.
