National Housing Scheme recipients express gratitude to His Majesty

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam visited a number of houses under the Bukit Beruang National Housing Scheme yesterday as a show of concern for the welfare of his subjects.

In an interview, one of the recipients, Rabiatul Moneerah binti Mansor, expressed her gratitude towards the monarch for receiving the house in a short period. She had applied for the housing scheme in 2012 and was granted the semi-detached house shortly after her wedding.

“We settled right in after receiving the house. Alhamdulillah, it is quite spacious with three rooms and three toilets,” added Rabiatul Moneerah. “I just hope there will be cell towers installed around the area soon from DST or Progresif as phone service in the area is still very weak.”

Meanwhile, Dayangku Shahidah binti Pengiran Kahar who works in the Royal Brunei Armed Forces, another recipient of a semi-detached house, said that she lives there with her husband and two young children and had been waiting for the house since 2012.

“We are grateful for receiving this house, and even though there were some minor issues with the house, they were easily fixed and we now live here comfortably,” said Dayangku Shahidah. “We are full of gratitude and we thank His Majesty for granting us a place to call home.”

Muhammad Fadhlie bin Abdullah, another recipient of the semi-detached house, told the Sunday Bulletin that he waited to receive the house for 20 years as he first applied in 1995 and finally received the house in June 2015.

“My family and I are happy to finally receive this house, it is spacious enough to house our family of seven and I would like to thank His Majesty for his contribution to realise his people’s dream to have a place to live,” he said. “I also wish His Majesty prosperity and good health.”

When asked about the facilities he wishes to see in the near future, Muhammad Fadhlie said he hopes for the installation of cell towers or landline towers to ease communication with family members outside Bukit Beruang as he now finds it difficult to contact them during emergencies.

Another recipient who spoke with the Sunday Bulletin was the spouse of Haji Andy Faizal bin Haji Junit, also a recipient of the semi-detached housing.

“We applied for the house in 2011 after we got married and we received it last year, but we have just moved in this month,” she said. “We now live here with our twin boys and one girl, and it’s a great feeling to finally have our own place after a short period of waiting.”

Haji Andy Faizal’s family also thanked His Majesty for their new home, adding that receiving the house key plaque from the monarch was a wonderful and memorable experience.

When asked about future plans for their house, they said they wish to receive approval to erect a gate around their area for safety purposes, especially to avoid thefts and prevent strays that may attack when their small children play outdoors.

RPN sets key milestone

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday consented to present house key plaques to 593 recipients of the Bukit Beruang National Housing Scheme (RPN).

The keys were presented at a ceremony held at the Tanjong Maya Secondary School in Tutong District.

Upon arriving at the location by helicopter, His Majesty was greeted by Dato Paduka Awang Haji Bahrin bin Abdullah, the Minister of Development; Dato Paduka Awang Haji Ali bin Haji Apong, the Minister of Primary Resources and Tourism; and Haji Adnan bin Haji Adam, the Acting Tutong District Officer.

The event began with the recitation of Surah Al-Fatihah led by Pengiran Haji Shahril Azman bin Pengiran Haji Metusin, the Syariah Subordinate Court Judge in Tutong District, followed by a welcoming speech by the Acting Tutong District Officer.

In his speech, Haji Adnan said that His Majesty’s presence was especially important to those receiving their house key plaques at the ceremony.

“Through His Majesty’s fair and wise leadership, the country’s citizens and residents, particularly those who do not own their own property, can equally share and enjoy the welfare, safety and harmony of the housing scheme which continues to grow apace with the current progress,” said the Acting Tutong District Officer.

Haji Adnan noted that 160 out of the 593 recipients were given house keys for semi-detached housing, while 433 received keys for terrace housing.

He also highlighted the current developments in Tutong District, which include the provision of houses under the National Housing Scheme, complete with community halls, recreational areas, and children’s playgrounds.

To bless the event, a Doa Selamat was read by the Syariah Subordinate Court Judge at the conclusion of the presentation ceremony.

His Majesty then continued the day’s events with visits to the Tanjong Maya Secondary School and the Abdul Rashid Tanjong Maya Primary School, where the monarch socialised and chatted with teachers and students.

His Majesty toured the Wira Bina Company – set up by the Mukim Tanjong Maya Consultative Council – which was followed with a visit to the residence of Haji Abdul Rahman bin Samat, the Village Head of Kampong Lubok Pulau.

Later in the morning, His Majesty called on the Bukit Beruang Fire Station, before visiting a number of residences in the Bukit Beruang National Housing Scheme.

A total of 1,500 housing units in the area, costing around $140 million, have already been granted to successful applicants.

The project was directed by the Brunei Economic Development Board (BEDB), and handed over to the Ministry of Development in May 2014, after its completion in March 2014.

The floor area of each terrace unit is 85.9 square metres with a corner unit plot size of 360 square metres, while the intermediate unit is 250 square metres. Each unit has three bedrooms, one living room, a kitchen and two bathrooms.

Meanwhile, the floor area of each semi-detached unit is 130 square metres, with a plot size of 400 square metres; and each unit consists of three bedrooms, one living room, a kitchen and three bathrooms.

The housing area is a comprehensive housing development concept, with ample space for prospective schools, mosques, commercial facilities, community centres, parks, recreation areas and playgrounds.

The Ministry of Development is currently reviewing the National Housing Scheme in general, to ensure sustainability in addressing the growing number of housing applications.

Among the long-term strategies is optimal use of land to increase housing production, which is clearly evident in the current vertical and cluster housing projects.

Three tonnes of recyclables collected in 8th Green Xchange

A TOTAL of 3,060 tonnes of recyclables consisting of paper, plastic bottles, aluminium and metal was collected during the 8th Green Xchange Project (GX8) yesterday.

The project – organised by the Society for Community Outreach and Training (SCOT) – was held at the Yayasan Sultan Haji Hassanal Bolkiah Mosque in Kampong Bolkiah ‘A’.

SCOT is an organisation with a mission of helping the underprivileged by providing them with assistance in the form of resources, basic skills and support to help them move out of the vicious cycle of poverty.

Under the project, the villagers are encouraged to collect recyclable materials and exchange them for basic commodities such as rice.

For every $1 of recyclables, the participating villagers received 1.5kg of rice, and a total of 465kg of rice were exchanged yesterday.

The closing ceremony was attended by the Minister of Culture, Youth and Sports, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof.

According to SCOT, the objective of the project is to inculcate the culture of recycling among Bruneians, as well as educating low-income earners on entrepreneurship opportunities through effective waste management.

Since its inception in 2011, SCOT through the Green Xchange Project has managed to collect and recycle around 39 tonnes of waste.

Leading telecommunications provider, DST, was onboard for the project, contributing a large amount of rice to exchange with the recyclable materials.

MoE ‘family’ celebrates at Biodiversity Park

THE Ministry of Education (MoE) Family Day Celebration, themed ‘Keluarga Cerdas, Generasi Cerdas’, was organised by the Curriculum Development Department at the Biodiversity Park at the Berakas Forest Reserve Recreational Park in Berakas.

The celebration aimed to bring MoE staff members together and build close ties with one another as well as their family members.

Present as guest of honour was Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, the Minister of Education.

The morning event kicked off with a welcoming remark from Haji Abdul Rahman bin Haji Nawi, Director of Curriculum Development.

He highlighted that the celebration acts as one of the mechanisms that can be used to reflect the involvement and commitment from all levels of society including their role within the ministry which is in line with the ‘whole of nation and whole of society approach’ and the nation’s Vision 2035.

The event continued with a mass aerobic session and a slow walk around the park prior to the start of the activities.

Russia-Asean Summit to mark 20 years of dialogue

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, is expected to join leaders from other Asean member countries in attending the Russia-Asean Commemorative Summit at the Black Sea resort of Sochi, on May 19-20.

The momentous event, which will take place for the first time on Russian soil, will carry the slogan, ‘Towards Strategic Partnership for the Sake of the Common Good’ to mark 20 years of the establishment of dialogue partnerships between Russia and Asean.

In an interview with the Bulletin, Vladlen Semivolos, the Russian Ambassador to Brunei Darussalam, gave more details about the summit.

“The main goal of the Russia-Asean Summit, as underscored by Vladimir Putin, the President of the Russian Federation, is to elevate the Russia-Asean relations to a qualitatively new level of strategic partnership. It was underlined that through the years, cooperation between Russia and Asean has become an important factor of stability and economic growth in the Asia-Pacific region, and the upcoming summit is designed to expand cooperation on a range of issues, including regional security and the fight against terrorism,” he said.

The summit agenda will cover a wide range of issues related to global peace and stability, as well as bilateral and regional economic cooperation.

On the bilateral track, Semivolos said, “The leaders will review the past 20 years of interaction and work out future directions for Russia-Asean cooperation in various fields. Since the launch of a full-fledged Russia-Asean dialogue partnership in 1996, a wide range of mechanisms have been established to broaden and deepen mutual ties. The Asean-Russia Joint Cooperation Committee is contributing towards multifaceted cooperation between Asean and Russia by increasing the efficiency of ongoing activities and identifying promising directions and means to enhance such cooperation.

“The Asean-Russia Dialogue Partnership Financial Fund was established to finance the cooperative activities and programmes. Regular meetings are held at ministerial, senior officials and expert levels in the fields of trade and economy, energy, science and technology, fighting terrorism and transnational crime, culture and tourism. A new dialogue on renewable energy was launched recently, and separate mechanisms of cooperation were created in the spheres of agriculture and education. Russia and Asean are working together to address acute international problems within such Asean-led multilateral frameworks as the East Asia Summit, the Asean Regional Forum and the Asean Defence Ministers’ Meetings Plus.”

The ambassador also highlighted one of the issues that President Putin emphasised, which is to increase the amount of trade and mutual investments, ensuring economic growth.

He revealed that The 2012 Russia-Asean Trade and Investment Cooperation Roadmap, and its 2015 updates, provide an effective framework for boosting mutually beneficial relations in various fields, especially in energy, transport, infrastructure, science and technologies. In 2014, the Russia-Asean trade turnover reached $22.5 billion, while Russia’s foreign direct investment in the region came in at $698 million in 2012-2014.

However, he noted, “We still have much work ahead to unlock the true potential of our partnership. Such areas as hydrocarbons production, energy security, hydropower engineering and development of energy efficient technologies open up wide horizons for even deeper cooperation. We should further promote joint projects in the transportation and infrastructure sector, primarily with regard to the establishment of information and telecommunications infrastructure, sound logistic chains, and manpower training. Promising fields also include aircraft construction, air transportation, agriculture, and food security. Russia is particularly interested in developing high-tech cooperation. Recently, our country presented its Asean partners with a project of accelerated implementation of a bilateral system of electronic trade.”

The Russian Ambassador also revealed that Vladimir Putin and His Majesty will have a bilateral meeting on the sidelines of the Russia-Asean Commemorative Summit.

The bilateral meeting, he said, “is the paramount bilateral political event of the year 2016, which marks the 25th anniversary of the establishment of the diplomatic relations between our countries. We are convinced that it will give a strong impetus to the development of our ties on political, economic and humanitarian tracks.”

“A number of practical issues of cooperation will be discussed. Among them will be promotion of trade and investments, which we consider to be one of the most promising areas of cooperation. Lately, we are witnessing impressive dynamics in this field. Bilateral trade grew manifold last year, reaching 25 million in US dollars, with credit for this success mostly going to the energy sector. This year we expect to achieve even stronger results,” he added.

During the summit the leaders will discuss possibilities of shaping a broad economic partnership across Eurasia, establishing versatile contacts between the Eurasian Economic Union and Asean. Leaders at the summit will consider coordination of these major integration structures in the future, and elaborate on ways to build up practical cooperation between Asean and the Shanghai Cooperation Organisation.

Among the high-priority topics up for discussion is the establishment of the new security architecture in the Asia-Pacific region, a system which would ensure equal and indivisible security for all countries in the region based on the rule of international law, principles of peaceful settlement of disputes, and refraining from threat or use of force.

Russia, together with Brunei and China, elaborated on a joint initiative on strengthening security and developing cooperation in Asia-Pacific. On the basis of this initiative within the framework of Asean-led East Asia Summit, experts from participating countries are engaged in practical discussions to elaborate a coordinated approach to advancing new security landscapes in the region.

Additionally, a Russia-Asean Meeting for ministers of culture, and the First Russia-Asean Culture Festival will be on the itinerary. Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Culture, Youth and Sports, along with a group of Bruneian performers, is expected to attend the event.

Running for the empowerment of women

SOME 2,000 female runners of all ages attended the second She Runs event held yesterday at the premises of Fitness Zone branch in Serusop. Present to officiate the event, was Her Royal Highness Princess Hajah Masna, Ambassador-at-Large at the Ministry of Foreign Affairs and Trade. She Runs is held annually to raise awareness and promote women empowerment, as well as raise funds for non-government organisations (NGOs).

“Your participation is very important for the continuation of the success of She Runs because of your efforts and generosity. It’s all for a good cause, for the society to continue to make a difference and She Runs is the one,” Her Royal Highness said to the runners.

Her Royal Highness also applauded Wu Chun for his dedication, and the sponsors for organising the unique all-female event again.

Wu Chun, Managing Director of Fitness Zone, also revealed his reason for organising the annual event by saying, “One of the reasons that I am putting in a lot of time and effort to organise She Runs is because I’d like to dedicate the event as a Mother’s Day present to my late mother who is up there watching me.”

Female runners from all walks of life including from 16 countries, took off from the premises of Fitness Zone branch in Serusop during the flag off officiated by Her Royal Highness, Wu Chun, together with the title sponsor, BMW, Julinda Dharmawan, Human Resources Manager of QAF Group.

Also present at the event were Reggie See, General Manager of Brunei Press, as well as Lim Guat Wen, Royal Skies Loyalty Manager.

Among the highlights of the event was a lively performance carried out by members of Special Olympics Brunei Darussalam (SOBD), witnessed by Her Royal Highness. Two of the beneficiaries of the funds raised in She Runs are for Children’s Cancer Foundation (YASKA) and SOBD.

Speaking about gender inequality during an inspirational forum, Siu Tzyy Wei of YASKA said. “MIB or Malay Islamic Monarchy is the national philosophy of Brunei Darussalam and the philosophy teaches us to respect each other’s gender and religions, therefore Brunei does not have gender inequality.”

After crossing the finish line, participants and members of the public stayed on for post run activities that were held with the help of sponsors such as Kingston Ice Cream, Revive and Red Bull.

Most of the ladies who took part in the running event stayed until the very end for the various games.

Some of the prizes were given from sponsors such as sports apparels company Under Armour and Zen Spa.

In a surprise announcement, the top three runners received prizes from Wu Chun, who also presented the prizes for both categories.

In the 3.7km category, Jenny Tan bagged first place, followed by Syam in second place and Mei Ting in third.

Yenny Muslim came in first in the 5km category, followed by Dazzling Marnie in second and Claire in third.

Chance for budding footballers to learn from Bayern

FOR six very successful years, Munich-based Allianz SE, a giant German global financial services (insurance and asset management) company has sponsored through its Brunei associate company, National Insurance, two places for qualified 14 to 16-year old local footballers for an annual football camp training programme conducted by the coaches of current German Bundesliga champions Bayern Munich.

National Insurance General Manager Kolja Klawunn said the 2016 Junior football camp would be held on August 25-30.

“As football is Brunei’s number one sport, National Insurance is very pleased to once again select two young candidates (Bruneians and permanent residents) to represent Brunei Darussalam in this once in a lifetime opportunity,” he added.

Candidates will first need to apply at www.fcb.de/AJFC. Shortlisted candidates will then be tested.

“We want them to go to Bayern Munich (who have just won their record fourth successive Bundesliga title) to learn from their coaches, to interact with their peers from around the world, come back excited, share their experiences and help Brunei junior football progress,” he said.

UNISSA to collaborate with University of Sharjah

IN AN effort to raise the university’s international reputation, Universiti Islam Sultan Sharif Ali (UNISSA) recently signed a Memorandum of Understanding (MoU) with the University of Sharjah (UoS), United Arab Emirates (UAE).

The ceremony took place at the Chancellor Office of University of Sharjah where the agreement was signed by Dr Haji Norarfan bin Haji Zainal, Rector of UNISSA and Professor Hamid M Al-Naimiy, Chancellor of UoS.

Also present at the signing ceremony were Haji Mohd Yusra bin Haji Mohd Salleh, Ambassador of Brunei Darussalam to the UAE; Dr Haji Mohammad Hussain bin Pehin Penyurat Haji Ahmad, Deputy Rector of UNISSA; Dr Azme Haji Matali, Director of Maddhab Shafi’i Research Centre and other officials.

Under the MoU, the two universities agreed to cooperate in academic fields, mobility of students/staff programme in the field of Islam and other areas that can be developed.

After the signing of the MoU, the UNISSA delegation held a discussion with Professor Awad Al-Khalaf, Dean of Shariah and Islamic Studies College at UoS, and Dr Ibrahim Ali Al-Mansoori, Executive Director for Studies and Research in Islamic Finance at UoS.

The institutions agreed to accept UNISSA students in the Study Abroad Programme for a year and provide training to UNISSA academic staff and government officers.

UoS has 14 faculties and offers 80 diploma, degree, master’s and PhD programmes in various fields. About 14,000 students are currently enrolled in the UoS which has more than 700 academic staff.

National Savings Day roadshow continues in Belait

THE National Savings Day 2016 roadshow reached its third destination yesterday at the Pengiran Setia Negara Pengiran Mohd Yusof Primary School.

Some 90 students from schools in the Belait District attended the event.

In line with this year’s theme ‘Financially Literate Generation’, games and activities were hosted by the institutions participating in the roadshow such as Employees Trust Fund (TAP) and Junior Achievement Brunei (JA Brunei).

Louis Tan, the Managing Director of JA Brunei, said JA Brunei set up a booth that featured the JA More Than Money board game that is designed to teach the students how to save, earn, spend and donate.

“If we just tell them what to do, they won’t understand, so we explain to them what is spending, saving and donating through playing the game.”

Other activities included ‘I Spy’ that was geared towards spotting objects related to finance or entrepreneurship as well as a guessing game that offered prizes of old currencies of Asean member countries if the students guessed the amount of money correctly.

Other events planned for the National Savings Day 2016 are the Financial Fun Fair at Jerudong Park The Colonnade on May 22, 2016 that will feature a host of fun family programmes and interactive activities as well as the Financial Planner’s Showcase on May 28, 2016.

BRUNEIAN students participating in Huawei’s ‘Seed For Future Programme’ impressed the audience yesterday with their traditional song performance at an opening ceremony held in the Beijing Huawei Courtyard.

Dressed in Malay costumes, the participants explained about Brunei’s traditions and also performed a song called ‘Rabuk Rabuk’.

The ceremony’s guest of honour was Natalie Lee Huan Ying, Officer (Second Secretary) of the Brunei Embassy in China.

Also in attendance were representatives from Huawei Brunei – Jessie Lim (Business Platform Manager) and Kitty Yong (Public Relations Officer).

To help the six selected students from Universiti Brunei Darussalam (UBD) and Universiti Teknologi Brunei (UTB) gain a better understanding on Chinese culture and history, Huawei has arranged a tour for them to visit some historical attraction areas, such as the Great Wall of China and Summer Palace in Beijing.

After the opening ceremony, they will also be taking part in Chinese language classes over four days at the School of Continuing Education, Beijing Language and Culture University.

In addition to providing exposure, the classes will cover comprehensive Chinese, painting and calligraphy, among others.

The students will also go to the Shenzhen Huawei headquarters for a week of training courses in the telecommunication sector.

The fully funded, two-week ‘Seed For Future Programme’ and trip will run until May 28.

Double victory for Kg Kilanas Mosque

THE male youths who were part of Kg Kilanas Mosque’s Youth Group emerged as champions in the National Tausyeh competition for mosque officers, committee members and mosque youth groups held at Kg Bengkurong Mosque, yesterday.

Kg Kilanas Mosque also had a double victory when their female youth group won first place in the competition. The male group garnered a score of 90 per cent, while the female group scored 90.5 per cent.

Kg Beribi Mosque was in second place with 88.5 per cent and Kg Bengkurong Mosque came third with 85.78 per cent in the male youth category.

While for the female youth category, Kg Bengkurong Mosque was in second place with 85.7 per cent and RPN Kg Mata-Mata Mosque was in third place with 84 per cent.

In the female adult category, the mosque group from Pengiran Muda ‘Abdul Mateen Mosque achieved first place with 90.5 per cent. Kg Kilanas Mosque and Kg Beribi Mosque were tied in second place with 88 per cent.

The guest of honour, Penghulu of Mukim Kilanas, Haji Abdullah bin Haji Halus, presented the prizes to the winners and participants.

The competition was organised by the Department of Mosque Affairs and the Committee of Jame’ ‘Asr Hassanil Bolkiah Mosque in commemoration of Brunei Darussalam’s 32nd National Day.

The winners will represent their respective mosque associations in a national competition due to be held on May 26 and 28.

The competition was a continuation from last year, and aims to be an annual event.

The difference this year was the added participation of mosque officers and invited teams from the Department of Islamic Studies and lecturers from Religious Teachers University College of Seri Begawan (KUPU SB).

The organisers hoped that the competition will not only designate the mosques as a place of worship but also play a role in the dissemination of Islamic teachings, as a means of encouraging the Islamic community to be more active in the affairs of the mosque.

The competition also hopes to achieve several objectives, among them includes creating a platform to spread the greatness of Islam, to uncover hidden talents from the respective groups, to answer the aspiration of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam to raise the country as a Zikir Nation, to generate mosques as place of religious gathering for the Islamic community regardless of age, to encourage a sense of passion in participating in Islamic competitions and to make Tausyeh songs a part of their lives.

S Korean youths get taste of Brunei culture, traditions

THE experience acquired by foreign visitors during their stay in Brunei Darussalam is valuable – especially if disseminated to their peers back home, as this has the potential to rope in more tourists.

Assistant Belait District Officer Hasmiron bin Haji Mohd Taib noted this yesterday as he received a formal visit by 11 South Korean youth delegates who are currently in the Sultanate for the 5th Brunei Darussalam and Republic of Korea (ROK) Youth Exchange Programme 2016.

The delegation arrived at Taman Persiaran dan Menara Cendera Kenangan in the morning, where they were welcomed by Hasmiron bin Haji Mohd Taib, who briefed them on the landmarks and the Belait District in general.

The visitors then proceeded to the V-Plaza Hotel, where the group heard a presentation by the hotel manager. They then set off to visit the Billionth Barrel Monument, where a Brunei Shell Petroleum (BSP) official briefed them on the landmark, as well as the history of the oil and gas industry in Brunei.

The delegates then made their way to the Oil and Gas Discovery Centre (OGDC), where they were enlightened on the history and development of the oil and gas industry – the largest contributor to the national economy.

To provide a taste of the local culture and traditions, the entourage was taken to the Belait District Office Hall in the heart of the oil town.

There, they had the opportunity to sample local delicacies such as ‘serabi’ and ‘penyaram’ (traditional pancakes), ‘ambuyat’ and ‘ketupat’ prepared by members of Pertiwi Association and the committee members of Mukim Seria Consultative Council. With the help and guidance of Pertiwi Association members, they tried their hands at making local handicraft such as the ‘tudung saji,’ and flower arrangement. They were later treated to a Silat performance.

Speaking to the Bulletin, the Assistant Belait District Officer explained that the meet with the members of Pertiwi and Mukim Seria Consultative Council was aimed at allowing the visitors the chance to witness the activities held within the community.

“This is to share with them what the Brunei community is all about, especially in the Belait District, where they had the opportunity to experience various aspects present in our culture and tradition,” he said, adding that such experience could result in these youths bringing their families here for visits in the future.

“They seem to like our traditional cakes and desserts… who knows, they might place orders from us to bring them into the ROK market,” he added.

Lee Ju Eun, one of the delegates, described the trip to Belait as both interesting and enlightening.

“I did not know that there were so many facilities in Brunei, nor did I know about the advanced oil and gas development in the country,” she said, explaining that prior to her visit, she had thought Brunei to be a prime location particularly for nature lovers.

“I am very impressed with OGDC. It educated us on Brunei’s oil and gas industry and entertained us with science shows,” she said.

On the subject of her most enjoyable local delicacy, she said, “My favourite was the serabi, which is a type of pancake laced with coconut.”

When she returns home, she intends to spread the word on how Brunei “is a very comfortable vacation location, with its friendly people all around.”

49 lucky winners picked for She Runs 2016 quiz

RECENTLY, the Borneo Bulletin and Media Permata organised a ‘She Runs 2016’ quiz, which received an overwhelming response of over 2,200 entries.

Yesterday, 49 names were picked out of 1,151 correct entries in a draw held at the Brunei Press building in Beribi, by Wu Chun, the Managing Director of Fitness Zone, and founder of the charity run, which is in its second year of inception.

Wu Chun was joined by Reggie See, the General Manager of Brunei Press; Anis, the Head of the Business Steering Luxury Segment of BMW; and the senior management staff of Brunei Press.

MoH plans to introduce online appointment booking

THE Ministry of Health (MoH) is currently planning to introduce an online appointment booking system for members of the public.

Speaking at the sidelines of the opening of the Berakas Health Centre in RPN Lambak Kanan yesterday, Dr Haji Zulhilmi bin Pehin Orang Kaya Hamzah Pahlawan Dato Seri Setia Haji Abdullah, Acting Specialist of Basic Healthcare and in-Charge of the health centre said the proposed system would allow bookings made through a website and a downloadable mobile application.

He explained that the project is still under evaluation by MoH, and will be put into motion once an appropriate system is developed.

Dr Haji Zulhilmi also mentioned that once the system is implemented at the new Berakas Health Centre, it would also be extended to other health centres across the country.

The ambitious plan follows an increasingly popular method of “full appointment booking system”, which was first adopted by the Muara Health Centre in 2011. Typically, patients would have to wait long hours at health centres to see a doctor, but the introduction of the appointment system, which allots specific time to see a doctor through calling or walk-in, has offered more convenience to patients.

The system was adopted by the Gadong Health Centre in 2013, and later by the Berakas ‘A’ Health Centre, which has now been combined together with the Berakas ‘B’ Health Centre to form the new Berakas Health Centre.

THE Ministry of Health (MoH)’s state-of-the art Berakas Health Centre officially opened its doors to the public yesterday, marking another milestone for the ministry’s promise in delivering quality health services to the community.

Currently the country’s largest health centre, the three-storey $14-million facility, built on a 4.45 hectare site at Zone 1 of RPN Lambak Kanan, caters for residents of Mukim Berakas ‘A’ and Berakas ‘B’, consolidating health centres in Kampong Anggerek Desa and Kampong Sungai Hanching in Mukim Berakas.

The basic healthcare facilities at the Bandar Seri Begawan Health Centre in Jalan Ong Sum Ping have also been transferred and taken over by the new health centre, which now offers extended consultation hours and an appointment system, allowing patients to be given time slots to meet doctors or specialists.

Built on three main goals – giving the best customer experience, making it as a one-stop health centre and engaging in the local community activities – MoH said that this move is also aimed at realisation of its main strategic focus to enhance quality of services through the consolidation of existing services, facilities and infrastructure, providing added-value to patients and the public through the optimisation of resources to avoid wastage.

The centre, which is equipped with a 120-strong medical tram, including 22 doctors and four visiting specialists, offers a range of services which are not usually found in health centre. Some of the additional services provided in the facility are rehabilitation services, a mental health unit, radiology, emergency services, a wellness clinic and bio-medical engineering.

Among the core medical services in the new health centre are primary healthcare, women and children services, dental services, pharmaceutical services, phlebotomy services, a health screening clinic, a nurse-led clinic and a smoking cessation clinic, in addition to nutrition, ophthalmology and vaccination services.

The health centre served its first patient at 7am yesterday, with customer service relations staff assisting patients with their respective appointments.

Speaking to the media on its first day of operations yesterday, Dr Haji Zulhilmi bin Pehin Orang Kaya Hamzah Pahlawan Dato Seri Setia Haji Abdullah, Acting Specialist of Basic Healthcare and in-Charge of the new health centre, disclosed some of the recent customer service improvements.

“With staff on hand to greet patients once they walk in the door, they will be directed to the right place and given assistance, based on their needs,” he said, adding that they had provided the waiting area with sofas, to offer more comfort in a relaxed atmosphere.

Some features unique to the new health centre include a surau, breastfeeding rooms, canteen, ambulance services, a bus stop and a public car park that can accommodate over 100 cars.

Dr Haji Zulhilmi also shed more light on the appointment system, which he said was derived from other health centres in Muara, the old Berakas ‘A’ Health Centre and also from Gadong, “This concept is to offer more convenience to patients, so that they will know which time is best to meet a doctor…This will also help us to organise and ensure the efficiency of operations,” he said.

He explained that patients will have to call or visit the health centre for an appointment, during which they will be given the earlier, or most convenient, time slot on the day itself. Only one appointment is allotted per patient, who will need to arrive at the facility at least half an hour before the set appointment.

In a further drive to deliver excellent services, based on public feedback, the Berakas Health Centre will also be extending its operating hours from 7am to 9pm on Monday to Thursday and Saturday, and from 2pm to 9pm on Friday, Sunday and on public holidays.

Among those present at the health centre’s first day of operations yesterday was Dato Paduka Dr Awang Haji Zulkarnain bin Haji Hanafi, Minister of Health, together with several senior officials from MoH.

Technical education vital for changes: Minister

THE Institute of Brunei Technical Education (IBTE) was awarded the ISO 9001:2008 Quality Management System (QMS) certification yesterday.

IBTE is the first post-secondary institution in Brunei Darussalam to fully incorporate this prestigious international recognition, the Minister of Education said.

“The certification received by IBTE is in line with Brunei’s Vision 2035 that aims to transform Brunei into a nation recognised for its educated and highly skilled people,” Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman noted in his speech during the presentation of the ISO 9001:2008 QMS certificate held at the Longhouse Training Restaurant at IBTE Sultan Saiful Rijal Technical College (MTSSR) Campus in Jalan Muara.

In moving towards this vision and to achieve the national and ministerial Key Performance Indicators (KPIs), the minister stressed that the role of technical education is vital as an important pillar of Brunei’s education system, to stay at the forefront of change and deliver its promise to produce a professional workforce equipped with internationally-recognised technical skills and qualifications.

He also emphasised that IBTE aims towards achieving two quality objectives to ensure 80 per cent of graduates are employed within six months after graduation and 70 per cent satisfaction rate of employers on graduates after six months of employment, as part of its effort in supporting the Brunei Technical Education Order.

“I am confident that being ISO-certified will put IBTE in a more comfortable position to achieve theses aims and by continuing along this path, IBTE can further contribute to the nation’s economic development through ensuring easier job mobility for its graduates who have the competencies that meet the needs of the industries both in the country and the Asean region,” he continued.

The minister urged IBTE to maintain and uphold all the aspects and systems required in sustaining the certification and the positive impact it will bring to the development of the nation.

Also present at the event were permanent secretaries, deputy permanent secretaries, vice-chancellors, rectors, directors and senior officers.

In his opening remarks, Dr Chin Wei Keh, the Chief Executive Officer (CEO) of IBTE, said that the ISO 9001:2008 QMS certification is a pioneering achievement in IBTE’s commitment to produce highly skilled and employable graduates.

“IBTE realises that for a system as dynamic and competitive as technical education, it is important that improvements be made to its processes and operations, ensuring graduates of high quality,” he said.

He noted that international accreditation is the way forward in an increasingly globalised economic system requiring skilled workers, and that IBTE has resolved to make quality part of its work culture.

Dr Chin revealed that the ISO QMS also provides a foundation for IBTE to achieve other international standards, and recently IBTE was awarded with provisional IMO certification for BMA programmes and also TWI (The Welding Institute) for welding and fabrication programmes.

“The success in the accomplishment of this certification underlines IBTE’s continued determination, and the commitment of the management and staff to provide the highest quality products and services to stakeholders, as well as secure its reputation as a centre of excellence for skills training,” he said.

He added, “In future, building on this certification, IBTE hopes to gain more international recognition from other accrediting bodies, in order to achieve its vision of becoming the leading national institution in post-secondary technical education and training by 2018.”

The event then continued with a speech by Arnaud Torcheux, Vice-President of the Certification Business Line for Asia-Pacific, at Bureau Veritas in Singapore.

He praised the dedication of IBTE in demonstrating its compliance with numerous requirements of international standard that push companies across the world for more efficient processes, continuous improvement and focus on customer satisfaction.

“Achieving ISO 9001:2008 is not the end of the road. It is the beginning of your journey that will lead to more efficient operation, higher level of service, more quality and at the end will take your customer satisfaction to a new level,” he said.

IBTE is the first post-secondary institution in Brunei Darussalam to achieve the internationally-accredited ISO 9001:2008 QMS, which shows its commitment towards quality and continuing improvement.

CONCEPTS Computer and Schneider Electric signed a collaborative Memorandum of Understanding (MoU) for promoting American Power Conversion (APC) products in Brunei yesterday.

The MoU was signed by Vincent Pao, General Manager of Concepts Computer and Jeffrey Yap, Country President of Brunei Darussalam for Schneider Electric. Members of the management from both companies were present to act as witnesses for the signing.

Operation nets three for breaking rules

THE Labour Department recently conducted an operation to ensure foreign workers abide by the laws and regulations of Brunei Darussalam.

Dubbed ‘Operation 31 JIPK KESAN,’ the raid targeted five rented houses and rooms in Kampong Sengkurong and Kampong Kilanas, resulting in the arrest of three foreign men.

The Chief Immigration Officer led 15 officers in the raid that ran from 10pm to 2.40am.

At a Sengkurong house, a foreigner was caught after attempting to flee through a back door. Officials later discovered that his visitor’s pass had been cancelled for 78 days. This carries a $5,000 fine and immediate deportation to his country of origin.

Another foreign worker was arrested in Kampong Sengkurong after failing to provide the necessary documents.

Officials discovered his visa had been cancelled for 1,585 days.

The department urged employers not to employ foreigners without valid work passes, for example, employing immigration offenders or those here on a visitors pass, as it is an offence. If convicted, the employer will face a fine of not less than $3,000. Foreigners imprisoned will be forbidden to re-enter the country.

LEGISLATIVE Council Speaker YB Pehin Orang Kaya Seri Lela Dato Seri Setia Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib yesterday received a courtesy call from the Secretary-General of Asean Inter-Parliamentary Assembly (AIPA), Periowsamy Otharam.

The courtesy visit took place at the Department of Councils of State.

Also present during the visit were YB Awang Haji Mohd Shafiee bin Ahmad, a Legislative Council member; Pehin Orang Kaya Pekerma Jaya Dato Paduka Haji Judin bin Haji Asar, Secretary to the Cabinet Ministers’ Council and Clerk to the Legislative Council; and Rose Aminah binti Haji Ismail, Deputy Clerk to the Legislative Council.

The visit aimed to strengthen cordial ties between Brunei Darussalam and the AIPA.

Discussions part of good governance

“CIVIL servants should not become ‘yes-men’. Discussions and agreements are part of the process of good governance, yet civil servants are trained to remember that the minister is the boss and capable of suppressing debates, regardless of how they feel about the ruling party.”

This was highlighted by Pehin Orang Kaya Pekerma Jaya Dato Paduka Haji Judin bin Haji Asar, Secretary to the Cabinet Ministers’ Council and Clerk to the Legislative Council, during the opening ceremony of the 2nd Workshop on Human Capacity Development, co-organised by the Asean Inter-Parliamentary Assembly (AIPA) and Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ).

“Officers of the Houses are no different from the civil servants of today,” he said.

“While civil servants serve the executive branch, the officers of the House are committed to providing service to the legislative branch of government.”

He added that civil servants can contribute their knowledge of government structure to the House, while executive officers of the Parliament must be willing to acquire more knowledge through learning.

He added, civil servants should possess wide knowledge on an array of subjects, including politics, economy and culture, which could prove useful during international and regional meetings they may be required to attend.

“Some of those topics may not be in your academic background, but knowledge combined with vast experience helps us to perform our duties,” he said.

There are no limits to acquiring knowledge in Brunei, particularly with the ‘Pembelajaran Sepanjang Hayat’ (lifelong learning) concept being introduced at school level, he said.

The workshop’s launching was held yesterday at the Department of Councils of State in Jalan Dewan Majlis.

Eighteen parliament officers representing AIPA are taking part in the two-day workshop from May 17 – 18.

Also present during the opening ceremony were YB Awang Haji Mohd Shafiee bin Ahmad, member of the Legislative Council; Periowsamy Otharam, in his capacity as Secretary-General of AIPA; and Bernado R Agawin Jr as the GIZ Technical Assistance Coordinator/Regional Advisor in the Capacity Development for AIPA.

Meanwhile, the Secretary-General of AIPA in his opening speech noted that the workshop’s objective was to enable participants to craft the initial draft for a Human Capacity Development plan for their respective parliaments.

The participants will also present the Common Framework on Human Capacity Development (HCD) for AIPA, which will serve as a guide in drafting their plans.

“One of the end results for the workshop will see the participants discussing and networking with each other on their respective capacities,” said Otharam.

“As a group, the participants will be referred to as community of HCD professionals from Member Parliaments.”

In his opening remarks, Bernado R Agawin Jr said that the workshop was part of the joint-project on Capacity Development for AIPA.

He gave details of the project, which is currently in its second phase and scheduled to end in February 2018.

“The overall aim of the AIPA-GIZ Project is to support the Asean integration process, and to contribute to the peace, stability and security in the Asean region. In particular, it aims to strengthen the parliamentary policy-making and control functions of AIPA member parliaments,” he said.

“We will attain this through training and dialogue measures to target audiences such as national secretaries of AIPA.”

The project is funded by Germany, through the Federal Foreign Office of the Federal Republic of Germany, and implemented by GIZ.

There are three components of the project: Inter-parliamentary Knowledge Management, Human Capacity Development and Communication and Outreach.

The workshop is part of the component on Human Capacity Development, and one of its key success indicators is for the AIPA Parliamentary Members to formulate a common ‘Human Capacity Development Framework.’
