DST’s ‘Ihsan Kasih’ donates to mother in need

AS PART of DST’s ‘Ihsan Kasih’ initiatives to do beautiful things out of love, a single mother of four children with special needs (autism) yesterday received a total sum of B$17,650 from DST and its partners Huawei Technologies (B) Sdn Bhd, Ericsson, GreenCity Concept Sdn Bhd, PAR Corporation Sdn Bhd, ASAFF Solutions Sdn Bhd, Ishajaya Technology Sdn Bhd, Maju Jaya Sdn Bhd, and Primatel Communications Sdn Bhd.

Dayatrina binti Moksin is a recipient of a bungalow under the Yayasan Sultan Haji Hassanal Bolkiah (Yayasan) Housing Scheme but the preparation of the house also required additional funding for installation of safety and security features for her special needs children. The additional funds for the installation works were contributed by DST and its vendors.

The presentation ceremony was held at DST headquarters at Jalan Tungku Link. The guest of honour was Abdul Latiff bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof, a member of DST Board of Directors. Also in attendance were Mohammad Ali Rahman bin Besir, representing the Chief Executive from YSHHB as witness of the contributions presented by DST and its vendors to Datin Paduka Apsah binti Haji Abdul Majid, who received on behalf of the recipient, Dayatrina binti Moksin.

Present to hand over DST donation of B$4,330 was Haji Suhaimi bin Haji Hussain, CEO of DST.

Also in attendance to present the donations were the heads of companies who provided contributions, DST’s executive committee members, DST management and officials.

As part of DST’s community outreach, DST’s Ihsan Kasih strives to contribute to making a difference to the livelihood of the less fortunate. DST hopes that the donations provided by DST can ease the current situation faced by the victims.

Sea law crucial to resolve maritime disputes

SOME of the world’s foremost experts on maritime boundaries and law have arrived in Timor-Leste to participate in a unique international conference yesterday at the Dili Convention Centre.

The ‘Dili International Conference: Maritime Boundaries and the Law of the Sea’ was organised by the country’s Maritime Boundary Office to raise awareness on the importance of the law of the sea and the role of international tribunals in resolving disputes peacefully.

The conference coincides with the 20th anniversary of the establishment of the International Tribunal for the Law of the Sea (ITLOS) set up by the United Nations in 1996 and features President of ITLOS, Judge Vladimir Golitsyn as a keynote speaker.

Prime Minister of Timor-Leste, Rui Maria de Araújo, in his opening remarks said that international law is the best path to resolve disputes on maritime boundaries.

“With competing claims for maritime sovereignty raising tensions in our region and beyond, the Law of the Sea plays a central role in maintaining international peace and security.

“With ever-increasing traffic in global trade routes and mining technologies that enable access to offshore resources, countries need to deepen their understanding and share perspective on international framework for dealing with maritime rights in our seas and oceans,” explained the prime minister.

The young country, which celebrates its 14th Restoration of Independence today, shares maritime boundaries with two big nations, Indonesia and Australia. Currently, Timor-Leste does not have permanent boundaries with either neighbouring nations. Securing rights over the sea will be an integral part of Timor-Leste’s fight for sovereignty.

Positive feedback was received from Timor-Leste and Indonesia as both countries have agreed to position boundaries in accordance with interna-tional laws. However, Australia has been unwilling to engage with Timor-Leste and continues to stand behind provisional arrangements that do not conform to international law.

According to the prime minister, Timorese depend on the oceans for their sustenance and livelihood by fishing and harvesting marine species. It also attracts international tourists with the pristine reefs and underwater cliffs.

By establishing permanent maritime boundaries, this will grant Timor-Leste permanent and secure access to the seas and natural wealth beneath the waters. It will allow Timor-Leste to explore and develop new fisheries, expand the tourism industry and benefit from petroleum resources.

“It’s critically important for the people of Timor-Leste to achieve recognition of our rights to the sea under international law. For us, resolution of the issues about our maritime territory and the resources to which we are entitled is key to achieving control over our future,” he said.

Beyond the shores of Timor-Leste, the Law of the Sea has emerged as an essential focus for many nations in the Asia Pacific, including Brunei’s territorial claims in the South China Sea.

The disputes in the South China Sea involved a number of countries and a test of the importance of the law in determining maritime disputes between states.

Day of celebration for 103 police recruits

THERE are expectations for the Royal Brunei Police Force (RBPF) to remain a credible law enforcement agency filled with personnel who practise integrity and are both skilful and professional. Therefore, it is fundamental for the police force to continue striving towards ensuring proper and continuous training for its personnel.

Commissioner of Police cum guest of honour Dato Paduka Seri Haji Bahrin bin Mohd Noor yesterday stressed this in his speech at the Passing Out parade for 103 police recruits (76 males and 27 females) from Squad 1/2015.

The commissioner said the police force should be proud of the Police Training Centre’s capability in training its work force at the constable level. He also reiterated that the roles and responsibilities shouldered by the training centre are no easy task, and that only through endless commitment and dedication can the Basic Recruits Training Programme be one of the successful training programmes offered at the centre.

The recruits motivated themselves with perseverance, determination, confidence and discipline in facing the challenges and obstacles during their six-month training.

The commissioner urged fellow police personnel to help the newly graduated recruits by being their guide, mentoring them and working as a team to ensure their capacity-building development are in line with the vision and professional integrity of the RBPF.

The day saw the commissioner inspecting a guard of honour mounted by the graduated police recruits of Squad 1/2015, before going on to present of certificates to the top six recruits who excelled in their respective fields.

For the male recruits, ‘Best in Overall’ was awarded to Recruit 6287 Mohammad Adi Shafiee bin Bakar, ‘Best in Laws and Police Duties’ was awarded to Recruit 6268 Abdul Ikram bin Muhd Lizan, while Recruit 6371 Rajis bin Awang Amit was awarded the ‘Best in line Formation and Field Training’.

For the females, Recruit 6367 Siti Sabariah binti Haji Yusof was named ‘Best in Overall’, Recruit 6343 Dayangku Amal Asiqin binti Pengiran Jeferi was awarded the ‘Best in Law and Police Duties’, while Recruit 6369 Suzeyane binti Suhri was awarded the ‘Best in line Formation (Drill) and Field Training’.

The ceremony concluded with a recitation of Doa Selamat by A/SM 6924 Pengiran Haji Ludin bin Pengiran Haji Metahir, Imam of RBPF Headquarters’ Surau.

Present at the passing out parade were Deputy Commissioner of Police, Dato Seri Pahlawan Haji Mohd Jammy bin Haji Mohd Shah Al-Islam; Commandant at the Police Training Centre in his capacity as the chairman of the event, Senior Superintendent Pengiran Zaidi bin Pengiran Haji Metali; as well as directors and assistant directors, commanding officers, heads of departments, senior officers, head of formations, officers, personnel, trainees and their parents, guardians and family members.

Muhammad Amin Wa’ie wins nationwide storytelling contest

MUHAMMAD Amin Wa’ie bin Mohamad Firman from Datu Ratna Haji Muhammad Jaafar Primary School in Kiarong was announced as the winner of the Nationwide Storytelling Competition held yesterday at Radio Televisyen Brunei in the capital.

Organised by the Language and Literature Bureau (DBP), the annual storytelling competition has been as a platform for DBP to develop positive psychology, cognitive skills and psychomotor learning by encouraging the participants to display their abilities, as well as motivating them to think creatively.

The youngest of 10 finalists, eight-year-old Muhammad Amin scored 83 per cent for his spirited delivery of ‘Kancil Berlumba dengan Siput’ (The race between the Mousedeer and the Snail), and walked away with a cash prize of $600.

Second place was won by Ainaa Zunah Insyirah binti Haji Abdul Manap, from Raja Isteri Fatimah Primary School, with a score of 77.5 per cent, and a cash prize of $500.

Third place went to Siti Khadijah binti Mohammad Asnawi, from Datu Ratna Haji Muhammad Jaafar Primary School in Kiarong, with a total score of 77 per cent, and won a cash prize of $400.

The prizes were presented by Datin Paduka Dr Hajah Norlila binti Dato Paduka Haji Abdul Jalil, Permanent Secretary at the Ministry of Culture, Youth and Sports. According to Hajah Nortijah binti Haji Mohd Hassan, Acting Director of DBP and chairman of the competition, storytelling methods continue to improve every year through the creative use of props and the application of modern technology.

This year, 144 students participated in the preliminary rounds, with 68 students from the Brunei-Muara District, 30 students from the Belait District, 12 students from Temburong District and 34 students from Tutong District.

Minister attends Asean Labour Ministers’ meeting

PEHIN Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, Minister of Home Affairs, recently attended the 24th session of the Asean Labour Ministers’ Meeting and the 9th Asean Labour Ministers’ Plus Three Meeting hosted by the Government of Lao People’s Democratic Republic in Vientiane, Lao PDR.

During the meetings, ministers overseeing labour and employment reviewed and agreed to enhance future activities to further technical cooperation on labour among Asean member countries.

The ministers endorsed several cooperative work plans to be carried out between 2016 and 2020 for the Asean Committee on the Implementation of the Asean Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW), and the Senior Labour Officials Meeting Working Group on Progressive Labour Practices to Enhance the Competitiveness of Asean (SLOM-WG). A comprehensive new work programme of initiatives was also adopted for Asean Labour Ministers with the objective of realising an integrated Asean Community by 2025.

During the meeting which started on May 15, the ministers agreed to endorse the ‘Vientiane Declaration on Transition from Informal Employment to Formal Employment towards Decent Work Promotion in Asean’.

Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar shared with his Asean counterparts that the number of persons employed in informal sector in Brunei Darussalam was estimated at 18,000 and that formalisation of those working in informal jobs in the country is encouraged through extending of social safety nets, business start-up initiatives, improvement of government services and strengthening of public-private partnerships.

The Vientiane Declaration is expected to be submitted to the 28th Asean Summit in Lao PDR in September 2016 for adoption.

Dr Khamphaeng Xaysomphaeng, Minister of Labour and Social Welfare of Lao PDR, who chaired the meeting, expressed his appreciation over the support given by his Asean counterparts while also underscoring the importance of the meeting in reviewing the progress of labour cooperation between Asean member countries.

The ministers also discussed the progress achieved as well as the challenges that remain in concluding the draft Asean instrument on the protection and promotion of the rights of migrant workers. Ministers had agreed in the meeting that the new deadline for finalisation of the draft instrument would be April 2017.

Also present at the meeting were ministers and vice ministers from the People’s Republic of China, Japan and Republic of Korea.

The Brunei delegation comprised of Haji Mohd ‘Abdoh bin Dato Seri Setia Haji Abdul Salam, Permanent Secretary at the Ministry of Home Affairs; Haji Na’aim bin Mohd Salleh, Ambassador of Brunei Darussalam to Lao PDR; Haji Rani bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Mohd Yusof, Acting Commissioner of Labour; and senior officials from the Ministry of Home Affairs and Department of Labour.

His Majesty holds bilateral meeting with Russian President

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday held a bilateral meeting with Vladimir Putin, President of the Russian Federation, at the Radisson Blu Resort and Congress Centre in Sochi.

During the meeting, His Majesty and Vladimir Putin discussed bilateral relations between Brunei Darussalam and the Russian Federation, and exchanged views on regional and international matters of mutual concern.

This year marks the 25th anniversary of bilateral relations between Brunei Darussalam and the Russian Federation since the establishment of their diplomatic ties on October 1, 1991.

Both sides are also committed to enhancing joint efforts in elevating trade and economic cooperation in many fields including defence, energy, transport, culture, health, education and tourism.

Meanwhile, His Majesty on May 18 arrived safely in Sochi, Russia, to attend the two-day 20th Asean-Rusia Commemorative Summit which will end today.

This year, the Asean-Russia Commemorative Summit will mark the 20th anniversary of Asean-Russia relations since the Russian Federation was elevated to a full Dialogue Partner of Asean at the 29th AMM in July 1996 in Jakarta, Republic of Indonesia.

Asean and the Russian Federation have now established an Asean-Russia Eminent Persons Group (AREPG) to review Asean-Russia relations over the past years, explore ways to widen and deepen the existing cooperation between Asean and the Russian Federation as well as to make recommendations on the future direction for both sides.

Apart from that, Asean and the Russian Federation are also exploring cooperation in other areas including political and security, economic, socio-cultural, pandemic diseases, sustaining natural resources, environmental conservation, food security, agriculture, education, transport, and Initiative for Asean Integration.

Menglait a point away from Super League title

MENGLAIT FC only need a point from their final two matches to virtually guarantee promotion to the top-tier Brunei DST Super League after a comprehensive 5-0 victory over Panchor Murai in the Brunei DST Premier League at the Berakas Sports Complex yesterday.

The rousing applause brought by the Menglait faithful during full-time stirred an outpouring of joy and a deep sense of appreciation for the game which was a far cry from the ugly scenes which marred domestic football in a Brunei DST Super League tie last March.

As good a form BSRC FT has been this season, the Belait-based outfit need a miracle to defy the odds and take one of the two promotion sports.

BSRC are only aided by mathematical possibility but even with great optimism they should be resigned to fate whose hopes require a total collapse of epic proportions from their rivals.

Promotion-chasing Menglait FC stormed to the top of the Brunei DST Premier League table with 18 points from seven games.

The Menglait FC manager when met agreed that they are close in realising their dream of playing top flight football adding that their chances of sealing promotion are high.

Founded in 1982, Menglait FC have never played in the top division of Brunei football.

A point may not even be of requirement if BSRC fail to win this Sunday against surprise package Al- Idrus Junior FT.

Fifth-placed IKLS have a slim chance of an immediate return but the odds do not favour them.

Menglait, who only managed seventh last year, have gone far from their humble beginnings in the District League football and now stand on the brink of a historic place in Brunei’s elite.

The league leaders are not only setting their sights on promotion as they could even be in pole position to win the league if Al Idrus Junior lose to BSRC on Sunday having boast a superior goal difference.

Interestingly, even though BSRC would end up returning to the top of the table with victory, Menglait can still claim the Brunei DST Premier League title if they pip both clubs with victories over Rimba Star and Setia Perdana in July.

A hat-trick from Awangku Nurhidayat Pengiran Abas and a brace from Md Hidayattullah Haji Zaini completed the win for Menglait FC.

Chance for YTE to exact revenge on title holders IMD

YUAN Thong Enterprise (YTE) will be given the chance to exact redemption against defending champions Istana Maintenance Department (IMD) after reaching the final of the Inter Company NBT Basketball Tournament with an 88-73 dismantling over D’Sunlit at the Brunei Basketball Association court last night.

YTE will meet the 2015 winners in a repeat of last year’s semi-final showdown after they demolished Digimark Enterprise 109-86.

However, it was not plain sailing after finding themselves in the back-foot in the first two quarters after falling behind 25-18 and 29-23 but a couple of crucial rebounds turned the tide and eventually tying in the midway point of the match 29-29.

YTE team captain Benjamin Sim admitted their sluggish start with the players needing time to warm up and getting to the rhythm but managed to get perfect executions in the second and third quarter.

“We started to extend our lead in the fourth quarter and the momentum carried us through the whole game,” he added.

“Defence wins championships and when I coach and play that’s what I tell my teammates. Even if I had an off night, you can still play defence.

“Hopefully, we bring the defence on Sunday and it will be nice to get the championship.”

The team captain is excited with the opportunity of meeting Istana Maintenance Department having previously played against them in the colours of SKS three years ago.

The month-long tournament will reach its climax with the final at the Chung Hwa Middle School on Sunday which also coincides with the closing ceremony of the Inter Company Sports Fest.

The announcement of the Most Valuable Player will also be made after the final buzzer with monetary rewards as further incentive.

The annual sporting carnival has been organised by Labour Department under the Ministry of Home Affairs in partnership with D’Sunlit Sdn Bhd.

92 swing into action as Baiduri Masters tees off

THE first tee off of the Baiduri Masters yesterday saw 92 golfers take part for a chance to don the coveted Green Jacket and Challenge Trophy.

By the end of the afternoon session today, Idris Osman was in the lead with an even par of 71 followed closely by a trio of golfers comprising Ali Hj Rashid, defending champion Seruji Hj Setia and Zulhilmi Rosli with a gross score of 72. In fifth and sixth places, with a gross of 73, was Pg Hj Ahmad Zaki and Hj Norismadi Hj Tamid.

It will take place over two weekends until May 29. To make the cut, the top 12 gross players overall will get the opportunity to vie for the Green Jacket.

Besides the coveted Baiduri Masters Green Jacket and Challenge Trophy, the golfers also have the chance to score the fantastic hole-in-one prizes consisting three luxury cars and two cash prizes of B$20,000 each.

This includes promoting a healthy credit lifestyle. Let us remind ourselves to pay heed to our financial responsibilities: to repay credit on time; to be a prudent and sensible spender; to weave a financial safety net; and to check your credit report regularly.

Here are three basic tips on how maintain a healthy credit lifestyle:

First – Be a prudent and sensible spender.

Sticking to your credit limit will be worthwhile in the long run; do not exceed your set budget plans and only take up loans that you are confident and capable of repaying the financial institutions back.

Most importantly, it is crucial for individuals to avoid the temptations of buying on impulse – learn how to identify your true “needs” and “wants” and not to spend beyond means.

Second – Start weaving your financial safety net.

Upon applying for a credit facility, individuals are encouraged to save up and weave a financial safety net to cover unexpected expenses and payments that could potentially delay credit payments.

Late payments will jeopardise your credibility or credit-worthiness.

Here, creditworthiness refers to your history of trustworthiness, a moral character, and expectations of a continued performance that demonstrates your ability to pay.

With an unsatisfactory creditworthiness, banks or lenders will be less inclined to approve your future loans.

Third – Check your credit report regularly.

By checking your credit report, you can have an overview of all your credit repayment commitments. Apart from this, checking your credit report enables you to verify that the credit information reported is correct and up-to-date.

Checking your credit report regularly will also help you examine and assess your credit payments.

It inspires you to build a good credit standing and reputation. Proper assessment of your credit report can help you monitor and plan your monthly expenses efficiently.

The Credit Bureau is a unit under the Regulatory and Supervision Department of AMBD, and has been operational since September 10, 2012.

The main function of the Credit Bureau is to collect, compile, consolidate and disseminate factual information in relation to the creditworthiness, or the ability to meet debt obligations of individuals or commercial entities.

The Credit offers its Self-Inquiry and Dispute Resolution (SIDR) service since September 2014.

This SIDR service provides both the general public and business entities an opportunity to verify information inside their credit report; and make corrections in the event that there is a discrepancy inside his/her credit report.

The general public and business entities can pull their Self-Inquiry Report (SIR) at the Credit Bureau Customer Service Office, Unit 1, Ground Floor, Dar Takaful IBB Utama, Bandar Seri Begawan.

For business entities, you can also pull your business’s SIR at Darussalam Enterprise’s (DARe) Business Support Centre, Level 1, Design & Technology Building, Simpang 32-37, Kampong Anggerek Desa, Bandar Seri Begawan.

Hiroshi Sawada holds fond memories of time in Brunei

“IT IS a great honour for me, but this honour is because the Bruneian people supported me.”

These were the words of Hiroshi Sawada, who recently received a prestigious award in recognition of his contribution towards promoting the bilateral relationship between Brunei Darussalam and Japan.

Sawada is the former President of the Japanese Association Brunei Darussalam and former Secretary-General of the Brunei-Japan Friendship Association (BJFA), and he lived in Brunei for over 30 years before moving back to Japan.

On April 29, the Government of Japan announced the recipients of the 2016 Spring Decorations. It was during this that Sawada was announced as one of the recipients.

As the Embassy of Japan explained in a recent press release, Sawada received “the Order of the Rising Sun, Gold and Silver Rays in recognition of his significant contribution to promote the bilateral relationship between Brunei and Japan, as well as to further Bruneian’s understanding of Japan”.

On May 12, Sawada, together with his spouse Shigeko Sawada, attended a conferment ceremony conducted by the Minister of Foreign Affairs of Japan, Fumio Kishida, and was received in audience by His Majesty the Emperor Akihito at the Imperial Palace.

Speaking in an email interview with the Weekend Bulletin, Sawada said, “I was surprised that the Japanese Government saw my work in Brunei. I was thankful that I could also live in Brunei for 32 years. If I didn’t go to Brunei, I wouldn’t have received such an honour.”

Asked for his own thoughts on the work he did towards promoting the bilateral relationship between Brunei and Japan, he said, “In 1984, Japanese diplomatic relations were established with Brunei. About 80 Japanese were living in Brunei.

“We established the Japanese Association, and it was necessary to open a Japanese school and we established one in Kg Tungku two years later.”

He recounted that, when the Japanese school was opened, Japanese mothers and children responded very positively, while the local community was also very supportive.

He shared that several years later there was an exchange by Japan and Brunei, and the industrial sector became popular, “beyond 100 Japanese people”.

Touching on the BJFA, he said that he was asked to participate in the establishment of the BJFA by the founding President, Dato Paduka Awang Haji Hamdillah bin Haji Abdul Wahab.

He recounted that the BJFA did performances in Brunei featuring Japanese dance, Japanese drums and a Taisho harp, and also noted exhibitions featuring paintings, photographs and arts and crafts.

Sawada also said that during his time at BJFA came the introduction of youth exchange with the Wakayama-Prefecture and Sendai City in Japan, as well as a student exchange with Rikkyo University, all sponsored by the BJFA. “Even now, there are exchanges with Wakayama-Prefecture and Rikkyo University every year.” He also noted participation in the Aichi World Exposition.

He said that he was very happy to have been able to work with the BJFA and its members, saying that “it was fortunate that I could meet them”.

Sawada first arrived in the Sultanate as a project manager for Mitsubishi Corporation in its joint venture with Brunei to set up McFarm at Kg Tungku, Gadong, which was working on livestock breeding.

“I’m very thankful even now to the people of Kg Tungku, who gave good support and cooperation.

“I spent half of a lifetime in Brunei. My family enjoyed the Bruneian life,” he said, adding that he wished to do more to develop exchanges between Brunei and Japan.

Call to drop discriminatory words against vulnerable groups

CERTAIN sections of society deem that terms such as ‘people with disability’ ‘disabled people,’ ‘less abled people,’ ‘PWD’ or commonly termed in Malay language articles as ‘Orang Kurang Upaya (OKU)’ as discriminatory, thereby subjecting these individuals to a certain degree of shame and degradation, and also disempowering them.

Similarly, terms such as ‘people with AIDS’ and ‘autistic’ can lead to stereotyping, and harbour the risk of nurturing a condescending attitude towards these vulnerable groups.

In view of this, human rights organisations such as the Asean Intergovernmental Commission on Human Rights (AICHR) is advocating for alternative wordings such the use of ‘people with different ability’ and ‘people with HIV positive.’

Unfortunately, discriminatory words such as ‘OKU’ are commonly used by the media. While the media is beginning to understand the discriminatory effects of such words, often times they are still used because they are commonly understood, but more importantly, these words sell.

However, the consensus among some news professionals, particularly those linked to human right advocacy, is that it is timely to put to rest these discriminatory terms so as to protect, improve and empower the marginalised or vulnerable groups from being stereotyped or discriminated against by the media.

The AICHR recently held a special advocacy meeting with news practitioners and government representatives from Asean member countries. Carrying the theme ‘AICHR Regional Forum on Media and Human Rights in Asean,’ it was held at the Istana Hotel in Kuala Lumpur.

The forum was a continuation of AICHR’s endeavour to reach out to media practitioners in Asean in promoting and protecting human rights in the region.

It was jointly organised by the Ministry of Foreign Affairs of Malaysia with the support of national partners namely the Ministry of Communications and Multimedia Malaysia, and the Human Rights Commission of Malaysia (SUHAKAM), and in collaboration with the Regional EU-Asean Dialogue Instrument (READI), Human Rights Facility.

The forum aimed at providing the media with a panoramic understanding and exposure on professionalism and ethics in reporting, and also discussed regional (Asean) and international human rights instruments in relation to the work of media practitioners.

It also aimed at providing an empowering platform for media practitioners and human rights experts to discuss and exchange views on the challenges and their potential roles in promoting and protecting human rights in Asean.

Seventy participants from Asean member countries participated in the forum, including representatives of AICHR, representatives from related government agencies of Asean member states, media practitioners, academicians and human rights experts who shared their thoughts and expertise on the development of human rights mechanisms and issues in Asean.

It is hoped the forum would lead to further contribute in raising awareness on human rights, including the Asean Human Rights Declaration (AHRD), among different segments of society in the region.

During the meeting, it was agreed upon that the choice of words in news reporting matters and that an ethical advocacy to protect human right interests needs to be formalise in improving the professionalism of news practitioners in the region.

AICHR representative from Thailand, Dr Seree Nonthasoor, a strong advocate of human right and an expert in international law, discussed the media’s use of discriminatory and often disempowering words.

People with different abilities must enjoy the same rights, freedom and non-stereotypical words as any other people, he said, adding that these rights are enshrined in the Asean Human Right Declaration.

He said that emphasising a person and his disability in a story while describing the person’s success or even crime contains elements of stereotyping.

“We don’t know for sure, but there are about 65 million people living in some form of disability in Asean. The number differs from country to country. On a whole, it is estimated by the World Health Organisation that there are about 1 billion people living with some form of disability around the world,” he said.

Often they are neglected and sidelined, and are at risk of poverty and exclusion. This is exclusion from education and opportunity in general. Some groups of them are at greater risk than others, including women and children with a condition. Many of the children have no access to education, and women with disability are prone to be poorer than men with disability.

“So we cannot put a straight-jacket on all groups of people with a disability,” Dr Nonthasoor highlighted.

He also emphasised that people with different abilities must be given equal opportunity so that they can make a contribution to society.

He discussed how a Japanese supermarket store, Isetan, opportunities are provided to people with different abilities.

“These disabilities in many Asean member countries are considered a sin or bad karma that the carriers must seek to overcome by himself, or just succumb or live with the condition,” Dr Nonthasoor added.

He said society must not put up a barrier for them to find work; they must be accommodated with appropriate facilities. He believes the media can play a big role in helping to bring awareness and in fighting against this stigmatisation and stereotyping.

Meanwhile, others such as Wong Yoon Loong, Vice-President of the Malaysian Confederation for the Disabled; and Mary Chen, editor of Challenges (Malaysia’s top cross-disability national magazine) also discussed comprehensively advocating the use of non-discriminatory languages towards the disabled, and to avoid focussing on the disability of a person when writing a story of a person with the condition.

Closer ICT cooperation planned under AIM 2020

THE Asean ICT Masterplan 2020 (AIM 2020) was adopted by the 15th Telecommunications and IT Ministers Meeting (TELMIN 2015) in Vietnam late last year. The Masterplan continues to build upon the success of the AIM 2015 and aims at transforming the Asean digital economy for a new stage of development.

According to a press release, the vision for the AIM 2020 is to propel Asean towards a digitally enabled economy that is secure, sustainable, and transformative and to enable an innovative, inclusive and integrated Asean Community.

The creation of an integrated digital economy, however, goes further than simply enabling connectivity. Increasingly, all sectors of the economy are adopting and embedding ICT and fostering economy-wide growth and innovation. Therefore, the implementation of AIM 2020 will focus on enabling such economy-wide transformation.

A digital economy is essentially a knowledge-based economy that comes with specific skill sets, and these are skills that many Asean member states (AMs) may not have enough of.

One of the key objectives of AIM 2020, therefore, is to focus on enabling the transformation to the digital economy and at the same time developing the human capacity necessary for this transition whilst facilitating the emergence of a single integrated market that is attractive to investment, talent and participation, and building a digital environment that is safe and trusted.

The Asean ministers also approved funding for implementation of projects during the 2016 Work Cycle which intend to encourage more creativity in ICT and to further improve connectivity and services in the region.

In this regard, the Authority for Info- Communications Technology Industry of Brunei Darussalam (AITI) has been actively engaging the relevant stakeholders to encourage their participation by coming up with proposals on projects and initiatives to support AIM 2020.

Construction of bridge across Brunei River progressing rapidly

THE construction of the link bridge across Brunei River from Kampong Sungai Kebun to Jalan Residency in Kampong Kota Batu in the Brunei-Muara District is now rapidly in progress and once completed, will mark another historic milestone for the nation.

The linking bridge will be the main route to the capital, Bandar Seri Begawan for commuters in Mukim Lumapas and vice versa. The project aims to erase traffic congestion by commuters in Mukim Lumapas, who have to travel for a long distance all the way from their areas for work or sending their children to schools in several areas in the capital.

With the completion of the linking bridge they will soon experience less travel time. The construction of the bridge is under the 10th National Development Plan project.

According to the Department of Roads of Public Works Department, more than 18,000 vehicles come out of Mukim Lumapas daily and its surrounding areas using Jalan Bengkurong-Masin and Jalan Tutong on their way to main town areas, either sending children to school or go to work.

That figure is expected to increase. With the establishment and expansion of the National Housing Scheme at Mukim Lumapas as well as other economic developments in the areas, the traffic congestion situation is getting serious.

It is also estimated that over 9,000 vehicles is expected to use the access way leading to the bridge when it is completed, and thus reducing traffic congestion in Jalan Tutong and Jalan Bengkurong-Masin.

The Asean-Russia Business Forum offers a unique opportunity to promote a constructive dialogue between leading representatives from business, politics, civil society, and the expert communities of Russia and Asean member states on key issues of trade, economic, investment, and technology cooperation.

It will also enable participants to expand their business contacts, and will open up new horizons for deepening interregional integration.

Strategic Asean-Russia cooperation needed to counter extremist elements

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, on Friday expressed his hope for an increased engagement between Asean-Russia’s security agencies to counter terrorism and other transnational crimes, especially to stop violent extremist elements from coming in and establishing themselves in the region.

In a titah, which was delivered at the Plenary Session of the 20th Asean-Russia Commemorative Summit at Radisson Blu Resort and Congress Centre in Sochi, Russia, His Majesty also touched on the need for regional and international cooperation to be more strategic in addressing issues of terrorism and other transnational crimes and considering measures that could help countries become more resilient to economic uncertainty.

The impact of low oil prices and their volatility, as well as the economic slowdown in many important markets, were also touched on by His Majesty.

His Majesty highlighted how the establishment of the Asean Economic Community at the end of last year and the economic vision for Asean for the next 10 years could provide significant opportunities for enterprises to thrive.

Encouraged by the trade target that has been envisaged for the next 10 years, His Majesty highlighted that the role of the business community is vital in achieving the goal. In this regard, stronger links between Asean-Russian businesses should be nurtured and facilitated, His Majesty said.

His Majesty further noted that building mutual understanding and friendship amongst the people of Asean and Russia is key to the development of a strong partnership. His Majesty then called for a greater understanding of the richness and diversity of both cultures.

The strengthening of cultural diversity, stated His Majesty, can be seen through Russia’s commitment through its Asean-Russia Youth Symphony Orchestra held annually in Asean cities, which is welcomed by Asean.

At the end of the titah, His Majesty said he welcomed Russia’s engagement with Asean through the Comprehensive Plan of Action, which will set a pragmatic direction to expanding cooperation for the next five years, and further emphasised how a strong and dynamic Asean-Russia partnership will provide an anchor for peace, stability and prosperity regionally and globally.

At the end of the Plenary Session of the 20th Asean-Russia Commemorative Summit, His Majesty proceeded to attend a working luncheon.

Before leaving the hotel, a Doa Selamat was recited by Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

FIFA officer lauds NFABD’s ‘good start’ in football development

THE National Football Association of Brunei Darussalam (NFABD) has been credited for their “good start” in laying the groundwork for developing football in the country following the establishment of the NFABD Under-16 Youth League which is supported by FIFA.

After being confirmed as the winner of the Asian Football Confederation (AFC) Grassroots Award for Aspiring Member Association, Brunei received further boost to be selected as one of only two Asian countries other than Guam to lead the Under-16 Youth League.

“You create uproar that’s more football is being played. Kids will like to be more involved. You get parents motivating their own children,” said Lim Kim Chon, FIFA Technical Development Officer in an interview at the side-lines of a NFABD Under-16 Youth League fixture.

As an extension of elevating the state of football in the country, it is possible to create a batch of young people involved in officiating matches as referees or match officials.

“You can educate secondary schoolboys to be referees and sooner or later you will have a batch of young referees. It is not only from the playing side but also the officiating side,” he added.

“People will also look at the club’s administration, how administrators plan the team and after that the club.

Lim also added that NFABD can set the blueprint in putting out the ingredients to form a successful league with the possibility of other member associations re-enacting their success.

“FIFA is looking for someone to be a model. If you start well, others will follow. Others will like to know what makes the league successful.”

The inaugural Youth League will set the tone for the direction of the players but continuity must persists as according to Lim a player could lag behind if they do not prolong their development over the long run.

“When you do not keep in touch you lose out. You can still play but you lose out. The insight and skill will be with you but it will not be as smooth as expected of you,” he said.

The completeness of an exemplary coach has also been highlighted to ensure that the boys fulfil their potential and harnesses the basic knowledge of the game in addition to their playing ability.

There is still considerable work to be undertaken in the Youth League especially the technical aspect of coaching from coaches in monitoring the development of the boys and grasping the knowledge of the boys playing the game whether it is a tactical or technical component.

“Training itself is do they have the ability to understand how the game is being played. When it is a league it is not just one loss in two matches, it goes on until November.”

Any coach needs to be conscientious on how a player could sustain their match fitness over a certain period of time.

He said that each coach must be prepared on understanding what should be done in order for the players to adapt playing especially under extreme heat.

“When they are playing, can they maintain their own fitness? As the game progress until the following months, are the coaches still continue with the training?”

Lim added that coaches must also put into practice and apply what they’ve learnt in courses and it is encouraged that they understand the basic tactics.

“FIFA is also coming in with coaching courses. In August, there will be a referee’s course for the referees and the coaching course for the coaches.

“FIFA is supporting in any aspect of football new developments in the domestic football league. They are coming in strong for countries running the youth league,” he continued.

“The domestic youth league is an initiative by FIFA to help the developing countries to be more organised and to give the youth more chance of having more matches.

“The league itself is not short term. The success of players to become top players does not happen overnight. It is a long process.”

With the league only been formed and has been fairly new, the players who performed in the couple of matches is still considered “raw” and require a lot of technical training which the coach is tasked with.

“It is the knowledge of the coaches to recognise and how they are going to put it into the training session to improve the kids. The coach must have time to train them daily. You need to work on basic techniques every day.”

The official further highlighted that time is of the essence for spotting talent adding that one must keep on keeping tabs of his progress in every match and find out if there is consistency.

182 vie for Baiduri Masters crown

A TOTAL of 182 golfers took part in the Baiduri Masters yesterday for a chance to don the coveted Green Jacket and Challenge Trophy.

By the end of the afternoon session, almost half of the leader board was knocked out with the emergence of five strong contenders.

Idris Osman maintained his lead with a gross score of 71, followed closely by Ali Rashid, maintaining his score of 72.

Newcomer Chu Vui Kiat played a great round of golf with 72, placing defending champion Seruji Setia and Zulhilmi Rosli down one place each.

Down one place respectively, with a gross of 73, were Pengiran Haji Ahmad Zaki and Haji Norismadi Haji Tamid.

The next four spot went to Mohammed Qazzri Fakhri Haji Aslimon and Joselito Dionisio, with a tied gross of 73.

In 10th and 11th places were newcomers Pengiran Yura Wira Quhafah with 74 and Ahmad Yani, 75.

With the emergence of the new additions to the top 12, Haji Shaiful Rizal Pehin Dato Haji Ahmad rounded off the leaderboard with a gross score of 75.

The Baiduri Masters continues today with an expected turnout of 152. It takes place over two weekends until May 29.

To make the cut, the top 12 gross players overall will get the opportunity to vie for the Green Jacket.

Besides the coveted Baiduri Masters Green Jacket and Challenge Trophy, the golfers also have the chance to score the fantastic hole-in-one prizes consisting three luxury cars and two cash prizes of B$20,000 each.

Other than the Porsche Cayenne for Hole 2, other hole-in-one prizes on offer this year are the Mini Cooper for Hole 5, the brand new BMW 2 Series Active Tourer for Hole 14 and B$20,000 cash each for Holes 12 and 16.

Additionally, there will be novelty prizes up for grabs for the nearest to the pin throughout the tournament and also longest drive as well as lucky draw prizes.

As with every year, proceeds raised during the Baiduri Masters will be donated to local charities.

Those who haven’t registered for the tournament can still do so at the RBA Golf Club, First Floor, VIP Room.

The Baiduri Masters is played based on System 36 (Stroke Play) and the challenge trophy will be decided on gross. The Baiduri Masters tournament is divided into four divisions – Men’s, Group, Ladies and Junior. The Men’s division will be further divided into Men’s Gross, Men’s Nett and Senior Golfers Nett.

New international burger franchise opens

WAYBACK Burgers, an international franchise, held its grand opening in the Setia Kenangan area in Kiulap yesterday officiated by Craig Allen, Ambassador of the United States of America to Brunei Darussalam.

The ambassador in his opening remarks expressed pride in announcing the opening of the first Wayback Burger store in Brunei, the third international store in the world after Buenos Aires and Riyadh.

The ambassador noted that Wayback Burgers has experienced tremendous growth over the past 25 years.

“Burgers are an iconic American food and are enjoyed around the world. Speci?cally, burgers are tremendously popular in Brunei, as proven by the new burger outlets that open in the Sultanate every other month,” he added.

“There are over 10 US food and beverage franchises currently operating in the country with at least two more franchises opening in Brunei this year,” he said. “When a US franchise opens a new outlet, it creates jobs and opportunities for people in Brunei as well as in the United States.”

He further noted that the US Embassy supports Wayback Burgers and all companies that promote economic and cultural ties between the United States and Brunei and once the Trans-Pacific Partnership trade agreement is rati?ed, more opportunities for US and Bruneian companies to export products and services to each other’s market will come.

Prior to the opening remarks, John Burgos, founder and Managing Director of JonRidge (B) Sdn Bhd, who is credited with bringing Wayback Burgers to Brunei, made a brief welcoming note.

The grand opening was officiated with the traditional ribbon cutting led by the US Ambassador along with Mark Biccum, Director of Wayback Burgers USA; Juffrydin bin Haji Mohammad, Chairman of Wayback Burgers Brunei and John Burgos.

The ambassador then officiated the unveiling of burger franchise’s logo marking the beginning of a new chapter for Wayback Burgers in Southeast Asia.

The ceremony was further enlivened with fun games to entertain guests.

The Wayback Burgers outlet has received overwhelmingly good response from the public prior to the grand opening said a spokesperson from the restaurant, stirring franchising interest from neighbouring countries with its fast casual restaurant concept.

Many praised Wayback Burgers on the burger’s quality and portion, getting their money’s worth where Burgos credits this to their use of fresh ingredients and unfrozen patties.

“We knew that the Burger culture is strong in Brunei, a visit to Pasar Malam can find you many burger stalls, our next step was to search for the juiciest burgers in the world, a journey brought us to America, the burger capital of the world and when we took the first bite at Wayback’s burgers, we knew we found it,” said the spokesperson.

Award-winning Malaysian chefs demonstrate culinary skills

FOUR award-winning chefs from different parts of Malaysia will be visiting Brunei Darussalam to perform culinary arts in front of massive crowds of the 18th Consumer Fair from May 25 – 29.

Chef Chain Thiaan Fhuang, a gold medallist of the International Golden Chef Cooking Competition 2013 specialises in sugar art and he will have demonstrations and perform molecular gastronomy, a modern style of cooking. Other than that, Chef Chain is also sophisticated at Fruit Carving.

Chef Chan Ki Hong, who is currently a Cooking Instructor for NTV7 Living Delight and also was a cooking Instructor in Good Morning Tai Tai, the Malaysia’s first ever Chinese daily breakfast talk show on NTV7, will be making giant sesame balls and tea fragrance chicken to amaze the public. At such a young age, Chan won the International Young Chef Cooking Chinese Culinary Challenge Bronze Award and many more with great experience of different kinds of cuisine including Japanese, Western, Asian, Fusion and Chinese.

Chef Nelson Kien Seon Khor, the group executive Chef of Semiwa Grill & Bar and Naughty Nuri’s Restaurant Development Consultant, will be featuring Western Food in his demonstration. He will be teaching the public how to cook the best western food at home with sophisticated skills and techniques. The menu throughout the event will be Salisdarn Steak, Smoked Drumsticks Ham and Salmon Cold Pasta to name a few.

Last but not least, Chef Lee Kok Khoon who specialises in the Chinese cuisine of Dim Sum will be preparing Squid Ink Xiao Long Bao and Mushroom Bun. Xiao Long Bao is a type of soup dumpling which is famous around worldwide. It is hardly found in Brunei due to the high complex technique in preparing it.

Halal food will be presented throughout the event.
