Need multi-level alliance to combat security threats

THE emerging and complex security situation faced by today’s world calls for Brunei Darussalam’s increased collaboration with its counterparts towards maintaining regional and international peace and security and to remain robust and perpetually relevant, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Minister of Defence and Supreme Commander of the RBAF said in a titah yesterday.

Addressing the grand parade to mark the occasion of the Royal Brunei Armed Forces’ (RBAF) 55th anniversary at the Defence Academy RBAF in Kampong Tanah Jambu yesterday, His Majesty said today’s volatile security landscape presents diverse range of cross-border threats that do not exempt us from the prospect of traditional and non-traditional challenges such as terrorism, maritime and cyber security as well as natural disasters.

His Majesty underscored that such volatile environment calls for multi-level collaboration with various parties, not just between security agencies at home, but also in the international front. “Therefore, it is crucial to review procedures and best practices and share knowledge and skills through bilateral and multi-lateral exercises to remain relevant,” His Majesty added.

The monarch also highlighted some of the laudable efforts RBAF accomplished to step up Brunei’s defence diplomacy, such as the co-hosting of the recently concluded multi-national military exercise, the Asean Defence Ministers’ Meeting (ADMM)-Plus Maritime Security and Counter Terrorism Exercise and also Brunei’s proposal for a hotline dubbed the “Direct Communications Link” between defence ministers within Asean bloc that will be launched this year.

The success of the ADMM-Plus Maritime Security and Counter Terrorism Exercise, His Majesty said, reflects Brunei Darussalam’s commitment and capability in strengthening its position amid a dynamic security landscape. “It also shows that despite being a small country, Brunei Darussalam is capable of contributing to regional security and can provide platforms for a range of cooperation in the defence and military fields,” the monarch said, adding that this is inevitably a huge contribution that will go a long way to help attain peace, stability and prosperity between Asean neighbours and its dialogue partners in the Asia-Pacific region.

Drawing attention to security at home, His Majesty reminded that although the RBAF’s capabilities can be recognised through its acquisition of the latest and advanced military equipment, this should not put a stop to continuous progress. The Ministry of Defence (MinDef) still needs to continue its development and research planning in tandem with changing needs and priorities.

Touching on the recently launched Defence Academy RBAF, His Majesty said that fitting to the academy’s role to produce a generation of young RBAF officers equipped with basic military leadership and knowledge, it must constantly plan and widen its learning span, to produce quality military officers with tactical, operational and strategic capabilities, which he said is vital to overcome a challenging and uncertain “contemporary operating environment”.

Competition selects the best in memorisation, interpretation of Al-Quran

TWENTY contestants competed in the finals of the National Musabaqah Al-Quran Memorisation and Interpretation Competition that was held yesterday at the International Convention Centre in Berakas.

Present as the guest of honour for the morning session of the competition was the Deputy Permanent Secretary at the Ministry of Home Affairs, Haji Mohammad Sunadi bin Haji Buntar.

The afternoon session saw the presence of the Deputy Permanent Secretary at the Ministry of Religious Affairs, Haji Harun bin Haji Junid, as the guest of honour.

The event began with the recitation of Surah Al-Fatihah. The morning session of the competition was divided into five categories with five contestants competing in each category. However, only four categories were contested during the competition yesterday.

In Category ‘D’, five contestants namely Mohammad Aqiel Hidayat bin Haji Zulfa Hidayat; Mohammad Saiful Wafi @ Aman bin Haji Adis; Nor Hafizah binti Haji Jahari; Awangku Muhammad Abdul Majeed Ariffin bin Pengiran Haji Mohd Abdul Aziz; and Assrinna binti Haji Ibrahim yesterday showcased their abilities in memorising the 15 Juzuk of the holy Al-Quran and the interpretation of Juzuk 10.

Category ‘E’ saw another five contestants – Awangku Muhammad Abdul Qadir bin Pengiran Haji Ibrahim, Dayangku Nurol Hafizah binti Pengiran Haji Tejudin, Nurulain binti Haji Abas, Irma Mohammad Hazmie bin Haji Metussin and Muhammad Hazri bin Haji Mohd Hamzani – presented their skills in memorising 30 Juzuks of the Al-Quran and the interpretation of Juzuk 21.

The afternoon session also saw five participants in Category ‘C’ – Hajah Norhidayatul Mukminah binti Haji Puteh, Abdul Aziz bin Noor Nasran, Hajah Adzimah Mukarramah binti Haji Salleh, Siti Nuriezatul Afiqah Farhana binti Mohammad Sumadi and Muhammad Saifullah bin Rosli – who competed in memorising three Juzuks of the Al-Quran and also, the interpretation of Juzuk 3.

Afterwards, another five contestants who were selected to compete in Category ‘B’ namely Awangku Mohamad Khairul Hakimin bin Pengiran Mohd Aminuddin, Awangku Muhammad Fakhrur Razey bin Pengiran Damit, Ayeshah binti Mohamed Shalahudeen, Bani Nurun Nasyithah and Nur Syafiqah binti Mohammad Saidi competed in memorising the selected verses including Surah Luqman, Surah As-Sajdah, Surah Yaasiin, Surah Al-Insan, Surah Ar-Rahman, Surah Al-Waaqi’ah and Surah Al-Mulk as well as the interpretation of Surah Al-Jumu’ah, Surah Al-Munafiqun and Surah At-Talaq for 15 years and below.

The final five participants, comprising Razin Hakim bin Abdul Razak, Muhammad Nurhidayatullah Al-Mu’min bin Awang Rossnan, Mohammad Wafiq bin Haji Saidi Ghalib Khan; Waliyah binti Haji Kamarul Azam and Azyan Adibah binti Mohd Hanafi will compete in Category ‘A’ today (June 2), on the second day of the competition, followed with the presentation of souvenirs to the participants and judges.

Singaporean students visit DBP as part of ‘Cultural Immersion Programme’

A GROUP of 20 students from Temasek Secondary School, Singapore visited the Language and Literature Bureau (DBP) in the capital yesterday as part of a ‘Cultural Immersion Programme’.

The group is led by Cikgu Sahriana Rani and comprises students aged 14 and 15 years old. They will stay in the Sultanate for four days.

“We believe there are a lot of things we can learn (from the educational visit), for example cross-cultural interaction between our students and Bruneians. We are also aware of the historic background (in Brunei) that we should understand and learn further,” said the group leader.

She also shared that the aim of the visit was to familiarise students with the functions of the bureau, especially its role in preserving and in the development of the Malay language in the country.

She added that while in Brunei, students are able to experience authentic Bruneian culture and improve their language skills.

This is essential as they are currently taking a module based on ‘Cross Cultural’ awareness, which also incorporates standard Malay as the core language as it is part of the syllabus taught in the secondary school.

The group also visited the Omar ‘Ali Saifuddien Mosque and the Jame’ ‘Asr Hassanil Bolkiah and will continue to tour interesting places in Brunei such as the Royal Regalia Building, Kampong Ayer as well as learn the craft of making the local delicacy, Ambuyat from sago.

The DBP is responsible for language and literary development and propagation, cultural research and documentation and book publication aside from providing library services to the nation.

TMS students visit Brunei Press

A GROUP of twenty students and two teachers, from Temasek Secondary School (TMS) in Singapore, paid a visit to the Brunei Press Sdn Bhd offices in Beribi, yesterday.

The visitors were given a briefing by Reggie See, General Manager of Brunei Press Sdn Bhd, on the history of the Borneo Bulletin and Media Permata, the two newspapers which are published by the company.

Among the discussed topics were the editorial workflow and the process of newspaper production, with editorial staff members on hand to answer questions related to their fields.

The visitors were also given a tour of the Borneo Bulletin archives and the printing press machinery.

Leading the delegation was Sahriana Rani, the Subject Head of Pupil Well-Being at Temasek Secondary School, who told the Bulletin, “We have heard about the Brunei Press, and our Singaporean students have been here before. We realise that it can benefit our students.

“I have a lot of Higher Malay students here, and this visit will inspire them to become writers and how to write things from different angles and perspectives.”

One of the students, Nurin Shahirah binti Abdul Latif, said, “When I first stepped into the building I was really amazed, because I’ve always wondered how newspapers are made.

“In Singapore I don’t think we’d have an opportunity like this to see how it works. So it really amazed me, and the video presentation really taught me about how this works. Not only that, I also learned about Brunei’s history.”

Another student, Nur Sabrina binti Mohamad Fauzi, said, “I’ve learned more about what journalists do and how they get their stories. Now I know more about what it’s like to be a journalist, and that we should look to the newspapers for authentic news reports, rather than the social media.”

She added that she intends to read more newspapers.

The group arrived in Brunei on Tuesday, and will be in the country for a total of five days.

Tamu Sungai Kianggeh Complex gets thumbs up

THE new Tamu Sungai Kianggeh Complex opened its door to the public yesterday, with local stall vendors offering everything from local farm products to handicraft items.

Haji Rosli bin Haji Apong, who sells local farm products in the form of fruits and vegetables, expressed gratitude to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, for creating a new, better place for them to ply their trade.

“Alhamdulillah, with the new complex, we can now sell our products in greater comfort.”

Local fruit vendor Hajah Kasmira noted that the commodities and facilities of the new complex ensure greater ease for customers.

Meanwhile, visitors also gave the thumbs up to the new venue, noting that it being organised makes it easier to locate food products and other items.

The complex is divided into eight buildings and 313 stalls for various business and trading companies. Construction began last April and the complex comes complete with prayer rooms. It also houses the BSB Municipal Department Management Office, and offers ample parking space, public toilets and resting areas as well as a landing jetty for boat passengers.

The new tamu operates from 6am to 6pm daily, and offers visitors frozen as well as freshly-prepared food items.

Reforms to improve Brunei’s business climate

THE Brunei Government continues to make significant reforms to the local business environment in order to boost the country’s economic production and growth, said Zulfadli bin Abu Bakar, a Special Duties Officer from the Ease of Doing Business Unit under the Prime Minister’s Office.

Zulfadli was giving a briefing to a group of government officers, village heads, students and business entrepreneurs yesterday during the opening of an ‘Ease of Doing Business’ roadshow at the Ministry of Finance, which will run until June 4.

Elaborating on the latest reforms, he said that online registration enables new businesses to be set up in less than a day.

At the same time, he said, online application through the OneBiz system allows permits for construction to be obtained within 40 days, while the implementation of the new Building Control Order allows significant renovation work to be carried out without prior approval.

Zulfadli also mentioned the e-Amanah system, which allows employers to make online contributions to the Employees Trust Fund (TAP) trust fund, and the new 30-day tax refund policy.

Exemption from corporate taxes, customs duties for pioneer status companies and exemption from taxes for local enterprises with revenue of less than $1 million, were also among other significant reforms made by the government.

Zulfadli also highlighted the Land Application and Registration Information System (LARIS), for all land-related application submissions, payments and tracking online.

Consequently, the purpose of the current roadshow is to create public awareness and better understanding on the business reforms implemented by the Ministry of Finance, such as trading across borders, protecting minority investors, paying taxes, resolving insolvency and starting a business.

Among the several participating agencies are the Treasury Department, the Royal Customs and Excise Department, the Employees Trust Fund, the Revenue Division and Registry of Companies and Business Names Division.

Also involved are relevant organisations such as the Ease of Doing Business Unit at the Prime Minister’s Office; Ministry of Home Affairs; Ports Department and DARe (Darussalam Enterprise).

TVET crucial for sustainable development

TECHNICAL Vocational Education and Training (TVET) must be at the forefront in addressing sustainable development, and it is an important education sector for providing individuals the opportunity to enhance their skills, as well as industry competitiveness and national economic development.

This was said in a speech by the Minister of Education, Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, at the opening ceremony of the TVET International Conference yesterday.

On hand to deliver the speech as a personal representative of the minister was Pengiran Dato Paduka Haji Bahrom bin Pengiran Haji Bahar, the Deputy Minister of Education.

“TVET, as the biggest provider for future skilled workforce, must be at the forefront in addressing sustainable development,” he said in the speech. “TVET must prepare graduates who are aware of sustainable development issues and at the same time, also act as the leading agent of change, to possibly reverse negative trends of development.”

“To do so, every TVET school must integrate education for sustainable development in the curriculum and at the same time practise it in daily activities in school to inculcate sustainable culture,” he highlighted.

“In Brunei Darussalam we have been carrying out major transformations in TVET,” he continued. “We view TVET as an important education sector to provide the opportunity for individuals to enhance their skills in order to be part of an actively contributing workforce and also at the same time enhance industry competitiveness and national economic development.”

“TVET provides excellent options for those who excel in hands-on type work, thus enhancing social and career mobility for the individuals involved.” He explained that the transformation aims to reposition technical education as a choice at post-secondary level, capable of producing a highly skilled workforce in line with the needs of industries.

The programmes offered are demand-driven and competency-based, which are designed to meet the needs of the students, industry and the nation, he added.

The speech also touched on Asean, saying, “In the midst of the Asean integration, we should work hand in hand in addressing sustainable development, and support the Asean Economic Community, Asean Socio-Cultural Community and Asean Political Community,” he said, expressing his belief that the conference will contribute significantly to the first and second pillars of Asean integration.

“In response to the Asean Economic Community and Asean Socio-Cultural Community, we acknowledge the important roles of TVET in preparing the workforce that will meet the needs of the industries in the country and possibly in the region.”

He noted that, as reflected in the Asean Economic Community, labour mobility in the region will be less restricted which, “will certainly be a challenge” to the Asean nations, but that it will also at the same time “open new opportunities to job seekers and industries”.

“Due to the mobility of workers, the quality of competencies possessed by these workers needs to be monitored,” he said. “Therefore, TVET policymakers must ascertain that institutions uphold the high standard of training required for these competencies.”

He shared that the SEAMEO Council has placed TVET as one of the seven priority agendas of SEAMEO, specifically priority 4, which states, “Promoting technical and vocational education and training among learners and their parents, through more visible investments in the field and improving relevance of the curricula to focus on creativity and innovation.”

TVET High Officials in the region have gathered twice in response to this priority agenda and established the SEA-TVET initiatives focusing on harmonisation and internationalisation of TVET in the region, he noted. He also announced that under the Asean Five-year Work Plan (2016-2020), “Brunei Darussalam will play major roles” under Sub-goal 4: “Supporting the development of the TVET sector as well as lifelong learning in the region”.

This, he shared, is particularly by maximising access to TVET for employment and sustainable development as well as strengthening regional harmonisation for the advancement of quality TVET transformation through networking, partnerships and mobilisation of TVET personnel and resources.

New Gadong night market lights up hopes

THE newly opened Gadong night market is set to become the favourite place of Bruneians to look for a wide variety of affordable hawker food, fruits, vegetables, local pastries and clothing.

Located near the bridge linking Simpang 137 and Simpang 37, the revamped market offers an attractive shopping spot on the banks of Gadong river.

However, on the first day itself, many vendors expressed dissatisfaction over the relocation from their earlier area nearby the Gadong fish market which according to them was more comfortable.

One of their complaints is that the roof of the new market structure is built too high, exposing them to the scorching afternoon sun as well as heavy rain.

“During heavy rainfall, goods such as clothes and food get soaked and in the afternoon we won’t have much shade from the sun. It is going to be really difficult during the upcoming Ramadhan season. We hope that the relevant authorities will fix awnings so that the weather won’t affect our business,” a vendor said.

Some complained that facilities such as restrooms and surau are not provided at the new site and they would have to walk all the way to the fish market to take rest and pray.

The road entrance to the night market is also too narrow which will affect transportation of goods to the market, some vendors pointed out.

“There have been several relocations of the Gadong night market, and this is the first time I have been asked to pay a $30 fee for electricity. This is the same amount I pay for electricity in my home. Altogether, including rent and garbage disposal, a vendor has to shell out $120 monthly,” another vendor said.

“This site was initially built for the operators from Tamu Kianggeh, but now that they have refused to move in, the night market operators have been asked to come in by the BSB Municipal Department. Before building the market they (authorities) should have made sure that the parties being relocated are willing to shift, but now they have used us to cover their mistakes,” he added.

“Before asking us to relocate to this area, they should have gathered our suggestions and then made improvements. We have no problem with relocating,” the vendor said.

BDRCS services lauded at reception

THE Ministry of Health (MoH) has always welcomed the involvement of the Brunei Darussalam Red Crescent

Society (BDRCS) in support of the government’s aspirations to provide the best health services to the citizens of the country.

The significant involvement of BDRCS was lauded by Haji Zakaria bin Haji Serudin, the Permanent Secretary at the MoH, in his speech as the guest of honour at the dinner reception for the 68th anniversary celebration of the BDRCS recently.

Also present at the dinner were Haji Ismail bin Kassim, the President of the BDRCS, along with the chairperson of the organising committee, Sheikh Haji Kadir bin Abdullah and Martin Faller, the International Federation of Red Cross and Red Crescent Societies’ (IFRC) deputy head of delegation.

Haji Zakaria cited that BDRCS’ good cooperation with the MoH included providing volunteers in various fields like first aiders who have worked closely with the Accident and Emergency Department of the MoH through Emergency Medical Ambulance Services.

“The Ministry of Health also hopes that the Brunei Darussalam Red Crescent Society will continue to upgrade its role on the national level from time to time in line with international best practices,” he said.

BDRCS, he said, “needs to take innovative and creative approaches according to the progress of time to make sure that the association continues to be relevant and not only limited to the involvement of providing emergency assistance services.”

On the Red Crescent Academy, he said that the association can prepare action plans towards alignment of training modules and syllabi to be used for organising emergency assistance training programme in the country according to standards issued by the IFRC and the American Heart Association.

The cooperation with professional bodies in the country is encouraged to make sure uniformity of accreditation and recognition as well as standard of emergency assistance.

Princess Hajah Masna attends 25th anniversary of Brunei-China Diplomatic Relations reception

HER Royal Highness Princess Hajah Masna, the Ambassador-at-Large at the Ministry of Foreign Affairs and Trade began the 4th day of her visit to the People’s Republic of China, with a tour to the Forbidden City in Beijing.

In the evening, she attended the Joint Reception to commemorate the 25th anniversary of Brunei-China Diplomatic Relations, co-organised by the Embassy of Brunei Darussalam in People’s Republic of China, and the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC).

During the event, Her Royal Highness, as the guest of honour, delivered a sabda, where she reiterated Brunei’s adherence to the One-China Policy and bilateral relations based on mutual respect and trust.

THE Society for the Management of Autism Related issues in Training, Education and Resources (SMARTER) yesterday launched its Early Development Growth and Enabling (EDGE) Centre located at Kampong Perpindahan Mata-Mata, Gadong.

The SMARTER EDGE Centre is located next to the office of SMARTER Brunei which was allotted by the Ministry of Health.

Officiating the opening was His Royal Highness Prince ‘Abdul Malik.

Upon arrival, His Royal Highness was welcomed by Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Culture, Youth and Sports; Dato Paduka Dr Awang Haji Zulkarnain bin Haji Hanafi, Minister of Health; and Malai Haji Abdullah bin Malai Haji Othman, CEO and President of SMARTER Brunei.

In his welcoming speech, the SMARTER Brunei president explained that the association has come a long way and achieved many milestones through creating awareness on autism in Brunei Darussalam.

“Our advocacy seeks to create greater awareness about autism so that the whole community can show more compassion, understanding, empathy and support, not only to individuals with autism but also their parents, siblings and family members.”

The SMARTER EDGE Centre emphasises on welcoming, inviting, supporting and encouraging (WISE) approach and not command, demand or disciplining.

“We develop our own programmes, activities and curriculum which we call STEP (Social Training, Educational and Psychological) and it must meet our FAST criteria (Flexible, Accessible, Sustainable and Teachable, or Transferable) using low cost technology.”

All these achievements are only possible with the collective efforts of all stakeholders – private and public sectors and the whole community.

After the speech, His Royal Highness officiated the opening of SMARTER EDGE Centre and signed a commemorative plaque.

It was followed by the presentation of certificates to donors and sponsors for the construction of the centre that comprise Yayasan Sultan Haji Hassanal Bolkiah (Yayasan), Occupational Therapist at the Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital, Disabilities Studies Flinders University Australia, Jigsaw Primary School, Baiduri Bank, LSL Sdn Bhd, Syarikat Perniagaan Malar Setia, Insurans Islam TAIB, DST Group, Zumara Group, Kingston Beverage and Creamery Sdn Bhd and LKY Foundation for Autism, D’Sunlit Sdn Bhd and Great Eastern Life Brunei.

His Royal Highness also toured the facilities and classrooms at the SMARTER EDGE Centre.

As of today, SMARTER Brunei has three centres – one in Kuala Belait, one in Kampong Jangsak and the new EDGE Centre in Kampong Mata-Mata.

The new centre could accommodate a maximum of 72 students each in the morning and afternoon sessions.

DANA receives donations from various sources

THE Pengiran Muda Mahkota Al-Muhtadee Billah Fund for Orphans (DANA) yesterday held a ceremony for the official handing over of contributions from the SMS Brunei Prihatin project.

The event took place at the multipurpose hall of the Yayasan Sultan Haji Hassanal Bolkiah Complex in Bandar Seri Begawan.

The project ran for 67 days starting from November 27, 2015 until January 31, 2016, successfully collecting $110,601 from members of the public.

Two telecommunication companies, DST Group and Progresif Cellular Sdn Bhd (PCSB), had provided SMS services for contributors to donate to the fund. While Radio Televisyen Brunei (RTB) acted as the information provider to the public, fund promos were broadcast on RTB channels and their respective radio network, as well as aired at The Mall Cineplex and Times Cineplex to further disseminate the information to the larger masses.

In his speech, Haji Brahim bin Haji Ismail, Chief Executive Officer of DANA, explained that apart from that, the Information Department through their Pelita Brunei newspaper as well as the Department of Mosque Affairs through its Friday sermon further encouraged the public to contribute to the project.

From the project, DST Group collected a total of $94,698 and the proceeds were handed over in the form of a mock cheque presented by Abdul Latiff bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof, a member of the Board of Directors of DST Group. PCSB collected $15,903 and the funds were handed over by its representative, Normah binti Ahmad.

On hand to receive the proceeds was Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, Minister of Education, in his capacity as the Chairman of the Board of Trustee of DANA.

Apart from that, DST also contributed $20,000 to the fund and PCSB contributed $3,863.99 from the donation boxes allocated at a number of its branches.

The fund later received another $9,650 from Universiti Teknologi Brunei (UTB) the proceeds of which were derived from their Charity Sale and Carnival Project that took place last May.

The contribution was presented by Yang Amat Mulia Pengiran Anak Muhammad Abdul Qayyum bin Pengiran Sura Negara Pengiran Anak Haji Muhammad Bey Muntassir, Head of the Executive Committee for Economy and Entrepreneurship of the UTB Student Representative Council.

The Special Education Unit later presented $862.31 for DANA and the proceeds were derived from the ‘Fund for Fund’ project organised by the department November last year. The contribution was presented by Hajah Noriah binti Haji Ibrahim, Acting Deputy of Head of Special Education Unit, Ministry of Education.

A bookstore company called Syarikat Samima Sdn Bhd also contributed $2,000 to DANA which was presented by its representative, Rafee Tajuddin. – Rokiah Mahmud

Over 300 Amils receive appointment letters

THE Deputy Minister of Religious Affairs, Dato Paduka Awang Haji Abdul Mokti bin Haji Mohd Daud reminded all appointed Amils (tithe collectors) that they are fully entrusted with the safety of the Zakat (tithe) collections. This year, a total of 309 Amils have been appointed to 140 areas around the nation.

Although the task that they shoulder may seem light as they are only duty-bound to receive Zakat from the public, their responsibilities are much bigger and their tasks have significance with noble aims, added the deputy minister.

Dato Paduka Awang Haji Abdul Mokti who is also Vice-President of the Brunei Islamic Religious Council (MUIB), underscored the matter during the presentation of letters of
appointment to Amils that took place yesterday at the Jame’ ‘Asr Hassanil Bolkiah.

He also reminded the appointed Amils that they are bound with trust (Amanah) and are to safeguard the Zakat collections so that it will not be lost, not to be used for personal purposes and not to be lent to anyone.

The deputy minister also cautioned the Amils not to be careless in keeping the Zakat collection, “Amils also need to perform their duty with full of Taqwa, responsibilities, amanah and discipline, seeking the blessings of Allah the Almighty,” he added.

In managing the Zakat collection, Amils need to practise efficiency and commitment by handing over the Zakat collection according to schedules or instructions that have been given by the MUIB.

“Failure to do so will pose negative risks such as the probability of losing the money, being stolen or not being Amanah,” he added.

This is because, he added, it is vital that all the collected Zakat money needs to be strictly calculated so that Asnaf (those who have rights receiving the Zakat) will get their portion.

Furthermore, appointed Amils also need to be more proactive and have broader minds while at the same time they need to give full commitment upon receiving and collecting the Zakat money.

The deputy minister also shared that currently MUIB has implemented several efforts in distributing the Zakat collection as fast as possible, while at the same time streamlining methods of Zakat distribution to the right Asnaf.

Since the instalment of the Zakat and Fitrah Regulations 1969, the Amils come from different backgrounds and positions in the community that include mosque officers, imams, bilals, penghulus, village heads, religious teachers, uniformed personnel from the Royal Brunei Armed Forces (RBAF), Royal Brunei Police Force (RBPF), Fire and Rescue Department
and other relevant government personnel.

The Zakat collection areas are designated at mosques, suraus, Islamic places of worship, homes of Amil representatives (penghulus and
village heads), Zakat collection and distribution office and its branches at all districts.

The financial institutions of Islam appointed as Amil representatives for Zakat Harta are Tabung Amanah Islam Brunei (TAIB) and Bank Islam Brunei Darussalam (BIBD).

Earlier, Haji Abdul Aziz bin Haji Akop, Acting Secretary of MUIB in his capacity as the Co-Chairman for the organising committee, delivered his welcoming speech.

In 2014, the Zakat Fitrah collection amounted to $927,297.87 with a total of 329,475 people paying their Zakat. While in 2015, the figures increased
by 0.47 per cent to $931,638.97 with 330,976 individuals paying their
Zakat.

As for the Zakat Harta collection, in 2014, $16,923,245.71 was collected with a total of 4,489 people giving Zakat. In 2015 there was a decrease of 0.55 per cent where $16,830,149.77 was collected, though the number of people increased to 5,014 or by 10.5 per cent.

New Gadong night market offers more space, comfort

THE moving of the Gadong night market to its new roofed facility will enhance the business climate for everyone, offering more space and comfort to both vendors and visitors alike, the Bandar Seri Begawan Municipal Department said in a statement yesterday.

As part of the continuous efforts of the Ministry of Home Affairs and Bandar Seri Begawan Municipal Department to provide space and comfort for vendors and visitors, business activities of the Gadong night market have been moved to a new location at the Bangunan Gerai Malam Pasar Gadong Beratap, with a part of it moved to the new location’s parking lot, beginning Wednesday, June 1, with business hours from 4pm to 11pm, the statement added.

As many as 100 spaces have been provided, measuring 10’x18’, in the new roofed location while an additional 16 camps for 32 spaces have also been set up.

Altogether, 36 spaces are for vegetables and fruits, 66 spaces for takeaway food and drink, 16 spaces for barbecue/smoked food, and 14 spaces for clothing and accessories.

“The provision of better and more comfortable facilities and spaces will enhance the business climate to one that is friendlier for everyone,” the statement added.

In line with this, a number of facilities have been provided, which include prayer rooms and public toilets, sinks for cleaning, water pipes, electrical sockets, a storage house for rubbish from the vendors, and routine works of maintenance and hygiene control by an appointed company.

The Municipal Department also shared that the building will also be used for weekend seller activities on Friday and Sunday from 6am to 12 noon.

“It is the hope of the Bandar Seri Begawan Municipal Department that the vendors will take good care of all the facilities provided at the new building and together maintain the cleanliness of the area from time to time.

“The public is welcome to visit the Gadong night market at the new site,” the statement said.

The Gadong Night Market is a favourite place of Bruneians to look for a wide variety of affordable hawker food, fruits, vegetables, local pastries and clothing.

Its new facility is located near the bridge linking Simpang 137 and Simpang 37, offering a shopping spot on the banks of the Gadong River.

DANA orphans receive awards for excellent results

A TOTAL of 13 orphans registered under the Pengiran Muda Mahkota Al-Muhtadee Billah Fund for Orphans (DANA) who have achieved excellent results in their public examinations in 2015, received an incentive award AIPC-DANA.

The public examinations included the Brunei Cambridge GCE ‘O’ Level, Brunei Religious Education Certificate (SPUB), Brunei Religious Primary School Certificate (SSRU) and Primary School Assessment (PSR).

The award ceremony was held at the Yayasan Sultan Haji Hassanal Bolkiah Complex in Bandar Seri Begawan.

In his speech, the Chief Executive Officer of DANA, Haji Brahim bin Haji Ismail, explained that since DANA was established 18 years ago, they have received overwhelming support from members of the public.

“The generous contribution and donations continuously received by DANA have enabled the secretariat to coordinate several schemes and projects for the purpose of assisting the welfare of the orphans registered under DANA,” he explained

“Since the end of April 2016, there are a total of 2,936 orphans registered under DANA,” he added.

As for AIPC-DANA for PSR was awarded to Awangku Muhammad Hazim Wajihuddin bin Pengiran Muhammad Sallehin, Ampuan Hajib Mirza bin Ampuan Haji Mohammad, Sykirah binti Abdullah Aiman Kollane, Nurul Fitri Sofia binti Haji Rosli and Ummi Fasihah binti Haji Talipuddin.

Each of the students received certificate of appreciation, one laptop and printer, and study necessities for two years worth $400.

For AIPC-DANA for SSSRU, the recipients were Muhammad Fikri bin Haji Masri, Siti Fatimah binti Oooy Abdul Rojak, Nur Syahidah binti Abdullah Abdul Rashid @ Nur Ameerah, Nurul E’zatul Syafiqah binti Abdullah Mohammad Noor Iswaddy and Sonia binti Abdullah Jamaris.

Each of them received certificate of appreciation, a laptop and printer and cash saving of $500 which were credited to their respective DANA accounts on TAIB.

The incentive awards were presented for the 9th time with the aim of encouraging and motivating the orphans to appreciate the importance of education and to raise their spirits to continuously strive for their best in attaining success especially in their studies.

In an interview, Cavel Sim Kah Seng, who successfully recorded 9 ‘O’ levels shared his happiness with the Bulletin. He said that the incentive that he received from DANA would further increase his spirit in achieving more success in his future undertakings.

Cavel who currently continues his ‘A’ level at Sayyidina Ali Secondary School hopes he could further his studies in medical science.

He explained that, the laptop given would further assist in his studies as the ‘A’ Level requires him to do more research work.

Awangku Muhammad Hazim Wajihuddin, who scored 5 ‘A’s during his PSR Examination, is currently pursuing his secondary years at the Paduka Seri Begawan Sultan Science College. With such encouragement and support he hopes to excel in his future studies.

THE curtains on the four-day Kuala Lumpur International Hijab Fair (KLIHF) was officially raised yesterday by Yang Amat Mulia Pengiran Anak Hajah Siti Radhiah binti Pengiran Maharaja Lela Sahibul Kahar Pengiran Anak Haji Mohd Yusof and Yang Amat Mulia Pengiran Anak Wahidah Widadul Bolqiah binti Pengiran Maharaja Lela Sahibul Kahar Pengiran Anak Haji Mohd Yusof, who were the guests of honour at the opening ceremony.

This is the third year and fifth-time running of the KLIHF after notching success last year with total sales collection from the 150 participating vendors reaching RM6.3 million.

Road users must remain focussed while driving

Road users must not use mobile phones while driving and should not drive when exhausted as well as under the influence of alcohol because the lack of focus can cause accidents.

This was stated by Dato Paduka Awang Haji Mustappa bin Haji Sirat, Minister of Communications during the Road Safety Reminder Campaign at the Delima Shell Gas Station yesterday.

“The accident rate in the country continues to be at the same level, therefore continuous effort is needed to educate and raise awareness on road safety,” he said.

The Minister of Communications, who is also the advisor of the Brunei National Road  Safety Council, said, “The compliance of rules and regulations for vehicles has increased. However, the driving behaviour of road users should improve as there are still cases of accidents where people are driving despite being exhausted as well as being under the influence.”

The campaign aims to raise awareness for road users to practise prudent driving and traffic rule and regulation compliance.

Also present was Chua Pheng Keong, Acting Director General of Public Works as well as officials from the Land Transport Department and Royal Brunei Police Force (RBPF).

The campaign was conducted in all four districts of the country where Dato Seri Pahlawan Haji Mohd Jammy bin Haji Mohd Shah Al-Islam, Commissioner of the RBPF, gave away brochures and tyre thread gauges at the Jerudong petrol station while Haji Azhar bin Haji Ahmad, Permanent Secretary at the Ministry of Communications presented Driver Safety Practice System (SiKAP) books at the TAIB Beribi Petrol Station.

In Tutong District, the distribution of books and tyre thread gauges was carried out at the Police station in Pekan Tutong, while the campaign in Belait District was held in front of HSBC in Kuala Belait.

Meanwhile, the campaign in Temburong District took place at the police station in Pekan Bangar.

As much as 3,000 books and 2,000 units of tyre thread gauges were distributed.

Dialogue held to tackle teen pregnancies

FOUR per cent out of 7,000 annual births in Brunei Darussalam is attributed to teenage pregnancies and has remained stagnant for the past five years.

This was revealed by Prapaporn Langputen (Sofia Abdullah), a PhD Candidate in Midwifery from the Pengiran Anak Puteri Rashidah Sa’adatul Bolkiah Institute of Health Sciences (PAPRSB IHS), Universiti Brunei Darussalam (UBD) during a presentation and a dialogue session with nurses and midwives at the Women and Children’s Centre in Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital yesterday.

According to statistics, 280 Muslim teenagers under the age of 20 years old and the youngest being 16 in the country, fall pregnant per annum which amounts to a total of 1,400 teenage pregnancies in the past five years. Speaking to the Bulletin, Dr Khadizah binti Haji Abdul Mumin, the Supervisor of Sofia Abdullah at UBD, said, “Brunei is number 11 in teenage pregnancies globally.”

In hopes to address such social ills within the country, a dialogue session amongst midwives, nurses and the researchers was organised, titled ‘Pathology of Teenage Pregnancy: Implications to Midwifery Practice’, to serve as a basis for an exchange of support, understanding and raise awareness surrounding the health and care of pregnant teenagers.

During the presentation, research suggests four keys areas in the Brunei context; Malay Islamic Monarchy (MIB), extended family structure, percentage of teenage pregnancies and the few studies that have been conducted pertaining the matter. The Ministry of Religious Affairs (MoRA) offers classes as a deterrent in the Family Counselling Service Section.

According to Dr Khadizah, it is imperative to raise awareness on teenage pregnancy prevention and improve the health and well-being of the child, as well as his or her mother.

Plans are in the pipeline for Sofia Abdullah to conduct further research and develop a model of prevention with multi-disciplinary specialists, and build a database between Brunei and Thailand, as well as to improve coordination among the Ministry of Health (MoH), MoRA, Ministry of Education (MoE) and the Ministry of Culture, Youth and Sports (MCYS). The researchers plan to utilise social media to promote and raise awareness on teenage pregnancies in terms of prevention and care.

During the presentation, a midwife shared that pregnant teenagers are ashamed and scared to seek medical assistance and advice from them, which can be detrimental to their health and their baby.
