Brunei can be Islamic finance hub

Brunei has the potential to be a hub of Islamic finance, given the Sultanate’s emphasis on Halal branding, said Mark Garnier, the United Kingdom Trade Envoy to Brunei Darussalam.

One major factor behind this potential lies in the Sultanate’s safe and stable political environment, which provides confidence to UK investors to step up their business, he noted.

“I think the Halal branding is something that has great potential. With Halal brands, there are potential opportunities for Brunei to become a centre of Islamic finance, especially in terms of management of Islamic bonds.”

The United Kingdom, as a country that has the second largest Islamic finance industry after Pakistan, can provide opportunities for British companies to help Brunei in this regard, the trade envoy added.

“Clearly, manufacturing and exporting (Halal products) sectors are equally important, but I think Brunei’s strength lies in the service sector, where Brunei has higher value and higher productivity due to the very high level of education,” he noted.

A person with considerable expertise in trade related matters, Mark Garnier was appointed as Trade Envoy to Brunei Darussalam by UK Prime Minister David Cameron in January 2016.

Before becoming a Member of British Parliament, he was an investment banker for 27 years, which included 15 years dealing with the emerging markets of Southeast Asia, therefore bringing a wealth of practical experience to his new role as trade envoy to Brunei.

He lauded Brunei’s capability to produce highly educated workforce which puts the Sultanate ahead in the game.

However, he was quick to point out that there is still room for making changes in the mindset of Bruneians who mostly favour the public sector than the private sector.

Bruneians, especially school leavers should be encouraged to work in the private sector where tremendous opportunities await, he said.

Garnier currently is incharge of  three countries including Burma and Thailand. He has engaged with these markets where the UK Trade and Investment (UKTI) has identified substantial trade and investment opportunities.

The Trade Envoy Programme began in 2012 and continues to go from strength to strength.

Currently, there are 23 trade envoys covering around 50 markets.

Welcoming Garnier’s appointment, the British High Commissioner to Brunei Darussalam, David Campbell, had said, “Mark Garnier will play an important role in raising awareness of business opportunities as Brunei looks to diversify its economy.”

Brunei and UK have benefited from close bilateral partnership and cooperation for decades.

The relations have covered a wide range of issues, from high-level political dialogue to growing trade and investment as well as strengthening culture and education.

‘Give and Help’ brings smiles to givers, takers

“I’m having the best time of my life,” were the words of a 10-year-old girl as she fished through a massive heap of donated clothes in search of that perfect dress for the upcoming festivities, to which her mother whispered, “Now you will be able to wear proper Raya clothing this year.”

The mother-daughter duo were among the dozens who were given the chance to pick up as many used-clothing as they wish during the ‘Sumbang Dan Bantu’ (Give and Help) event held at Petani Mall.

Jointly-organised by Radio Televisyen Brunei (Tutong Station) and Tutong District Volunteers Group (SUKA), the event was officiated by Acting Tutong District Officer cum SUKA Chairman Haji Adnan bin Haji Adam.

The idea was to invite the public to donate used-but-still-in-good-condition cloth items, and have them directly displayed for recipients to take home. That way, the contributors can see for themselves where their donated clothes are going.

Volunteers and RTB staff were on hand to assist at the event, which ran from morning to noon.

The event undoubtedly brought smiles and cheers to both givers and recipients, demonstrating how a mere day of giving can make a year of difference to many, particularly those of low income and underprivileged brackets of society.

One recipient, Hajah Norhayati binti Tamin, expressed to the Weekend Bulletin her gratitude to the many kind-hearted individuals who had stepped forward in making a donation, saying, “This is the best gift for me.”

“I am very satisfied with the clothing I got today. Thank you so much. I wanted to pick more but I did not bring anything to carry them in… but that’s alright, I already have a lot and they are all beautiful.”

She also thanked the organiser, and hoped a similar event will be held again.

The programme hopes to promote caring attitude towards the underprivileged.

The recipients were selected from a list under the Community Development Department.

The Acting Tutong District Officer noted the programme received positive feedback. He also urged the community to lend their support to similar events, and to make contributions to SUKA to help those in need.

Contribution can be made to the SUKA Office at Jalan Sungai Basong in Tutong.

Volkswagen unveils new Sportsvan

VOLKSWAGEN Brunei yesterday unveiled the new Sportsvan, which is the continuation of its product offensive, this time in the compact MPV segment.

Complementing its sporty outlook, the new Sportsvan is equipped with an interior that is as sophisticated as it is versatile and offers a maximum cargo capacity of 1,520 litres.

Volkswagen Brunei said the new Sportsvan follows the layout of the modular transverse matrix (MQB) from Volkswagen and inherits significant advantages from advance technology toolkit, making it very dynamic, with a short front overhang and long wheelbase. Innovative lightweight design has kept the vehicle weight extremely low, while the interior packaging also benefits from the MQB, with optimised utility.

The driver and front passenger can enjoy an elevated seating position in the Sportsvan, and special attention has been paid to the cockpit’s ergonomics, with a clean layout and sophisticated look being the result. “In this Volkswagen, the world of compacts and MPVs meld together into a new type of car that offers more space for active recreation, family and the job,” a press statement said.

The exterior dimensions of the Sportsvan, together with its new and sharply contoured styling give it an independent and sophisticated look.

With its taut body shapes, precisely drawn lines and large 17-inch alloy wheels, the Sportsvan transfers the Volkswagen design DNA to the class of compact MPVs.

Its interior features a cabin that Volkswagen calls “as high-end and stylistically sophisticated as it is clean and fresh”. While some of the instruments and controls may be familiar to drivers of other Volkswagen models, the dashboard was redesigned down to the last millimetre specifically for the Sportsvan, which also focuses on maximum on-board comfort with generous space for rear-seat passengers, wide-opening doors and elevated seats. Another key feature is the 60:40 split rear benches that features individual adjustment of its sections.

The Sportsvan comes as standard with features like LED licence plate lights, and electronic parking brake with Auto Hold, cruise control with speed limiter, a touch-screen in car entertainment system and a variable cargo floor.

Safety features include seven airbags, electronic stabilisation programme (ESP) and safety-optimised head restraints in front.

Some other highlights available in this vehicle include the protective occupant protection system; driving profile selector allowing drivers to select four driving modes and its Dynamic and efficient drivetrain with a stop-start system and a range of BlueMotion technology efficiency improvement measures that lower fuel consumption.

Its new 1.4-litre TSI engine with 125 PS produces a 200 Nm torque from only 1,400rpm. At the same time, fuel consumption is extremely low at just 5.4 litres per 100km in the combined cycle.

Guests were treated to a variety of refreshments and entertainments at the launching event. It was also attended by Dr Chan Sui Kiat, founder of Maju Motors Sdn Bhd and Bernd Siffling, General Manager of Volkswagen Brunei, who unveiled the new Sportsvan.

As part of its promotion, Volkswagen Brunei is offering an earlybird price for the first six customers to purchase the vehicle.

MinDef holds religious talk for Ramadhan

The Ministry of Defence (MinDef) through the Directorate of Administration and Manpower has organised a pre-Ramadhan talk entitled ‘Tidak Ada Penyesalan di Ramadhanku Kali Ini’ to welcome the holy month of Ramadhan.

The event began with the recitation of Surah Al-Fatihah led by Ustaz Haji Rusli bin Bakar, Acting Senior Religious Officer, Directorate of Administration and Manpower.

The talk was delivered by Ustaz Mohd Khairul Nazif bin Haji Damit, Assistant Professor Faculty of Usuluddin, Universiti Islam Sultan Sharif Ali (UNISSA), Brunei Darussalam.

The purpose of this talk is to increase the need to provide guidance and awareness of Ramadhan for the Muslim military officers and personnel of the ministry.

They were reminded to be prepared for Ramadhan, know the benefits of the holy month and finding a better life purpose so that they can focus on doing good deeds.

The talk also touched on the blessings of Ramadhan like holding prayers and reading the Al-Quran, and to gain blessings from their parents.

The talk was held at the MinDef Surau in Bolkiah Garrison. The event ended with mass Asar prayers.

BAIDURI Bank yesterday hosted an investment seminar for its Prestige members on diversifying their portfolio with Unit Trusts, held at the Emperor’s Court, Hua Ho Manggis Mall.

During the seminar, Baiduri Prestige members had the opportunity to learn about the importance of investment and the need to diversify their portfolios, in addition to learning about building investment goals.

Fitness Zone’s She Runs 2016 Dream Team yesterday paid tribute to the generous sponsors, supporters, partners, volunteers and individuals who played a crucial role in ensuring the success of the recent all-women event.

The May 15 She Runs 2016 charity run drew the participation of 2,000 people from 16 different countries and raked in $68,000 in donation from the public.

Fitness Zone Managing Director Wu Chun, QAF Group CEO Albert Lau, Brunei Press General Manager Reggie See and representatives of the She Runs sponsors were among those present at the tribute-paying ceremony which was held at Fitness Zone Kiulap.

On hand to accept cheques amounting to $34,000 each were YASKA representative Tsaranawarrah binti Abdullah Chen, and Special Olympics Brunei Darussalam (SOBD) President Haji Mahrub bin Haji Murni.

“She Runs got better and got lots of supporters this year,” Wu Chun said in a press statement.

101 children of RBAF personnel awarded

A total of 101 students from various schools received awards during an annual ceremony organised by the Royal Brunei Armed Forces (RBAF) for their outstanding results, in comparison to last year’s 87 students.

This was revealed by Major Mohd Yusree bin Haji Mohd Yusainey, Chairman of the event, which was held in conjunction with the 55th anniversary of the RBAF at Pahlawan Hall in the Berakas Garrison yesterday.

“The students are children of military personnel. The increase of 14 students this year with outstanding results show their awareness in receiving these awards and encourages the students to focus on their studies,” he said.

The children of the RBAF personnel, ranging from Primary school to A-Levels, as well as religious schools and also categorised in ‘Appreciation’ and ‘Outstanding’ based on their performances, were honoured with certificates and cash prizes from local sponsors namely DST and Tabung Amanah Islam Brunei (TAIB).

“We also hope that this initiative will encourage other students to do well in their exams,” he continued.

“It is important for students to study smart and they should allocate study time and play time. It’s important for them to have play time because it can teach them a set of other skills,” he added.

Present as the guest of honour at the event was Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Mohd Tawih bin Abdullah, Commander of the RBAF, who presented the awards to each student.

Among the award recipients, four achieved good grades in A-Levels; eight in O-Level; 28 in Primary School Assessment (PSR); one received an award for Brunei Religious Education Higher Certificate; three were awarded with certificates and 59 in Brunei Religious Primary Schools Certificate.

This year, Muhd Hafiy Rusyduddin bin Haji Abdul Hadi received high distinction in his Diploma from the prestigious National University of Singapore (NUS) High School. Also present at the ceremony were senior officers accompanied by their spouses and children.

BIBD ALAF moves to new building

To further better serve Bank Islam Brunei Darussalam (BIBD)’s ALAF (Advocating Life-Long Learning for an Aspiring Future) programme, the team has moved to their new office in the capital at the PGGMB building.

In conjunction with the move to the new office, a thanksgiving and Tahlil prayers was held to bless this important milestone for the ALAF programme.

The event was attended by representatives from Ministry of Education (MoE) and Ministry of Religious Affairs (MoRA), as well as BIBD management and staff.

The upgrade of facilities for the ALAF programme team comes at an appropriate time as the programme now houses more than one hundred students.

This means that the team has more capabilities and opportunities to facilitate better activities for the programme.

The ALAF programme is a unique CSR initiative that is truly in-line with His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s Vision 2035 of the accomplishment of well-educated and highly skilled people which will contribute to development of the nation and its economy.

Haji Minorhadi bin Haji Mirhassan, Head of BIBD’s Government Relations and Special Projects commented during the opening of the new office, “The new office represents another step forward in the progress of our ALAF programme, to provide better capabilities for the improvements in the developments of the students’ education, along with the annual increase in the number of students.

“Not only is our ALAF programme a core value and platform for BIBD to support our local community, but it is also something that is very endearing and close to our hearts, and we would like very much to see it progress into a more inclusive programme.

“The progress of the ALAF programme is bright as with the support of everyone involved from the public and corporate circles, together we are able to make sure that we are able to contribute to their needs and ambitions.”

The ALAF programme, launched in May 2013 by Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman, was developed in close partnership with the Department of Schools, MoE, and in 2015 a Memorandum of Understanding was also signed with the Islamic Studies Department of the MoRA.

This will lead to constant efforts and close collaboration between all parties to ensure the successful implementation and provision of assistance to the ALAF programme.

The ALAF programme provides the selected students with provisions for school and tuition fees, educational materials and welfare, as well as mentoring and counselling necessities amongst others. All these efforts are meant to ensure the absolute commitment of these students towards the development of their education, and prevent them from being bothered by other commitments.

The ALAF programme will also continue to provide support and assistance to these students until the end of their respective educational requirements.

Funds collected to facilitate the programme are sourced from different channels such as the BIBD charity expeditions for ALAF, generous contributions from corporate agencies as well as the general public.

Brunei-China JVs to create win-win situation

Setting up joint venture projects in the Sultanate will ensure a win-win situation for Brunei Darussalam and China.

The spin-offs created by these projects will benefit the local small and medium enterprises (SMEs) in construction, catering, logistics etc, create employment opportunities in management and semi-skilled levels, and encourage companies to engage in welfare and charitable activities as part of their corporate social responsibility drive.

This was highlighted by Dr Haji Kamaruddin bin Dato Seri Paduka Haji Talib, President of Brunei Malay Chamber of Commerce and Industry (DPPMB) and Chairman of National Chamber of Commerce and Industry (NCCI), at the Asean Cooperation on Construction Industry and China Nantong-Asean Enterprises Outbound Investment Conference recently.

Infrastructure and construction industry is at the forefront of Brunei’s drive to strengthen its economy and the country is constantly exploring mutually beneficial partnerships as a means to broaden knowledge and facilitate skills transfer through information sharing, capacity building, exhibition, tours, conferences and seminars, he noted.

Brunei is also currently looking inwards to improve its Ease of Doing Business and looking outwards to attract foreign direct investment. With the current drive to diversify its economy away from oil and gas industry, there is no better time to invest in Brunei’s development, Dr Haji Kamaruddin added.

In line with this new vision of development, many opportunities have opened up in the engineering and construction industry in the Sultanate.

“It is our hope that with initiatives like these, we can further enhance our economic integration efforts particularly through connectivity, trade and investment such as upgrading the Asean-China free trade agreement, and supporting of initiatives by China to finance infrastructure projects in the Sultanate.”

Nantong is a satellite town of Shanghai and famous for its education facilities, especially vocational and technical institutions, as well as a good role model in capacity building in construction industry.

At the conference, Dr Haji Kamaruddin was given the honour to present the joint statement on ‘Strengthening China-Asean Construction Win-Win Cooperation’, which among others stressed on the establishment of the China-Asean Construction Industry Cooperation Committee to leverage the China-Asean free trade zone policies, strengthen communication and cooperation between construction industries, achieve mutual cooperation and ensure win-win situation.

In addition, the joint statement also added, the Committee Secretariat is set in Nantong Construction Industry Association, undertake the daily work and its work shall be carried out under the leadership of the chair and co-chair of the Chinese side. The association shall designate a secretary-general for the Chinese side of the committee.

The committee will be set up with 50 member companies as the first batch with 20 from China and 30 from Asean (three from each country), the statement said, adding that the Committee Secretariat will be set up in Nantong Construction Industry Association.

“Progresif has repeatedly achieved the impossible, and what is remarkable is that Progresif comprises a staff of only 300 individuals, yet this evening Progresif has demonstrated its engineering and marketing achievements rank with those of larger tier 1 operators,” Paul Hyde, Chief Executive Officer of Progresif, said in a post-award interview.

“The winning projects are a clear signal that a Brunei business can compete on a regional level,” he added.

The Engineering Project of the Year award recognised the complexity of the network stabilisation project that Progresif undertook to establish a stable network base to deliver a better customer experience. The project required replacement of the entire mobile core network and radio base stations, in addition to upgrading the back haul network to make sure the network was ready for 4G, while continuing to provide quality service and more than tripling its customer base, the CEO explained.

“Our customers remained oblivious to the massive undertaking this project entailed, so smooth was the transition from old to new. This could not have been possible without a dedicated staff and a supportive vendor, Huawei, who delivered above expectation,” he added.

“We’re impressed with the ambition of this project … replacing an entire core network in six months is no small feat, the results speak for themselves,” the judges of the Asia Communications Award were quoted as saying in the statement.

The judging panel, comprising global ICT industry leaders, considered the launch of the Progresif brand to be the catalyst for the phenomenal growth of Progresif Cellular as well as its wider impact within the Sultanate by energising the brand and retail environment and offering a visible sign of progress that supports the vision of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

“A fantastic success story … the total turnaround of a dying company to become a major Brunei player,” the judges commented.

Devin Edwards, Chief Marketing Officer of Progresif, said, “This award is the best possible recognition of the hard work and dedication of the marketing and engineering team and the entire staff of Progresif, and it would not be possible without the support of our partners and the overwhelming response from our customers who have voted for our way of conducting business by becoming part of the ‘Progressive’ movement.”

Progresif’s awards were collected by its executives and senior staff who were critical to both projects, Ms Marlia Mohammed and Ang Han Kee.

The Asia Communication Awards were launched in 2011 and all award winners are recognised as leaders in their field.

MoH joins global network

THE Ministry of Health (MoH) and Imperial College, London exchanged Letters of Agreement for the participation in the Leading Health Systems Network (LHSN) recently.

LHSN is a joint initiative of Imperial College in partnership with the World Innovation Summit for Health. It is a collaborative network of healthcare leaders and organisations dedicated to improving healthcare delivery by effectively using available resources.

The network brings together the best ideas, models of care and strategies to drive sustained improvement, and connects healthcare leaders to a community of peers that share the same goals and challenges.

Participation in LHSN is a key activity towards meeting the MoH’s strategic priorities for the next five years – to make health everyone’s business, to prevent and control non-communicable diseases, and to deliver excellent quality services through alignment and consolidation, the ministry said in a statement.

The exchange of letters was conducted on May 27, 2016 during a study visit to Imperial College’s Institute of Global Health Innovation by a delegation from MoH led by Dr Hajah Maslina binti Haji Mohsin, Deputy Permanent Secretary (Professional) at the MoH. They were met by Professor the Lord Darzi of Denham, Director of the Institute and Chair of LHSN.

Throughout 2016, LHSN will be running a programme focusing on safer care. The Safer Care Accelerator brings together healthcare leaders and organisations to exchange insights, experiences and data concerning patient safety.

The first initiative within the Safer Care Accelerator is the Patient Safety Information Scorecard. This work will provide a comparative view of what information is used for patient safety around the world and how effectively this information is used across healthcare systems. The Scorecard will cover multiple categories of patient safety information (for example administrative data) collected across healthcare settings – from primary care, acute care, and mental health.

Within Brunei Darussalam, data derived from the Brunei Darussalam Healthcare Information and Management System (Bru-HIMS), the Ministry’s ‘one-patient one-record’ electronic system which now covers 95 per cent of our population, will be used as part of the Safer Care Accelerator programme to make improvements to the overall healthcare system in the country.

The use of quantitative data and sharing of best practice, combined with rigorous analysis in partnership with world-renowned institutions, serve towards the achievement of the ministry’s vision of a healthy Brunei Darussalam.

In addition to learning, the ministry looks forward to sharing and contributing examples of best practice with other like-minded organisations. Some of these examples include the lessons learnt from the recent consolidation of a number of small primary healthcare centres into the larger Berakas Health Centre, the use of management techniques such as lean methodology to reduce breast care referral waiting times from primary to secondary care, and original approaches in inter-sectoral partnership to prevent and control non-communicable diseases.

The ministry’s participation in the network is an innovative way of driving the health agenda forward and will contribute to improvements in health and healthcare delivery both in Brunei Darussalam and also globally, the statement noted.

Other participating institutions in the network include NHS England and NHS Greater Glasgow and Clyde (United Kingdom), Vancouver Coastal Health (Canada), Hamad Medical Corporation (Qatar), Victoria Department of Health and Human Services (Australia), Changi General Hospital (Singapore) and Hong Kong Hospital Authority (Hong Kong).

RBC holds cleaning campaign at Kg Sungai Kelugos cemetery

ROYAL Brunei Catering (RBC) recently conducted a cleaning campaign at the Muslim cemetery in Kampong Kelugos at Mukim Keriam, Tutong District, in anticipation of the coming month of Ramadhan.

The campaign was led by Ahmad Husaini bin Hassan, the General Manager of RBC, as part of the company’s corporate social responsibility in giving back to the local community and helping those in need.

To bless the event, all those involved offered prayers for the deceased at the Kampong Sungai Kelugos Muslim Cemetery. In addition to the cleaning project, Ahmad Husaini presented contributions in the form of daily necessities to seven individuals, and cash gifts to four orphans.

SPE-UTB Student Chapter launched

The SPE-UTB Student Chapter (SPE-UTB SC), which was launched yesterday at Universiti Teknologi Brunei (UTB), signalled a new beginning for the newly elected committee in bringing about the association’s objectives and goals.

The new President of the SPE-UTB SC (2016-2017), Nur Amirah Hamizah binti Roslan, told the Sunday Bulletin that their focus is to reach out to all the students of UTB. Previously, the institute was open only to students of petroleum engineering.

Established just last year, SPE-UTB SC is the first student chapter in Brunei Darussalam, and has its core focus on helping students gain employment in other sectors apart from the petroleum industry.

According to Nur Amirah, SPE-UTB SC is always reaching out to companies and organisations, to enhance the employability of UTB’s graduates.

The launch event began with the recitation of Surah Al-Fatihah and a Doa Selamat by Muhammad Syazwan Sahdun, SPE-UTB SC’s Public Relations Officer.

THE new line of bruneihalal products was officially unveiled by Ghanim International Corporation during a launch yesterday at The Airport Mall.

Ghanim International Corporation is a wholly-owned government company that manages the bruneihalal brand, developing, marketing and promoting bruneihalal products across the world.

At the event, 25 new bruneihalal products were launched ranging from breaded chicken and daily needs products to crackers, purified oxygenated water and cordials.

Attending the launch as the guest of honour to officiate the event was Minister of Energy and Industry at the Prime Minister’s Office Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar.

In a speech, the minister said, “As I am made to understand we are launching 25 products today through Ghanim.

These companies and SMEs include Sabli Food Industries Sdn Bhd, Sahamada Corporation Sdn Bhd, Hana Soy & World (B) Sdn Bhd and Superwater Marketing Sdn Bhd.

Dato Paduka Dr Awang Haji Mohd Amin Liew bin Abdullah, Deputy Minister of Finance and Chairman of Ghanim International Corporation, handed over agreements to these local partners during the launch.

“These companies are ready to learn and take on the challenges to get the products locally ready and export ready,” Pehin Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin said.

The minister went on to highlight that Ghanim has pushed forward within its means, working to strengthen institutional structures, maximising current resources, developing its marketing and export potential, as well as pursuing the adaptation and adoption of technology, evidenced with the products that bruneihalal has its stamp on such as its sweetener and sodium-reduced salt.

“Ghanim’s UK facility is operating at a higher potential to deliver products across the UK. Products traded out of Brunei will see itself making a stamp on supermarkets and industries in our neighbouring countries.

“What was once thought of as difficult or impossible to achieve; investments and international collaborations are having a notable impact. Previously our local brands, such as that of bruneihalal, had gained little consumer awareness and the penetration of our local brand in the international market has been a long and difficult journey,” he said.

He encouraged Ghanim to continue to work closely with all relevant government authorities and agencies to fulfil its mission, underlining the importance for Ghanim to be innovative and sustainable.

“I would also like to urge our local population and local retailers to support our local products under the bruneihalal brand as this would not only encourage the growth of our local food industry and businesses, but also efforts to diversify our economy as a whole.”

The minister was later led on a tour of a showcase displaying the various food and beverage products, as well as a cooking demonstration by Chefs Hakeem and Mari from Ricardo’s using bruneihalal products. Attendees were then served a meal cooked with bruneihalal products to give them the opportunity to try the food.

Dr Nur Rahman, the CEO of Ghanim International Corporation, also delivered a speech, in which he said, “As someone who just came to Brunei a few months ago, the relaunching of a new product range under the glorious brand that has always been envisioned to be an iconic Halal brand in the world is truly a privilege and honour.

“We want to be the iconic and respected Halal brand in the world. We want to provide solutions for Halal products for the Muslim community around the world, thereby performing our obligations of Fardhu Kifayah towards Muslims. We have been collaborating with research partners to come up with a number health and wellbeing products that are equally tasty, good quality and price competitive.

“We also acknowledge the support from our local partners in delivering these products now and in the future. Our strategy will continue to strengthen the capabilities of our SMEs that we are and will be by opening the opportunity of marketing products to local and international markets. We will continue to work with local SMEs to use the bruneihalal platform for growing the business together.”

RBC joins Bruneian food festival in China

THE Brunei Embassy in the People’s Republic of China, with the support of the Asean China Centre, recently launched the Brunei Food Festival at the Grand Millennium Hotel in Beijing.

The event, which began on June 3 and will continue until June 7, is one of the activities organised in conjunction with the 25th anniversary of diplomatic relations between Brunei and the People’s Republic of China this year.

The event was launched by the Brunei Ambassador to People’s Republic of China, Datin Paduka Magdalene Teo Chee Siong, and the General Manager of Millennium Hotel, Bernard Chong, and officials of the Asean China Centre in Beijing.

This is the first Bruneian food festival orga-nised in Beijing and it aims to introduce Brunei cuisine and culture to the Chinese people.

For this event, Royal Brunei Catering (RBC) has sent its Head Chef, Dayangku Mahani and Chef Irene to prepare many traditional Brunei dishes, like ambuyat, soto, ayam kurma and kueh-kueh Brunei.

In March 2016, the Asean food festival was successfully held in Xiamen, where Brunei was represented by Chef Wong Ka Min from RBC.

Pollution, overfishing threaten Brunei coral reefs

A RECENT survey on vast coral reefs across Brunei Darussalam’s waters has indicated damage to a significant portion of the reef, due to pollution and overfishing which is disrupting the ecosystem, a marine conservation expert said yesterday, while calling for local authorities to step up efforts in engaging the community in marine conservation efforts.

Lydia Koehler, who led a team of experts scouring Brunei’s known coral reefs this year, said the outcome from the survey indicates that on average, all the reefs in Brunei are in a fair condition, with 30 per cent hard coral cover and four per cent soft coral cover, which adds up to 34 per cent living coral cover.

“However there is great variance between each and every side…which means some sides are in very good condition, while some are unfortunately in poor condition,” she said.

Koehler, who is currently attending a full-day International Symposium on Marine Biodiv-ersity at the Ministry of Primary Resources and Tourism (MPRT), told the Sunday Bulletin that the poor condition of the coral reefs was indicated by the lack of herbivore fish that feed on algae and controls algae growth.

She also relayed her concerns about the possible source of pollution coming from sewage channels.

She mentioned that the reef at Champion Rig was one of those showing significant damage, caused by previous construction and its proximity to oil rigs, while other reefs have been adversely affected by increased algae cover.

Koehler said that significant changes have been recorded from data comparisons from a previous reef check done in Brunei waters four years ago.

“We have seen more parrot fish, but less lobsters for instance, and we discovered that there are not many invertebrate species such as sea cucumbers and sea urchins,” she said, adding that measures must be in place to protect these sea creatures and to reduce the impact of overfishing to coral reefs in Brunei.

Explaining further on the impact of algae to the coral reefs, Koehler said less lobsters and other algae-feeding animals in the ecosystem will have the algae and corals competing for space.

“With the lack of these invertebrates, the whole system might shift and the presence of more algae is less beneficial for other animals,” she said.

When asked to comment whether Brunei Darussalam was doing enough to conserve its marine biodiversity, she said that the country is taking small steps with its Marine Protected Areas (MPAs). “MPAs, in general, can be a very good tool to manage coral reefs and protect marine biodiversity… however, the management should be in place and they need to be compliance measures.. there is a need to engage to understand the importance and how MPAs function,” she stressed.

She also said that Brunei Darussalam is still at a very early stage to realise how MPAs will be implemented in the future.

In 2011, Brunei Darussalam enforced three MPAs in three locations: at Pilong Rock, as well as the Champion and Ampa platforms, where fishermen are prohibited from operating, and are also known as ‘no take zones’.

Statistics from 2001 to 2009 show a staggering increase of fishermen using equipment such as net trawlers, with an increase from 304 operational units in 2001 to 1,534 in 2009.

At the same time, the destructive practice of blast fishing also inhibits the growth of juvenile corals, and it takes several hundred years for coral reefs to rebuild after being destroyed by explosives.

THE Ministry of Development through the Department of Environment, Parks and Recreation, in conjunction with the World Environment Day, held a Tahlil, Doa Arwah and mass Asar prayer at the Surau of the Ministry of Development building yesterday.

Present as the guest of honour was the Acting Minister of Development, Dato Paduka Awang Haji Suhaimi bin Haji Gafar.

The event was proceeded with the planting of trees at the field behind the Ministry of Development building. This is a continuation to a mini programme held during the Earth Day celebration on April 22 where these trees were cared for and maintained by the guests at the celebration who comprised of heads and representatives from departments and divisions under the Ministry of Development.

Also present were the Permanent Secretary (Administration and Finance), Haji Muhammad Lutfi bin Abdullah; Permanent Secretary (Technical and Professional), Eddie bin Dato Paduka Haji Sunny; Deputy Permanent Secretary, Haji Marzuke bin Haji Mohsin; Heads of Departments and heads of divisions; senior officers and personnel of the Ministry of Development.

Police force urged to maintain integrity, teamwork

MEMBERS of the police force yesterday were urged to avoid the individualistic attitude that can divide and weaken the solidarity of the force.

They should stay committed in carrying out entrusted duties and responsibilities to uphold the peace in the country as well as to maintain discipline and good teamwork.

This was emphasised by Dato Paduka Seri Haji Bahrin bin Mohd Noor, the former Commissioner of the Royal Brunei Police Force as the guest of honour, during the ceremony to hand over duties and post of Commissioner of Police to the new commissioner at the parade ground of the Police Training Centre and Banquet Hall of the Police Headquarters.

Dato Paduka Seri Haji Bahrin who joined the Royal Brunei Police Force on June 1, 1978 also reiterated the importance of integrity in each police personnel.

“With integrity in every police personnel, it will highlight the professionalism of the force and both characteristics will further increase the positive perception on the Royal Brunei Police Force in the eye of the community,” he added.

Therefore, he urged all members of the Royal Brunei Police Force to always be professional and have integrity because those are the most important personal values in the formation of a fair, honest, trustworthy, and responsible person in carrying out duties for the monarch, country and community.

The former Commissioner of Police also conveyed his heartfelt thanks to his family for their support and understanding as well as the many police officers and colleagues whom he had worked with.

At the parade ground, Dato Paduka Seri Haji Bahrin inspected the police parade line that comprised various police units and then witnessed a march past ceremony.

Also present was Dato Seri Pahlawan Haji Mohd Jammy bin Haji Muhd Shah Al-Islam, the new Commissioner of Royal Brunei Police Force and senior police personnel.

The highlight of the ceremony was the handing over of duties and post of Commissioner of Police from Dato Paduka Seri Haji Bahrin to Dato Seri Pahlawan Haji Mohd Jammy.

Construction site mishaps decline, but fatalities soar

THERE has been an increase in fatalities at construction sites in the Sultanate, while accidents recorded a decline, said the Acting Minister of Development, Dato Paduka Awang Haji Suhaimi bin Haji Gafar yesterday.

The number of construction site fatalities rose from six cases in 2014 to nine cases in 2015, according to statistics compiled by the Health, Safety and Environment Section of Public Works Department (JKR). However, there has been a 41 per cent drop in the number of accidents recorded – from 95 cases in 2014 to 56 cases in 2015, the acting minister noted.

Speaking at an event to celebrate the achievement of 15 million man hours without lost time incident (LTI) for the Construction and Contracts Department of Haji Adinin and Sons, Dato Paduka Awang Haji Suhaimi added that the decline in accident rate is due to increased safety and health awareness and improvement in safety performance of construction companies through strict adherence to the Workplace Safety and Health Order 2009.

Good safety management is crucial for systematic prevention of construction site accidents. We need to change the mindset of the employers and workers as it shapes the attitude and governs safety behaviours. The Ministry of Development through JKR has set up dedicated team to promote/monitor safety management system both at the corporate and site levels, the acting minister said.

In ensuring the safety of workers at worksites the government introduced Workplace Safety and Health Order 2009 which was officially launched on August 1, 2013. A set of workplace safety and health regulations have also been established to complement it. The Order, which aims to control or eliminate risks in the workplace, outlines the rules and responsibilities of management, supervisors and workers in the country to ensure work can be done safely, the acting minister noted.

Dato Paduka Awang Haji Suhaimi later presented awards and certificates to over 80 project managers, engineers, supervisors and workers.

Meanwhile in a statement, the Construction and Contracts Department of Haji Adinin and Sons said, “It has been a bumpy road throughout the journey, but the strive to be on top has made it possible for the department to reach the significant milestone of 15 million man hours without LTI on February 2016. This mammoth count has been piling up since 2010 when we had the last LTI and it’s been a mere six-year haul and advancing steadily to date.

“It is a highly significant achievement by any construction company operating in the Sultanate. Every single individual who served during this period has been an essential part of it and needs to be honoured and is worthy of a pat on the back.

“Above all, the most prominent factor is the visionary leadership given from the front by the Managing Director, Haji Musa bin Haji Adinin, the statement said.

Some of the major contributory projects undertaken by the company during the six-year period include: construction of 1098 dwelling units under two major phases of the National Housing Scheme in Kg Tanah Jambu, massive earthworks and infrastructure development in Kg Meragang, construction of Institute of Defence and Strategic Studies at Bolkiah Garrison, secondary school complex in Lumut, extension of Hornbill School in Panaga, membrane and conventional water treatment Plants in Bukit Barun, Anggerek Desa Technology Park phase 3, integrated sewerage system in Kg Berangan, Subok and Kianggeh, temporary construction facilities for TOTAL, flyover in Jalan Telanai/Gadong intersection and integrated maintenance and shutdown contracts under Brunei LNG and ROS.
