New food strategy on anvil

Danial Norjidi

THE government is devising a food strategy for Brunei that will include government initiatives and investments across the whole food value chain.

This is because Brunei wants to leverage its status as a respected and devout Muslim country with its own Halal certification respected around the world for its quality and standards.

This was said by the Minister of Energy and Industry at the Prime Minister’s Office, Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar, in a speech at the launch of a new range of bruneihalal products by wholly owned government company, Ghanim International Corporation, yesterday at The Airport Mall.

He highlighted that the government is currently pursuing initiatives to be efficient in doing business and noted that the World Bank recently visited Brunei and reviewed the country’s latest initiatives on Ease of Doing Business.

“We have done alright so far but there is still much work to be done,” he said. “By ensuring that Brunei is a place that would be easy and efficient to do business, this would in turn make Brunei an attractive place for foreign direct investment (FDI).”

“We are looking to attract FDIs focusing on five main sectors,” he said. The five sectors are the Halal sector (which includes Halal food and Halal pharmaceuticals); business services (focusing primarily on logistics); tourism; innovative, technology and creative industries and leveraging on the country’s established Oil and Gas Industry.

“While Brunei certainly welcomes FDI as mentioned, it is important to note that the government itself is investing in the Brunei economy including in the Halal sector – particularly in food – with the role of Ghanim, as a wholly owned government company, being central to the government’s efforts.

“As it is, the government is currently devising a food strategy for Brunei that would include government initiatives and investments throughout the whole food value chain,” he said. “The focus on this is logical as we should leverage our status as a respected and devout Muslim country that has its own Halal certification respected around the world for its high quality and stringent standards.”

“This Halal certification is used by all bruneihalal products, which elevates its standing and quality standards.”

He said that as of recently, Brunei’s food strategy is gaining traction in both rhetoric and action. “We had once only known two options – importing food as we have always done, or growing food in our own backyard.”

“These were the only strategies we had before – alongside the continuous challenge of developing cottage industries and micro, small and medium enterprises (MSMEs) in Brunei.

“This is changing as we move towards a borderless world economically. Brunei is not left unaffected, and we need to have the urgency in order to close the gap faster, if we are to succeed.”

He said that there is no doubt that much needs to be done in the food industry in the country.

“We have come to realise that the players in this space need to start at the source – the growers, the manufacturers, the traders, the distributors, the retailers – before the consumers get to enjoy everything else that comes with the final product.

“It is evident that the involvement of our local SMEs is truly important for the future of the food industry in Brunei Darussalam and therefore there is much work to be done to involve our local SMEs in this food value chain.”

He noted that the 25 products launched yesterday through Ghanim were made with the collaboration and partnership of proud and determined local companies and SMEs already part of the food value chain in Brunei.

“FDIs in the food sector will play an integral role in delivering a full-scale supply chain system for Ghanim and other local businesses,” he said. “The expertise will come from both Brunei and outside, sourced from wherever we can bring to Brunei. And the hard work will continue in developing their quality systems and resources to optimal capacity.”

He highlighted recent FDIs in the food sector, including the establishment of Western Food and Packaging that will produce locally made margarine, sharing that the plant is expected to commence production later this year.

“We are very encouraged by this and there are plans in the pipeline for further FDI in the food sector including aquaculture and food processing. With the bruneihalal brand under Ghanim, we will see a full production line in the near future that will benefit the people and current industries, and further spur the potential of FDIs in Brunei relating to the food sector.”

“The potential for food processing in Brunei including the domestic and foreign distribution of food can generate the in-country value that Brunei needs to diversify its economy,” he added.

He noted in his speech that bruneihalal products are now in 103 TESCO stores and 114 ASDA stores all over the United Kingdom. “Bruneihalal will not only be a household name for Brunei, but that it is now a benchmark standard and brand for the world to look up as we grow around Southeast Asia, Europe and the Middle East.”

“This gives a lot of room for the government and its partners to think about – the government’s food strategy is an adaptation and evolution of various means to production, packaging, distribution and throughout the whole food value chain,” he said. “This will mean much more for the economy, much more for employment opportunities and much more for Brunei as a whole in achieving our Vision 2035.

“With that, I would like to thank Ghanim International Corporation, DARe (Darussalam Enterprise), FDI Action Support Centre (FAST) and the Ministry of Religious Affairs in working together and taking these steps to have a holistic strategy for food in Brunei Darussalam and for their support of local SMEs,” the minister added.

     Faza Suraj

AS PART of Brunei Shell Petroleum Sdn Bhd’s (BSP) commitment in educating the public on Health, Safety, Security and Environment (HSSE), the ‘Generate Graduate Network’ has established School HSSE clubs in Kuala Belait.

Starting with two schools, Pengiran Jaya Negara Pengiran Haji Abu Bakar Secondary School (SMPJN) and Sayyidina Ali Secondary School (SMSA), the clubs aim to serve as a platform for students and teachers to have a voice and a sense of responsibility towards their school and their colleagues, said Safwan Idris, the School HSSE Team Lead.

“When I was studying in the SMSA, I did not know what else I can do for my school besides studying and performing, so we at BSP proposed this Generate Graduate Network project as a way for students and teachers to contribute more to the school,” added Safwan, who is also a graduate materials and corrosion engineer in the young professionals’ network.

He further explained that with the establishment of the clubs, the students will be given the tools to focus on the practice of identifying risks, intervening in unsafe conditions and discussing mitigations to ensure a safe environment.

“This will make the school a safer place and the students and teachers will become more aware of hazards which may be present in the school’s vicinity.”

The BTEC Level 1 and BTEC Level 2 Diploma students who attended the inauguration in SMSA were briefed on HSSE and were given exercises on how to spot hazards.

Safwan explained to the Bulletin that it is the students’ and the teachers’ responsibility to identify the risks and their committee will document each risk entry based on the proactive intervention exercise (PIE) tool which follows ‘What could go wrong?’, ‘What could cause it to go wrong?’ and ‘What can be done to control it?’.

“We record the entry based on open discussion surrounding questions that come with the PIE tool,” added Safwan.

After completing their first in-class session, the students and teachers along with members of the HSSE Club Committee moved forward to an outdoor session of the activity where they identified some risks that were discussed upon return to the classroom.

One of the teams found water puddles in the vicinity of the school caused by rain, and the issue was raised in the discussion as a problem that may cause injury to passers-by.

The students who found the puddle suggested that it be cleaned to avoid any unwanted incidents.

When asked how the School HSSE Committee will follow up on their progress the graduate engineer informed that each school will receive three progress checks throughout the year.

“An award ceremony will also be held to reward the schools that have achieved the best overall HSSE performance,” he added, explaining that this will also be useful for the students’ future career as it will not be something new for them if they are employed in the oil and gas industry.

Also present to officiate the inauguration of the club was Salawati Kassim, Head of Technical and Process Safety at BSP.

A similar event was also held to establish the HSSE Club at SMPJN.

DES compensation scheme to ensure official accountability, encourage FDI

     Danial Norjidi

THE recently-announced com-pensation scheme to reimburse businesses affected by unplanned power outages that exceed three hours is in place to ensure the relevant authorities’ focus and accountability as well as to help further improve the ease of doing business in the country.

The Minister of Energy and Industry at the Prime Minister’s Office, Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar, said this in an interview Saturday on the sidelines of the bruneihalal product launch.

The Department of Electrical Services (DES) recently announced a compensation scheme to reimburse businesses affected by unplanned power outages that exceed three hours, effective as of June 1, 2016.

Responding to a question from the Bulletin regarding why the government decided to implement the scheme, he shared two reasons.

“I think the most important thing is that it makes sure that we, as a provider, as an organisation, will always be on our toes and always be focused and accountable to what we do,” he said.

“We cannot just have outages without being penalised. That’s not on.”

The second reason he shared pertained to foreign direct investment (FDI), as he said that such a scheme would encourage foreign investors.

“This will definitely improve our Ease of Doing Business World Bank ranking,” he said.

In the recent press statement announcing the scheme, the DES said that compensations are only for customers categorised in the commercial sector (tariff B) – for example, grocery shops, supermarkets and car workshops, to name a few.

The compensation in kilowatt-hour (kWh) will be calculated based on the customer’s average usage per hour and will be provided in the form of either a token credit issuance for customers using prepaid meters or in the form of kWh deduction from the prevailing bill for customers using the conventional post-paid or CT meters.

It was also stated in the press release that, under this compensation scheme, the DES will not compensate any damages to properties, products, appliances or equipment.

Customers can process their claim through online system by completing the compensation form from the official DES website www.des.gov.bn/downloads or from any of the DES counters (during office hours).

The statement also shared that customers will receive an acknowledgment receipt of their claims via email or via phone call and will receive their compensation within three working days.

For more information on the scheme, customers can call Darussalam hotline 123, visit any DES counters during normal working hours or download the Compensation Guidelines from the DES website.

A SUM of $28,888 for the Firefighter Welfare Fund was raised during a charity themed run where runners donned the iconic blue and yellow strips, a symbol of the local firefighters who tirelessly fight the rampant bushfires that hit the nation.

The Firefighters Run 2016 saw an over-whelming response from the caring public with a total attendance of nearly 3,000 runners from all walks of life that came to support the nation’s heroes.

Present at the event as the guest of honour was the Minister of Home Affairs, Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong.

Shortly after 7am, the minister sounded the customary horn to signal the official flag-off for the competitive 10km male run, followed by the competitive 10km female run, before flagging-off the 5km fun run for the male and female categories and 3km family fun run at every five minute intervals.

The top three winners of the 10km male category were Sefli Ahar, Samsul Zamri and Rustam Efendi bin Haji Minor. The fastest runners in the female 10km category were Yvette JM Kortekass, Vanessa Lobb and Jenny Tan Feng Ling.

Prior to the prize presentation, the founder of the Heroes Event Management, Aaron Goh, as the main organiser for the event, presented a mock-cheque to the guest honour for the Firefighter Welfare Fund, witnessed by top ranking officials from the Fire and Rescue Department.

In show of support, the race also saw participation of firefighters from the neighbouring states of Sabah (four runners), Sarawak (two runners) and Johor (three runners).

During an interview with the local press, Aaron Goh said that apart from raising funds for the welfare of the firefighters, the event hopes to raise awareness on tackling issues that can no longer be ignored, which is global warming.

“It is a phenomenon that has been seen and felt all around the world. Zooming in to Brunei, the country has been plagued with an increasing number of bushfires that have still yet to be fully eradicated,” he added.

“They (firefighters) are truly at risk and they spend long hours away from family, exposed to harmful fumes during their duties,” he explained before adding quickly that the public should play their part in combating fire related issues in order to maintain safety.

To further create awareness to the public, runners were encouraged to participate in post-run activities that were related to fire safety. Personnel from the Fire and Rescue headquarters conducted demonstrations on using fire extinguishers, shooting targets, fastest time to suit-up into firefighter gears, flying fox as well as an obstacle course.

Participation from the Fire and Rescue Department, Zone 6 in Miri, Sarawak was also ensured to promote a similar themed charity run to be held on July 22 in Miri. Registration is open until July 17.

FOUR students from the Sengkurong Sixth Form Centre (PTES) left for Singapore yesterday, to take part in the STEP-NUS Sunburst Brain Camp 2016 from June 5 to 11.

The camp, organised by the Singapore Technologies Endowment Programme (STEP) and National University of Singapore (NUS), is currently being held at the NUS Department of Physiology, Centre for Life Sciences.

Awangku Abdul Hadi bin Pengiran Hamgillah, Muhammad Arif bin Kamal Hisham, Nor Izzatul Afiqah binti Yusof and Reisydah binti Haji Abdul Hamid were accompanied on their trip by Ilzam  binti Haji Zainulabidin, an education officer from PTES.

In an interview, team leader Reisydah told the Bulletin that the students will be presenting a topic on the human brain, as well as conducting small group experiments and participating in talks at the National University of Singapore High and the NUS Centre of Life Sciences.

The week-long programme is also seeing the participation of students from Asean member countries, India, Japan and Sri Lanka, who have been assigned to conduct a research on Parkinson’s disease, a neuro-degenerative disorder of the brain.

When asked about the team’s preparation, Reisydah said that they had been gathering data, facts and information since March.

“The whole preparation was really difficult for all of us because it took us out of our comfort zone,” she said.

“Everything’s very new for all of us and what worries us the most is plagiarism. We thought the presentation would be easy, but it was hard for us too. The experiences of being part of this programme is quite overwhelming but overall, I think we did well both for our research paper and presentation.

“Before I joined this programme, I wasn’t interested in neuro-science. I was more interested in therapy, but I was told that being part of this programme would really open my eyes as to why neuro-science is a study that I should consider as well.”

Several activities will be conducted out throughout the programme, including a visit to the Flower Dome conservatory centre, a ‘Meet the experts’ session and attending key scientific lectures.

Following the programme, it is expected that the students will write a report on their observations for the Academic Unit at the Ministry of Education, and share their experiences with their school peers.

The Sunburst Brain Camp is organised in partnership with the NUS, in which the primary focus is providing youths with a passion for neuroscience, and an in-depth knowledge of the many facets of the brain and brain-related diseases.

Wing Chun is a southern Chinese martial arts made famous by Ip Man with its origin from the Shaolin Temple.

Apart from its effectiveness as a close-range fighting arts, it has however several other benefits, including health and fitness, better coordination and reflexes, as well as helping to reduce stress.

Brunei Wing Chun also bids farewell to long-time student, Sid Lawrence, from the United Kingdom and who has been attached to the Royal Navy, joining the Wing Chun class in 2014.

He has reached a proficiency level of the 2nd Form Chum Kiu and had completed the Wooden Dummy form training.

It’s homely fasting in UK despite longer hours

BEING away from home does not deter them from observing the holy month of Ramadhan, despite facing challenges due to the longer fasting period compared to a shorter one back in the Sultanate.

Bruneian students currently pursuing higher education in various universities in the United Kingdom yesterday joined millions of others worldwide in welcoming the first day of the holy month, following an announcement made by the London Central Mosque on Sunday.

First-year Marketing Management undergraduate at the University College Birmingham, Nabilah Sa’adatul Hayat binti Shamsul Hayat, said that this year’s Ramadhan would be different for her, given the struggle of being away from her family back in Brunei.

“It is sad knowing that I won’t be able to break my fast with my family and performing Tarawikh together,” she said, adding that she saw it as a test from Allah the Almighty.

She also talked about the challenge of the 19-hour fast in the UK, which she initially thought would be impossible. “But Insya Allah, I’m still in the process of getting used to it, and Alhamdulillah, I got through my first day.”

Being away from family during Ramadhan can be difficult especially for students who are studying overseas but it can still feel like home breaking fast together with housemates and friends

Being away from family during Ramadhan can be difficult especially for students who are studying overseas but it can still feel like home breaking fast together with housemates and friends

Shaddrina binti Razak, another undergraduate in Marketing Management at University College Birmingham, said although there is a big difference in observing Ramadhan between Brunei and the UK, she still feels thankful at being able to perform her religious obligation.  “The family and religious atmosphere may not be felt much here but I am still grateful,” she said.

According to Shaddrina, dehydration is one of the main challenges during the long hours of fasting, apart from the long walking distance to the nearest mosque and the four-hour gap between the breaking of fast and Sahur (pre-dawn meal).

“I hope to make full use of this Ramadhan month here, with recitation of the Al-Quran and finishing one Juzuk per day, to fill in the time during the long hours of fasting. As for my family and loved ones, they are always in my prayers. May this Ramadhan bring us closer to Allah the Almighty,” she said.

Nazirah binti Zairi, a Business Management and Marketing major at Keele University, said that the experience of fasting abroad was a strange one for her. “There is no Ramadhan vibe, but fasting with my housemate really feels like part of home,” she said.

“The main challenge would be the long hours that we have to fast, with a very little amount of time between sungkai (breaking of fast) and sahur, since it’s now summertime in the UK.

“It’s hard to find Halal food in Keele, so I really miss home-cooked food; nevertheless this may be a good experience for me, as it’s my first year studying abroad.”

Another student from Keele University, Nain binti Junaidi, who majors in Business Management and Marketing, summed up her feelings.

“This is my first time fasting without my family and there’s no Ramadhan feel to it, but it is a good experience,  because I have my housemate helping me to cook for sungkai and Sahur,” she said.

Nurul Akmal Afidah binti Mohd Shahrum Ariffin, also from the University College Birmingham, undertaking a Bachelor’s Degree in Marketing Management said, “It’s a whole new experience for me, mainly because I am in a western country.

“The feeling of Ramadhan isn’t the same as in Brunei… In Brunei, we have lots of bazaars and Ramadhan songs are played all the time on the radio… But here in the UK, no one knows that it’s the fasting month, except for the Muslims.

“Fortunately, though, in Birmingham, the majority of the population is Muslim. What I like about being in the UK is that the people here are respectful of the
fact that we are fasting, and that they are curious to learn more about Ramadhan.”

Relating some of the challenges, she said, “We tend to fast for 14 hours in Brunei, but here in the UK, we fast for 19 hours. And by the time we break our fast, we would find ourselves preparing for Sahur, as well,” she said.

Nurul Akmal also shared the hope that this Ramadhan would teach her to have more patience.

“I hope my Ramadhan in the UK will go well,” she said. “Hopefully, this year’s Ramadhan will make me into a better person, and bring some life-changing lessons for all of our students in the UK.”
