THE Land Transport Department (JPD) recently held a dialogue session with the operators of goods and passenger transport companies at JPD Headquarters in Beribi, Jalan Gadong.
Acting Director of JPD Pengiran Mohammad Amirrizal bin Pengiran Haji Mahmud and senior officers of JPD were present.
The dialogue session served to explain series of operations and patrols carried out by the Enforcement Division of JPD and Royal Brunei Police Force (RBPF) on the road around the country to ensure the safety, well-being and comfort of the public, especially road users.
Road Traffic Acts and Regulations including fines and Driver Safety Practice System (SiKAP) demerit points and grounds for suspension of the Rent and Hire Licence of transport vehicle companies were explained.
The session also shared best practices of road safety including not using mobile phones while driving, not overloading and having mutual sense of responsibility to safeguard road safety in the country.
THE Crown Prince CIPTA Award 2019 Competition roadshow for the Brunei-Muara District was held at the Multipurpose Hall of Universiti Teknologi Brunei (UTB) yesterday.
Present at the event were industry partners, school teachers, students and members of the public.
The roadshow aimed to raise public awareness on the ongoing CIPTA 2019 competition and stimulate interest among students and the public to participate in the competition.
At the roadshow, the four speakers from the CIPTA 2019 Technical Committee were Dr Aida Maryam binti Haji Basri, Dr Lim Pang Jen, Dr Uditha Rohana Raynayake and Dr Yap Yok Hoe.
The proceedings saw presentations on the categories of the competition, rules and regulations, prizes and awards, important dates, the judging process as well as examples of projects submitted in previous CIPTA competitions.

There was also an open forum where attendees were given the opportunity to ask questions and obtain clarifications on the competition. Mini exhibitions comprising past CIPTA projects were also showcased at the roadshow.
CIPTA 2019 is the seventh instalment of the biennial competition organised by UTB in partnership with Brunei LNG Sdn Bhd as the main sponsor.
The Crown Prince CIPTA Award Competition’s objectives are to inspire the youth and public to develop creative products, processes or technology for national and ASEAN aspirations; to encourage inventions and innovations from the participants; to recognise and award talents in the country as well as at ASEAN level; to encourage research and development in Brunei Darussalam; to promote industrial and manufacturing processes, technological products development, commercialisation and entrepreneurship in Brunei Darussalam; to motivate and instil the culture of science, engineering and technology among the youth and the public; and to foster collaborative linkages within Brunei Darussalam and the ASEAN region.
The competition is open to all schools, technical and tertiary academic institutions, government and private organisations and the general public.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam joined hundreds of congregants yesterday evening at the Jame’ ‘Asr Hassanil Bolkiah in a Doa Kesyukuran ceremony to mark the monarch’s 72nd birthday celebration.
Also in attendance were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince ‘Abdul Malik; His Royal Highness Prince ‘Abdul Mateen; His Royal Highness Prince ‘Abdul Wakeel; and His Royal Highness Prince Haji Jefri Bolkiah.
Upon arrival at the mosque, His Majesty and the royal family members were greeted by members of the National Executive Committee for His Majesty’s 72nd Birthday Celebrations as well as members of the public.
The royal entourage later joined congregants in performing mass Maghrib prayer, led by Legislative Council member Yang Berhormat Pehin Datu Imam Dato Paduka Seri Setia Ustaz Haji Awang Abdul Hamid bin Bakal, which was followed by a Sunnat Hajat prayer.

The Doa Kesyukuran was read by State Mufti Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, followed by mass Isyak prayer.
Doa Kesyukuran were also held simultaneously in main mosques in all four districts yesterday night.
In the Belait District, the ceremony was held at the Muhammad Jamalul Alam Mosque and saw the presence of Acting Belait District Officer Haji Md Zamree bin Haji Junaidi.
Also present during the event were members of the Executive Committee, heads of various government departments, principals of government secondary schools and private colleges, members of various mukim and village consultative councils, staff of various private companies in the district as well as members of the Mosque Takmir committee.
The ceremony started with the mass Maghrib prayers, followed by the recitation of Surah Yassiin and Tahlil, all led by Mosque Affair Officer of Muhammad Jamalul Alam Mosque Akup bin Haji Lamat.
The reading of Doa Kesyukuran, led by Head Religious Officer for the Belait District Haji Asminan bin Haji Chuchu, concluded the ceremony.
Similar ceremonies were also conducted at the RPN Kampong Pandan Mosque and Pekan Seria Mosque.
BRUNEI Darussalam’s club Arbisyam FC endured a heavy 9-0 defeat to Myanmar’s MIC FC in their opening Group ‘A’ fixture of the Asean Football Federation (AFF) Futsal Club Championship at the Yogyakarta State University Gymnasium in Yogyakarta yesterday.
With both sides starting to have a feel of the game, MIC FC’s Htet Myat pass for a team-mate nearly led to a breakthrough and only a leg from an opposition player denied them a fine start.
Arbisyam were soon made aware of the high level and quality of the competition as MIC’s Khin Zaw Linn rifled home an unstoppable shot past goalkeeper Nabil in the third minute.
Aung Thu continued the MIC threat by driving an ambitious long-range attempt into the side-netting near the touchline. With the Myanmar side ramping up the pressure, Nabil was called into action to deny an unmarked Hiang Min Tun into doubling the lead.
MIC’s Naing Ye came close to finding the net after directing the ball into goal with a header with goalkeeper Kyaw Htet showing his reading abilities with a long throw.
Arbisyam received a foul from a promising position after M Radhi was felled but Syazwan shot went straight to a MIC player.
The Myanmar club doubled their lead after Kyaw Soe Moe applied maximum pressure to the Arbisyam defence before firing the ball home the moment he found sight of the ball.
Radhi, who looked eager to make things work for the Brunei club, had the right idea to hold the ball up before setting up an advancing teammate but MIC thwarted their plan.
The pivot then fired a shot from range while on the other end opposing player Htet tried his shot from an acute angle.
The Myanmar league runners-up took a quick corner but Htet saw his shot well wide from a central position.

Arbisyam had the closest opportunity to get into the score-sheet as Abdul Azim delightfully controlled the ball but contrived to poke his shot wide after quick thinking from Nabil.
Meanwhile Htet, who had a series of opportunities in as many minutes, aimed his shot straight at the goalkeeper.
Naing had beaten the Arbisyam goalkeeper with an apparent chipped ball looked to have done the trick but a defender stuck a leg out for his team’s aid.
It was 3-0 in the final five minutes of play in the first half after Pyae Phyo Maung guided the ball into the empty net after a teammate had taken Nabil and company out of the equation.
MIC’s Hein Min brushed against the post after his teammate elected to pass from a free-kick.
Radhi came close into getting his side’s first goal but unfortunately his shot ended wide.
Khin demonstrated his predatory instincts by flicking the ball away from Arbisyam’s Mansyor which allowed him space to sink a low drive for his second goal of the game.
Arbisyam’s Muhd Azizul had the right idea to pick out a team-mate who was waiting on the wings but MIC goalkeeper Kyaw was alert to break the move.
Arbisyam should have pulled one back after breaking from a counter but Ali Qadhry could only shoot straight at Kyaw.
Naing was unfortunate not to get his name on the score-sheet after being the next player to be denied by the post following good work from Kyaw Soe Moe.
Nabil’s quick reflexes prolonged Khin’s endeavours for a hat-trick after the forward was picked out by Ko Ko Lwin.
Arbisyam’s Syazwan delivered a fine ball for Abdul Azim who had space to unleash a shot but unfortunately it ended straight at the arms of an untroubled Kyaw.
The Brunei side were getting chances of breaking their scoring duck as after an initial shot from Abdul Azim was turned away by the goalkeeper, Abee scuffed his shot wide.
Although a fifth goal was inevitable judging from their relentless pursuit, their search was temporarily put on hold after Maung sliced his shot wide.
The Myanmar side should have gotten a fifth after a flowing move but Naing missed the target.
Nabil could only parry a fierce drive by Tun into the path of Maung who buried the rebound.
MIC got a sixth not long after Maung coolly struck from close range after Hiang Min Tun set him up with a cheeky no-look pass.
Arbisyam finally tested the largely untroubled Kyaw after Radhi forced the goalkeeper into diving to his right with a fine drive from long range.
Aung Thu’s strike squirmed underneath the legs of Nabil to make it 7-0 and three minutes later Hein Min Soe powered home a neat strike after finding space.
Khin’s chances for a hat-trick faded after a smart save from Nabil but the goalkeeper could not prevent MIC from finding a ninth goal as Tun drilled a low effort home.
Arbisyam earned their place in the invitational club competition after finishing second and as the highest-placed local side in the Brunei Futsal League (BFL) last season.
TWELVE delegates comprising 10 students and two teachers from Yayasan Sultan Haji Hassanal Bolkiah Secondary School (SMYSHHB) left for Singapore for a student exchange programme with River Valley High School on Saturday.

The programme aims to give students the opportunity to build confidence, character, and sense of responsibility, equipping them with communication and presentation skills as they compare the educational programmes between Brunei and Singapore.
It also hoped to expose them to the social, economic and cultural aspects of the country and provide them with networking opportunities for future collaboration.

The Chinese students were in Brunei Darussalam for their summer camp at JIS.
By witnessing the multi-ethnic residents of Tutong District dressed in traditional attire and practising their stage performances at the rehearsal, the Chinese students learnt the many aspects of ethnic traditions of the people in the country.
After the full-dress rehearsal, the Chinese students visited the One Village One Product (1K1P) Gallery at the Tutong District Office in Pekan Tutong which displays and sells different authentic local products made by village residents in the Tutong District.

The Tutong District visit concluded with the Chinese students visiting Kampong Sungai Kelugos to see a local Madu Kelulut (honey) producer Tasbee picking honey from a wild bee (Kelulut) nest, in which they also attempted to pick honey from the nest.

President of the Court of Appeal Dato Seri Paduka John Barry Mortimer was conferred the Most Honourable Order of Seri Paduka Mahkota Brunei, First Class, (SPMB), which carries the title Dato Seri Paduka.
Born in the United Kingdom in 1931, Dato Seri Paduka John Barry Mortimer has been a member of the Brunei Judiciary for over 30 years. He obtained a BA and MA from Emmanuel College, University of Cambridge in 1955 and was called to the English Bar by the Middle Temple in 1956 and was a Harmsworth Law Scholar of the Middle Temple in 1957.
He was appointed Queens Counsel in 1971 and was elected a Bencher of the Middle Temple in 1980 and served as a Recorder of the Crown Court from 1971 to 1985. He was awarded the Gold Bauhinia Star in 1999.
In 1985, Dato Seri Paduka Mortimer joined Hong Kong Judiciary as a Judge of the High Court and in 1993 was appointed a Justice of Appeal and later in 1997 became a Non-Permanent Judge of the Court of Final where he served until 1999.
From July 20, 1987 to July 19, 1990, Dato Seri Paduka Mortimer was appointed to become a member of the Brunei Judiciary to preside over High Court cases and was appointed a Judicial Commissioner of the Supreme Court to hear Court of Appeal cases from April 27, 2005 and was later appointed President of the Court of Appeal Brunei Darussalam from May 1, 2010 to date.

Meanwhile, Judicial Comm-issioner of the Supreme Court Dato Seri Laila Jasa James Kerr Findlay was conferred the Most Distinguished Order of Paduka Seri Laila Jasa, Second Class (DSLJ) that carries the title Dato Seri Laila Jasa.
Dato Seri Laila Jasa James Kerr Findlay has been with the Brunei Judiciary since August 30, 2001 with his first appointment as Judicial Commissioner of the Supreme Court and has conducted cases in the High Court as a visiting judge since 2001 until present.
Born in Scotland on January 25, 1936, he began his career at the age of 25 as a stipendiary magistrate in Rhodesia from 1961 to 1964 where he mostly exercised civil jurisdiction in interlocutory matters and trials.
After several career moves from 1978 to 1981, he was appointed Parliamentary Counsel in the Lords Advocate’s Chambers in London and was responsible for drafting a considerable amount of important legislation including the Criminal Justice (Scotland) Act and then joined the Hong Kong Attorney General’s Chambers in 1981 as a Deputy Principal Crown Counsel.
He was promoted Principal Crown Counsel and then appointed Deputy Law Draftsman within a year where he was responsible for drafting a considerable amount of heavy legislation including tax, landlord and tenant legislations and the Conveyancing and Property Ordinance.
Appointed the Solicitor General from 1984 to 1986, he joined the Hong Kong Judiciary in March 1989 until April 1990 as Deputy High Court Judge involved in commercial, construction and equity cases.
Dato Seri Laila Jasa Findlay was appointed a permanent Hong Kong High Court Judge in charge of Commercial, Construction and Arbitration List from 1994 to 2000 and retired in March 2000 and took up appointments as a Chartered Arbitrator and from 2001 to present was appointed to sit as a visiting Judge in the Supreme Court Brunei Darussalam.
He was awarded with the Order of the British Empire in 1991 and Gold Bauhinia Star in 2001.

Meanwhile, among the special foreign guests attending the banquet were Sarawak Governor Tun Dato Seri Paduka Pehin Sri Dr Haji Abdul Taib Mahmud and spouse Puan Sri Raghad Kurdi Taib.
Prior to the event, Brunei Darussalam’s national anthem was sung, followed by a Doa Selamat read by State Mufti Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned.
Guests, all seen regally dressed in their white traditional Malay dress and formal banquet attire were treated to a variety of sumptuous delicacies, specially prepared by the Istana’s kitchen staff.
While enjoying the food spread, guests were also entertained by a blend of soothing and celebratory music played by the musical band from the Royal Brunei Police Force and the Ministry of Culture, Youth and Sports.
A fireworks display in the vicinity of Istana Nurul Iman towards the end of the banquet also lifted up the atmosphere of the night, marking the beginning of the two-week-long nationwide celebration of His Majesty’s 72nd birthday.

Three high-ranking military personnel, including two from abroad, received the Most Exalted Order of Paduka Keberanian Laila Terbilang first Class (DPKT) that gives the recipient the title of ‘Dato Paduka Seri’. Three recipients received the Most Honourable Order of Seri Paduka Mahkota Brunei Second Class (DPMB) which carries the title ‘Dato Paduka’. They are Assistant Commissioner of Police Pengiran Dato Paduka Haji Mohd Jefri bin Pengiran Haji Abdul Hamid, Assistant Commissioner of Police Dato Paduka Haji Mohd Hassan bin Pehin Penyurat Haji Ahmad and Pengiran Dato Paduka Haji Mohd Yussoff bin Pengiran Haji Bahar.
Meanwhile, the Most Blessed Order of Setia Negara Brunei Third Class (SNB) was conferred on Senior Superintendent of Police Husaini bin Haji Matzin and Senior Superintendent of Police Haji Zaini bin Haji Abdul Rahim.

COLOURFUL manifestations of love and loyalty towards the monarch and patriotic fervour filled the beautifully decorated capital as people in the thousands turned out to witness the traditional Grand Parade at Taman Haji Sir Muda Omar ‘Ali Saifuddien, giving a glorious start to the 72nd birthday celebrations of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday.
In a spectacular display of national spirit, hundreds of students from all four districts, who lined up along the main road as early as 6.30am, happily waved mini national flags, supported by the beat of the hadrah drums, as His Majesty and members of the royal family made their way to the Taman.
Upon arrival at the celebration venue, His Majesty was greeted with a 21-gun salute, with the national anthem resonating in the background, marking the opening of the monarch’s 72nd birthday celebrations.
Also gracing the ceremony were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince Haji Sufri Bolkiah; and His Royal Highness Prince Haji Jefri Bolkiah.
His Majesty later inspected the guard of honour mounted by 7,746 personnel of the Royal Brunei Land Force, Royal Brunei Navy, Royal Brunei Air Force, Royal Brunei Police Force as well as members of uniformed government departments and associations.

Sounds of cheerful wishes reverberated across the capital as uniformed personnel marched in unison to mark the royal birthday.
The highlight of the Grand Parade was the slow and fast march past drills, commanded by Lieutenant Colonel Pengiran Mohammad Shamsul Reza bin Pengiran Dato Paduka Haji Tengah.
The grandiose display of patriotism reached its zenith with the marching personnel’s three chants of Daulat Kebawah Duli Tuan Patik that echoed across the Taman, reflecting the patriotic spirit and undivided loyalty of the participants to the monarch.
Concluding the ceremony was the fly-past of a Royal Brunei Armed Forces fleet over the Taman and thousands watched in awe as the aircraft left trails of colourful smoke across the skyline.
Adding significance to the ceremony was the presence of His Majesty’s special guests, state dignitaries, grassroots leaders and other distinguished persons – all wearing traditional costumes representing their rank and status.
The traditional Grand Parade is the beginning of a number of events to enliven His Majesty’s birthday celebrations including the much-awaited get-together and Junjung Ziarah ceremonies with citizens and other residents living in all four districts of the country.
ISLAMIC History should be made a compulsory subject at educational institutions in the country, under the relevant ministries and the private sector, said His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.
In a titah delivered during the Audience and Investiture Ceremony held in conjunction with the monarch’s 72nd birthday celebration at Balai Singgahsana Indera Buana of Istana Nurul Iman yesterday, His Majesty said, “Brunei Darussalam, in addition to improving physically, does not ignore the internal element of the spiritual. Hence, towards this, my government has never looked lightly towards education. Education is lifeblood. It functions to shape humanity. That is the role of education.
“Because of this, the education system must not leave out religion and religion must be its axis. Understand our religion well so as to grow love towards it. The way to understand it is of course by studying, especially studying its history.
“In this regard, I would like to emphasise here for all parties concerned with education to make Sejarah Islam (Islamic History) a compulsory subject in schools and learning centres under the relevant ministries and the private sector,” the monarch said.
In the titah, His Majesty also noted that the key issues currently on the global agenda are economic growth and the realisation of peace. Both these are considered very necessary to be addressed.

The monarch said that in economic matters, Brunei Darussalam is also not left behind to generate the economy. “This is indeed the obligation of all of us, especially the relevant agencies, or even all agencies, within the government.”
“The growth of our economy for the short and medium term is predicted to be more vibrant. However, this cannot make us complacent or satisfied because the economy is an element that never ceases to create challenges.
“It is well known that the oil and gas sector is the major contributor to our economy. But it is not wise to simply depend on this sector alone, because the economy is dynamic and capable of growing in more ways.”
His Majesty highlighted that one of the steps towards economic growth is to explore the agricultural sector, noting that the sector is very important for life and plays a major role in the construction of civilisation. The monarch noted that when agriculture increases, as a result of new technology, it is considered that an agricultural evolution has taken place. This significantly brought an increase in agricultural produce in the early 20th Century.
His Majesty said that for a country that has rain and lands that have not yet been explored, it is not practical to continue importing basic food ingredients without self-striving to fulfil requirements. The ruler urged all parties, especially government agencies, not to delay the fulfilment of this obligation, and to strengthen determination to achieve the aspired target.
His Majesty also noted that, in addition to agriculture, the country is empowering the enterprise sector, which includes micro, small and medium enterprises. “A number of initiatives have been implemented through the Ministry of Finance such as organising entrepreneurship training programmes and workshops related to the keeping of business records as well as basic knowledge of accounting and others.
“We consider it important to make it easier for entrepreneurs to develop their companies. Furthermore, in responding to economic challenges, my government is also looking at enhancing telecommunications infrastructure that is believed to be able to facilitate business, cost of doing business, and thus increase productivity.”
On the environment, His Majesty said, “As we build the economy, we also build the country. There is an expression that says ‘Build an Environmentally Friendly City’. But we say ‘Build an Environmentally Friendly Country’. In this sense, we not only want our city to be clean but the whole of Brunei Darussalam should be clean.
“I am very excited to see all of our environment eco-friendly. This is the basis of our pride, make it a reality.
“An environment that is eco-friendly is not only beautiful but also promises well-being. Is dirt not synonymous with pollution? Pollution is, undoubtedly, an agent of illness. Take the example of air pollution caused by cigarette smoke. Does that cigarette smoke not contain toxic chemicals?
“According to experts, these substances can affect the functions of the heart and blood vessels’ structure, which can result in blocked blood vessels and its risks include high blood pressure, heart attack and damage to other organs in the body.
“This is the rationale, so we want Brunei Darussalam to be free from all kinds of pollution, including pollution by cigarettes.”
On international relations, His Majesty said that Brunei Darussalam will continue to adopt a policy of goodwill and respect with other countries. “The existing cooperation through membership in regional and international organisations will also continue to be strengthened.”
Earlier in the titah, the monarch expressed gratitude to Allah the Almighty for allowing the country to celebrate the auspicious occasion in a peaceful and comfortable manner and conveyed appreciation to the special foreign guests and those who conveyed their congratulatory messages to His Majesty and members of the royal family in conjunction with the 72nd royal birthday celebration.
Concluding the titah, His Majesty thanked members of the public, civil servants, security personnel and those working in the private sector as well as abroad for their contributions and support to the government.
His Majesty also conveyed appreciation to members of the committee for the royal birthday celebration at the national and district levels for their services and contributions towards the success of the celebration.
His Majesty prayed that all the people and nation be blessed by Allah the Almighty.
BRUNEI Darussalam’s club Arbisyam FC endured another tough outing in the Asean Football Federation (AFF) Futsal Club Championship following a 10-0 defeat to Australia’s East Coast Heat FC at the Yogyakarta State University Gymnasium in Yogyakarta yesterday.
The current F-League winners raced into a 6-0 lead in the first half before adding four more goals in the second for a thumping win.
The Brunei side had kept most of the possession in the opening minute but East Coast Heat required only three touches to take the lead.
East Coast Heat’s Daniel Fulton forced an Arbisyam player to break play which resulted in the ball falling into the feet of Anthony Haddad and he accompanied a couple of touches with a superb strike having taken a deflection off a defender.
The Australian outfit doubled their lead after Daniel Fornito powered a low strike after being set up by a team-mate.
East Coast Heat were rewarded for their quick thinking as Christopher Barbera turned in a neat pass from Mazevski.
The Sydney-based club went 4-0 up as Daniel Muzzareeli got his name on the score-sheet after firing a low effort into the centre of the goal.

East Coast Heat grabbed a sixth through a wonderful combination move started by Jordan Guerreiro as he released Rathjen before squaring the ball to Matthew Mazevski who guided the ball into the empty net.
The Australian side breached the Arbisyam’s defence within moments of the restart as Guerreiro coolly struck home after being teed off by Fornito who provided his second assist of the game.
Anthony did well to fend off Radhi but his shot grazed against the woodwork though it only temporarily put on hold their avalanche of goals. However, he returned with a stunning goal to complete his hat-trick after benefiting from a free-kick routine before adding a fourth.

KOPERASI Persatuan TIBA (KOTIBA) held a Hari Raya Aidilfitri celebration at the Borneo Kopitiam in Kampong Sungai Hanching on July 14.

The event began with a welcoming address by the event chairman Haji Muhsin bin Haji Ahmad.
He said KOTIBA focusses on the welfare of young orphans, particularly residents of Kampong Salambigar, Kampong Sungai Hanching and Kampong Tanah Jambu.

TWENTY Cub Scout members from Orang Kaya Besar Imas Primary School, Subok learnt how to make handicrafts from plastic bottles as part of efforts to support World Recycle Day 2018.
With help from Cub Scout leaders and assistant leaders, the members learnt to make various types of useful handicrafts, such as key and candle holders, and stationery organisers.
The handicrafts were done to encourage the use of recyclable items.
According to the school’s Cub Scout leader and National Scout Commissioner for Cub Scout Section Hajah Noraini binti Haji Saidi, the training aimed to encourage the habit of reducing, reusing and recycling in daily life, and bring awareness on the importance of protecting the environment.

THE new council of the Brunei Students’ Union in the UK and Eire recently made a courtesy call on the Minister of Culture, Youth and Sports Major General (Rtd) Dato Paduka Seri Awang Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin and the Scholarship Department, Ministry of Education, Brunei Darussalam.
The delegation was led by President of the Brunei Students’ Union in the UK and Eire for 2018/2019 session Awangku Mohammad Hisyam Al-Yura bin Pengiran Haji Zainal Abidin, and accompanied by Vice President of Administration and Finance, Shaimaa’an Nabielah binti Abdul Rahman, Vice President for Regional Coordination Syaffina binti Shahif, General Secretary Nurin Najla @ Motia’ah binti Hismawadi, and Information Secretary Mohammad Ajrul bin Haji Mail.
During the visits, both sides discussed current affairs in the fields of youth and education. The meetings were held at the Ministry of Culture, Youth and Sports and the Ministry of Education respectively.

A MASSIVE two-day joint operation held across all four district in the country has resulted in the recording of 110 offences – comprising 86 traffic compound and docket cases; 20 offences under Land Transport Department; three offences under Royal Customs and Excise Department; and one case under Narcotics Control Bureau.
Around 200 personnel from the Royal Brunei Police Force, Land Transport Department, Royal Customs and Excise Department, Immigration and National Registration Department, Narcotics Control Bureau as well as Religious Enforcement Division were involved in the July 12-13 operation.
Head of Enforcement Unit under Traffic Control and Investigation Department ASP Pengiran Omar Ali bin Pengiran Manshor led the operation. Each district was led by its Traffic and Investigation Officer of police district.
The operations hoped to raise awareness on the importance of complying by the laws of the country.

FOLLOWING an alert found on the social application via WhatsApp related to ‘teknik perompak dengan melemparkan telur ayam ke cermin kereta semasa memandu’ (robbery technique by throwing chicken eggs onto a vehichle’s windshield while driving), the Royal Brunei Police Force (RBPF) denied making a public statement.
The RBPF advised the public to not be involved in producing or disseminating false and baseless information, and reminds the public to not easily believe or feel panicked towards suspicious information that has no confirmed legitimacy.
Such offences can be taken action on under the Chapter 148 of the Public Order Act Section 34, that is whomever that uses oral or written or uses any way to disseminate wrong reports or makes wrong notices that can cause disruption in the public order can be imprisoned up to three years and fined up to BND3,000.
Also in the Chapter 24 of the Sedition Act Section 4(1) which is whomever carries out or tries to carry out or prepare or abet to carry out sedition; uses works that are in the form of sedition; produces, disseminates, sells, offers to sell, disseminate or reproduce any sedition; as well as any information in the form of sedition, except if they are unaware that it is a form of sedition.
Those that are found to commit these offences will be imprisoned up to two years and fined BND5,000 for the first offence, and for the same offence that is carried out again will be imprisoned for three years and fined, and any form of seditious news will be confiscated and destroyed.
THE outgoing US Ambassador to Brunei Darussalam Craig Allen has expressed his great admiration for Brunei’s monarchy, saying that the 700-year-old institution is very strong and vibrant today.
In an interview with the Bulletin at the US Embassy in Brunei Darussalam last Friday, Craig Allen, who will be leaving the country on July 20, highlighted, “I was able to witness first-hand how magnificent Brunei’s monarchy is and it has been a great privilege for me.”
He added, “It’s something that really opened my eyes to different ways of doing things that are very effective and pragmatic. To be in a monarchy that is so much loved by the people is quite an amazing thing for somebody like me who has never experienced it before. It’s indeed a great honour to have the opportunity to personally meet His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and represent the US Government in Brunei Darussalam. It is one of the highlights of my life and it’s something I will be proud of until the day I die.”
The outgoing ambassador who stayed in Brunei for three-and-a-half years said he was so impressed with the amazing strength of Brunei’s family system.
“I remember, last year I went to a humble home for Hari Raya and learnt that there were 40 uncles and aunties as well as around 100 cousins in the family. It’s a rich and diverse experience for me to see the strength of that family. They live in the same village, their social structure is incredible compared to that in the US. It’s not something that we would generally see in most countries.”
He shared another interesting experience of diving at the wreck site of American warship USS Salute (a World War II era minesweeper sunk by a Japanese mine during preparations for amphibious landings in the Battle of Borneo on June 7, 1945). “Today it is a beautiful underwater garden with coral flowers all over the entire ship. Because of the coral, there are fishes swimming around the ship. It’s a symbol of US-Brunei relationship. It’s a beautiful graveyard for the nine brave men who gave their life to Brunei on that day. I salute those men who sacrificed their life for our country,” the envoy said.

Describing the relationship between US and Brunei, he said, “The relationship is very old. In my understanding, Brunei’s oldest treaty is with the US and it dates back to 1850. The treaty is on friendship cooperation, navigation, commerce and it binds both countries to work together. It was signed by the US president and the Sultan in Jawi. There has been a great deal of continuity from 1850 until today and both sides know each other very well and have mutual respect.”
Because of our long-established and stable relationship, he said, “there is a lot of continuity over time. The administrations focus on expanding trade. Brunei has a lot of investment in the US and vice versa. Our trade relationship is strong but I would like to see it flourishing more.”
On military and security cooperation, he said, “We have been practising and training a lot together and we also supply major useful equipment to the Brunei military. Brunei is a great partner of the US and we want to deepen and expand this partnership.”
He revealed that in the area of travel and education, “These are more than 100 Bruneian students in the US. Also, many Americans and Bruneians are now using the visa-free travel benefits both countries enjoy”.
In eco-tourism, “Brunei has done so well. The Ulu Ulu Lodge in Temburong and the Kunyit 7 in Kampong Ayer are great places for travellers. We want to see eco-tourism continue to develop in Brunei and we are prepared do anything to support this sector.”
“Brunei”, he highlighted, “has produced a few good movies and I love to see more of them. Some of the Brunei artistes are doing reasonably well in the region and we hope to have them in the US. The more we can develop the cultural side, the better”.
Touching on the Young Southeast Asian Leaders Initiative (YSEALI) programme, he commented, “The purpose of YSEALI is to connect the youth of Brunei with ASEAN youth. We found a great hunger and thirst for those types of activities among the young people of Brunei. Some Bruneians see ASEAN as a club for government officials as well as the elite. ASEAN as a region of 700 million will make sense only if it becomes a single economic area while each country maintains its sovereignty. One area where we would really happy to help is taking a YESALI theme and bringing together people who are interested in it, be it eco-tourism, entrepreneurship, sustainable development, media, creativity or any other fields.
“The region is made up of 10 important countries and together they are stronger than as individual countries. We strongly support an ASEAN centrality and appreciate ASEAN’s role as a convener of events. At the same time, we support every ASEAN country’s sovereignty and independence.”
The outgoing envoy, however, admitted that he is leaving with a heavy heart as he wanted to do more. “If we had a more buoyant economy, I think, lot more things could have been done. I do regret this. During my time, budget was very poor. We had a lot of great projects, but not enough budget to carry them out.”
Craig Allen is proud of the current US-Brunei relationship. “I give all credits for this to His Majesty’s Government which has given the US the time, space and energy as a valued partner of the Sultanate. Brunei is a wonderful place to live in and it has a magnificent culture as well as a clean environment and I am so pleased that Brunei is on the economic upswing with its diversification process gaining momentum.
“Sabah and Sarawak are doing well and the Singapore economy is going strong. Indonesia and the Philippines too are also faring well. It’s a great environment now to achieve Brunei’s economic objective. I look forward to Brunei’s continued progress.”
He also talked about some of the things he will be missing in Brunei. “I have been running in the jungles almost every day – in Tasek Lama, Bukit Shahbandar and on beaches. I love the sports culture here and I enjoy it. I will really miss all of these. I will also miss the warmth and gentleness of Bruneians very much.
“I enjoyed learning about Islam and was really amazed to see how deep and strong the Islamic tradition here is. I am blessed to sit in for many religious events and I enjoyed enormously those opportunities to have a better understanding of Islam.”
After leaving Brunei, Craig Allen will continue to serve the US at the US-China Business Council. He said, “I have been a diplomat for 33 years and I am already 60 years old now. I wanted to be busy and active in a second career. I know US and China very well. I feel very lucky to have the opportunity to serve my country in the private sector. US-China relations face some challenges right now, but I hope to contribute to resolving the existing issues.”
IT WAS a joyous occasion for the parents of 14 infants, who were born on the 72nd birthday of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.
To celebrate the 12 infants born in the Brunei-Muara District, the National Committee for His Majesty’s 72nd Birthday Celebrations yesterday held a special Kesyukuran ceremony and presentation of souvenirs, at the Seminar Room of the Women and Children’s Centre of the Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital.
The presentation was officiated by guest of honour Datin Paduka Hajah Jahrah binti Haji Mohamad, the wife of Minister of Home Affairs Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong.
During the ceremony, each parent received a gift hamper and a BND100 savings account under Perbadanan Tabung Amanah Islam Brunei (Perbadanan TAIB) for their infants, from Datin Hajah Khalsom binti Haji Suhaili, the wife of Minister of Defence II and Chairman of the Perbadanan TAIB Board of Directors Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof.
The parents also received portrait photographs of themselves with their babies.

Also present at the ceremony were the wives of permanent secretaries and deputy permanent secretaries at the Ministry of Home Affairs and Ministry of Health, as well as wives of Legislative Council (LegCo) members and Perbadanan TAIB officials.
The first infant to be born at 1.50am, on July 15, was a girl, to Noor Mahmawati binti Mantaldan and Masdie bin Haji Pungut.
The last was a boy, to Noor Izyan Aqidah binti Allinoordan and Abdul Haadi bin Jaafar.
All of the infants were delivered at the RIPAS Hospital.
Nurnadiah binti Haji Ghazali, who welcomed her baby girl at 6.24pm on Sunday, told the Bulletin, “We are very lucky to have a girl who shares the same birthday with His Majesty. This is my second; my first child is a boy.”
Her husband, Mohd Izzuddin Hanis bin Haji Mohd Salleh, conveyed his gratitude to Perbadanan TAIB and the National Committee for His Majesty’s 72nd Birthday Celebrations, for the gifts.
In the Belait District, a similar ceremony was held at the Suri Seri Begawan Hospital, for two infant boys who were born on Sunday.
The first infant was born at 8.01pm, to Noraizah binti Anuar and Mohammad Azmi bin Yunus, while the second was born at 9.59pm, to Nur Bassyirah Aini binti Abdullah and Muhammad Murfarino bin Haji Murni.
The gifts and souvenirs were presented by Hajah Pusparaini binti Haji Thani, the wife of the Acting Belait District Officer, while the contributions from Perbadanan TAIB were presented by Assistant General Manager Zamzaipa binti Haji Ismail.
No births were recorded in the Tutong and Temburong districts on July 15.
CLOTHING and accessories topped the items for online purchases for consumers in the Sultanate, at 73 per cent, followed by travel and tourist services (50 per cent), cosmetics and healthcare (32 per cent), consumer electronics (31 per cent) and digital content such as apps (26 per cent).
These were the findings of the first e-commerce survey for consumers in the Sultanate, conducted by Authority for Info-communications Technology Industry of Brunei Darussalam (AITI), which were made public last Friday (July 13).
About 47 per cent of the respondents used eBay, while Zalora came in second at 36 per cent, and Amazon third at 18 per cent. Ali Express and Lazada were both voted in at fourth, at 11 per cent.
The recorded highest number of e-commerce users comprises those age between 18 and 44 years old, owing to their ICT skills and comprehension.
The survey also found that 70 per cent of the respondents made their purchases online, because it was time-saving; 67 per cent found better bargains; and 65 per cent felt that there was more variety in shopping online.
As to their choice of online platforms, 57 per cent of the respondents mainly did their shopping through standard e-commerce websites. In second place were social media platforms at 24 per cent, and online marketplaces came third at 18 per cent.
With regard to the types of devices used for the online purchases, the survey found that 83 per cent of respondents used smart or mobile phones to purchase goods and services, due to the convenience and ease of connectivity.
The laptop is the second main device used for online shopping at 50 per cent, while 28 per cent prefer desktop computers, and 22 per cent for tablets or iPads.
In terms of payment methods, 84 per cent of the respondents preferred using credit or debit cards to pay for online purchases. Thirty-six per cent used online bank transfers, while 27 per cent used e-wallets for online payments. Only 19 per cent mentioned using offline payments, or cash on delivery.
The results of the survey also found that while 76 per cent of Bruneians are already using e-commerce, about 24 per cent of the respondents did not, for three main reasons: fear of credit and debit card fraud, preference for direct purchasing in physical shops, and concerns that the ordered items would not arrive.
Recent years have witnessed a tremendous development of the Internet, along with the increasing importance of e-commerce and online shopping sites. Consumers today are purchasing products at anytime from retailers located anywhere in the world, without the need of physical retail locations.
The e-Commerce Survey for Consumers in Brunei Darussalam 2018 was carried out by AITI from January 7 to February 28, with the aim of collecting information on individual e-commerce adoption in this country, while also identifying the factors that influence local consumer habits towards e-commerce.
The survey is in line with AITI’s functions and duties to promote the use of the Internet and e-commerce, in addition to establish a regulatory framework for that purpose.
The survey, which targetted the general public, will be used to formulate plans and a regulatory framework to promote effective usage of e-commerce and increase consumer confidence, to enable transactions, shopping and trading online.
According to AITI, with an Internet penetration rate of well over 100 per cent, online shopping activities are becoming more popular in Brunei Darussalam. Access to online content, safe and secure payment platforms, convenience and timely delivery are among the essential factors that determine consumers’ decisions to shop online. Issues such as delivery, after-sales services, online safety and privacy are still some of the concerns that need to be addressed.
AITI believes that the findings of this survey will benefit the relevant agencies in formulating the appropriate programmes or initiatives that can help increase the adoption of e-commerce in Brunei Darussalam.
The survey was conducted both online and offline, using random sampling. A total sample size of 1,016 people responded, between the ages of 18 and 65.
