MoD committed to ensure safety, health in workplaces

THE Ministry of Development (MoD) and its departments are fully committed to ensure safety and health at not only construction sites but also other workplaces.

To prevent any injuries, it is the MoD’s policy to ensure that all work is done with safety as the primary objective and that all persons engaged in this work have a clear responsibility to act positively.

These points were highlighted by the Minister of Development Dato Seri Setia Awang Haji Bahrin bin Abdullah in his opening speech at the opening of the Brunei HSSE Construction Conference 2016 yesterday.

The minister’s speech was delivered on his behalf by Deputy Minister of Development Dato Paduka Awang Haji Suhaimi bin Haji Gafar.

The Public Works Department (JKR) had launched the inaugural Safety and Health Week last year to foster a safe and healthy culture in all workplaces from top management down to all level of employees.

“This means that the senior management and all workforce need to take an active role in practising a preventive culture with respect to occupational safety and health in order to create a safe and healthy environment that would reduce workplace accidents,” said the minister.

In order to upgrade the level of knowledge on occupational safety and health in all workplaces, the MoD had also launched two documents, namely the MoD Health, Safety and Environment (HSE) Manual and Operational Safety and Health (OSH) Specification and Bill of Quantities. But these efforts would be fruitless if they are not taken seriously by all parties, he said.

The minister also mentioned Brunei’s new statutory body, the National HSE Governance and Compliant Authority that was established with the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, following a Board of Inquiry investigating into an accident involving nine foreign workers at a construction site in 2014.

With all activities related to HSE in Brunei to be handled by the authority, the minister expressed confidence that the new body will lead all the ministries and the private sector in a paradigm shift in HSE and drive Brunei Darussalam towards becoming a safer nation.

The minister called on leaders in the MoD to stress the importance of promoting a sound and good safety management system, including submission of HSE Plan at the early stage of any construction activities, before any work is carried out.

“I urged all relevant stakeholders, not only contractors and consultants, but all related parties to comply with this requirement in order to achieve our goals and HSE governance in Brunei Darussalam.”

The minister also said, “This conference can benefit delegates in so many ways but what you can do to cultivate change is that you can plan and implement prevention programmes to improve work practices towards a safe and healthy work culture at your respective organisations.”

State Mufti expresses concerns on indiscriminate usage of info-technology

SMARTPHONE users are increasingly becoming depen-dent on their mobile devices for instant access to communication, entertainment, information and online services, said Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti, while delivering his special lecture yesterday at the opening ceremony of the Knowledge Convention 2016.

“Users are not forbidden to use smartphones and other information technology, but they are encouraged to adjust their ways, because their sense of attachment and addiction to smartphones may lead to the abuse of info-communication technology,” he said.

The State Mufti also stressed that information technology carries certain advantages, particularly when used in service of one’s country or community, together with cons-tant remembrance of Allah the Almighty.

He also noted the widespread use of social media sites, which he said had the potential to create a world without borders, allowing users to keep up with the latest developments, or start discussions on topics of interest.

However, he reminded that social networking has its negative consequences, often caused by unlimited access to the Internet.

“It exposes children, youths and students to unwelcome elements and moral depravity,” he said. “By using the Internet, they have easy access to pornographic material in the form of photos and videos, without any limits.”

He cited a 2009 study which showed that pornography sites ranked fourth and fifth out of the 100 websites often visited by children and youths.

The State Mufti also expressed his concerns that most young people were inclined to let their guard down when befriending strangers on cyberspace.

He concluded his lecture by reminding all those present to refrain from wasting information technology on cybercrimes and pornography, which he said were among the major causes of deterioration within a society.

Sultan officiates Knowledge Convention 2016 at ICC

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday consented to officiate the Knowledge Convention 2016, held in conjunction with His Majesty’s 70th birthday celebrations, which took place at the International Convention Centre (ICC) in Berakas.

Accompanying His Majesty to the event were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince Mohamed Bolkiah, His Royal Highness Prince Haji Sufri Bolkiah, His Royal Highness Prince ‘Abdul Malik and His Royal Highness Prince ‘Abdul Mateen.

The event, themed ‘Generating Blessed and Safe Communications, the Catalyst of the Ummah’s Well-being’ (Menjana Perhubungan, Berkat dan Selamat, Pemangkin Kesejahteraan Ummah), aims to portray the role of technological advancement and its impact to the development of the nation and as a platform for networking for the society and country.

Upon arrival, His Majesty and members of the royal family were greeted by Dato Seri Setia Awang Haji Mustappa bin Haji Sirat, the Minister of Communications in his capacity as the joint-chairman of the steering committee of the Knowledge Convention 2016; Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, Minister of Home Affairs in his capacity as the Chairman of the National Executive Committee for His Majesty’s 70th Birthday Celebration; and Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti in his capacity as the Advisor of the steering committee.

The opening ceremony began with the recitation of verses from the Al-Quran by Awangku Muhd Adibul Amin bin Pengiran Haji Marjuki, Champion of the National Musabaqah Tilawah Al-Quran 2016 and its interpretation.

In his welcoming remark, the Minister of Communications said the event will focus on the values and role of communication as one of the aspects in development and human civilisation.

“Since its independence, and as a member of the international community, Brunei has established cooperative relations and strengthened ties through people-to-people contacts with aim of achieving mutual benefits. In this global environment, Brunei could not resist but will continue strengthening and intensifying efforts towards enhancing a communication system that is more advanced and reliable,” he added.

According to him, Brunei has taken an approach to create communication and connectivity as a basic element for market, investment, education, diplomacy and to disseminate the Islamic teachings in the regional and international level.

“The development in communication systems which includes transportation and information and communication technologies (ICTs) has surged further towards civilisation with the smooth mobilisation of people, goods, services and information that also brings various opportunities and challenges,” he said.

The minister also highlighted that the objectives of the Knowledge Convention are to achieve several consensus including the importance of a blessed and safe communication in achieving stability and harmony towards the establishment a welfare economy hence bridging the social gap, to provide an efficient communication system based on connectivity and reliability as well as to generate a knowledge-based society through ICT.

The convention then continued with His Majesty’s titah.

It was followed with a special lecture delivered by the State Mufti based on the theme of the event. The State Mufti later proceeded to read the Doa Selamat to mark the end of the ceremony.

Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam is expected to grace the second day of the Knowledge Convention 2016 today and His Royal Highness Prince Haji Al-Muhtadee Billah, is expected to grace the third day of the convention on Thursday.

Various activities will take place throughout the convention, which include symposiums, premier lectures and forums.

Members of the public are welcome to attend the symposium sessions which will be held every afternoon throughout the three-day convention.

BRUNEIANS should use technology boom wisely as it brings both benefit and misfortune.

Although technology has brought diversity of lifestyles among the world community only a healthy, blessed and safe communications can bring success and prosperity, said His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in his titah at the opening of the Knowledge Convention 2016 yesterday.

The monarch added that he is aware that the whole world is connected with transportation network and sophisticated Information and Communications Technology (ICT) which guarantees quick and efficient management for future progress.

“Recently, my government has launched a programme to enhance the public transportation system towards attaining economic development. The establishment of authoritative bodies – like the Maritime and Port Authority as well as Public Transportation Authority – is also actively assessed to design a transportation system. Many challenges remain, among them include the provision of infrastructure, traffic congestion and safe use of roads,” the monarch added.

His Majesty further remarked that besides being urged to enhance our piety and faith, it is important for the people to deepen their knowledge as a source of enlightenment in their lives.

“I am glad to see that the gathering of intellectuals and experts is further enlivened in this country and this platform is crucial for us to deepen anything relating to the development of the people,” he added.

This year’s convention carries the theme ‘Generating Blessed and Safe Communications, the Catalyst of the Ummah’s Well-being’, which His Majesty noted is a relevant theme in discussing the role of communication in the development of the people and the nation, especially in this era of globalisation without borders.

“We are told to look after our relations with Allah the Almighty and fellow humans. Our ties with Allah the Almighty are based on faith, piety and goodwill. In other words, every good deed in this world links us to get blessings from Allah the Almighty in the days of the hereafter.

“Meanwhile our ties with fellow humans are in the context of diplomatic relations, social, economy and so on that brings peace, prosperity and mutual benefits. If such communication is not present, we will not get anything that is beneficial and good. Every developing nation needs a community that is dynamic, has social mobility as well as a strong and competitive economy. This aspiration could only be attained with effective communication systems that are able to handle various movements, goods, services and information,” His Majesty said.

“Smooth communication opens up market opportunities, jobs and wider economic avenue. An excellent communication and transportation system is in line with the Islamic teachings to facilitate Ummah to move in this world to gain knowledge and wealth,” the monarch added.

“In line with Syariah needs and integrated approach from all the government agencies, I am convinced that the Knowledge Convention this year can elaborate the term ‘Blessed and Safe Communications’ as what we are hoping for,” concluded His Majesty.

Brunei represented at Global Shapers meeting

BRUNEI was represented at the Global Shapers Annual Curators Meeting 2016 in Geneva, Switzerland recently by Nurliyana Fatin binti Arifin, Curator of the Bandar Seri Begawan Hub of the Global Shapers Community.

The Global Shapers Comm-unity is a network of Hubs developed and led by young people who are exceptional in their potential, their achievements and their drive to make a contribution to their communities led by curators.

The Annual Curators Meeting 2016 was organised by the World Economic Forum, and was an intensive four-day programme that took place from August 19-22.

It was aimed at providing Global Shapers the opportunity to engage with the World Economic Forum, World Trade Organization and United Nations, and involved sessions centred on global issues, values and action plans.

The meeting also carried the aim of bringing together Curators of the Global Shapers Community together to share their hub projects and learn best practices from one another, and saw the participation of over 350 curators from 350 hubs across the globe.

At the closing ceremony, the World Economic Forum released the Global Shapers Annual Survey, which was participated in by over 20,000 youth across the world and captured the perspectives and concerns of young people globally.

Speaking on her experience, Nurliyana Fatin said, “The Annual Curators Meeting 2016 has been the most diverse meeting of minds I have participated in.

“We engaged in deep conversations about global issues and local challenges as well as values,” she said. “The experience was extraordinary for each of us particularly as we were put into tribes of six individuals with whom we spent four days tighter sharing insights, reflections and vulnerabilities.

“The key takeaway for me is that no matter where we are, we share similar issues in different contexts and youth globally are demanding for a more inclusive future,” she added.

‘Shaping Communities’ has been the theme chosen by Global Shapers – Bandar Seri Begawan Hub, a community founded in 2015, made up of seven passionate young people and are still growing.

Four Bruneians chosen for scholarship programme

FOUR young Bruneians will be heading to Korea’s Yeungnam University to pursue post-graduate education, after receiving scholarships under the university’s first Masters programme for Asean Specialists on Saemaul Community Development.

Siti Nurafiqah binti Mohd Noor will be pursuing a major in Public Policy, and Hazimah binti Haji Mohd Din will be studying Forest Resources and Ecological Restoration, while Liew Ya Yuin and Muhammad Adi Safwan bin Haji Dullah are taking Environmental Management and Policy.

Kwon Mi-yeon, the First Secretary at the Korean Embassy in Brunei Darussalam, invited the students for lunch yesterday afternoon, during which she expressed hope that they would someday help to forge even closer ties between Brunei and South Korea.

For Siti Nurafiqah, this will be her second study programme in South Korea, having already spent time there during her discovery year in Universiti Brunei Darussalam (UBD).

“I like Korea and its people,” she told the Bulletin. “The life there is so much different, and I would like to learn and understand more about Korean culture.”

She added that her interest in Public Policy came from her participation in the Youth Forum of Commonwealth Heads of Government Meeting, held in Malta last year, where she came to appreciate the importance of public policy in national development.

Meanwhile, Hazimah has opted to major in forest restoration, given South Korea’s vast experience on the subject since the 1950s.

She hopes to bring back new and efficient approaches to help restore forest areas in Brunei, which were destroyed by fires.

Her interest in forest resources and ecology restoration stemmed from her participation in various projects, while working as a research assistant in UBD.

The scholarship programme specifically targets promising students from all over Asean, providing them with support and further education, to create regional leaders who will play a pivotal role in the eradication of poverty and for the betterment of their respective communities.

3 companies, 5 individuals fined for indiscriminate disposal of rubbish

THREE companies and five individuals were fined for disposing of rubbish indiscriminately in public areas on Tuesday.

The companies were each fined sums of up to $200, while the five individuals were each fined $100 in an operation conducted by the Law Enforcement Division of the Bandar Seri Begawan (BSB) Municipal Department that targeted areas in Gadong, Kiulap, Batu Satu and the capital.

The Law Enforcement Division reminded the public that it will not hesitate to take action on any individual or company that has violated the Minor Offences Act.

Under the Act, Chapter 30 of Section 12 (1), storing or disposal of any items in public places is an offence.

A company, which is levied with the compound fine, must settle the fine within seven days.

If the company fails to settle the fine, the matter will be referred to court and if found guilty, the punishment will be $1,000 or a month’s imprisonment for the first convicted offence.

For subsequent offence, the punishment will be $3,000 fine or imprisonment of not more than three months.

The Law Enforcement Unit urged the public to dispose of rubbish at bins that have been allocated, while companies must maintain the cleanliness of their premises and comply with the regulations under the Minor Offences Act.

Enforcement personnel will continue to conduct inspections under the jurisdiction of the BSB Municipal Department.

BUBA hosts 4th Annual UK Education Fair

HUNDREDS of students wishing to learn more about the diverse education opportunities available in the United Kingdom (UK) had the opportunity yesterday to speak to representatives from prominent British universities during the British Universities Brunei Association (BUBA) 4th Annual UK Education Fair.

Held at The Empire Hotel & Country Club in Jerudong, 25 universities from across the UK participated in the annual event, which was aimed at students considering studying in the UK in 2017 or 2018.

The event also offered a final opportunity for any students still looking for a place for September 2016 entry.

The Higher Education Division from the Ministry of Education (MoE) was also at the fair to answer queries about education loans for overseas study.

BUBA Chairperson Kimberly Tritton said that BUBA is honoured to be able to engage with Bruneian students, schools colleges, universities and higher education institutions here once more.

She also said that having Bruneian students to come to study in the UK is such a long standing tradition, while also pointing out the growing number of Bruneians studying in the UK year on year, evidenced by the growing number of university memberships to BUBA. “At the moment our membership is at the highest.. we are the largest association of any UK universities across the world and arguably one of the most active as well,” Tritton said.

In addition to running education fairs, they have also been engaging with universities, colleges and schools here.

“We want to look at the development of these students … Whether they come to us in the UK or not, we want to give something back to Brunei given the commitment and quality of the students we received over the years,” she said while citing their annual BUBA Awards debating competition as a good example.

“We see Brunei expanding year on year in terms of the opportunities both in the private and public sector and in terms of its own institutions and this something that British universities want to be part of as well.. as well as welcoming all the students to the UK, we want to have a hand in the development of the universities here in any way we can through partnerships, discovery year, working with various ministries,” she said.

British High Commisioner to Brunei Darussalam, David Campbell said the fair is a great opportunity for students to hear directly from representatives of a wide range of British universities about course options and life as a student.

“We are delighted that the UK remains the favoured option for the majority of Brunieans who plan to study abroad,” he added.

He also shared his delight over British universities recognising the importance of Brunei.

“This shows that they are very committed to the Brunei market and they demonstrate that by coming here in such large numbers twice a year,” he added.

DULI Pengiran Muda Al-Muhtadee Billah College (Maktab Duli) was adjudged the top debating team for the British Universities Brunei Association (BUBA) Awards at a reception held last night at The Empire Hotel & Country Club.

Seven Bruneian schools took part in the competition. The two runners-up are Sengkurong Sixth Form Centre and Tutong Sixth Form Centre.

On hand to present the prizes were BUBA Chairperson Kimberly Tritton and British High Commissioner to Brunei Darussalam, David Campbell. The first prize winner won $2,000 cash prize and the BUBA trophy, while the second and third place winners won a cash prize of $1,000 and $500 respectively. All three winners were presented with plaques and certificates.

Tritton said, “The awards are aimed at celebrating the ongoing relationship between the UK and Brunei, particularly in terms of education, as well as looking forward to ever more successful collaboration for many years to come.”

Campbell congratulated all the participants, adding, “They demonstrated confidence in public speaking which will help them at university and in their future careers.”

The annual competition aims to pro-mote interest and develop understanding of British universities among students in Brunei.

A DEEPER appreciation of cultural and traditional diversity is required for a cohesive and integrated Asean Community, said Pehin Datu Lailaraja Major General (Rtd) Dato

Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports.

The minister was speaking at the opening of the 7th Meeting of Asean Ministers Responsible for Culture and Arts (AMCA), and other related meetings with dialogue partners yesterday, at the Prime Minister’s Office Building.

“Our leaders recognise that the rich cultural diversity in Asean is an important enabler towards building a people-centred Asean Community,” he said.

“They have accordingly tasked us, AMCA ministers, to further strengthen cooperation in culture and arts, which are pivotal in promoting Asean identity.”

The minister also expressed his view that AMCA should oversee the role of educational institutions in disseminating cultural values, in addition to creating more economic opportunities for women and future youth leaders.

Earlier, Datin Paduka Dr Hajah Norlila binti Dato Paduka Haji Abdul Jalil, the Permanent Secretary at the Ministry of Culture, Youth and Sports and the chairperson of the 12th Asean Senior Officials Meeting for Culture and Arts (SOMCA), welcomed the AMCA ministers, saying that SOMCA had already assessed the relevant documents to be presented at the meeting.

Two of those documents are the Cultural and Arts Strategic Plan (2016-2025) and the Bandar Seri Begawan Declaration on Culture and Arts.

IN CONJUNCTION with the 7th Meeting of Asean Ministers Responsible for Culture and Arts (7th AMCA), Bandar Seri Begawan has been declared as the Asean City of Culture during a colourful ceremony of the Gala Performance of the Asean Festival of Arts at the Main Theatre, Prime Minister’s Office.

The Minister of Culture, Youth and Sports, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, during the meeting said Bandar Seri Begawan will hold cultural activities during its two-year term as Asean City of Culture.

The minister also touched on the evolution of arts and culture in Brunei Darussalam. According to him, Brunei River symbolises the importance of politics, economy, and socio-cultural of the Sultanate.

The minister also added that Bandar Seri Begawan has expanded its municipality area to 100.36 square kilometres and now known as the ‘City in the Garden’.

Experts discuss pros and cons of social media at Knowledge Convention

THE use of social media in relation to Islamic values and way of life was discussed yesterday by speakers at the Knowledge Convention 2016 currently being held at the International Convention Centre (ICC) in Berakas.

Dr Lilly Suzana binti Haji Shamsu, the Director of the Centre for Public and International Relations and the Dean of the Faculty of Usuluddin at Universiti Islam Sultan Sharif Ali (UNISSA), deliberated on matters related to the profile of women in social media touching on the authority and influence of social media, while Dr Adam bin Haji Jait, Director of Technology and Multimedia Centre at UNISSA, talked about the need for stronger awareness among Muslims on the rightful use of information and communication technology and the impact of Internet and social media on the life of people, particularly Muslims.

Dr Lilly highlighted that the emergence of social media in the cyber world represents a paradigm shift in the delivery of knowledge through dissemination of information.

The ever-developing capability and dynamism of social media and its consumer-friendly interfaces have made the social media as the main arena in the channelling of information today.

It cannot be denied that this domination has prompted some people to make social media as their main reference source which they perceive to have an authority as authentic guides, Dr Lilly said.

Thus, the phenomenon of information explosion has the potential to impact the way people study.

Now, the culture of studying from books or researching written material from authentic sources are no longer popular or prevalent, because all are readily available in the cyber world, including the social media.

Usually, it is rare to find information in social media that lists sources; in fact the original writer or sender of the information is difficult to trace.

In this regard Dr Lilly offered some ways for people, especially women, to make sure that the information related to them are safe to consume. This is important because there are so many women’s issues that are being disseminated through social media, she added.

Dr Adam spelled out the pros and cons of social media in relation to its impact on Muslims.

Prior to going into details, he said he had conducted a survey in which he asked people on issues concerning individuals who are unable to obstinate themselves from using the social media platforms such as WhatsApp even during performing religious activities.

Besides stating many positive benefits of social media, Dr Adam spelled out some negatives.

He said social media has also become a source for the development of social ills, and many of the information in social media are false.

The rampant use of social media, which also distribute non-beneficial knowledge, has negatively affected person-to-person communication.

Dr Adam also put up some suggestions on the principled and ethical use of social media.

He underscored the need to provide a civic education curriculum on the use of social media at schools as well as to conduct awareness campaigns to provide guidelines in inculcating ethical use of social media in the public sector.

Security systems upgraded to counter cyber attacks

THE challenges posed by cyber security are not something new in our society, especially with easy access to Information Communication Technology (ICT), thanks to the advancement in technology.

The increase in cyber crimes in the country has caused some concerns, prompting the establishment of legal acts to protect victims of cyber crime.

This was shared by Dr Wida Susanty binti Haji Suhaili, Senior Lecturer, School of Computing and Informatics Universiti Teknologi Brunei (UTB), during the second day of the Knowledge Convention 2016, which is being held at the International Convention Centre (ICC).

Dr Wida explained that the media has reported several cases involving cyber crime and many of these were detected and the perpetrators of them convicted accordingly.

The reported cases included hacking, data stealing, misuse of information, cyber bullying, terrorism threats.

The Cyber Security Forum 2015 organised by the Royal Brunei Technical Services (RBTS) was held to address such cyber threats, ensuring there is corporate awareness towards cyber security and their respective organisations are equipped with online security.

The forum widely elaborated on two-way cooperation on how to reduce or exterminate cyber threats.

She added that advancement in technology has opened access for people to communicate mostly via social media such as Skype, WhatsApp, Facebook and Instagram.

Due to this, without our knowledge there may be people who are using our IP addresses, pretending to be us, yet tracing this criminal activity is tremendously challenging.

The Industrial Control Systems Cyber Emergency Response Team (ICS-CERT) has categorised this kind of criminals into three groups – those who have technical knowledge yet hunger for notoriety; syndicates that are engaged in a group such as hackers, activists and inside people who open the access to the threats; and terrorists who are threatening national security through cyber war.

She continued that cybersecurity now emphasises on the validity of information that has led to the spread of cyber attacks globally and it gets even worse when religion is related to these cyber threats.

Furthermore, cybersecurity will be a major and serious issue if an organisation or user has sensitive and valuable information and protecting such data from cyber attacks is quite expensive.

Forbes expect $170 billion will be spent on cyber security and recovery protection by 2020.

Organisations or individuals must ensure the use of appropriate security systems with the knowledge of what needs to be protected in order to spend less.

In saving data, addressing a fraud and preventing hackers from committing cyber crime, we also need to handle it in advance because when hijacking or sniffing wireless communications occur we might be exposed to other attacks such as DDOS; SYN; TCP and HTTP DDOS or being one of the victims to botnet/zombiearmy attacks.

In order to address these serious problems, cyber experts are needed to ensure all users are aware of the cyber threats.

In acknowledging the importance of dealing with cyber threats and to prevent them, the Computer Emergency Response Team (CERT) was established in 1988 soon after the Internet was attacked by the Morris Worm or Internet Worm – the first standalone computer malware program.

Now CERT is focusing more on security breaches and incidents of denial-of services (DOS) along with providing warnings and guidelines in handling any cybersecurity incident.

WHILE adapting to the fast advancement of technology we should keep our own identity. Technology must be used wisely or else may otherwise expose us to pressures in life, lack of safety and anxiety, said Professor Dr Zulkiple bin Abdul Ghani, the Deputy Vice-Chancellor of Universiti Sains Islam Malaysia (USIM) yesterday.

“In such a situation, we will be vulnerable and may find ourselves in a ‘sink’ or ‘swim’ situation,” he added at his premier talk themed ‘The Connection of Blessed Communications with Ummah’s Well-being’ on the second day of the Knowledge Convention 2016 held at the International Convention Centre (ICC) in Berakas.

Gracing the second day of the convention was Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam, who was accompanied by Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman; Her Royal Highness Pengiran Anak Isteri Pengiran Anak Hajah Zariah; Yang Amat Mulia Pengiran Bini Hajah Faizah binti Dato Haji Nasir; Her Royal Highness Princess Hajah Rashidah Sa’adatul Bolkiah; Her Royal Highness Princess Hajah Majeedah Nuurul Bolkiah and Her Royal Highness Princess Hajah Amal Umi Kalthum Al-Islam.

Professor Dr Zulkiple asked whether we are able to cope with the challenges brought about by the abrupt change in communication technologies. For instance, every day, we are bombarded with messages in WhatsApp which at times can create overwhelming levels of information whether we realise it or not. He also added that with the advancement of communication technologies nowadays, belief and faith towards God get diminished unlike before where people sought God for their problems. Through technology, we are also exposed to wrongdoings in large quantity.

Professor Dr Zulkiple added that as of April 2016, globally there are over 1.65 billion active users of Facebook, another one billion users for WhatsApp, 400 million on Instagram, 1.3 billion for YouTube and 55 million blog users.

The advancement of transportation affects the psychology and sociology of our livelihood and brings negative impact to our lives like greenhouse emissions. For Muslims, questions are raised whether such advancement in communications can bring blessings and provide prosperity in our lives. Professor Dr Zulkiple also said with the boom in social media, we are facing the ‘Internet by storm’ phenomenon where many users are online for at least 3.5 hours daily immersing themselves in social media.

He also lauded the Brunei Government’s efforts with its Malay Islamic Monarchy (MIB) concept, aspiration towards a Zikir Nation (remembrance of Allah the Almighty), Compulsory Religious Education Order, Syariah Law and temporary closure of shops during Friday prayers, to gain blessings in the world and in the days of the hereafter.

The efforts to uphold the image of Islam and the nation to gain blessings from Allah the Almighty should be supported by the people in the nation, he urged.

Earlier, Dato Paduka Awang Haji Mohamad Roselan bin Haji Mohamad Daud, the Deputy Minister at the Prime Minister’s Office, as the chairperson of the committee for the Premier Talk of Knowledge Convention 2016, in his welcoming remarks said Her Majesty’s presence at the talk was a valuable support to the people to strive to enhance knowledge either for the development of an individual, community and the development of the Ummah as a whole.

Safe and blessed communication systems determine the well-being of the Ummah and the development of the nation, he said.

Dato Paduka Awang Haji Mohamad Roselan added that in the old glorious days of Islam, communication was not only extending the trading network and widening Islamic influence as a religion but it was also being progressive and adaptive towards the needs of the Ummah.

Crucial to adopt holistic policy approach in forestry management

IT IS important to adopt a coordinated and holistic policy approach to put people first as well as to ensure speed and urgency of action in forestry management.

These were some of the points highlighted by Dr Justin Lee, Deputy Head of Mission at the Australian Embassy in Jakarta, while speaking at a forum session that took place during the recent Asia-Pacific Rainforest Summit 2016 in Brunei Darussalam.

He first spoke on the importance of adopting a holistic policy approach.

“I think many of the challenges we see in addressing forest degradation and deforestation are also related to other issues around agricultural practice, atmospheric pollution, development, and so clearly there is a range of policy issues to be considered together, and the governments should consider them in a holistic way. I also think there are opportunities in that.”

“So again, considering these policies in a holistic way I think is very important for governments and there’s a range of benefits that can come from this in terms of environment governance and economic governance, so it’s a very broad issue.”

The second point was on the importance of engaging with people, people’s participation and the private sector.

“I think in many ways we need to put people first.”

He highlighted the importance of people benefitting from environmental and economic policies.

“I’d like to introduce the term ‘trickled down environmentalism’. I think sometimes if we are prioritising environmental issues and climate change, we’re asking people to see the benefits trickle down to them from those environmental actions.

“I think that by putting people first in that, we need to demonstrate that by mainstreaming climate change, environmental causes and forestry policies into our national development policies, show what the benefits are to the people of those areas.”

His third point touched on having a coordinated approach.

“Having so many different policy areas involved, it’s fundamentally important for governments to coordinate both horizontally and vertically with ministries that are responsible for different policy areas and also engage at different levels of government from the national level down to the local levels,” he said, adding that coordination for international partners who would like to be involved is also important.

On another point, Dr Lee underlined the need for speed and urgency of action.

“Clearly we don’t want to move precipitously quickly just doing things for the sake of doing things, but this is an important challenge we really need to deliver.”

He said that this applies to REDD+ activities.

REDD+ refers to efforts to reduce emissions from deforestation and degradation, as well as to foster conservation and sustainable management of forests.

“There are a lot of new institutions being developed around the world to progress climate change. I think it is important that REDD+ activities stamp their mark, that there will be competition, there will be private sectors, there will be development activities.

“It’s important to develop those solid methodologies that will continue to attract finance from those resources that are available that really, take those opportunities that are there. Pace of operating is important,” he added.

RB hosts Brunei culture showcase event in Jerudong Park

ROYAL Brunei Airlines (RB) hosted a total of 100 Wu Chun fans from Hong Kong and China yesterday at the Jerudong Park Colonnade, along with seven media personnel from China, Hong Kong and Brunei with their international brand ambassador, Wu Chun.

Present during the event was Karam Chand, Chief Executive Officer of RB.

The event began with a welcoming speech from Wu Chun who gave a short introduction of Jerudong Park and the role it plays since its establishment in Brunei as well as his own personal experience in the park.

The event aimed to showcase Brunei’s culture and tourist attractions to the Chinese market with activities comprising an ‘Amazing Race’ inspired treasure hunt which introduced various Bruneian cultures such as eating wajid, the sinjang, and ketupat weaving among others.

Stage performances were also presented by various Brunei local artistes including The Ellewan, Lively Dancers, Pei Pei and more.

Fans were also able to experience the rides available at the newly revamped Jerudong Park.

Vendors were also available throughout the day featuring various local businesses selling coffee, jewelleries, succulent fruits, snacks and many more.

Royal Brunei Airlines looks to expand flights

ROYAL Brunei Airlines (RB) yesterday held a press conference for media personnel from China, Hong Kong and Brunei at the Pondok Sari Wangi, Jerudong branch.

Present at the press conference were Karam Chand, Chief Executive Officer (CEO) of RB; Wu Chun, RB international brand ambassador; Salinah Salleh, Brunei Tourism officer; Christina Chua, RB Head of Sales; and Pengiran Haji Ibrahim bin Pengiran Haji Othman, Jerudong Polo and Country Club (JPCC) HR Manager.

The press conference began with an introduction from the CEO of RB who explained the work between the airline and China, with daily flights to Hong Kong and flights to Shanghai three times a week as well as the recent commencement of flights in July to Shenzhou and Nanning.

“We have plans to continue to grow as China has one of the largest markets by far in the world and Brunei’s outbound tourism is growing significantly,” said Karam. “As a nation, we would like to host our friends from China, and of course as an airline, we will benefit from tourism.”

Karam also added that RB has plans to further expand in China due to its vast population and many cities that will make it easy to commence flights to more cities.

In addition, the CEO also explained that RB has also been working closely with their partners such as The Empire Hotel & Country Club, Brunei Tourism, other hotels and partners of inbound tourism operators.

Through the collaborative efforts with partners, they have successfully grown tourism over the years encouraging further cooperation and the introduction of well-known Bruneians such as Wu Chun as their brand ambassador.

Also revealed during the press conference was the recent signing of a code sharing agreement between RB and Eastern China including negotiations that will lead to the signing of a code sharing agreement with Hong Kong Airlines.

Karam also revealed that part of their five-year plan will involve RB adding more aircrafts with one coming towards the end of 2017, and another seven in 2018. With the additional aircrafts on the way, RB will be looking further into more markets such as Taiwan as there is a very strong connection between Taiwan and Brunei.

“In our business things happen very quickly so we review the markets and as we get closer to receiving our aircrafts, that’s when we will make a decision and announce it,” added Karam.

SMEs showcase products at cultural, trade fair

NUMEROUS local small and medium enterprises (SMEs) are currently showcasing unique products catered to Brunei’s market at the ongoing cultural and trade fair held at the Dermaga Diraja to coincide with the official designation of Bandar Seri Begawan as the Asean City of Culture for 2016-2017.

Organised by the Brunei Malay Chamber of Commerce and Industry (DPPMB) and Ministry of Culture, Youth and Sports, the fair that also aimed to promote local culture, arts and businesses started yesterday and will conclude on Sunday.

One of the participating local vendors is selling ‘The Natural Bar’ all-natural skincare products that are produced without chemical or preservatives.

The Natural Bar is the brainchild of Patricia and Adrenne Chin who started the unique business in 2013 after finding it difficult to find natural skincare products overseas.

Patricia Chin in an interview with the Bulletin, said, “We did a lot of research and trial and error before finally able to produce our own range of skincare products. Currently, the Natural Bar products cater to adults, children as well as babies.”

“We are looking into more products and also hitting the international market in the future,” added Adrenne Chin.

Another unique local business in the fair is ‘Make a Book’. The business idea came from Rozi Yunos and Wina Hafiza in 2008 when Rozi completed her master’s degree and dissertation on making a book.

Rozi learned the art of book making with some of the ancient binding skills dating to 2,000 years ago, such as Coptic and French Link binding. Public interest for the business has grown since it was established.
